All
right
members
we're
fixing
to
go
out
of
session
just
as
a
reminder.
Budget
appropriation
amendments
must
be
heard
in
this
committee.
We
encourage
the
members
to
have
their
senate
member
file,
their
budget
appropriation,
amendment
on
the
senate
side.
The
brevity
of
your
discussion
about
your
amendments
and
the
prioritization
of
those
and
which
you
think
are
the
greatest.
A
Some
of
you
have
more
than
one
amendment-
love
love
them
as
all
children,
but
speak
of
them.
Briefly,
with
that
being
said,
I
do
have
a
list
that
got
started
a
little
bit
earlier,
a
little
bit
of
confusion
regarding
that.
But
if
you
were
on
the
list,
they
are
sorting
out
the
order,
so
I'm
going
to
go
with
the
list
that
I
have
right
now
and
that
list
is
chairman
whitson,
chairman
whitson,
you
are
recognized
page

the

item
number
220,
colonel
whitson,
you're
recognized.
E
Thank
you.
Mr
chairman.
First
item
is
number
two
two
one.
I
have
page
14
but
if
you
say
15
that
works
first
item
is
vanderbilt
university.
Medical
center
pave
program
purpose
to
providing
access
to
the
visual
visual
environment
program
works
with
local
education
authorities
and
agencies
and
the
tennessee
school
for
the
blind
to
meet
the
visual
needs
of
patients
ages
3
through
21
who
have
low
vision.
This
program
has
been
around
for
20
years
and
provides
access
to
optical
devices
and
training
to
patients.
E
E
Next,
one
is
number
220
220..
This
is
the
tennessee
court
opponent,
special
advocacy,
association
or
casa.
This
is
for
the
development
casa
programs
in
four
unserved
counties,
including
grainger
county,
the
rural
counties.
These
counties,
this
money
would
go
to
are
the
rural
and
need
the
base
funding
in
order
to
develop
additional
resources
necessary
to
support
a
casa
program
that
completes
number
two.
Sir.
E
Third.
Third,
one
is
number
two
two
three:
the
tennessee
board
of
regents
funding:
the
middle
college,
mechatronics
programs
at
chattanooga,
state
community
college,
cleveland
state,
community
college
columbia,
state
community
college
and
roane
state
community
college.
There
are
17
school
districts
with
40
high
schools
involved
and
477
students
enrolled.
So
far,
students
have
earned
177
in
industry
certificates
thanks
to
this
program.
That's
number
three
number.
Four.
Is
item
number
two:
two:
zero:
two
hundred
twenty,
a
tennessee
historical
commission
purpose
to
making
grant
to
the
tennessee
historical
society
for
operational
expenses.
E
Number
five
high

purpose
serves
children
with
special
needs
in
20
counties
in
middle
tennessee.
In
this,
in

includes
bedford,
cheatham,
coffee,
davidson,
decatur,
dixon
giles
hickman,
lewis,
marshall,
murray,
montgomery
perry,
rudford
sumner,
williamson
and
wilson.
That's
number
five
number
six,
sir,
is
number
225
225
the
refuge
center
for
counseling
purpose.
This
mission
is
to
provide
affordable,
professional
counseling
for
children,
families,
couples
and
individuals.
The
average
refuge
client
pays
45
dollars
a
session
with
the
cost
of
the
center.
It
costs
center
85
dollars
by
these
sessions.
E
A
Thank
you,
representative
whitson.
I
appreciate
it.
Members
have
questions
for

seeing
none.
Thank
you,
representative.
Whitson,

you
are

on

You
were

F
Thank
you
chairman.
Thank
you
committee.
I
have
one
very
important
but
humble
request
and
that's
for
the
first
t
of
greater
knoxville,
I'm
sure
a
lot
of
you
are
familiar
with
first
tee
programs.
The
mission
and
focus
of
first
tee
of
greater
knoxville
is
pretty
simple,
is
to
provide
all
kids,
but
especially
juniors
and
minorities,
programs
that
build
character
and
still
life
enhancing
values
and
promote
healthy
choices
through
the
game
of
golf.
F
I
hope
that
the
committee
will
consider
this
appropriation.
It
will
go
toward
the
much
needed
renovation
of
the
golf
course
where
the
kids
play
golf.
It's
expansion
of
youth
practice
facilities,
construction
of
a
new
cart
storage
facility,
and
this
will
allow
their
current
cart
storage
facility
for
more
space
within
the
existing
existing
building
for
youth
programming,
so
short
and
sweet.

B
This
funding
will
allow
for
continued
and
increased
access
to
emergent
and
long-term
support
and
advocacy
services
to
include,
but
not
limited
to,
information

B
Yes,
sir,
thank
you
again.
This
would
be
a
grant
through
this
safe
school
non-profit
and
it's
their
mission
is
to
provide
unprecedented
and
holistic
emergency
preparedness
solutions,
including,
but
not
limited
to
prevention,
deterrence
and
defense,
with
step-by-step
response
solutions
to
protect
students
and
teachers
in
those
first
critical
minutes
when
there
is
no
help-
and
this
is
during
an
active
shooter,
there
are
step-by-step
life-saving
defense
strategies
how
to
evade
active
shooters
and
to
escape
and
evacuate
interior

exterior
areas

G
Thank
you
thank
you,
mr
chair,
and
if
and
I
will
be
applying
the
rules
that
the
chair
lays
out,
but
in
order
of
priority,
am
I
correct,
mr
chair?
Thank
you,
sir.
G
The
first
one
I
want
to
talk
about
is
the
153,
which
is
this,
provides
grants
of
ten
thousand
dollars
each
for
501,
c3,
usa,
boxing
affiliated
clubs
that
promote
youth
sports,
alternative
activities
for
children
and
preparation
for
the
usa
olympics,
and
we
have
30
boxing
clubs
across
the
state
of
tennessee
that
we
will
be
providing
these
grants
for
the
the
next
one
is
152..
G
It
provides
grants
to
nonprofit
organizations
that
will
then
provide
grants
to
minority
business
for
minor
minority
business
support
and
minority
business
planning.
The
next
one
is
157
to
the
department
of
agriculture.
That's
making
grants
to
nonprofit
organizations
that
provide
fresh
local
produce
to
high-risk
high-poverty
or
food
desert
communities.
G
The
next
one
will
be
158.
This
is
for
higher
education
institutions
that
have
and
that
that
also
have
an
apprenticeship
model
tied
to
them.
It
provides
grants
of
up
to
three
thousand
dollars
each
for
schools
that
are
in
good
standing
with
the
department
of
education
and
that
are
located
in
or
that
serve
high
risk
or
impoverished
populations
for
purchasing
of
supplies
or
providing
transportation
to
and
from
school
or
apprenticeship
assignments.
G
G
This
one,
this
one
is
you
know
outdoors,
is
about
to
open
back
up.
Our
children
been
cooped
up
in
the
house
for
a
long
time.
These
the
rest
of
these
grants
provide
grand
opportunities
for
those
that
are
involved
in
youth,
sports
or
amateur
sports
organizations,
for
purchase
of
equipment
for
stipends,
for
coaches
for
grounds
preparation,
and
that
and
that's
that's
all
that
they
do,
but
but
our
children
need
an
outlet
they've
been
in
the
house
for
over
a
year
now,
and
these
give
opportunities
for
our
children
to
have
that
outlet.
A
C
Are
these
the
grants
for
the
food
deserts
and
the
support
for
the
minority
owned
businesses?
Is
it
going
to
regions
or
is
it
statewide.
G
A
Thank
you,
representative,
lamar
singh,
no
or
representative
parker
isn't
seeing
no
other
questions.
Just
as
a
matter
of
note,
representative
parkerson,
some
areas
across
the
state
have
been
open
for
sports
for
a
while.
Thank
you,
chairman
white.
You
are
recognized
on
your
budget
amendments
for
those
who
are
following
page
14
item
number
208
page
14.
A
item
number
208,
chairman
todd
you're
in
this
chair
chairman
lynn,
chair
legoland
you're
in
the
chair
there
as
well
chairman
white,
you're,
recognized.
I
Thank
you,
chairman
committee
and
208,
we're
pulling
that
was
administration
got
that
worked
out,
so
we're
pulling
208
and
if
it's
okay,
if
the
chairman
I'll
just
run
through
a
few
and
give
you
the
number,
as
we
jump
through
these
very
quickly.
For
the
sake
of
time,
item
210
one
is
near
to
my
heart
mid-south
mission
to
mercy.
This
is
the
dental
society
every
year.
They
provide
dental
care
oral
surgical
for
about
2,
000
underserved
under
privilege
in
our
community.
The
request
150
000,
put
this
on
this
is
like
a
military
triage.
I
It's
amazing.
They
they
take
an
entire
100
acre
of
a
church
and
they
just
do
amazing.
Amazing
work.
That's
item,
210.
item
212
method
is
healthcare
memphis
hospitals.
This
is
an
ace
trauma
center,
where
they
work
with
child
abuse
in
methodist
le
bonheur,
and
they
are
asking
for
250
000
to
continue
that
work
item
24,
214
and
215.
I
There
are
the
goodwill
excel
centers
in
memphis
this
they
provide
high
school
diplomas.
Not
high
sets
not
geds,
but
a
diploma
for
adults
who
are
never
finished
high
school.
Doing
tremendous
work
in
our
community
they're
doing
a
one
time
and
215
a
one-time
request
for
250
000
for
expenses
and
then
item
214,
a
million
dollar
to
purchase
a
new
building,
doing
a
great
work.
I
There
item
211
teach
for
america,
we're
always
short
on
teachers,
teach
for
america,
which
has
been
working
in
memphis,
nashville
and
chattanooga
for
a
while
to
recruit,
train
highly
effective
new
teachers,
they're
asking
for
a
non-recurring
1.5
million.
And
lastly,
I
would
stop
there
the
wolf
river
conservancy.
I
This
is
number
216
on
your
agenda:
the
wolf
river
consistency,
conservancy
greenway,
it's
a
26-mile
quality
of
life,
shovel-ready
pathway
that
goes
through
22
neighborhoods
226
schools
within
five-mile
radius,
they're
on
their
final
12
million
of
a
60
million
dollar
project
and
they're
asking
for
funds
for
for
help.
That
and
with
those.
Mr
chairman,
I
will
stop
right.
There.
A
Thank
you,
chairman
white,
any
questions
for
chairman
white.
Thank
you
chairman.
Why
representative
lamar,
you're
recognized
chairman
white
she's
got
a
question
for
you.
C
I
just
have
a
statement.
I
appreciate
your
advocacy
for
the
wolf
river,
it's
an
important
staple
in
our
community,
and
I
plan
on
supporting
it
and
signing
on
when
I
get
the
chance.
Thank.
A
You
chairman
curcio
you're,
at
that
podium
leader,
gant
you're,
recognized
on
your
budget
amendments,
leader
gent.
I
threw
my
paperwork.
C
A
It's
a
different
iris
is
different
than
yours.
Sir
page
four
item
number
52
or
mine's
different
than
yours
later
you're
recognized.
C
Okay,
what
I'm
going
to
do
is,
for
the
sake
of
time,
I'm
going
to
hit
item
number
53.,
it's
the
fayette
county
courthouse,
which
is
actually
literally
crumbling
in
certain
places
and
is
in
heavy
need
of
a
lot
of
restoration.
It's
a
historic
courthouse
and
we're
asking
for
3
million
for
that
facility
to
be
brought
back
up
to
the
code
in
which
the
county
is
looking
to
bring
it
up
to.
So
with
that,
mr
chairman
I'll
turn
it
back
to
you
and
thank
you
for
the
opportunity.
A
J
Thank
you
very
much,
mr
chairman
members.
This
is
a
continuation
of
funding
that
we
do
typically
every
year
for
the
tennessee
science
alliance,
museums,
it
is
600
000
for
hands-on
discovery
in
northeast
tennessee
adventure,
science
in
nashville,
children's
museum
in
rutherford,
county
museum
of
science
and
history,
memphis
the
muse
and
knoxville
and
creative
discovery
museum
in
chattanooga.
J
Thank
you
and
next
item
number
79
on
your
calendar
is
a
50
000
request
for
the
dixon
williams,
historical
association.
William
dixon
was
the
first
postmaster
in
east
tennessee,
built
a
home
in
greenville
for
his
daughter,
catherine
dixon,
who
married
alexander
williams
exactly
200
years
ago
this
summer.
This
is
going
to
be
a
celebration
of
that
facility.
The
facility
needs
some
upgrades
in
order
to
have
the
celebration.
They
are
raising
private
funds.
This
50
000
would
be
some
seed
money
for
that.
Mr
chairman
and
members,
thank
you.
J
J
I
sure
do
item
number
80
on
your
calendars.
This
is
a
request
for
a
million
dollars
for
from
the
department
of
health
for
le
bonheur.
J
They
have
a
partnership
that
is
in
the
evidence-based
home,
visiting
the
nursing
program
that
has
been
wildly
successful.
The
reason
I'm
carrying
this
is
they
partner
with
east
tennessee
state
university
on
this
program,
so
we
go
from
one
to
the
state
to
the
other.
These,
this
million
dollars
will
actually
help
them
draw
down
again
some
this
will
be
seed
money
to
help
them
draw
down
some
other
grants
and
some
other
monies
to
help
this
worthy
program
going
forward.
Mr
chairman
of
members,
thank
you
that
was
my
timer.
J
I
do
item
number
81
on
your
calendar
choices
right
now
supports
over
12
000
tennessee
seniors,
we're
looking
for
six
million
dollars
in
recurring
tenncare
funds
to
try
to
increase
provider
rates
for
choices.
This
is
something
where
our
provider
community
is,
is
almost
in
a
crisis
right
now,
and
we've
talked
about
this
in
budget
hearings
previously,
if,
if
we
don't
get
a
little
bit
of
input
into
influx
of
dollars
into
this,
we
may
may
see
some
some
levels
of
care
or
have
some
folks
turned
away
from
care.
J
So
this
is
being
supported
by
the
tennessee
associate
association
of
home
care,
tennessee
commission
on
aging
disability,
it's
the
east
tennessee
area
agency
on
aging
and
disability,
the
aarp
as
well.
So
thank
you,
mr
chairman
and
members.
A
C
C
G
81
chairman
hawk,
you
mentioned
one
one
million
dollars.
C
J
A
Thank
you.
Thank
you.
Any
other
questions.
Thank
you,
chairman
hawk.
Thank
you.
Replacing
those
two
seats
will
be
deputy
speaker,
johnson
and
paul
representative,
paul
cheryl.
A
H
Thank
you,
mr
chairman.
I
have
the
west
tennessee
work
ready
lab
with
support
from
multiple
members
of
the
west
tennessee
delegation.
I
bring
to
you
today
a
budget
amendment
to
take
the
first
step
towards
improving
our
workforce
pipeline
in
west
tennessee.
We.
What
we
really
need
right
now
are
flexible
facilities
that
are
not
tied
directly
to
higher
education,
but
rather
driven
by
employees.
I
bring
before
the
committee
for
your
consideration
a
300
000
non-recurring
appropriation
to
allow
west
tennessee
to
begin
the
important
work
of
planning
one
of
these
facilities.
H
These
funds,
which
will
be
awarded
as
a
grant
to
the
jackson
chamber,
will
allow
us
to
engage
an
architect
and
project
coordinator
to
plan
this
facility
and
ultimately
lead
to
developing
a
facility
that
we
believe
will
lead
to
the
lead
of
the
state
and
nation.
I'd
be
remiss
if
I
did
not
mention
that
the
state
already
has
invested
in
two
of
these
facilities
and
the
other
grant
in
the
other
grand
divisions,
one
in
mcmahon
county
one
in
lawrence
county.
We
need
and
are,
and
are
going
to
be
requesting
a
similar
facility
in
west
tennessee.
H
The
next
appropriation
is
about
the
scarlet
rope
project.
I
believe
it's
item
number
121,
I'm
not
sure.
If
I
have
the
same
numbering
house.
H
Thank
you.
Since
2015
scarlet
rope
project
has
provided
assistance
for
victims
of
sex
trafficking.
They
provide
a
holistic
care
plan
for
each
woman
in
their
program.
Some
of
these
include
a
safe
place
to
call
home
job
placement,
recovery
meetings
and
parenting
classes
for
women
all
across
west
tennessee.
It's
a
much
needed
program
not
only
for
the
west
tennessee
region,
but
also
for
tennessee
as
a
whole.
I'm
requesting
ten
thousand
dollars
in
non-recurring
fund
for
funds
for
this
organization
and
your
next
one.
A
H
The
next
would
be
item
number
or
appropriation
number
124
for
the
dream
center
in
jackson,
the
dream
center
houses,
families
and
individuals
who
have
experienced
crisis
in
their
lives,
such
as
loss
of
employment,
loss
of
housing
or
other
life-controlling
problems.
The
center
assists
residents
in
finding
gainful
employment
with
local
established
companies,
provides
financial
recovery
classes
and
for
those
who
did
not
finish
high
school,
they
also
provide
them
the
high
school
equivalents,
so
they
can
become
more
productive
citizens
in
our
local
community,
with
higher
paying
jobs
and
requesting
ten
thousand
dollars
in
non-recurring
funds.
H
Appropriation
number
122,
the
adult
and
team
challenge
for
over
60
years.
The
dalton
teen
challenge
has
operated
a
holistic
model
of
drug
and
alcohol
recovery.
Their
vision
is
to
see
all
people
freed
from
additional
from
addiction
through
the
power
of
jesus
christ.
Adult
and
teen
challenge
offers
a
one-year
christ-centered
residential
program
for
men,
18
and
older
that
have
life-controlling
problems
as
well
as
a
two-night.
A
week,
non-residential
program
called
lifeline
in
eight
west
tennessee
counties
in
a
time
when
addiction
to
opioids
and
other
substances
is
crippling
our
state.
H
H
Appropriation
number
120
asp
recovery
center.
They
have
served
west
tennessee
for
regarding
issues
related
to
addiction
and
co-occurring
disorder.
Since
1979.
H
the
program
is
licensed
by
the
department
of
mental
health
and
substance
abuse
services
in
2013
asphalt
was
recognized
as
by
the
non-profit
times
as
one
of
the
top
50
best
nonprofits
to
work
for
in
the
united
states.
I'm
requesting
ten
thousand
dollars
in
non-recurring
funds
to
be
used
for
recovery
programs
related
to
substance
abuse
in
the
western
grand
division.
I've
actually
hired
individuals
from
asphalt
recovery
matter.
They
do
a
tremendous
job
for
the
citizens
of
west
tennessee.
H
The
last
is
number
123
appropriation,
123.
tennessee
community
corrections
act
was
written
in
1985
to
provide
judges
with
enhanced
sentencing
alternatives
for
adult
felony
offenders
and
also
help
reserve
prison
bed
space
for
more
violent
and
career
criminals.
There
are
now
19
community
corrections,
agencies,
nate,
statewide,
comprised
of
county
programs,
human
resources,
agencies
and
private
non-profit
programs.
H
These
consist
of
direct
supervision
services,
residential
facilities
and
day
reporting
centers
through
utilization
of
the
community
corrections.
Programs.
Tennessee
taxpayers
avoid
the
high
cost
of
jail
or
prison
incarceration,
while
still
reducing
the
probability
of
continued
criminal
behavior
of
the
felony
offender,
while
maintaining
safety
of
the
community.
I'm
requesting
nine
million
dollars
for
the
department
of
corrections
to
restore
the
much
needed
funding
for
the
community
corrections
program
which
has
been
taken
out
of
the
budget
previously
of
the
proposed
budget.
A
Yes,
sir,
thank
you
chairman
todd.
I
think
there
is
a
move
afoot
regarding
that
as
well
representative
shaw,
you're
recognized
for
questions
for
chairman
tom.
C
Thank
you,
mr
chairman,
and
I
just
want
to
thank
you,
mr
chairman,
for
bringing
all
of
all
of
your
amendments,
but
the
two
that
I
really
want
to
speak
on
was
the
west
tennessee
lab.
C
It
is
so
critical
to
us-
and
I
would
like
your
permission
to
sign
on
to
that
one
if
I
could,
as
well
as
the
asphalt
amendment,
because
I've
been
dealing
with
those
over
the
years
of
the
asphalt
program,
and
I
know
how
important
that
is,
but
thank
you
for
the
west
tennessee
lab
project,
it's
very
vital
to
us.
Thank
you.
So
much.
A
Thank
you,
representative
shaw.
Thank
you,
chairman
todd
for,
for
your
advocacy
for
your
local
community
representative
lynn,
you're
recognized
on
your
budget.
She
is
on
page
eight
item
number
118.,
representative
lynn.
You
are
recognized.
K
Thank
you,
mr
chairman.
I
asked
the
committee
to
respectfully
consider
giving
tennessee
right
to
life
a
grant
twenty
thousand
dollars
so
that
they
can
perform
their
life-saving
work
that
they
do
across
the
state
of
tennessee.
They
save
babies
and
they
help
women.
It's
not
well
known,
but
in
the
year
2000
tennessee
right
to
life
actually
spent
a
great
deal
of
funds
defending
tennessee's
law
on
our
pro-life
laws.
They
did.
K
We
did
lose
that
lawsuit
which
led
to
subsequent
legislation,
but
tennessee
right
to
life
is
still
paying
a
debt
on
that
lawsuit
for
the
legal
defense
that
they
provided
to
defend
tennessee's
law.
Well,
this
grant
of
120
000
would
aid
them
in
performing
the
great
work
that
they
do
every
single
day
and
trying
to
save
babies
lives
and
to
help
women.
K
Thank
you,
mr
chairman.
This
grant
is
for
nami
of
tennessee
we're
all
well
aware
of
the
great
work
that
the
national
alliance
of
mental
illness
does,
and
I
respectfully
ask
the
committee
to
consider
committing
250
000
to
their
work
for
to
fund
crisis
intervention.
Team
training
in
this
training
officers
learn
how
to
properly
de-escalate
situations.
K
They
learn
a
protocol
that
works
very
well
with
the
mentally
ill
officers,
also
learn
about
community
resources
to
help
families,
and
hopefully
fewer
people
with
mental
illness,
then
end
up
in
jail,
but
most
of
all,
it
helps
the
mentally
ill
be
treated
with
dignity,
while
they're
being
taken
in
for
mental
health
treatment.
Thank.
A
You,
representative
lynn,
I
know
you're
very
passionate
about
this
topic.
It's
been
very
personal
to
you,
and
so
I
appreciate
your
work
there
as
well
any
questions
for
representative
lynn,
seeing
none.
Thank
you,
representative.
Glenn.
In
those
two
remaining
seats,
I
must
apologize.
I
I
have
a
multiple
number
sheets
of
paper
up
here,
representative
alexander
representative,
hicks
you're,
in
these
two
chairs.
I've
skipped
your
name
on
the
previous
piece
of
paper,
chairman
curcio,
you're,
recognized
on
your
budget
amendments.
Page
number,
three
item
number
37.,
chairman
curcio.
You
recognize
thank.
I
You,
mr
chairman,
I'll,
be
brief.
Hickman
county,
which
is
the
heart
of
my
district,
has
one
of
the
it's
a
smaller
population
county,
but
has
one
of
the
highest
percentage
of
veterans
in
the
county,
so
small
but
mighty,
and
this
25
000
appropriation
would
be
for
the
construction
of
a
covered
pavilion
and
then
to
provide
power
for
that
pavilion
in
their
new
veterans
park
and
rick
humphries
does
an
excellent
job
there
with
veteran
services.
I
Next
would
be
an
appropriation
request
for
five
hundred
thousand
dollars
for
dismas
inc.
Dismas
house
is
a
re-entry
program
here
in
nashville
that
focuses
on
higher
education
for
men
who
are
coming
out
of
prison.
These
are
men
who
have
truly
reformed
their
lives
and
are
not
going
to
return
to
a
life
of
crime
and,
finally,
item
number
39
tennessee
higher
education
initiative.
T-H-E-I
provides
educational
opportunities
for
folks
who
are
incarcerated
so
that
they
can
leave
their
life
of
crime
behind.
A
Thank
you,
chairman
kersey.
I
know
you
also
are
passionate
about
these
topics,
but
I
I
did
have
a
question
about
that.
So
what
it
would
do
is
it
would
extend
online
education
into
these
facilities,
or
this
is
after
they
are
incarcerated.
They
could
participate
in
these.
I
On
on
the
thei,
specifically,
yes,
sir,
I
don't
know
yes,
sir
thci
is
a
program.
That's
actually
inside
attorney
center
industrial
complex
in
my
district.
So
these
are
actually
folks
who
are
incarcerated,
who
are
seeking
their
associate's
degree
in
attorney
center,
and
the
governor's
budget
last
year
became
the
first
facility
to
offer
undergraduate
programming
at
their
facility
as
well.
A
All
right,
thank
you
very
much.
Thank
you.
Any
other
members,
seeing
none
deputy,
I'm
sorry
very
quick,
representative
miller.
C
The
this
mass
inc
was
in
the
governor's
budget
last
year.
Did
I
understand
that.
I
Thank
you,
sir.
No
sir,
I
was
on
the
next
item
t-h-e-I,
which
is
a
program
that
operates
inside
the
prison.
The
governor
appropriated
some
money
last
year
that
that
allowed
for
th
ei
to
help
those
are
incarcerated,
who
are
on
their
way
to
getting
out
to
get
their
undergraduate
degree,
but
not
in.
A
You
thank
you,
representative.
Thank
you,
chairman
curcio,
any
other
questions.
Seeing
none.
Thank
you,
chairman
curcio
deputy
speaker,
johnson,
you
were
recognized
members
deputy
speaker,
johnson's
items
are
on
page
seven
item
number
98.,
deputy
speaker.
You
recognize
it.
C
Thank
you,
mr
chairman
item
number
98
is
the
implementation
of
the
institute
for
national
security
and
military
studies.
The
request
is
at
austin,
p
state
university.
C
The
request
is
for
seven
hundred
and
fifty
dollars,
or
seven
hundred
fifty
thousand
dollars
annually
for
three
years
for
two
point:
two
million
two
hundred
and
fifty
thousand
dollars
as
seed
money,
and
they
would
be
able
to
operate
on
this
without
any
funding.
After
that
now
I
I've
served
on
this
committee
for
a
number
of
years,
and
I
realized
that
you
know
the
priorities
go
from
local
to
regional
to
state.
C
This
actually
has
national
implications,
because
the
department
of
defense
and
homeland
security
has
shown
interest
in
this
program,
because
it
would
be
one
of
the
few
in
the
nation
to
be
offered
number
two
is
99,
which
is
for
500
000
for
the
steve,
a
coin
military
clinic
at
center
stone,
and
this
would
be
for
behavioral
science,
services
for
veterans,
national
guard
reservists
and
their
families.
Thank
you,
mr
speaker.
Mr
chairman,
thank.
A
You
deputy
speaker
any
question
deputy
speaker
this.
This
committee
is
not
this
committee,
but
this
body
has
funded
center
stone
before
they
do
great
work
there
in
providing
mental
health
services
to
our
veterans,
and
so
I
appreciate
your
advocacy
there
look
forward
to
working
with
you
on
that.
So
thank
you,
deputy
speaker.
L
Thank
you,
chairman
of
members,
start
out
with
number
85.
If
that's
okay,.
A
Cheryl's
items
are
on
now.
I
can't
stop
saying
page
13
item
number
185
for
the
members
page
13.
One
item
number
185,
representative,
you're
recognized.
L
Thank
you
chairman
this.
This
is
what
we're
asking
for
in
grundy
county
for
a
new
park
that
they're
establishing
over
there
in
coal
mine
area
for
atvs
and
and
for
camping
and
they're
trying
to
get
a
water
line
into
their
park
and
we're
asking
for
two
hundred
thousand
dollars
to
try
to
help
in
this
new
atv
park.
So
we
appreciate
any
help
and
consideration
on
this.
L
Number
186
is
for
hopefully
we're
asking
for
a
new
state
park
which
is
virgin,
falls
state
park
in
white
county
tennessee.
L
We
have
some
property
that
is
adjoining
to
this,
which
is
the
pam
hardy
property,
and
we
need
to
buy
this
to
adjoin
to
what
we're
looking
at
for
the
virgin
falls,
which
is
300
to
buy
this
piece
of
property
adjoining
this,
hopefully,
would
make
it
a
good
entrance
to
hopefully
becoming
a
state
park.
If
that's.
A
L
Thank
you
chairman.
The
next
one
is
again.
We
are
working
on
virgin
falls
area,
which
is
a
place
that
a
lot
of
people
go
hiking
now
and
we're
wanting
to
establish
this
and
hopefully
become
a
state
park
we
have
seen
in
in
your
area
there.
What
cummins
falls
has
done
for
the
great
state
of
tennessee,
with
the
amount
of
revenue
that
it
has
brought
into
the
area
of
of
baxter
putman
county,
and
we
know
that
establishing
this
as
a
park
virgin
falls.
L
A
Thank
you,
representative
cheryl,
the
virgin
falls
is
gorgeous
been
there,
it's
a
great
opportunity
and
you
are
correct.
11
years
ago
we
purchased
cummins
falls
it's
taken
a
little
bit
that,
but
you
and
I
have
been
encouraged
to
communicate
with
ecd
about
the
real
estate
transfer
tax
and
how
those
resources
might
be
used
in
order
to
continue
to
protect
our
waterways
and
greenways
across
the
state.
So
I
look
forward
to
hearing
continuing
the
discussion
as
it
relates
to
this
peace
problem.
A
Appreciate
you
today
any
questions
for
representative
cheryl,
seeing
none
representative
cheryl.
Thank
you
very
much.
Next,
two
next,
two
members
on
the
list
and
those
two
empty
seats
would
be
representative.
Freeman
represent
chairman
boyd
here
as
well,
representative
alexander.
I
would
never
skip
on
skip
over
you
and
chairman
hicks
or
representative
hicks
at
all,
so
I
apologize
for
doing
that,
but
yeah
for
the
for
number
one
number
one.
On
page
one
and
number
one
in
your
hearts,
representative
alexander,
you
were
recognized.
M
The
first
one
on
my
list
today
is
for
the
construction
of
an
agriculture
learning
center
at
a
new
elementary
school
in
jonesborough
in
our
town.
It's
a
k-8
school.
It's
part
of
really
part
of
a
little
bit
of
the
governor's
initiative
to
you
know
improve
agriculture
in
this
state.
M
The
amount
is
300
000
one
time.
The
second
one
is
the
jonesboro
senior
center.
It
is
one
of
the
six
accredited
senior
citizen
centers
across
the
state,
the
governor
had
it
in
his
bill.
I
mean
in
his
appropriations
last
year
for
50
000
each
to
each
of
those
six
and
it
got
cut
with
covid,
I'm
just
presenting
it
again,
hoping
that
we
can
get
that
money
for
our
senior
citizen
center.
M
The
third
one
is
for
the
isaiah
house.
The
isaiah
house
is
a
home
where
children
go
to
when
they
are
being
pulled
out
of
their
homes
and
before
they
go
to
foster
care.
It
is
a
regional
home,
meaning
that
there
are
several
locations
in
several
counties
in
northeast
tennessee,
and
it
is
a
tremendous
asset
to
our
community
and
to
the
department
of
human
services.
M
That
is
so
that
these
county
fairs
can
get
some
money
so
that
we
can
keep
developing
our
county
fairs
because,
with
the
new
state
fair
that
we're
going
to
try
to
grow
in
this
state,
it
is
so
important
that
these
county
fairs
stay
strong
and
can
be
a
great
feeder
system
so
that
we
can
have
a
tremendous
state,
fair,
that
is,
for
ten
thousand
dollars
for
each
of
those
county
fairs,
there's
56
of
them,
so
the
amounts
560
000..
M
Finally,
the
last
one
is
for
the
tennessee
dairy
farmers
or
dairy
producers
association.
It
is
for
dairy
margin
coverage
assistance
for
the
tennessee
dairy
farmers
to
try
to
keep
our
dairy
farmers
in
business
they're
struggling.
So
much-
and
this
is
like
an
insurance
policy
that
would
allow
that
money
to
go
to
each
one
of
these
farms.
A
Dairy
farmers,
so
any
questions
for
representative
alexander,
seeing
none.
Thank
you,
representative
alexander.
I
apologize
once
again
for
skipping
over
you.
A
Representative
hicks,
not
chairman,
hicks,
because
there's
so
many
hicks
around
here,
it's
ridiculous
they're,
like
cut
zoo,
I
believe,
on
a
state
highway,
representative
hicks.
You
were
recognized
on
your
budget
amendments
he's
on
page
six
item
number
93
for
the
members
page
six
item
number
93,
representative,
hicks,
you're,
recognized.
J
The
first
one
is
for
great
community
chest:
it
has
served
our
area
in
our
county
since
1959
they
have
a
food
pantry
and
they
help
folks
with
electric
bills,
water
bills
a
little
bit
of
rant,
and
you
know
they
they
work
hard
for
the
folks.
They
also
have
christmas
parties
around
christmas
time
and
they
in
one
day
we
serve
about
300
seniors
for
lunch,
and
then
that
evening
we
buy
christmas
for
220
kids.
So
it's
a
pretty
big
day.
J
They
have
really
been
a
lifesaver
in
our
area
since
1959
and
they're
they're.
They
have
a
shortfall
this
year
of
of
about
twenty
or
thousand
twenty
thousand
dollars.
So
I'm
asking
for
twenty
thousand
dollars
for
that
association
and
then
item
number.
Ninety
four:
is
the
community
help
center
of
northeast
tennessee
and
it
does
about
the
same
it.
It
has
a
food
pantry
and
just
helps
folks
with
bills
and
tries
to
help
folks,
that's
that's
down
on
their
luck
and
it's
it's
huge
in
our
area.
J
Both
of
these
are
they
really
do
a
great
job
and
they
also
serve
a
lot
of
kids
in
our
school
system.
So
it's
very
important,
as
you
can
tell
by
looking
at
me,
I
I
think
people
needs
to
eat
so
so
that,
but
I'm
asking
for
20
000
for
that
as
well.
A
Comedy

A
You
chairman
boyd,
did
you
want
to
speak
about
the
second
one?
You
referenced
it,
but
I
don't
know
if
you
want
to
speak
about
the
next
one
as
well.
A
Okay,
I
think
you
talked
about
both
of
them.
The

any
questions
for
chairman
boyd.
Obviously,
since
we
are
on
a
point
system
he
did
and
for
the
members
he
did
include
something
putnam
county
in
his
second
budget
appropriation,
I'm
just
kidding,
but
the
tornado
did
impact
many
counties
across
the
state.
There
were
monies
put
a
put
aside:
75
million
dollars;
no
I'm
sorry
25
million
dollars
last
year
for
tornado
funds.
A
Sometimes
we
do
have
excess
revenues
from
those
and
so
hope
to
work
with
you
and
and
the
administration
try
to
find
a
way
to
help
with
this
lost
revenue
to
do
similarly
to
what
we
did
with
the
fires
and
the
smokies
years
ago.

to

will

item

a

representative
carringer.
You
are

K
And
thank
you,
mr
chairman.
I
need
to
make
a
a
note
for
you
all.
It
says
tennessee's
second
judicial
district.
It
should
be
sixth
judicial
district
that
we're
asking
for,
but
this
quest
is
to
support
the
building
expansion
of
child
health
tennessee
child
advocacy
center
in
knoxville
knox.
County
government
has
already
given
125
000
toward
the
debt
and
has
pledged
another
125
000
in
the
next
budget
year.
K
So
this
is
a
request
match
of
250
000
in
non-recurring
funds
to
match
what
knox
county
mayor,
glenn,
jacobs
and
the
knox
county
commission
have
given
and
pledge
the
knox
county.
Child
advocacy

the
second
busiest
in
the

just
behind
shelby
county
and
total
kids

child

A
K
A
Next,
for
those
two
empty

I
have
the
next
two
on.
My
list
are
representative
halsey
and
representative
moon,
representative

I
do
not
see
reps
representative
representative

You
could
take
representative
moon's

representative

you're

Nine
item
number
126
item,
page
nine
item
number
126.,
representative,
mckenzie,
you're,
wrecking
it.
D
Thank
you,
mr
chair,
and
in
and
it's
to
to
expedite
this
process.
D
If
you
don't
mind,
I
I
really
want
to
lunk
126
127,
128
and
129
together,
they're
fairly
small
dollar
amounts,
totaling,
119,
000
and-
and
the
reason
I
want
to
lunk
them
together
is,
is
because
they're
there's
some
great
organizations
trying
to
do
a
huge
need
in
in
in
east
knoxville
to
be
to
be
specific,
as
though
those
folks
around
east
tennessee
know,
there's
been
a
a
really
bad
rash
of
violent
crime
there
in
in
in
my
community,
and
what
these
five
organizations
are
doing
are
really
getting
at
the
youth
at
varying
aspects
of
it,
be
it
stem,
be
it
sustainability,
traditional
academic
environments
and
and
dealing
with
public
health
and
and
and
and
and
disparity.
D
D
Yes,
and
then
item
131
is,
is,
is
a
jewel
in
in
east
tennessee,
the
bet
culture
exchange
center.
What
they
want
to
do
is
really
explain,
expand
the
reaches.
You
know
the
african-american
population
in
east
tennessee
is
it's
fairly
spread
out,
and
it's
not
a
it's,
not
a
large
number,
but
what?
What
but
there's
there's
there's
history
throughout
from
from
free
hill,
tennessee
and
clay
county
morristown
and
then
upper
east
tennessee?
What
so?
D
What
beck
wants
to
do
since
they're
they're,
really
the
hub
of
of
that
data
collection,
is
to
create
a
cultural
heritage
trail
and
to
to
shine
a
spotlight
on
those
often
forgotten
areas.
D
Yes,
and-
and-
and
this
is
this-
this
is
a
bill.
What
what
we're
asking
to
do
is
a
three-year
pilot
project.
As
you
all
know-
and
you
all
hear
about
this-
I
hope
in
in
committee-
is
we
have
far
too
many
of
our
grandparents
that
are
raising
their
their
kids.
It's
it's
an
urban
issue.
It's
a
rural
issue,
it's
it's
an
issue.
D
So
what
this
pilot
pro
program
would
do
is
to
put
a
little
bit
of
money
in
those
grandparents,
acting
as
as
foster
parent
hands,
half
the
amount
of
what
a
foster
family
would
get.
You
know,
because
kids
eat
a
whole
lot,
their
feet
grow
all
the
time
and
they
they
they
have
to
keep
getting
more
and
more
clothes
as
they
go
through
those
formative
years.
A
D
A
O
O
Okay,
this
one
is
a
safe
baby
court,
vivitrol
an
injectable,
long-lasting
form
of
suboxone
budget
amendment.
Many
families
have
been
impacted
this
year
by
the
coveted
pandemic
in
many
different
ways.
The
amendment
is
brought
in
hopes
that
we
can
help
some
families
who
need
or
help
to
protect
some
of
the
most
vulnerable
in
the
state.
The
amendment
would
provide
two
million
non-recurring
funding
for
the
opioid
and
alcohol
addiction,
medication,
assisted
treatment,
called
vivitrol
to
eligible
adult
parent
of
children
who
are
participating
in
a
safe
baby
court
or
other
juvenile
court.
O
This
2
million
non-recurring
funding
would
also
pay
for
wrap-around
services
therapy
and
counseling
to
accompany
these
adults.
Take
in
vivitrol
vivitrol
is
an
injectable
medication
assistant
treatment
for
opioid
and
alcohol
addiction.
One
injection
lasts
28
days,
and
it
contains
no
opioid
in
its
chemical
makeup,
so
it
isn't
addictive
or
divertible
as
many
other
treatment
options.
Most
importantly,
it
gives
the
patient
a
tool
to
to
make
the
most
of
their
therapies
and
counseling
on
the
road
to
their
recovery
and
back
to
their
families.
This
opportunity
would
give
the
parents
of
these
children
a
hope
for
recovery.
O
A
No
representative,
chair
lady,
I
really
appreciate
your
ad
advocacy.
I
know
this
is
really
important
to
you
as
well.
Personally,
any
questions
for
representative
littleton
on
that
all
right,
seeing
none
representative
littleton,
you
had
two
others.
I
think.
O
I
have
a
few
others.
I
have
a
pilot
asking
for
fifty
thousand
dollars
for
a
pilot
program
that
the
youth
leadership
from
dixon
county
brought
to
me.
It's
a
lunchroom
recycling
and
we're
working
with
the
whole
county
they're
all
involved
with
it.
So
I
think
that's
a
great
project.
We've
I've
brought
the
try
to
get.
A
Okay,
thank
you
very
much
representative
lady
littleton.
Any
questions
for
chair
lady
littleton
on
her
budget
appropriation.

A
Thank
you,
representative

you
are

it
has
been

for
many
many
years
so
these
for
the
for
the
record.
These
different
senior
citizen
centers
are
have
a
special
designation
as
it
relates
to
accountability
as
it
relates
to
how
they
utilize
their
funds.
So
that's
one
of
the
reasons
why
they
have
found
success
and
then
the
other
is
because
of
your
advocacy.
But
thank
you
for
that
today.

for

the

for
special

one

and
we
have
several
raises
funds
as
much
as
they
can,
both
through
the
school
system
and
private
sector,
to
send
that
one
school
to
summer
camp
for
disabled
children
special

children,
and
this
would
help
expand
that
to
all
the
murksboro
high
schools
and
with
them
not
being
able
to
do
this
you
to
covet
last

These
special

really
need
this

the

We

for
every
four
thousand,
there's
one
for
every
seventy,
seven
hundred
and
davidson
one
for
every
seventy,
three
hundred
and
nox,
and
one
for
every
seven
thousand
in
hamilton.
So
what
we're
trying
to
do
is
provide
resources
to
to
those
who
have
served
their
country
so
well,
so
we
think
that's
a
great
opportunity.
J
It
is
a
regional
ask.
The
next,
the
next
opportunity
that
you
have
is
for
funding
of
an
additional
property
assessment
or
a
property
assessor
consultant
for
west
tennessee
ctas,
presently
provides
two
throughout
the
state.
One
is
in
blount
county,
the
other
is
in
murray
county.
This
would
add
a
third
position
to
take
care
of
west
tennessee.
J
That
request
is
for
200
000,
recurring
expenses,
and
then
my
final,
offering
to
you
today
would
be
for
the
on
behalf
of
the
university
of
memphis.
It's
for
a
5
million
non-recurring
ask
two
and
a
half
million
dollars
would
be
allocated
to
the
agritech
research
institution,
which
would
continue
to
work
throughout
west
tennessee,
promoting
agricultural
and
agricultural
technology
and
innovations,
the
other
two
and
a
half
would
be
allocated
to
the
tennessee
strategic
defense
research
institution.
J
That's
an
artificial,
artificial
intelligence
consortium
focused
on
defensive
priorities
for
our
country,
the
entire
five
million
dollars
there
would
go
to
checking
the
box
for
our
state
support.
In
order
for
to
sustain
our
carnegie
research,
one
status
at
the
university
of
memphis.
C
Thank
you
just
briefly,
mr
chairman,
by
the
way
chairman,
I
I
need
a
marketing
director
charles
broadcasting,
come
on
to
play
for
a
job.
A
I
will
say
that
most
of
the
strategic
intelligence
is
artificial
here
at
the
capitol,
but
I
appreciate
your
work
here
today.
Thank
you
for
coming
chairman
vaughn.
Next
on
the
list
is
chairman
holtzclaw
page
six
item
number
95
page
six
item
number
95,
chairman
host
claw:
you
were
recognized
towns,
representative,
harris
you've
got
these
two
seats
right
here.
Please
come
on
up
and
those
looks
like
the
last
ones
we'll
get
to
today
before
we
have
to
adjourn
representative
holtzclaw,
you
recognize
page.
C
C
A
Out
out
of
order
host
law,
but-
and
I'm
not
sure
that
was
a
really
good
idea
as
it
relates
to
asking
for
a
budget
appropriation
amendment.
But
yes,.
A
A
C
It's
for
the
re,
the
restoration
of
a
historic
theater
in
our
hometown,
which
we
don't
have
a
lot
to
offer
there
from
the
young
kids.
So
it's
really
critical
that
we
provide
some
kind
of
funding
for
this.
So
I
mean
that's
just
pretty
straight
up
and
forward.
A
C
A
That's
hilarious.
Thank
you
chairman.
Thank
you
representing
miller.
Any
other
questions
for
chairman
holtzclaw,
chairman
holtzcall,
worthy
of
our
consideration.
I
appreciate
you
in
your
patience
today.
Thanks
for
coming
representative
towns,
you
are
recognized
on
your
budget
appropriation,
amendment
site

the

page
14

is
his
first
phase.
14
item
number
200.
P
P
It's
rhetorical
that
at
the
core,
what
it
is
that
make
our
country
and
our
state
work
is
small
businesses,
so
we
seek
a
grant
that
would
allow
for
five
million
bucks
non-recurrent
that
will
allow
the
city
to
make
allocations,
allocate
allocate
grant
money
to
those
small
businesses
that
have
been
so
greatly
impacted
by
covet.
P
P
Other
thing
is
this
going
to
the
next
one
201,
that's
memphis
aerial
women's
council.
They
do
a
great
deal
for
women
in
our
community.
That's
50
000!
For
that
memphis
area,
women,
council.
I've
submitted
it
before
and
hopefully
we
cross
our
fingers
that
they,
you
know,
will
secure
those
funds
2002.
Mr
chairman,
the
achievement
foundation.
This
is
an
operation,
this
operational
expense.
They
deal
with
young
boys.
For
the
most
part,
it's
a
paternal
organization,
but
they
deal
specifically
with
young
boys,
but
also
girls
as
well
and
right
now
many
of
our
kids
are
depressed.
P
We
got
suicide
tendencies
in
terms
of
thoughts
because
of
what's
going
on,
and
this
would
be
a
great
outreach
in
terms
of
being
able
to
address
some
of
the
issues
that
they
have
and
they
have
a
track
record
of
a
very,
very
long
time,
50
60
years
in
the
community
city
of
memphis
summer
youth
program.
Again,
as
I
said,
I,
our
young
people,
have
been
impacted
in
a
very
negative
way
and
they're
hurting,
and
one
thing
that's
good
for
them
like
it
would
be
in
any
city
is
summer
jobs.
P
This
would
allow
the
city
to
provide
money
for
them
for
summer
jobs.
Okay-
and
that's
also
has
an
impact
on
their
many
of
them.
It'll
be
the
first
job,
many
of
they
learn
how
to
act
and
dress
and
be
on
time
and
work
in
an
environment
as
well
as
it
also
has
an
impact
on
crime
in
our
communities
all
across.
So
that
really
sums
up
the
for
that.
I
have,
and
I
would
hope
that
you
know
we
could
find
it-
that
we
could
fund
some
of
these
for
all
right.
A
Thank
you,
representative
townes,
any
questions
for
representative
towns.
I
can't
I
gotta
admit
every
time
someone
says
a
dollar
amount
or
instead
of
that
they
say
bucks.
You
reminded
me
of
the
commercial.
I
saw
one
time
where
a
million
bucks
showed
up,
but
I
appreciate
your
candor
and
your
hard
work
for
your
district.
So
hopefully
we
can
find
five
million
bucks.
It's
a
lot
of
animals,
but
appreciate
your
your
help
there.
Thank
you,
mr
chairman
members,
representative
harris
you're
recognized
for
the
members
representative
harris
is
his
items
are
located.
A
Q
You
so
much!
Thank
you.
Mr
truman
got
you
here.
Yes,
sir
okay
great,
so
I
I'll
be
brief
on
these,
but
I
do
want
to
make
a
point
that
my
amendments
are
the
lowest
amounts
on
the
entire
amendment
request
forms,
oh
as
as
a
new
member.
I
know
for
next
next
year,
but
with
that
being
said,
on
the
first
one
I
am
requesting
I'm
requesting
5
000
for
alpha
memphis
education
foundation
and
that's
73
item
73.
I
mean
this.
Q
This
one's
a
little
bit
more
closer
to
me
because
I'm
a
member
of
their
larger
organization,
alpha
fraternity,
incorporated,
and
so
they
have
a
actual
facility,
a
foundation,
a
501
c
3
that
is
located
in
our
poorest
zip
code
in
the
entire
area
of
memphis
out
in
the
white
haven
area,
and
so
this
this
organization
does
a
lot.
When
it
comes
to
our
youth
and
our
young
men's
development.
Q
They
have
a
community
garden
that
out
there
in
that
area.
That
helps
a
lot
of
the
parents
in
that
that
area
not
only
learn
how
to
produce
their
own
products,
but
also
they
also
do
some
mentoring
show
for
those
young
men
and
women,
while
the
parents
are
learning
parental
skills
and
knowledge,
so
that
one
I
am
asking
for
5000
for
their
community
garden
and
then
the
next
one
on
here
is
memphis
lift
institute,
and
that
is
item
number
74..
Q
That
one
is
a
400
000
dollar
ask
and
that
one
is
because
this
organization
typically
gets
about
a
1.2
million
dollars
in
annual
revenue,
but
because
of
covid
recently
they
lost
a
lot
of
their
budget,
and
so
they
are
trying
to
make
up
the
400
000
difference.
What
this
organization
does
is.
Basically,
they
work
within
the
community
to
get
parents
and
grandparents
together
to
advocate
for
their
their
students
and
their
children,
and
so
they
go
and
actually
get
really
really
involved
together.
Q
You
have
the
school
board
meeting,
they're,
really
huge
advocates
for
their
children's
education,
and
so
I've
actually
gotten
an
opportunity
to
go
out
and
knock
on
doors
with
them
and
really
get
involved
with
them
over
the
last
few
years,
and
so
I
would
love
to
put
some
support
behind
them
as
well,
and
then
the
third
one
that
I
have
on
here
is
for
the
headliners
memphis
75,
and
that
one
is
ask
of
ten
thousand
dollars.
Q
This
organization
started
through
st
jude,
st
jude
started
and
funded
the
program
for
since
2015,
and
so
this
is
now
becoming
a
more
independent
organization.
Now,
because
what
they
do
is
they
focus
on
educating
parents
and
children
on
hiv
and
providing
services
around
that
wraparound
service
for
parents
who
are
positive
whole
families
that
end
up
being
positive
and
helping
make
sure
that
they
have
what
it
is.
They
need
and
the
knowledge
that
they
have
as
well
and
medical
resources
through
st
jude.
Q
Ask
this
organization
was
started
by
a
young
man
who
was
also
very
involved
in
restaurants
in
our
community
back
home
in
memphis,
and
so
what
he
did
is
he
took
his
talents
of
instruments
and
ended
up
getting
these
groups
of
young
people
in
the
community
together
to
get
them
off
the
streets
and
teaching
them
how
to
play
drums,
how
to
play
percussion
instruments
and
just
to
be
in
a
band
per
se,
and
it
takes
up
their
time
from
being
out
in
the
streets
after
school.
Q
He
actually
used
to
charge
a
small
fee
and
the
parents
used
to
pay
that
small
fee
to
make
sure
that
the
equipment
that
they
were
using
was
taken
care
of
or
whatnot.
However,
because
of
kobe,
he
stopped
them
to
stop
the
fee
and
he's
paying
the
rent
out
of
his
own
pocket
at
this
very
moment,
but
the
organization,
and
so
he
has
been
paying
for
the
last
three
months
out
of
his
pocket.
Five
thousand
dollars
each
about
fifteen
thousand
dollars.
Q
C
A
Let
him
fool
you
all
right
members.
We
are
through
the
the
members
that
are
here
present
today
unless
representative
cheryl
has
some
good
ideas
since
he's
just
hanging
out
in
here,
but
I
think
he
got
through
all
of
his
amendments
but
sagan.
A
Oh
yes,
well,
chairman
that
we're
going
to
go
back
in
session
because
we're
up
against
a
hard
stop.
The
chairman
chairman
and
I
have
somewhere
else
to
be
here
in
10
minutes,
and
so
we
are
going
to
reconvene.
A
This
body
will
reconvene
next
week
to
hear
the
remainder
of
the
budget
appropriations
amendments
on
monday
for
those
members
of
this
committee
and
those
who
have
not
yet
been
able
to
join
us,
and
so
we
wanted
to
let
you
know
that
as
well
with
that
being
said,
do
the
members
have
any
further
business
or
comments?
