House Finance, Ways & Means Subcommittee House Hearing Room 3
C
A
A
Raise
your
hand
again:
let
him
see
you
there,
you
go
israel's
been
there
since
2012.
He
actually
represents
grayson
smith,
washington
well
part
of
smith,
part
of
washington,
the
cities
of
bristol
and
galax.
That's
the
fifth
district.
So
again
welcome
glad
to
have
you
members,
any
other
members,
any
other
announcements
seeing
none.
We
have
a
total
of
55
bills
on
our
calendars
today,
we're
going
to
begin
with
item
number
one:
that's
going
to
be
house
bill,
2500
by
chairman
boyd.
C
A
C
You,
mr
chairman
committee,
and
so
the
what
the
amendment
will
do
is
it
makes
three
minor
changes
to
the
bill.
It
removes
exemptions
for
the
reclassification
of
employees.
I
don't
know
if
you
all
know,
there's
preferred
and
executive
service
level
employees.
This
makes
them
all
executive
service
just
to
make
it
more
uniform.
C
It
also
clarifies
some
things
dealing
with
the
loser,
pay
provision
when
a
health
care
facility
or
hospital
fights
against
the
con
and
make
some
some
clarifications
there,
and
it
also
allows
the
department
of
health
to
share
internal
audits
conducted
regarding
the
duties
that
are
being
transferred
in
the
bill.
Mr
chairman,
all.
A
Right,
thank
you
very
much.
Members
you've
heard
the
description
of
the
amendment
any
discussion
on
the
amendment.
Seeing
none
we're
now
voting
on
amendment
017022
to
house
bill
2500,
all
those
in
favor
say
aye,
all
those
posts
know
the
eyes
have
it.
We
are
back
on
the
bill
as
amended
and
you're
recognized.
Thank.
C
A
All
right,
thank
you
very
much.
Members
you've
heard
the
description
of
the
bills
amended
any
questions
seeing
none
house
bill
2500
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
So
without
objection
house
bill
2500
goes
behind
the
budget.
Thank
you.
Thank
you,
mr
chairman
committee.
All
right.
That
brings
us
to
item
number.
Two
item
number
two
on
our
calendars
house:
bill
2367
by
chairman
curcio.
You
have
a
motion
in
a
second.
You
are
recognized,
sir,
for
a
brief
description.
D
Thank
you,
mr
chairman
and
committee
members.
Many
of
you
recall
the
effort
known
as
marsy's
law
that
dealt
with
victim
notifications
and
certain
rights
for
victims
that
was
pushed
forward
as
an
amendment
to
the
tennessee
constitution.
D
That
obviously
was
a
big
overhaul.
A
big
lift
this
bill
this
year
is
an
effort
to
accomplish
really.
You
know,
hopefully
90
percent,
of
what
the
proponents
of
that
constitutional
amendment
hope
to
accomplish,
and
that
is
this.
It
it
requires.
The
tennessee
sheriff's
association
provide
a
criminal
proceedings
notification
system
for
the
purpose
of
increasing
the
transparency
and
efficiency
of
the
criminal
justice
process
by
providing
timely
information
about
each
stage
of
the
criminal
process
to
interested
parties
and
requires
them
to
make
that
notification
system
available
24
hours
a
day
by
telephone
by
text
message
telephonic
communication.
D
This
would
really
revolutionize
the
way
we
help
victims
interact
with
the
system
so
that
they
know
when
someone's
being
transferred.
They
know
when
someone's
up
for
court.
They
know
when
something
has
changed.
The
status
has
changed
in
that
case
that
they're
monitoring,
so
it
does
have
a
fiscal
note
associated
with
it.
D
The
first
year
does
have
a
startup
cost
of
about
862
000
and
after
that
about
700
000
reoccurring
to
operate
that
call
center,
but
I
can
tell
you
if
this
were
to
get
funded,
it'd
be
the
best
seven
hundred
thousand
dollars
a
state
ever
spent
in
as
far
as
making
tennesseans
feel
safer,
feel
more
connected
to
the
process
and
helping
folks
who
may
be
victims
of
domestic
violence
or
other
other.
You
know
terrible
crimes
so
with
that,
mr
chairman
I'll
be
happy
to
take
any
questions.
All.
A
Right,
thank
you.
Chairman
carcio
members,
you've
heard
the
description
of
house
bill
2367
any
discussion,
seeing
none
as
the
sponsor
has
already
alluded
to
it
does
have
a
cost
associated
with
it.
So
we
will
have
to
place
it
behind
the
budget
and
reconsider
it
at
a
later
date.
So
without
objection
house
bill
2367
goes
behind
the
budget.
Thank
you
chairman.
Thank
you.
Committee
members.
We're
going
to
jump
out
of
order
just
briefly
we're
going
to
go
to
item
number
17
item
number
17.
A
E
This
bill
basically
has
does
have
a
small
fiscal
note,
but
it's
just
because
there's
two
licenses
involved
and
there's
no
need
for
two
licenses
under
one
roof
of
one
business,
but
what
this
bill
basically
does
is
it
allows
for
funeral
directors
as
well
as
pre-need
salesmen,
to
use
one
license
instead
of
two.
It
also
is
a
three-part
bill.
E
There's
a
part
in
there
that
would
prevent
unlicensed
funeral
assistants
and
bad
actors
in
this
state
from
being
able
to
conduct
business,
and
then
also
it
allows
for
continuing
education
that
it
be
done
in
person.
The
last
five
hours
needs
to
be
in
person,
and
that
can
be
virtually,
but
it
needs
to
have
an
interactive
component
to
it.
A
A
E
This
is
a
great
deal,
guys
a
really
great
bill
now.
This
bill
would
allow
us
to
take
40
percent
of
the
gambling
lottery
money
set
it
aside
for
pre-k
funding.
This
legislative
legislation
with
all
the
new
amendments
does
not
in
any
way
compete
with
the
governor's
proposal
to
increase
lottery
scholarships
according
to
th
ec.
We
have,
we
will
have
after
the
governor's
initiative,
we
will
have
50
to
60
million
in
annual
surplus
in
revenues.
E
This
amendment
would
also
establish
caps
on
funds
that
would
be
dedicated
for
pre-k
classrooms
in
the
first
two
years.
Following
enactment,
there
would
be
a
10
million
dollar
cap
and
there
would
be
a
20
million
dollar
cap
in
the
years
there
after
these
caps
enable
us
to
still
have
a
3
30
to
50
million
dollar
two
million
dollars
and
to
remain
in
the
lottery
education
count
as
a
surplus
even
to
continue
annually
that
flow
into
the
tennessee
promise
program.
This
surplus
is,
in
addition
to
the
lottery
revenue
reserve
account,
which
is
at
110
million.
A
A
No,
that's
fine.
All
right
members,
you've
heard
the
description
of
the
amendment
any
discussion,
seeing
none
we're
now
voting
on
amendment
zero,
one,
seven,
zero,
one:
seven,
zero,
nine,
eight
to
house
bill
2201,
all
those
in
favor
say
aye,
all
those
opposed,
no
the
eyes
have
it
we're
back
on
the
bill
as
amended,
and
I
think
you
have
done
a
wonderful
job
of
describing
that
already.
No,
you
are
fine.
We
appreciate
being
streamlined
in
here
so
members,
any
further
discussion
leader,
hawk
chairman,
hawk
thank.
F
You,
mr
chairman,
and
president
alexander,
thank
you
very
much.
I
I'll
remind
members
that
the
funds
from
the
lottery
by
constitution
are
dedicated
toward
higher
education.
For
the
most
part,
we
can
still
tap
into
those
a
little
bit
for
excess
lottery
dollars,
going
toward
capital
improvements
to
k-12
facilities
or
to
pre-k
programs.
So
we've
got
very
little
latitude
when
it
comes
to
those
lottery
dollars
they
are.
F
F
Representative
alexander,
thank
you
very
much
for
creating
a
mechanism
where
you
have
defined
that
potential
uses.
If
we
pass
the
past,
the
additional
hope
scholarship
amounts
that
you
have
defined
very
specifically
what
is
still
left
over
and
can
go
back
to
our
k-12
and,
in
this
case
our
pre-k
through
12..
I
think
it
is
very
important
that
we
we
keep
that
in
mind
that
these
dollars
are
at
our
discretion
and
we
could
and
should
do
something
with
them.
So,
thank
you
very
much
chairman.
Thank
you,
representative
alexander.
Thank
you
chairman.
E
A
G
Thank
you,
mr
chairman.
I
I
would
just
remind
the
committee
that,
just
a
few
weeks
ago,
we
heard
a
presentation
from
a
very
elaborate
study
by
vanderbilt
that
basically
disputed
claims
that
pre-k
actually
helps,
unfortunately,
and
so
just
keep
that
in
mind
as
we
look
at
this,
thank
you,
yeah.
E
You
chairman
for
your
comments,
but
I
will
remind
this
committee
that
we
also
have
a
great
program
up
in
east
tennessee
that
we've
had
some
astounding
numbers
from,
and
I
got
to
go
with
what
my
community
says
is
working
and
I
hope
you'll
consider
it.
A
A
E
The
original
law
was
passed
in
1989
and
it
has
not
been.
It
was
last
updated
in
1992,
and
this
bill
would
require
insurance
coverage
on
mammograms
and
ultrasounds
so
that
we
can
provide
women
with
what
they
need
to
make
sure
that
we
cast
breast
cancer
at
an
earlier
stage.
A
All
right,
thank
you,
representative,
alexander,
for
this
description
members.
Any
discussion
on
house
bill
2544,
seeing
none
first
of
all,
representative
alexander,
thank
you
for
all
your
hard
work.
I
know
you've
been
working
very
hard.
I
know
this
is
a
very
personal
matter
for
you,
and
so
thank
you
for
your
hard
work
on
this
members.
Any
discussion
seeing
none
house
bill
2544
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
So
without
objection,
house
bill
2544
goes
behind
the
budget.
Thank.
A
A
A
All
right
members
we're
on
item
number
three
house
bill:
905
you've
got
a
motion
a
second.
You
are
recognized
for
a
brief
description
on
house
bill
905.
It
looks
like
there's
an
amendment
drafting
code,
zero,
one,
six,
seven,
nine
eight!
Is
that
correct?
Yes,
sir,
it
is
okay.
We
have
a
motion.
Second,
we
do
have
a
motion.
Second,
so
you're
recognized,
let's
go
ahead
and
get
the
amendment
on
since
it
makes
a
bill.
That's
okay,
members!
Any
discussion
on
the
amendment.
A
H
Thank
you,
mr
chairman
and
committee.
I
would
like
to
point
out
that
I
do
have
some
constituents
here
with
me
today:
chrissy
and
elena
hood
that
are
sitting
back
over
here
in
this
corner.
Miss
hood
has
been
working
with
me
on
this
for
about
a
little
over
two
years.
Now
this
bill
has
come
in
many
forms,
but
right
now
I
think
we
have
it
in
a
very,
very
good
posture
is
what
we're
trying
to
do.
H
The
original
the
previous
amendment
we
had
had
some
tdot
was
going
to
do
some
adult-sized,
changing
tables
in
their
rest
stops
and
welcome
areas,
and
then
we
also
had
this
500
000
grant
program
to
help
encourage
local
municipalities
and
private
businesses
to
put
adult
size
changing
tables
in
their
facilities.
H
Tdot
informed
us
that
they
were
going
to
do
it
anyway,
and
so
we
did
the
amendment
to
take
them
out
because
they're
going
to
they're
going
to
do
this
over
the
next
several
years
start
to
phase
this
in.
So
it
reduced
our
fiscal
note.
But
this
is
a
grant
program,
you're
eligible
up
to
five
thousand
dollars
per
entity.
To
do
these
adult
size,
changing
tables
to
place
in
their
facilities,
cities
and
counties
and
private
businesses
are
eligible
to
participate
in
this.
This
is
a
one-time
deal
for
the
500
000..
H
My
hope
is
is
that
if
we
can
get
this
funded
that
at
least
across
the
state
that
people
would
know
that,
there's
at
least
a
hundred
of
these
tables
spread
out
across
the
str
our
state
when
people
need
to
it,
takes
there's
a
lot
of
effort
that
goes
into
planning
your
day
when
you
have
a
loved
one
that
has
some
of
these
unique
abilities
that
they
would
need
a
facility
that
would
have
the
adult
science
changing
table,
and
so
I'm
excited
that
we
have
it
in
this
position,
and
I
stand
before
you
ready
to
answer
any
questions
that
you
may
have.
H
A
A
I
H
You
that's
an
excellent
question,
so
the
the
amendment
that
we
had
previously
to
this
one
had
them
working
out
until
the
year
2028,
and
so
they
said
that
they
were
going
to
do
that
fully
comply.
But
it
would
be
easier
for
if
we
just
took
them
out
of
the
legislation
that
it's
going
to
take
them
some
time,
because
there's
some
rest
areas
that
they
have
that
do
not
have
the
footprint
that's
needed
and
they're
going
to
be
making
some
renovations
across
the
state
in
their
plan
over
the
next
few
years.
I
H
That
that
is
the
that
is
the
goal
that
by
2028,
that
tdot
would
have
them
in
there.
Thank
you.
A
J
Recognized
representative
vogels
and
to
the
sponsor
the
only
reason
I
asked
that
is
I
I
looked
online
and
there's
there's
a
variety
of
changes
tables.
I'm
worried
that
the
word
powered
is
kind
of
specific
to
only
a
couple
manufacturers
and
we're
actually
writing
a
specification,
that's
very
narrow
to
who
provides
that
to
the
market,
just
just
a
consideration.
If
there's
any
alternative
products
that
may
fit
the
same
need,
but
I
think
it's
a
great
idea.
You
recognize
chairman.
H
Thank
you.
I
know
of
at
least
three
manufacturers
that
have
a
powered
system.
I've
only
found
two
manufacturers
that
did
you
know
foot
pedals,
there's
different
mechanisms.
The
reason
why
it
needs
to
be
powered
is
because
you
it's
very
difficult
for
for
someone
to
try
to
manipulate
this
table
manually,
especially
if
a
person
is
may
outweigh
that
individual,
that's
assisting
them
at
that
time
and
so
being
powered.
Is
it's
imperative
to
this?
We're
not
in
any
way
shape,
form
or
fashion
trying
to
single
out
certain
companies
to
help?
H
J
A
K
A
A
Right
brings
us
to
item
number
four
item.
Number
four
on
our
calendar
is
gonna,
be
house
bill,
two:
zero,
six,
nine,
two:
zero:
six,
nine!
That's
by
chairman
halsey
there
he
is!
You
got
a
motion.
A
second
looks
like
you've
got
an
amendment.
We
need
to
draft
drafting
code
zero,
one,
six,
five,
five,
nine!
Is
that
correct?
That's
correct!
Sir!
Do
we
have
a
motion
a
second?
We
have
a
motion
a
second.
It
looks
like
this
amendment
actually
rewrites
the
bill.
So
let's
get
this
on
to
the
bill.
C
You,
mr
chairman,
thank
you
committee
for
seven
years,
I've
been
working
on
this.
It
stems
from
a
resolution
that
this
house
did
and
the
senate
did
seven
years
ago
said:
we'd
establish
a
gold
depository
in
the
state
of
tennessee.
It
took
me
seven
years
finally
found
investors
here
in
nashville
who
want
to
build
it
staff
it
maintain
it
pay
for
it,
do
repairs
to
it
and
run
it
the
way
the
bill's
written
it's.
C
He
needed
about
750
000
to
a
million
dollars
for
a
director
and
a
staff
to
to
overlook
that
and,
of
course,
the
folks
who
want
to
build.
It
said
no,
that's
not
the
kind
of
fee
we
were
looking
for,
and
so
that's
the
impasse
that
I'm
at
the
issue
with.
It
is,
of
course,
if
you
look
at
the
u.s
dollar
right
now,
you
look
at
the
future.
You
look
at
how
many
countries
in
the
last
week
have
shifted
from
the
currency
being
the
u.s
dollar
to
the
chinese
one.
C
Problems
in
this
country
and
what
can
happen
down
line
my
my
program
was
to
try
and
have
the
depository
being
built,
and
then
the
legislature
would
instruct
the
treasurer
to
begin
to
purchase
gold
bullion
to
go
in
it
because
we
can
store
it
there
for
nothing.
They
just
want
a
relationship
with
our
state,
something
similar
to
the
four
penitentiaries
that
are
private
owned,
but
that's
where
I'm
at
with
it,
and
so
I
am
I'm
at
the
mercy
of
everybody
all
right.
L
Thank
you.
Thank
you
chairman.
Thank
you,
representative
halsey.
I
know
you
and
I
have
had
many
discussions
about
this,
but
much
like
every
time
you're
in
budget
sub.
I
appreciate
you
taking
one
on
the
chin
every
time
you
come
in
here,
but
I
I
recognize
you're
very
passionate
about
this
and
and
your
examples
are
extremely
good.
I
do
think
that
there's
some
reasons
behind
why
we
should
make
it
easier
for
people
to
invest
in
gold
in
our
community.
A
L
F
A
A
It
does
have
a
cost
associated
with
it,
but
I
know
chairman
hulsey
how
hard
you
have
been
working
on
this
and
I
do
appreciate
it
all
your
hard
work
that
you've
put
into
it,
and
hopefully
there
will
be
a
time-
and
it
may
be
this
year
that
you
get
this
across
the
finish
line,
but
your
hard
work
has
gone
noticed.
So
thank
you
for
that,
but
it
does
have
a
cost
associated
with
it,
so
we
will
place
it
behind
the
budget
and
reconsider
it
at
a
later
date.
A
A
C
Don't
yes,
sir,
I
do
it's
my
daughter
tess.
She
stopped
by
being
the
daddy
that
I
am
storm's
moving
into
west
tennessee,
I
said
nashville
be
a
good
place
to
weather
tonight,
so
she
was
gracious
enough
to
stop
by
with
her
presence.
C
You,
mr
chairman,
this
bill
was
brought
to
me
by
a
constituent,
and
I
told
him
I
would
definitely
run
it
for
anything
that
we
can
do
for
the
guys
in
blue,
and
I
said
this
bill
increases
the
penalty
for
using
a
deadly
weapon
or
inflicting
serious
bodily
injury
on
an
officer.
It
takes
this
from
a
c
felony
to
a
b
felony
and
increase
the
senate's
range
from
3
to
15,
to
8
to
30
years.
L
Thank
you.
I
similarly
had
someone
come
to
my
district
for
over
this
very
issue,
and
so
I
really
appreciate
that.
I
do
think
that,
as
any
good
father
would
say,
though
I
think
for
those
that
don't
know
your
daughter
is
a
all-star
athlete
and
plays
for
the
lady,
vols
and
basketball.
L
A
That's
good
information.
Chairman
williams
representative,
you
better
be
careful
how
you
answer
after
that
and
I'm
gonna
say
with
no
doubt
all
righty
members
you've
heard
the
description
house
bill
2707
any
discussion
seeing
none.
There
is
a
cost
associated
with
house
bill
2707,
so
we
will
have
to
place
it
behind
the
budget
consider
at
a
later
date.
So
without
objection
house
bill
2707
will
go
behind
the
budget.
A
A
C
You
chairman,
we
got
an
amendment
now
running
with
that
and
that
tracking
code.
I
hope
it
corresponds
one
five,
seven,
five,
three,
sir.
Yes,
sir.
C
C
Right,
thank
you,
and
it
does
rewrite
the
bill
members
since
17
these
past
five
years.
We've
both
our
marinas
and
water-based
recreation,
have
seen
significant
growth.
Now
this
comes
to
us
from
the
tennessee
marine
association,
with
with
that,
additional
growth,
of
course
creates
increased
needs
for
expanded
parking
areas
and
access
roads
and.
K
A
0.53
percent
of
fuel
assessment
that
goes
toward
this
this
this
amendment
will
simply
change
that
percentage
to
point
88
percent.
So
with
that.
A
All
right,
thank
you.
Chairman
kiesling
members,
you've
heard
the
description
of
house
bill
2030
any
discussion
seeing
none
house
bill
2030
does
have
a
cost
associated
with
it
and
we
will
have
to
place
it
behind
the
budget
and
consider
it
in
a
later
day.
So
without
rejection
house
bill
2030
goes
behind
the
budget.
Thank
you
chairman.
Thank
you.
Members.
Thank
you
all
right.
Members
item

Six
on
our
counter
is
going
to
be
house
bill.
2226
by
chairman
powers.
You
have
a
motion
to
second,
you
recognize
for
a
brief
description.
All
right.
N
Thank
you,
mr
chairman
committee
house,
bill
2226
is
regarding
the
middle
college
program.
That's
operated
by
a
two-year
post-secondary
institution
in
partnership
with
the
lea.
It
permits
students
in
the
fall
of
their
junior
year
of
high
school
to
enter
into
a
two-year
institution.
At
the
same
time,
95
percent
of
the
students
who
complete
the
program
go
on
to
get
a
four-year
degree.
This
bill
would
raise
the
middle
college
scholarship
from
1250
per
semester
to
1625
per
semester.
N
A
All
right,
thank
you.
Chairman
powers,
duly
noted
all
right
members,
you've
heard
the
description
in
discussion
on
house
bill
2226,
seeing
none.
There
is
a
cost
associated
with
house
bill
2226,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
So
without
objection
house
bill
2226
goes
behind
the
budget.
Thank
you,
mr
chairman
committee.
Thank
you
all
right.

item

seven
on
our

is
going
to
be
house
bill
2316
by
chairman
reagan.
C
A
C
The
amendment
removes
the
private
cause
of
action
for
individual
damages,
just
the
committee's
interested.
The
purpose
of
this
bill
is
to
prohibit
males
from
prohibiting
in
public
secondary
and
higher
education
sports
that
are
designated
for
females,
and,
if
you
remember,
we
passed
a
similar
bill
to
this
for
k-12
to
explain
why
this
bill
is
necessary.
C
Let
me
read
you
a
quote
from
the
tennessean.
The
metro
nashville
board
of
education
recently
declined
to
update
the
district's
policy
regarding
student
athlete
eligibility
to
align
with
a
new
state
law
limiting
sports
transgender
athletes.
Limiting
the
sports
transistor
athletes
can
participate
in
with
several
board
members
expressing
conflicts
with
state
law.
The
board
member
jeannie
popel
walker
suggested
that
the
board
defer
the
vote
indefinitely.
C
C
C
In
summary,
biological
males
must
compete
against
biological
males,
not
biological
females
for
millennia
and
by
the
way
we
have
sports
records
going
back
to
the
ancient
greeks
for
millennia.
This
has
been
a
common
sense
approach
to
fairness
and
safety.
With
that,
I
stand
ready
to
answer
questions
all.
A
Right,
thank
you.
Chairman
reagan,
members
you've
heard
the
description
of
house
bill
2316
any
discussion
cnn
we're
now
voting
on
sending
house
bill
2316
on
to
full
finance.
All
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
2316
moves
to
full
finance.
Thank
you,
committee
and
chair
members.
Just
a
reminder
if
you'd
like
to
be
recorded
as
a
no,
please
let
the
clerk
know
that
all
right.
That
brings
us
to
item
number.
A
O
Okay,
thank
you,
mr
chairman.
Ladies
and
gentlemen,
this
is
this
is
going
to
be
the
best
bill.
You've
seen
this
this
millennia
yeah.
This
is
a
presumptive
firefighter's
bill.
It
supports
at
risk
first
responders
specifically
for
firefighters.
O
The
suicide
resulting
from
untreated
ptsd
and
in
our
fire
services
is
a
known
and
growing
problem
in
this
bill
is
named
after
the
dustin
samples
act
after
dustin
samples,
a
young
firefighter
that
took
his
own
life
in
cleveland
tennessee,
and
it
seeks
to
overcome
the
obstacles
currently
serving
as
barriers
to
seeking
mental
health
in
our
our
first
responders,
firefighters,
specifically
in
this
bill,
judging
the
by
the
current
co-sponsor
list,
I
believe
that
the
legislative
support
for
this
is
great,
and
I
hope
that,
with
that
support
will
translate
into
a
final
passage
this
year,
and
I
ask
your
favorable
consideration.
A
All
right,
thank
you.
Chairman
ramsey
members,
you've
heard
the
description
of
house
bill
1356
any
discussion
seeing
none.
There
is
a
cost
associated
with
house
bill
1356
and
we
will
have
to
place
it
behind
the
budget,
consider
it
at
a
later
date.
However,
since
the
bill
has
been
counted
three
times,
we
will
need
to
place
it
on
a
special
calendar
to
be
published
with
our
final
calendar
percent
to
house
rules.
So
without
objection
house
bill
1356
will
go
on
the
special
calendar
to
be
published
with
the
final
calendar.
A
O
And
yes,
this,
this
has
a
an
amendment
that
comes
with
it.
O
A
All
right,
thank
you.
Chairman
ramsey
members.
You've
heard
the
description,
any
discussion,
seeing
none
we're
now
voting
on
sending
house
bill
2228
on
to
full
finance,
all
those
in
favor,
say:
aye,
all
those
posts
know
the
eyes.
Have
it
house
bill
2228
moves
to
full
finance,
brings
us
to
item
number
10
out
of
number
10
on
our
calendars
house
bill
2272
by
chairman
ramsey.
You
have
a
motion
a
second
and
thank
you.
You
are
recognized
for
a
brief
description.
A
It
looks
like
there's
an
amendment
that
just
simply
changes
the
effective
date,
so
let's
go
ahead
and
get
that
on
all
right
drafting
code,
zero.
One,
seven,
two,
four
two!
Is
that
correct?
Yes,
sir,
all
right,
you
have
a
motion
in
a
second
again
you're,
welcome
to
explain
the
amendment,
but
I
think
again
it
just
changes.
The
effective
date.
O
It
does
it
simply
does
that
and
and
what
this
bill
does
is,
creates
a
a
overdose
fatality
review
act
at
the
current
time,
we
we
have
a
a
pandemic
of
sorts
with
opioid
overdose
and
and
those
have
are
increasingly
fatal,
and
what
this
does
is
allows
it's
a
permissive
bill.
It
allows,
creates
a
framework
for
establishing
county
or
regional,
multiple
disciplinary
overdose,
fatality
review
and
and
that's
been
effective
in
several
other
states.
O
A
All
right,
thank
you
very
much
members.
Let's
get
the
amendment
on
so
any
discussion
on
the
amendment
cnn.
We're
now
voting
on
amendment
zero,
one,
seven,
two
four
two
onto
house
bill,
2272,
all
those
in
favor
say
aye,
all
those
opposed,
no
the
eyes
have
it
we're
back
on
the
bill
as
amended,
and
of
course
we
just
heard
the
description.
Any
discussion
on
house
bill
2272,
seeing
none.
There
is
a
cost
associated
with
house
bill
2272,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
A
O
And
thank
you,
mr
chairman.
Ladies
and
gentlemen,
the
this
bill
changes
certain
requirements
for
professional
counselors,
which
we
have
a
a
great
need
for.
We
we're
in
a
crisis
situation.
20
percent
of
them
are
leaving
their
jobs
and
it's
hard
to
fill
those.
This
allows
for
temporary
license
to
be
valid
for
up
to
four
years
and
to
be
eligible
for
extension
and
and
at
the
discretion
of
the
board
of
professional
counselors.
O
It
changes
several
portions
of
regulatory
language
and
updates
them
according
to
what
the
board
of
counselors
has
developed
as
far
as
their
regulations.
So
with
that
explanation
pending
question,
sir.
A
A
C
Thank
you.
This
is
the
secretary
of
state's
audit
bill.
As
you
know,
we
have
considered
to
be
the
third
most
well-run
elections
and
honest
elections
in
the
country,
we're
very
tight
on
our
voter
registration
as
well
as
our
election
day.
We
had
no
complaints
at
all
cast
anywhere
in
the
state
in
the
last
election,
and
this
bill
will
automate
to
ensure
give
the
public
more
assurances
that
we
have
a
good
election
system.
The
secretary
of
state
under
this
builds
an
audit
bill.
C
He
would
randomly
select
three
counties
to
be
audited
for
the
august
election
and
six
counties
to
be
randomly
selected
to
be
audited
from
the
november
election
by
the
state
staff.
They
would
be
trained
under
the
u.s
government's
accountability
office.
Also,
those
counties,
those
35
counties
that
are
currently
operating
with
optical
scanners.
They
automatically
are
audited
now.
That
would
remain
the
same.
A
All
right,
thank
you,
chairman
rudd,
for
this
description.
Remember
any
discussion
on
house
bill,
2585
questions
being
called
injection,
calling
the
question
seen
in
hearing
we're
now
voting
on
house
bill,
2585,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
2585
moves
to
full
finance.
Thank
you.
That
brings
us
to
item
number
13
on
our
calendars
house
bill
2246
by
chairman
vaughn.
You
have
a
motion
to
second
your
recognizable
brief
description,
good.
Q
Afternoon,
mr
chairman
and
committee
house,
bill
2246
has
an
amendment
traveling
with
it
drafting
correct
zero
one,
six,
six,
oh
nine.
Yes,
sir,
ladies
and
gentlemen,
infrastructure
is
essential
to
ensure
affordable,
reliable
and
sustainable
fuel
and
industrial
materials
throughout
our
state
to
support
our
economy
and
the
day-to-day
demand
for
transportation
and
manufacturing
needs.
This
bill
would
keep
this.
Q
Keep
this
infrastructure
from
being
managed
by
patchwork
of
local
regulations.
It
preempts
local
actions
that
prohibit
the
sighting
of
this
industrial
infrastructure.
This
preemption
does
not
affect
zoning
laws.
It
does
not
affect
the
ability
of
a
local
jurisdiction
to
enact
groundwater
protection
that
they
see
fit,
and
with
that,
mr
chairman
I'll
be
happy
to
answer
any
questions
you
may
have
thank.
A
J
Q
Q
A
political
subdivision.
The
state
shall
not
arising
from
or
as
a
result
of
local
action,
prohibit
the
development
implementation
of
the
types
or
sources
of
energy
that
may
be
used,
delivered,
converted
or
supplied
by
the
following
entities:
that's
an
electric
utility,
an
entity
that
generates
or
sells
or
transmits
electrical
energy,
a
gas
system,
a
gas
transmission
company,
an
lp
gas
dealer
or
any
other
local,
liquefied
petroleum
products
or
a
de
facto
prohibition.
The
de
facto
prohibition
is
factors
considering
whether
or
not
something
serves
as
a
de
facto.
Q
Prohibition
involves
an
exorbitant
fee,
permit
fee,
unreasonable
time
frames
for
actions
and
then,
whatever
that
local
actions
effect
has
on
the
project.
Q
What
is
not
preempted
or
prevented
you'll
find
this
in
paragraph
two
of
section
c
in
the
amendment
is
a
local
action
that
is
state
authorized
ministerial
in
nature
pertaining
to
land
use
generally
applicable
to
similar
types
of
commercial
and
industrial
activities
and
necessary
to
provide
public
benefit.
That's
zoning
or
right-of-way
management.
Q
So
what
this
bill
is
saying
is
that
communities
can
control
and
influence
where
this
infrastructure
is
located.
They
cannot
prohibit
it.
So
it
keeps
somebody
from
saying
we're
not
going
to
allow
any
of
that
in
our
community
to
where
we
say
we're
going
to
allow
it,
but
it's
going
to
be
in
this
circumstance,
representative.
J
Ogles,
thank
you
chairman,
so
in
the
instance
say
like
if
a
small
substation
was
located
next
to
a
school,
but
there
was
right
away
and
the
utility
wanted
to
come
in
and
greatly
expand
that
substation,
where
they
would
bring
in
high
high
voltage
lines.
Would
the
the
local
municipality
and
lea
be
able
to
say
hey?
We
really
don't
want
these
lines
running
right
over
our
playground.
J
B
Thanks,
mr
chairman,
mr
chairman,
you
know
in
memphis,
there's
been
a
lot
of
conversation
around
this
bill
and
what
has
happened
with
the
potential
pipeline
that
was
going
through
a
majority
minority
district,
and
it
was
a
lot
of
pushback
on
that
pipeline
that
was
coming
through
and
a
lot
of
meetings.
Conversations
probably
with
you
on
this
very
bill
as
a
result
of
that
the
aquifer
people
and
and
this
bill
would
in
no
way
affect
decisions.
B
Q
As
a
matter
of
fact,
we
reached
out
to
the
city
of
memphis
and
included
language
specifically
provided
by
their
city
attorney
for
them
to
feel
comfortable,
and
I
believe
there
was
a
resolution
opposing
this
amendment
that
was
slated
for
a
city
council
vote
but
was
subsequently
withdrawn
after
we
accepted
their
language
proposed
verbatim
by
the
city
attorney
from
memphis.
So
this
is
not
an
attempt
to
revisit
that
situation.
Q
As
a
matter
of
fact,
in
a
nod
to
the
the
consideration
of
our
our
god-gifted
aquifer
the
memphis
sands
aquifer
in
west
tennessee,
we
also
included
in
here
language
that
allowed
local
entities
to
receive
authority
seated
to
them
by
tdeck
to
protect
such
resources
like
that.
So
this
is
not
a.
This
is
not
a
poke
at
memphis.
It's
not
a
it's.
Not
anything
meant
to
aggravate
that
situation.
What
it
is
meaning
to
do
is
the
delivery
of
energy
is
typically
a
linear
process.
It
flows
from
point
a
to
point
b.
What
happens?
Q
Is
it
crosses
a
lot
of
jurisdictions
through
that
during
that
sometimes
jurisdictions
that
don't
gain
any
real
benefit
from
it
other
than
the
overall
greater
good
that
it
provides,
and
so
what
this
will
keep
from
happening?
Is
there
being
an
energy
distribution
project
or
transmission
project
that
has
to
meet
a
myriad
of
public
regulations
as
it
tries
to
go
from
point
a
to
point
b?
B
Thank
you,
mr
chairman,
and
mr
chairman,
you
held
a
stakeholders
meeting
of
sorts
to
try
to
rectify
this,
got
everybody
to
the
table
to
talk
about
this
very
bill.
Did
you
did
you
not?
Yes,.
Q
Ma'am
we
held
a
meeting
prior
to
in
between
our
subcommittee
meeting
and
our
full
committee
meeting.
We
had
a
large
number
of
people
gather.
We
discussed
the
in
the
issues
they
learned
of
our
intent.
We
heard
their
concerns,
that's
when
the
the
additional
language
was
brought
in
some
amendment.
As
a
matter
of
fact,
I
even
suggested
some
language
changes
that
we
needed
to
put
in
here
for
it
to
actually
meet
the
intent
that
it
was
meant
with,
following
that,
we
also
heard
from
I
believe,
nine
different
people
testifying
in
full
committee.
A
All
right,
thank
you.
Members
further
discussion
on
house
bill
2246,
seeing
none
we're
now
voting
on
house
bill,
2246,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
the
eyes.
Have
it
house
bill
2246
moves
full
finance.
Thank
you,
mr
chairman.
Thank
you
all
right.
Next
up
is
item
number
14
on
our
calendars
house,
bill
2676
by
chairman
zachary.
D
You,
mr
chairman
and
committee,
mr
chairman,
I
have
a
drafting
code,
an
amendment
with
drafting
code,
one
five,
six,
one
five
is
that
traveling.
That
is
traveling.
That's
great!
Thank
you,
sir
members.
A
very
simple
bill.
This
bill
simply
provides
for
transparency
with
emergency
contracts.
Emergency
purchases
and
emergency
situations
is
defined
as
a
purchase
made
during
actual
emergency
arising
from
unforeseen
causes
without
the
issuance
of
a
competitive
solicitation.
This
provides
for
10
reporting
requirements
to
physical
rev
fiscal
review
and
then
provides
a
path
for
a
hearing.
A
All
right,
thank
you.
Chairman
zachary
members,
you've
heard
the
description
of
house
bill
2676
any
discussion
seeing
none
house
bill
2676
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
considered
at
a
later
date.
Thank
you.
So
without
objection
house
bill
2676
goes
behind
the
budget.
A
A
All
right,
you
have
a
motion,
a
second,
let's
go
ahead
and
get
that
on
any
discussion
on
the
amendment.
Seeing
none
we're
now
voting
on
amendment
zero,
zero,
nine,
seven,
nine,
eight
house
bill
708,
all
those
in
favor
say
aye,
all
those
opposed,
no
the
eyes
have
it
on
the
bill
as
amended,
and
you
are
recognized.
D
On
the
bill,
thank
you,
mr
chairman
committee
members.
That
amendment
simply
changed
the
effective
date.
I
won't
stand
here
with
a
presentation
I
presented
last
year
to
this
committee
regarding
this
piece
of
legislation.
This
simply
allows
a
domiciled.
Tennessee
university,
that's
accredited
to
participate
in
the
binatuli
scholarship
we
appropriated
113
million
dollars
for
that
scholarship.
Typically,
10
million
is
unused.
This
allows
a
school
that
is
pumping
out
nurses
and
we
have
a
nursing,
nursing
shortage
crisis
in
our
state.
D
A
A
R
R
R
A
Right,
thank
you
very
much.
Members
you've
heard
the
description
of
house
bill
2303
any
discussion.
Seeing
none
we're
now
voting
on
house
bill,
2303,
moving
on
to
full
finance,
all
those
in
favor
say
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
2303
moves
full
finance.
Thank
you,
chairman.
A
M
You,
mr
chairman,
35
on
35.
The
senate
did
not
see
my
wisdom
in
protecting
domestic
violence
victims,
and
so
I'm
going
to
take
that
one
off
notice.
A
M
You,
mr
chairman,
and
I'm
going
to
will
to
the
the
committee
on
this.
I
had
a
out
of
state
organization
come
to
me
this
morning
with
some
concerns.
I
can
either
go
ahead
and
present
it
and
if
there's
a
small
amendment
put
it
on
in
full
or
I
can,
I
can
hold
it
back
in
the
sub.
Whatever
is
the
will
of
the
committee?
M
A
Don't
we
hold
that
back
in
the
sub?
Let's
we
can
roll
it
a
week.
Let's
see
we
can
roll
that
a
week
and
then
that'll,
let
you
get
in
the
proper
order.
If
that
would
be
all
right
with
you
is
that
okay.
A
A
A
Second,
let's
go
ahead
and
get
this
amendment
awning
discussion
on
the
amendment,
seeing
none
we're
now
voting
on
amendment
zero,
one,
six,
one,
four
three
to
house
bill,
two,
four,
four:
eight,
all
those
in
favor
say:
aye,
all
those
opposed,
no
the
eyes
have
it
we're
back
on
the
bill
as
amended.
You're
recognized,
sir
thank.
M
You,
mr
chairman,
this
this
bill
gives
the
city
of
nashville
the
ability
to
raise
a
five
percent
privilege
tax
or
less
for
the
admission
of
all
sales
at
the
national
museum
of
african
american
music
at
the
corner
of
fifth
and
broad.
And
if
you
have
not
visited
it's
an
amazing
facility
and
we
invite
each
and
every
one
of
you
to
go.
A
A
All
right,
I'm
getting
ahead
of
myself
here,
all
right,
any
discussion.
I
think
the
question
was
called
in
objection,
calling
the
question
seeing
none
hearing,
none
we're
now
voting
on
house
bill,
24,
48,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
2448
moves
to
full
finance.
A
All
right
that
brings
us
to
item
number
23
out
of
number
23
on
our
calendar
on
the
bet.
Calendar
today
is
going
to
be
house
bill
681
by
again
by
representative
beck.
You
have
a
motion
to
second
and
again,
it
looks
like
there's
an
amendment
that
actually
rewrites
the
bill.
Let's
go
ahead
and
get
the
amendment
on
that's
going
to
be
drafting
code,
zero,
one,
six,
nine,
five
six!
Is
that
correct?
That's
correct!
Mr!
Is
there
a
motion
to
second
on
the
amendment
motion
in
a
second
on
the
amendment?
A
Let's
go
ahead
and
get
that
awning
discussion
on
the
amendment.
Seeing
number
now
voting
on
house
bill,
we're
now
voting
on
the
amendment
to
house
bill
681
again,
let
me
just
restate
that
amendment
zero
one,
six,
nine,
five,
six
to
house
bill
681,
all
those
in
favor
say
aye,
all
those
opposed.
No
the
eyes
have
it.
We
are
back
on
the
bill
as
amended,
and
you
are
recognized,
sir.
M
Thank
you,
mr
chairman.
This
is
a
permissive
bill
for
the
metro
government
to
impose
up
to
a
one
percent
hotel
motel
tax,
only
as
a
part
of
the
pie,
the
financial
pie,
if
a
dome
stadium
is
built
on
the
pro
on
the
property
where
the
present
stadium
lies,
and
with
that,
mr
chairman
I'll,
be
happy
to
take
questions.
A
L
Thank
you.
This
may
be
a
question
for
legal,
but
I'll.
Ask
you,
since
you
practiced
law
the
bill
itself.
If
the
other
method
of
passing
a
bill
to
issue
bonds
for
a
stadium
does
not
happen
or
those,
how
do
you
will
this
bill
be
necessary?
You
recognize,
sir.
M
L
Lady
woods,
thank
you.
Thank
you
for
the
promotion.
Also
chairman
the
the
concern
I
have
is,
as
we
get
out
ahead
of,
what's
going
on
with
that,
is
it
your
intent
to
hold
this
until
we
see
what
happens
through
as
it
relates
to
those
bond
bills
when
they
come
through
here
or
does
this
bill,
and
this
may
be
the
legal
question:
does
this
bill
become
of
no
effect
in
statute?
If
that
doesn't
occur,
represent
it
back.
M
D
M
D
D
D
D
Later
camp,
so
wouldn't
it
be
prudent
to
wait
on
that
process
before
we
move
forward
with
this
legislation
to
kind
of
know,
because,
as
republicans
you
know
we're
we,
we
try
to
be
most
most
time
fiscally
responsible
with
the
money
that
we
spend
up
here,
and
this
is
kind
of
like
putting
the
cart
before
the
horse.
In
my
opinion,
and
voting
for
attacks
that
you
know
is
on
something
that
we
really
don't
know
that
this.
This
is
the
piece
of
the
puzzle
that
fits
in
a
much
bigger
piece
of
that
overall
puzzle.
M
Beck
number
one
we're
not
voting
for
attacks,
we're
giving
the
local
authority
the
ability
to
raise
that
tax,
and
they
could
only
raise
that
tax
if
we
are
building
the
stadium
with
a
dome
and
50
000
seats.
So
they're
not
gonna,
we're
not
arbitrarily
raising
attacks
that
they'll
be
collecting.
Even
if
they're
not
building
the
stadium,
they
won't
build
the
stadium
if
they
don't
have
all
the
pieces
of
the
pie
together.
D
Later
game:
okay!
Well,
sponsor!
I
thank
you
for
the
answers
and
I
I
know
I've.
I
hope
I
didn't
put
you
on
the
spot,
because
we
didn't
get
a
chance
to
discuss
this
before
the
meeting,
but
I
will
be
voting
no
on
this
just
due
to
the
posture
that
we're
currently
in
going
forward.
So
thank
you,
chair
representative
ogles.
J
J
J
So
for
that
reason
I
won't
be
supporting
any
more
tax
increases
and
as
much
as
I
do
like
the
titans,
I
it
gives
me
a
lot
of
heartache
to
see
that
we're
that
we're
debating
giving
them
so
much
money
and
as
much
as
I
hear
the
roi
is
so
high
and
how
great
of
an
investment
that
is.
I
also
know
that
venture
capitalists
and
hedge
funds
would
be
flocking
to
the
fact
of
being
able
to
invest
that
much
money
get
that
high
rate
of
return.
M
J
To
stay
on
the
legislation,
I
understand
that,
however
low
taxes,
I
think,
are
very
much
for
a
center
for
businesses
and
people
to
come
to
an
area,
and
I
fear
that
the
pathrone
and
metro
nashville
is
not
sustainable.
But
thank
you
sponsor
representative
beck.
B
Thank
you,
mr
chairman.
Mr
chairman,
I
think
we
may
be
missing
a
great
opportunity
here,
we're
in
a
position
at
a
place
where
we're
trying
to
position
ourselves
to
be
an
even
more
world-class
city,
and
so,
if
we
are
to
build
this
dome
facility,
it's
going
to
create
an
opportunity
for
the
titans
to
get
in
a
rotation
for
super
bowl.
B
It's
going
to
create
an
opportunity
to
use
the
facility
during
the
down
times
when
the
titans
aren't
playing.
So
it's
going
to
create
an
opportunity
to
bring
all
of
this
revenue
and
businesses
who
are
flocking
to
this
area
right
now,
based
on
on
the
tax
structure
here,
and
what
we're
doing
with
this
piece
of
legislation
is
really
just
authorizing
them
to
do
this.
B
The
hotels
in
terms
of
the
potential
one
percent
with
the
hotels
is
mostly
from
visitors
coming
to
the
city,
so
I
I
think
it's
it's
okay
for
us
to
have
a
complete
puzzle,
we're
putting
together
to
make
this
deal
a
reality,
and
so
this
is
just
one
piece
of
the
puzzle
and
the
others
absolutely
have
to
take
place
in
order
for
this
to
be
in
effect,
and
if
we
don't
have
this
in
effect
this
it,
we
will
look
back
and
say
well.
B
Why
didn't
we
do
this
because
we
knew
what
would
we
would
need
it
to
complete
the
entire
picture.
So
all
we're
doing
with
this
legislation
is
trying
to
have
a
comprehensive
way
of
approaching
the
stadium
trying
to
create
an
opportunity
to
expand
the
activities.
The
events
the
concerts,
the
final
fours
to
come
to
nashville-
and
I
I
think
we
don't
want
to
miss
this
opportunity
and
the
members
already
agreed
to
to
work
with
us.
You
know,
as
it
moved
to
the
next
committee,
so
I
would
hope
that
we
could
support
this
legislation.
M
A
I
Thank
you,
mr
chairman.
I
just
want
to
say
I
am
a
believer
in
the
value
of
a
dumb
stadium
for
nashville,
not
only
for
what
it
brings
to
nashville,
but
for
what
it
will
bring
to
the
state
of
tennessee.
There
is
a
huge
return
on
investment.
I
It's
different
than
me
as
a
venture
capitalist,
investing
in
some
opportunity,
because
the
return
on
investment
comes
an
economic
impact
with
visitors
with
the
money
that
they
spend
in
our
restaurants
and
our
hotels
and
our
bars
and
all
of
those
places
and
the
fact
that
we
bring
a
lot
of
people
to
tennessee
who
then
spread
out.
They
don't
just
stay
downtown
nashville
they
spread
out
throughout
the
state.
It
not
only
brings
that
economic
impact,
but
it
introduces
tennessee
to
more
people.
It's
a
huge
marketing
tool.
I
Every
time
we
have
a
in
in
have
an
nfl
game
here
in
our
city
and
tennessee
is
highlighted
nationally,
but
the
opportunities
to
bring
things
like
a
super
bowl
like
the
sec
championship.
I
would
love
nothing
better
than
to
have
the
sec
championship
move
out
of
atlanta
and
to
nashville
tennessee.
That
would
make
me
incredibly
happy.
So
I
think
the
things
that
that
we
have
to
do
to
make
that
work.
This
is
a
part
of
that
process.
As
you
said,
it's
a
piece
of
the
pie,
so
I
appreciate
you
bringing
the
legislation.
L
Thank
you.
I
guess
I
I
agree
with
the
chair,
lady.
Regarding
the
importance
of
a
stadium.
I
I
guess
the
question
is:
can
the
metro
council,
not
under
their
current
budget
limitations,
issue
the
bonds
for
the
stadium
and
the
reason
why
you
need
this
bill
is
because
this
industry
is
willing
to
help
representative
beck.
L
M
You're,
referring
to
the
revenue
stream
from
the
hotel,
motel
tax
of
if
it's
up
to
one
percent,
is
that
what
you're
referring
to
correct?
That
is
absolutely
right.
This
this
is
brought
by
the
national
national
convention
center
and
at
an
association
of
the
hotels
they
are.
Will
they
see
the
investment
here?
They
are
willing
to
take
this
one
percent
and
let
it
be
used
to
be
as
a
financial
piece
of
this
particular
investment,
so
they
are
willing
to
take
that
you're
right.
L
G
Thank
you,
mr
chairman.
I
one
concern
that
hadn't
been
mentioned
here
and
I
actually
thought
we'd
be
discussing
this
aspect
a
little
bit
later
than
now,
but
we
saw
in
in
the
last
couple
of
years
how
organizations
have
stiff-armed
other
cities
because
of
their
politics
and
threatened
to
not
bring
a
sporting
entity
a
sporting
event
to
that
city.
G
If
their
state
passed
certain
legislation-
and
I
don't
want
us-
investing
state
dollars
of
any
kind
into
a
situation-
that's
going
to
put
us
in
that
exact
scenario
and
that's
going
to
happen
with
what
we
pass
in
this
legislature.
That
is
going
to
happen.
We're
going
to
have
a
situation
where
legislation
is
going
to
be
threatened
by
some
organization
that
doesn't
like
that
legislation,
it's
outside
of
our
state
and
try
to
stiff
arm
us
into
making
a
decision
that
we
otherwise
wouldn't
make.
So
I
cannot
support
this
and,
mr
chairman.
A
Okay,
so
we've
already
taken
a
vote,
so
the
rule
is
once
we
have
taken
a
vote
which
we
already
did
by
putting
on
the
amendment
at
this
time.
We
would
need
three
hands
to
show
that
we
want
to
do
that.
So
I
did
see
I
see
three,
so
we
will
be
when
we
are
voting
in
just
a
second.
We
will
be
by
roll
call,
so
just
letting
everyone
know
that.

A
M
You,
mr
chairman,
if,
if
I
could
take
the
privilege
of
reading
this
was
brought
to
me
by
a
constituent-
and
she
couldn't
be
here
today,
but
I
wanted
to
read
a
quick
letter
from
her.
I've
been
severely
allergic
to
peanuts.
My
entire
life,
my
doctor,
has
advised
me
to
keep
dual
epipens
with
me
at
all
times
because
of
the
severity
of
the
allergy.
Despite
my
due
diligence,
I
inadvertently
come
into
contact
with
peanuts
or
peanut
products
and
having
an
allergic
reaction.
I
have
been
instructed
to
use
the
pen
immediately
when
I
get
the
reaction.
M
If
it
hasn't
worked
in
15
minutes,
I
am
instructed
to
use
the
second
pin.
The
point
of
this
legislation
is,
if
you
have
a
standing
prescription
for
an
epipen
that
if
you
run
out
of
that
epipen
during
the
weekend,
you
can't
get
a
hold
of
your
doctor
and
your
your
prescription
has
is
is
out.
The
pharmacist
can
can
issue
a
epipen
to
the
person.
M
Of
course,
they
still
have
to
pay
for
it
or
the
insurance
has
to
pay
for
it
and
the
during
that
weekend
or
holiday
period,
because
this
is
a
life
and
death
situation
for
these
people
who
are
dependent
upon
these
epipens
to
save
them.
I
was
telling
colonel
whitson
when
I
was
in
the
military,
and
we
did
a
chemical
warfare
training.
They
always
gave
us
an
epipen
that
if
we
got
exposed
pop
it
right
into
our
legs
and
it
would
bring
us
back
so
this
is
it's
a
very
important
thing.
M
I
know
there's
a
a
physical
note
on
it,
but
I
need
to
get
with
10
care
because
I
don't
understand
how
this
is
going
to
cost
more
than
than
what
they
would
regularly
have
for
epipens.
But
I
do
understand,
there's
a
price
tag
on
it.
A
A
We
better
move
on
any
any
further
discussion
for
the
any
other
question
or
comments
for
the
sponsor
house
bill
686,
seeing
none
as
a
sponsor
has
already
alluded
to.
It
does
have
a
cost
associated
with
house
bill
686
we
will.
We
will
have
to
have
to
place
it
behind
the
budget
and
consider
it
a
later
date.
So
without
objection
house
bill
686
goes
behind
the
budget.
Thank
you,
mr
chairman
and
committee.
Thank
you,
members.
That
brings
us
to
item
number
25
item
number
25
on
our
calendars
house
bill
2826.
A
A
All
right
that
brings
us
to
item
number
27
item
number
27.
We
got
a
request
to
roll
this
one
week,
so
without
objection
house
bill
2862
rolled
one
week.
That
brings
us
to
item
number
28.
out
of
number
28.
We
have
a
request
to
take
this
off
notice.
So
without
objection
house
bill
2009
is
taken
off
notice.

needs
it

I
want
to
thank
the

bringing
this
piece
of
legislation,
because
it's
good
at

Very
much
representative
for
this
description
remember
seeing
the
discussion
on
house
bill
2207.,
seeing
none
we're
now
voting
on
house
bill,
2207,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed
know
the

Have
it
house
bill
2207
moves
to
full
finance.
That
brings
us
to
item
number
32
on
our
calendar.
S
You,
mr
chairman,
this
also
has
an
amendment
zero
one,
six,
three,
two,
eight.
Yes,
sir,
it's
traveling,
so
you
are.
A
S
To
go
this
bill
helps
address
the
teacher's
shortage
in
cte
in
our
high
schools.
Current
law
says
you
have
to
have
five
years
work
experience
within
the
last
10
years.
The
bill
adds
that
they
can
have
three
years
of
experience
within
five
years.
Current
law
says
that
you
have
to
hold
an
active
industry
certification.
S
Everyone
still
has
to
meet
all
the
requirements
established
by
the
state
board
of
education
rules.
The
committee
amendment
amendment
suggested
by
the
department
allows
for
a
new
option
for
a
potential
cte
instructor
to
show
proof
of
pairing,
with
a
highly
effective
mentor
teacher
and
completion
of
coursework
that
includes
class
work,
classroom
management,
pedagogy
the
teacher
code
of
ethics
and
serving
students
with
disabilities
and
english
learners.
The
best
way
that
I
can
describe
this
bill.
S
It
actually
makes
a
way
for
someone
in
my
trade
or
in
my
field
to
be
able
to
go
in
and
teach
students
what
we
know
without
having
to
go
through
a
lot
of
college
and
a
lot
of
of
classroom
work
is
what
this
bill's
all
about.
We're
needing
cte
teachers
right
now
and
this
bill
fits
the
bill
for
that
to
try
to
cover
that.
A
All
right,
thank
you,
representative,
for
this
description.
Remember,
there's
any
discussion
on
house
bill
2455.,
seeing
none!
There
is
a
cost
associated
with
house
bill
2455,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
a
later
date.
So
without
objection
house
bill
2455
goes
behind
the
budget.
A
A
P
Thank
you,
mr
chairman,
and
for.
P
Mr
chairman,
this
field
is
one:
that's
right
up
your
alley.
This
is
about
keeping
an
eye
on
the
taxpayers
dollars.
This
bill
is
about
transparency,
allowing
the
public,
the
voters,
the
taxpayers,
to
know.
P
A
T
Joby

I
am

who
optimized
taxpayer

losing
his

while
leading
us
leading
and
giving
us
and
bill
clinton
our
last
federal,
balanced
budget
on
silver

T
A
more
robust
controller
database
should
include
nine
by
one
non-binding
and
research
based
technical
assistance
and
assumptions
and
sizing
of
economic
concerns
based
on
what
is
promised
in
the
form
of
modeled
economic
projections
and
two.
What
in
economic
incentive,
performance
and
compliance
monitoring
to
include
actuals
and
what
is
delivered
in
jobs,
created
wages,
capital
investments,
taxes
paid
and
redirected,
local
business
participation
and
etcetera
without
the
above
and
improved
transparent
transparency.
T
You,
mr
chair,
your
colleagues
and
local
policy
makers
and
most
of
all
taxpayers,
are
effectively
blind
and
cannot
see
what
is
going
on
with
state
authorized
economic
development
program
programming.
That
is
why,
for
the
past
eight
years,
both
republican
and
democratic
shelby
county
trustees
have
been
asking
for
a
consolidated
database.
A
J
Thank
you
chairman,
thank
you
for
being
here
today.
Do
you
see
a
problem?
I'm
just
this
is
just
curious,
and
this
may
be
me
on
a
soapbox,
but
since
I've
gotten
here,
I've
heard
roi
from
several
departments
and
how
it's
calculated
and
I
studied
finance
at
liscombe
and
roi
the
way
the
state
figures
it
has.
It
does
not
look
in
any
form.
J
Like
I
learned
in
college,
do
you
see
that
there's
a
problem
in
sometimes
state
government
federal
government,
how
we
look
at
investments
versus
the
business
world
and
I
may
have
led
you
a
lot
on
that
question,
but
no.
T
No,
not
at
all
I
mean
there's,
I
got
a
degree
in
bba
and
finance
so
on
a
master's
in
curriculum
instruction
technology,
but
it
depends
on
how
the
roi
is
calculated,
there's
all
kinds
of
ways,
but
in
particular
with
economic
incentives
where
they
have
the
multipliers
and
all
of
that
within
an
existing
economy
like
like
in
the
city
of
memphis.
They
are
assuming
with
those
that
they're
the
the
new
jobs
associated
with
that
from
the
existing
population.
T
T
So
let's
say
point
one
five
point
about
fifteen
percent:
that's
what
the
research
says
and
I'll
be
happy
to
send
that
to
you
and
that's
that
research
is
being
being
is
being
recognized
by
the
brookings
institute.
They
they
push
that
research
around
the
country,
and
that
would
be
the
research
we
would
use
for
the
technical
assistance
within
this
database
that
I'm
talking
about
that
type
of
research,
and
that
would
be
up
to
debate
on
how
we
did
that.
But.
F
T
T
hamilton
county
has
37
and
knox
county
has
68.,
so
the
most
we
should
have
in
shelby
county
is
about
200.
If
we
take
the
highest
in
knox
county
and
do
the
population
and
say
okay,
then
we're
a
poor
county
and
add
some
more
to
it.
The
most
we
should
have
is
about
200.,
so
there's
a
real
problem
in
memphis,
but
I've
looked
around
the
state
in
like
knox,
county
and
stuff
they're
struggling
with
it
too
they're
one
of
their
boards
was
sitting
there
scratching
their
heads
saying.
Are
we
doing
the
right
thing?
T
A
P
We
don't
know
what
we
don't
know.
We
are
giving
away
taxpayer
dollars
through
incentives
with
information
that
we're
getting
from
those
who
receive
the
incentives
that
doesn't
make
much
sense
to
me.
If
I'm
going
to
offer
you
a
hundred
dollars,
you're
going
to
tell
me
why
you
want
it,
that
doesn't
mean
it
makes
sense
for
me
to
give
it
to
you.
P
P
We
go
to
our
comptroller,
ask
him
in
collaboration
with
the
the
state,
treasurer,
the
ecd,
etc,
all
of
our
experts
on
economic
development
and
on
matters
of
this
sort.
We
ask
them
to
create,
create
a
formula
that
everyone
plugs
their
numbers
into
that
allows
us
to
know.
P
P
P
I
went
from
82
000
to
a
million
plus,
so
what
I'm
asking
is
that
you
would
go
ahead
and
consider
this
bill
positively
and
with
that
I'll,
take
questions.
All.
A
Right,
thank
you.
Representative.
Hardaway
members.
You've
heard
the
description
of
house
bill
1317
any
discussion
seeing
none.
There
is
a
cost
associated
with
house
bill
1317,
so
we
will
have
to
place
it
behind
the
budget
and
reconsider
it
at
a
later
date.
So
without
objection
house
bill
1317
goes
behind
the
budget
all
right.
Thank
you.
Thank.
A
C
This
bill
is
amended
to
delete
sections
11
and
12
from
tca
5525107,
which
sets
forth
who
the
department
of
safety
and
department
of
revenue
may
share.
Your
personal
information
with
what
we're
trying
to
accomplish
here
committee
members,
is
limiting
the
amount
of
personal
information
that
gets
out
and
into
the
hands
of
of
marketing
companies
which
results
in
you
receiving
calls
trying
to
sell
you
stuff.
So
with
that
I'll
be
glad
to
take
any
questions.
A
A
Seeing
now
there
is
a
cost
associated
with
house
bill
2763,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
But
I
will
say
this
before
I
do
this.
I
certainly
look
forward
to
working
with
you
to
try
to
get
this
across
the
finish
line.
I'll
say
that
so
without
objection
house
bill
2763
is
behind
the
budget.
Thank
you,
mr
chair
and
committee.
Thank
you
all
right.
That
brings
us
to
item
number
34.
A
N
N
Okay,
thank
you
chairman
for
your
patience
here
house
bill
1999
right.
Yes,.
N
This
bill
directs
the
tennessee
board
of
pharmacy
to
promulgate
rules
that
will
ensure
an
individual
who
is
visually.
Impaired
will
have
appropriate
access
to
prescription
labels
related
to
materials
appropriate
to
their
needs,
and
with
that
brief
description,
I'm
happy
to
answer
any
questions.
All.
A
Right,
thank
you
very
much.
Members
you've
heard
the
description
of
house
bill
1999
any
discussion
seeing
none
house
bill
1999
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
So
without
objection
house
bill
1999
goes
behind
the
budget.
It
brings
us
to
item
number
35
also
by
representative
journey
in
house
bill
2261..
N
Thank
you
chairman.
I
appreciate
it.
This
bill's
is
brought
to
me
by
the
tennessee
hospitality
association
and
in
summary,
it
does
five
things
it
it
synchronizes
businesses
licenses.
A
All
right,
thank
you,
representative,
jericho
members.
You've
heard
the
description.
Any
discussion
on
house
bill
2261.,
seeing
none
as
the
sponsor
has
already
alluded
to.
There
is
a
cost
associated
with
house
bill
2261.
So
without
objection
we
will
have
to
place
it
behind
the
budget
considered
at
a
later
date,
without
objection.
So.
A
A
R
What
this
bill
does
in
a
situation
where
we
have
a
child
care
crisis
in
tennessee
is
there's
a
certain
group
of
child
care
facilities
and
they
are
non-profits
that
are
not
religious,
and
so
because
of
that,
because
they
don't
fall
under
that
religious
umbrella.
R
They
have
to
have
an
individual,
individual,
independent
audit
every
single
year
to
the
cost
of
about
nine
thousand
to
ten
thousand
dollars.
If
you
understand
the
child
care
industry,
there's
not
a
lot
of
profit
in
there,
so
it's
they're
really
struggling
to
stay
open
with
that
audit.
R
I
want
to
read
so
you
can
see
that
they
do
meet
the
requirements
of
the
same
audit
to
help
with
contacts.
Little
oaks
academy
is
a
child
care
in
my
district
and
its
annual
audit
expense
is
approximately
nine
thousand
dollars
per
year.
R
R
R
The
one
in
knoxville
keeps
its
its
cost
for
babies
monthly
at
under
a
thousand
dollars,
which
is
rare,
certainly
in
knoxville-
and
I
was
really
rare
in
other
places,
but
this
bill
is
really
critical
in
investing
and
making
sure
that
we
keep
our
child
care
facilities
open.
They
all
have
waiting
lists.
This
particular
one
little
oaks
in
knoxville
could
expand.
If
they
didn't
have
that
cost,
they
have
a
two-story
facility
they're
only
using
one
floor.
They
could
expand
50
to
100,
kids
more
that
they
could
take
if
they
didn't
have.
R
A
A
A
All
right,
thank
you,
representative
blatherwood,
for
your
description
and
honesty.
We
appreciate
that
you
never
would
have
known
it
if
I
hadn't
said
it.
No,
no!
That's
all
right

Any

There

house
bill
2677,
so
we
will
have
to

it

So
without

house

goes

C
What

I

that's
traveling
with
that.

at

Item

55
is
going
to
be
house

by

item

house
bill.
2147
was
previously
considered
and
placed
behind
the
budget.
We
have
since
received
a
funding
letter
and
can
now
move
this
bill
on
to
full
finance.
So
without
any
objection

reconsidering
any
objection
to
reconsidering
our
actions
on
house

2147
any

seeing

house

us.
Thank

Now.
You
are

Item

55
is
house
bill
2147
by
chair
lady.
Yes,
you
have
a
motion.
A
second
thank.
C
You
so
much
chairman
and
committee
and
again
what
this
bill
is
where
our
goal
is
to
get
tennessee
back
in
the
number
one
spot
with
the
toughest
human
trafficking
laws
in
the
country
with
shared
hope,
international,
and
they
have
changed
their
rubric,
as
things
have
changed.
With
the
issue
of
trafficking
and
the
ways
we
prosecute
and
recognize
and
help
our
survivors,
and
so
it's
really
a
cleanup
bill
and
bringing
things
more
uniform
and
one
of
the
things
that
I
could
well.
C
A
All
right,
thank
you
very
much
chair
lady
members.
You've
heard
the
description
and
discussion
on
house

2147,

no
the

house

Thank
you.
Thank
you.
C
May
I
ask
have
a
point
of
privilege:
I
just
got
off
the
phone
with
someone
in
memphis
and
they
were
talking
to
my
hospital
administrator
and
they're
having
to
move
patients
because
of
the
tornado
weather
in
the
area.
So
if
you'll
remember
our
folks
in
west
tennessee
that
are
under
the
gun
right
now
and
pray
that
it
doesn't
come
this
way
tonight.
But
thank
you
all.
A
Absolutely
thank
you
very
much
and
our
prayers
are
certainly
with
west
tennessee
at
this
time.
Thank
you
for
that.
All

That
brings
us
to
item
number
40.
out
of
number
40
is
going
to
be
house
bill
2519
by
representative
sexton.
K
Thank
you,
mr
chairman.
What
this
bill
does
is
it
raises
the
limit
for
purchasing
on
the
road
county
road
superintendents
from
10
000
to
25..
The
original
was
ten
thousand
was
set
in
2005
and
it
hasn't
been
changed
since
then.
So
when
we
take
into
account
inflation
and
cost
of
gasoline
and
raw
materials,
they
have
to
put
out
three
competitive
bids
a
lot
of
times
they
they
have
trouble
getting
one,
and
so
we
felt
like
that.
This
was
a
good
number
and
it's
been
received.
K
A
All
right,
thank
you,
representative
sexton,
for
this
description.

We

We
are
back
on
the
bill
as
amended.
You
are
recognized,
sir,
for
a
brief
description.
Thank
you.
K
Mr
chairman
committee,
for
some
time
now,
I've
desired
to
see
the
office
of
a
chaplain
here
at
the
state
capitol
and
that's
what
this
bill
does.
As
you
know
that
we've
we've
had
people,
that's
worked
in
that
capacity.
K
K
A
L
Williams,
thank
you
one
of
the
things
you
did
make
comment.
I
I
do
think
that,
even
though
the
senate
body
is
one-third
the
size
of
ours,
they
definitely
need
their
own
chaplain.
Thank
you.
F
And
thank
you
chairman
sexton.
I
think
the
your
heart
is
always
in
the
right
place.
I
appreciate
that
I
have
heard
some
concerns
from
some
pastoral
groups
across
the
state
in
his
center.
As
a
senator
williams,
as
representative
williams
was
talking
about
the
senate,
there,
one
of
their
own
members
was
actually
their
chaplain
senator
sutherland,
served
as
senate
chaplain
for
quite
some
time
and
and
was
bestowed
that
position
and
and
served
well
in
the
senate
for
many
years.
F
So
I
understand
where
you're
coming
from
I
I
do
want
you
to
know
that
there
have
been
some
concerns
from
some
pastoral
groups
across
the
state.
I
think
the
the
chairman's
gonna
have
a
motion
here
in
a
few
minutes,
but
I
certainly
understand
where
your
heart's
coming
from.
Thank
you,
chairman
member.
K
And
I
appreciate
you
bringing
that
up
because
we've
we
have
had
several
people
come
to
our
office
and
ask
questions
about
that.
One
thing
that
I
want
to
reassure
everyone:
is
it
really
doesn't
change
anything
that
we're
doing
now
as
far
as
the
pastor
of
the
day
would
go,
we're
still
going
to
do
that.
It
really
changes
nothing
other
than
have
someone
that's
here.
Every
day
that
would
be
available,
if
you
had,
you
know,
lost
a
loved
one
or
some
tragedy
in
her
life.
K
You
have
someone
that
you
know
like
you,
would
your
pastor
back
home,
but
it
doesn't
set
any
kind
of
precedent
for
them
to
be
in
charge
of
anything
or
do
anything
different
than
we're
doing
it.
Do
it
now
we're
just
adding
to
we're
not
replacing
anything
that
we're
doing
now,
at
least
that's
my
intent,
but
I
appreciate
and
do
understand
any
and
all
concerns.
A
A
A
A
G
To
me
by
tenant
t
heck,
tennessee
higher
education
commission,
and
it
is
basically
a
cleanup
bill
dealing
with
the
state's
financial
aid
program
and
2020.
The
general
assembly
passed
the
fast
act
which
cleaned
up.
G
40
years
for
financial
aid-
and
they
left
a
few
things
out
so
in
this
particular
legislation-
we're
just
picking
up
some
of
these
other
cleanup
parts
of
this,
and
I
can
give
you
an
example
of
some
of
them,
or
I
also
have
t-heck
here.
If
you
need
any
further
discussion
with
not
I'll
renew
my
motion
and
it
does
have
a
positive
fiscal
note,
a
little
bit
of
a
cost
and
then
a
little
bit
of
a
more
and
it
balances
out
positive.
A
Well,
thank
you
chairman.
A
Wyatt,
thank
you
for
that
description.
Members
you've
heard
the
description.
Any
discussion
on
house
bill
2094,
seeing
none.
It
does
have
a
cost
associated
with
implementation,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
So
without
objection
house
bill
2094
will
go
behind
the
budget.
Thank
you
committee.
Thank
you
chairman
and
chairman
white.
I
I
know
considered
comparative
to
some
of
the
committee
meetings
you
have.
I
know
this
has
been
a
breeze.
A
C
A
bill
that
somebody
makes
a
change
in
the
code
for
a
theft
of
a
firearm.
As
you
know,
currently,
in
the
grading
system,
theft
of
a
farm
value
between
2500
and
less
than
10
000
is
a
class
d.
Felony
this
bill
would
add.
Theft
of
a
farm
from
a
law
enforce
law
enforcement
vehicle
is
a
class
d,
felony,
even
valued,
below
2500.
A
J
Thank
you
chairman
to
the
sponsor.
This
is
a
great
piece
of
legislation
because
working
in
law
enforcement
I
would,
I
would
say
that
most
weaponry
that
they
use
is
under
2
500,
I
mean
they
buy
in
bulk
and
the
cost
is
very
low.
So
this
is
a
it's
a
great
piece
of
legislation
and
something
that
we
should
have
taken
care
of
a
long
time
ago.
Thank
you.
B
O
That's
a
teensy
thank.
F
A
A
B
Thank
you,
mr
chairman
and
members
house.
Bill.
1973
is
a
bill
that
was
prior
previously
carried
by
senator
lamar,
alexander
and
she's
done.
Lamar
alexander.
B
It's
it's
been
a
long
day,
mr
chairman
and
senator
senator
alexander
is
a
great
friend
of
mine.
This
bill
is
with
direct
remote
monitoring,
patient
monitoring
for
pregnant
women,
and
we
would
hope
that
this
is
a
bill
we
can
find
funding
for.
I
know
what's
going
behind
the
budget,
mr
chairman,
but
we
found
that
with
the
patient
monitoring
it
allows
us
the
doctors
to
really
look
after
and
care
for
the
mothers
and
the
babies.
B
If
anything
is
happening,
the
information
can
be
documented,
and
this
is
something
that
is
already
happening,
but
we
would
like
to
create
a
pilot
program
within
tenncare
to
make
sure
that
all
mothers
that
are
having
problems
that
we
catch
the
problem
before
it
hurts
the
baby.
So
thank
you,
mr
chair
and
members.
I
appreciate
your
consideration.
A
All

thank
you.

for
about
four
years
now,
I've
been
working
on
this
bill
to
create
tax
incentives
for
the
trucking
industry,
we're
having
a
problem
with
trucks
languishing
at
some
of
the
sites
when
they
go
to
pick
up
or
deliver,
and
so
we
were
trying
to
create
an
opportunity
for
business
to
turn
the
trucks
faster,
and
so
each
year
we've
tried
to
adopt
a
new
strategy
to
try
to
figure
out
how
we
could
move
product
when
trucks
either
pull
in
or
leave
the
various
businesses
and,
over
the
last
couple
years,
with
covet.
B
19
we've
seen
that
that
our
logistical
system
has
been
having
even
more
problems
and
trucks,
we're
having
problems
finding
truckers,
and
so
we
were
trying
to
find
a
way
with
this
bill
to
help
through
tax
credits,
to
help
us
to
move
freight
across
this
country
and
through
tennessee,
the
more
so
that's
what
the
bill
did
and
that's
what
I'm
trying
to
accomplish.
A
All
right,
thank
you
very
much
leader
camper,
for
this
description
members.
Any
discussion
on
house
bill
2846,
seeing
none
the
bill
does
have
a
cost
associated
with
and
we
will
have
to
place
house
bill
2846
behind
the
budget
and
consider
it
at
a
later
date.
However,
since
this
bill
has
been
calendared
three
times,
we
will
need
to
place
it
on
a
special
calendar
to
be
published
with
our
final
calendar
percent
to
our
house
rules.
So
without
objection,
house
bill
2846
goes
on
to
the
special
calendar
to
be
published
with
the
final
calendar.

by
chair,
lady
hazelwood.
She
has
a
motion
motion
and
a
second.
Let's
go
ahead
and
be
recognized.
I
know:
there's
an
amendment
drafting
code,
zero,
one,
six,
two,
three:
nine!
Let's
go
ahead
and
get
this
on.
You
have
a
motion,
a
second
you're
recognized
on
the
amendment.
Would
you
like
to
go
and
talk
about
it?
Do
you
wanna
get
it
put
on.
A
I
I
We
have
worked
really
hard
to
get
dead
employees
up
to
a
more
reasonable
level,
but
there
are
a
number
of
other
employees
who
are
work
for
third-party
agencies,
doing
taking
care
of
tennessee
constituents,
and
we
have
like
many
parts,
if
not
all
parts
of
state
government
and
the
private
sector
as
well,
there's
a
workforce
issue,
and
we
just
want
to
look
at
what
we
need
to
do
to
pay
those
employees
in
a
fair
wage
for
the
job
that
they
do,
and
this
sets
up
the
task
force
and
identifies
the
folks
that
would
be
participants
on
it.
A
All
right,
thank
you,
chair
lady,
for
this
description.
Members.
Any
discussion
on
house
bill
2213,
seeing
none.
There
is
a
cost
associated
with
house
bill,
12
22-13
and
while
it
pains
me
to
be
consistent,
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
So
without
objection
house
bill
2213
goes
behind
the
budget.
A
All

that
brings
us
out
of

out

house

by
chair,

We
have
a

to
roll
this

one

So
without

house

is
rolled

all

on
our

by

J
J
Unfortunately,
we
have
several
institutions
that
seem
to
have
not
had
crime
in
this
state
for
several
years,
so
the
the
routing
of
the
emergency
communication
at
the
first
call
is
vitally
important
for
backtracking
crime
in
the
state.
So
with
that,
we'll
take
any
questions.
A
All
right,
thank
you
very
much,
representative

members,
you've
heard
the
description.
Any
discussion
on
house
bill,

seeing
house
bill
2729
will
be
placed.
We
will
actually
be
having
a
special
calendar
for
tasker
studies,
so
without
objection
we're
going
to
send
2729
onto
the
tasker
calendar
so
without
objection
so
moved
all
right.
That
brings
us
to
item
number
50.

All
right

on
our

out

by

whitson.
This
was
previously
considered
in

behind
the

It
has
now
been
funded
in
the
administration
amendment
and
it
can
now
move
out
to
full
finance.
So
any

at

to
reconsidering
our
actions
on
house

A
L
Thank
you,
chairman
of
members
house,
bill
1686,
creates
a
pilot
program
in
the
commission

the

of

disability

the

the

g
bowden
act,
who
was
a
colonel
in
the
u.s
military,
his
wife,
barbara,
was
here
last
week,
but
this
bill
would
create
a
respite
program
for
150
families
of
150
tennesseans,
whose
loved
one
is
suffering
from
alzheimer's
disease.
L
As
many
of
you
know,
my
grandmother
and
many
of
your
family
members
suffered
from
or
and
friends
have
family
members
who
had
suffered
from
alzheimer's.
What
this
would
do
is
allow
for
four
hours
of
respite
care
a
week
for
150
of
those
families
across
the
state.
It
is
a
pilot
program,
so
it
would
only
last
for
three
years
with
the
idea
of
whether
or
not
this
investment
in
these
families
would
effectuate
the
ability
for
people
to
stay
a
longer
duration
of
time
in
their
homes.
L
A
Thank
you

creates

has
excise
tax
credit
for
businesses
across

who
invest
federal
tax
credits,
who
invest
in

in
rural
tennessee,
there's
already
a
federal
tax
credit
structure
in
place,
and
this
would
follow
that
recognize.
It
has
a
fiscal
note,
