Description
House Finance, Ways & Means Subcommittee House Hearing Room 3
A
A
C
Thank
you,
chairman
of
members.
We
have
two
special
guests
in
the
audience
today.
They're
here
on
spring
break
and
their
father
serves
in
the
senate
and
he
sent
them
down
here
to
find
out
how
the
legislative
business
was
actually
done.
I
hope
I
hope
you
would
make
welcome
lexi
and
mary
kendall
stevens
john
stevens
daughters
to
the
committee
today.
Thank
you.
B
B
A
Duly
noted,
I
hope
the
other
members
noted
that
as
well,
so
any
anyone
else
to
be
recognized.
Seeing
none
members,
we
have
a
total
of
48
bills
on
our
calendar.
Today
we
are
going
to
jump
out
of
order
just
a
little
bit
to
try
to
accommodate
some
of
the
folks
speaker,
speaker
johnson.
You
keep
coming
this
way.
I
we're
going
to
get
you
first.
A
A
All
right,
thank
you
very
much.
Members
you've
heard
the
description.
Any
discussion
on
house
bill,
1976
c,
seeing
none
house
bill
in
1976
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
consider
at
a
later
date.
So
without
objection
house
bill
1976
goes
behind
the
budget.
Thank
you,
mr.
A
Sir,
all
right
members
we're
going
to
go
to
item
number
48,
that's
going
to
be
the
last
item
on
your
calendar.
It's
actually
on
the
addendum
calendar
as
well.
So
48.,
it's
going
to
be
house
bill!
2178,
it's
going
to
be
by
representative
reedy.
You
have
a
motion.
A
second
you're
recognized
for
a
brief
description.
C
And
members
this
has
to
do
with
the
emergency
management
agency
tema,
to
use
unmanned
aircraft
system
to
capture
images
of
for
the
emergency
management
purpose,
including
surveying
the
scene
of
a
catastrophe
or
other
damage,
determine
whether
a
state
of
emergency
should
be
declared
with
that.
There
is
the
fiscal
note,
but
it's
part
of
the
governor's
budget,
a
53
dollars,
and
that
fiscal
note
is
for
the
purchase
of
five
of
these
and
made
unmanned
aircraft
systems.
A
C
You
representative,
rady,
just
a
quick
question:
tima
now
currently
does
not
have
the
authority
to
do
this,
or
this
is
that
they
were
wanting
to
purchase
it's
it's
to
require
for
the
purchase
of
these
okay,
so
they
currently
have
the
capability.
C
For
instance,
in
my
community,
when
march
tornadoes
came
through,
local
law
enforcement
was
able
to
take
drones
to
find
out
how
to
get
to
people
who
were
cut
off
on
roads.
This
allows
tema
to
do
the
same
thing
and
gives
them
money
to
use
to
purchase
those
drones.
Yes,
sir,
that
is
correct.
Okay,
thank
you.
A
Thank
you
further
discussion
house
bill
2178,
seeing
none
we're
now
voting
on
house
bill,
2178,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
2178
moves
to
full
finance.
Thank
you,
chairman.
All
right.
That
brings
us
back
to
item
number.
Two
on
our
calendar
item
number
two
is
going
to
be
house
bill
2168
by
leader
lamberth.
A
A
A
C
You,
mr
chairman,
this
is
the
bill
for
the
municipal
certified
financial
officer
that
we'd
like
to
put
in
for
the
little
stopping
that
they
they
don't
get
right
now
as
the
county.
What
people
do
with
the
same
certification
so
with
that
I'll,
take
any
questions.
A
All
right,
thank
you.
Members
you've
heard
the
description
on
house
bill
2039
any
discussion
seeing
none.
There
is
a
cost
associated
with
house
bill
2039
and
we
will
have
to
place
it
behind
the
budget
considering
a
later
date.
We
look
forward
to
doing
so
without
objection
house
bill
2039
will
go
behind
the
budget.
Thank
you
chairman.
Thank
you,
members.
That
brings
us
to
item
number
five
item
number
five's
house
bill
905,
which
has
been
requested
to
be
rolled
one
week.
So
without
objection
rolled
one
week.
That
brings
us
to
item
number
six
on
our
calendar.
A
C
Mr
chairman
house,
bill
2149
is
a
a
bill
that
transfers
control
of
the
carroll
county,
1
000,
acre
recreation
lake
to
twist
it
moves
away
from
the
carroll
county
watershed
authority.
The
lake
currently
is
controlled
by
the
watershed
authority
and
is
responsible
for
all
of
its
care
buildings
all
of
its
assets.
C
Over
the
years
it's
become
apparent
that
the
management
is
not
the
proper
management
for
this
type
of
facility.
That's
the
reason
it
will
be
owned
by
the
state
and
run
by
the
twra.
There
is
a
line
item
in
the
budget.
I
believe
it's
b28
for
11
million
dollars
that
covers
the
cost
to
purchase
the
property
from
the
carroll
county,
watershed
authority.
A
D
Hawk,
thank
you
chairman,
chairman
hawford.
Thank
you
very
much.
Your
work
and
advocacy
for
the
work
for
the
folks
of
carroll
county
has
been
admirable,
and
this
is
just
one
more
step
where
you're
taking
care
of
folks
back
home.
So
I
want
to
thank
you
for
your
service
carroll
county.
Thank
you
very
much
for
this
legislation
as
well.
So
thank
you
chairman
and
members.
Thank.
E
C
Thank
you,
mr
chairman,
and
this
went
through
agriculture
committee
and,
and
I've
made
some
comments
on
it
previously,
but
I'll
get
them
on
the
record
in
finance.
This,
in
essence,
is
an
11
million
dollar
bailout
of
a
of
an
entity
that
can't
make
its
payments
they're
going
to
default.
On
this,
I've
confirmed
that
with
the
comptroller
sometime
in
the
next
year,
we've
already
sent
them
five
million
dollars
on
the
previous
administration,
and
this
will
kind
of
finalize
it.
C
That's
going
to
put
it
to
rest,
get
it
under
twa's
care,
and
I've
had
quite
a
few
questions
about
the
fiscal
notes
on
this
and
the
the
actual
revenue
stream.
C
I've
never
really
been
satisfied
that
that's
been
answered
thoroughly,
but
twra
has
some
very
deep
reserves
right
now,
and
so
I
know
they
can
absorb
this,
but
it
does
concern
me
that
this
it's
kind
of
been
presented
as
oh,
we'll
we'll
take
care
of
the
cost,
we'll
cover
the
cost
when
you
know
other
bills
come
up
for
us
and
they
won't
find
details
of
how
those
costs
are
covered.
So
I've
just
had
some
concerns
over
this.
C
A
A
D
Chairman,
I
was
trying
desperately
not
to
run
over
chairman
halford
on
his
way
out
the
door.
So
yes,
sir,
mr
chairman,
this
just
allows
for
this
is
state
parks.
Funding
act
of
2022
allows
for
them
to
keep
a
certain
amount
of
their
proceeds
for
maintenance
within
their
facilities.
A
All
right
members
you've
heard
the
description
of
house
bill,
2168
any
discussion,
and
let
me
say
this,
I
guess
as
far
as
folks
that
have
been
visiting
parks
I
have
noticed
I
will
about
put
leader
lamberth
up
against
anyone
in
the
past
little
bit.
I
know
he
has
certainly
been
visiting
parks
and
certainly
has
his
thumb
on
the
on
the
needle
here
of
the
park.
So
yes,
sir
you're
recognized
sherman.
D
Thank
you
for
saying
that
and
out
you
you.
If
you're
going
to
see
the
ball
up
there,
I'm
going
to
take
a
swing
at
it.
I
will
tell
y'all
look
visit
every
single
park.
We
have,
I
mean
several
of
you
all,
have
parks
in
your
district.
I
know
chairman
williams
and
others
I
mean
we.
It
is
an
absolute
wealth
of
diversity
of
experience
and
just
enjoyment
to
visit
the
parks,
bring
your
kids
and
grandkids.
D
We've
got
a
little
rv
and
we'll
go
and
we'll
stay
and
usually
I'll
meet
with
some
of
the
employees
of
the
parks
and
just
kind
of
talk
with
them.
But
hey
look,
you
know
how
are
y'all
doing?
What
do
you
need
from
us
and
y'all?
I
can
say,
like
our
le
our
the
last
couple
of
general
assemblies,
you
all
have
done
a
phenomenal
job
of
stepping
up
to
the
plate
and
helping
with
maintenance
and
new
new
buildings
and
everything
else.
So
what
I'm
starting
to
see?
D
And
again,
I'm
glad
you
said
that,
mr
chairman,
because
just
in
the
last
several
years
you
can
see
a
difference.
I
mean
because
we'll
travel
outside
the
state
and
our
parks
are
starting
to
be
some
of
the
best
in
the
nation
and
I'm
confident
that
they'll
get
there.
So,
mr
chairman,
thank
you
and
thank
you
all
for
all
your
leadership
to
continue
to
help
this,
and
this
bill
helps
with
that,
but
yeah
we've
really
enjoyed
it
and
we've
been
in
caves
and
fields
and
trees
and
trails,
and
just
about
everything
else.
D
A
A
D
Thank
you,
mr
chairman
of
committee.
You
know
when
you
turn
on
the
news.
Nowadays,
you
rarely
five
minutes
goes
by
without
hearing
about
threats
of
cyber
attacks,
whether
it
be
belligerent
foreign
powers,
terrorist
or
whether
it
be
someone
just
hacking
into
a
a
bank
or
some
sort
of
system
for
ransomware.
D
It's
very
prevalent
in
our
society
right
now,
and
one
of
the
things
that
we
want
to
safeguard
is
the
utilities
in
the
state
of
tennessee.
So
what
this
bill
seeks
to
do
is
to
require
utilities
that
are
the
electrical
utilities,
water
and
wastewater,
as
well
as
natural
gas
utilities
to
develop,
implement
and
maintain
a
cyber
security
plan.
Now
this
plan
is
proprietary.
D
We
don't
need
to
see
it.
We
think
that
it
probably
doesn't
need
to
be
floating
out
there.
It
could
fall
into
the
wrong
hands,
but
we
do
want
them
to
certify
once
a
year
that
they
have
one.
The
investor
owned
utilities
will
certify
to
the
tennessee
public
utility
commission
and
the
public
utilities,
as
well
as
the
electrical
co-ops
which
are
normally
considered
investor
owned,
but
they
will
fall
in
this
category
over,
like
public
utilities,
will
report
to
the
comptroller
when
they
do
their
audit
each
year.
Mr
chairman,
I'll,
take
any
questions.
A
C
D
You,
mr
chairman,
that's
right!
It
we'll
pick
up.
We've
we've
thought
of
pretty
much
everything
we
didn't
get
into
the
telephone
or
broadband,
but
but
the
ones
that
are
essential:
water,
waste,
water,
natural
gas
and
electricity,
and
that's
regardless
of
whether
you're
a
public
utility
district,
a
water
authority,
a
municipal,
a
co-op
any
of
those
they're
all
going
to
qualify
under
this
one
chairman.
A
A
Well,
that
brings
us
to
item
number.
Seven
item
number
seven
on
our
calendar
is
going
to
be
house
bill
2153
by
chairman,
hasten
and
we've
got
a
request
to
roll
this
to
the
hill.
So
without
objection,
roll
to
the
hill
brings
us
to
item
number.
Eight
item
number
eight
house
bill.
2680.
We
have
a
request
to
roll
one
week
so
without
objection
rolled
one
week.
A
A
All
right
item
number
11
is
going
to
be
house
bill
1759
by
chairman
reagan.
I've
got
a
request
to
take
house
bill,
1759
off
notice,
so
without
ejection
house
bill
1759
is
off
notice.
That
brings
us
to
item
number
12.
item
number
12
on
our
calendar
is
going
to
be
house
bill
1883
by
chairman
rudd.
I've
got
a
request
to
take
this
bill
off
notice,
so
without
objection
house
bill
1883
is
off
notice.
A
D
I
think
that's
that's
what
we're
what
we're
doing
here.
I
appreciate
the
the
the
opportunity
you
know
in
my
brief
yet
storied
career
I've
brought
forward
legislation
that
have
been
compared
by
some,
but
not
all
to
the
magna
carta
and
the
mayflower
compact.
A
All
right,
thank
you,
mr
chairman.
You
have
heard
members
you've
heard
the
description
on
house
bill
1987
any
discussion
seeing
none
house
bill
1987
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget.
Consider
it
at
a
later
date.
So
without
objection
house
bill
1987
goes
behind
the
budget.
A
A
A
D
Thank
you,
mr
chairman,
and
what
what
what
house
bill
2043
does
is.
Essentially
it
takes
it
there's
a
drug
available.
Currently,
really
you
can
buy
it
at
gas
stations.
It's
called
10
eptine
it's
marketed
as
zaza
red.
This
would
make
it
where
you
cannot
sell
that
just
again,
it
would
have
to
be
through
some
sort
of
medical
professional.
You
can't
just
sell
it
at
the
local
7-eleven.
A
A
It
is
untimely,
so
we
we
will
not
be
able
to
take
that
up.
E
Thank
you,
mr
chairman.
Mr
chairman,
I
was
I'm
actually
working
with
another
chairman
on
dealing
with
this
issue.
So
if
it's
untimely
foul,
let's
just
move
forward.
A
A
D
Thank
you
again,
mr
chairman
and
again
house
bill.
2633
is
a
protection
against
coerced
speech,
and
so
it
allows
schools,
school
districts
and
teachers
to
to
set
their
policies
when
discussing
pronouns
without
any
fear
of
adverse
action
or
adverse
disciplinary
action.
A
D
You're
recognizing
thank
you,
thank
you,
mr
chairman,
so
this
would
a
this
would
basically
protect
a
teacher
or
a
school
or
a
school
district
against
adverse
legal
action
in
state
court
or
adverse
disciplinary
action
if
they
were
to
say
you
know
my
my
policy
is
that
we
are
going
to
acknowledge
pronouns
based
on
biological
sex.
This
would
make
it
where
that
teacher
cannot
be
disciplined
disciplined
for
that
for
that
policy.
C
Wow,
okay,
so
what
what
else
can
they
decide?
If,
if
I
decide,
I
want
to
change
my
name
from
bob
to
robert,
can
they
just
decide
to
disrespect
me
and
continue
to
call
me
bob.
D
Thank
you,
mr
chairman,
there's
actually
there's
already
a
law
on
on
the
books,
currently
that
the
teacher
can
call
you
by
what
is
on
your
birth
certificate
that
that's
that's
something
that's
already
protected.
If
the
teacher
wanted
to
to
go
by
the
name
on
the
birth
certificate,
they
can
do
that
again.
Many
teachers,
I'm
sure,
would
acknowledge.
D
You
know
your
your
if
you
went
by
bob
instead
of
robert,
but
they
would
have
that
protection
or
under
current
law
if
they
wanted
to
call
you
what
what's
on
your
birth
certificate.
A
Seeing
none
we're
now
voting
on
house
bill,
2633,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
posts,
no,
the
eyes
have
it
house
bill
2633
moves
to
full
finance
and
members.
As
always,
if
you'd
like
to
be
recorded
as
a
no,
please
make
sure
the
clerk
get
your
get
your
vote.
All
right.
Members
that
brings
us
to
item
number
18.
out
of
number
18
on
our
calendar
is
going
to
be
representative
garrett
there.
He
is.
I
didn't
see
him
sorry
about
that.
A
That's
going
to
be
house
bill!
1188!
You
have
a
motion
in
a
second
looks
like
there
is
an
amendment
that
we
need
to
put
onto
this
bill.
Drafting
code
zero,
one,
five,
eight
four
one!
Is
that
correct?
That's
correct!
You
have
a
motion
a
second
you
are
recognized
on
the
amendment.
Would
you
like
to
put
it
on
and
then
discuss
the
bill
as
a
whole
or.
D
A
All
right,
thank
you.
Members
you've
heard
the
description
of
the
amendment
drafting
code
zero,
one
five,
eight
four,
one
in
discussion.
Seeing
none
we're
now
voting
on
drafting
code,
zero,
one
five,
eight
four
one
on
two
house
bill:
1188,
all
those
in
favor
say:
aye,
all
those
posts
know
the
eyes.
Have
it
we're
back
on
the
bill,
as
amended,
you're
recognized
on
the
bill
as
amended.
Sir.
Thank
you,
mr.
D
Chairman
in
committee,
this
bill
was
passed
last
at
the
beginning
of
last
session.
It
had
a
fiscal
note
of
63
000
and
fiscal
actually
revised
the
fiscal
note.
So
now
it's
down
to
ten
thousand
five
hundred.
What
the
bill
does
briefly
is
that
if
you
have
a
dui
and
it's
a
an
egregious
dui,
it's
your
second
or
you
have
a
minor
in
the
car.
The
interlock
device
that
we
have
now
can
be
a
condition
of
bond,
and
so
that's
what
the
actual
bill
does,
but
it
did
create
that
sixty
three
thousand
dollar
fiscal
note.
D
A
All
right,
thank
you
very
much.
Members
you've
heard
the
description
of
house
bill
1188
any
discussion
seeing
none.
There
is
a
cost
associated
with
house
bill
1188,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
However,
this
bill
has
been
countered
three
times,
so
we
will
need
to
place
it
on
a
special
calendar
to
be
published
with
our
final
calendar
percent
to
our
house
rules.
A
So
without
objection
house
bill
1188
will
go
on
a
special
calendar
to
be
published
with
the
final
calendar
without
objections,
so
move
all
right
chairman.
That
brings
us
to
item
number
19,
which
is
also
yours
house,
bill
2184..
You
have
a
motion,
the
second.
You
are
recognized
for
a
brief
description
on
house
bill.
2184.
thank.
D
You,
mr
chairman,
this
is
an
administration
bill
from
the
department
of
safety
regarding
the
actual
interlock
system.
Again,
it's
actually
a
rewrite.
It's
an
update
of
the
the
interlock
program.
It
is
funded
in
the
governor's
original
budget
so
with
that,
if
there's
any
questions
I'll
be
happy
to
take
any
questions
on
this.
A
D
I
did
have
a
question
that
came
up
from
constituencies
about
some
of
the
duis
that
are
based
in
drug
offenses,
drug
use
versus
the
alcohol
related
dui's,
where
you
do
have
the
what
the
the
device
inside
your
car
so-
and
I
think
the
question
has
been
answered,
but
just
important-
that
we
recognize
as
a
committee
that
there
are
differences
between
those
that
that
one
is
for
alcohol
related
offenses,
and
there
is
one
for
drug
related
offenses
as
well,
so
which
you
can't
really
test
someone
at
this
time.
D
A
Chairman
hawk
members,
further
discussion
on
house
bill
2148,
seeing
none
we're
ready
to
vote
all
those
in
favor
of
house
bill,
2184,
moving
on
to
full
finance,
please
signify
by
saying
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
2184
moves
to
full
finance.
Thank
you.
Mr
chairman
committee
members.
That's
going
to
bring
us
to
idle
number
37
we're
going
to
switch
around
just
for
a
second
item.
Number
37
is
going
to
be
house
bill
1900
by
representative
weaver.
You
have
a
motion
to
second
you're
recognized
for
a
brief
description.
B
Thank
you
chairman.
Thank
you
members.
This
is
a
great
bill
for
our
teachers.
It
is
amended.
The
amendment
number
is
zero.
One.
Four,
two
five
three.
B
So
this
requires
the
department
of
education
to
create
a
fund
to
reimburse
an
educator
who
receives
a
qualifying
score
on
a
required
assessment
and
who
receives
a
license
to
teach
in
this
state
or
an
endorsement,
while
currently
employed
by
a
local
educator
education
agency
in
this
state
in
the
amount
equal
to
the
cost
of
the
asset
assessment.
It
requires
also
the
department
of
ed
to
report
to
the
state
board
of
education
on
the
number
of
educators
reimbursed
under
this
section
by
september,
1
of
2023
and
each
september
one
thereafter.
A
All
right,
thank
you
very
much,
representative
weaver
members.
You've
heard
the
description.
Any
discussion
on
house
bill
1900,
seeing
none
house
bill
1900
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
to
consider
at
a
later
date.
So
without
objection,
house
bill
1900
goes
behind
the
budget.
Thank
you.
A
Okay,
members
item
number
20
on
your
calendar
is
going
to
be
house
bill.
2283
I've
got
a
request
to
roll
this
one
week
without
objection
rolled
one
week.
That
brings
us
to
item
number
21
out
of
number
21
house.
Bill
2448
by
representative
beck
got
a
request
to
roll
this
one
week.
So
without
objection
house
bill
2448
rolled
one
week,
that
brings
us
to
item
number
22
on
our
calendar.
It's
going
to
be
house
bill
686
by
representative
beck
got
a
request
to
roll
this
one
week.
So
without
objection
house
bill
686
will
be
rolled.
A
One
week
brings
us
to
item
number
23.
item
number
23
is
going
to
be
house
bill
2818..
I
have
a
request
to
take
this
bill
off
notice.
So
without
objection
house
bill
2818
will
be
taken
off
notice.
That
brings
us
to
item
number
24.
item
number
24
on
our
calendar
is
going
to
be
house
bill
1914
by
representative
eldridge.
You
have
a
motion.
A
second
you're
recognized
for
a
brief
description
on
house
bill.
1914
served.
D
A
B
D
A
A
A
A
D
D
It
gives
the
patient
the
greatest
chance
of
success
in
this
relationship
between
the
patient
and
the
physician
to
prescribe
the
most
aggressive
and
the
most
efficient
treatment
on
the
market,
and
with
that,
mr
chairman,
I
renew
my
motion.
A
D
D
Mr
chairman
and
chairman
hall,
I
think
we're
gonna.
I
think
I'm
gonna
support
you
bill.
We've
got
two
different
amendment
amendments.
Do
they
both
rewrite
the
bill
or
is
one
a
clarifying
amendment?
Just
so
we'll
know,
we've
got
amendment
one
and
amendment
two
just
know
the
direction
we're
going
there.
Sir,
the
amendment
two
releases,
the
physical
note
and
and
the
other
one
is
for
clarification.
Okay,
all
right!
Thank
you,
chairman
all.
A
Right,
thank
you.
Members,
we're
voting
on
amendment
15784
on
to
house
bill
676,
further
discussion,
seeing
none
we're
now
voting
on
the
amendment
to
the
bill.
All
those
in
favor
say
aye,
all
those
opposed.
No,
the
eyes
have
it.
We
are
back
on
the
bill
as
amended,
which
brings
us
to
amendment
number
two
is
my
understanding
and
that's
gonna
be
drafting
code
zero.
One,
four,
eight,
eight
six!
Is
that
correct,
representative
hall?
That
is
correct,
so
you
have
a
motion.
The
second
you
recognize
on
the
amendment.
D
Thank
you,
mr
chairman.
This
this
amendment
just
clarifies
just
eliminates
some
language
and
and
clarifies
the
bill
and
makes
it
more.
A
Streamlined
all
right
members,
you've
heard
the
description,
any
discussion,
seeing
none
we're
now
voting
on
amendment
01486
to
house
bill
677,
all
those
in
favor
say
aye,
all
those
opposed,
no
the
eyes
have
it
we're
back
on
the
bill
as
amended
and
you're
recognized
on
the
bill
as
amended.
Sir.
Thank
you,
mr
chairman.
I
have
nothing
else
to
add
unless,
unless
there's
some
questions
all
right,
thank
you
very
much.
Members
you've
heard
the
description
of
house
bill
677
any
discussion.
A
A
A
That
brings
us
to
item
number
28
item
number
28
on
our
calendars
house
bill
2152
by
representative
tim
hicks.
We
have
a
request
here
to
roll
him
two
weeks,
so
without
objection
house
bill
2152
will
be
rolled
two
weeks.
That
brings
us
to
representative
love
number
29,
representative
love
house
bill.
2051.
You've
got
a
motion.
A
second
you're
recognized
sir
thank.
B
You,
mr
chairman,
and
house,
bill
2051
deals
with
postpartum
coverage
for
women.
It
is
designed
to
extend
the
current
coverage
from
60
days
to
12
months,
and
I
believe
there
is
an
amendment
with
that.
It
is
traveling,
sir
all
right,
thank
you,
and
so
that's
it.
Mr
chairman,
for
questions.
I'm
sorry
all.
A
C
Thank
you,
representative
love.
What
is
the
difference?
I
know
the
governor
started
a
pilot
program
last
year,
as
related
to
postpartum
extended
from
10
to
weeks
to
12
months.
I
believe
it
was.
How
is
this
bill
any
different
than
what
was
proposed
in
last
year's
budget
and
supposed
to
be
coming
in
and
included
in
this
year's
budget?
Is
there
any
difference
really
between
what
you're
doing
or
no.
B
C
C
C
B
E
Thank
you,
mr
chairman.
Thank
you
for
the
bill.
Are
you
saying
that,
along
with
what
the
governor
is
doing,
you
want
to
have
it
on
a
recurring
basis
after
this
year,
on
a
recurring
basis
to
stay
in
the
budget.
B
A
B
C
And
I
was
going
to
ask
something
similar
just
for
clarification.
I
may
have
missed
something
in
the
conversation.
So
what
we're
seeing
here
is
recognizing
money,
that's
in
the
current
budget
proposal
and
are
we
talking
about
an
extension?
Will
this
extend
this
program
that
we
don't
have
covered
in
a
future
budget
for
a
recurring
expense,
represented.
A
B
Yes,
and
looking
even
at
the
fiscal
note,
what
it
says
is
that
there
is
money
for
the
one-time
increase
and
the
extension,
I
think,
doesn't
have
the
amount
total
in
there.
Yet,
if
I
read
that
right.
C
Chairman
williams,
thank
you.
The
posture
of
this
committee
on
this
bill
is
because
it
does
spend
money
that
we
are
going
to
have
to
put
it
behind
the
budget.
The
clarification
question
for
the
fine
representative
band
member
from
davidson
county
drummer
from.
C
Was
mainly
to
clarify
if
there
was
any
different
differentiation
between
what
the
governor
proposed
and
what
the
intent
of
his
bill
was.
If,
in
fact,
the
budget
documents
come
back
and
we
approved
those,
my
expectation
is,
it
would
be
included
in
the
budget
for
next
year,
as
well
as
an
extension,
because
those
monies
had
didn't
get
fully
consumed
this
year.
So
an
opportunity
would
be
to
spend
that
money
next
year,
and
so
that
was
the
clarification.
C
A
B
Discussion
and
mr
I
failed
to
at
the
beginning
do
something
very
important
which
I'm
making
up
for
now.
This
bill
was
actually
brought
to
me
by
representative
lamar
who's
now
sent
to
lamar,
and
this
is
her
legislation
she
was
carrying,
I'm
so
very
proud
to
be
able
to
pick
it
up
from
where
she
handed
off
to
me
for
this
fine
work.
That's
going
to
be
done,
so
I
want
to
acknowledge
that
mr
chairman.
A
Well,
as
chairman
williams,
has
already
stole
my
thunder,
but
I'm
kidding
it.
It
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
So
without
objection
house
bill
2051
goes
behind
the
budget.
A
B
Thank
mr
chairman
speaking
of
money,
this
particular
piece
of
legislation
2294,
would
encourage
our
students
grades
six
through
eight
to
be
able
to
get
a
course
in
financial
literacy
again.
The
key
word
there
encourages
does
not
require
it
encourages
them
to
have
a
course
in
financial
literacy.
We
all
have
seen
so
many
stories
about
school
loans
and
and
about
debt
and
about
credit.
B
I
think
it's
most
important
that
we
start
our
students
in
middle
school
understanding
the
importance
of
budgeting
importance
of
learning
how
to
deal
with
money
so
that
when
they
get
into
high
school,
some
of
them
may
be
pursuing
careers
right
after
high
school.
So
when
they
get
to
high
school,
they
also
can
have
this
foundation
and
they
can
look
at
ways
to
to
save
money,
to
invest
money
and
learn
the
ins
and
outs
of
even
insurance
and
the
importance
of
those
type
of
things.
So
with
that,
mr
chairman,
I
am
open
for
questions.
A
B
A
To
graduate
from
high
school,
so
I
think
it's
very
important
and
a
great
piece
of
legislation.
Thank
you
to
the
sponsor.
Thank
you.
Thank
you,
representative.
Vogels,
further
discussion
seeing
none.
We
are
now
voting
on
house
bill,
2294,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
2294
moves
to
full
finance.
Thank.
A
B
Enable
local
governments
to
continue
to
provide
effective
and
efficient
local
government
operations,
while
balancing
those
attributes
for
transparency
and
accountability.
It
simply
increases
the
amount
from
25
000
to
50
000
dollars
in
terms
of
things
that
that
would
need
to
have
sealed
bid
and
that
that
process
fully
enabled.
In
order
to
have
this,
the
you
have
to
have
a
a
strong
financial
organization
with
you
within
your
local
government
and
a
full-time
person
tending
to
this,
and
also
this
bill
is
totally
permissive.
A
All
right,
thank
you,
representative
mckenzie,
for
this
description
members.
Any
discussion
on
house
bill
2600,
seeing
none
we're
now
voting
on
house
bill,
2600,
moving
on
to
full
finance,
all
those
in
favor,
say:
aye,
all
those
posts
know
the
eyes.
Have
it
house
bill
2600
moves
to
full
finance.
Thank.
A
A
D
D
And
gun
safety
devices
and
appreciate
your
consideration.
A
C
Thank
you
chairman
and
again
thank
you
to
the
sponsor
and
again
would
like
to
thank
you
for
recognizing
that
restricting
access
at
times
to
weapons
and
handguns
does
increase
safety
and
is
a
valuable
thing
for
us
to
look
at.
So
thank
you
for
that.
Thank
you.
A
All
right,
thank
you.
Further
discussion
on
house
bill
1738,
seeing
none!
Mr
sponsor,
thank
you
for
bringing
this
piece
of
legislation.
I
know
you've
been
working
hard
on
several
of
these
bills,
and
so
I
want
to
commend
you
for
your
work.
It
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
to
consider
it
at
a
later
date.
So
without
objection
house
bill,
1738
will
go
behind
the
budget
right.
That
brings
us
to
item
number
35.
Also
by
representative
sparks
it's
going
to
be
house
bill.
1741..
A
Do
you
have
a
motion?
A
second
sir.
You
are
recognized
on
house
bill
1741
for
a
brief
description,
but
it
looks
like
you
have
an
amendment
that
rewrites
the
bill.
So
let's
go
ahead
and
get
this
amendment
on.
Is
that
the
correct
amendment's
going
to
be
zero
one?
Five,
three
zero
three!
Is
that
correct?
Yes,
sir,
all
right,
you
have
a
motion.
A
second
you're
recognized.
Let's
go
ahead
again,
put
that
on
in
discussion
on
the
amendment
seeing
none.
A
D
House
bill
1741
really
is
an
incentive,
would
give
the
teachers
k-12
public
school
teachers
a
fee
waiver
at
a
state
university
if
they're
seeking
a
graduate
degree.
We
have
worked
on
the
fiscal
note.
We
kind
of
narrowed
it
down
to
where
it's
got
to
be
in
that
field
of
study.
As
the
committee
knows,
we're
having
a
hard
time
retaining
and
recruiting
teachers
to
our
public
school
system,
and
I
think
this
is
a
step
in
the
right
direction
and
they
would
be
on
a
standby
status.
A
All
right,
thank
you
very
much.
Representative
sparks
members.
You
have
heard
the
description
of
house
bill
1741
any
discussion
seeing
none.
There
is
a
cost
associated
with
house
bill
1741,
so
we
will
have
to
place
it
behind
the
budget
to
consider
it
at
a
later
date.
So
without
objection
house
bill
1741
is
behind
the
budget.
Thank
committee.
Thank
you.
Members.
A
B
It
would
also
add
armed
services
too,
but
due
to
the
fiscal
note
on
that,
we
have
taken
that
out
for
the
time
being,
and
so
this
would
just
focus
on
firefighters
and
emergency
medical
service,
technicians
and,
and
so
again
I
hope
that
I
can
get
your
support
on
this,
and
I
know
it
probably
will
be
going
behind
the
budget.
So
all.
A
E
Thank
you,
mr
chairman,
just
wanted
to
thank
the
sponsor
for
your
hard
work.
You've
been
really
trying
to
work
with
a
lot
of
people
to
get
this
done.
It
means
a
lot
to
the
families,
and
so
we
hope
that,
as
you
go
behind
the
budget,
we'll
get
a
chance
to
take
a
deeper
look
at
it,
and
maybe
this
is
something
we
could
find.
Thank
you.
Thank
you,
mr
chairman.
A
All
right,
thank
you.
Members.
Further
discussion
on
house
bill
2822,
seeing
none.
There
is
a
cost
associated
with
house
bill
2822.
So
without
objection
we
will
have
to
place
it
behind
the
budget,
consider
it
at
a
later
date,
so
without
objection
behind
the
budget.
Thank
you.
Thank
you.
So
much
all
right
members.
That
brings
us
we're
going
to
go
back
to
item
number
33.
A
All
right
members
again
house
bill
1256
by
let's
see,
representative
sexton,
you
have
a
motion,
a
second
you
are
recognized
on
the
bill.
It
does
look
like
you
have
an
amendment
drafting
code,
zero,
one,
six,
four,
zero
eight!
Is
that
correct?
That's.
A
C
C
Thank
you,
mr
chairman
of
the
committee,
and
I
know
that
we
you
and
I
had
discussed
this
and
originally
was
going
to
move
forward.
But
after
I
already
had
the
amendment
drafted
and
it
passed
in
the
senate
last
year,
I
thought
it
needs
to
be
at
least
considered.
C
So,
if
you'll
bear
with
me
just
a
minute,
let
me
give
you
some
facts
between
march
2020,
when
the
karex
was
implemented
in
march
of
2021,
the
implementation
of
the
american
rescue
plan,
the
federal
government
spent
nearly
5
trillion,
responding
to
the
pandemic.
C
It
is
estimated
that-
and
I
think
this
is
a
pretty
telling
tale-
it's
estimated-
that
between
18
and
22
of
all
dollars
currently
within
circulation
in
2020
and
it's
causing
it
to
rapidly
devaluate
the
dollar.
What
this
bill
does
in
it
requires
the
state
funding
board
to
conduct
a
study
on
the
impact
of
the
rapid
dollar,
the
event
devaluation
on
the
health
of
tennessee
economy.
C
What
is
important,
according
to
the
government
accounting
office,
long-term
physical
outlook,
the
national
debt
will
reach
107
percent
of
the
gross
domestic
product
by
2031.
spending
on
the
net
interest.
Payments
in
the
debt
will
grow
from
the
current
1.2
percent
of
the
gdp
to
9.2
percent
of
gdp
in
2051..
C
I'm
not
going
to
go
through
all
of
the
statistics.
Basically,
this
just
does
a
dv
or
an
evaluation
of
the
dollar
and
the
impact
of
all
of
the
money
that's
been
printed
and
what
it'll
do
to
our
dollar
in
the
future?
That's
all
it
does
got
a
fiscal
note
of
25
000.
I
think
I
think
that's
a
very
small
price
to
pay
for
doing
this.
Research.
A
All
right,
thank
you,
representative
sexton
members.
You've
heard
the
description
of
the
amendment
016408
any
discussion
on
the
amendment.
Seeing
none
we're
now
voting
on
amendment
016408
to
house
bill
1256,
all
those
in
favor
say
aye,
all
those
opposed.
No
the
eyes
have
it.
We
are
back
on
the
bill
as
amended,
and
you
are
recognized,
I
think,
you've
already
pretty
much
described
it
yeah.
A
So
members,
I
think
the
sponsor
stands
ready
to
answer
any
questions
you
may
have
on
house
bill
1256,
seeing
none
this
bill,
as
the
sponsor
has
already
alluded
to
it
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
However,
this
bill
has
been
calendared
three
times,
so
we
will
need
to
place
it
on
a
special
calendar
to
be
published
with
our
final
calendar
pursuant
to
our
house
rule.
A
A
A
A
All
right
members
you've
heard
the
description,
any
discussion
as
a
computer
science.
Major
this
bill
warms
my
heart,
so
I
certainly
do
support
your
do.
Support
your
bill.
So
members
in
discussion
on
house
bill
2153,
seeing
none
we're
now
voting
on
house
bill,
2153,
moving
on
to
full
finance,
all
those
in
favor
say:
aye,
all
those
opposed.
No
the
eyes
have
it
house
bill
2153
moves
to
full
finance
thanks
chairman
members.
Thank
you.
A
All
right
members
we're
back
on
item
number
38.
We
are
on
house
bill
2468
by
chairman
baum.
You
have
a
motion.
A
second
you
are
recognized
on
house
bill.
2468,
it
looks
like
there
is
an
amendment
that
we
need
to
file
would
rather
not
put
this
on.
Okay,
all
right,
then
you
are
recognized.
You
got
a
motion.
Second
you're
recognized
on
the
bill.
F
Thank
you,
chairman
hicks.
This
is
a
bill
that
makes
five
or
six
different
changes
to
the
code
affecting
charter
schools
and
I'm
happy
to
discuss
any
of
them.
The
one
of
this
group
that
has
gotten
the
most
attention
addresses
whether
charter
schools
can
admit
students
across
lea
lines,
and
it
is
my
understanding
that
there
are
four
counties
with
charter
schools
and
they
have
policies
permitting
that
to
occur,
and
it
is
occurring.
F
F
With
a
couple
of
guard
rails
number
one
enrollment
within
the
lea
for
the
charter
school
must
occur
first
before
any
student
could
enroll
in
a
charter
school
outside
of
the
lea
number
two
enrollment
in
the
charter
school
from
outside
the
lea
could
not
exceed
25
percent
of
the
school
population
and
number
three
that
the
the
funding
the
tuition
dollars
would
need
to
flow
to
the
lea
not
directly
to
the
charter
school
and
I'm
happy
to
answer
any
other
questions.
You
have
on
some
of
the
other
provisions
as
well
all
right.
Thank.
A
You,
chairman
members,
you've
heard
the
description
of
house
bill
2468.
Let
me
just
do
some
procedural
stuff
right
quick.
So
there
was
an
amendment
filed
drafting
code
0-1-6-1-9-4,
so
without
objection
we're
going
to
withdraw
that.
So
with
that
objection
that
has
been
withdrawn
and
now
we
are
back
on
the
bill
and
we
are
ready
for
discussion.
So
any
discussion
on
house
bill,
2468
leader
camper.
E
Thank
you,
mr
chairman
representative
baum,
when
you
say
across
lease,
are
you
talking
within
a
county,
for
instance,
in
the
south
side
of
the
county?
Okay,
I
can't
see
him
you'll
recognize.
F
F
That's
right
and
it's
my
understanding
that
the
four
counties
that
have
charter
schools
already
have
policies
that
permit
this.
There
are
other
lease
in
the
state
that
do
not
permit
this.
They
don't
have
charter
schools,
so
the
hypothetical
situation
you're
describing
with
fayette
county.
I
don't
know
whether
they
have
a
policy
permitting
this
or
not.
I
don't
think
they
have
any
charter
schools,
but
this
would
clarify
in
the
code
what
would
happen
moving
forward
if
fayette
county
were
to
get
a
charter
school.
F
This
particular
change
is
designed
to
clarify
the
code,
because
there
are
several
sections
of
the
code
that
indicate
that
charter
schools
can
enroll
students
from
across
lea
lines,
and
I've
got
a
couple
of
examples
of
the
code
numbers
if
you're
interested
and
there
are
already
leas
that
have
policies
permitting
this.
My
understanding
is
it's.
It
has
occurred.
This
just
clarifies
in
the
code
in
one
place
that
it
would
be
permissible
for
a
charter
school
to
enroll
a
student
across
an
lea
line
later.
A
F
F
Yes
and
my-
and
I
think
that
that
this
is
already
occurring,
yeah
charter
schools
are
already
able
to
enroll
students
in
the
four
counties
that
they're
located
across
lea
lines.
This
bill
adds
certain
restrictions
on
that
the
restrictions
would
be
number
one
that
the
enrollment
within
the
lea
must
must
go.
F
First,
you
could
a
charter
school
could
only
enroll
a
student
from
outside
the
lea
once
everyone
in
the
lea
has
had
the
opportunity
to
enroll
number
two,
the
charter
school's
enrollment,
couldn't
be
comprised
of
more
than
25
percent
outside
of
the
lea,
so
that's
a
cap
on
it
and
that
the
tuition
dollars
would
need
to
go
to
the
lea
not
directly
to
this
charter
school.
So
I
guess
that's
a
long
answer
question
in
the
code
there's
already
some
sections
that
suggest
that
the
the
charter
school
can
enroll
outside
of
the
lea.
F
This
just
puts
some
restrictions
on
that
the
25
percent
restriction,
the
ordering
in
which
it
occurs.
Students
inside
the
lea
go
first
and
then
directing
where
the
tuition
dollars
go.
On
top
of
that,
so
it's
it's
clarifying
and
at
the
same
time
putting
some
restrictions
that
are
not
currently
in
code,
so
that
a
school,
for
example,
couldn't
enroll
right
across
a
county
line
in
order
to
receive
a
more
favorable
decision
on
the
charter,
school
applicant's
approval
and
then
enroll
100
of
their
students
from
the
neighboring
county.
A
F
I
believe
these
provisions
would
apply
to
either
one,
but
certainly
with
the
tisa
formula
not
having
passed
yet.
I
think
that
it's
probably
the
bep-
that's
that's
been
contemplated
in
this
bill
and
what
it
says
is
that
if
a
student
crosses
an
lea
line
to
attend
a
charter
school,
the
state's
portion
of
that
student's
funding
would
follow
the
student
to
the
charter
school,
but
the
local
portion
of
that
student's
funding
from
the
lea
in
which
the
student
resides
that
would
not
follow
the
student.
F
D
F
Well,
I
can
say
this:
this
bill
addresses
that
funding.
It
attempts
to
clarify
that
so
that
so
that
it's
clear
that
if
a
student
does
cross
an
lea
line
to
attend
a
charter
school,
the
lea
in
which
the
student
resides
originally
would
not
be
required
to
send
their
portion
of
the
funding
with
that
child
to
the
charter
school.
It
clarifies
that
the
lea,
where
the
student
resides,
would
not
have
to
pay
the
local
portion
to
that
charter.
School.
C
Thank
you
chairman,
and
you
just
answered
a
bunch
of
bunch
of
my
questions,
but
but
I
want
to
make
sure
I
understand
so
if
this,
if
this
doesn't
pass
today,
nothing
changes
in
the
operations,
is
it?
Is
it
as
it's
happening
right
now?
Is
that
what
you're
saying.
F
C
You
did
you
say:
rutherford,
yes,
okay,
and
if,
if
an
lea
decides
that
they
would
like
to
change
their
policies,
would
they
be
allowed
to
change
their
policies
and
allow
for
students
from
across
the
counties
other
counties
to
come
in
or
would
this
would
this
force
them
to
be
strictly
within?
F
Currently,
the
four
leas
that
we're
discussing
allow
students
to
cross
lea
lines,
your
question
references.
What
would
happen
if
these
leas
wanted
to
change
their
policies,
to
prohibit
that?
My
understanding
is
that
state
code
is
currently
unclear
on
what
would
happen
because
there
are
parts
in
the
code
that
indicate
charter
schools
can
receive
enrollment
outside
of
the
lea
there
are.
There
is
one
part
of
the
code
that
says
that
they
have
to
follow
local
policies.
E
Thank
you,
mr
chairman,
thank
you
for
allowing
me
to
ask
another
question.
Something
came
in
my
mind
when
we
were
discussing
this.
So
if
I'm
a
state
legislator
that
lives
in
memphis-
and
I
have
young
children
that
are
in
a
public
charter
school
there
and
I
want
to
bring
them
to
nashville
with
me-
I
can
apply
to
have
them
attend
school
under
this
legislation
in
metro
nashville.
F
I
believe
currently,
in
order
for
a
student
to
enroll
in
a
district
school
across
lea
lines,
there
must
be
an
agreement
between
both
leas.
So
I
I.
I
suspect
that
if
metro,
nashville
and
shelby
county
had
that
agreement,
it
could
occur,
but
I'm
not
sure
whether
metro
nashville
has
an
agreement
with
shelby
county.
They
seem
like
they're
fairly
far
away
geographically.
E
I
understand
that
what
I'm
saying
is
because
we
can
cross
county
lines
based
on
your
prior
response
to
my
earlier
question,
then,
under
this
legislation,
if
they
agree,
I
will
apply
locally,
it
doesn't
work
and
I
can
come
here.
I
can
bring
my
children
with
me
and
have
them
go
to
school
here,
while
I'm
serving
is
what
I'm
trying
to
get
to
under.
F
B
I
just
want
to
clarify
one
point,
because
I
believe
I
heard
the
sponsor
say
earlier.
That
would
only
the
former
questioner.
That
would
only
occur
if
there
were
room
left,
because
you
couldn't
have
more
than
25
percent
outside
and
there
would
have
to
be
room
in
the
local
charter
school
after
everybody
in
in
this
case,
davidson
county
had
an
opportunity
to
enroll.
Am
I
understanding
correctly.
F
That's
correct
with
this
bill.
One
of
the
clarifications
is
that
everyone
within
the
lea
must
be
given
the
opportunity
to
enroll
in
the
charter
school
first.
Only
after
that
has
occurred
and
there's
still
open
seats
available.
Could
the
charter
school
enroll
students
from
outside
the
lea?
That's
not
currently
in
the
code
in
the
in
the
current
code.
That
might
not
happen
in
that
order.
A
B
B
Young
children
35
minutes
across
the
county,
when
the
county
line
was
very,
very
close
and
there
might
have
been
an
opportunity
for
those
children
with
with
agreements
between
the
least
to
actually
cross
county
lines
and
go
to
another
school
right
across
the
line.
So
it
will
be
interesting
as
we
continue
to
grow
and
see
the
the
growing
pains
that
the
state
incurs
to
how
will
handle
this
debate
in
the
future.
But
thank
you
chairman.
E
Thank
you,
mr
chairman
yeah.
I
understood
the
locals
and
the
25,
but
if
they
were
at
20
and
they
agree,
I'd
be
able
to
bring
my
apply
to
come
to
nashville,
even
though
I'm
a
resident
of
shelby
county.
That's
what
I'm
trying
to
get
clarity
on.
If,
if
they're,
only
at
twenty
percent,
they
got
five
percent
left
or
they
can't
enroll
people
outside
the
lea.
If
I'm
in
shelby
county
coming
up
here
as
a
legislator,
could
I
bring
my
children
to
a
school
here
if
they're
accepted
in
that
school
under
this
legislation.
A
F
Recognizing
I
believe
this
bill
would
provide
would
have
would
have
would
provide
two
restrictions
number
one,
not
more
than
25
percent
of
the
charter.
Schools
enrollment
could
be
outside
of
the
lea,
as
you
mentioned,
and
there
would
have
to
still
be
open
seats
available.
After
all,
the
students
within
the
lea
had
the
opportunity
to
enroll.
So
that's
sort
of
a
second
requirement
or
restriction
on
this
out
of
lea
enrollment
policy.
D
F
F
It's
determined
by
a
lottery,
and
this
bill
actually
clarifies
some
of
that.
It
allows
the
charter
school
to
provide
additional
weights
in
that
lottery
to
at-risk
students
and
disadvantaged
students.
But
to
answer
your
question
I
think,
maybe
most
simply,
if
there's
no,
if
there
aren't
enough
seats
available,
then
the
charter
school
goes
to
a
lottery.
D
Chairman
hawk,
thank
you,
mr
chair,
and
as
we're
thinking
about
hypotheticals
chairman
baum.
All
public
schools
have
attendance
requirements.
Correct
yes,
and
there
are
truancy
rules
within
each
school
system.
So,
as
we
talk
hypotheticals,
there
are
still
attendance
and
truancy
rules
that
school
districts
and
students
must
follow
correct.
Yes,
thank
you.
A
A
F
F
Some
of
these
dual
eligible
recipients
get
their
benefits
from
what's
called
a
d
snip
plan,
it's
actually
stands
for
dual
eligible
special
needs
plan
under
federal
law.
In
order
for
these
dual
eligible
recipients
to
get
their
benefits
through
a
dsnip
plan,
the
carrier
has
to
have
a
contract
with
tenncare.
F
F
F
F
Now
this
fourth
mco,
according
to
the
amendment
on
the
bill,
would
necessarily
be
centene
and
the
reason
why
is
only
centene
as
a
as
a
fourth
applicant,
applied
through
the
most
recent
procurement
process
to
be
an
mco.
So
this
is
a
company
that's
set
up
and
ready
to
serve
as
a
fourth
mco
long
run.
F
A
Right,
thank
you
very
much,
chairman
baum,
for
this
description.
Members
you've
heard
you've
heard
from
the
sponsor
any
discussion
on
house
bill.
2625
none
house
bill
2625
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
So
without
objection
house
bill
2625
goes
behind
the
budget.
A
E
E
It's
it's
really
based
on
a
program
that's
currently
being
done
in
memphis,
where
we
are
able
to
take
people
to
mental
health
care
facilities
and
places
to
address
their
needs
versus
taking
them
to
the
emergency
room.
So
it'll
allow
us
an
opportunity
to
save
money,
and
if
you
see
mr
chairman
and
members
in
the
corrected
fiscal
note,
there
was
an
additional
savings,
I
think
about
1.3
million
dollars,
and
with
that
I
would
hope
that
I
can
get
yes
vote
for
members
on
this
bill.
A
All
right,
thank
you.
Later
camper
members,
you've
heard
the
description
from
house
bill
2840
any
discussion,
seeing
none
we're
now
voting
on
house
bill,
2840,
moving
on
to
full
finance,
all
those
in
favor
say:
aye
aye,
all
those
supposed
to
know
the
eyes.
Have
it
house
bill
2840
moves
to
full
finance.
Thank
you,
mr
chairman
and
members.
A
A
That
brings
us
to
item
number
42
on
our
calendar
item
number
42
on
our
calendars
house,
bill
536
by
chairman,
hawk.
You
have
a
motion
and
a
second.
You
are
recognized
and
it
looks
like
there
is
an
amendment
we
need
to
file
that
or
we
need
to
draft
it
actually
rewrites
the
bill.
So
let's
do
that
first,
0,
one
four,
three
three
two
is
that
correct.
That
is
correct.
Motion
in
a
second
any
discussion
on
the
amendment.
A
D
D
This
legislation
is
a
way
to
get
those
tax
dollars
back
to
the
individuals
who
ensure
that
we
have
sales
tax
collections
to
run
our
budgets
on
what
this
does.
It
is
a
one-year
shot
where
we're
looking
at
the
just
the
next
fiscal
year
that
we
will
essentially
get
up
to
25
dollars
per
sales
tax
return
on
a
monthly
basis
back
to
those
sales
tax
collectors
in
our
state
of
tennessee.
D
It
is
a
small
small
price
that
doesn't
really
come
close
to
the
cost
associated
between
credit
card
fees
between
the
equipment
that
these
businesses
need
to
buy,
in
many
cases,
they're
not
able
to
pass
these
sales
tax
costs
on
to
their
customers
in
terms
of
the
equipment
they
have
to
have.
I
understand,
there's
a
financial
obligation,
but,
as
this
committee
is,
is
dwelling
on
the
budget
conversations
over
the
next
few
weeks.
D
I
certainly
hope
that
this
is
one
of
the
areas,
vendors
compensation
return
that
we
can
consider
as
a
way
to
get
those
tax
dollars
back
to
our
constituents.
I
know
what
the
process
will
be
chairman
and
and
I'm
glad
to
glad
to
work
with
this
committee
in
the
future.
Thank
you,
sir.
Certain
members.
A
E
E
I
should
say
this
concept,
this
idea
for
years
funding
that
will
go
back
to
our
small
businesses
that
have
been
doing
this
work
for
us
for
year
after
year,
and
I
would
hope
that
maybe
this
year
this
may
be
an
opportunity
for
us
to
you
know,
give
them
back
the
funds
that
they
so
richly
deserve
and
at
one
point
used
to
get
before
the
state
you
know
ended
up
in
a
situation
where
you
know
the
economy
required
us
to.
E
You
know,
take
those
funds
back,
so
this
may
be
an
opportunity
for
us
to
rectify
that.
So
I
appreciate
your
hard
work,
your
stick-to-itiveness
and
I
support
the
legislation
and
hopefully,
as
we
move
forward
we're
able
to
do
something
this
year.
Thank
you,
mr
chairman.
Thank
you.
C
Leader
chairman
todd,
thank
you,
mr
chairman.
I
would
echo
that
sentiment
and
I
appreciate
you
bringing
this
it's
very
important
issue
and-
and
I
hear
from
vendors
all
the
time
I
mean
we're-
we're
doing
the
work
for
the
state
and
we
should
have
a
at
least
a
little
compensation
for
collecting
the
taxes
for
the
state.
The
majority
of
the
taxes
so
appreciate
you
doing
this,
sir.
D
And
thank
you
chairman,
and
I
appreciate
that,
and
I
remember
back
20
years
ago
when
we
first
started
this
effort
and
if
I
am
able
to
accomplish
this
legislation
and
take
it
over
the
the
goal
line,
that
does
not
mean
I'm
going
to
retire.
I
still
have
work
to
do
so,
just
in
case
I
I'll
find
something
else
to
do
as
well.
Thank
you,
mr
chairman.
Member.
B
Thank
you,
mr
chairman.
Mr
sponsor
chairman
todd
told
me
you
have
an
excellent
co-sponsor
so.
A
Thank
you,
representative
land,
further
discussion,
seeing
none
house
bill
536
does
have
a
cost
associated
with
it.
Now,
mr
sponsor,
I
think
you
can
see
you
have
quite
a
bit
of
support
on
this
on
this
committee
so,
but
we
will
have
to
place
it
behind
the
budget
and
consider
it
at
a
later
date.
So
without
objection
house
bill,
536
will
go
behind
the
budget.
A
A
D
Thank
you,
mr
chairman
committee
house,
bill
2369
designates
social
media
platforms
as
common
carriers,
and
you
may
have
been
told
a
lot
of
information
about
this,
but
we
actually
believe
it's
constitutional.
This
was
opined
through
the
u.s
supreme
court
of
the
way
to
regulate
common
character,
character,
I'm
sorry,
social
media
platforms
as
common
carriers,
and
we
have
worked
with
the
tennessee
public
utility
commission
and
working
to
get
them
on
board
to
help
regulate
this.
So
I
would
appreciate
any
consideration.
A
A
Seeing
none
house
bill
2369
does
have
a
cost
associated
with
it,
so
we
will
have
to
place
it
behind
the
budget
to
consider
it
at
a
later
date.
So
without
objection
house
bill
2369
will
go
behind
the
budget.
Thank
you,
mr
chairman
committee.
43.,
all
right
members
that
takes
us
back
to
item
number
43.
A
C
Thank
you,
mr
chairman.
This
particular
piece
of
legislation
expands
the
offense
of
assault
and
aggravated
assault
against
a
first
responder
or
nurse
to
also
now
include
an
offense
against
a
health
care
facility,
security,
guard
or
officer.
These
folks,
as
you
might
imagine,
are
usually
the
first
to
arrive
at
the
scene
well
before
the
police
or
sheriff
get
there
because
they're
on
on
staff
and
on
site,
and
so
this
just
elevates
the
assault
against
them.
Just
like
we
have
for
the
the
nurses
in
the
of
the
first
responders.
A
B
I
I
probably
should
have
asked
you
this,
while
we're
sitting
next
to
each
other.
But
how
does
this
bill
treat
people
with
a
severe
persistent
mental
illness?
You
know
would
do
they
stand
the
risk
of
you
know
when
they
really
don't
understand
what
they're
doing
do
they
stand
the
risk
of
getting
huge
fines
and
a
long
jail
term?
And
you
know
I
have
to
say
people
with
severe
persistent
mental
illness.
B
They
don't
bear
the
cost
of
the
court
and
going
to
court
and
any
fines.
It's
really
their
families
that
do
because
they
have
no
ability
to
earn
money,
often
anymore,
they
they
just
they
can't
work
anymore,
and
so
it's
their
families
who
who
tend
to
bear
the
cost
of
any
core
in
incarceration
or
fines.
C
Jeremy
todd.
Thank
you.
This
doesn't
change
anything
about
how
that's
being
dealt
with
now.
If
they
were
that
type
of
person
were
to
assault
a
nurse,
for
example,
this
doesn't
alter
that
whatsoever.
This
just
adds
the
hospital
security
guard
to
the
list.
That
would
have
the
enhanced
penalties,
but
folks,
in
that
condition,
I
think,
would
would
probably
still
be
directed
to
mental
health
courts
and,
in
other
places.
A
B
B
A
D
I
will
be
brief:
this
is
a
bill
brought
by
our
governor,
and
all
this
is
doing
is
creating
an
institute
for
american
civics
at
the
university
of
tennessee
at
knoxville.
A
All
right,
thank
you
very
much
for
the
description
members.
Any
discussion
on
house
bill,
2157
questions
been
called
injection,
calling
the
questions
seeing
none
hearing,
none
we're
now
voting
on
house
bill,
2157,
moving
to
full
finance,
all
those
in
favor
say:
aye,
all
those
supposed.
No
the
eyes
have
it
house
bill
2157
moves
to
full
finance
members.
We
are
out
of
time
at
this
point,
so
all
of
those
bills
that
we
have
not
been
able
to
take
up
today
will
be
rolled
to
the
next
available
calendar.
So
without
objection
we
stand
adjourned.
