used

cases

the
disease
outbreak
and
the
number

asymptomatic

so
that
the
public
knows

people

tests

amendment
basically
clarifies
the
sunset
language
in
the
bill
to
avoid
a
conflict
with
statute
for
those
of
you
that
may
not
be
aware,
we
have
a
statutory
requirement
for
sun
rises
of
organizations
to
be
two
years.
This
bill
has
within
it
a
provision
to
make
it
three
years.
This
amendment
basically
says,
notwithstanding
the
requirement
to
be
two
years,
this
one
will
be
three
with
the
explanation.

the
bill
does,
mr
chairman
and
first
of
all,
let
me
say
thank
you
for
catching
that
on
the
sunset
we
did
not
catch
that,
but
I'm
glad
that
you
did
and
what
this
bill
does.
Is
it
just
forms
a
physician's
assistant
board,
many
other
of
the
medical
care
providers
in
the
tca
title,
63
they're,
the
only
ones
that
doesn't
have
a
board
nurses,
podiatrists
psychologists,
chiropractors.
They
all
have
a
board,
so
this
would
just
create
a
board
for
the
physician's
assistance.

an
explanation-

charitable

indicate

the

If
you
were
not
already
aware,
the
board
was
operating
in
a
deficit
or
probably
the
committee
that
is
being
formed
into

board
was
operating
at
a
deficit,
hence
the
need
for
the
three-year
extension
to
allow
them
to
recover
their
finances.

indicates
that,
within
that
time
frame
they
should
be
back
to
self-sufficiency.

they

As
amended,
this
bill
deals
with
the
transit
transgender
children.
As
you
know,
transgender
individuals
are
those
who
do
not
identify
with
the
sexual
assignment
they
received
at
birth.
They
perceive
themselves
to
be
of
a
different
or
the
opposite
sex,
and
that
is
also
called
their
gender
identity.

Medical
advances
are
now
being
used
to
alter
the
sex
of
these
children
to
conform
to
their
gender
perception.
Surprisingly,
that
is
happening
at
a
younger
and
a
younger
age.
Pre-Pubertal
miners,
as
young
as
8
to
10
years
old,
are
being
given
medications
called
puberty
blockers
to
postpone
puberty
until
they
are
ready
for
further
interventions.

This
bill
prohibits
the
use
of
puberty
blockers
and
hormone
therapy
in
pre-pubertal
minors.
It
does
not
interfere
with
the
current
practice
of
medicine.
We've
had
physicians
in
the
field,
come
and
testify
and
agree
to
that
fact.
It
is
just
a
very
conservative
effort
to
avoid
these
children
being
receiving
medications
and
therapy
that
alters
their
life
and
puts
them
in
a
very,
very
long
journey
towards
altering
their
sex
at
a
time
when
they're
really
not
yet
ready
to
make
those
decisions.

Generally,
not
of
course,
we
cannot
legislate
the
practice
of
medicine
completely,
but
there
are
times
we
do
intervene
very
significantly.
We
did
intervene
and
set
up
guidelines
for
opioid
prescriptions,
and
that
was
in
response
to
the
societal
needs
and
the
catastrophe
that
was
overuse
of
opioids.
Yes,
we
do
at
times
intervene.

I
think
that's
different
than
actual
medical
procedures
and
and
I'm
looking
at
the
committee
that
I
have
great
respect
for
and
that
I'm
sitting
with,

I
don't
see
any
physicians
I
feel
like
we
are
practicing
medicine
without
a
license
here
in
making
these
decisions.

don't
think
that
we
should
be
telling
the
medical
community
what
they
should
be
doing.

it
does

take
all

the
rules

requirements
that
have
been
before
the
joint
government
operations
committee
and
its
subcommittees

put
them
into
the
rural
omnibus
bill
so
that
they
can
effectively
become
law.
