B
Thank
you,
madam
clerk.
Since
there
were
no
personal
orders,
we
will
go
ahead
and
go
straight
into
our
calendar.
First
on
the
agenda.
Is
item
number
one
house
bill
829
by
chairman
kumar,
chairman
kumar.
We
have
a
motion
and
a
second
I
am
showing
your
bill
coming
to
us
with
no
amendments
on.
Is
that
correct,
sir?.
B
That
being
the
case
before
you
explain
your
bill,
we
need
to
add
an
amendment
to
it.
Vice
chairman
reedy.
Would
you
take
the
gavel.
A
B
Thank
you,
mr
vice
chair.
This
amendment
requires
the
commissioner
of
health
to
notify
the
chairman
of
government
operations
in
both
chambers
within
30
days
of
the
compact
going
into
effect.
It
mirrors
the
same
amendment,
that's
on
it
in
the
senate
that,
with
that
explanation,
I'm
ready
to
answer
questions.
If
there
are
any.
A
B
D
D
D
The
state
each
state
will
appoint
a
commissioner
that
will
serve
on
the
commission
that
will
one
target
the
diseases
for
which
cure
is
urgently
needed
and
two
when
a
cure
is
found
approve
the
fact
that
a
cure
has
been
found
with
that
I'll
be
happy
to
answer
any
questions.
There
are
no
costs
to
the
states
at
this
time.
B
Thank
you,
mr
chairman,
and
a
reminder
to
the
committee
members.
This
committee
obviously
sees
all
organizations
that
are
being
created
and
the
reason
the
amendment
was
put
on
to
begin
with
is
until
we
actually
are
a
member
of
this
and
it's
operational
with
the
number
of
states
that
he's
explained
it
does
not
have
a
sunset
cycle.
As
soon
as
the
requisite
number
of
states
are
present,
we
will
have
to
again
put
this
in
the
sunset
cycle,
but
it's
inappropriate
at
the
current
time.
Do
we
have
questions
of
the
sponsor.
B
Wait
just
a
second.
We
have
a
question
vice
chairman.
A
Radio
recognized,
thank
you,
mr
chairman,
dr
kumar.
Do
you
expect
that
six
states
will
be
achieved
this
year
or
next
year.
D
I
don't
know
when
that
will
be,
but
it
seems
very
likely
because
once
again
there
is
no
cost
to
the
states
and
of
course
it's
very,
very
hopeful
that
this
will
encourage
ingenuity
and
discovery
of
cure.
The
speaker
butler
who
came
here
and
testified
before
the
health
committee
in
the
senate
and
the
house.
He
seemed
very,
very
excited
and
hopeful
about
it,
and
he
is
personally
taking
interest
visiting
states
testifying
at
committee
hearings
and
so
on.
So
I
think
there's
a
driving
force
behind
it.
B
We
have
other
questions
seeing
them
we
had
a
member.
Would
you
like
to
renew
your
motion
on
question?
Sir
question
has
been
called.
We
have
objections,
seeing
none.
We
are
voting
on
sending
house
bill
829
as
amended
to
finance
ways
and
means
all
in
favor,
say:
aye
aye,
all
opposed,
nay,
bill
moves
out
the
finance
ways
and
means.
Thank
you.
Thank.
B
B
Representative
gillespie,
I'm
showing
your
your
bill
coming
to
us
traveling
with
an
amendment
five.
Six
eight.
Is
that
correct,
sir?
Let
me
pull
it
up
here.
B
Wait
a
minute:
that's
traveling
with
it,
but
we
we
there.
You
have
another
amendment
you
wanna
put
on
it
bob.
If
not.
Let
me
explain
to
the
committee
members
on
your
marked
calendar
you'll,
see
amendment
number
one
proposed
by
this
committee.
6237
I'm
going
to
withdraw
that
amendment
pending.
I'm
sorry,
wait
a.
B
B
All
right,
I've
just
had
the
situation
clarified.
For
me,
as
I
was
stating
what's
showing,
is
amendment
number
one
on
your
calendar
will
not
be
put
on
this
bill
today.
However,
the
sponsor
has
an
amendment
for
us
and
I
believe
it's
seven
five.
Six
eight
is
that
correct?
It's
not
traveling
with
it.
You
want
based
on
this
committee,
that
is
correct.
Okay,
we
have
a
motion
and
a
second
on
the
amendment,
so
the
amendment
makes
the
bill.
Is
that
correct,
sir?
Yes,
sir?
Then
let's
go
ahead
and
put
it
on
the
bill.
B
E
Thank
you,
mr
chairman
and
committee
under
president
wall,
the
board
of
directors
of
the
tennessee
education
lottery
corporation
and
supervise
compliance
with
laws
and
rules
relating
to
the
regulation
and
control
of
wagering
on
sports
events
in
this
state.
E
B
We
do
have
questions.
I
I
believe
representative
lamar
was
first
you're
recognizing
me.
F
Thank
you,
mr
chairman.
I'm
pushes
back
so
I
see
you.
Why
are
we
changing
the
authority
from
the
tennessee
education
lottery
to
a
new
sports
wagering
advisory
council.
E
You
recognize
sponsor
so
right
now,
there's
already
a
sports
wagering
council
that
exists
and
I
believe
that
educational
lottery
and
sports
wagering
are
two
completely
different
entities
or
areas,
and
I
believe
it's
best
that
each
of
those
boards
solely
focus
on
their
respective
topics.
F
E
A
Representative,
who
was
next,
I
had
a
follow-up.
F
I
appreciate
it,
thank
you
so
much
so
will
this
bill
particular
bill,
make
it
harder
for
us
to
engage
in
exercising
our
right
to
use
a
lottery
or
engaging
in
gambling
or
sports
wagering?
Mr.
A
E
No,
I
hope
it
will
be
more
straightforward.
Okay,.
A
Perfect,
thank
you,
chairman
dixie
you're
recognized
all
right.
G
Thank
you.
Thank
you,
mr
chairman
couple
questions
currently
is:
is
the
sports
council
board?
Is
it
a
paid
board?
Are
they
do
they
receive
compensation?
Mr
sponsor,
do
they
receive
compensation
for
the
on
the
on
the
board?
Now.
G
E
G
B
Chairman
dixie,
on
the
fiscal
note,
that's
traveling
with
the
bill.
The
estimated
cost.
An
estimated
impact
is
four
million
seven
hundred
thousand
dollars
with
recurring
state
revenue,
one
million
seven
hundred
fifty
thousand
in
recurring
state
expenditures,
a
little
shift
from
the
tennessee
education
lottery
to
the
sports
wagering,
a
council
as
currently
structured.
G
Yes,
it
does,
but
it
is
that
that
brings
me
to
it.
It
causes
me
a
little
concern,
so
we're
going
to
take
some
money
and
create
a
different
department
that
something
that's
already
being
done
and
we're
going
to
take
away
from
the
education
or
this
money
that
is
going
to
be
spent
for
this
to
create
a
entire
department.
E
I
I
think
that
brings
me
back
to
my
point
that
the
effectiveness
of
having
these
two
organizations,
one
focusing
solely
on
the
education
lottery,
which
I
think
is
very
different
than
the
issue
of
sports
wagering-
to
have
two
separate
entities
that
that's
their
sole
focus
on
each
and
I
think
that
the
end
result
will
be
better
greater
result
for
the
state
as
a
whole.
Chairman
dixie.
G
Okay,
thank
you,
and
this
would
be
it.
I
guess
my
question
is
we
have
a
board.
That's
already
doing
this,
we're
going
to
create
a
different
department,
that's
going
to
cause
state
expenditures
to
go
up
quite
a
bit,
they're
quite
expensive,
just
to
have
a
separation.
I
think
that's
a
little
overkill
when
we
already
have
a
department,
we
already
have
a
council
and
a
board.
That's
doing
this
job
to
oversee
this.
That
concerns
me
in
in
in,
and
I
would
hope
that
would
be
addressed
so.
But
thank
you.
Thank
you,
mr
chairman.
B
Do
we
have
other
questions
back
to
representative
lamar.
F
B
Vice
chairman
reedy
you're
recognized
previous
question
has
been
called
without
objection.
We
are
going
to
vote
on
sending
house
bill
1267
to
finance
ways
and
means
all
in
favor
indicate
by
saying
aye
aye
all
opposed,
nay,
eyes
have
it
if
you
wish
to
be
recorded
as
an
egg.
A
no
please
see
the
clerk.
B
Do
we
have
anything
else?
That
concludes
our
counter.
The
chair
would
like
to
take
privilege
at
this
point
for
some
announcements.
Members
as
this
hopefully
will
be
our
last
committee
meeting
until
we
reconvene
in
january.
B
B
Our
legal
expert,
katie
robertson,
our
comptroller
liaison
julie,
valeo.
Our
research
analyst
will
walker,
our
committee
assistant
payment
bedwe
and
our
intern,
who,
unfortunately,
whose
last
day
was
friday,
is
now
enroute
to
law
school
at
utk,
miss
shelby
batson.
B
B
Ladies
and
gentlemen,
as
this
will
probably
our
last
calendar,
we
are
not
closing
our
committee
never
closes.
However,
I
will
say
that,
subject
to
call
of
the
chair,
I
don't
expect
to
see
you
back
again.
Do
we
have
any
other
business
to
come
before
us
without
objection,
then
we
are
adjourned.
