this
bill
does
as
or
what
this
amendment
does.
It
sets
up.
Essentially
those
five
things
sets
up
a
medical
cannabis
commission
in
order
to
help
develop
a
non-biased
medical
cannabis
program,
for
when
the
federal
government
removes
cannabis
from
schedule,
one
number
two:
it
sets
up
a
process
for
decriminalizing
possession
of
zero
point:
nine
percent
thc
cannabis
oil
for
limited
number
of
patients
with
diseases.
Currently
the
0.9
cannabis
oil
is
decriminalized
for
patients
with
epilepsy
or
seizures.

This
adds
eight
conditions
to
that
it
has
the
commission
prioritize
their
recommendation
for
the
creation
of
a
patient
registration
system
in
order
to
facilitate
reciprocity
and
access
for
patients,
including
those
epilepsy
plus
those
eight
other
groups?
The
bill
specifically
prohibits
what
I
would
call
a
corporate
medical
cannabis
program
until
cannabis
is
removed
from
schedule,
one
that
means
cultivation,
distribution,
processing
or
shipping
of
cannabis.
That
definition
specifically
leaves
out
patience
and
research
protection.

this

passed

resolution
in
support
of
removing

cannabis,

federal,

or

organization
have
removed
it
from
their
most
recommended,
remove
it
from
their
most
dangerous
list,
and
so
it's
an
in
anticipation
that
that
will
occur,
and
so
that's
what
this
commission
is
to
do
is
to
have
a
non-biased
in
anticipation
that
it
will
be
rescheduled,
follow.

I
mean
that's
a
concern
of
mine
that
we're
codifying
that
waiting
on
the
federal
government
to
do
the
right
thing
in
this
situation
is
concerning.
It's
been
used
as
an
excuse
to
prevent
the
passage
of
medical
marijuana
bills
in
recent
years,
and
now
we
want
to
codify
that.

just
seems
to
me
we're
putting
an
unnecessary
barrier
in
the
path
of
something
that
overwhelming
majority
of
tennesseans
wants,
and
I
think
that's
evidenced
by
the
governor's
removal
of
his
philosophical
flag
whatever
that
means-
and
you
know
the
leadership
support
of
this-
to
be
able
to
say
that
we're
doing
something,
but
in
doing
something,
I
fear
that
we
are
putting
up
a
statutory
barrier
from
doing
what
tennesseans
want,
and
that
is
for
us
to
pass
medical
marijuana,
no
exceptions
today.
So
that's
my
concern
with
the
legislation,
and
I
appreciate
you
hearing
it.

do
expect,
or
I
I
last
year
the
house
passed
the
moore
act
which
decriminalized
and
descheduled
cannabis
it
did
not
get
through
the
senate.
Chuck
schumer
has
indicated
that
he's
looking
towards
doing
something.

I
do
expect
them
to
take
some
action
on
this
and
that's
what
this
kind
of
what
this
commission
would
be
able
to
do
is
to
get
us
in
a
position
so
that,
when
we
do
have
that
we
will
not
have
a
biased
model
that
we
go
forward
with.

know
that
in
talking
with
peers
about
this
particular
bill,
there's
some
concern
that
just
anyone
would
be
able
to
access
this
care,
which
I
don't
think
that
that's
the
case
at
all.
I
think
you've
done
a
terrific
job
in
crafting
this
to
be
a
treatment
that
is
available
to
a
narrow
population
of
people.
If
you
wouldn't
mind
reading
into
the
record
for
the
public
to
understand
that
this
is
going
to
be
available
for
patients
who
have
failed
traditional
therapies
and
have
and
suffer
some
very
serious
diseases.

within
it
bona
fide
practitioner,
patient
relationship.
What
means
a
practitioner
and
patient
have
a
treatment
or
consulting
relationship
during
the
course
of
which
the
practitioner
has
completed
an
assessment
of
the
patient's
medical
history
and
current
medical
disease,
or
condition,
including
an
appropriate
examination
and
confirmation
of
the
patient
having
one
of
the
qualifying
medical
conditions
which
include
alzheimer's
als
cancer
and
again
that's
when
the
disease
is
diagnosed
as
end
stage
or
the
treatment
process
produces
relation
related,
wasting
illness,
recalcitrant,
nausea
or
vomiting
and
pain.

has
inflammatory
bowel
disease
epilepsy
or
seizures
multiple
sclerosis,
parkinson's
day
disease,
hiv
or
aids
and
sickle
cell
disease.
The
attestation
they
have
the
physician
is
gonna
have
to
have
that
bona
fide
practitioner,
relationship
and
they're
gonna
have
to
have
done
that
work
up
so
they're
going
to
have
to
test
a
test
that
the
patient
does
have
that
condition
or
that
disease
the
letter.

act

future
general
assembly

taking
the
steps
that
it
needs

may

think

it
does
is
it
advances
the
ball
about
as
far
as
we
can
comfortably
get
it
down

field

caught

put
ourselves
into
a
position
to
where
we
can
make
steps
about
further
advancement
as
time
goes,
we're
not
just
going
to
be
wasting
another
six
month
period,

month
period.

we

legislation.

the
majority

the
people
from
this

issues
elsewhere
and

think

you've
worked
diligently
to
satisfy

bill,

know
I've

much
this

I'm
happy
for
somebody

call

this
bill

get

far
down
the
track

we

concern
is
that
the
we
don't
need
the
language
in
there.
It's
unnecessary,
it's
gratuitous
language
to
put
in
there
that
we
need
to
wait
on
the
reschedule
for
some
unnecessary
reason
that
doesn't
further
the
cause
of
the
actual
bill,
which
is
to
create
this
commission
and
get
us
prepared
for
future
action.

concern
it's

necessity
to
accomplish
the
true
spirit
and
intent
of
the
bill.

representation

the

the
drugs

forth,
and
I'm
asking

regards

commission
that
is
being
proposed
here.
Is
there
a
possibility
of
feasibility
of
representation
from
harry
college
being
a
part
of
that
commission.

up

nine
members
and
again
trying
to
thread
the
needle.
I
did
discuss
potentially
altering
that
commission
and
the
commission
is
what
it
is,
but
there
are
opportunities
the
speaker
of
the
house
will
appoint
three
members.
Lieutenant
governor
will
appoint
three
members
and
the
governor
will
appoint
three
members.
The
governor's
three
members
are
at
large,
the
two
from
the
lieutenant
governor
and
the
speaker.
