A
A
Thank
you,
madam
clerk.
Today
we've
got
15
bills
on
the
calendar.
Does
any
of
the
members
have
any
announcements
or
personal
orders
before
we
jump
into
it?
Seeing
none
we'll
start
with
item
number.
One
house
bill:
zero:
six:
five
three
by
chair,
lady
hazelwood,
proper
motion
and
second
on
the
bill.
I
do
see
that
it
has
a
amendment,
madam
chair,
lady,
do
you
care
to
give
us
your
drafting
code?
D
C
You
know
these
are
new
technologies
and
there's
just
a
lot
of
questions
about
them.
So
it's
our
position
that
and
this
would
be
repealed
on
june
30th
2025,
which
would
give
us
an
opportunity
to
see
if
cryptocurrency,
how
it's
working,
if
it's
working,
if
that's
something
that
government
could
rely
on
to
pay
their
employees,
pay
their
vendors
and
to
take
monies
in.
So
with
that,
mr
chairman,
I
would
be
open
to
any
questions.
You've.
B
C
It's
something
that
we
could
consider
this
would
this
has
an
end
date
so
june
30
2025
based
on
you,
know,
what's
happening
at
that
point
in
time,
then
we
could
come
back
and
look
at
this
and
say
you
know
that's
a
a
legal
tender
for
tennessee
local
governments,
but
at
this
time
it's
just
it's
volatile,
as
we
all
know,
there's
just
a
lot
of
issues
with
it
and
we
just
don't
think
that
that's
the
way
to
go
for
our
local
governments,
okay,
okay,.
A
You've
heard
the
discussion
and
the
explanation
from
the
sponsor
on
the
amendment
without
objections,
we're
ready
to
vote
on
the
amendment.
Amendment
number
one,
four,
five,
three,
four
all
in
favor,
please
say
aye
opposed.
No.
The
bill
is
now
amended.
You
heard
the
explanation
from
the
sponsor
on
the
amendment
amended
bill.
The
amendment
makes
the
bills
or
any
questions.
A
E
A
For
the
record,
let
it
be
known
that
we
have
received
the
vote
of
two-thirds
resolution
from
the
governing
body
and
it's
in
my
office
question
has
been
called
on
house
bill
2901
all
in
favor,
please
say:
aye
opposed
no
bill
moves
on
to
calendar
roost
chairman.
Thank
you.
Mr
chairman
of
committee
item
number
five
house
bill:
zero
905
by
chairman
doggett,
proper
motion
in
second.
I
do
see
that
we
have
a
new
amendment.
E
Sir
good
morning
and
or
afternoon
drafting
code,
one
five,
nine
zero
zero.
That
is
correct.
E
Excuse
me,
it
changes
it
from
2025
to
january
1
of
2028,
and
it
also
says
that,
in
the
event
that
tdot
is
unable
to
complete
those
projects
by
that
time
that
they
can
send
a
letter.
E
Excuse
me
sorry
they
can
send
a
letter
to.
I
believe
it's
finance
to
make
them
aware
of
that.
A
A
Does
anybody
have
any
questions
for
the
sponsor,
seeing
none
without
objection,
we're
ready
to
vote
on
house
bill
zero
905
all
in
favor,
please
say:
aye
opposed
no
bill
moves
on
to
finance.
Thank
you
very
much
item
number
six
house
bill.
1386
by
chairman
todd.
The
chairman
has
asked
that
we
roll
this
one
week
without
objection.
It
will
be
rolled
one
week.
A
Item
number
seven
house
bill
2536
is
rebecca
alexander's
bill,
but
I
think
chairman
williams
is
going
to
present
this
bill
from
his
seat.
F
A
A
Is
correct?
Do
I
have
a
motion
on
the
amendment
proper
motion
and
second
on
the
amendment
representative,
parkinson
you're,
recognized
on
the
amendment?
Thank.
B
You,
mr
chair,
and
thank
you
committee,
mr
chair.
There
were
a
couple
of
concerns.
I
think,
more
importantly
from
my
our
colleague
chairman
carr,
that
about
the
fiscal
note
on
this
bill
last
week
and
I
got
with
the
comptroller
and
he
gave
me
some
language
to
that-
would
remove
the
fiscal
note
and
still
keep
the
bill
as
effective
as
it
as
it
was
presented.
G
G
I
just
didn't
see
where
he
had
taking
it
out
says:
physical
increases,
169
400,
that's
the
caption!
I
just
warned
about
it
on
that
one,
because
is
that
the
one
that
we
actually
put
on
in
the
subcommittee
also
same
same
build
number.
B
B
B
G
B
Thank
you,
mr
chairman,
and
thank
you
chairman
carr,
I'm
just
seeing
that
and
let
me
get
with
the
comptroller
again
one
more
time.
If
you
don't
mind,
let
me
roll
this
bill
for
a
week
and
I
apologize
for
the
confusion
because,
thank
you
chairman.
Thank
you.
Thank
you
chairman.
Thank
you,
chairman
carter.
For
catching
it
appreciate
it.
E
Thank
you,
mr
chair.
I'd
like
to
resume
regular
order
on
the
calendar
today
in
column
of
chairman
sexton.
A
H
Thank
you,
chairman
committee.
The
the
drafting
code
is
zero
one
three,
three,
four,
four:
that.
A
H
H
In
many
cases
there
was
just
only
one
company
that
they
could
even
get
something
from
so
they
were
having
to
run
advertisements
and
not
getting
any
response.
It
hadn't
been
raised
since
2005
and
according
to
the
inflation
percentage,
I
think
it's
42
for
over
242
inflation.
H
Then
you've
got
the
supply
chain
issues
where
prices
has
gone
up,
so
he
said,
and
we
worked
on
it-
that
he
thought
25
000
would
be
a
good
number,
so
it
raises
it
to
25
000
without
a
competitive
bid,
and
it
saves
each
local
government
or
each
road
department
around
1100
a
year,
so
I'll
be
glad
to
take
any
questions.
You've.
A
Heard
the
explanation
of
the
sponsor:
I
do
see
that
this
bill
this
amendment
does
rewrite
the
bill
and
we're
starting
to
get
a
list
of
speakers.
So
without
objection,
we're
going
to
vote
on
the
amendment.
Amendment
number
one
three,
three,
four,
four,
all
in
favor,
please
say
aye
opposed.
No.
The
amendment
is
now
on
the
bill
and
I
will
recognize
chairman
moon.
E
Thank
you,
mr
chairman,
and
the
sponsor
did
answer
my
question,
which
is
the
last
time
this
has
been
changed.
The
amount
of
staff
time
it
takes
to
prepare
a
bid
for
a
governmental
entity
is
significant
and
a
lot
of
companies
just
won't
go
through
that
for
ten
thousand
dollars.
Thank
you,
mr
chairman.
B
B
A
B
F
Thank
you.
If
this
is
such
a
problem,
why
not
make
it
for
every
department?
I
guess
the
question
is:
if
it's
twenty
five
thousand
dollars,
why
only
road
superintendents?
I
guess
what
what's
your
thoughts
there
representative.
A
H
Thank
you,
mr
chairman,
and
thank
you
for
that
question
because
we
thought
of
this
afterwards,
someone
else
well,
actually
I
I
brought
that
up
myself.
I
wonder
why
we
didn't
do
it
for
every
department,
so
I
just
thought:
we'd
just
go
ahead
with
this
one
and
then
maybe
next
year
you
know,
do
the
rest
of
them,
but.
F
Well,
you,
I
guess
you
could
say
that
was
a
leading
question.
I
have
great
concern
of
extending
everybody's
to
25
000
because
of
what
that
means.
I
guess
my
concern
about
doing
this
and
I
recognize
it
is
an
impediment,
but
it's
an
impediment
because
we
want
to
make
sure
that
our
local
communities
are
are
getting
the
lowest
price
on
benefit
of
the
taxpayer,
and
so
this
is
a
dramatic
change
than
where
we've
been
over
the
years,
and
I
recognize
it
maybe
more.
F
But
if,
if
my
fear
is
in
supporting
this
bill
today
that
there
would
be
an
inference
that
everyone
would
come
here
for
any
bid
for
any
department,
state
or
county
government
for
25
000.
So
I
appreciate
the
effort
and
what
what
you're
trying
to
solve,
but
I
think
bidding
projects
at
this
that
the
current
rate
is
still
applicable
as
it
relates
to
representing
the
taxpayer.
Thank
you
very
much.
H
And
I
don't
disagree
with
you
in
that
respect,
because
we
want
transparency,
however,
from
2005
to
2022,
the
inflation
rate
has
risen,
42
and
then
again,
you've
got
the
supply
chain
issue
and
then
the
increases
in
prices
so
in
that
respect,
you're
really
not
changing
much
you're,
just
bringing
it
back
up
to
date.
But
I
share
your
concern
with
transparency.
H
Sexton,
I
can't
answer
that
I
haven't
looked
to
any,
except
for
the
road
representative.
A
E
I
I
think
they
are,
and
I
know
the
81
act,
where
we're
changing
the
50
000
for
emergencies,
for
something
similar
so
I'll
be
supporting
your
bill.
Thank
you.
E
Thank
you,
mr
chairman,
and
just
for
clarity.
Can
we
go
out
of
session
and
and
let
legal
opinion
on
this?
The
the
highway
departments
are
separate
funds
in
general
county,
but
back
to
something
was
brought
up
about
81
act.
Could
we
get
clarification,
sir?.
A
H
You
matt
money
from
legal
looking
at
title,
12.
B
A
A
Seeing
none
were
ready
to
vote
on
the
amended
house
bill
2519
all
in
favor,
please
say:
aye
opposed
no
bill
moves
on
to
finance.
A
A
D
The
tracking
code
is
15
487.
A
D
Thank
you,
mr
chairman.
What
what
this
does
is
it's
changing
one,
adding
one
sentence
into
this
section
of
the
code,
and
it
is
the
county
election
commission
may
adopt
a
policy
to
credential
members
of
the
press,
and
this.
This
is
something
that
has
been
taking
place
in
some
areas
where
people
that
have
a
blog
or
are
post
to
youtube
are
trying
to
say
that
their
media
and
they
have
been
making
their
way
into
the
polling
areas
while
voting
is
going
on
so
that
that's
the
reason
for
this
change.
A
I
do
see
the
amendment
makes
the
bill,
so
you've
heard
the
explanation
of
the
sponsor.
Is
there
any
objections
to
voting
on
the
amendment
one
five,
four,
eight:
seven,
seeing
none
we're
ready
to
vote
all
in
favor,
say
aye
opposed.
No.
The
amendment
is
now
on
the
bill
and
you've
heard
the
discussion
of
the
bills
are
any
questions
for
the
sponsor
saying:
okay,
chairman
carr
you're
recognized.
G
D
That's
that
is,
that
is
the
intent
of
the
bill
this.
This
is
to
control
the
I
I
I
control's,
probably
not
the
right
word,
but
this
is
to
stop
some
some
bad
actors
from
going
in
and
disrupting
the
voting
process
when
it's
when
it's
going
on,
and
it
would
be
a
local
bill.
It's
it's
up
to
your
local
election
commission
to
to
to
accept
it
or
to
credential
media
or
not.
Thank.
A
D
A
A
A
I
Thank
you,
mr
chair
and
committee.
This
bill
is
a
permissive
bill
was
brought
to
me
by
the
tennessee
association
of
public
purchasing.
It
will
enable
local
governments
to
continue
to
provide
effective
and
efficient
local
government
operations,
while
balancing
those
attributes
with
transparency
and
accountability.
It
simply
moves
the
purchasing
number.
As
in
terms
of
the
the
bid
process
we
are
significantly
lower
than
than
our
peer
states,
so
it
takes
it
from
25
to
50
000
for
those
written
quotes.
I
It
is
permissive,
but
it
sort
of
allows,
but
does
not
require
local
governments
to
do
this,
and
it
does
end
up
saving
our
local
government
significantly.
A
F
F
A
Chairman,
I
mean
representative
mckenzie,
you're
recognized.
I
Thank
you
and
thank
you.
Thank
you
for
that
question
again
this
this,
as,
as
the
previous
speaker
spoke
of
you
know,
the
the
cost
of
goods
have
gone
up
significantly.
There
are
several
guard
rails
in
place
to
ensure
that
we
have
a
a
competitive
process
and
one
that
that
is
equal
to
all.
I
If
a
a
local
government
entity
wants
to
participate
in
this,
they
have
to
have
a
full
certified
procurement
per
person
and
a
full-time
person
in
process
in
place
to
ensure
that
that
we're
not
doing
those
things
that
you're
concerned
with
chairman.
F
Thank
you
to
to
better
assist
you
in
answering
the
question
the
you
still
have
to
have
three
competitive
bids
to
do
that.
So
under
the
example
that
I
gave
previously,
unless
you
had
two
other
bids
on
the
proposal,
they
could
not
execute
a
proposal
for
forty
eight
thousand
dollars.
A
Next
on,
our
list
is
representative
khalfi.
E
Thank
you,
mr
chairman.
The
same
group
brought
me
this
bill
here,
three
or
four
years
ago
and
the
person
it
was
high
up
in
that
organization.
That
time
there
was
several
watchdog
groups
looked
at
her
bidding
process.
E
I
Thank
you
for
that,
and
thank
thank
you
for
that
question,
but
but
again
that
that
guardrail,
that
I
talked
about
that,
I
think
I'm
pretty
sure
would
not
have
been
in
place
with
with
that
person
who
I
don't
know
that
you're
talking
about
is
is
the
fact
that,
in
order
for
a
person
or
a
local
government
entity
to
to
take
place
in
this,
they
have
to
have
someone
with
a
bottom
line
a
lot
more
scruples
than
that.
That's
been
certified
that
that
is
that
has
a
I'm
looking
for
the
word.
I
There
is
a
what
they
will
need
to
have,
but
but
it
does
a
the
financial
management
system
that
they
have
to
have
a
full-time
person
that
that
that
focuses
on
that
and
these
smaller
counties
and
governmental
entities
where
things
like
that
could
happen,
though
those
places
would
not
be
available,
or
this
would
not
be
available
to
them.
A
Okay,
you've
heard
the
discussion
on
the
amendment
amendment
14794,
going
on
to
the
bill
all
in
favor,
please
say:
aye
opposed.
No.
The
bill
is
now
amended.
You're
recognized
on
house
bill.
2600
representative
mckenzie
question
has
been
called
on
the
bill.
We
are
ready
to
vote
on
house
bill
2600
all
in
favor.
Please
say:
aye
opposed
no,
no
bill
moves
on
to
finance.
A
Next
on
our
list
is
house
bill
2721
by
representative
love.
The
sponsor
has
asked
that
this
be
rolled
one
week
without
objection.
It
will
be
rolled
one
week.
Item
14
is
house
bill
2274
by
chairman
williams.
He
will
be
presenting
from
his
desk
proper
motion
and
a
second.
I
do
see
it
as
an
amendment.
May
we
have
your
drafting
code.
Chairman
williams,.
A
Is
correct?
Do
I
have
a
motion
on
the
amendment
proper
motion
in
second
on
the
amendment?
I
do
see
that
that
rewrites
the
bill
so
we'll
go
ahead
and
put
that
on
and
let
you
discuss
it
all
in
favor
of
amendment
15089
going
on
the
bill,
please
say
aye
opposed.
No.
The
bill
is
now
amended
and
you're
recognized
on
house
bill.
2274
chairman.
F
F
This
bill
is
a
byproduct
of
the
work
of
the
tasser
study
group.
This
bill
house
bills,
2274,
will
is
a
response
to
that
tasser
study,
which
is
adopted
in
june.
This
bill
can't
came
back.
F
The
study
that
came
back
said
that
the
nolan
dolan
test
is
a
is
a
two-pronged
test
that
requires
planning
bodies
to
approve
that
one
of
two
things
that
there
is
an
essential
nexus
between
the
required
dedication
or
payment,
and
that
there's
legitimate
governmental
interest
in
the
property
and,
secondly,
that
the
dedication
for
payment
is
roughly
proportional
to
the
proposed
use
and
development
of
the
property.
This
nolan
dolan
test
has
been
adjudicated
in
the
courts
as
a
good
means
by
which
to
dedicate
right
away.
A
Thank
you.
The
chairman
will
take
privilege
here
and
thank
chairman
williams
for
his
hard
work
on
this.
I
know
he's
been
working
on
this
for
a
couple
of
years
and
with
the
bill
as
amended
the
amendment
you
put
on
there,
I
think,
satisfied
everybody
involved,
and
so
thank
you
for
your
hard
work
on
that
chairman
williams.
Thank
you
is
there.
Any
questions
for
the
sponsor
question
is
being
called
on
the
bill.
We're
ready
to
vote
on
house
bill,
2039
we're
on
the
amendment.
I
think
I
thought
we
put
the
amendment
on
it.
Oh.
E
A
We
did
so
we're
voting
on
the
bill
house
bill
2274
all
in
favor,
please
say:
aye
opposed
no
bill
moves
on
to
finance
chairman.
F
In
the
back
of
the
room
in
the
gray
shirt
the
gentleman
on
the
in
the
back-
that's
charles
wittenberg.
He
is
a
land
surveyor
from
the
the
fighting
42nd
district
in
putnam
county.
I
hope
you
guys
would
make
him
welcome.
He
actually
is
the
owner
of
wittenberg
land
surveying
company
in
cookeville,
which
my
company
uses
and
he's
been
there
for
a
long
time,
but
he
was
named
the
surveyor
of
the
year
at
the
annual
conference
of
tennessee
association
of
professional
surveyors.
F
A
G
You,
mr
chairman,
this
is
a
bill
to
to
actually
fund
for
the
municipal
part
of
the
our
state.
It's
called
a
cmfo
certified
municipal
financial
officer.
We
already
fund
one
for
the
county
and
we're
bringing
this
bill
as
a
backup.
This
is
already
in
the
budget
for
the
comptroller
to
fund
this,
but
just
in
case
something
would
happen
between
now
and
the
budget
process.
G
We're
making
this
as
a
backup,
because
we
feel
like
that,
our
city
municipal
financial
officers
ought
to
be
have
the
same
stipend,
which
is
a
thousand
dollars
for
this
reimbursement
for
their
continued
edge
and
everything
just
the
same
as
the
county,
and
with
that
I
stand
with
any
questions.
Mr
chairman,.
A
The
chairman
will
take
privilege
chairman
carr.
I
just
want
to
make
sure
I
understand
this
correct
correctly.
We've
already
done
this
in
the
past
for
the
counties
and
stuff,
and
this
is
just
making
it
a
hole
for
the
municipal
governments.
Is
that
true?
That
is
true.
Thank
you.
Thank
you,
sir.
I
wanted
to
get
that
on
the
record.
Is
there
any
questions
for
the
sponsor
saying
none,
we're
ready
to
vote
on
house
bill
2039
all
in
favor,
please
say:
aye
aye
opposed
no
bill
moves
on
to
finance.
