enhance
the
integrity

the
procurement
process
for
local
governments.
It
adds
in
there
that
you
can
make
some
adjustments
to
the
process
if
you
determine
that
there
are
some
difficulties
that
the
bidder
is
experiencing
in
their
integrity.

to
thank
the
committee

I
know
I
got
a
chance
to
to
chat
with
a
lot
of
you
yesterday
about
kind
of
the
strange
fiscal
note
on
this
one,
and
so
I
want
to
explain
the
bill
and
talk
just
a
little
bit
about
that.
So
essentially,
this
is
a.
This
is
something
that
is
going
on
currently
in
local
governments
and
in
county
governments,
especially.

But
if
you
are
a
county,
let's
say:
you're
a
county
government
employee,
but
your
spouse
works
for
a
different
company
and
that
and
your
spouse's
company
offers
offers
health
care.
You
have
health
care
through.
Your
spouse
counties
currently
offer
an
incentive
not
to
take
their
insurance
because
it
costs
that
county
a
lot
of
money
to
insure
you.

So
if
you've
got
if
you've
got
insurance
through
your
spouse,
that
county
can
say:
hey
we'll,
give
you
a
thousand
dollars
not
to
take
hours
and
and
then
that
ends
up
saving
them
about
seven
grand,
because
it
cost
about
eight
to
nine
thousand
dollars
to
insure
a
person.
So
counties
give
give
that
incentive
to
go
on
your
spouse's
insurance
problem
with.
That
is
nothing
in
state
law
currently
expressly
gives
them
the
permission
to
do
that,
so
it
results
in
an
audit.

Finding,
so
counties
are
doing
it,
but
the
comptroller
can
write
them
up
for
it,
because
we
for
a
county
to
do
something,
state
law
has
to
expressly
say
hey,
you
can
do
this,
and
so
what
this
bill
does
is
say
you
can
do
it,
and
I
was
just
again
it's
a
very
short.
I
was
just
going
to
read
that
that
first
provision,
if
a
county
employee,
rejects
or
opts
out
of
an
insurance
policy
offered
or
provided
to
the
employee
by
the
county,
the
county
may
compensate
the
employee
and
that's
what
the
bill
does.

the
fiscal
note
and
it's
a
local
fiscal
note,
not
a
state
fiscal
note
and
it's
obviously
a
permissive
bill.
I
think
what
fiscal
review
did
there
is
said
you
know.
Well,
if
every
county
government
did
this
for
every
employee,
this
is
how
much
it
could
potentially
cost.
I
think
I
think
one
big
thing,
maybe
that
fiscal
review
did
not
take
into
account,
is
how
much
money
is
saved
by
those
counties.

give
you
mcminn
county
just
for
one
example,
save
two
hundred
thousand
dollars
last
year
by
offering
that
incentive
for
folks
to
go
and
take
that
other
insurance,
rather
than
taking
the
counties
that
was
about
24
employees
and
that's
you
know,
a
very
small
county,
but
anyway,
I'd
like
to
say,
I
got
to
speak
with
several
of
you
yesterday
about
maybe
getting
a
little
bit
more
clarity
from
fiscal
review
for
next
week
in
full,
and
I
appreciate
your
willingness
to
work
with
me.

this
one's
really
simple
and
we'll
get
a
little
bit
more
clarity,
kind
of
kind
of
on
their
numbers
next
week
and
would
appreciate
your
vote
today

city

athens.
I
did
speak
with
a
representative
from
west
tennessee
yesterday
and
I'll
have
to
get
the
name
of
that
city
again,
but
there.
Apparently
there
are
some
cities
who
have
this
in
their
charter
to
allow
this.
Of
course,
obviously
city
government
is
set
up
a
little
differently
than
county,
but
there
are
some
cities
that
do
this.
I
I'd
have
to
check
about
the
city
of
athens
right.

to
give
a
little
bit

information

that

Like
I
say
I
several
counties
do
this,
and
so
in
speaking
with
our
auditors
this
this
year
when,
when
they
saw
this,
they
said
hey
look.
This
is
actually
a
very
efficient
thing
to
do.
It's
a
good
practice
just
unfortunately,
there's
not
that
specific
provision
in
state
law
to
allow
it
get
that
provision
and
you'll
be
fine,
so
it
was
something
that
was
discussed
during
our
audit,
and
they
said
you
know
this
is
actually
it's
a
good
fiduciary
action
to
do.

bill
was
brought

the
tennessee
association
for
public
pursuit
purchase
person
with
that
word.
This
bill
would
enable
local
governments
to
continue
to
provide
effective
and
efficient
local
governmental
operations,
and
it
balance
these
attributes
with
with
transparency
and
accountability.
This
bill
is
permissive
and
bottom
line
to
this.

bill
is:
it
increases
the
thresholds
for
counties,
entities
that
can
handle
it
and
by
that
it
has
a
full-time
purchasing
agent
and
it
so
it
takes
that
that
amount
from
25
000
to
fifty
thousand
dollars
it
stays
at
twenty
five,
though
a
thousand
for
those
that
don't
have
a
centralized
authority,
you
know
a
trained
and
qualified
person,
you
know,
and
it
actually
improves
local
government
procurement
efficiency.

a
decrease
in
in
in
in
finances
as
it
relates
to
to
being
able
to
do
more
with,
I
won't
say,
fewer
people,
but
with
the
same
amount
of
people
again,
it's
very
it
allows
of
all
local
governments,
but
but
does
not
require
and
tennessee's.
Another
thing
I'll
say
is:
tennessee's
thresholds
are
substantially
below
national
averages.

of

bill

be

bill
2519

this
what
this
bill
does
is
we
have
in
the
rural
areas.
As
most
of
you
know,
we
have
people
that
can't
get
city,
water,
utility,
water
and
back
in
the
30s.
I
believe
it
was.
They
cut
up
these
districts
and,
if
you're
not
part
of
a
certain
district
and
it's
got
water
in
the
other
district,
you
can't
you
can't
get
that
water.
So
what
we've
done
with
this
bill
is
we've
tried
to
make
it
a
permissive,
no
wait
just
a
minute,
I'm
sorry,
I'm
on
the
wrong
bill.
Aren't
I.

It's
amendment
one
three,
zero

what
this
amendment
does
it
currently
in
the
statute?
They
have
a
ten
thousand
dollar
limit
that
they
have
to
put
out
and
get
three
quotes
for,
and
I'm
on
the
right
bill.
Now,
yes,
sir

so
that
was
set
in
2005
and
with
the
rate
of
inflation,
we
figured
it
up
to
be
42
point
something
percent,
almost
43
percent
and,
along
with
all
of
the
raw
material
shortages
and
the
supply
chain,
issues
this
ten
thousand
dollar
quote.
I
Sometimes
they
can't
even
get,
but
one
quote
and
what
I'd
like
to
do
or
what
this
bill
does
is
it
raises
the
limit
to
twenty
five
thousand,
which
pretty
much
brings
it
into
line
with
the
inflation
and
supply
chain
demands
of
today.
So
in
other
words,
they
could
purchase
up
to
25
000
without
having
to
get
three
three
quotes,
and
what
this
does
also
is.
It
saves
the
county
eleven
hundred
dollars
a
year
from
having
to
do
advertisements
putting
it
in
the
newspaper
and
administration
costs
and
everything.

it
increases

from

no
bid
at
that

road
superintendent

think

until
sometime

know

right
now
we

a
shortage
of
teachers,
we're
having
some
concerns
in
shelby
county
with
getting
law
enforcement,
and
we
also
know
that
we
have
a
pilot
program
in
this
state
where
we
give
businesses
the
opportunity
to
do
payment
in
lieu
of
taxes
if
they
would
come
to
our
city
state,
and
what
this
bill
is
trying
to
do
is
to
take
a
innovative
approach
of
how
we
can
get
teachers
law
enforcement
fire
to
move
into
our
areas
by
providing
opportunity
to
get
payment
in
lieu
of
taxes
if
they
move
into
city
property
and
are
employed
by
the
city.

sir,
thank

So
this
bill
creates
regional,
strategic
infrastructure
and
resiliency
planning
act.
That's
quite
a
mouthful,
but
many
of
you
may
remember
my
first
year
up
here.
We
talked
about
this.
I
asked
for
a
tasser
study.
You
were
gracious
enough
to
grant
that
tasser
study.
We
have
since
gotten
the
results
back
from
that
and
I'm
going
to
share
a
couple
of
the
findings
of
that
tasser
study
and
then
tell
you
what
this
bill
does.

So
it
found
that
over
the
last
two
decades,
tennessee
has
suffered
around
350
million
dollars
worth
of
losses
in
property
damage
or
economic
losses
due
to
natural
disaster
over
the
last
25
years.
Some
of
these
included
the
98
tornado
here
in
nashville,
the
2011
flooding
along
mississippi
river,
which
destroyed
601
residences
and
caused
about
22
and
a
half
million
dollars
worth
of
damage.
2016
fire
in
the
great
smoky
mountains,
hamilton
county,
had
a
tornado
in
2020,
which
resulted
in
death,
two
deaths
and
several
damages
and
destroyed
buildings.

This
we
worked
with
with
ecd
and
all
the
nine
development
districts
to
make
sure
that
that
they
were
okay
with
it
and
and
what
it
does.
Is
it
directs
each
of
tennessee's
nine
development
districts
to
work
within
to
work
with
the
ecd
to
establish
a
regional
resiliency
task
force
within
their
their
each
areas,
and
they
should
conduct
an
assessment
of
how
the
current
plans
and
planning
process
incorporates
considerations
for
resiliency,
develop
a
report
on
findings
and
recommend
recommendations
presented
to
the
development
districts.

need
to
update
that
report
every
five
years
and
coordinate
with
ecd
on
how
best
to
convey
the
findings
and
recommendations
in
a
statewide
strategy
to
improve
resiliency
and
it
it
calls
out
the
different
groups
that
who
they
should
appoint
to
the
to
the
committee.

can
get
into
some
of
those
details,
but
but
ultimately,
the
intent
of
this
is
for
all
these
agencies
to
work
together
to
ensure
that
we're
looking
out
for
the
economic
interests
of
our
state
in
a
collaborative
effort.

our

that
we
have
action
plans
in
place
to
try
and
mitigate
those
economic
impacts.
