brought
to
me
by
tennessee
association
of
professional
surveyors.

concerned
about
what
was
going
on
in
our
communities
about
the
constitutional
rights
of
people
whose
land
was
being
taken
without
proper
payment
for
that
land,
and
so
they
they
brought
this
bill
to
us.
The
senator
bailey,
and

this
is
not
a
new
bill
to
this
committee.
This
committee
has
seen
this
bill
last
year
and
we
asked
that
tasser
take
up
this
subject
matter
and
study
it.

Essentially,
what
this
bill
is
attempting
to
do
is
to
standardize
the
hotel
motel
tax
in
the
state
of
tennessee,
and
so
essentially
what
we've
been
doing
over
the
last
several
years,
we've
we've
been
doing
special
carve
outs
for
for
cities
or
counties
who
ever
got
to
it
second
way
back
in
the
late
1980s.
When
this
was
originally
passed,
it
was
technically
supposed
to
go
to
whichever
entity
got
to
it.

First

all,
it
secures
anybody
who
has
already
done
that,
and
so
it
makes
sure
that
that
nobody
can
ever
go
back
and
undo
that
what,
however,
that
those
funds
are
being
spent,
however,
it
was
approved
to
be
used
for
tourism
and
economic
development,
whatever
that
may
be,
that
stays
in
place.
So
anything
that's
happened
after
this
point,
it's
protected,
but
just
from
here
on
out
it
standardizes
it
and
it
puts
it
at
the
local
level.

now

we

have
to

on

myself,

trying

deal
with
an
issue

we're
fearful
that
this
may
have
some
underlying
consequences

parts

conversations
that
we
had
decades
ago.

if

put
that
in
there

but

somebody
does

and
register
that

recorded

court,
courthouse

chain
of
title
if
they
never
do
anything
with
it,
because
I
think
it
would
cloud
the
chain
of
title,
because
I
know
your
other
bill
said
you
must
record
it.
This
one
doesn't
say
that,
but
I
don't
know
and
I
can
stand
corrected.

know
to
be
recorded,
they're
kept
in
a
safe
place,
of
course,
but
most
land
contracts
and
I've
had
two
three-lane
cars
with
people,
and
I
just
keep
them
in
a
safe
place.
Then,
when
the
land
contract
is
paid
up
or
gone,
then
it's
absolved.
The
land
contract
is,
and
then
a
warranty
deed
is
made
to
the
land.
If
that's
what
they
did
for
the
bite,
then-
and
that's
my
only
problem
with
it,
any
other
questions
to
the

represent
