county
hartsville

authority
to
increase
their
occupancy
tax
hotel
motel
tax
in

manner
similar
to
what
was
authorized
for
non-consolidated
governments.
Last
year,
the
hotel
motel
tax
can
go
up
to
a
maximum
of
six
percent.

they

So
elena
enjoys
being
around
people,
but
that
is
kind
of
difficult,
because
elena
has
a
need
that
she
will
have
for
the
rest
of
her
life.
Elena
will
always
need
the
use
of
adult
size,
changing
tables,
elena
has
multiple
disabilities
and
she
outgrew
baby
changing
tables
when
she
was
between
three
and
five
years
old,
so
elena's
19.
So
that
means
for
the
last
14
years
we
have
had
to
lay
her
on
a
dirty
bathroom
floor
to
change
her,
and
I
can
tell
you
the
first
time
that
I
did
that
I
cried.

have
cried
tears
of
humility
just
being
humiliated
and
I've
cried
tears
of
anger.
No
one
should
have
to
lay
on
a
dirty
bathroom
floor.
These
are
the
same
places
that
women
do
not
want
to
put
our
purses.
You
know
we
have
those
hooks
on
the
back
of
the
bathroom
stall
doors
for
us
to
hang
our
purses,
because
we
don't
want
to
sit
them
in
a
dirty
bathroom
floor,
but
that's
what
we're
forced
to
do
with
our
loved
ones.
We've
had
to
change
her
in
bathroom
floors.

We've
had
to
leave
venues
where
we
were
to
take
her
to
the
van
to
move
the
van
around
to
a
discreet
area
to
change
her
in
the
floorboard
of
our
van
we've
had
to
limit
our
time
out
when
she
was
growing
up
and
her
sisters
were
home.
We
had
to
decide
between
which
one
of
us
was
going
to
go
with
them
to
an
event
to
a
ball
game
or
things
that
they
were
doing,
because
we
couldn't
always.
We
didn't
always
have
a
bathroom
large
enough
to
even
layer
down
into
changer.

To
have
at
least
one
changing
table
in
our
rest
stops,
and
our
welcome
centers
means
that
people
that
are
traveling
across
our
state
will
have
the
opportunity
to
have
some
dignity.
Bna
put
in
an
adult
size,
changing
table
a
while
back,
and
they
were
one
of
11
airports
in
the
united
states
to
have
one.

saw
that
this
was
such
a
need
that
they
are
actually
working
on
installing
another
one
that
will
be
accessible
and
open
this
spring
jefferson
county
florida
was
the
first
state
to
open
up
any
type
of
rest,
stop
with
an
adult
size
changing
table.
Wouldn't
it
be
amazing
if
tennessee
was
the
first
state
to
have
them
across
the
state
to
be
a
leader
and
show
that
we
care
and
we
support
our
individuals
with
disabilities.

say
that
I've
had
numerous
letters
come
to
our
office
over
the
past,
well
going
back
to
last
year
with
the
original
bill
that
we
had
and
now
since
working
with
the
department
on
this
amendment,
it
we've
had
a
lot
of
letters
and
and
people
that
that
have
elderly
and
aging
parents
that
have
dementia,
they've,
told
they're
telling
me
stories
about
how
they
have
to
plan
their
days
out
when
they
go
out
in
public
to
find
places
that
they
can
help
facilitate
safe
areas
to
change
their
parents
or
grandparents
or
caregivers
that
are
having
to
do
this
for
these
folks.

Thousands
of
people
attend
this
there's
nowhere
to
park,
we've
got
food
trucks
and
vendors
and
port-a-potties,
and
it's
set
up
and
it's
fantastic,
but
if
you
have
a
need
such
as
that,
as
we
have
discussed,
there
was
nowhere
for
you
to
go
and
to
be
changed,
and
thankfully
our
parks
and
recreation
director,
mr
lane
rose,
a
good
friend
of
mine
worked
with
the
hoods
and
he
put
in
an
adult.
The
city
of
pulaski
put
an
adult
changing
table
there
at
the
recreation
center,
and
so
it's
the
first
one
in
our
county.

don't
want
to
steal
their
thunders,
what
they're,
what
they're
working
on
in
the
future,
but
we
were
urging
them
to
place
adult
size,
changing
tables
in
their
state
parks
and
that's
looking
very,
very
good
as
well,
and
so
I
ask
humbly
for
your
consideration
as
we
move
forward
before
you
vote
to
really
stop
and
think
about
it
and
put
yourself
in
the
shoes
of
the
hoods
and
the
thousands
of
other
tennesseans.

would
benefit
from
a
bill
such
as
this.

not
take
for
granted
and
to
remember
each
day
is
a
gift.
