calendar
today,
but
before
we

why
do
you
think
this
is
necessary
to
reorganize
this?

the

about
three
years
ago
I
had
a
local
non-profit
approach
me
in
jackson,
tennessee
that
had
an
experience
with
the
human
rights
commission.
There
was
an
allegation
of
discrimination
that
was
brought
against
this
non-profit
and
their
members
that
that
came
to
me
basically
said
they
were
terrorized
by
this
group.

They
came
in
with
guns
of
blazing,
and
I
spoke
to
several
members
of
the
of
their
group
that
had
been
interrogated
by
the
human
rights
commission
employees
and
came
away
feeling
that
we
don't
need
state
government
agencies
acting
like
this.
These
are
real
people.
These
are
constituents
of
mine,
and
since
then,
I
have
heard
from
other
members
of
the
legislature.

They
weren't
allowed
to
have
that
information.
They
were
equal
partners
as
commissioners,
but
this
executive
committee
had
been
formed
and
precluded
them
from
having
any
information
on
certain
topics.
So
what
this
bill?
Does
it
outlines
that?
Not
only
can
you
not
do
it,
you
know
it's
not
understood
anymore,
that
you
can't
do
that,
we're
going
to
spell
it
out.
You
can't
form
any
kind
of
a
group
within
this
commission
that
has
more
authority
and
more
power
than
all
the
other
commissioners.

It
changes
up
the
appointing
authorities
so
right
now
the
governor
has
five
appointments,
and
the
legislature,
through
the
two
speakers
has
four.
This
will
reconstitute
that
it
vacates
the
board
on
september
one
and
says
that
the
governor
will
have
three
appointments
and
each
speaker
has
three
appointments.

They
are
described
to
have
them,
and
actually,
I
think
the
amendment
says
they're
required
to
have
representation
from
all
three
grand
divisions
and
there's
a
variety
of
groups
and
stakeholders,
stakeholder
groups
that
they're
supposed
to
draw
from,
so
that
we
have
interested
parties
that
are
all
well
represented
on
this
commission,
so
that
your
citizens
and
mine
are
treated
fairly
and
that's
all
we're
supposed
to
do
here.
They
administer
a
some
federal
programs.

They
get
some
federal
money,
they
also
get
state
money
to
operate,
and
so
this
is
one
reason
that
we
have
the
ability
to
kind
of
direct
how
they're
gonna
operate
and
feel
like.
That's
that's
what
this
bill
does.
It's
kind
of
re
restates
how
they're
to
be
operated
from
this
point
forward.

explanation

intent,
though,
is
still

essentially
strengthen
this

so
that
it's
in
a
more
effective
board
and
just
I'm
just
going

sure

time

time
there
are
human
rights
violations
that
occur
in
this
state
and
we
take
those
very
seriously.

people
might
be
discriminated
for
very
various
reasons,
and
I
realized
there
were
some
problems
with
the
makeup
of
this
and
also
specifically
some
problems
with
the
former
director
who
was
in
place.
But
you
know,
your
goal
is
still
to
make
sure
that
we
are
adhering
to
human
rights
standards
within
tennessee.

noticed
that
the
verbal
amendment
that
we
put
on
last
week
in

sub
to
make
it
mandatory
for
the
three
grand
divides
when
we're
appointing
people

grateful

see
that

that
it
survived
and

kind

staff
and
budget
does
this
agency
have

strictly
going
on
memory,
I
don't
know
about
staff,
but
I
think
their
budget
is
somewhere
in
the
two
to
three
million
dollar
range
a
year.
I
think
a
million
or
so
of
that
maybe
a
million
plus
comes
from
the
federal
government
because
they
do
exercise
some
of
the
authority
that
otherwise
we
would
have
a
federal
agency
administering
in
our
state.
So
that's
one
of
the
positive
things
is
that
it's
kind
of
like
with
the
department
of
environment
conservation.

They
have
delegated
authority
from
several
different
parts
of
epa
that
they're
paid
by
epa
to
administer
in
our
state.
So
we
have
local
people
administering
those
federal
laws
on
a
state
basis,
and
so
this
is
very
similar
to
that.

there's
no
prohibition
in
this

not

entire

don't
believe,
there's
any
prohibition
on

current
commission
members
from
being
reappointed,

language

they're
staggered
their
terms
are
staggered
so
that
we
end
up
not
having
an
entirely
new
board
every
four
years
or
something.
