Description
House Department of Agencies Subcommittee House Hearing Room 3
A
B
A
All
right,
thank
you.
We
have
a
quorum
and
we
can
proceed
to
those
that
that
are
sitting
here
in
the
committee
and
potentially
those
millions
out
there
that
may
be
viewing
in
on
us.
We,
we
are
awaiting
the
arrival
of
chairman,
although
we
will
begin
to
proceed
on
our
calendar.
We'll
go
to
wait
but
before
let
me
committee
members
members
do
any
of
you
all
have
any
personal
orders
or
recognitions
that
you
would
like
to
make
at
this
time.
A
C
Thank
you,
mr
chairman
and
members,
and
I'm
and
I'm
carrying
this
bill
leader.
Lamborth,
has
has
got
a
lot
of
trust
in
me.
Hopefully
I
can
pass
this
piece
of
legislation.
This
is
a
bill
brought
the
administration
by
the
department
of
revenue
and
what
this
does
allows
taxpayers
who
sell
alcoholic
beverages
to
license
wholesalers,
it's
going
to
allow
them,
allow
them
not
to
have
to
report
on
a
monthly
basis.
Department
revenue
says:
hey,
look
we're
not
using
this
information.
If
we
need
it,
we
can
ask
for
it.
So
we've
got
a
lot.
A
About
good
explanation,
do
we
have
any
any
questions
to
the
sponsor?
I've
got
all
right.
We
got
a,
we
do
have
already
a
motion
in
a
second.
We
now
have
a
question
on
the
bill
by
chairman
hofford.
Let
and
I
see
no
objection.
So
let
us
proceed
to
vote
those
in
favor
of
house
bill
2182,
please
say:
aye
a
post
like
sign
the
I
have
it.
Congratulations,
chairman
farmer,
you
may
report
to
leader
lambert
that
you
were
successful
in
getting
this.
Yes,
sir.
Thank
you,
sir.
A
Thank
you
by
the
way
chairman
that
goes
to
what
would
you
say,
full
committee.
That's
going
to
go
on
to
full
committee.
Thank
you.
Thank
you,
sir
all
right.
We
are
now
we're
on
item
number
two
house
bill,
21
79
and
that
will
be
chairman
moon,
welcome,
chairman
moon,
thank
you
for
being
with
us
and
covering
for
our
leader
today.
Do
I
have
a
motion?
Yes,
I
do
we
got
a
motion
and
a
second
and
you
are
recognized
chairman
moon.
D
D
D
I'll,
take
you
back
to
december
of
25th
christmas
day
2020
and
what
happened
here
in
nashville
that
bombing
impacted
9-1-1
systems
across
the
state,
all
that
had
to
be
rerouted.
I
was
meeting
with
people
from
arconic
earlier,
their
operation,
rolling
operations
in
alcoa
were
shut
down
because
of
the
network
difficulties.
D
A
force
in
order
to
withhold
the
stipend,
the
training
stipe
current
law.
There
is
no
provision
for
them
to
withhold
stipend
if,
if
the
training
is
not
finished,
if
the
seminars
are
not
completed,
there's
no
provision
in
current
law
to
withhold
that
stipend.
This
bill
would
provide
that
so
pretty
much.
That
is,
there's
a
fiscal
note
with
it
and
the
governor's
provided
the
funding
letter
for
that.
A
Good
bill,
thank
you
and
that's
a
great
explanation.
All
right
do
we
have
any
questions.
Do
yes,
we
do
to
the
bill
sponsored
chairman
chairman
brick,
and
you
were
recognized,
sir.
E
Thank
you
two
questions.
Yes,
sir
one
you
cited
the
certainly
the
christmas
day
bombing
and
again,
you
know
at
t
had
committed
to
9-1-1
and
all
their
organizations
that
they
had
redundancy
complete
in
the
state
and
obviously
that
was
a
failure
by,
in
my
opinion,
on
their
part
for
for
that
lack
of
certification
of
their
of
redundancy.
E
D
D
This
deals
entirely
with
the
executive
branch
and
we
had
a
csx
derailment
in
blount
county
where
an
axolog
car
broke,
and
there
was
a
tank
rupture
and
whenever
our
local
person
contacted
tema
about
it,
they
sent
an
army
unit
guard
unit
in
to
do
air
monitoring,
and
we
were
very
fortunate.
It
was
an
overcast
day.
It
was
high
humidity
and
you
know
it
was.
We
had
to
have
some
evacuation,
but
it
had
been
a
windy
clear
day.
It
could
have
been
catastrophic,
it
was
it
was.
D
There
was
a
number
of
lawsuits
over
the
over
the
evacuation
caused
by
that
contamination.
Chairman
john.
A
Great
okay,
further
questions,
I
see
none
we
do
have,
and
I
want
to
note
chairman
moon
behind.
You
sits
our
legislative
liaison
with
tema
mr
atwood
nick
you've
heard.
Is
there
anything
that
you
might
we'll
be
glad
to
to
drop
out
of
session
for
just
a
moment
if
you
have
anything
else
that
you
would
like
to
add
to
this
to
this?
If
not,
please
don't
feel
obligated,
but
you're
welcome
to
come
forward.
If
you
have
anything
else,
you'd
like
to
add
it
doesn't
matter,
okay,
good,
all
right,
okay,
I
see
no
further
questions.
A
Do
I
hear
a
question
bill?
We
do
we
got
a
question
and
I
see
no
objections.
Therefore,
let
us
vote
for
house
bill.
21
79,
those
in
favor,
please
say
aye.
Those
opposed
like
sign
the
eyes.
Have
it?
Congratulations,
chairman
moon.
You
are
moving
on
to
full
committee,
sir,
thank
you,
mr
chairman,
very
good,
and
if
there
is
if
there
are
no
objections,.
F
G
Thank
you,
mr
chairman.
Even
though
this
is
not
a
comptroller's
bill,
h.b
2169
will
make
government
work
better.
This
legislation
is
a
administrative
bill
and
it
will
increase
the
monetary
threshold
for
major
maintenance
progre
projects
throughout
the
state
and
through
state
lease
agreements.
G
The
threshold
was
originally
set
35
years
ago
and
has
never
been
adjusted
to
for
inflation,
and
this
legislation
would
raise
the
current
major
maintenance
threshold
from
a
hundred
thousand
dollars
to
250
000,
which
is
approximately
what
the
threshold
would
be
if
it
had
been
adjusted
for
inflation
35
years
over
the
past
35
years
and
it'll
also
contribute
to
the
reduction
of
deferred
maintenance,
because,
right
now
everything
has
to
go
through
the
state
building
commission.
G
If
it's
over
a
hundred
thousand
dollars,
this
legislation
would
also
increase
the
current
lease
threshold
of
150
000
to
250
000.
That
increase
would
bring
the
number
of
leases
needed
to
go
through
the
state
building
commission
pre-approval
back
to
approximately
what
it
was
10
years
ago,
and
with
that,
mr
chairman,
I
renew
my
motion.
F
H
G
It's
not
really
going
to
change.
You
know
right
now,
it's
just
if
it's
over
that
hundred
thousand.
This
has
to
go
through
the
state
building,
commission
and
now,
if
it
goes
up
that
250
000,
it
would
still
have
to
go
through
the
state
building
commission,
but
as
far
as
the
bidding
process,
it
doesn't
really
affect
it.
F
Question
has
been
called
without
objection,
we're
voting
I'm
over
the
other
page
house
bill
2169,
those
in
favor,
say
aye
opposed
bill
moves
on
to
full.
Thank
you,
mr
chairman.
Thank
you
committee
item
number
four
on
the
list
is
2170
and
it's
not
spiky
hair
again.
F
I
Thank
you,
mr
chairman
and
committee.
This
legislation
is
an
administrative
bill.
It
provides
clarification
by
adding
a
provision
stating
that
the
department
of
general
services
must
comply
with
a
statute
requiring
surplus
personal
property
to
be
sold
at
a
fair
market
value.
This
legislation
will
ensure
that
there
is
no
confusion
concerning
the
requirement
that
the
state
of
tennessee
must
sell
surplus
surplus,
personal
property
at
a
fair
market
value.
This
bill's
already
went
through
the
senate
and
placed
on
the
consent
calendar
for
thursday.
With
that,
I
renew
my
motion.
H
I
F
F
F
J
You,
mr
chairman,
this
bill
comes
from
our
beloved
comptroller
of
the
treasury,
and
it
this
bill
just
ensures
that
taxpayer
dollars
are
not
being
wasted
or
abused
by
recipients
or
sub-recipients
of
grants
and
loans.
