the
subcommittee.

of

I
had

opportunity
to
serve
on
the
joint
joint
study
committee
on
refugee
resettlement
over
the
summer
in
that
discussion
over
the
summer.
There
were
many
findings
that
that
we
had.
There
were
some
suggestions
as
to
legislative
policy
changes.

previous
amendment
would
allow
for
the
office
of
refugee
resettlement
to
be
placed
back
in
department
of
human
services.
Reopening
where
that
had
been.
That
office
had
been
closed,
the
state
and
sent
to
catholic
charities
in
the
process
of
doing
that
being
on
the
fiscal
review
committee.
When
you
stand
the
part
of
state
government
back
up,
it's
going
to
cost
money,
and
so
we
found
that
catholic
charities
in
most
cases
was
a
a
good
partner
as
it
related
to
the
state.

well
so
that
we
can
know
exactly
who's
coming
into
our
state
through
these
non-profits
as
they're
being
resettled
from
other
nations
around
the
world,
that's
all
this
bill.

basically

going
to
create
a
report
back
to
finance
and
administration,
so
this
no
longer
is
creating
an
extra
layer
of
bureaucracy
with

oversight,
because

best
handled

private
entities,
and
this
is
just
simply
giving
this
back
to
finance
administration.

communities

meetings
and
share
effectively
the
information
that's
been
shared
with
them.
What
this
bill
does
it
just
says
that

be
a
good
partner,
you
can
share

data

information
with
the
citizens
of
the
state
through
the
finance
administration.

what
this
bill
does.

bill

amended

best
handled

these
private
entities

these
types
of
refugee
resettlement
matters

hope
that

drastically
change

refugee
resettlement
program,

think

essential

state

tennessee

communities

as

here,
contribute
and
are
important
parts
of
the
state
of
tennessee.

best
place
for
this

managed,

there
are
some
things
that
the
taxpayers
don't
want
private

that's

people

they're

placed,

this
bill
would
do
is
it
would
just
share
the
information
that
they
already
have
and
the
instance
they
don't
want
to
provide
it.

privy

on,

think

lot
of
these
organizations
again,
this
is
governed
by
a
lot
of
federal
law
and
federal
policy-
are
doing

good
job

implementing

programs.

great
refugees
that
come
from
all
over

world.
Some
of
these
war-torn
countries.
We
saw
these
afghanistan
refugees,
we've
got
ukrainian
refugees
and
then
refugees
from
all
over
the
world

think,

contributors,

I
think
that
a
lot
of
our
private
partners
do
a
great
job.
I
know
you
referenced
one
of
them
that
I
think,
does
a
really
good
job,
and
so
hopefully,
if
there
are
people
out
there
that
are
are
not
acting
good
faith,
we
can
get
them
in
line.

my
my
point
is:
I
just
want
to
make
sure
that
you
know
we're
not
drastically
altering
the
way
we're
doing
things
and
we're

simply
going
to
take
a
look

make
sure

those

maybe
not
acting
properly

administration
that
office

to
be
housed

in

gutted

bill,

took

soul

intending
to
do,
and

just
wanted

explain
this
to
you

the
record,
because
this
was
a
piece
of
legislation
that
was
given
to
me
by
a
constituent
as
well,
and
I
feel
that
they
wanted
to
be
heard.

so
that's
what
I
just
want
to
do
here.

leaves

the
state
of
tennessee,
subject
to
what
we
saw
in
richmond,
virginia

raleigh
north
carolina,
which
is

complete
lack

respect
for
laws
passed

legislative
body

undermines

people.

amendment
came
to
the
senate,
sponsor
by
the
tennessee
department
of
environment
and
conservation,
and
it
seems
to
me,

my
humble
opinion,
that
this
action
was
taken
by
an
another
branch
that
basically
limited
the
will
of

people.

again,
we
have
successfully
by
gutting.
By
adding
this
amendment,
we
opened
up
a
pandora's
box
for
every
monument
to
become
an
endangered
species.

monuments
and
that's
what
this
bill
seek

just
to
make
sure
that
we're
doing
everything
we
can
to
keep
our
child
care
centers
open,
because
we
have
a
problem
right
now
and
a
lot
of
folks
are
not
able
to
get
back
to
work,
because
so
many
daycares
did
not
open
back
up
after
covid
they're
expensive
to
operate
a
lot
of
a
lot
of
things
that
prevent
them
from
staying
open
and
what
this
bill
does
is
for
a
large
group
of
child
care
centers.
It
allows
them
to
stay
open.

It's
very
prohibitive
for
these
organizations
that
are
trying
to
keep
their
costs
low
that
so
all
families
can
attend
and
still
pay
for
those
independent
audits
and
it's
the
same
information
that
they
have
to
put
on
their
tax,
990
forms
and
those
are
available
to
the
public,
and
it
just
keeps
them
from
having
to
pay.
For
that
independent
audit.
The
cost
is
keeping
child
care
centers
from
either
opening
back
up
or
expanding
at
a
time
when
we
desperately
need
them,
so
the
folks
can
get
back
to
work.

I
believe
that
charitable
organizations
that
provide
child
care,
independent
of
a
religious
institution
or
education
institution
are
the
only
child
care
agencies
open,
subject
to
the
audit
requirement,
and
this
is
a
significant
financial
burden
to
those
agencies
and
it's
not
shared
by
any
similar
situated
organization,
providing
the
exact
same
care
in
context.
In
my
district
there
is
a
child
care
called
little
oaks
academy
and
it's
housed
in
the
old
saint
mary's
hospital.
It's
just
off
its
campus.

It
is
closed,
but
it's
where
the
nuns
used
to
live
that
worked
at
st
mary's,
and
so
it's
a
two-story
facility
currently
they're
only
using
the
bottom
floor
and
they
have
about
a
hundred
students
or
daycare
clients
there.
They
have
the
ability
to
increase
to
50
or
100
more,
but
the
cost
of
this
audit
is
really
prohibitive,
as
they're
trying
to
keep
care
down.
It's
a
it's,
probably
a
lower
middle
class
working
neighborhood
and
they
want
to
make
sure
that
families
can
afford
that
care
in
their
neighborhood.

could
grow
by
50
to
100.
Kids,
like
I
said,
and
there's
another
facility
in
knoxville
same
thing,
only
it's
in
east
knoxville
and
they
are
probably
in
danger
of
having
to
close
if
this
continues,
and
so
what
we
can
do
here
is
take
the
opportunity
to
help
expand
day
cares
let
other
day
care
start
up
that
are
this
non-profit
type
and
keep
the
ones
that
we
have
so
families
will
have
an
option
and
a
good
option
for
their
kids
and
that's
what
this
bill
does.

value

audits

non-profits,

information

the

audited
financial
statement

different.

it's

real
step
back
the

cost
again,
there's
always
a
cost
for
for
something
valuable,
and
I
believe
the
audit
is
a
valuable
tool
in

protecting
the
integrity
of
these
agencies
and
the
funds
they
expend.

be
voting
against
this
bill.

is
federally
required

shared

but
when
we
look
at

list
of

that
they
are
allowed

release
information

couple

catch-alls
and

information

get
released

used

a
puzzle
piece

a
data
set

these
telemarketing
companies.

opted

telemarketing

the

It
synchronizes
business
licenses,

allows

roll
into
one.
It
does
electronic
verification
which,
in
addition
to
posted
paperwork,
will
allow
a
documentation
to
be
stored
electronically.

It
does
three
does
notification
of
catered
events
that
the
caterer
will
give
two-day
notice
and
a
notification
will
be
transmitted
electronically
and
a
receipt
from
the
abc.
The
fourth
thing
it
does
is
delivery
of
alcohol
to
catered
events
which
allows
a
wholesaler
to
live
directly
to
a
catering
event.
Instead
of
going
to
the
establishment
and
last
there
is
a
notification
of
a
violation
to
an
owner.
So
when
applying
for
renewing
a
license,
the
abc
will
list
the
name
and
email
of
the
licensee
that's
being
issued
the
violation.

bill

include
the

march

dimes,

a
host
of
doctors
and
nurses
to
make
sure
that
we
get
this
right.

truly
a
collaborative
effort,

this

the
first
step
act,
president
trump
passed
this
legislation
at
the
federal
level
and
it's
also
a
model
piece
of
legislation
that
came
out
of
alec
on
how
we
deal
with
incarcerated,
pregnant
women,
and
so
what
this
bill
would
do
is
it
would
limit
restraints
to
some
degree
on
women
when
they
are
pregnant
and
is
in
our
facilities.

ticking
doctor
so
this
I
I
rise
to
speak
in
support
of
this
bill
from
a
medical
perspective.
This
shackling
bill
is
commensurate
with
the
expert
advice
from
the
american
medical
association,
american
college,
obstetricians
and
gynecologists,
and
multiple
other
medical
associations,
as
well
as
federal
and
other
codes
that
are
already
enacted.
She
mentioned
pregnancy,
is
a
unique
time
and
condition
when
there's
you
know,
physiologic
and
other
anatomic
changes
that
make
shackling
in
particular,
disadvantages
for
pregnancy,
their
women
are
increased
risk
of
blood
clots.

Women
are
also
much
more
prone
to
just
accidents
as
their
center
of
gravity
changes
and
they
undergo
physical
changes,
they're
much
more
likely
to
fall,
and,
of
course,
those
falls,
particularly
in
the
second
and
third
trimester
could
injure
the
fetus
cause,
miscarriage
or
early
labor
or
other
issues.
Women,
fortunately,
usually
have
their
hands
in
the
front
and
free
to
move
about,
so
that
they
can
brace
themselves
from
those
falls
and
prevent
accidents.
That
would
damage
the
pregnancy
or
damage
themselves.

Women
in
labor,
when
they
have
often
been
shackled
to
bed,
sometimes
create
very,
very
dangerous
situations
where
there
are
obstetric
emergencies,
sometimes
the
matter
of
two
or
three
minutes
between
the
ability
to
do
an
emergency,
cesarean
delivery
and
have
the
patient
move
to
different
beds
and
prep,
for
that
can
be
the
difference
between
a
living
or
neurologically,
intact,
baby
and
and
one
that
is
not,
and
dealing
with
handcuffs
during
these
emergency
situations,
which
are
numerous,
can
sometimes
endanger
the
life
of
the
child
and
the
mother,
and
even
in
the
immediate
postpartum
period.

Of
course,
breastfeeding
is
one
of
the
most
beneficial
things
that
women
can
do
for
their
children
and
having
continued
to
be
shackled
when
they
have
an
opportunity
to
breastfeed
their
children,
even
though
they
may
return
to
their
incarceration
afterwards,
even
the
first
day
or
two
of
breastfeeding
is
ripe,
with
with
benefits
so
for,
for
many
other
reasons,
not
even
to
mention
psychological
issues.
We,
the
medical
establishment,
support,
limited
and
only
in
in
desperate
and
emergent
situations
that
women
should
be
shackled
as
the
bill
entails,
and
so
I'll
answer.
