Description
House Public Service Subcommittee - March 23, 2022 - House Hearing Room 4
A
C
D
E
Thank
you.
Thank
you,
chair
lady.
We
all
have
a
guest
today
as
a
matter
of
fact,
not
just
me,
but
all
of
us
bill
bill
young
back
there
standing
up
bill,
thank
you
for
being
with
us
with
our
ethics
commission.
Thank
you,
chair,
lady.
Thank
you.
A
A
F
A
F
You
so
there's
a
there's
a
lot
to
it,
but
it's
it's
actually
very
simple.
This
bill
increases
population
figures
so
that
shelby
county
is
distinguishable
from
davidson
county
and
statutes
using
old
census
numbers.
F
Yes,
sir,
so
when,
when
there
was
legislation
that
was
passed,
that
was
meant
to
affect
only
a
city
with
a
population
of
a
certain
size.
F
The
the
original
intent
of
all
the
legislation
remains
exactly
the
same.
It
just
addresses
statute
to
to
be
represented
of
current
census
numbers.
A
A
A
G
Yeah,
thank
you,
madam
chair
yeah.
This
is
just
a
ethics
bill.
It
kind
of
puts
commissioners
and
deputy
commissioners
on
the
same
footing
as
members
of
the
general
assembly.
You
know
after
we
leave
the
general
assembly,
we're
not
allowed
to
lobby
for
a
12-month
period.
Well,
this
bill
would
just
make
commissioners
and
deputy
commissioners
unable
to
seek
employment
with
a
company
that
they,
the
department
contracted
with,
while
they
were
in
that
position.
G
So
you
know
if
they
leave
in
the
middle
of
a
term
12
months
after
that
departure
they
could
not
seek
employment
with
anyone.
You
know,
we've
had
a
history
over
the
years
we
one
company
in
particular
we've
had
three
commissioners
of
finance
who
have
been
responsible
for
billions
of
dollars
worth
of
contracts
for
this
one
company.
G
C
Thank
you,
madam
chairman,
and
I
I
see
what
you're
trying
to
do,
but
I
think
we
might
limit
the
people
that
might
be
interested
in
coming
to
work
for
the
governor
and
for
the
state.
If
we
say
you're
limited
where
you
can
go
to
work
when
you
leave
here,
I
think
that
could
that
could
cut
our
pool
drastically.
G
D
Representative
mitchell,
let's
suppose
an
individual
works
for
company
a
it,
leaves
that
company
and
becomes
a
commissioner
or
assistant
commissioner
and
then
after
they
leave
they
go
back.
Would
they
be
able
to
do
that
under
this
legislation?.
G
It
depends
on
during
the
time
period
if
the
company
they
left
just
mysteriously
got
state
contracts
during
their
time
period.
But
you
know
I
would
be
open
to
amend
this,
that
if
that
company
a
had
contracts
prior
to
them
coming
into
state
government,
that
would
be
fine,
but
you
know
it
just
just
the
perception
of
you
know
you
leave
a
company
and
then
you
go
to
head
of
department
and
all
of
a
sudden,
the
company
you
left,
starts
getting
state
contracts.
A
Seeing
none
all
those

favor
of

A
A
That
concludes
our
calendar.
For
the
day,
I
would
like
to
thank
the
committee
clerk
colton
thiel
josh,
houston
from
legal
nathan,
witt,
our
research
research,
analyst
samantha
hayes
my
assistant,
the
sergeant
at
arms
wayne
hawkins
and
all
the
members
of
the
public
service
subcommittee.
It's
been
an
honor
and
privilege
to
serve
chairman
keisley.
Thank.
E
You
chair,
lady,
and
thank
you
for
this
opportunity
to
thank
you.
You
you've
certainly
done
a
wonderful
job
with
in
guiding
us
and
leading
us
throughout
this
session
and
throughout
this
year,
and
thank
you
so
much
for
for
your
continued
service.
Thank
you
appreciate
you.
C
B
I
don't
know
how
you'd
be
too
fair,
but
I
guess
you
did
it.
This
has
been
one
of
my
favorite
committees,
so.
F
A
A
And
I'd
also
like
to
to
wish
rebecca
alexander
a
speedy
in
full
recovery.
We
miss
her.
She
had
surgery
on
monday,
oh
yes,
we
have
a
special
guest
here,
chairman
kiesland
you're
recognized,
oh.
E
Thank
you,
chair
lady.
It
is
an
honor
to
have
with
us
today
if
I
can
take
a
just
a
personal
privilege
to
welcome
recognize
my
grandson,
mr
max
jones.
Some
some
have
been
misleadingly
mislabeling,
his
last
name
as
kiesling,
but
it
is
jones.
It's
mr
max
jones,
so
max
is
from
jamestown
fentress
county
and
a
county
that
both
representative
wendell
and
chairman
wendell,
and
I
share.
So
thank
you
for
this
opportunity
to
welcome
him.
Appreciate
you
uncle.
A
D
B
Well,
I
attended
eyler
elementary
and
I'm
down
here
with
chairman
kiesling
sorry
down
here
with
chairman
keisling
on
spring
break.
I've
been
interviewing
some
representatives
and
senators
about
just
something
like
a
project
to
have
whenever
I
get
a
little
bit
older,
but
it's
nice
y'all
are
very
welcoming
so
well.
