accident

had
photographs
and

realized
that
she
did

have

of
privacy
as
it
related

have

protected
that

bill

modernizing

code
talking

administrative
procedures.

very
couple
brief
examples
of
that
recently
attorneys
when
they
are
before
an
administrative
law
judge,
they
started
requesting
communication
and
official
documents
via
email.
I
This
is
allowing
this
is
kind
of
codifying
that
and
saying
you
know
if
a
final
order
is
sent
via
email,
that's
just
as
binding
as
receiving
it
via
mail.
It's
it's
updating,
some
terms
that
actually
take
into
account
zoom
again
something
that
really
didn't
exist
when
that
section
of
code
was
initially
written.
So
that's
kind
of
the
the
gist
of
it
is
modernizing
that
section
of
code
secretary
of
state's
office
is
here
to
testify.

the
manner
that
charities,

solicitors

athletic
agents
certify

small
number

these
parties
can
electronically
file
these
documents
in
the
new
electronic
filing
system
being
developed
by
the
secretary
of
state.

most
documents
filed
by
the
business
services
and
charitable
division
do
not
require
the
filer
to
notarize
the
document
or
otherwise
swear
under
the
penalty
of
perjury,
that
the
contents
of
a
document
are
true
and
correct.

small
amount
of
documents
do
because
electronic
filing
platform
will
use
online
documents
where
a
user
will
fill
in
the
blanks
documents
that
would
require
notarization
could
not
be
filed
under
this
electronic
platform.

citizens

organizations

file
all
documents
electronically

create
greater
efficiency
for
both
the
users
of
the
system
and
the
department,
notably,
the
removal
of
the
notarization
requirement

certification

small
amount

treasurer
since
2012
the
tennessee
consolidated
retirement
system
has
used
a
computer
system
called
concord,
as
its
central
system
demands
the
state's
defined
benefits,
retirement
systems
prior
to
concord,
tcrs
maintained,
multiple
administrative
systems.
The
concord
project
was
authorized
to
replace
previous
retirement
operating
systems
and
consolidate
the
various
retirement
administration
systems
into
one
centralized
systems.

bill

authorize
tcrs
to
procure
a
new
system
and
implement
other
technology
improvements
to
prevent
systems
from
once
again
becoming
obsolete
and
maintain
their
functionality.
This
bill
would
take
effect
upon
becoming
law.

passed
it

year
we
had
a
little
bump
in
the
road.

order

jeopardize
our
federal
funding,
we
needed
to
fix
it
this
year,
and
you

that's
what
we
do
here
at

general
assembly.

result
of
the
federal
rule
prohibiting
the
transfer
of
employer
contributions,
the
bill
amends
current
law
to
remove
the
requirement
that
employer
contributions

transferred

tcrs.

pensions

same
service.

the

pension

purpose
is
to
improve
consistency
and
clarity
to
the
terminology
in
places
in
which
the
language
causes
occasional
confusion
in
the
field.
The
changes
are
in
accordance
with
current
law
and
advisements
from
the
office
of
open
records
council
in
the
comptroller's
office
as
a
minute
as
amended,
this
bill
makes
it
clear
that
the
law
does
not
require
a
governmental
entity
to
compile
information
from
multiple
files
into
a
new
record.

public
records

bill
also
makes
clear
that
a
personal
request
for
public
record
must
be
sufficiently
detailed
to
enable
the
government
entity
to
identify
responsive
records,
changing
the
words
specific
to
responsive,
so
that
it

requester
must
necessarily
name
the
specific
title
of
the
record.

our
public
record
law
permits
a
governmental
entity
to
decide
whether

not
they
will
fulfill
