up
the
line

succession,
so
the
lieutenant
governor
can
step

What
this
bill
seeks
to
do
is
to
offer
reward
for
information
leading
to
the
rest
of
any
individual
responsible
for
the
shooting
of
a
law
enforcement
officer.
The
reward
will
be
a
thousand
dollars
if
the
officer
is
injured
in
the
shooting
and
twenty
thousand
dollars.
If
the
law
enforcement
officer
is
killed
in
the
shooting
and
it
in
the
event
such
reward
is
issued,
there
will
be
a
one-time
increase
in
state
expenditures
from
the
general
fund.

Thank

this
rewrites
the
bill,
and
this
is
actually
fulfilling
a
need
that
we
have
all
across
the
state
with
law
enforcement
agencies.
As
many
of
you
are
aware,
our
local
agencies
are
having
trouble
filling
positions
there.
They
have
a
lot
of
vacancies,
and
this
allows
our
law
enforcement
officers,
retired
law
enforcement
officers
to
come
back
and
fill
some
of
those
vacancies
right
now,
they're
restricted
to,
I
believe
it's
120
days
of
service
in
a
year
without
damaging
their
retirement
benefits.

would
allow
them
to
come
back
full
time
and
for
the
full
year
without
hurting
their
retirement
benefits.
It
has
some
some
caveats
and
things
that
we
have
worked
out
with
the
tcr's
folks
to
make
sure
that
the
fund
is
not
damaged.
We
don't
want
to
change
the
pattern
of
retirement,
but
many
of
these
probably
most
of
these,
are
required
to
retire,
there's
mandatory
retirements
ages
and
service
years
and
so
they're
forced
out
so
there's
a
set
date.

have
to
retire
anyway,
and
we
don't
believe
with
the
formula
that
we
have
here,
that
we've
worked
out
with
the
tcrs
folks
that
this
will
hurt
that
pattern
of
retirement.
It
sunsets,
I
believe,
in
two
years
to
make
sure
that
we
have
to
come
back
and
revisit
this
and
look
at
it
and
assess
with
numbers
real
data,
how
this
has
affected
tcrs.

meet

requirements

tcrs

it's
going
before
their
pensions
council
next
week
again
to
vet
this
out
further.

service
and
what
they're
qualified.

disincentive
for
them
to

rehired

formula

not
create

different
pattern
of
retirement.

bill
says
is
a
local
government
entity
or
executive
head
of
a
local
government
shall
not
by
executive
order,
ordinance
or
resolution,
create
categories
or
classifications
of
non-essential,
non-essential
businesses,
trades
professions
or
industries
for
this.

the
purpose
of
suspending
lawful
commerce,
encumbering
trade
are
denying
citizens
the
right
to
work
if
such
activity
is
other
wise,
lawful
and
destruct
state

members
of
the

in
williamson
county

my
constituents
are
business
owners
that
are
in
a
different
municipality,
which
is
kind

north
of
our
area.

unfortunately,
during
the
last
year,

this
pandemic,
we've
had
different
orders
put
out
to
people
that
incu
that
kept
them
from
actually
working
and
and
this
what
this
bill
does
is
say
during
well
across
the
state.

going
to
be
only
one
person
steering
the
ship
and
that's
going
to
be
the
governor
and
the
general
assembly,
and
this
would
not
allow
local
municipalities
to
create
a
list
and
say
you're
not
going
to
work
this
week
or
for
the
next
month
or
two
months
because
we
deemed
it.
So
I
think
this
is.
It
is
a
fundamental
right
to
provide
for
your
family
and
do
that-
and
this
is
literally
what's
happened.
The
last
year
is
literally
ruin
people's
livelihoods
taking
their
life
savings.

had
restaurant
owners
that
literally
emptied
their
life
savings
to
pay
payroll
for
six,
eight
10
12
weeks
because
of
ordinances
that
were
given
out
in
local
municipalities,
and
this
ensures
that,
if
that
happens
when-
and
if
that
happens,
it
will
be
clearly
by
the
governor
or
this
body
and
not
a
local
municipality
making
those
orders.

a
purely
permissive
bill
and
doesn't
require
any
actions
by
the
county
clerks
or
by
applicants
of
business
likes.
It
simply
puts
a
box
on
the
business
license
application
where
they
can
indicate
whether
they're
a
veteran
owned,
a
minority-owned
business,
and
this
was
brought
to
me
by
the
county
mayor,
the
county
clerk
in
knox
county,
and
this
is
purely
to
to
help
the
chamber
of
commerce's
across
the
state
across
to
to
to
be
able
to
track
and
see
how
they're
doing
as
far
as
minority
businesses
are
concerned.
