ruled

to
one
to
allow
and
specifically
to
allow
advanced,

betting

location,
and
they
said
there
was
nothing
in
the
law
to
prevent
that.

why

that

not
the

want

to
be
an
amendment
in
the
senate,
they're

continue

hopes
is
that
if
it
does
pass
there-
and

think
there
are
amendments
more
of
just
not
allowing
loaned
money
be
used
for
gambling
and
that's
that's
the
short
of
it-
you'll
hear
that
just
trust
us

doing
it
and
I'm
more
of
a
ronald
reagan,
trust
and
verify
kind
of
guy.

rural

go
to
help
out
with
those
youth
programs.

pittance
in

of
the

commission

worked
out

abc
distillers
and
all
the
other
stakeholders
and
really
what
it
does
is
it
reduces
the
administrative
paperwork,
burdens
on
manufacturers
and
wholesalers

retailers
when
consumer
tastings
are
conducted
at
retail
package
stores.
Currently,
the
only
way
for
a
product
to
be
available
at
the
retailer
is
for
the
wholesaler
to
deliver
that
product
directly
with
a
zero
dollar
invoice.
When
a
manufacturer
representative
wishes
to
be
present
at
such
a
consumer
tasting,
they
have
to
wait
until
the
wholesaler
delivers
the
product.

can
add
time
travel
to
both
manufacturer
wholesaler,
while
also
creating
a
potential
delay
for
the
retailer.
This
amendment
adds
an
option
whereby
the
manufacturer
can
coordinate
with
the
wholesaler
to
pick
up
the
product
directly
from
from
them
with
the
zero
invoice
and
take
it
with
them
to
the
retailer
for
tasting.

9-1-1
bill
and
again
after
I
have
a
few
remarks,
I
will
be
taking
this
bill
off
notice.
But
again,
this
bill
basically
would
require
the
state
emergency
management
board
to
develop
uniform
operating
guidelines
and
rules
for
all
the
911
districts
in
the
state
and
give
those
districts
five
years
to
implement
those
and
the
reason
for
this
bill.

There
are
several,
but
last
year
we
passed
house
joint
resolution
raising
the
monthly
911
fee
on
your
phone
lines
from
a
dollar
sixteen
to
a
dollar
fifty
that
was
roughly
a
25
million
dollar
fee
or
tax
to
the
citizens.
Citizens
of
our
state,
which
collectively
with
that
dollar
fifty
per
month,
generates
about
a
hundred
and
twenty
to
130
million
dollars
a
year.

So
the
monthly
phone
fees
that
we're
paying
roughly
just
covers
less
than
a
quarter
of
what
we
think
is
the
operating
cost
until
we
get
all
911
districts
operating
uniformly,
we'll,
never
know
what
the
cost
is
and
so
down
the
road.
When
we
get
requests
for
future
monthly
rate
increases,
we
should
know
that
why
we're
getting
those
costs
while
we're
getting
that
request
and
right
now
we
don't
know
and
again
I'm
I
want
to
be
on
the
record.
I
am
fully
for
911
district
operations
to
be
fully
funded.

think,
for
the
users
of
9-1-1
to
pay
that
fee
off
their
phone
bill
and
take
the
burden
off
the
property
tax
holders
in
our
state.
So
we
would
be
paying
a
service
fee
for
911
service
and
then
removing
the
property
tax
costs
to
the
citizens
of
our
state,
and
I
think
that's
the
proper
function,
but
until
we
know
and
get
a
uniform
operation
round,
one
one
we'll
never
get
there
so
we're
kicking.
This
can
down
the
road
with
I'm
until
we
address
it.

opinion,
the
state

board
has
totally
failed
in
their
role
to
lay
out
a
strategic
vision
and
plan
to
get
911
operations
up
and

not
up

running

in
a
uniform,
efficient
manner.

citizens
of
our
state
and

we
should

legislation
more
than
likely
