Description
House Transportation Subcommittee House Hearing Room 3
A
Good
afternoon
folks
we're
going
to
call
this
committee
for
the
transportation
subcommittee
to
order.
Madam
secretary,
please
call
the
roll.
B
A
Thank
you
before
we
get
started.
We
have
any
personal
orders
today,
seeing
none.
Listen
when
the
chairman
told
us
to
kill
bills,
we
killed,
we
got
a
lot
of
bills
off
notice.
House
bill
number
two
is
off
notice
house
bill
number
four
is
road.
One
week
number
five
is
road.
Excuse
me
is
off
notice,
number
seven
is
off
notice.
Number
eight
is
off
notice.
A
Number
10
is
rolled
to
the
last
calendar,
number
11
is
row
two
weeks,
and
so
with
that
folks
we
are
going
to
get
started
and
we're
going
to
recognize
the
gentleman,
the
colonel
and
the
national
guard.
Chairman
wendell,
you
are
recognized
on
house
bill,
431
motion.
A
A
B
Eyes
had
colonel
winston.
I
would
be
remiss
if
I
didn't
recognize
my
former
bosses
in
the
room:
colonel
dale
allen,
retired
member
of
the
tennessee
army,
national
guard.
We're
glad
to
have
him
with
us
today.
A
C
C
However,
state
statute
doesn't
allow
them
to
collect
the
fees
associated
with
that
those
monies
still
go
to
the
department
of
revenue.
What
this
bill
would
allow
for
county
commissions
when
they
perfect
liens
at
the
local
level,
for
them
to
be
able
to
collect
the
funds
associated,
be
the
same
dollar
amount
that
department
of
revenue
gets.
I
recognize
the
last
year
and
this
year
does
have
fiscal
note
and
so
because
of
the
transference
of
the
monies
from
state
from
the
state
to
the
local
county
election
county
county
clerk's
offices.
A
Questions
for
the
sponsor
and,
like
you
said,
we
passed
this
through
full
and
or
sub
and
full
last
year.
Right,
yes,.
C
A
C
A
Next
up,
we
are
make
sure
I
don't
miss
any
of
these,
since
we
rode
so
many
we
have
item
number
six
house
bill,
712
by
representative
hurt
represent.
Do
we
have
a
second?
We
have
a
motion.
Second
represent
hurt.
You
are
recognized,
sir.
Thank.
D
This
is
a
good
bill.
Thank
you,
representative
hurt
for
coming
to
see
me
and
explaining
this
to
me.
It
was
a
very
complicated
thing
that
you're
correcting,
and
I
commend
you
for
that,
but
it's
one
of
those
kind
of
crazy
quirks
in
the
law
that
kind
of
people
get
fall
through
the
cracks,
and
so
hopefully
this
will
fix
that
problem,
and
I
appreciate
you
bringing
I'm
glad
to
vote
for
it.
Yes,
sir.
A
A
We're
moving
right
along
next
up
is
one
of
our
newest
representatives,
representative
campbell
you're,
recognized
on
house
bill.
57.
Do
I
have
a
motion
in
a
second,
we
have
a
motion.
Second
representative
campbell,
you
were
recognized,
sir.
E
Thank
you,
mr
chairman,
and
members
house
bill
57
authorizes
the
tennessee
department
of
transportation
to
install
signs
along
a
state
highway
for
the
doe
mountain
recreation
area
and
for
your
info.
The
doe
mountain
recreation
area
is
over
8
600
acres
of
wilderness
of
beauty
where
people
take
four-wheelers
and
side-by-sides
and
have
themselves
grand
adventures,
doetean.com,
it's
beautiful
if
you
ever
get
a
chance
to
look
at
it.
But
with
that,
that's
what
the
next
an
explanation
of
what
the
bill
is
for
the
signage.
A
A
Okay,
representative
campbell
we're
now
voting
on
house
bill,
57
all
in
favor,
say
aye
aye
opposed
eyes
have
it
represent
campbell.
It
moves
on
to
full
transportation
house
bill
57.
Thank
you,
sir,
and
we
look
forward
to
seeing
this.
Maybe
you
could
sponsor
a
field
trip
up
there
one
day,
okay,
moving
right
along.
We
are
now
on
house
item
number
12
house
bill,
596,
representative
clemens,
you
are
recognized.
Sir,
do
we
have
a
motion
in
a
second,
we
have
a
motion.
F
Thank
you,
mr
chairman
and
committee.
I
appreciate
the
opportunity
to
discuss
this
legislation.
What
this
legislation
does.
Is
it's
really
getting
to
the
point
that
I
like
to
raise
every
year
about
the
fact
that
we
are
facing
a
real
budget
shortfall
when
it
comes
to
transportation
funding
in
this
state?
As
you
all
know,
you're
the
experts
on
this
subcommittee.
F
We
primarily
fuel
our
budget,
our
transportation
budget,
which
is
bifurcated
with
diesel
taxes,
gas
taxes
and
user
fees,
as
we
all
know
cost.
You
know
fuel
efficiency,
those
types
of
revenues
are
declining
costs
of
infrastructure,
investments
are
increasing
and
we
continue
to
need
more
here
in
the
nashville
region,
specifically
where
we're
seeing
a
lot
of
growth
and
we're
starting
we're
really
generating
a
lot
of
the
money.
A
lot
of
the
money
that
this
state
relies
upon.
F
F
That's
what
the
legislation
would
do,
and
I
would
ask
you
all
to
continue
the
great
job
that
you're
doing
and
continue
the
discussion
about,
modernizing
how
we're
going
to
invest
and
fund
transportation
infrastructure
moving
forward,
because
before
the
pandemic,
those
of
you
who
drove
up
here
every
week,
you
saw
the
traffic.
You
feel
the
density.
It's
only
going
to
get
worse.
If
economic
progress
continues,
let's
hope
it
does.
F
We
passed
an
important
bill
a
few
years
ago
that
was
a
band-aid
on
the
situation,
but
we
must
modernize
this.
This
was
one
tool
that
I
chose
to
use
or
to
suggest
to
do
that
there
are
many
other
ways
to
do
it
with
that.
Mr
chairman,
I
thank
you
for
your
time,
the
committee's
attention,
and
I
appreciate
your
consideration
this
and
I'll.
Take
it
off
notice.
A
Thank
you,
chairman,
clements
I'll.
Take
that
title.
A
Yeah
I
like
to
remind
people,
I
live
20
miles
and
two
hours
away
on
many
days
from
here,
but
thank
you
and
appreciate
your
comments
and
sharing
your
thoughts
with
the
committee
yeah.
F
A
Okay,
next
up,
we
have
item
number
13
and
you
recognize
from
his
seat.
We
have
representative
russell.
G
Thank
you
chairman.
I
got
a
amendment
on
the
bill.
G
So,
thank
you
chairman.
What
the
amendment
does
it
rewrites
the
bill?
It
requires
the
department
of
safety
to
provide
a
copy
of
any
crash
report
to
the
senator
or
state
representative
representing
the
location
where
the
accident
occurred
when
the
accident
results
in
a
person's
death
within
30
business
days
after
the
confirmed
death
upon
written
requests
from
the
member.
It
also
requires
the
written
request
to
include
the
duration
in
which
the
member
wishes
to
receive
the
reports
up
to
one
year.
A
A
Do
we
have
anybody
that
wishes
to
speak
on
this,
seeing
none
any
comments
from
the
chairman,
howell
you're
recognized,
sir.
Thank.
D
You,
mr
chairman,
I
want
to
thank
representative
russell
for
working
with
safety
on
this.
I
know
this
is
something
that's
very
important
to
representative
russell
and
I
want
to
thank
the
department
of
safety
for
working
and
and
creating
a
bill
that
I
think
both
parties
can
live
with.
It's
a
professive
bill
and
I
think
it
does
what
needs
to
be
done,
and
I
appreciate
that.
Thank
you.
