simply
amends

tennessee

add
that,

rental
equipment,

companies

possession

vehicle
that
has
been
issued.

by
the
federal
motor
carrier,
safety,

and
attached

vehicle

this
fund?
This
would
require
gasoline
tax
revenue
received
from
the
sale,
distribution
or
storage
for
use
of
compensation.

of
gasoline
used
at
marina
gas
pumps
be
deposited
into
this
fund
now
further,
it
would
require
monies
in
the
fund
to
be
allocated
by
the
department
of
transportation,
as
grants
now
remember
as
grants
two
marinas
for
improvements
of
public
and
environmental
structure.
That
summary
that
I
just
read
comes
directly
from
the
physical,

physical

I
might
add
that
if
we
are
successful
in
moving
this
out
today,
that
I'll
probably
be
coming
at
you
with

amendment
where
those
funds
will
read
instead
of
the
department
of
transportation
members
be
twra
with
that.

like

give
just
a
little
bit
of
bio,
mr
chairman,
to
the
to
the
members
here
on
this.
This
is
again
as
I
as
a
reminder
coming
from
this
this.
This
legislation
is
coming
to
us
from
the
tennessee
marina
association
in
17
2017,
when
the
when
us,
the
general
assembly
passed,
the
improve
act.
Portion
of
the
fuel
assessment
from
pumps
at
marinas
was
reapportioned
to
the
tennessee
wildlife
agency.

Now
the
use
of
these
funds
was
to
maintain
waterway
infrastructure
in
our
state
that
same
year,
the
total
amount
of
funds
was
around
2.8
mil
over
the
last
five
years,
though,
however,
our
marinas
and
water
based
recreation
has
seen
significant
growth
and
that's
that's
not
even
debatable
y'all.
Aware
of
that.
The
fiscal
note
for
this
reflects
the
growth
for
this
legislation
reflects
the
gross
that
has
been
generated
since
17,
which
is
now
roughly
around
4.5
million.

We
have
set
a
precedent
with
not
only
allocating
these
funds
for
the
last
five
years,
but
we
also
provide
the
same
relief
for
other
tennessee
industries.
Those
are
avia.
You
know
the
fuel
for
aviation
stays
with
aviation,
for
example,
fuel
for
trains,
stays
with
rail
railways
and
on
and
on
marinas,
make
significant
investments
in
providing
fuel
for
boaters
on
our
tennessee
lakes.
Only
to
see
those
revenues
not
invested
into
public
or
waterway
infrastructure
there's
more
to
be
read,
but
I'm
not
I'm
not
going.

on
the

speeding
violation

less

seven
miles
an
hour
over
the
speed
limit,
and
this
is

all
jurisdictions
and
they
must
be
issued.

only

informed
of
the
penalty
for
subsequent
violations
does
not
apply
to
speeding
violations
occurring
within
a
school
zone
within
500
yards
of
a
church
or
hospital
or
in
work
zones.

concern
if
we
set
a
new
speed
limit
in
every
area
from
you
know
now
from

to

people
say

drive

we
kind

see
the
effect
of
that,
but
I
do
have
a
speaker
on
this
from
the
department
of
safety
and
without
objection

agree

already

there's
also
a
flip
side
potential
problem
that
one
there's
no
way
to
track
warnings
because
they
are
warnings.

think
a
lot
of
what
you
see
is
you'll.
Stop
someone
hey
go
slower
next
time
and
you
can't
actually
track
a
warning
or
else
then
it
would
become.
You
know
a
citation,
however,
there's
a
way
that
you
could
eventually
track
warnings
with
updates
and
computer
systems
and
whatnot.

could
happen?
Is
someone
gets
a
warning?
Then
that's
tracked,
let's
say
we
figure
out
a
way
to
track
it
cause.
I
know
our
people
are
working
on
software,
doing
that
that
means
anytime
you're
stopped
after
that
you
can't
ever
be
given
a
warning
again,
and
so
you
could
say,
let's
say
you're
driving
in
east
tennessee
get
a
warning
that
would
then
be
tracked
you're
driving
later,
maybe
you
don't
realize
you're
going
just
a
couple
miles
over.

can't
get
a
warning
then,
because
it's
tracked,
you
could
inadvertently
be
issuing
more
tickets
to
people,
because
you
would
only
get
one
chance
at
a
warning
by
setting
this
precedent,
whereas
officers
in
various
jurisdictions
may
you
know,
have
more
discretion
as
it
is
now.
So
an
also
odd
little
flip
side
that
could
be
created
as
well.
If
there
were
a
mechanism
to
actually
track
warnings
which
doesn't
exist
at
the
moment,.

other
thing
too,

is
that
you
mentioned
that
you
know
in
school
zones
and
work
zones,
but
also
would
it
give
discretion
to
the
officer
for
conditions
like
rain
snow
that
sometimes
they're
too
fast
for
conditions.

I
do
have
the
concerns
that
keeping
record
of
warnings.
I
think
that's
going
to
be
an
issue
and,
of
course,
about
the
inclement
weather,
but
I

plenty

warnings
and
speeding
tickets
and
I
just
think
to
keep
the
community
safe
to
stay
safe.
I
just
don't
think
this
is
a
good
idea.
I
wish
I
could
support
it,
but
I
just
can't
thank

about
this
for

moment
after

previous
comment,
representative
todd,
what
this
build
inadvertently
does
is
effectively
raise
the
speed
limit
for
every
road
street
highway
in
the
state
of
tennessee.

not
sure
that
we

a
legislature
want
to
do
that.

traps

municipalities

hammer

just
trying
to
create
a
scenario
in

mind

that
would
even

something

sponsor
gave

first
things

mentioned
was

trap,

they

that
reminded
me
of
of
that
situation
as
well,
and
I
think
most
of
us
have
been
and
have
those
communities,
maybe
in
our
own
districts
that
purposefully
do
that.

had
one
I've
complained
about
it's,
not
in
my
district,
but
I
drove
through
it
for
many
years
that
did
not
post
the
signs.
That
say
a
speed
limit
change
is
coming
the
warning
to
give
motorists
a
chance
to
slow
down,

they
have
since
corrected
that,
but
that
was
before
I
was
in
the
legislature.

was
calling
department
of
transportation
and
asking.
Why
is
this
that
way?
Why
can
they
go
from

to
30
in
in
100
yards
and
then
they're
raking
into
cash?

concern

been
over
unmarked
cars,
unmarked
vehicles
that
pull
people
over,
and
we
all
know
of
situations
that
we
have
seen
where
folks
have
impersonated
an
officer
in
an
unmarked
vehicle
and
bad
things
have
happened,
and
so
that's
what
this
is
intended
was
intended
to
do,
and
it
is
kind
of
morphed
into.
Let's
just
give
some
information
to
folks.

started
out,
as
the
original,
as
you
can
see,
was
to
prevent
an
unmarked
vehicle
for
pulling
people
over
for
traffic
violation
and
that
that
obviously
created
a
little
temperature
raise
in
in
certain
areas,
and
so
this
has
been
amended
to
simply
instruct
the
public
on
how
to
deal
with
an
unmarked
vehicle
and
how
to
recognize
them
as
well.

put

flashers
and
get

drive
slower

place

lights
and
there's
more
people,

they're

isolated,

that's

the
safety
of

officer

person

sought
as
well
and
most
law
enforcement
officers.

insurance

almost
25
percent
of
tennessee
drivers
don't
have
car
insurance.

third
highest
state

lot

load

logs,
pulpwood
poles

post
with
four
or
more
feet.
Overhanging
is
only
required
only

now
to
have
an
amber,
strobe
type
light
attached
to
the
end
of
overhang,
only
a
half
hour
before
sunset
and
a
half
hour
after
sunrise
and
at
all
times
that
lots
are
required,
such
as
rain
fog,
work
sites
where
workers
are
required
to
wear
headlamps.

All
this
bill
will
do
is
require
the
amber
strobe
light
at
all
times.
The
vehicle
is
with
with
four
feet
or
more
overhanging
and
is
used
or
parked
on
the
side
of
a
highway.
I
This

light
would
be
in
addition
to
the
already
required
red
and
orange
fluorescent
flag.
The
goal
of
this
bill
is
to
add,
of
course,
safety,
there's
a
lot
of
issues
with
fog.
As
you
know,
recently,
we've
had
heavy
rains
that
are
actually
harder
to
see
in
than
sometimes
at
night.
So
it's
a
it's
really
about
safety
and
and
trying
to
to
help
with
accidents.
I
This
bill
was
originally
drafted
just
to
affect
trucks,
hauling
logs
and
pulpwood,
but
the
department
of
safety
we've
been
working
with
those
folks
and
they
they're
gonna
be
bringing
an
amendment.
If
this
bill
passes
in
the
next
committee
to
include
the
trucks,
hauling,
poles
and
posts
to
make
everything
sort
of
work
together
and
be
questive
and
be
a
little
bit
better
to
take
care
of.
So
that's
the
bill
and
I'll
be
happy
to
try
to
answer
any

through

constraint

areas

they're
trying

just
move
huge
amounts
of
debris,
because
the
tornado
comes
through
there

it's
almost

if
those
people
should
be
exempt
when
they're
in
an
emergency
situation
like
that,
rather
than
running
up
and
down
the
interstate.

what
the
goal
is:
highways
and

interstates
when
you're,
hauling,
logs
and
poles
whatever,
but
it
just
seems
like
it
may
be
a
little
bit
counterproductive
in
those
type
of
situations
where
the
utility,
the
highway
departments
and
all
are
trying
to
get
the
roads
cleaned
up
for
for
the
population
to
go
back
and
forth
to
their
home
and
to
work
and
whatever
it
may
be.

just
one
clarification

night
there
was

member
here
almost
got

car

pulled
up

uber

lift.

neither
one
okay
pull
right
up,
they
got
in
literally
physically
getting
in.

happened

there
a
couple
other
members
and
we
pulled
them
out
because
it
didn't
seem
right.
You
know
it
just
didn't
seem
right
and
it
was
not
an
uber
driver.

was
not
a
lyft
driver,
not
at
all
so
with
that
it
began
to
make
you
think
about
just
how
safe
are
our
people
and
I
passed
around
a
little
something
here,
as
it
relates
to
something
called
sammy's
law
where
a
young
lady
got
killed.
You
see
it
sometimes,
on
television,
you
see
there
various
places
where
you
know
people
at
night
late
at
night
having
a
good
time
they
go
and
get
in
a
car,
and
you
never
see
them
again.

It's
not
good.
It's
dangerous,
even
though
the
service
is
absolutely
something
that
we
need.
I'm
just
going
to
share
just
a
small
statistic
with
this
is
something
we
need
to
do
to
try
to
to
make
sure
these
things
are
safe
and,
as
I
say,
I'm
100
support
of
the
industry,
because
we
need
it.
We
tell
our
young
people
not
to
drink
and
drive
and
they've
been
doing
that
and
it's
been
saving
their
lives.

a
good
thing:
okay,
here's
a
safety
report
that
was
in
2020
right.

safety
report
uncovered
nearly
6
000
incidents
of
sexual
assault
and
safety
in
the
rideshare
assault
claims,
19,
rideshare
murders
that
occurred
in
the
u.s
from
2017
to
18..
Now,
if
you
don't
look
at
this
stuff,
you
don't
know
it.
Okay,
what
brought
it
to
my
attention
is
we
had
a
member,
and
then
I
began
to
just
kind
of
look
and
see
what
was
going
on
around
the
country.

some
things
that
we
need
to
do
to
try
to
make
it
safe,
ensure
that
it's
safe
for
your
young
college
student,
child
or
whomever
that's
hanging
out,
and
you
know
when
you
may
have
had
a
couple
of
drinks
here
there.

not
be
as
conscious
as
alert
as
you
should
be
in
order
to
check
everything
you're
supposed
to
check
when
you're
trying
to
get
back
home
two
o'clock
in
the
morning
three
o'clock
in
the
morning.

happens.

good
pre-tripping
around
the
vehicle
would
be,
but
we
we
don't
do
that.
It's
just
not
generally
done,
and
we
still
ought

be
because
this
has
become
like
a
public
utility
for

transportation

transportation

when
it's
done
right-
and
so
they
are,
are
willing
to
look
at
doing,
because
my
only
concern
is
safety,
doing

safety
checks,

dress

it

acquired

anyone

all
heard
the
cases

of
folks
and
make
themselves
out
to
be
rideshare
drivers
by
buying
these
these
trade
dresses,
which
are
not
even
approved
or
a
product
of
of
of
the
companies
and
making
themselves
out
to
be
fake
drivers.

heard
the
the
horrendous
horrible
cases
of
drivers
or
fake
tnc
tnc's,
a
transportation
network
company
rideshare
drivers
throughout
the
country.
That's
why
we've
stressed
continuously
to
riders
and
drivers
to
please
confirm
the
details
in
the
app
right.
The
license
plate
information
make
sure
you're
getting
in
the
vehicle.
That's
been
matched
on
the
platform,
make
and
model
right.
The
driver's
information
driver's
photo
who
driver's
name
who
that
driver
is,
and
so
I
think,
we're
open
to
having
further
discussions
around
other
safety
products
that
we
can
invest
in.

Unfortunately,
I
think
requiring
a
trade
dress
of
every
driver
actually
has
the
opposite
impact
of
safety,
because
you're
making
it
easily
accessible
to
a
lot
of
bad
actors
that
could
make
themselves
be
drivers.

we

license
plate
numbers.
There
have
been
some
states
that
have
explored
the
tnc
companies,
maybe
putting
that
information
in
the
front
of
the
vehicle.

think
that's
something
that
we
would
definitely
be
open

conversations
with
the
sponsor
on,
but
as
currently
drafted,
we
we
would
be
opposed
to
this,
just
because
it
just
does
the
opposite
effect
of
protect
riders.

very
valuable
technological
tools
that
we've
invested
on
the
platform
to
make
sure
that
the
rider
is
getting
into
the
right
vehicle
and
that's
why
we
continuously
educate
the
public
on
making
sure
that
they're
confirming

make
and
model
the
license
plate,
information,
the
driver's
information
etc.

guys
take

insured

safe

risks
themselves

does

that

to

it

we
gotta
to
thoroughly
look
at
it
and
vet
it,
whereas
it'll
address
that
as

the
requirement

drivers

plate

the
vehicle
right,

south
carolina

one

the
states
just
like
tennessee
does
not
have
license
plates
on
the
front,
and
so
what
south
carolina
decided
to
do
is
provide
a
second
opportunity,
not
just
in
the
app
for
the
rider
to
confirm
that
license
plate,
but
also
to
make
sure
that
it's
both
in
the
back
of
the
vehicle
and
in
the
front
of
the
vehicle
and
that's
something
we
supported.
