A
Transportation
committee
for
tuesday
march
15th
2022
is
now
in
session,
madam
clerk
or
mr
clerk.
Please
call
the
roll.
B
A
C
You,
mr
chairman,
last
week
we
finished
up
our
subcommittee
and
again
I
appreciate
your
leadership
and
all
the
members
of
the
subcommittee,
but
I
failed
to
mention
the
most
important
member
that
helps
us
get
through.
That
was
my
legislative
assistant,
amanda
conway
amanda
started
her
maternity
leave
last
thursday
and
she's
doing
well
and
amanda.
If
you're
watching.
We
just
want
to
tell
you,
we
miss
you
and
you
we
look
forward
to
seeing
you
back
in
june,
izzy's
doing
a
great
job
but
amanda.
C
I
really
appreciate,
as
chairman
of
subcommittee,
all
you
did
to
help
me
get
through
that,
and
we
just
all
wish
you
the
very
best.
Yes.
A
C
A
Thank
you
very
much,
sam
any
other
personal
orders,
very
good.
We
do
have
a
calendar.
I
think
we
have
nine
items
on
the
calendar
committee
plus
a
special
calendar
before
we
get
into
the
calendar.
Let
you
know
that
item
number
three
house
bill
2767
is
off
notice
and
we
will
begin
at
the
top.
With
the
item
number
one
house
bill,
2245
by
chairman
marsh,
we
have
a
motion
and
a
second
chairman
marsh.
You
are
recognized.
A
That's
the
one
I
have
as
well.
Let's
take
up
the
amendment
committee.
I
have
a
motion
and
a
second
on
the
amendment.
The
amendment
rewrites
the
bill.
So
all
in
favor
of
putting
the
amendment
on
the
bill
say:
aye
aye,
all
opposed,
nay,
amendment
is
on
the
bill.
Chairman
marshall
recognized
thank.
D
You,
mr
chairman,
this
bill
concerns
the
towing
industry
and
notifications.
This
legislation
simply
adds
that,
in
addition
to
rental
equipment,
towing
companies
must,
within
three
days
after
taking
possession
of
a
vehicle
that
has
been
issued.
A
united
states,
d.o.t
number
issued
by
the
federal
motor
carrier,
safety
administration
or
a
registration
plate
issued
and
attached
to
the
motor
vehicle,
described
a
registration
plate
issued
and
attached
to
the
trailer
described
in
in
certain
areas
in
the
code
that
they
send
a
notification
by
registered
mail
return,
receipt
requested
to
the
address
identified
on
the
vehicle.
D
What
we
found
out
that
some
of
these
towing
companies
were
not
getting
the
information
off
the
equipment
and
going
ahead
and
selling
it,
so
this
would
make
it
a
a
a
problem
if
they
don't
notify
them
within
three
days,
so
they
can
get
their
equipment
back
and
then
pay
the
proper
towing
expense.
Without
answering
questions.
A
Seeing
none
are
we
ready
to
vote
without
objection,
we're
voting
on
house
bill
2245,
all
in
favor,
say
aye
aye,
all
opposed,
nay
eyes.
Have
it
to
your
bill,
goes
to
count
and
rules.
Speaker
marsh
item
number
two
house
bill
2640
by
chair
lady
hazelwood,
first
time
before
this
committee.
I
believe
at
least
this
year
good
to
have
you
you
recognized.
E
Thank
you
and
good
morning
as
chairman
and
committee,
this
bill
does
have
an
amendment
that
makes
the
bill
okay.
A
What
I
have
as
well-
and
I
believe
the
amendment
rewrites
the
bill,
so
we
have
a
motion.
Do
I
have
a
second
half
a
second
on
the
amendment
all
in
favor
of
adding
this
amendment
to
the
bill
say:
aye
aye,
all
opposed,
nay
eyes
have
it.
The
amendment
is
on
the
bill.
Would
you
please
explain
your
bill
as
amended.
E
Thank
you,
mr
chairman.
This
is
a
very
simple
bill.
All
it
does
is
waive
the
state
portion
of
the
motor
vehicle
registration
for
non-commercial
class,
a
that
would
be
motorcycles,
auto
cycles
and
class
b.
That's
passenger
motor
vehicles
for
one
year
only
from
july,
1
2022
through
july
30
of
2023
and
again
this
is
simply
a
methodology
that
we're
looking
at
to
get
some
money
back
into
the
hands
of
tennessee
taxpayers.
E
You
know
with
our
tax
structure,
we
don't
have
a
really
good
way
to
do
a
tax
refund,
so
this
is
just
one
way
that
we
would
be
able
to
share
the.
I
guess
the
largess
and
the
strong
revenue
position
that
the
state
is
in
would
allow
us
to
just
do
something
for
all
of
our
tennessee
taxpayers,
at
least
those
who
own
vehicles.
A
Everybody's
quiet
are
still
asleep,
I'm
not
sure
I
just
want
just
for
clarification
that
the
local
clerks
will
be
held
harmless
in
this
bill.
Is
that
correct?
That's.
E
A
And
in
looking
at
the
physical
amendment,
that
is
a
sizable
give
back
on
on
the
refund
for
our
people
of
tennessee,
and
I
I
like
the
spill
and
thank
you
for
bringing
it.
E
C
Thank
you,
ms
chair,
and
thank
you
for
bringing
this
piece
of
legislation
forward.
Does
it
apply
to
the
specialty
part
of
the
tags
or
will
that
be
still
be
charged.
E
The
specialty
part
of
the
tag
and
that's
a
good
question
again
something
I
should
have
mentioned
with
a
specialty
license.
If
you
want
to
purchase
those,
you
will
still
pay
the
additional
fee
for
that
again.
Those
dollars,
as
you
know,
are
directed
to
various
organizations.
We
don't
want
to
impact
them
in
any
negative
way.
This
is
just
for
the
base
price
of
a
regular
tag.
The
state
portion
all.
A
Right
any
other
questions
speaker
marsh
you're
recognized.
Does
this.
C
E
C
Thank
you,
mr
chairman
and
mr
mrs
patsy,
thank
you
for
bringing
this.
What
would
that
number
be
per
tag?
You
have
that
off
the
top
of
your
head.
E
I
believe
it's
23
75
per
motor
vehicle
and
motorhome
in
1675
for
motorcycles
and
auto
cycles.
A
E
Of
you
want
to
sign
on,
you
can
pick
up
sign
up
sheep
love.
A
F
Thank
you.
Thank
you,
mr
chairman,
and,
if
I
may
take
just
a
moment
of
half
a
moment
of
personal
privilege
to
you
again
our
thanks
to
you
for
yesterday's
tour
of
dna,
it
was
really
great
and
those
of
us
that,
were
there,
truly
enjoyed
it
and
again,
thank
you
for
coordinating
that.
I
appreciate
it.
Thank
you.
We
do.
Mr
chairman
and
members,
we
do
have
a
an
amendment
and
drafting
code
that
I
have
please
check
three
15753.
C
Yes
and.
C
A
F
Certainly,
thank
you,
mr
chairman.
The
amendment
for
the
committee,
as
I
said,
does
rewrite
the
bill
now
currently
twra
receives
0.53
and
I'm
rounding
that
off
of
the
fuel
assessment
off
the
pumps,
that's
located
at
our
tennessee
marinas.
Now
the
amendment
that
you've
just
approved
or
adopted
members
will
simply
change
that
percentage
to
point
88
to
reflect
the
growth
that
has
occurred
since
2017.
F
It's
been
quite
great
as
a
matter
of
fact
now
in
20
in
that
year,
2017,
when
the
general
general
assembly
passed
the
improve
act
now,
a
portion
of
that
fuel
assessment
from
the
pumps
at
our
marines
was
reappropriate
appreciated
to
the
appropriate
to
the
tennessee
wild
twra.
F
F
So
again,
members.
This
is
for
more
than
a
decade
the
corps
and
the
tva
have
ceased
with
assisting
our
marinas
with
public
environmental
infrastructure,
and
that's
where
we
are
today.
That's
why
we're
coming
at
you
and
asking
for
some
assistance,
and
with
that,
mr
chairman
I'll,
entertain
at
this
point
I'll
entertain
any
questions
all
right.
Thank.
G
Todd,
thank
you,
mr
chairman,
and
appreciate
you
bringing
this
bill.
I
I
just
want
to
point
out
in
in
this
whole
mix
of
things
that
I
would
argue,
the
vast
majority
of
fuel
that
goes
into
boats
is
actually
paid
for
at
a
road
pump
somewhere.
I
know
I
rarely
fill
up
at
a
marina,
so
we're
talking
about
a
fraction
of
the
actual
money
that
should
be
going
for
that
purpose.
G
Actually
getting
there
and
running
it
through
twra
I'd
love
to
see
them
set
up
some
kind
of
grant
program
where
they
don't
pick
and
choose
necessarily
what
improvements
are
made
or
what
what
things
get
upgraded,
but
that
it
they
would
apply,
people
marina
operators
would
apply
and,
and
they
picked
the
best
of
the
the
choices
there
for
these
different
operations
on
our
waterways.
So
I
appreciate
you
bringing
this
and
helping
to
bring
this
attention
to
it.
Thank
you.
Thank.
A
A
A
All
right,
we
are
now
down
to
item
number
five
house
bill
2771
by
representative
todd.
You
recognized.
I
have
a
motion
and
a
second
on
your
bill.
Sir.
Thank.
G
You,
mr
chairman,
what
this
bill
does
it
directs
the
department
of
safety
to
produce
informational
material
on
how
to
interact
with
law
enforcement
when
a
person
is
being
pulled
over.
A
And
we
do
have
an
amendment
that
rewrites
the
bill.
That
is,
I
have
one
four
eight
zero
one
is
that
yours.
That
is
correct.
Okay!
Yes,
we
need
a
motion.
Second,
on
the
amendment
we
have
a
motion
and
second
on
the
amendment,
let's
vote
on
the
amendment.
Put
it
on
the
bill,
all
in
favor,
say:
aye
aye,
all
opposed,
nay
eyes
have
it.
The
amendment
is
on
the
bill
and
you're
recognized
again
representative.
A
C
Thank
you,
mr
chairman,
can
you
give
a
little
bit
more
detailed
explanation?
We
gave
sort
of
an
overview,
but
I'd
like
a
little
bit
more
detail.
G
You
recognize
certainly
thank
you,
mr
chairman.
The
information
may
include,
but
is
not
limited
to
the
following.
What
a
law
enforcement
vehicle
would
look
like
how
a
law
enforcement
vehicle
will
act
when
stopping
a
person
how
a
person
being
stopped
can
verify
the
vehicle
is
actually
operated
by
a
law
enforcement
officer,
not
an
impostor,
and
how
a
person
may
proceed
if
the
person
wants
to
travel
to
a
safer
location
for
the
traffic,
stop.
C
You
recognize
thank
you
now.
I
know
the
the
the
bill
before
the
amendment.
I
I'm
assuming
it
was
a
caption
of
banned.
The
use
of
unmarked
vehicles
for
traffic
stops.
Does
this
do
the
same?.
G
A
Seeing
none
without
objection,
we're
voting
on
house
bill,
2771,
all
in
favor,
say
aye
aye,
all
opposed,
nay
eyes
have
it.
Your
bill
goes
to
calendar
and
rules.
Representative
todd
we're
now
on
to
item
number
six
house
bill
2208
by
representative
hicks.
You
are
recognized,
sir.
It's
our
promotion
in
a
second
thank.
A
I
have
all
in
favor
of
adding
this
amendment.
I
need
a
motion
to
second
on
the
amendment.
It
rewrites
the
bill
all
in
favor
of
adding
the
mo
the
amendment
to
the
bill
say:
aye
aye,
all
opposed,
nay
eyes
have
it.
The
amendment
is
on
the
bill.
If
you
would
explain
your
bill
as
amended
representative.
Thank.
C
Hicks,
thank
you
so
much
for
all
the
all
the
work
that
you've
done
to
get
this
in
this
posture
last
week
I
had
a
lot
of
reservations
about
it,
but
obviously
you've
got
everything
taken
care
of.
I
appreciate
that
and
the
individuals
you
were
working
with.
So
thank
you
for
your
hard
work.
I'm
on
board
with
you.
A
C
A
Opposed
nay
eyes
have
it.
Your
bill
goes
to
calvin
rules.
Representative
hicks,
we're
now
on
item
number,
seven
hjr
766
by
representative
towns.
You
recognize
her
have
a
motion
in
a
second.
I
Thank
you,
chairman
members,
mr
chairman
and
and
members
simply
I'm
sure
you
all
are
familiar
with
what
happened
with
the
actual,
I
I
will
say
the
accidental
discovery
of
a
cracking,
the
bridge
that
was
that
was
in
shelby
county
going
over
to
arkansas.
I
I
think
it
was
discovered
by
accident,
however,
that
bridge
had
to
be
shut
down
as
a
result
of
that
bridge
having
to
be
shut
down.
Obviously
it
impeded
commerce,
quite
a
bit
of
commerce.
The
tribe
was
backed
up
for
quite
a
bit
and
there
were
tens
of
millions
of
dollars
lost
in
that
little
small
amount
of
time
now,
while
the
congress
is
very
critical
and
very
important
as
well.
I
I'd
like
to
stress
that
that
bridge
also
in
that
neck
of
the
woods
we
live
in
a
fault
line
and
if
there's
ever
an
accident
or
an
earthquake
or
something
of
that
nature,
one
bridge
is
just
not
going
to
carry
the
traffic,
and
so
we're
actually
bringing
this
resolution
to
encourage
that.
We
start
and
begin
seeking
how
to
you
know,
have
a
third
bridge
constructed
and,
and
that
means
that
we
would
obviously
take
advantage
of
what
arkansas
has
to
give,
as
well
as
the
federal
government
as
well
and
they've.
I
Already
from
the
secretary
of
transportation
talked
about,
they
would
be
inclined
to
help
with
what
tennessee
and
arkansas
decides
to
do.
In
short,
gentlemen,
members
that
that's
what
the
resolution
does
is
seek
to
try
to
make
sure
we
have
another
safety
route
for
transporting
of
our
people
and
commerce,
if
need
be,
for
the
transportation
of
people
in
the
in
the
event
of
a
dire
situation.
A
B
A
Is
thanks
to
our
expert
legal
staff,
they've
taken
about
72
amendments
and
rolled
them
all
into
one,
and
it
is,
it
is
zero
one,
five,
three,
three,
nine
that
makes
the
bill.
A
This
members
is
the
highway
roads
and
bridges
omnibus
bill
that
we
bring
every
year.
This
one
has
72
amendments
rolled
into
one,
and
it
is
a
bill
that
local
people
bring
to
their
legislator
and
ask
that
certain
sections
of
road
or
bridges
be
named
after
individuals.
Who've
made
a
contribution
to
their
community.
That's
what
it
is.
I
I
All
those
names
it's
72
it'll
be
72
different
changes,
and
I'm
just
asking
does
that
cover
the
entire
state
or
is
that
just
an
area?
A
small
area.
A
No,
the
way,
I'm
sorry,
mr
the
way
that
the
amendments
are
written.
It
would
be
like
a
section
of
road
in
your
community.
You
may
have
a
section
of
two
mile
road
from
intersection
a
to
point
b
and
that
section
would
have
a
name
put
up
by
tdot.
That
would
name
that
road
or
a
bridge
in
your
community.
If
that
be
your
desire
representative,
that's
why
it
is
statewide
right.
B
Thank
you
appreciate
it.
Thank
you,
sir.
Any
further
questions
on
house
bill
1654
without
objection
we'll
be
voting
on
house
bill
1654.,
those
are
all
in
favor,
say:
aye
aye,
those
oppose
eyes
have
it
bill,
goes
on
to
finance
ways
and
means
on
the
agenda.
Is
item
number
nine
house
bill
1655
by
chairman
howe
motion
in
a
second
on
the
on
the
bill.
Mr
chairman,
is
there
a
amendment.
A
There
is
an
amendment,
mr
chairman,
it
is
15887.
B
A
Mr
chairman,
this
amendment
is
the
result
of
30
amendments
rolled
into
one
by
our
legal
staff,
and
it
is
includes
specially
licensed
plates
for
a
number
of
organizations
same
bill
that
we
get
every
year,
and
with
that
I
would
ask
for
passage.
A
J
A
A
G
First
attempt
and
then
she
can

A
All
right
any
questions
for
the
sponsor
of
the
amendment
representative,
weaver
you're,
recognized,
and
let
me
say
that
you
have
worked
extremely
hard
on
this
bill
for
the
last
two
years.
Two
and
a
half
years.
Maybe-
and
we've
got
it
in
a
position
now
that
we
believe
we
have
an
agreement
between
all
parties.
Is
that.
J
Correct,
yes,
yes,
chairman,
we've
got
every
all
the
all
the
people
that
had
special
interest.
In
this
pleased,
I
believe
especially
I
mean
we've
talked
to
a
lot
of
people
in
my
district
and
they
are
really
excited
about.
You
can
get
a
get
your
tag
every
two
years,
instead
of
just
every
year,
which
comes
by
pretty
quick,
but
I
I
mean
if
the
if
the
members
have
any
comments
or
any
questions
they
want
to
ask,
we
have,
I
think
bryce
is
here.
C
A
A
A
A
I
want
to
thank
my
staff
and
sub-chair
whitson
for
the
great
job
of
doing
what
he
does
and
he's
really
good
at
fleshing
out
those
bills
that
need
need,
help
and
need
improvement
or
need
killing,
and
he
does
a
good
job
he's
good
to
work
with
vice
chair
hall.
Of
course,
my
assistant,
sarah
hutton,
who
has
come
in
like
a
trooper
she's,
been
with
me
10
weeks
now.
A
I
think,
started
just
about
a
day
or
two
before
session
and
hit
the
ground
running,
and
I
couldn't
be
more
pleased
with
what
sarah's
doing
our
research
analyst
jeremy
maxwell
doing
his
normal
yeoman's
work
in
research
and
our
league
of
staff,
joel
hayes,
who
is
always
there
when
I
need
him.
I
needed
him
late
last
night,
in
fact,
and
he
was
there,
and
I
just
appreciate
each
of
you
and
all
that
you
do
to
it,
makes
my
job
easier,
and
this
does
complete
our
calendar.
I
The
sam,
in
consultation,
with
my
cohorts
from
the
western
portion
of
the
state,
we're
a
little
disappointed
that
it's
coming
to
her
and
we
are
just
raving
to
continue
the
eight
o'clock
meetings.
A
I
I
We're
going
to
object
to
the
conclusion
and
we're
going
to
move
it
back
to
seven
o'clock.
D
C
Thank
you,
mr
chairman,
and
just
for
you
guys
that
are
wanting.
