bill
today
house
bill
532
generally

present
law.
The
primary
responsibility
of
for
enforcing
traffic
laws
within
the
limits
of
a
municipality
is
on
the
municipality.

However,
under
present
law,
a
municipality
having
a
population
of
10,
000
or
less
with
at
least
two
entrance
ramps.
Two
and
at
least
two
exit
ramps
from
an
interstate
highway
is
not
authorized
to
enforce
traffic
laws
when
the
contiguous
stretch
of
the
interstate
highway
between
such
entrants
and
exit
ramps
does
not
lie
solely
within
the
territory
limits
of
that
municipality.

That
is
located
in
the
city
limits
of
piperton
and
to
drill
down
into
that.
There
is
0.4
miles
of
from
the
mississippi
state
line
to
the
cargill
line
and
is
also
tagged
with
a
70
mile
per
hour.
Speed
limit

miles
in
length
of
I-269

highway

interchange

which

there
are
too
few
troopers
to
effectively
cover
the
vast
amount
of
highways
and
the
interstate
in
our
area.

to
my
attention
from
several
residents
there
in
the
city
of
piperton.
My
office
has
received
several
emails
in
regards
to
this
section
of
highway
and
and
I'll
just
try
to
make
a
few
points
as
to
why
this
is
being
brought
to.
My
attention
to
you
know,
bring
it
to
your
attention
to
try
to
pass
this
section
of
highway
where
the
city
of
piperton
can
actually
patrol,
and
I
know
some
of
you
have
questions.

You
know
with
this
interstate
system
and
the
citizens
and
the
police
department
feel
that
it
is
imperative
that
they're
able
to
patrol
this
area
so
as
their
representative,
I'm
bringing
this
to
you
guys
to
to
authorize
them
to
be
able
to
patrol
this
area,
and
we
can
get
into
some
more
discussion
with
some
concerns
that
you
guys
may
have
with
this.
But
that
is
the
opening
statement,
so
so
to
speak.
Mr
chairman,
that
kind
of
gives
you
a
gist
of
what
we're
trying
to
accomplish.

patrol
this

mind
just
recently.
I
was
in
east
tennessee
and
a
passenger
with
me.
I
was
driving
through
a
small
town
and
was
was
warned
by
my
passenger
that
you
need
to
slow
down
right
here,
because
the
speed
limit
changes
drastically.
It
was
a
state
highway
and
so
you're
going
into
what
the
community
there
considered
a
speed
trap.
I
wouldn't
want
to
get
into
a
situation
where
we're
creating
that
in
this
bill.

So
with
that,
mr
chairman,
I
guess
I'll
vote
yes,
but
I'll
reserve
judgment
until
we
see
what
happens
in
a
couple
of
years.

these
type,
we
just
want
assurance
that
it
does
not
evolve
into
a
speed
trap
for
lack

a
better
word
for
a
revenue
stream

community

addition

41,
the
tennessee
highway
patrol
responded
to
and
worked
two
crashes
within
the
city
of
piperton
jurisdiction,
one
of
which
ended
in
a
fatality,
and
that's
that's
why
I'm
sitting
here

today.
We
obviously
none
of
us
want
any
fatalities.
Our
job
is
to
protect
our
constituents
in
the
best
way.
We
know
see
fit
and
that's
the
reason
why
I'm
sitting
here
before
you
today
and
to
answer
representative
howe
chairman
howe's
point
about
a
speed
trap.

That
is
obviously
a
concern
that
has
been
in
the
past
when
I
presented
this
bill
two
to
three
years
ago,
and
you
have
my
word
and
and
the
citizens
of
piper
to
know
this-
that
if
this
becomes
a
problem
and
it's
not
about
safety
and
it's
about
something
else,
this
will
be-
and
I
know
chairman
you
join
me
in
that
that
it
will

brought
back
before
you

more

system
cameras,
aka
surveillance.
However,
you
want
to
put
the
word
to
it
to
allow
us
to
put
these
on
our
federal
interstates
highways,
which
right
now
this
has.

not
traffic
enforcement
cameras
at
all,
no
speed
traps,
no
traffic
tickets,
on
that
it
disallows
our
law
enforcement
in
criminal
investigations,
and
I
can
give
you
some-
and
it's
also
done
in
cooperation
with
tennessee
department
of
transportation-
worked
it
with
them.
But
what
reason
we
need
this
desperately,
especially
on
interstates
and
I
can
give
I've
got.
I
would
like
in
a
moment
to
go
out
of

I
got

to
give
you
some
reasons

things
that
they're
facing,
but
like
I'm
from
city
of
memphis
shelby
county,
and
we
have
drag
racing
going
on
on
our
40.
We've
had
over
30
people
shoot
from
their
cars
and
shooting
at
other
people.

We
had
an
incident
not
too
long
ago,
right
in
the
middle
of
east
memphis
240
in
walnut
grove,
if
you're
familiar
with
memphis
at
all,
where
they
actually
stop
traffic
and
we're
doing
donuts
in
the
middle
of
the
street.
It
just
it
just
completely
insane
and
I'm
gonna.
Let
mr
music
talk
about
the
440
incident
or
how
these
could
aid
in
that
also
enj
will
help
our
like
amber
alerts
a
lot
of
times
like
if
a
child
is
kidnapped
or
anything
they
say.

we
think
they
were
heading
east
if
they
could
jump
on
this
and-
and
these
are
license
plate
reader
cameras
by
the
way,
and
they
can
then
track
these
well.
They
got
off
right
out
here
at
mount
juliet
or
they're
on

way
towards
knoxville

it
just
aids
them
in
their
law
enforcement,
and
so
it's
something
that
we
desperately
need
and
but
we're
just
not
allowed
right
now
to
install
them
on
our
federal
interstate
highways,
and
this
bill
would
allow
us
to
do
so
to
help
our
law
enforcement.

quite

debate

that

our
members-

he's
no
longer
here,

he

has
some
issues
with
it.
I
understand
that,
but
this
is
something
that
would
definitely
help
law
enforcement.
Yes,
I
brought
this
to
the
floor
last
year
and
a
law
enforcement
brought
it
back
to
me
this
year
says
we
desperately
need
this.
Would
you
carry
it
again.

the
director

the
tennessee
bureau
investigation.
I
want
to
thank
the
the
chairman
for
bringing
this
forward
to
you
and-
and
I
do
want
to
address
a
couple
of
things.
One
is
that
over
the
past
year,
we,
while
it
was
debated
last
year
over
the
past
year,
we've
seen
some
great
examples
of
how
this
technology,
which
is
simply
a
crime
fighting
tool
and
a
crime
prevention
tool,
could
be,
could
have
been
utilized
to
assist
us
in
investigative
efforts
in
our
state.

So
some
of
the
perfect
examples
the
nashville
bombing
had
we
had
lpr
on
the
interstate.
We
would
have
been
quickly
able
to
identify
the
vehicle
and
the
owner
a
whole
lot
faster
than
it
took
us
to
identify
that
individual,
the
shooting
on
the
interstate
of
caitlin
kaufman,
the
nurse
another
perfect
example
of
where
we
could
have
immediately
had
information
to
identify
who
was
involved
in
that,
rather
than
waiting
for
an
investigative
effort
that
took
days.
Those
are
two
perfect
examples
of
how
this
tool
would
help
us.

We
we
had
most
recently
two
escapees
from
west
tennessee,
that
that
ended
up
carjacking,
two
individuals
breaking
into
one
home
and
stealing
his
vehicle.
J
They
were
smart
enough
after
the
first
one,
we
were
able
to
track
them
to
the
second
location,
using
technology
on
other
devices,
but
the
the
criminal
element
is
getting
so
smart
and
savvy.
They
know
to
toss
devices
so
that
we
can't
find
them
and
this
technology
actually
what
helped
us
was
the
fixed
lprs
in
florida,
where
we
were
able
to
track
them
and
find
them
because
of
fixed
lprs
on
the
interstate
system,
and
so
that's
why
we
need
them.

We
need
them
on
the
interstate
and
state
routes,
because
those
are
the
main
routes
that
individuals
will
travel
that
have
committed
criminal
activity.
Additionally,
it
will
assist
us
in
amber
alerts
endangered
children
as
well
as
endangered
seniors.
When
they
go
missing,
it
will
help
us
be
able
to
find
them
and
track
them
a
whole
lot
quicker
so
on
the
concerns
of
us
using
them
any
other
way.
Obviously
we
are
the
the
laws,
restrict
our
use
of
information.
These
aren't,
as
was
explained
by
the
chairman,
these
aren't
to
be
used
for
traffic
enforcement.

These
are
these
are
for
crime,
fighting
solely
for
crime
fighting
and
that's
the
purpose
of
them,
and
so
that's
that's
the
plea
that
I'll
make
with
you
and
to
express
our
support
for
this
effort.
It
will
give
us
the
technology
tool
that
is
sorely
needed
for
us
to
be
able
to
do
our
investigations
in
a
much
more
efficient
and
effective
manner.

location

somewhere

specifically
focus

effort,

the
advantage
of
this
tool.

the
opportunity

not
run

thousand
directions,
but
in
one
focused
direction.

statistic
in
memphis
alone,
there
have
been
30
interstate
shootings
just
since
the
first
of
the
year.

challenge
is
going
on
in
memphis
right
now,
on
their
on
their
interstate
and
and
and
memphis
is,
is
a
unique
area
where
every
enter

interstate
exit
leads

a
neighborhood
right,
and
so
when,
when
these
offenses
are
happening,
that's
the
route
that
they're
taking
and
so
again
this
will
give
us
the
ability
to
identify,
locate
and
and
immediately
address
these
issues.

disturbing

solve
these
cases
quicker

was

think
this
is
a
great
crime-fighting
tool
that
does
not
intrude
on
this
privacy
of
law-abiding
citizens
in
this
state,

just
want

tell
you
I
fully
support
it.

seen

communities,
they

seen
major
decreases

criminal
activity.

what

example,
mount
julia
they've
seen
over
80
percent
decrease
in
their

their
thefts
in
their
city
as
a
result,
solely
of
these
cameras
being
put
up
and
throughout
their
their
community,
that

keep
in
mind
that
these
cameras
are
are
set
to
observe
only
public
areas
where
we're
all
allowed
to
move
right.
So
they're
not
they're,
not
it's
not
an
invasion
of
privacy
in
any
way.
These
are.
These
are
areas
where
none
of
us
have
an
expectation
of
privacy
where
we
move
throughout
the
roadways.

tag
can
always
be
be
seen
by
anyone
in
the
public
up
to
and
including
law
enforcement,
and
so
it's
not
it's
not
providing
anything
that
isn't
already
in
existence
other
than
it's
giving
us
that
one,
that
24-hour
surveillance
opportunity
to
identify
and

address
those
who
are
committing
criminal
offenses.

county
clerk

retain

fee

dollars
to
pay
for
handling
mail
orders
of
registration
license
plates.
There
was
an
example
in
rutherford
county
where
it
is
now
costing
it
costs
four
dollars
and
80
cents

mel
each
plate
in
the
past
10
years.

postage
costs
have
increased
about
25
percent,
and
this
bill
only
applies
to
those
who
request
or
require
a
new
license
plate

mailed

picking
it

at
the
