C
C
C
You
know
there
are
departments
in
which
there
is
a
go-to
person.
Mr
Jackie
Wilkerson
was
that
person
in
our
ambulance
services
I,
have
also
known
Jason's,
father-in-law,
Dr
Reed,
our
family
optometrists
and
a
friend
to
all
in
our
church
Jason
having
graduated
from
the
University
of
Tennessee
and
the
Southern
College
of
Optometry
has
taken
over
that
practice.
So
he
is
my
eye
doctor,
optometrist
and
remember.
Jason
helps
me
see
better.
C
Our
families
have
attended
the
First
United
Methodist
Church
in
Springfield,
and
we
have
gotten
to
know
each
other,
Jason's
wife,
Jenny
his
high
school
sweetheart
and
the
stars
of
the
family,
Jack
Kate
and
Abby.
That's
right,
the
feline
members
of
the
family.
They
have
not
met,
but
we've
seen
their
pictures
and
they
are
Ace
and
Dalian
graduated
from
Asbury
Theological
Seminary
and
became
the
associate
pastor
at
our
church,
while
continuing
to
be
our
optometrist.
C
D
Thank
you,
representative.
Kumar
I
would
like
to
thank
my
brother
in
Christ,
representative
and
Dr
Kumar,
for
his
gracious
invitation
to
be
here
with
you
today
the
opportunity
to
offer
the
opening
prayer
on
behalf
of
this
113th
general
assembly
of
the
Tennessee
House
of
Representatives
I
greet
you
with
Grace
and
peace
in
the
name
of
our
Lord
and
Savior
Jesus
Christ
friends.
I
want
to
just
begin
briefly
this
morning
by
reminding
everyone
of
something
God
loves,
you
amen,
God
deeply
loves
each
and
every
one
of
you
each
and
every
one
of
us
all.
D
God
has
created
us
by
his
love
and
grace
to
be
his
love
in
this
world
and
by
faith
in
his
son,
Jesus
Christ.
We
are
saved
by
God's
grace
the
gift
of
his
holy
spirit.
We
are
sustained
and
equipped
and
given
power
for
Abundant
Life
of
faithful
love
and
witness
into
this
world
each
day
as
a
gift.
Friends,
Psalm
103
reminds
us
that
the
Lord
is
compassionate
merciful,
patient
and
full
of
steadfast
faithful
love.
God's
love,
endures
forever.
D
May
the
Apostle
Paul's
prayer
in
the
letter
of
the
Ephesians,
strengthen
and
guide
us
all
today,
as
we
know
this
love
and
be
filled
by
the
to
the
measure
of
the
fullness
of
God's
love,
let
us
pray,
merciful
and
loving
God
We
Begin
this
day
by
giving
you
all
honor
and
glory
and
praise.
We
thank
you
for
the
gift
of
this
day,
and
may
we
be
faithful
and
and
humble
in
our
walk
with
you
as
you
guide
us
by
your
love.
D
May
we
rest
in
your
grace,
abide
in
your
constant,
loving
presence
and
receive
your
power
and
strength
through
the
Holy
Spirit
Lord.
We
ask
that
your
presence
would
be
here
with
us
today
and
that
you
would
fill
our
hands
with
the
works
of
love
and
mercy
and
Justice
that
you
have
prepared
for
this
body
today.
D
May
you
bless
these
men
and
women
of
the
general
assembly
who
have
gathered
here
on
behalf
of
the
people
of
Tennessee,
fill
them
with
the
fruit
of
your
spirit
and
remind
them
of
your
enduring
love,
I
pray,
Lord
that
you
give
each
person
here
all
they
will
need
today
to
rightly
govern
your
people.
May
they
have
hearts
that
break
Lord
for
what
breaks
yours
may
they
be
unified
in
purpose
and
humble
in
heart?
D
May
they
glorify
your
name
and
their
speech
and
conduct
and
be
an
example
of
love
and
grace
to
those
who
have
elected
them
to
speak
on
their
behalf,
we
ask
that
you
give
each
person
here
a
measure
of
your
wisdom
of
your
Discerning
heart
and
mind
today
to
do
the
work
that
you've
called
them
to
do
and
give
them
the
power
to
know
your
love,
to
be
your
love
and
to
govern
in
the
strength
and
power
of
Your
Love
today.
Thank
you
for
their
lives.
E
E
B
I
Thank
you,
Mr
Speaker,
I'm,
proud
to
have
with
me
today,
Mr
Samuel
Hopkins
from
Giles
County,
where
we
live
he's
going
to
be
working
as
our
page
today.
So
if
you
will
put
him
to
work,
his
mother
is
here
with
him
Miss
Julie
Hopkins,
sitting
up
here
in
the
in
the
balcony.
So
if
you
would
please
help
me
welcome
them
to
the
floor
today,.
J
K
Thank
you,
Mr
Speaker.
There
has
been
a
little
bit
of
confusion
among
the
members
that
I
would
like
to
clear
up
and
that
confusion
is
actually
spilled
over
into
the
media.
So
I
would
actually
like
to
welcome
and
honor.
Today
the
the
one
true
verified
bona
fide
claimant
to
the
title
of
youngest
member
of
the
general
assembly.
The
gentleman
from
Summertown
representative
Kip
kapli.
L
I
showed
up
one
Monday
night
on
two
wheels
trying
to
get
in
here
and
I
did
not
have
a
tie
on,
and
she
reminded
me
representative
Hawk.
If
you
don't
have
a
tie
on,
you,
don't
get
to
walk
in
that
door
and,
as
we
honor
the
this
legislative
body,
I
I'd
like
to
think
that
we
honor
Lois's
memory
and
and
how
we
look
and
how
we
treat
each
other
and
how
we
give
the
respect
that
we
hope
to
get
back
I
still
to
this
day,
I
keep
an
extra
tie
in
my
drawer.
L
B
M
Thank
you,
Mr
Speaker
Mr
Speaker
first
I'd
like
to
recognize
my
interns
who
are
up
in
the
balcony.
I
have
Michaela
Micaiah
Watson
from
University
of
Memphis
sophomore,
with
junior
credits
and
I
have
Julian
Britt,
who
is
also
a
sophomore
with
senior
credits.
Make
them
feel
welcome.
Thank.
B
M
Yes,
later
camper,
thank
you,
Mr
Speaker,
Mr
Speaker.
The
remember
before
me
talked
about
the
late
great
Lois
DeBary
and
we
do
love.
We
do
honor
her
and
in
this
black
history
month
it
is
appropriate
that
we
love.
We
honor
her
for
her
service
to
this
state
and
he
is
right,
but
she
was
also
a
person
that
would
say
to
a
new
member
over
to
the
side.
She
wouldn't
embarrass
a
new
member.
She
would
say:
let's
educate
the
new
member,
let's
let's
fold
them
in
appropriately.
M
Let's
talk
to
them
and
invest
in
them.
That's
what
she
would
say:
that's
what
she
would
do
so,
yes,
Lawrence
did
have
a
passion
for
the
Quorum
in
this
body
and
the
speaker
you
and
I
have
already
talked
about
it.
So
I
appreciated
the
fact
that
you
yourself
was
willing
to
allow
me
to
address
that
issue,
and
we
did
but
I
understand
the
member's
point.
M
N
N
After
this
person
leave
sometime
today,
I've
got
Miss
Paige
Temple
here
with
me
today,
she's
an
honors
student
at
Madison,
Academic
School
in
Jackson
Tennessee
I,
would
like
for
you
to
help
me,
make
her
welcome,
along
with
her
father
who's
in
the
balcony,
Dr
Ann
Andre
Temple
also
he's
an
economic
developer
specialist
with
the
University
of
Tennessee,
Institute
and
public
service.
Would
you
help
me
make
Paige
and
her
father
in
the
balcony
welcome
this
morning?
Paige
is
in
the
back
and
her
father's
standing
up
in
the
balcony.
Thank
you
very
much.
H
O
Thank
you,
Mr
Speaker,
I'm
excited
this
upcoming
weekend
on
Sunday
will
be
our
oldest
son's
18th
birthday,
so
I
just
want
to
wish
you
a
happy
birthday
he's
at
school
right
now,
so
he's
not
here,
but
if
y'all
give
him
a
round
of
applause
for
his
18th
birthday.
Thank
you.
C
P
P
B
P
Okay,
I
move
that
the
Senate
move
that
Senate
bills,
15
30,
31,
35,
38,
41,
52,
60,
62
and
94
transmitted
by
the
Senate
be
held
on
the
desk
depending
third
consideration
of
their
companion
house
bills.
E
E
B
Q
F
R
B
B
E
S
Thank
you,
Mr
Speaker
I
renew
my
motion.
Charlie.
T
Thank
you,
Mr
Speaker
I
have
to
rise
to
speak.
These
centers
are
ideologically
motivated
they're,
designed
to
look
like
full-service
Health
Centers.
Women
deserve
accurate,
unbiased
medical
advice,
no
matter
their
situation
in
life.
These
Sinners
seeks
to
manipulate
and
shame
women
who
seek
non-biased
information.
I've
talked
to
so
many
in
my
district,
because
I
have
one
of
these
center
near
my
house.
They
have
felt
shame.
T
They
have
been
misled,
given
incorrect
information
from
these
Sinners,
because
they're
not
there
to
give
unbiased
information,
they
have
an
ideological
bent
and
that's
unfortunate
for
most
women
who
expect
it
to
be
a
center
where
they
can
get
medically
accurate
information.
So
I
cannot
support
this
bill.
S
Thank
you,
Mr,
Speaker
and
members
just
to
be
clear.
There
are
many
centers
across
the
state
and
the
ones
that
I'm
most
familiar
with.
They
are
up
front
that
they
are
pro-life.
They
do
have
not.
Every
Center
has
a
medical
staff,
so
it
is
up
to
each
Center
in
this
in
their
community
of
their
support.
What
Staffing
and
other
needs
they
can
offer,
but
most
of
their
staff
is
volunteer,
but
where
they
do
have
ultrasounds,
they
do
have
RNs
on
their
staff
and
they've
been
very
transparent
about
what
they
offer.
S
They
have
offered.
Of
course,
the
pregnancy
tests,
the
ultrasounds
I,
was
trying
to
make
a
list,
and
one
of
the
other
things
that
I
think
is
very
important
to
to
know
is
that
they
accept
whoever
comes
in
their
door
and
they
they
do
speak
candidly
with
them
and
then
the
interesting
thing
it's
up
to
the
woman
when
she
leaves
there
what
choice
she
is
going
to
make
and
many
times
these
women
come
back
to
these
centers
because
they
offer
post-abortion
counseling.
S
So
just
remember
whatever
their
decision
is
these
centers
don't
turn
them
away
when
they
come
back.
Seeking
other
help
so
they're
doing
a
great
work.
This
is
all
this
is
doing,
is
honoring
the
work
that
they
do
to
help
women
be
informed
and
then
to
choose,
make
their
own
choice.
So
thank
you.
Mr
Speaker,.
U
Thank
you,
Mr
Speaker
and
I
rise
in
support
of
this
bill.
Chairman
Moody
and
I
have
spoken
about
these
pregnancy
centers
and
the
good
work
that
they
do
providing
information
to
those
women
that
are
facing
a
very,
very
tough
decision
and
giving
them
the
information
that
they
have
so
that
they
can
make
the
best
informed
decision
for
the
child
for
the
child.
That's
in
their
womb
right
now,
and
so
I
applaud
this
work
and
effort
that
they
do
providing
another
alternative.
U
V
Thank
you,
Mr
Speaker,
I
appreciate
it.
I
also
rise
in
support
of
this
bill.
I
thank
the
member
for
bringing
this
I'm.
My
thoughts
go
to
the
Life
Choices
Medical
Center
in
Harriman,
which,
in
this
year
alone,
has
through
the
use
of
the
ultrasound,
helped
save
the
lives
of
near
100
babies.
So
thank
you
for
this
bill
and
I
stand
in
full
support.
B
B
W
X
B
B
A
A
A
P
Thank
you,
Mr
Speaker.
Remember
it's
just
a
a
quick
announcement
before
I.
Do
this
rule
suspension
so
the
way
that
our
calendar
works
and
the
way
that
the
the
Committees
are
structured
and
again
I
commend
the
clerk
and
their
staff,
because
it
is
very
difficult
to
schedule
these
committees
so
that
you
do
not
have
conflicts
on
the
Committees
you're
city
known.
P
Unfortunately,
that
means
there
will
be
committees
that
meet
where
your
bills
will
be
in
committee
one
week
and
the
committee
you're
in
will
meet
beyond
the
deadline
when
you
could
put
it
on
notice
the
following
week,
so
you
would
have
a
gap
week
automatically
unless
we
suspend
the
rules
Now
by
coincidence,
it
is
one
of
my
bills
that
I
am
suspending
the
rules
for
today,
but
that's
just
the
way
it
worked
out,
but
I
did
want
to
make
that
announcement.
I've
checked
with
leadership.
P
The
protocol
would
be
go
check
with
the
chairman
that
you
are
suspending
the
rules
to
put
it
immediately
in
their
Committee.
In
this
case,
I
have
checked
with
chairman
farmer,
and
he
has
said
that
it
is
fine
to
have
in
his
committee
next
week.
I
have
checked
with
the
minority
leader
and
we've
conversed.
Please
go
through
that
protocol.
If
you
don't
mind
because
there
may
be
times
when
this
body
objects
to
something
being
in
the
next
week,
but
it
is
a
general
rule.
We
do
not
because
it's
a
timing
thing.
P
Q
You
Mr
Speaker
members,
Mr
Speaker.
A
tragedy
happened
this
morning
in
counting
rules.
It's
it's
it's
very
tragic.
Unfortunately,
the
chair
of
calendar
and
rules
got
excited
because
he
hadn't
had
a
gap
on
his
hand
in
a
while
and
really
let
himself
go,
and
he
forgot
a
very
important
thing
that
takes
place
encountered.
Rules
and
I
would
like
to
make
an
announcement
that
he
did
this,
so
it
never
happens
again
and
then
also
with
the
Indulgence
of
Mr
Speaker.
To
make
sure
he
understands
this
didn't
happen
again.
J
Thank
you,
Mr
Speaker
members
I
want
to
make
you
aware
of
a
deadline,
that's
approaching
concerning
the
transportation
Omnibus
bills.
If
you
plan
to
draft
an
amendment
to
name
a
bridge
or
a
road
or
have
a
specially
licensed
plates,
and
then
the
deadline
is
March.
The
second,
please
get
your
amendments
in.
Thank
you.
Thank
you.
Mr
speaker
thank.
N
Y
Thank
you,
Mr
Speaker,
a
quick
announcement,
State
Department
nation
subcommittee
has
set
the
alcohol
calendar
for
Wednesday
March
1st,
which
means
all
legislation
must
be
put
on
notice
by
Wednesday
February
22nd
by
3
30..
Also
HB
191,
which
is
your
Premier
Omnibus
Bill
last
call
for
amendments
will
be
10
a.m,
on
Tuesday
February
28th.
Thank
you.
Z
Thank
you,
Mr
Speaker,
Mr,
Speaker
I
heard
mention
of
ties
earlier
and
I
got
a
little
excited
when
representative
Hawk
was
talking
about
ties,
but
I
held
my
peace.
Z
Z
The
reason
we
encourage
you
to
attend
is
number
one
is
good
for
the
interns.
The
fellowship
with
the
interns
make
them
feel
welcome,
teach
them
how
to
tie
ties
if
they
don't
know
how
to
tie
ties
or
just
give
them
an
encouraging
word.
The
other
reason
we
think
it's
important
for
you
to
to
attend
is
because
we're
actually
going
to
feed
you,
and
so
there
will
be
good
food
there.
Z
You
know
good
breakfast,
and
so
it's
a
great
opportunity
again
to
fellowship
with
the
interns
last
thing
I
want
to
mention
is
please:
if
you
have
ties
or
anything
else
that
you
want
to
donate
to
the
interns
that
they
can
wear
I,
think
somebody
donated
an
ironing
board,
but
not
sure
how
well
that's
going
to
go
when
the
interns
come
in,
but
they
can
use
belts
ties
shoes.
If
you
got
them,
you
know
and
anything
that
you
see
fit
to
donate.
So
this
is
for
our
interns.
We
want
them.
