I
hereby
declare
the
house
representatives
of
the
113th
general
assembly
of
the
state
of
Tennessee
now
in
session
with
members.
Please

with
the
visitors
in
the
gallery.
Please

and
remain
standing
through
the
Pledge

and
I
will
introduce
the
chaplain
of
the
day.
Our
chaplain
is
our
good
friend
from
Memphis
Bishop
Edward
Stevens
of
the
Golden
Gate
Cathedral
in
Memphis
Tennessee.
He
is
a
dear
friend.
Let's
give
him
a
warm
welcome
to
the
house
chamber.
C
Thank
you
so
kindly
let
us
pray
Heavenly
Father,
how
grateful
and
we
thank
and
thankful
we
are
for
who
you
are
in
our
lives,
Holy
Spirit.
We
ask
now
that
you
would
fill
our
cities,
our
State
national
political
leaders
and
with
wisdom
with
understanding
with
discernment
and
knowledge,
grant
them
favor,
increase
their
faith
and
prepare
them
to
pursue
Your
Excellence,
draw
them
now
to
you
and
cause
them
to
know
and
to
fulfill
your
very
purpose.
C
Father
impart
your
wisdom
and
Revelation
to
them
about
leadership
and
help
them
to
lead
deal
with
our
leaders
about
keeping
their
hearts
and
their
motives
pure,
and
we
ask
this
evening
that
you
would
make
their
hearts
pliable,
willing
and
obedient
to
your
will
and
cause
each
of
their
lives
to
glorify
your
name
father.
Everyone
who
is
in
position
of
serving
others
can
easily
feel
overwhelmed
overwhelmed
with
burdens
and
events
and
feelings
of
what
shall
I
do
next
things
happening
in
this
country
and
things
happening
worldwide,
strengthen
each
leader
with
resolve.

surely
want
to
acknowledge.

our
school.

her
husband
Larry,
and
their

Baylor

Think
they're
up
in
the
gallery
to
my
left
so
make
them
feel
welcome
or
not.
Thank
you.
H
Thank
you,
Mr
Speaker
members,
I
have
a
constituent
with
me
this
evening
that
is
going
to
be
acting
as
our
page
Mr
Jonathan
Hopkins
from
Giles
County
back
here
in
the
back
put
him
to
work
he's
here
with
his
dad,
a
newly
elected
County
Commissioner
in
Giles,
County,
Matthew,
Hopkins
and
I
he's
right
here.
So
please
help
me
in
welcoming
them
both.
Thank
you.
I
Thank
you,
Mr
Speaker,
a
bit
of
sad
news,
one
of
my
legislative
assistants
from
a
few
years
back,
Brenda
Moore,
passed
away
on
Friday
Brenda,
had
served
the
legislature
for
40
years
a
tremendous
servant.
Most
recently
she
had
served
representative
Jimmy
Matlock
and
myself
and
she's
sort
of
under
Mike
Harrison
and
Joe
Kent
and
some
others
and
Brenda
was
a
tremendous
character.
I
I'll
tell
one
quick
story
about
her:
I
was
a
freshman
legislator
and,
and
someone
called
the
phone
that's
when
we
had
two
or
three
different
representatives
in
the
same
office
at
the
same
time,
and
she
was
answered
the
phone
for
two
three
different
legislators
at
the
time
and
somebody
called
up
and
said
you
know
she
had
identified.
She
was
Brenda,
said
Brenda.
This
is
Phil
I'd
like
to
speak
to
representative
Hawk,
and
she
said
Phil
who
she
said.
Phil
bredesen
and
she
hung
up
the
phone.
I
About
three
seconds
later,
the
phone
rang
again
and
said:
Brenda.
This
really
is
Phil.
Bredeson
I
need
to
talk
to
representative
Hawk,
so
just
tremendous
characters
that
we've
had
throughout
the
history
of
this
legislature
and
if
we
could
just
take
five
seconds
to
to
say
a
prayer
she's
having
a
memorial
service
right
now,
as
we
speak
in
Madison.
So
if
we
could
just
think
of
of
Brenda
Moore's
family
at
this
moment.
Thank
you.
J
Thank
you,
Mr
Speaker
just
want
to
take
a
moment
to
honor
and
recognize
and
congratulate
the
Indiana
Hoosiers
on
their
win
against
the
number
one
rank.
Purdue
I
know
everybody
was
riveted
by
that
game
and
excited
on
this
house.
Floor
also
has
some
visitors
from
Perry
County
that
has
mayor
Carroll
and
mayor
Moore
and
I.
Just
want
to
help
wish
I
would
help
me
welcome
them
here
and
thank
you.
K
M
Thank
you,

Speaker,

such
an

invited
her
parents
and
her
aunt
and
uncle
to
come
to
their
state
capitol
they're
up
here
in
the
corner.
We've
got
Tim
and
Toby
Phillips
and
Daniel
and
Shane
Phillips,
and
they
are
also
constituents
of
the
Silver
Fox
Kelly
kiesling
Y'all
make
them
feel
welcome.

and
an
hour-by-hour
breakdown
of
what
was
going
on
during
the
rolling
blackouts
on
December,
23rd
and
24th.
Sir
you're
welcome
to
attend
tomorrow
at
noon
at
house
here
in
room

Thank
you
Mr

thank.
F
Thank
you,
Mr
Speaker.
This
is
a
general
announcement
for
the
University
Tennessee
State
University.
They
on
the
hill
is
going
to
be
Wednesday.
The
8th
of
February
they'll
be
up
in
room
8C,
so
please
stop
by
and
see
the
students
and
the
university
officials
from
there.
Thank
you.
U
Thank
you,
Mr
Speaker,
chairman
powers
and
I
wanted
to
extend
a
invitation
to
all
members.
The
Howard
Baker
Center
at
the
University
of
Tennessee
is
going
to
be
hosting
a
blockchain
symposium
policy
Symposium
tomorrow
in
the
legislative
library,
from
1
30
to
3,
30.
and
and
chairman
powers
and
I
have
worked
with
the
university
on
the
agenda,
and
some
of
the
different
speakers
should
be
very
informative
again
tomorrow
from
1
30
to
3
30
in
the
legislative
Library.
If
any
members
can
attend,
we'd,
certainly
welcome
and
appreciate
that.
Thank
you.
S
Thank
you,
Mr
Speaker,
the
house,
finance
committee
budget
hearings
will
begin
Wednesday,
February,
the
8th
and
all
things
being
going
well
and
members
attending
and
doing
the
things
that
they
need
to
do.
We
will
plan
to
conclude
those
hearings
on
March
the
8th.
Thank
you.
Q
Thank
you,
Mr
Speaker.
We
are
on
announcements
right,
yes,
oh
okay,
so
two
things,
members
I,
don't
I,
don't
know
if,
if
leader
Love,
Actually
drove
it
home
in
his
announcements
because
he
did
make
two
announcements
but
I
think
it's
important
to
note
that
the
Tennessee
State
University
Aristocrat
of
bands
made
history
made
history
by
winning
the
Grammys
last
night.
So
y'all,
please
give
them
a
round
of
applause.
That's
a
big
deal.
We
are
a
history-making
state
with
our
University
band,
winning
Grammys.
Q
Thank
you
for
that,
which
is
the
perfect
segue
until
there's
this
great
event,
that's
going
to
be
taking
place.
Middle
February,
called
ties
for
turns
and
I
want
to.
Thank
I
want
to
thank
chairman
Doggett
for
bringing
the
suits
by
last
week.
Chairman
Doggett,
your
name
has
been
called,
but
speaker
addressed
that,
but
then
he
had
a
competitor
to
come
in
today
to
bring
suits
of
his
own
and
to
one
up
chairman
Doggett,
and
that
was
representative
grills
I'll.
Just
look
over
here
at
the
representative,
everybody
look
at
the
representative
there.
Q
He
is
right
there
and
so
I
want
you
guys
to
to
look
at
this
as
a
competition
we
are
going
to
set
our
interns
up
for
success,
so
bring
those
ties,
bring
those
suits,
bring
those
shoes
because
we
want
them
to
look
good
and
it's
coming
up.
Thank
you
again
for
everybody
that
has
donated
I,
truly,
truly
appreciate.
Your
ties
for
turns
ties
for
turns.
Mr,
Speaker
ties
for
turns
sounds
like
you.
M
Thank
you,
Mr
Speaker
members.
Speaking
of
task
returns,
you
need
to
be
very
careful
when
you
go
to
the
gentleman
from
Shelby
County's
office
to
take
him
a
tie,
believe
it
or
not.
That
tie
he's
wearing
right.
There
I
gave
it
to
him
last
week
for
ties
for
turn,
so
I
think
he's
actually
stealing
ties
from
y'all.
So
I
would
say
that
you
I
said
the
gentleman
from
Shelby
County.
Your
name
was
not
mentioned,
but
I
would
encourage
you
to
make
sure
you
specify
the
ties
go
for
the
turns
and
not
for
him.
