and
was

riding

the
endless
two-lane
highways
of
the
great
state
of
Tennessee
I
used
your
GF
Owens.
B
C
You
there's
one
thing
that
I
believe
that
we
need
more
than
ever
in
our
communities,
and
that
is
good
leadership
and
I
am
of
the
conviction
that
there
was
no
greater
leader
in
history
than
our
Lord
and
Savior.
Jesus
Christ
and
I
always
try
to
find
a
way
to
learn
and
emulate
from
the
one
who
is
my
Lord
and
Savior,
and
one
of
the
things
that
stands
out
in
scripture
is
that
he
led
from
a
servant's
heart
and
Matthew
20.
Verse
28
reminds
us.
C
The
son
of
man
did
not
come
to
be
served
but
to
serve
and
to
give
his
life
as
a
ransom
for
many
and
that
service
comes
from
a
a
place
of
security.
Jesus
knew
who
he
was.
He
knew
who
he
had
sent
him
Jesus
had
nothing
to
prove.
He
was
not
beholden
to
anyone
except
his
Heavenly
Father.
He
served
from
a
place
of
humility
and
when
he
washed
the
feet
of
his
disciples,
he
didn't
see
this
simple
act
as
beneath
him.
C
Humility
enabled
him
to
wash
the
feet
of
the
one
who
would
even
betray
him
when
you
serve
from
a
place
of
humility.
You
embrace
the
reality
that
this
office,
this
calling
isn't
about
me
serving
comes
from
a
place
of
sacrifice:
Matthew
20
28,
again
Christ
did
not
come
to
serve
or
to
serve
be
served,
but
to
serve
and
to
give
his
life
as
a
ransom
for
many
serving
always
cost
us
something
for
God.
C
He
sacrificed
his
very
best
so
that
we
might
gain
eternal
life,
liberty
and
freedom,
As
Leaders
of
our
state,
so
much
has
been
entrusted
to
you
lead
like
the
greatest
leader
who
ever
lived.
Let
your
leadership
come
from
the
heart
of
a
servant.
May
we
pray
Heavenly
Father
Lord,
give
these
leaders
those
who
have
been
called
and
entrusted
by
the
people
of
this
state.
Those
who
have
great
responsibilities,
pray
you
grant
them
wisdom,
understanding,
conviction,
founded
in
your
truth,
courage
to
lead
and
most
of
all
may
they
lead.
C
C
B
F
Thank
you,
Mr
Speaker
I'd
like
to
introduce
some
of
the
my
interns
family
they've,
been
here
with
family
day
today.
It's
Madeira
Davis
is
my
intern
and
we
have
with
us
tonight
up
here
in
the
gallery:
her
parents,
Indy
and
Pari
her
siblings,
Xandra
and
Eliza,
grandparents,
Annette
and
and
Tom,
and
her
roommates
from
college
Nancy
and
Scarlet.
Let's
give
them
a
big
hand
of
a
round
here
too.
G
H
Yup.
Thank
you
all
right.
Thank
you.
Mr
Speaker
today
is
one
of
my
really
really
good
childhood
friends.
Sharonda
Smith.
This
is
her
birthday,
she's,
probably
going
to
get
mad
at
me,
but
happy
50th
birthday,
Sharonda
Smith.
Thank
you.
I
Okay,
Mr
Speaker
I
request
that
the
clerk
read
the
resolution
Mr.
D
Album
start
his
follow-up
single
used
to
love.
You
sober
was
his
last
was
his
last
release
before
signing
a
record
deal
with
RCA
Sony
Music
Nashville
in
early
2016
and
whereas
Kane
Brown's
first
number,
one
single
came
in
June
2018
would
lose
it
and
first
single
office
sophomore
album,
which
took
the
top
spot
on
Billboard's
country
airplane
chart
prior
to
the
release
of
experiment,
which
debuted
at
number
one
on
Billboard's
top
200
and
spawn
two
more
number.
D
One
country
airplane
singles
good
as
you
and
homesick
and
where's
not
only
has
Kane
Brown
given
to
others
through
his
music.
His
generous
Spirit
has
led
him
to
embark
on
various
philanthropic
Endeavors.
His
song
worldwide
beautiful,
was
released
in
2020
with
proceeds
going
to
the
Boys
and
Girls
Club
of
America
to
advocate
for
justice
and
equality
for
America's
youth.
D
He
helped
complete
various
renovations
to
the
East
Lake
Boys
and
Girls
Club,
including
the
building
of
a
new
library
and
computer
lab
and
updates
to
the
existing
art
room
and
team
lounge,
and
whereas
is
fitting
that
we
honor
Chattanooga's
own
Kane
Brown,
a
songwriter
musician,
who
has
brought
much
pride
to
his
home
Hometown,
and
this
state
now,
therefore
be
a
resolved
by
the
House
of
Representatives.
The
113
General
Assembly
state
of
Tennessee,
the
city
concurring
that
we
recognize
and
honor
Kane
Brown
for
his
many
contributions
to
country
music,
Chattanooga
and
this
state.
I
You
Mr
Speaker,
ladies
and
gentlemen.
Colleagues
I
want
to
extend
a
special
Welcome
to
our
guest
of
honor
Contra
singer
and
songwriter
Kane
Brown
Kane
Brown,
a
native
Chattanooga,
has
become
a
household
name
since
his
debut
album
closer,
which
landed
in
the
top
10
of
the
billboard
country
albums
chart
in
2015.
when
I
first
met.
Kane
I
was
impressed
with
the
importance
of
family
to
him
the
work
ethic
he
puts
into
his
music
career
and
his
love
for
the
community.
I
Since
Kane's
continuous
success
in
success
in
the
music
industry,
he
has
been
an
exemplary
Tennessean
by
raising
over
a
hundred
thousand
dollars
for
the
Boys
and
Girls
Club
of
America
and
partnering,
with
Lowe's
100
hometowns
project
to
build
to
help
renovate
the
East
Lake
Boys
and
Girls
Club
in
Chattanooga.
Therefore,
it
is
fitting
that
we
honor
Kane
Brown,
who
has
brought
so
much
pride
to
the
city
of
Chattanooga
in
the
state
of
Tennessee
Mr
Speaker.
I
If
we
could
I
would
ask
that
representative
Hazelwood
would
come
and
give
remarks
on
behalf
of
the
Hamilton
County
delegation.
J
Thank
you,
Mr
Speaker.
It
really
is
an
honor
to
stand
here
today
with
the
young
man
who
it's
fitting
I,
think
the
passage
of
scripture
that
we
heard
somebody
who
leads
with
a
servant's
heart
you've
heard
the
resolution
read.
So
you
know
that
this
man
has
a
servant's
heart
is
giving
back
to
the
community
and
I'm
incredibly
proud
to
say:
I
represent
Soddy
Daisy,
and
this
young
man
graduated
from
Saudi
Daisy
high
school.
He
also
went
to
Red
Bank,
which
is
also
in
my
district.
J
I
King,
thank
you
Mr
Speaker
I
would
ask
if
guests
could
make
a
few
comments
at
this
time.
Sir,
absolutely.
K
We'll
say:
I
do
not
talk
a
lot.
I
also
feel
like
I'm
in
trouble
right
now,
but
I
just
want
to
say
thank
you
to
the
speaker
and
I
want
to
say
thank
you
to
Hamilton
County
state
of
Tennessee
I
appreciate
it,
and
this
is
very
different,
but
thank
you
guys
so
much.
I
Thank
you,
Mr
Speaker.
We
just
want
to
make
it
known
that
we
in
the
house
are
sharing
a
copy
of
the
resolution
for
Mr
Kane
Brown.
We
also
have
a
copy
framed
for
his
mother.
Also.
Thank
you,
sir.
A
B
Thank
you,
Mr
Speaker,
hey!
Just
if
you
would
please
make
welcome
back
here
in
the

He
is
the
associate
pastor
at
the
First
Baptist
Church
in
McMinnville,
with
our
preacher
of
the
day.
Thank
you.
L
Thank
you,
Mr
Speaker
I'd
like
to
take
the
opportunity
to
welcome
my
intern.
Tyler
stasheski
appear
along
with
her
mother
Brandy
and
her
brother,
Walter
and
Uncle
Mack,
and
she
also
shares
with
representative
Zachary
and
I
are
chairman
Zachary,
so
she's
a
junior
at
the
University
of
Tennessee
and
I'm,
just
thankful
that
I
got
to
meet
her
family
and
I.
Appreciate
you.
Thank
you
all.
M
Thank
you,
Mr
Speaker
I'll
make
it
quick.
Today
we
I
know
each
and
every
one
of
you
have
had
4-h's
in
and
out
of
your
offices.
Well,
I
have
out
of
four
five
counties:
we've
had
four
Fentress
Scott,
also
Clay
and
Macon.
They
came
by
and
visited
with
us,
but
up
to
your
right
members,
we
have
Fentress
both
Fentress
and
Scott
County.
Ladies,
would
you
give
us
a
big
wave,
thank
you
for
being
with
us
today
appreciate
it
and
speaking
of
Scott
County
Mr
Speaker
in
the
rear.
M
We
have
our
EMS
director,
Mr
Jamie
Byrd
who's
with
us
today
and
we'll
be
seeing
more
of
Jamie.
If
you
would,
please
stand
Mr
Jamie,
Byrd
members
and
finally,
finally,
Max
is
back
in
Fentress
County.
We
have
we're
on
spring
break
up
there
and
my
grandson
Mr
Max
Jones
is
one
of
your
honorary
pages
today.
So
let's
keep
him
busy.
If
you
would,
would
you
please
welcome
each
and
everyone
to
thank
you.
N
Thank
you,
Mr
Speaker
I'd,
just
like
everyone
to
welcome
I
have
a
page
this
evening.
Mr
sahib
Betty
is
over
here
in
the
Southeastern
corner
behind
the
the
well.
He
is
a
junior
Raven,
High
School
constituent
of
mine,
he's
taking
a
look
at
colleges
right
now
and
he
is
very
well
liable
to
end
up
serving
in
this
body
someday.
So
please
welcome
Mr
Betty.
O
Thank
you,
Mr
Speaker
I'd,
like
for
Rebecca,
Alexander,
representative
Alexander
and
I.
We
have
a
couple
of
special
guests
up
in
the
gallery.
Number
one
is
our
Washington
County
election
administrator,
Dana
Jones.
She
does
a
great
job
for
her
County,
so
we'd
like
to
welcome
Dana.
Thank
you.
Dana
and
second,
is
my
lovely
and
beautiful
wife.
Carrie
Carrie
stand
up
for
a
minute.
I
have
a
special
special
announcement
tonight.
O
P
Thank
you,
Mr
Speaker
and
on
behalf
of
all
of
us,
who
represent
the
third
Judicial
District
I'd,
like
for
my
Chancellor
Mr
Doug
Jenkins,
to
please
stand
yes
with
him
today,
his
wife
Pam
and
also
have
a
special
guest,
Lara,
Grace
Jenkins,
who
also
interns
and
representative
Wright's
office,
as
well
as
over
in
the
Senate.
We're
certainly
happy
to
have
them
here.
Would
you
please
make
them
feel
well.

D
M
You
Mr
Speaker
the.
A
X
Thank
you,
Mr
Speaker.
This
bill
is
from
the
Tennessee
Farm
wine
Growers
Alliance,
who
worked
with
the
ABC
to
clarify
the
statute
as
it
pertains
to
fortified
wines.
This
legislation
would
allow
any
Tennessee,
Winery
or
Tennessee
Farm
Winery
producer
to
contract,
with
the
license
still
a
Distillery
for
the
purpose
of
ceiling
blending
and
fortifying
the
wine
products
for
such
as
dessert
wines,
for
one
is
an
example
of
a
fortified
wine.
X
A
D
A
A
X
Current
law
provides
if
a
local
government
elects
to
establish
the
benefit
Improvement,
such
as
the
cost
of
living
adjustment.
The
local
government
must
pay
for
the
estimated
increase
in
pension
liability
in
two
ways,
lump
sum
or
defund
it
in
the
next
fiscal
year.
This
bill
allows
the
benefit
to
be
amortized
over
10
years.
X
A
D
A
Y
Thank
you,
Mr
Speaker.
This
bill
is
brought
to
me
by
a
Tennessee
Association
of
professional
surveyors,
and
it
just
simply
intends
to
provide
National
uniformity
in
the
measurement
of
length
by
moving
all
the
states
to
using
the
international
Foot
as
their
standard,
and
with
that
Mr
Speaker.
I
would
like
to
renew
my
motion.
Y
You
Mr
Speaker
and
again
this
bill
is
just
intended
to
provide
National
uniformity
and
the
measurement
of
length
by
moving
all
the
states
to
using
the
international
Foot
as
their
standards.
So
this
is
something
the
individual
states
are
doing
and
moving
towards
and
with
that
Mr
Speaker
I
renew
my
motion.
A
D
A
A
Y
You
Mr
Speaker.
This
bill
was
brought
to
me
by
Tennessee
bar
association,
their
adoption
section,
and
it
makes
certain
changes
in
that
section.
For
example,
if
a
child's
already
resided
in
the
home
of
a
petitioner
for
the
required
six
months
and
the
court
is
satisfied
that
the
option
will
be
in
the
best
interest
of
the
child,
it
can
reduce
an
additional
waiting
period
from
six
months
to
three
months.
Y
If,
the
child
is
three
years
old
or
younger,
and
if
a
child
is
about
to
turn
18,
they
can
also
waive
that
additional
six
months
and
with
that
Mr
Speaker
I
renew
my
motion.
A
AA
You
Mr
Speaker,
sponsor
these
six
months
waiting
period
that
you're
waving
down
to
three
correct.
Y
Some
circumstances
it
will
be
reduced
or
could
be
reduced
by
the
judge
from
six
to
three,
but
to
make
clear
they've
already
for
this
to
kick
and
they've
already
had
six
months
in
the
home.
So
they've
already
had
six
months
in
the
home,
and
if
the
court
is
satisfied
with
the
circumstances,
they
will
not
have
to
ban
the
home
an
additional
six
months
before
the
adoption
can
be
completed.
Y
If
the
child
is
three
years
old
or
younger,
because
just
over
time,
they've
seen
that
there
usually
aren't
problems
there
with
the
child
acclimating
into
the
home
and
the
second
circumstance
that
this
will
apply
and
is
If.
The
child
is
going
to
turn
18
within
that
six
months.
The
court
May
and
again
May
waive
that,
because
once
the
child
turns
18
they're
an
adult
and
just
the
game
has
totally
changed,
you
can't
go
back
to
square
one.
So
in
those
two
circumstances
the
judge
May
reduce
that
second
six
month
requirement.
AA
Thank
you,
Mr
Speaker.
Are
there
some
circumstances
by
which
the
judge
would
be
making
that
determination
like
if
there's,
if
there's
some
concern
with
the
family,
or
why
would
we
want
to
terminate
these
parental
rights
sooner
rather
than
later?
Are
there
some
mitigated
circumstances
going
on
that's
requiring
us
or
giving
the
judge
this
ability
to
do
this.
Y
I
actually
look
at
this
more,
not
from
terminating
the
parental
rights.
There
are
other
guidelines
for
that,
but
finalizing
the
adoption
process
and
so
yeah,
and
some
of
these
circumstances,
where
they've
already
been
in
the
home
for
six
months,
require
another
six
months.
You've
got
one
year
before
you
can
finalize
it.
This
would
allow
the
two
circumstances
I
mentioned,
to
reduce
that,
basically
to
nine
months
or
theoretically,
back
to
the
six
months,
if
somebody's
getting
ready
to
turn
18
in
one
day
after
the
six
month
period,.

just
to
make
it
more
clear
for
attorneys
when

it

that
again,
they
will
be

The
bill
says
is
that
a
charter
school
may
give
preference
and
enrollment
to
those
who
are
economically
disadvantaged
and
it
uses
the
definition
of
economically
disadvantaged,
that's
in
the
Tissa
Bill
and
in
other
places
in
Tennessee
code,
but
it
adds
a
sentence.
That's
that
says
that
that
does
not
include
illegal
migrants.

people
who
are
not

AL
A
AK
You
Mr
Speaker.
This
bill
clarifies
six
parts
of
the
code
that
have
to
do
with
Charter
Schools.
Let
me
give
a
brief
explanation
for
each
of
the
six
parts.
The
first
one
says
that
if
a
charter
school
applicant
isn't
is
managed
by
an
organization
with
other
charter
schools
that
the
authorizer
should
consider
the
performance
of
those
other
charter.
Schools
number
two.
If
the
Lea
change
the
changes
to
the
grade
bands
for
elementary
school
middle
school
and
high
school,
that
it
must
notify
the
charter
school
of
those
changes.
AK
Part
three
says
that
if
two
districts
allow
students
to
enroll
across
district
lines
that
the
charter
school
can
enroll
students
across
district
lines.
But
if
an
Lea
prohibits
that,
then
then
a
charter
school
is
not
permitted
to
enroll
students
from
outside
of
District.
It
also
caps
the
amount
of
students
that
could
be
enrolled
from
outside
of
District
at
25
percent
of
the
school
body.
AK
Part
four
says
that
a
charter
school
may
give
preference
to
economically
disadvantaged
students
par
5
says
that
if
a
charter
school
is
out
of
compliance
with
the
districts
or
State's
policies
that
the
Lea
must
notify
the
charter
school.
Give
them
an
opportunity
to
take
corrective
actions:
the
Lea
itself,
May,
initiate
corrective
accent,
actions
short
of
revocation
But.
Ultimately,
the
authorizer
May
revoke
the
the
Charter's
authorization
and
the
sixth
and
final
clarification
revises
the
definition.
The
state
definition
for
directory
information
to
the
federal
definition,
which
includes
electronic
email
addresses.
AL
Yeah,
thank
you.
Mr
Speaker
and
I
just
want
to
go
back
to
one
thing:
let's
clarify
one
thing:
a
migrant
is
not
an
illegal
alien
or
undocumented.
They
have
a
sponsor
coming
into
this
country.
So
that's
one
clarification.
The
other
thing
is.
Why
do
we
need
this?
You
know
we
we've
been
forced
all
these
charter
schools
on
Davidson,
County
and
and
and
Shelby
County
I.
Don't
have
the
numbers
for
Shelby
County,
but
I've
got
the
numbers
for
Davidson
County
for
all
these
strip.
AL
Mall
schools
I
mean
the
reason
we
got
this
bill
is
nobody's
going.
You
know,
they've
got
in
Davidson.
County
they've
got
oh
about
4
000,
oh
about
5,
000,
empty
seats
right
now,
so
that's
just
dollars,
they're
not
making
off
our
children.
So
we've
got
to
put
butts
in
seats
if
they're
so
great
of
schools.
All
these
surrounding
counties,
Sumner,
County
I,
know
they
need
some
Charter,
Schools,
I'm
sure
Rutherford
County
needs
quite
a
few
Williamson
County
would
be
a
great
Haven
for
Charter
Schools.
You
know
if
they're
so
great.
AL
AK
Thank
you,
representative
Mitchell.
You
were
asking
about
the
economically
disadvantaged
portion.
The
bill
says
that
a
charter
school
may
give
preference
to
economically
disadvantaged
students
doesn't
have
to,
but
a
charter
school
has
the
option
to.
If
a
charter
school
is
not
oversubscribed,
then
there'd
be
no
reason
to
give
an
advantage
to
certain
kinds
of
students.
AK
A
charter
school
would
probably
only
give
preference
to
economically
disadvantaged
students
if
the
charter
school
were
over
subscribed
where
it
had
more
students
wanting
to
attend
than
it
had
seats
for
than
it
would
have
the
option
to
give
preference
to
economically
disadvantaged
students.
But
again,
if
the
charter
school
is
not
over,
subscribed,
there'd
be
no
reason
to
give
a
preference.
AL
Mitchell
so
in
essence,
there's
going
to
be
no
preference
whatsoever
because
there's
empty
seats
everywhere,
these
Great
Schools
everybody's
fighting
to
get
into
doesn't
seem.
They
know
the
seats
are
open
or
something
you
know
because
I'm
just
it's
amazing
to
me,
but
I
just
think
it
could
be
a
whole
lot
simpler
if
we
just
you
know,
made
it
so
you
know
all
these
communities,
everybody
who
votes
for
these
schools
for
Davidson
and
Shelby
County
I'd
love
to
just
bring
them
into
Sumner
and
Wilson
and
Rutherford.
You
know
it'd
be
great
for
them,
I'm
sure,
I'm.
AL
Sure
we
could
do
that
you,
you
ought
to
just
roll
your
bill
and
if
you
would,
you
know
amend
it
to
where
we
could
just
offer
charter
schools
into
all
the
donut
counties
around
Davidson,
County
I'm
sure
all
of
us
would
vote
for
it.
Thank
you.
A
W
Thank
you
speaker
to
the
sponsor,
on
the
exceptions,
the
definition
that
speaks
to
migrant.
W
Or
the
children
of
migrants
does
that
economically
disadvantage
clarification
applied
to
any
of
the
other
exceptions
from
zimbalm.
W
All
right
so
there's
a
difference
between
economically
disadvantaged
and
homeless
and
Foster,
or
are
you
combining
the
definition
and
exceptions
for
economically
disadvantaged
to
apply
to
homeless?
In
other
words,
if
there's
a
homeless
child,
can
that
child
be
given
preference,
whether
he
or
she
is
fully
documented
or
not

N
Thank
you,
Mr

I
appreciate
that
opportunity,
chairman
Williams.
This
legislation
is
intended
to
prevent
the
weaponizing
of
drones
by
law
enforcement
in
the
state
of
Tennessee.
The
only
concern
that
was
raised
by
any
law
enforcement
was
a
they
wanted
to
make
sure
there
was
an
exception
for
the
remote
detonation
of
bombs,
and
so
we've
addressed
that
in
the
amendment
that
makes
the
bill
as
referenced
by
chairman
kiesling
and
that's
the
Bill.
Thank
you,

yet
why
would
you
bring
ing
his
bills

AS
A
D
AU
What
this
amendment
does
is
create
an
exception
for
minors
in
the
case
of
rape
in
the
incest.
This
is
specifically
for
minors.
It's
very
concerning
to
me
in
this
state
that
we
are
forcing
birth
on
young
girls.
AU
Nine-Year-Olds
10
year
olds
are
able
to
become
pregnant
and
have
become
pregnant
and
I
believe
we
should
have
a
cut
out
in
the
trigger
ban
so
that
we
are
not
forcing
birth
on
young
girls.
80
percent
of
tennesseans
support
the
legalization
legalization
of
abortion
with
exceptions.
This
amendment
is
what
the
vast
majority
of
tennesseans
want.
Why
are
we
answering
to
a
lobbyist
instead
of
to
our
constituents?
That
poll
was
across
the
state
in
rural
and
suburban
and
urban
communities.
AU
This
would
save
the
lives
and
the
livelihood
of
young
girls
across
our
state
because
of
this
bill
because
of
there
being
no
exception,
especially
in
capes
of
cases
of
rape
and
incest.
These
girls,
underage,
should
be
allowed
to
not
be
reminded
daily
of
what
happened
to
them.
Some
of
them
really
not
even
understanding
what
happened
to
them.
That
is
something
we
find
very
often
I.
Had
a
woman
in
my
office
who
said
she
was,
she
was
a
victim
of
incest
at
13
years
old.
AU
She
didn't
really
understand
what
happened
to
her
and
she
didn't
understand
pregnancy
at
all,
so
we
have
got
to
take
into
account
these
situations.
The
vast
majority
of
tennesseans
want
this
to
happen.
Do
we
really
want
to
be
a
state
that
forces
children
to
carry
pregnancies
at
a
much
greater
risk
than
a
grown
woman
and
a
risk
to
their
physical
and
mental
health
and
also
to
affecting
the
the
length
of
their
future?
We
know
that's
something
that
will
happen,
so
this
bill
is
an
exception
for
rape
and
incest.
A
J
AU
Thank
you,
Mr
chairman.
As
I
stated,
the
awareness
of
pregnancy
in
young
children
is
not
always
known.
AU
The
reality
is
I
realize
that
many
of
my
colleagues
voted
against,
offering
survivors
of
rape
and
incest
the
freedom
to
decide
their
own
Futures
I,
now
plead
for
you
to
support
an
even
narrower
Amendment.
This
amendment,
I,
propose
now
would
create
a
narrow
exception
to
allow
for
lawful
abortion
when
a
child
is
a
victim
of
rape
or
incest,
instead
of
them
victimizing
them
again

Tennessee's
total
abortion
ban
forces
children
to
carry
a
pregnancy
to
term,
even
when
doing
so
puts
their
own
health
at
risk.
AU
So
before
you
cast
your
vote,
I'm
asking
you
to
imagine
that
your
child
or
your
grandchild
is
raped
tomorrow.
Would
you
want
that
child
to
be
forced
to
carry
that
pregnancy,
a
result
of
rape
to
term?
Or
would
you
want
that
child

their
family
to
be

The
original
bill
that
was
passed
out
of

on
February

with
overwhelming
support
house
Amendment
4,
is
specific
and
well
Divine
well
defined,
while
the
current
language
in
this
bill
is
vague
and
can
easily
be
misinterpreted,
the
current
bill
is
similar
to
the
Texas
law,
which
is
currently
being
challenged
in
courts.
This
language
also
seems
to
be
a
concern
for
our
very
own
AG.
Additionally,
this
amendment
has
more
broad
definitions
in
terms
of
what
a
medical
emergency
is
and
in
what
cases
people
can
receive
abortions.
AU
AU
Is
this
a
relationship
that
we
want
to
encourage
where
the
sicker
and
the
more

the

the

80
percent
of
tennesseans

having
real
exceptions

The
real
exceptions
given
in
this
amendment
are
in
line
with
with
tennesseans,
have
asked
for
it's
in
line
with
what
the
Physicians
worked
with
the

to
do.

This

would
restore
the

when
it
was
nearly
unanimously
passed

Amendment
five
would
simply
create
an
exception
in
the
cases
of
aggravated
rape,
rape
mitigated
statutory
rape
or
aggravated
statutory
rape,
statutory
right-bound
authority
figure,
especially
aggravated
rape,
especially
our
rape
of
a

incest.
N
This
amendment
would
also
allow
an
abortion
performed
or
attempted
by
a
physician
to
save
the
life
or
health
of
a
pregnant
woman
and
the
failure

impairment
of
a
major
bodily
function
will
result
in
serious
dysfunction
of
a

organ
or
part
of
the
pregnant

So,
ladies

boiled
down.
This
creates
an
exception
for
rape
or
incest
of
a
minor

the
life

serious

go
22

22

the

just
over
23
24
of

all
the
doctors
and
Physicians
with
whom
I
spoke,
the
appropriate
standard
is
22
weeks
or
less
is
non-viable.
That's
the
reason
for
the
language
in
this
bill
I
would
encourage
you
to
support
this
important
amendment
to
create
an
exception

What

does
is
codify
robe.
Basically,
this
goes
back
to
the
to
the
place
where
we've
been
for
the
last
50
years.
This
is
the

that
allowed

under

they

Our
current
ban
on
abortion
is
extremely
unpopular
among
people
across
the
state.
As
I
stated
earlier,
80
percent
of
Tennessee
women
support
the
legalization
of
abortion
at
some
level.
Additionally.
The
response
to
Tennessee's
trigger
ban
is
astonishing.
Thousands
of
tennesseans
took
to
the
streets
to
protest.
This
most
strict
abortion
ban
further
proving
its
unpopularity.
Abortion
is
an
extremely
personal
and
intimate
decision.
Women
should
only
have
to
discuss
between
their
doctors
and
their
partner.

What
we
have
in
front
of
us
today,
the
bill
that
Miss
Esther

has
is
the
most
pro-life
piece
of
legislation.
I've
had
the
opportunity
to
vote
on,
we've
worked
hard
to
protect
those
in
the
in
the
bellies
of
brothers
that
can't
protect
themselves.
What
we've
done
is
we
put
a
reasonable
medical
judgment
standard
on
this?
It's
not
excuse
me,
a
reasonable
medical
judgment
standard.
It
is
objective.
It
is
not
subjective.
We've
done
that
on
purpose,
we've
worked
hard
to
protect
the
lives
of
those
babies.
Z
If
the
babies

we're
going
to
deliver
that
Baby,
Alive

Well
on
the

in
the

If
we
can,
if
we
can
protect
lives
of
mothers,
we're
going
to
do
that
as
much
as
possible.
If
we
can
deliver
a
baby,
have
a
healthy
mother.
That's
what
this
that's!
What
this
bill
does
what
this
piece
of
legislation
does?
It
does
not
protect
the
life
of
that
child.
Absolutely
not
I.

D
AU
Foreign,
thank
you,
Mr
Speaker,
going
to
give
you
all
another
shot.
What
this
amendment
does
is
gives
an
exception
for
rape
and
set
in
an
incest
for
anyone.
We
need
to
do
right
by
the
women
of
the
state
when
they
have
been
traumatized
by
a
violent
rape.
We
are
giving
more
rights
to
a
violent
rapist
than
we
are
giving
to
the
victim
of
a
violent
rape.
We
are
allowing
a
rapist
to
choose
the
mother
of
his
child,
but
we
are
absolutely
not
allowing
a
woman
not
to
have
a
rapist
baby.
AU
That's
what
we're
doing.
She
will
be
re-traumatized
every
single
day
carrying
her
rapist
baby
revisiting
what
happened
to
her
and
for
the
young
ones.
They
don't
even
really
understand
until
it's
too
late
and
the
idea
that
we're
not
going
to
give
the
care
to
these
victims.
I
keep
hearing
discussion
this
session
about
Law
and
Order
and
about
taking
care
of
victims.
AU
How
come
when
the
victims
aren't
women,
we're
not
interested
in
that?
How
come
we're,
giving
more
rights
to
the
criminals
in
this
case
than
we
are
giving
to
the
victims?
Because
that's
what's
happening,
no
one
should
be
forced
to
carry
their
rapist
baby.
I
know
some
folks
have
done
it,
but
other
people
know
when
they
are
capable
and
when
they
are
not,
and
we
have
to
trust
their
decision.
AU
I
would
like
to
work
with
everybody
in
this
body
to
make
sure
we
do
everything
we
can
to
limit
the
number
of
unwanted
pregnancies,
but
until
we're
serious
about
doing
that
until
we're
serious
about
giving
everybody
access
to
health
care
and
and
birth
control
and
age-appropriate
sex
education,
we're
gonna
get
we're
going
to
have
these
problems
and
we
have
got
to
take
care
of
victims,
which
I've
heard
you
all
say.
Often
this
week
this
year
in
session,
so
I
move
adoption
of
amendment
number
seven.
A
AN
We
talk
about
the
victims
here,
but
it
minimizes
the
child
who
lost
its
life
when
you
say
that
you
reduce
that
penalty
from
a
class
C
felony
to
a
class
A
misdemeanor
for
that
Mr
Speaker
I
moved
this
amendment
to
the
table.
That's.
A
AU
It
is
open
season
on
women
and
young
girls
with
this
type
of
legislation.
What
we're
doing
is
we're
making
it
more
difficult
for
people
to
prosecute
rapes
for
some
of
the
things
that
that
we've
passed
up
here.
So
the
reality
is,
if
you
care
about
the
women
in
your
life,
if
you
care
about
Tennessee
families
having
everything
they
need,
don't
re-victimize,
victims
of
violent
crime,
let's
make
sure
that
women
are
not
forced
to
carry
pregnancies.
No
one

at
least
80

the

This

aims
to
clarify
language
in
the
existing
Tennessee

annotated
to
ensure
the
lives

mothers
are

An

that

a
an
amendment
in
the
population,
Health

that
was

overwhelmingly
with
only
one
no

in
the
subcommittee,
and
you
argued
very
well
in
favor
of
that
Amendment.
You
spoke
very
strongly
in
favor
of
that
Amendment.
You
felt
very
strongly,
or
at
least
your
evidence,
a
strong
feeling
and
support
of
the
amendment
that
we
passed
out
of
the
population
health
subcommittee.
N
This
amendment,
this
bill,
as
amended,
is
significantly
watered
down
compared
to
the
protections
that
were
provided
in
the
original
amendment
that
we
voted
on
the
subcommittee
of
just
like
the
sponsor
to
speak
to
why
we
are
watering
down
the
protections
that
were
originally
passed
by
the
subcommittee
to
The
Forum,
on
which
we're
voting
this
evening.
Thank
you,
Mr

represent.
A
AP
Thank
you,
Mr
Speaker
members
join
me
in
conveying
our
thanks
and
gratitude
to
Chairman
Helton
Haynes.
Abortion
is
among
the
most
difficult
issues
in
our
society.
Today
it
is
extremely
divisive.
There
is
no
middle
ground.
What
is
personal
freedom
to
one
American
is
murder
to
another
American.
That
is
how
great
the
void
in
this
situation
is,
and
there
is
no
middle
ground.
AP
Yet
something
had
to
be
done
again
to
prevent
the
lives
of
the
mothers
and
the
babies
and
chairman
Helton
Haynes
has
taken
on
that
task,
and
she
has
worked
diligently
and
performed
it
with
great
distinction,
and
once
again
we
are
grateful
to
her
the
despite
the
fact
that
not
everyone
is
going
to
be
satisfied
with
this
bill.
It
does
accomplish
a
number
of
things.
AP
In
addition,
broad
language
has
been
added
that
allows
the
physician
to
act,
to
prevent
and
treat
I
repeat
to
prevent
and
treat
the
threat
to
the
life
of
the
mother,
as
well
as
serious
bodily
harm
or
damage
to
mother
or
major
organ
functions.
The
language
is
Broad
in
this
section,
but
it
is
necessary
because
we
cannot
list
all
the
conditions
possible.
We
will
leave
something
out
or
new
situations
come
up.
AP
This
amendment
also
addresses
the
survival
of
the
unborn
child,
so
protecting
the
mother,
protecting
the
child
are
the
noble
goals
and
those
are
being
accomplished
not
through
everyone's
satisfaction,
but
this
is
a
great
effort
and
for
which,
once
again,
I'm
grateful
to
Chairman
Helton
Haynes.
Thank
you.
Mr
Speaker.
AU
Thank
you,
Mr,
chairman
glad
that
I
get
to
speak
on
the
floor
with
a
body
who
some
members
don't
know
with
my
night.
My
life
is
really
important
enough
to
save.
So
thank
you
for
that
again.
I
want
to
say
that
this
language
is
murky,
that
it
only
allows
for
a
very,
very
narrow
exception
and
every
single
day
there
are
different
occurrences
that
put
women
at
risk.
Doctors
are
still
at
risk
with
this
legislation,
and
women
are
still
at
risk
again.
I
want
to
talk
about
that
relationship
where
the
risk
goes
down.
AU
AU
W
Thank
you
speaker,
so
the
chair,
Lady,
it's.
This
is
a
difficult
one.
For
me,
this
is
more
of
a
mitigation
piece
of
legislation,
as
opposed
to
one
that
honestly
protects
the
lives
of
Eternal
lives
and
those
of
victims
of
rape
and
incest
and
little
girls
who
have
been
subjected
to
the
horrors
of
sexual
abuse.
W
I,
don't
know
why
we
can't
just
get
this
right
and
really
the
opinions
of
the
majority
of
tennesseans
say
that
we
don't
have
it
right
and
there's
one
way
to
get
it
right.
This
is
a
step
it's
not
sufficient,
but
in
my
analysis,
we're
going
to
save
some
lives,
but
we're
still
going
to
have
maternal
loss
of
life.
We're
still
going
to
have
little
girls
who
will
suffer
psychological
trauma
will
serve,
will
suffer
physical
trauma.
W
AQ
Thank
you,
Mr
Speaker
and
I
asked
this
question
in
committee
and
and
I'd
like
the
sponsor
to
concur
with
this
at
night
for
the
record
in
this
Bill.
The
surgical
staff,
including
scrub
text,
anesthesia,
nurses
or
other
surgical
staff
in
assisting
a
physician
who
has
terminated
pregnancy
is
not
the
same
as
performing
or
attempting
to
perform
a
pregnancy.
So,
basically
assisting
is
not
the
same
as
performing.
Thus
it's
not
the
intent
for
the
surgical
staff
or
nursing
staff
who
are
simply
performing
their
health
care
Duty
in
assisting
a
procedure.
U
A
AQ
Terry,
thank
you
speaker
and
before
we
vote
on
this
I
think
it's
a
few
things
I
like
to
say
you
know.
Everybody
in
here
has
an
opinion
on
abortion.
We
all
have
constituents
that
have
opinions
on
abortion
and
it's
a
difficult
issue
for
all
of
us.
AQ
There
are
medical,
legal
and
even
societal
technicalities
that
everybody
has
to
has
to
take
into
account,
and
most
people
may
not
know
or
may
not
understand
all
those
technicalities
does
this
bill
give
everybody
everything
that
they
want,
certainly
not,
but
it
threads
the
needle
to
protect
our
women,
our
doctors
and
The
Unborn,
and
it
puts
us
in
a
better
position
in
a
firmer
position
to
defend
our
laws
that
will
protect
our
women,
our
doctors
and
our
unborn
cheerleading
Hilton
Haynes.
AQ
You
should
be
commended
for
the
work
and
the
effort
that
you
have
put
forth
on
this
piece
of
legislation
and
I
will
be
supporting
this
and
it's
an
honor
to
work
with
you.
Thank
you.
U
I
was
yesterday,
thank
you
to
all
the
members
who
have
supported
the
legislation.
I
think
the
speaker
for
speaking
out
on
this
important
matter
and
I
humbly
ask
for
everyone's
support
and
with
that
I
renew
my
motion
represent.
AL
Yeah,
thank
you.
Mr
Speaker.
In
chair
later
health
and
Haynes
I've
told
you
this.
You
you've
worked
very
hard
on
this
I
appreciate
your
efforts.
You've
been
put
in
a
bad
situation
and
I
still
at
the
end
of
the
day.
I
look
at
this
and
we're
still
making
a
doctor
make
a
legal
decision
instead
of
a
medical
decision,
and
you
know
it's
nice
for
a
majority
of
men
in
here.
It's
easy
for
us
to.
You
know,
decide
that
maybe
they've
never
been
in
a
situation
where
their
life
is
in
danger.
AL
AL
It's
a
small
step
in
the
right
direction.
I
think
we're
missing
an
opportunity,
but
I
just
can't
vote
for
something.
That's
making
a
doctor
have
to
sit
there
with
seconds
matter
and
they're
having
to
think
can
I
be
prosecuted
for
this
or
should
I
do
what
I
know.
I
need
to
do
and
save
this
person
in
front
of
me
just
think
about
that.
We're
putting
that
in
a
doctor's
hands
he's
got
a
he
or
she
has
to
sit
there
and
think
am
I.
A

M
A
V
Thank
you,
Mr
Speaker
members,
House
Bill
1217
is
Speaker
Sexton's
higher
ed
modernization
bill.
It
takes
a
it
streamlines
a
process.
That's
been
in
place
for
about
60
years.
It's
a
very
cumbersome
bureaucratic
process
for
our
higher
ed
capital
projects
that
are
privately
funded
again.
This
this
is
strictly
related
to
projects
that
are
privately
funded,
streamlines
that
process
in
many
cases
will
take
it
from
18
months
down
to
three
months.
V
It
also
still
requires
a
quarterly
report
to
the
state
building
commission
and
it
also
creates
a
new
level
of
transparency
by
by
requiring
reporting
on
the
website.
So
with
that
explanation,
Mr
Speaker
I
will
renew
my
motion.
A
A
A
D
AW
AW
It's
the
money,
transmitters
Bill,
monitor
the
money,
transmitters
monetization
act
and
it
replaces
the
Tennessee
money,
transmitters,
Act
of
1994..
It's
a
model
act
that
we
hope
all
states
eventually
will
adopt.
Nine
states
have
already
passed
it
or
most
of
it
and
it's
pending
in
13
states
as
I
speak.
It
will
improve
all
this.
It
will
provide
passage
and
and
improve
licensing
and
and
statutes
and
qualities
for
all
the
companies
that
do
money
transmissions
in
this
in
our
state.
AW
AX
Thank
you,
Mr
Speaker,
Mr,
sponsor
I
got
two
questions.
If
you
could
clarify
there's
a
lot
of
information
going
around
about
a
lot
of
bills
on
the
floor
and
then
going
through
that
I
wanted
to
make
this
clear
and
now
question
number
one
that
this
is
not
authorizing
digital
currency
or
similar
to
a
bill
recently
vetoed
in
South
Dakota.
Is
it.
AW
AX
V
AW
Thank
you,
Mr
Speaker.
It
has
nothing
to
do
with
the
UCC
code
at
all

A

A
AT
You
Mr,
Speaker
notice,
has
been
given
to
the
clerk
and
pursuant
to
rule
74.
I
moved
to
a
mineral
83
section
10
of
the
permanent
Rules
of
Order,
which
is
the
section
in
the
rules
providing
or
allowing
voice
votes
in
committees
and
subcommittees.
I
understand
that
this
motion
must
lie
over
one
day
and
I.
Ask
that
it
be
taken
up
under
unfinished
business
on
Thursday.

an
announcement
