there's
a
resolution

celebrate
the
50th
anniversary
of
the
Tennessee
High
School
Rodeo
Association,
whereas
it
is
fitting
that
we
should
recognize
those
Tennessee
organizations
that
have
a
long-standing
commitment
to
building
outstanding
Community
leaders
and
whereas
one
such
organization
as
a
Tennessee,
High,
School,
Rodeo
Association,
which
will
celebrate
its
50th
Anniversary
this
year.
A
commendable
milestone
for
this
devoted
group
and
whereas
an
affiliate
of
the
National
High
School,
Rodeo
Association.

stand
before
all
the
members
present
those
unable
to
be
here
in
the
millions
of
tennesseans
throughout
our
state.
Today,
representative,
Chris,
Todd
and
I
get
the
opportunity
to
present
a
house
joint
resolution
to
an
amazing
organization
growing
up
my
brothers
and
I
competed
in
rodeos,
while
in
high
school
and
from
waking
up
early
to
feed
our
crazy
mayor
and
gelding
working
our
horses
on
cattle
for
the
upcoming
event
to
being
able
to
stand
firm
against
a
1300
pound
unruly
mayor.

These
led
to
extreme
valuable
lessons
that
have
brought
me
here
to
the
state.
Capitol
today
are
youth
involved
in
High.
School
Rodeo
activities
are
learning
extremely
important
skills
to
become
great
Future,
Leaders
and
citizens.
All
across
our
country,
the
Tennessee
High
School
Rodeo
Association
is
celebrating
their
50th
anniversary
on
April
1st,
which
just
so
happens
to
be
my
birthday.

it's
going
to
be
a
double
celebration
down
at
the
agricenter
in
Memphis
Tennessee,
High
School
radio
Association
was
founded
in
1973
by
a
group
of
parents
who
wanted
to
give
their
children
as
well
as
others
in
the
state,
an
opportunity
to
participate
in
youth
rodeos.
The
Tennessee
High
School
Rodeo
Association
is
proud
to
be
members
of
the
National
High
School
Rodeo
Association,
which
is
also
celebrating
their
75th
year
this
year,
I'm
excited
and
proud
to
recognize
and
honor
the
individuals
that
are
here
behind
me.

their
lives

their
work
ethic
and

way
they
treat
people

love

their
state

the

watched

it

a

to

is
normally

perfunctory
motion
by

body

commission,

Public
Charter
School
commission,
is
the
epitome
of
State,
overreach
and
big
government
if
your
local
Lea,
your
county
or
any
of
your
School
boards
within
your
District
are
concerned
about
their
budget
line.
Items
just
know
that
this
is
the
commission
that
makes
the
decision
to
override
your
locally
elected
officials
decisions,
not
only
budgetary
decisions
but
which
charter
schools
are
allowed
in
your
county.

So
if
a
Hillsdale
or
some
other
private
entity
wants
to
come
into
your
county
and
your
Lea
decides
that
they
do
not
have
enough
money
because
of
all
the
millions
of
dollars
of
fixed
costs
that
are
associated
with
these
charter
schools,
they
can
make
that
decision.
But
I
can
assure
you
that
that
charter
school
is
going
to
appeal
directly
to
the
state
Charter
School
commission
and
this
state
Charter
School
commission
can
override
your
locally
elected
officials.
This
is
a
body
that
is
Rife
with
conflict
of
interest.

Charter
Schools,
there
are
about
114

in
the
state

Tennessee
over
77
percent
of
them
perform
in
the
bottom
10
percent,

five

Tennessee
Charter
Schools
perform
above
the
bottom
20
percent.

had
experience
with
the
charter
school
commission,

County

experience

least

they

done

phenomenal
job
of
vetting
charter
schools
and
handling
the
the
work
that
we
as
a
body
voted
to
allow
this
entity
to
do
so.

can
debate
that
on
on
pieces
of
legislation
that
come
up
as
to
whether
or
not
we
have
an
entity
like
this,
but
I
just
wanted
to
say
chairman.

one

go

yes
on
this
out
of
respect

the
government
operations
process

leadership,

Economic
Development
incentives
by
prohibiting
companies
who
accept
those
State
economic
incentives
from
three
things:
agreeing
with
a
labor
organization
to
Grant
recognition,
rights
for
their
employees
solely
and
exclusively
based
on
signed
authorization
cards.

section
two
requires
the
commissioner
of
ecd
to
enter
into
an
agreement
with
a
recipient
of
a
grant,
reserving
the
right
of
ecd
to
recover
the
amount
of
money,
grants,
funds
or
other
incentives
dispersed
by
the
department
in
whole
or
in
part.
If
the
recipient
benefiting
from
such
money,
grants,
funds
or
other
incentives,
fails
to
comply,
so
it
has
moving
forward.

unions

is
there's
typically
two
methods
that
are
employed
whenever
employees
are
organizing
one
is
being
by
virtue
of
card
check,

means
they're
in
personal
contact,

someone
and
they're
being
sold
one-on-one
to
join

union,

some
people
may
say,
coerced
to
join
the
union,
whereas
the
other
methodology
is
like
we're
all
chosen
in
here
secret
ballots
and
then
the
decision
is
made
via
that,
and
so
that's.

The
peripheral
businesses
around
the
Ford
plant,
Auto
Parts
manufacturers
and
others
who
are
come
would
be
coming
from
other
states
such
as
Michigan,
that
are
those
businesses
that
value
organized
labor
and
work
with
organized
labor
and
already
have
that
as
part
of
their
business
model.
Now,
with
this
law
it,
they
would
look
at
the
potential
of
relocating
to
Tennessee
and
they
know
they're
not
going
to
have
equal
access
to
ecd
Grants
that
other
businesses
are
have
access
to
unless
they
comply
with
this
law.

Now,
the
problem
with
that
is,
this
law
makes
them
incur
additional
costs,
because
what
you're
acquiring
in
here
with
the
secret
ballots
and
the
entire
process
with
this,
that
is
an
entire
capital
expenditure.
That
is
a
loss
of
production,
that
is,
a
loss
of
of
wages
and
hours
worked.
So
what
you're
going
to
have
is
those
businesses
who
understand
how
this
process
works
and
actually
value
their
employees?

no
sir,
do
not
what
we
are:
we're
not
prohibiting
anyone
from
recognizing
a
collective
bargaining
unit.
Federal
laws
are
clear
about
that.
What
we're
if
there
is
a
close
relation
working
relationship
and
we
saw
it
with
Ford
when
the
chairman
of
Ford
announced
that
they
and
their
UAW
Partners
were
going
to
be
relocating
to
the
mega
site,
then
they
do
work
closely
together.
What
we're
talking
about
is
a
method
of
election.
That's
what
we're
talking
about
the
the
federal
laws
are
clear
in
how
employees
can
choose
to
to
organize.

We
understand
that
all
we're
saying
is
is
if
you're
going
if
you're
moving
to
Tennessee,
we
support
fair
and
free
elections
conducted
in
private.
That's
all
we're
saying
here:
we're
not
we're
not
trying
to
say
yes,
organize,
no
organized.
All
we're
saying
is:
is
that
if
you
do
choose
to
organize
this
is
the
methodology
that
we
want
you
to
use,
because
we
believe
that
most
people
believe
in
free
and
fair
elections.

that,
but
we

must
recognize
that
there
is
a
cost
associated
with
the
process
we're
mandating,
even
though
it's
a
process,
that's
available
under
existing
federal
law,

specific
type

process

specific
Avenue
of
that
process.
There
is
a
cost
associated
with
that.

We're
also
not
addressing
the
companies
that
are
already
organized
and
just
simply
relocating
here
and
some
of
those
workers
coming
from
out
of
state
that
want
to
move
to
the
great
state
of
Tennessee,
so
I
think
we
need
to
recognize
the
additional
cost
to
those
companies
and
the
the
adverse
impact
that
could
have
on
them
in
their
decision
making,
because
if
the
cost
is
so
great,
you
know
if
they
have
a
ecd
grant
availability
in
another
state.
That's
where
they're
going
I
mean
they're
they're,
they
gotta
look
at
their
bottom
line.

Mississippi
and
Arkansas
are
going
to
look
real
attractive
to
them
being
so
close
to
us
Tennessee
Mega
site,
and
of
course
this
doesn't
just
apply
to
the
Meg
site.
It
applies
Statewide,
Chattanooga,
other
parts
of
the
state
of
Tennessee
that
are
near
borders.
This
is
a
dangerous
precedent
and
I
would
just
ask
you
to
to
give
us
further
consideration.
I'd
ask
for
my
colleagues
to
consider
this
as
well,
when
we're
looking
to
create
jobs,
well-paying
jobs
with
benefits,
and
we
talk
a
lot
about
not
interfering
with
private
businesses.

the
only
way
that
that's
the
only
reason
we
have
any
interest
in
how
a
company
participates
in
this
process.
So
if
it's
going
to
cost
more
we're
incentivizing
them
anyway,
if
it,
if
they
don't,

they
choose

I
said,
there's
still
multiple
incentives
out
there
that
are
not
coming
through
the
ecd
and
they're
free
to
pursue
those.

consider

take
care

economic
incentives

investments

investing
for
the
future,
protecting
our
investment
as
a
state
as
we
move
forward

the
device

depending

circumstances

legislation
does
to
provide
those
clear.

mandatory
minimum
receive

before
you

jail
time

folks
choose

and

portion
of
it
in
treatment.

days
just
lines
those
two
up
to
better
incentivize
folks
to

ahead

take
