Description
House Floor Session- 14th. Legislative Day- March 15, 2021
A
Mr
sergeant
of
arms
invite
the
members
in
the
chamber
and
close
the
doors
out
here
by
clear
house
representatives
of
the
112th
general
assembly
state
tennessee
now
in
session
with
the
visitors
in
the
gallery.
Please
stand
with
the
members.
Please
stand
and
remain
standing
through
the
pledge
of
allegiance
representative
cheryl
will
serve
as
chaplain
of
the
day.
Representative
cheryl.
You
are
recognized.
B
Thank
you,
mr
speaker,
good
evening
to
everyone
representative
dennis
powers.
He
asked
a
few
minutes
ago,
if,
while
we're
doing
this
tonight,
if
afterwards,
if
he
could
shout
or
clap
or
amen
or
whatever,
so
as
far
as
I'm
concerned,
if
it's
all
right
with
a
speaker,
it's
all
right
with
me,
so
hey
whatever
anyway
good
evening,
hey!
B
B
I
spoke
with
miss
kim
here
a
while
back
and
about
bringing
our
pastor
or
preacher
down
here
to
be
the
chaplain
of
the
day
and
and
as
you
know,
we
can't
do
that
right
now
because
of
the
covet,
and
so
it's
you
know
as
we
try
to
fill
in
and
that's
what
I've
been
asked
today.
I'm
gonna
try
to
fill
in
so
yesterday
I
spoke
with
my
preacher
brother
brian
simmons,
and
I
asked
him
a
few
words
about
thanks,
and
I
told
him
I
said
I'd.
B
Rather,
you
come
down
here
and
do
this
instead
of
me
being
down
here
doing
this.
He
said:
well
I'll
pray
for
you,
so
so
here
we
are
today.
So
you
know
just
a
few
words
I'd
like
to
share
with
you
something
that's
very
important
in
your
life
and
in
my
life
you
know
the
bible
tells
us
that
after
we
leave
this
big
old
earth,
there's
a
destination
for
all
of
us
and
that
destination
is
there's
a
place.
B
So
today
I
just
wanted
to
share
just
a
little
bit
with
you,
and
I
know
that
god
loves
you
and
I
and
every
one
of
us
and
he
wants
you
to
go
to
heaven
someday
to
be
with
him.
So
I'm
going
to
read
one
verse
today
and
I
brought
this
bible
that
miss
marlene
tidwell
has
brought
to
my
office
very
nice,
lady
and
she
tries
to
come
and
encourage
us.
B
B
That
whosoever
believeth
in
him
should
not
perish
but
have
eternal
life,
everlasting
life
that
we
can
be
with
god
in
heaven
someday.
If
we
just
take
that
time
in
our
life
to
just
stop
and
see
the
need
for
jesus
as
your
lord
and
savior,
I
appreciate
every
one
of
you.
God
loves
you
and
let
us
pray
our
father
in
heaven.
God
we
come
about
at
this
time,
trying
god
to
humbly
bow
before
you,
god
we
come
to
you,
god
through
jesus
asking
in
jesus
christ's
name.
B
B
We
thank
you
and
praise
you,
god
for
first
loving
us.
Thank
you,
god
for
your
plan
of
salvation
that
god
you
brought
about
through
your
son
jesus
christ,
that
someday
we
could
be
with
you
in
heaven
someday.
If
we
just
do
what
the
bible
says
for
us
to
do,
we
just
want
to
give
god
you
the
thanks
of
praise
the
honor
and
glory
for
all
god.
You've
done
all
you're
doing
and
going
to
do.
We
do
try
to
pray
for
each
other's
needs,
help
us
all
look
to
you.
B
We
pray
for
ones
that
can't
be
with
us
here
today.
That's
maybe
out
sick
or
has
a
need
whatever
it
may
be,
and
god
we
do
pray
for
lost
people.
Hopefully
they'll
see
that
need
for
jesus
before
it's
too
late.
God.
Please
help
us
here,
as
we
come
together
here
to
hopefully
do
the
business
of
the
people
in
this
great
state
of
tennessee.
B
A
A
A
D
Thank
you,
mr
speaker,
members.
I
have
some
guests
with
me
tonight
up
in
the
balcony
there.
Many
of
you
know
my
wife
jada
and
my
two
kids
wilson
and
blair
ellen,
but
I
have
some
special
guests
with
me
tonight,
all
the
way
from
abingdon
virginia,
and
that
is
my
parents,
barbara
and
damon
boyd,
make
them
feel
welcome.
Folks,.
D
D
G
G
D
D
H
I
D
Thank
you
speaker,
speaker.
Last
week
I
was
talking
to
a
journalist,
jason
reynolds
that
just
took
a
job
and
shoveled
the
times
gazette
over
there.
He
left
the
murfreesboro
post
juice
right
for,
I
think
for
the
tennessee
star.
I
was
talking
to
him
about
some
legislation.
He
says
mike,
I'm
I'm
going
to
go
to
the
doctor.
I
got
to
walk
to
the
doctor,
I'm
feeling
bad.
D
Then
I
got
a
text
of
the
day
from
amanda
hunt
with
the
marshall
post
said
he
had
passed
away
due
to
possibly
coveted
complications
on
behalf
of
dr
brian
terry
representative,
rudd
representative
baum.
If
we
could
just
do
a
moment
of
silence
for
the
late
jason
reynolds.
D
Thank
you,
mr
speaker,
members.
I
just
wanted
to
share
this
joyous
announcement.
I
know
many
of
us
have
loved
ones
who
are
in
long-term
care
facilities.
Nursing
homes
across
the
state
just
got
a
text
from
my
wife.
I
could
hear
the
tears
through
the
text
message,
but
she
will
be
able
to
go
see
her
mother
on
wednesday.
So
I
know
many
tennesseans
have
got
loved
ones
in
nursing
homes,
and
I
just
want
to
acknowledge
the
fact
that
it's
been
a
long
time
since
we've
seen
some
of
those
folks.
So
thank
you.

Ladies
and
gentlemen,
the
project
this
resolution
seeks
to
honor
the
project
on
unity
and
american
democracy.
It's
a
new
initiative
from
vanderbilt
university
that
seeks
to
promote
a
healthy
and
open
dialogue
from
all
political
viewpoints
to
find
common
ground
for
all
americans.
The
co-chairs
for
the
program
are
former
governor
bill.
L
Haslam
former
tennessee
department
of
economic
and
community
development
officials
and
current
faculty
vanderbilt
faculty
member

and
presidential
historian,
john
meacham
vanderbilt
university,
which
I'm
proud
to
represent,
has
a
long
history
of
inviting
political
leaders
from
both
political
parties
to
engage
in
thoughtful
conversations
ranging
from
president
george
w
bush
secretary
of
state,
condoleezza
rice
to
vice
president
al
gore.
This
bipartisan
program
will
continue
that
mission
by
inviting
high-level
participants
from
the
trump
and
biden
administrations,
as
well
as
other
thought
leaders,
regardless
of
political
affiliation.

You,
mr

and
mr
speaker,
if
you
will,
if
you
allow
me
to
take
a
point
of
personal
privilege,
while
I'm
here
at
the
well
go
ahead.
Sir,
thank
you,
mr
speaker.
I
was
giving
mr
speaker,
the
nod,
mr
speaker
just
agree
with
it.
I
just
want
to
thank
our
speaker
for
a
great
opportunity.
This
weekend
he
came
to
shelby
county
and
he
had
a
chance
to
visit
some
of
the
natural
hair
care,
salons
and
schools,
to
see
what
was
happening
in
the
natural
hair
care
business
and
what
this
bill
does.
M
A
M
M
D
Representative
sparks
well,
one
thing
you
and
I
have
talked
about,
is
you
know,
barbers
beauticians
stylists.
They
often
work
as
therapists
for
a
lot
of
folks.
You
know
my
my
wife,
we
own
a
salon,
and
I
hear
the
stories
of
folks
battling
cancer,
the
people
losing
children
to
addiction,
and
I
think
that's
one
area
of
our
society
that
we
don't
realize
how
much
valuable
they
are
with
just
more
than
just
just
beauty,
but
just
just
the
therapy
and
being
able
to
have
folks
to
talk
to.
So.
Thank
you
for
your
legislation,
sir.
M
You,
mr
speaker,
and
to
my
colleague
I
say
thank
you
for
for
your
explanation,
also,
and
also
I
want
to
make
sure
that
we
all
understand
that
we
have
some
of
those
professionals
amongst
us
in
our
body
right
here
and-
and
I
just
wanted
them
to
know,
also
that
we
truly
appreciate
everything
that
they
do
and
all
of
the
things
that
they
do
to
improve
esteem
for
the
individuals
for
citizens
of
our
state.
Also.
Thank
you,
mr
speaker.
A
A
A
N
Thank
you,
mr
speaker.
Roll
five
places
please.
C
A
I
Lamar
you're
recognized.
Thank
you,
mr
speaker.
The
goal
is
this:
legislation
is
to
clarify
the
role
of
doulas.
Abdullah
is
a
trained
non-medical
person
who
provides
non-clinical
emotional,
physical
and
informational
support
before
during
it
after
labor
and
birth,
doulas
are
necessary.
Impactful
members
of
the
childbirth
team,
whose
presence
have
a
positive
impact
on
maternal
and
infant
mortality
in
tennessee
and
doulas,
are
vital
to
our
birth
and
community
as
health
workers
and
would
be
necessary
to
combat
tennessee's
infinite
maternity,
maternal
mortality
crisis,
and
with
that
I
renew
my
representative.
A
L
A
A
A
C
A
A
C
L
The
2020
precious
cargo
act,
that
is
the
purpose
of
this
legislation,
will
be
allowing
an
owner
or
leasee
of
a
motor
vehicle
who
is
deaf
or
hard
of
hearing
and
who
seeks
to
request
a
designation
in
the
vtrs
database
by
application,
coupled
with
the
physician
statement
to
be
able
to
better
communicate
their
needs
to
law
enforcement
and
first
responders.
This
bill
is
voluntary.
L
Last
year's
legislation
passed
the
house
for
unanimously
but
wasn't
considered
in
the
senate.
I
would
like
to
add
that
the
amendment
adds
or
assistance
with
exiting
motor
vehicle
to
the
current,
who
needs
a
system
with
expressive
language
or
communicating
needs
to
a
first
responder,
including
a
law
enforcement
officer.
K
A
H
L
E
Thank
you
sponsor
for
this
legislation.
I
I
do
want
to
bring
out
one
of
the
first
pieces
of
legislation
I
passed
up
here
was
for
my
daughter.
It
had
to
do
with
apraxia
of
speech
and
that's
an
issue
that,
under
certain
circumstances,
they
could
have
difficulty
with
discussing
with
a
police
officer.
So
I'm
going
to
sign
on
to
this
legislation.
I
appreciate
you
for
bringing
this.
Thank
you.
A
I
A
J
A
D
You're
recognized
thank
you,
mr
speaker,
house
criminal
justice
committee,
amendment
number
one
renames,
the
act,
the
2020
defense
doctrine
and
corrects
a
typographical
error
in
the
post-commission
language.
With
that,
mr
with
that
explanation,
mr
speaker,
I
move
adoption
of
house
criminal
justice
committee.
Amendment
number
one
chairman.
A
J
Famous,
thank
you,
mr
speaker.
This
bill
is
brought
by
represent
ogles
and
an
entire
team
of
folks
and
allow
someone
in
the
statute
to
defend
themselves
with
deadly
force
if
they
or
someone
else
is
being
raped
or
if
a
child
is
being
raped.
So
if
an
adult
or
a
child
is
suffering
that
horrendous,
horrendous
crime,
they
can
defend
themselves
with
deadly
force
or
someone
else
could
as
well
with
that.
Mr
speaker,
I
renew
my
motion.
I
Thank
you,
mr
speaker.
I
want
to
give
a
special
congrats
to
representative
ogles
for
bringing
this
bill.
He
discovered
this
bill
through
a
summer
study.
Y'all
put
me
through
around
my
human
trafficking
piece
of
legislation.
We
realized
there
were
things
in
the
system
that
we
can
tighten
up.
So
I'm
thankful
that
representative
ogles
was
working
with
me
on
this
piece
of
legislation.
This
legislation
passed
unanimously
last
year
on
the
house
floor,
so
we're
bringing
it
back
because
it
got
stopped
in
the
city
of
kovit.
I
So
with
that,
that's
an
explanation
of
creating
a
defense
doctrine.
If
you
use
self-defense
in
the
in
the
offenses
of
rape,
aggregate
aggravated
rape,
rape
of
a
child
or
aggravated
rape
of
a
child.

Speaker
bill
394,
establishes
june
the
19th
as
juneteenth
juneteenth
is
the
longest
running
national
holiday
celebrating
the
end
and
commemorating
the
end
of
slavery
in
texas.
N
As
some
of
you
know,
in
1863
january,
the
first
the
emancipation
proclamation
was
issued
for
all
of
the
slaves
to
free
those
slaves
in
the
rebellion
states.
However,
out
of
the
millions
of
slaves
who
were
free,
there
was
a
quarter
of
a
million
slaves,
250
000
plus
slaves
in
texas,
who
did
not
get
the
knowledge
didn't
receive.
The
information
until
june
19th
of
1865.
A
N
I'm
going
to
ask
before
I
move
for
the
vote,
I'm
going
to
ask
that
my
colleagues
would
understand
that,
as
we
commemorate
this
day
going
forward,
that
you
would
use
it
as
an
opportunity
to
educate
yourselves
on
those
multicultural,
the
multicultural
history
of
the
united
states.
This
is
american
history.
A
A
D
Thank
you,
mr
speaker,
and
I
do
apologize
for
my
out
of
orderedness,
but
I
do
want
the
body
to
say
hello
this
evening
to
a
young
lady
who's
traveled
here
for
spring
break.
Please
say
hello
to
mia
leon
who's
sitting
up
in
the
in
the
gallery
here,
along
with
her
parents,
david
and
cheryl.
So
thanks
for
coming
to
visit
us
today,.
C
A
H
You,
mr
speaker,
members.
This
legislation
adds
a
new
resource
to
attract
multimedia
productions
to
our
state
that
are
in
the
best
interest
of
our
state.
Specifically,
this
bill
creates
one
a
point
of
purchase
sales
and
use
exemption
tax
for
the
purchase
tax
for
the
purchase
of
tangible
personal
property,
as
well
as
franchise
and
excess
tax
abatement
on
labor
installed.
This
would
allow
us
to
recruit
in
a
different
way
of
film
and
animated
industry
to
our
communities,
while
reimbursing
them
their
dollars
instead
of
providing
first
dollars
to
those
communities.
A
L
Thank
mr
speaker
and
thank
you
sponsor
for
this
legislation.
I
know
several
of
us
have
been
long-term
advocates
and
supporters
of
these
types
of
incentives
at
the
state
and
local
levels.
So
I
appreciate
this
legislation.
My
one
concern
about
it
and
I
plan
to
support
the
bill.
I
just
want
to
make
sure
we
get
some
on
the
record.
The
definition
of
best
interest
of
the
state
includes
a
list
of
things,
including
anticipated
cost
jobs
created
impact
to
the
community,
but
then
it
says
and
any
other
matters
deemed
appropriate
by
the
commissioners.
H
Williams,
thank
you.
Thank
you
for
that
question.
The
the
purpose
of
that
language
really
is
just
clearly
better
defined,
even
though
it
doesn't
seem
to
that
it's
in
the
best
interest
or
for
business
and
economic
community
development
for
our
state.
L
N
Thank
you,
mr
speaker,
and
I
want
to
voice
my
support
for
the
bill
and
in
anticipation
of
the
economic
development
that
it's
going
to
bring
not
just
to
tennessee
but
specifically
to
memphis
shelby
county,
which
is
on
the
verge
of
breaking
out
and
becoming
a
destination
point
for
these
type
of
productions
that
the
bo
will
service.
So
I
thank
you
sponsor,
and
I
urge
my
colleagues
to
support
it.
Represent
williams.
H
Thank
you,
mr
speaker,
thank
you
for
your
support
in
this
bill.
Also,
it
allows
for
greater
incentives
for
not
just
shelby
county,
as
my
good
friend
says,
but
also
for
rural
tennessee,
because
it
gives
a
greater
investment
for
rural
tennessee.
It
helps
retain
jobs
for
for
people
who
are
getting
their
degrees
here
in
film
and
industry,
and
so
for
that
we're
very
thankful.
A
A
C
A
E
Thank
you,
mr
speaker.
This
bill
comes
to
us
from
the
tennessee
alcoholic
beverage
commission.
It
seeks
to
alter
the
tennessee
code
to
correspond
to
a
2019
supreme
court
decision
concerning
the
residency
requirements
for
obtaining
a
package
store
license.
So
with
that
explanation,
pending
further
questions,
I
would
renew
my
motion.
A

Mr
speaker,
the
house
is
ready.
Let's
get
I'm
sorry
just
a
moment.
I
moved
passage
of
hb
0
500
on
third
and
final
consideration.
A
A
F
F
Thank
you,
mr
speaker.
This
is
the
same
bill
that
we
passed
out
of
the
house
last
year,
but
due
to
covet
it
wasn't
taken
up
the
senate.
We
passed
it
87-5
last
year.
It
simply
removes
the
cumbersome,
pre-primary
and
pre-general
reporting
and
leaves
the
quarterly
every
two
years,
instead
of
six
times
only
four
times
a
year,
and
also
it
requires
that
all
donations
be
reported
for
transparency.

D
This
bill
is
brought
to
us
by
the
tennessee
alcohol
beverage
commission.
This
bill
will
allow
a
closing
or
selling
business
the
ability
to
transfer
leftover
alcohol
inventory
to
the
new
owner
or
to
another
business.
The
seller
owns
of
the
same
license
type
upon
the
closure
or
sale
of
the
existing
building.
D
It
will
require
a
10-day
notice
to
the
abc
and
the
department
of
revenue,
which
includes
a
detailed
inventory
list
and
the
date
of
the
transfer.
This
bill
will
help
streamline
the
closing
process
for
buyers
and
sellers,
while
ensuring
leftover
alcohol
inventory
is
safely
monitored.
With
that,
I
renew
my
motion
speaker
pro.
A
A
A
C
A
C
J
Famous
speaker
and
members,
this
is
a
very
straightforward
bill
and
earlier
chairman
halford
represent
recognized
a
lady.
That's
here
with
us
today
that
I
would
like
to
identify
the
fact
that
she
is
in
the
gallery.
Miss
nikki,
goser
nikki,
came
to
me
a
few
months
ago,
and
she
used
to
work
here
at
the
legislature.
Nikki's
husband,
as
you
may
recall,
was
gunned
down
right
in
front
of
her
she's
standing
she's
seated
in
the
gallery
right
up
here.
J
I
can't
imagine
the
pain
that
someone
has
to
go
through,
that
watches
the
person
that
they
love
more
anybody
else
in
the
world
be
shot
and
killed
by
their
stalker
right
in
front
of
their
very
eyes
by
the
way
in
front
of
50.
Other
witnesses
walked
right
into
a
karaoke
bar
and
shot
him
down
that
man
went
to
prison
for
that
crime
as
he
should
and
when
he
was
in
prison.
He
continued
to
send
nikki
letters
and
notes
and
cards
against
her
wishes
and
there's
not
a
thing
anybody
can
do
about
it
until
today.
J
They
will
never
hear
from
them
again
and
if
they
do
like
that,
man,
that
is
in
prison,
it
will
just
keep
tacking
on
jail
time.
So
if
he
wants
to
stay
in
jail
for
the
rest
of
his
life,
all
he's
got
to
do
is
keep
sending
letters
to
her
and
the
judges
will
keep
talking
on
time.
If
this
bill
passes,
it
is
a
lifetime
order
of
protection.
She
should
never
ever
have
to
hear
from
this
man.
Again
with
that,
mr
speaker,
I
renew
my
motion.
A
A
A
A
C
A
E
A
E
Members,
as
you
know,
most
of
the
sunset
bills
and
so
forth,
come
from
government
ops
come
here
on
a
consent
calendar.
In
this
particular
case.
We
have
a
minor
grammatical
error.
Therefore,
I
can't
bring
it
to
you
on
a
consent
calendar
that
comment.
That
error
is
corrected
by
the
amendment.
With
that
explanation,
mr
speaker,
pending
questions,
I
move
passage.
A
A
A
C
A
A
Chair
lady
weaver
moves
adoption
of
house
amendment
number
one,
probably
second,
any
discussion
on
the
amendment
saying
none
all
those
in
favor
of
adoption,
house
movement
number
one
say
those
posts.
They
know
you
you
adopt
next
amendment.
Ms
clark,
mr
speaker.
No
further
amendments
chair,
lady
moody,
you
are
recognized.
G
G
Both
primary
and
supplemental
will
not
align
with
common
core
standards.
This
bill
not
only
clarifies
that,
but
it
will
close
a
loophole
for
using
any
supplemental
material
that
is
strictly
common
core.
We
want
our
lease
our
teachers
to
to
use
tennessee
standards.
First,
sometimes
there
are
common
core
standards
that
will
agree
with
our
tennessee
standards.
Those
are
allowed,
but
it's
only
when
it
is
blatantly
strictly
common
core
that
these
are
the
supplemental
materials
that
are
not
allowed
to
be
used.
And
with
that
I
renew
my
motion
chair
lady.
E
G
Thank
you,
mr
speaker.
Yes,
sir,
we
would
expect,
of
course,
our
lease
would
be
on
top
of
this,
but
should
there
continue
to
be
a
blatant
disregard
for
this
in
this
bill?
It
would
come
up
to
the
us
commissioner
of
education
and
where
we,
this
bill
will
give
her
the
discretion
to
remove
portions
of
the
bep
money
from
that
area.
H
Yeah,
thank
you,
mr
speaker.
The
sponsor
would
this
also
affect
the
new
literacy
curriculum.
We
just
passed.
A
H
A
G
H
Okay
and
along
the
same
lines
of
representatives
of
picky,
so
the
lease
there
there
could
be
a
penalty
against
them.
Is
there
anything
in
your
bill
that
has
a
penalty
against
the
commissioner
for
granting
a
waiver
for
textbooks
that
have
common
core.
E
K
Thank
you,
mr
speaker.
I've
been
on
the
phone
this
evening
with
my
lea,
because
I
I've
really.
I
was
here
when
we
passed
the
bill
that
you
talked
about
and,
and
I'm
still
a
little
bit,
not
understanding.
K
K
K
G
Chair
lady
moody,
thank
you,
mr
speaker,
and
yes
it.
The
best
way
it
resonated
with
me
is
number
one
where
there
is
an
instance
where
the
teacher
is
just
blatantly
disregarding
and
continuing
to
use.
What
we're
going
to
say
is
strictly
common
core
some
of
these
materials.
I
I
had
gotten
screenshots
a
few
years
ago.

J
All
of
them
should
be
taken
up
on
thursday,
so
please
notify
the
clerk.
If
you
have
a
bill
that
you
would
like
to
put
on
notice
in
the
next
committee
if
it
comes
out
on
wednesday
after
3
30,
and
please
do
so
that
night,
but
after
consultation
with
the
minority
leader.
Mr
speaker,
I
move
that
house
bill
881,
be
heard
in
the
finance
subcommittee
this
week.
You've.
C

E
K
Thank
you,
mr

everyone's
invited
to

Also,
mr
speaker,
if
I
may,
the
deadline
to
file
your
amendments
to
the
transportation
omnibus
bill
is
this
thursday
end
of
business
day
this
thursday
march
18.?
Thank
you,
mr
speaker.
D
Thank
you,
mr
speaker,
announcement
department
and
agency
subcommittee
has
hit
its
final
calendar
for
tuesday
march
30th,
so
that
means
you
got
to
have
your

on

by
march
24th.
Thank
you.
