special
member

assembly
family,

is
miss
celeste
thomas,
my
assistant,
and
she
has
been
an
employee
here
at
the
general
assembly
for
36
years.

share

we're
going
to
bring
her
back
we're

we,
we
were
kind

going
to
share
just
a
couple,
quick
things
from
her
from
her
honorary
resolution.

january

1973.,
when
ned
mcmurder
was
the
speaker
and
leisure
suits,
were
all
the
rage
and
fashion
she
in
the
course
of
her
illustrious
career
with
the
house
of
representatives.
She's
worked
under
eight
governors,
eight
eight
speakers
and
19
members.

extrapolate
that
out,
she
served
over
a
million
tennessee
constituents,
she
is
invaluable
to
to
my
office.
She
again
just
a
friend
a
confidant
and
just
a
fine
christian
example
to
everyone
in
the
general
assembly,
like
I
said,
we're
going
to
bring
her
back
and
honor
her.
Officially
we're
going
to
have
a
reception
after
session
this
morning
on
the
eighth
floor,
come
up
and
have
some
cake
and
punch,
but
if
you
would
not
mind

honor
someone
who
has
served
a
lot
of.

her
freshman
year,
she
met
martin
ginsberg,
a
fellow
student
who
would
become
the
love
of
her
life.
The
couple
were
married
in
1954
and
enjoyed
a
lifelong
romantic
intellectual
partnership
that
endured
until
martin
ginsberg's
death
in
2010
and
whereas
justice
ginsburg
graduated
in
a
tie
for
first
in
her
class
at
columbia
law
school.
In
1972,
she
became
the
first
woman
to
receive
the
tenure
on
the
faculty
of
columbia,
law
school
and
whereas,
throughout
her
career,
one
of
ruth
bader
ginsburg's
principal
goals
was
the
advancement
of
women's
rights.

To
that
end,
she
confounded
the
the
first
u.s
law
journal
to
focus
on
women's
rights
and
whereas
ruth
bader
ginsburg
argued
several
cases
before
the
supreme
court
that
were
to
become
legal
landmarks.

The
notorious
big
she
was
beloved
and
was
the
subject
of
the
documentary
rbg
in
the
feature
film
on
the
basis
of
sex
and
whereas
justice
ginsburg
was
also
known
for
wide
variety
of
decorative
callers,
worn
with
her
judicial
robes.
She
collected
collars
from
around
the
world
and
had
a
favorite
to
wear
was
issuing
a
majority
opinion
and
another
for
descent
which
made
her
views
crystal
clear
before
she
ever
uttered
a
word
and
whereas
former
president
of
the
united
states,
donald

trump
remarked
on
the
passing
of
justice,
ginsburg
quote,
she
led
an
amazing
life.

agreed

survived

two

of
intellectual

a
producer
of
classical
music
recordings
in
chicago

her
fourth
grandchildren,

whereas
ruth
bader
ginsburg
leaves
behind
an
indelible
legacy
of
integrity
and
probity
in
public
life,
compassion
and
loyalty

private
life
and
diligence
and
dedication
in
all
her
chosen
endeavors.

assembly

remember
the
bountiful
life

this
exceptional
jurist
and
pioneering
advocate

assembly

of
representatives
concurring
that
we
celebrate
the
life
of
ruth
bader
ginsburg,
even
as
we
honor
her
memory
and
pay
tribute
to
her
distinguished
service
as
the
united
states
supreme
court
justice,
be
it
further
resolved
that
we
express
our
sympathy
and
offer
our
condolences
to
family
of
justice
ginsburg.

It
was
commented
that
this
is.
We
want
this

be
a
bipartisan
effort
and
I
think
ruth
bader
ginsburg
led
by
example
in
her
close
and
tight
friendship
with
justice.
Scalia
most
people
don't
realize
that
they
were
the
best
of
friends
and
got
along
really
well.
So
I
love
to
see
this
body
pass
this
in
a
bipartisan
manner
and
reflect
her
legacy
with
that.

renew
my

think
it's
appropriate
that
we
honor
ruth
justice
ginsburg
for
her
public
service.

respectfully
do
not
feel
I
can
in
good
conscience,
agree
to
this
resolution.

me
represented
what
is
a
problem
in
america
regarding
our
judicial
system
and
it's
the
philosophy
of
what
the
role
of
the
court
is.
The
role
of
the
court
is
to
interpret
laws
not
grant
rights
and
the
problem
with
that
is,
if
you
don't
do
that,
if
you
allow
nine
unelected
people
in
our
government
to
say
what
our
rights
are,
we
have
taken
away
the
rights
of
the
people
that
it
belongs
to
them
with
that.

think
it's
important
that
we
honor
those
members
that
have

served
both

court

the

office

always
agree
with,
but
I
made

point
of
standing
up
and
recognizing
was,
after
president,
president
george
h.w
bush
passed
away
and
and
also
when
his
wife
passed
away.

think
that

know
history
looks
fondly
upon
him
in
hindsight
and
a
lot
of
different
things
that
he
did
and
led
us
through,
and
you
know
there
are
so
many
young
girls
that
look
up
to
justice.
Ginsburg,
I'm
proud
to
be
the
father
of
one
who
loves
and
cherishes
one
of
her
favorite
books
is
a
book
referred
to
as
I
descent
that
was
written
by
justice
ginsburg.
So
I
think
that
in
a
bipartisan
manner.
I
hope
my
colleagues
will
support
this
resolution.

decisions.

probably
don't
even
agree
with
that
justice
ginsburg
passed,
but
I
think
it's
important
for
those
that
serve
our
country
and
the
nation's
highest
court,
whether
you
agree
with
them
or
not,
that
we
honor

life

their
legacy,
and
that
is
all
this
resolution
seems
to
do.

it
does
is
make
sure
that
when
we
have
generators
that
put
power
onto
the
grid
system
that
the
local
electric
companies
are
aware
of,
where
those
generators
are
that
there's
a
cutoff
point
so
that
no
one
inadvertently
has
power
on
a
line
that,
when
a
power
restoration
situation
is
occurring
and
the
lineman
thinks
that
the
line
is
dead.
If
you
don't
have
this
these
cutoffs,
and
if
you
don't
know
where
these
electric
producing
instruments
are,
then
you
could
have
a
tragic
accident.

have
a
question
about
subsection
g,
which
talks
about
a
non-consumer-owned
electrical
system
not
being
liable
for
fines,
penalties,
injuries
or
damages
rising
out
of
any
person's
installation,
operation
or
use
of
electrical
equipment
that
delivers
electricity
to
point
of
interconnection.

To
me
just
reading
this
and
reading
the
code,
it
looks
like
we're
providing
very
wide
liability
protections
to
these
corporations
and
other
entities
that
are
going
to
be
engaged
in
electrical
power
activities.
Why
are
we
doing
that.

The
basic
reason
is
because
these
are
the
corporations
that
are
ultimately
responsible
for
the
power
grid
in
those
areas.
This.
If
someone
puts
this
kind
of
equipment
onto
the
grid
without
following
these
guidelines,
then
this
holds
them
harmless.
They
they
should
not
be
held
liable.
If
some
other
entity
has
impacted
the
grid
without
their
knowledge,
without
the
approval,
without
going
through
the
the
rules
and
regulations
that
are
established
in
this
legislation,.

believe
the
code
you're
referring
to
is
65-25-102
and
that
defines
persons,
corporations,
governments,
basically
anyone
that
is
determined
that
delivers
electricity
to
the
point
of
interconnection.
So
again,
that
is
the
electric
company
in
a
particular
area,
whether
that's
nes
and
your
area
epb
and
mine,
or
volunteer
electric
or
any
other
electric
cooperatives
or
electric
companies
that
operate
across
the
state
representative.

What
I
hear
you
to
be
saying
is
that
we're
creating
a
new
liability
protection
for
companies
involved
in
delivering
electrical
current.
Obviously,
that
is
common
sense
tells
us
that's
a
very
dangerous
activity.

It's
an
important
activity
and
we
need
it
to
be
done.
I
don't
think
it's
a
good
idea
to
create
liability
protections
in
this
area
that
we
haven't
had
since
the
invention
of
electrical
power.
I
think
we've
made
it
this
far
without
creating
these
liability
protections
and
the
problem
is
when
you
create
these
things.

Two
three
years
later,
somebody
gets
electrocuted
something
terrible
happens.
Somebody's
business
burns
down
and
the
lawyers
go
into
the
green
books
and
all
of
a
sudden,
it
turns
out
the
tennessee
legislature
made
it
impossible
for
that
person
to
recover
and
that,
as
you
know,
can
be
catastrophic
for
a
family
catastrophic
for
a
business
person.

one

electricians
just
wanted
me
to
ask:
how
does
this
affect
individual
electricians,
who
have
small
businesses?
How
does
this
affect
them
if
it
does
in
any
way.

They
would
have
to
notify
the
electric
company
that
they're
going
to
be
putting
that
generator
in
they
would
have
to
put
it
in
according
to
the
ul
requirements,
and
the
electric
company
would
have
the
ability
to
be
present
at
the
installation
if
they
chose
to
do
so,
and
there
would
have
to
be
a
cut-off
point
that
the
electric
company
would
know
about,
so
that
they
could
go
in
the
event
of
a
power
restoration
kind
of
situation
that
they
could
go
know
where.

house
bill
395
pertains
to
the
workers
comp
exemption
registry,
which
is
currently
housed
at
the
secretary
of
state's
office.
It's
being
moved
over
to
the
bureau
of
workers
comp
under
the
department
of
labor
and
in
2019.
There
were
some
changes
as
to
how
a
person
qualified
to
get
on
the
list,
leaving
a
little
bit
of
ambiguity
about
some
of
the
certificates
that
were
out
there.

It's
actually
a
two-year
certificate,
so
this
bill
simply
states
that
a
contractor
intermediate
contractor
or
a
subcontractor
that
accepts
a
certificate
from
the
secretary
of
state's
office
between
december
9th
of
2019
and
september
9th
of
2021
is
not
required
to
carry
workers
comp
insurance,
which
is
consistent
with
how
the
program
works.

resolution

To

best

knowledge,

includes
all
eligible
organizations
that
have
applied
for,
through
the
secretary

state,
to
be
able
to
conduct
a
raffle.
It
includes
adult
easter
eggs
hunts.
It
includes
raffles
for
friends
of
allendale,
it
includes
a
variety
of
charities
and
that's
what
the
bill
does
with
that.

and

amendment
rights.

happens

first
bill

this
has
occurred
upon,
which
is
why
I
wanted
to
highlight
the
procedure.
Why
we're
doing
it?
It
happened
to
come
out
after
the
deadline.

night.

exactly

it
is
any
member
if
your
bill
comes
out
too
late
in
the
evening

wednesday,
notify
the
clerk
request
that
we
suspend
the
rules

bill
will
not
have
to
set
out
a
week.
It's
a
procedural
motion
that
any
of
us
can
do.
This
just
happens
to
be
the
first
bill.
It

happened
on,
but
we
have
committees
that
are
meeting

dozen

we
did

forward

move
