we

humans

fallible.

the
morning
charged
and
armed
for
god
and
then
so
quickly.

sunday
last
week
when

jesus
came

we

story

him
riding
on

donkey
and
the
people
laid
their
coats

they

was
going
to
be
the
liberator
of
israel
and
the
tradition
of
the
maccabees
and
the
others
that
had
come
before
him
that
they
were

to
liberate
a
tormented

oppressed
people.

and
here
we
are

hours
within
a
calendar
week.

they
can
do
two
days
a
week

allow
them
the
same

general
assembly
fund
it
passed
and
funded
the
strong
act
which
created
a
tuition
reimbursement
program
for
eligible
members
of
the
tennessee
national
guard.
The
act
currently
provides
for
tuition
reimbursement
to
our
national
guard
members
for
their
first
bachelor's
degree.

This
bill
today
expands
eligibility
for
tuition
reimbursement
to
our
guard
members
who
are
seeking
a
master's
degree
or
vocational
or
technical
program
certificate.
These
updates
on
the
bills
have
been
developed
by
the
department
of
military
education
services
as
a
way
to
better
meet
the
needs
of
our
tennessee
army
and
air
national
guard.

This
bill
provides
a
mechanism
for
chronically
debilitated
or
incapacitated
inmates
to
be
certified
for
parole
consideration
if
the
inmates
at
least
70
years
of
age,
he
served
a
minimum
of
five
years
in
custody
towards
a
sentence
and
he's
not
serving
a
sentence
for
a
violent
sex,
offense
or
a
sentence
of
life
without
parole
and
has
at
least
two
sworn
affidavits
from
doctors,
one
of
whom
is
tennessee
department
of
corrections.
Steve
met
chief
medical
officer
certifying
that
this
inmate
and
his
condition
is
chronic,
it's
incurable
and
will
likely
result
in
the
inmates
death
within
one
year.

So
that
is
a
mechanism
to
parole
that
type
of
inmate
out.
We
have
several
million
dollar
inmates
in
the
penitentiary.
This
will
release
them
on
parole
to
either
their
home
with
hospice
or
to
a
nursing
home,
and
so
they
will
be
on
parole
like
any
any
other
parolee
and
they
won't
be
out
committing
crime
unless
benny
hen
comes
and
visits
them.
So
that's
what
this
bill
does
with
that.

currently

wilmore

a
veteran

two
space
flights
and
has
accumulated
more
than
178
days
in
space
as
an
astronaut
with
nasa
having
served
as
their
flight
engineer
and
a
commander
aboard
the
international
space
station.

bill
requires
the
sex
offender
treatment
board
to
compile
and
post
on
the
board's
website,
a
list
of
approved
sex
offender,
evaluators
and
treatment
providers.
The
bill
also
requires
that
only
board
approved
providers
may
provide
this
evaluation
and
treatment
and
any
unapproved
provider
who
provides
such
services
will
be
reported
to
the
provider's
professional
licensing
authority
for
disciplinary
action.
And
with
that,
mr
speaker,
I

This
bill
is
really
an
alignment
bill
between
state
code
and
federal
regulations.
Last
year,
the
general
assembly
passed
public
chapter
708,
which
updated
the
process
for
child
abuse,
reporting
and
investigation
in
our
schools.
The
new
law
prohibits
school
officials
from
notifying
parents
of
suspected
child
abuse
and
child
sexual
abuse
and
requires
the
district
to
refer
any
questions
from
parents
to
the
investigating
law
enforcement
agency.

Well,
last
august
the
u.s
department
of
education
enacted
new
regulations
under
title
ix
of
the
civil
rights
act
of
64,
which
prohibits
discrimination
on
the
basis
of
sex
and
education
program
or
activity.
The
new
regulations
require
districts
to
notify
parents
during
the
title
ix,
so
this
is
lining
up
what
we
did
a
year
ago
with
state
code
and
and,
and
it
says,
house
bill
7475
as
amended,
addresses
this
issue
by
allowing
parental
notification
if
all
the
following
conditions
are
met
and
gives
three
different
conditions
that
I
can
explain.

agencies

re-look

rules

time
that

required

passes

legislation

do
something
to
the
rules.
If
there
is
no
legislation
from
this
body,
they
don't
have
to
look
at
them.
So
all
this
bill
is
doing
is
saying
that
eight
years
is
long
enough.
You
need
to
go
back
and
look,
and
if
there
are
changes,
bring
them
to
us.

think
we
all
know
that's
different,
of
course,
from
support
for
the
bill,
and
I
think
my
concern
is
that
this
will
create
a
significant
burden
on
the
people.
We
rely
on
to
build
our
roads,

enforce

laws,
to
protect
the
environment,
and
essentially,
what
it
requires
is
a
mandatory,
relook
or
redo
of
every
regulatory
decision.
That's
been
made.

It
sounds
good,
but
as
a
practical
matter,
it
seems
to
me
what
you're
doing
is
creating
a
situation
where
these
bodies
are
going
to
have
to
spend
a
lot
of
time
and
energy
on
this
administrative
process,
even
when
no
one
has
really
called
upon
them
to
do
so.
It
also,
it
seems
to
me,
creates
a
kind
of
a
log
jam
where
interest
groups
that
we
rely
on
for
these
administrative
bodies
for
regulation
will
now
have
an
opportunity
essentially
to
step
in
and
negate
regulations.

That
force
of
law
of
a
rule
is
something
that
I
think
this
body,
and
I
know
I
personally
jealously
guard,
because
we
are
an
independent
branch
of
government.
Our
charter
is
to
create
law.
We
collectively
constantly
go
through
old
laws
and
look
at
them
and
bring
new
laws
to
to
change
them.
However,
except
for
those
of
us
that
serve
on
government
operations,
we
don't
really
routinely
go
through
old
rules.
This
bill
is
requiring
those
who
created
those
rules
to
go
back
and
look
at
them
again.

As
far
as
the
log
jam
is
concerned,
the
bill
sets
it
up
in
a
rotation
so
that
not
everybody
has
to
do
it
at
once.
Furthermore,
if
the
agency
determines,
they
have
no
requirement
to
change
the
rule
and
they
certify
that
to
the
government
operations
committee,
then
they're
good
for
another
review
period.

me

creating
a
situation
where
now
all

their
rules
are
going
to
be
essentially
up
for
review

really
means

potential
challenge

interest
groups.

the
review
is
deemed
insufficient,
it
seems
like
you're,
creating
kind
of
a
potential
litigation
bonanza,

shouldn't

should
be
taking
joy
in
this
potential
future
litigation.

bill

you

sounds
like
a
simple
matter,
but-
and
then
you

have
talked
about
these
things
before-
I
think
what
you're
proposing
is
a
vast
change
in
the
way
our
state
operates,
one

lot
of
unexpected
consequences
and,
in
particular,
could
give
rise
to
a
lot
of
challenges
to
rules
based
on
this
process
that
we've
been
relying
on
for
many
years
for
things
like
protecting
our
parks,
protecting
our
road
keeping
our
roads,
safe,
etc.

we've
made
it
this
far
without
this
bill,
I'm
gonna
respectfully
vote
against
it.
I
don't
think
it's
something
that
anybody
feels
is
necessary.

don't
hear
the
administration
that
controls
all
these
bodies
asking
for
it,

we
could
probably
move
on
without
this
and
do
just
fine.

found
some
rules
that
had
been
on
the
books
for
over
20
years
unexamined
and
they
were
very
obviously
obsolete
and
out
of
date,
if
I
can
find
those

there
are
more
that
I
didn't
find
and
it's
the
responsibility
of
those
agencies
to
look
at
their
own
rules
in
my
mind,
and
I
would
ask
you
to
support

bill.

is

imposed
on

children

academic
acceleration
policy
for

enrollment

art,
mathematics
or
science
courses.
This
bill
authorizes
local
local
lease
to
incorporate
additional
criteria
which
may
include
a
student's
results
on
local
assessments,
a
student's
high
school
plan
of
study
and
self-nomination,
along
with
teacher
recommendation.

highest

best

my
understanding,

explain

fully
support
the
litter
fund,
but
how
did
we
tie
the
barrel
tax
to
the
fund
to
make
that
fund

litter

that

law
enforcement
agencies
are
when
the
equipment

in

vaping
will
now
be
prohibited

the
preemption
section
of
the
code.
In
other
words,
the
state
will
regulate
the
vaping
policy
with
respect
to
where
vaping
is
allowed
to

uniformity
across
the
state
of
tennessee.

everybody

body
needs
to
understand
that,
while
a
lot
of
language
in
this
legislation
repeats
current
code,

of

laws

regulations
enacted

july
1

pen
and
have
cotton
candy
in
that

contraption,

not
geared
towards
adults,
and
this
is
one
of
the
regulations
that
will
be
stripped
away
if
this
bill
passes,

so

repeat,
the
request
from
my
colleague
from
davidson
county
to
to
please
consider
rolling
this
and

thinking
about
some
some
regulations
there.
