died

body

held

electronic
means
section
108
allows
members

state
boards
and
commissions
and
emergency
communication
district
boards
to
meet
using
electronic
means.
This
part
of
the
code
was
first
established
by
state
boards
and
commissions
in
1990
and
has
been
updated
through
the
years,
but
it
has
never
been
updated
to
require
that
boards
allow
its
members
to
to
participate
in
electronic
means.
It
also
allows
the
public
to
view
and
listen
through
electronic
means.

legislation
limits

liability

contracted
entities
and
employees

extending

the
entities
and
employees
providing
the
services
under
the
contract
with
the
department
of
children
services.
The
state's
limits
which
are
being
transferred
to
the
con
contracted
agencies
are
300,
000
per
claimant
or
1
million
per
core
occurrence.

cleans
up
that
conflicting

school
districts
know
exactly
what
the
program
requirements

explain

amendment
does.
If
you
all
recall
that
last
year,
in
2021,
we
had
temporary
teaching
permits
and
endorsement
exemptions
from
kova
19
put
them
in
place
because
of
our
teacher
shortage
house.
Bill
1901
simply
deletes
the
state
board
of
education's
emergency
rules
on
the
issue
of
temporary
permits
and
endorsement
exemptions.

It
requires
a
department
of
ed
to
report
to
the
education
committees
of
the
senate
and
the
house
of
representatives
on
the
number
of
endorsement
and
exemptions
and
the
temporary
permits
that
were
issued
in
those
school
years
of
2022,
2023
and
2024
also
to
note
that
under
house
bill
1901
these
permits
with
these
permits,
you
cannot
teach
three
things:
one
physical,
education,
two
special
education
and
you
cannot
teach
a
course
with
end,
of
course,
testing.

If
you
currently
have
a
waiver
from
the
covid
bill,
we
passed
last
year
for
a
class
with
an
end.
Of
course,
you
can
continue
to
teach
that
class,
but
these
teachers
are
grandfathered
in
so
under
1901.
You
can't
get
a
waiver
for
end,
of
course
testing.
This
is
a
great
bill
for
our
districts.
It
will
make
a
pathway
to
encourage
more
people
to
enter
into
the
teaching
profession,
and
I
move
passage.

district
who
are
concerned
about
people
not

training
that
they
need,
even
though
some
classes
and
coursework
is
eliminated.

fifth
grader,
doesn't
mean
you
can
teach
fifth
graders.
You
know
making
sure
that
we
have
fully
trained
teachers,
that
understand
behavior
and

how
all

things
work.

really
feel
that,
if
we're
grading
our
schools
now
on
a
through
f
but
we're
putting
teachers
in
place
that
don't
have
the
training
that
they
need
we're
doing
a
disservice
to
our
kids.

this
bill
allows
our
leas

keep
the
bar
high

bill

written
step

What
things
have
to
be
done

looked

order
for
a
teacher

stand

this
bill,
you
cannot
teach
end
of
course
classes.

again,
this
bill

positions.

place

first
of
all,
they've
got
to
get
permission
from
the
department
of
ed
you've
got
to
have
your
director
schools
write
a
letter
annually.

teachers
are
evaluated
annually.

and

in
their
evaluation,
so
this
is

think
it's
got.

guard
rails

boundaries
to

help
our
teachers
get
in
a
classroom
that
they

and

move
forward
into
their
professional

our
communities

the
state

agents
certify
a
small
number

documents
so

parties

electronically
file

documents

a
new
electronic
filing
system
that
is
anticipated
to
go
live
this
year.

penalty
of
perjury
that
the
contents
of
a
document
are
true
and
correct.
A
small
number
of
documents
do
documents
that
would
require
notarization
cannot
be
filed
through
the
platform,
allowing
citizens
and
organizations
to
file
all
documents
electronically
will
create
greater
efficiency
for
both
users.

system
and

department,

notably,

removal
of
the
notarization
requirement
for
certification
for
a
small
number
of
documents,
will
not
remove
enforcement
authority

department

progress

ordered

court

sumner
county

for
anyone
that
has
a
child

a
loved
one,
whether
it's
child's
parents,
adult
that's,
absolutely
missing
that
you
don't
know
what's
going
on,
you
feel
like
you,
have
to
do
everything
but
possible
to
find
this
child,
including
assisting
our
law
enforcement.
Insisting
every
tool
in
the
toolbox
is
used
in
order
to
recover
that
child.

That

me
tell
you
what
this
legislation
does
and
let
me
tell
you
why
this
is
so
important
to
me
so
important
to
leader,

standing

that,
upon
meeting
with

family

the
mother
amanda
and
the
grandmother
edie,
a
common
theme
kept
coming
from
the
meetings
that
we
had
with
the
tbi
that
we
had
with
law
enforcement
that
we
have
with
their
family.

they
say
what
voice
does
a
kid
at
three
or
four
or
five?
Have
to
explain
to
the
world
that
there's
something
wrong
that
there's
something
that
needs
to
be
done,
that
the
environment
that
they're
in
is
just
not
right.
There's
something
going
on
noah
who
I've
got
to
meet
with
the
first
time.
A
minute
ago
has
a
wonderful
voice.
He's
got
his
paw
patrol
toys.
I
Up
there
he's
been
playing
has
been
a
very
good
boy
and
I
was
honored
to
meet
him
this
morning,
but
in
those
10
days,
10
or
11
days
that
he
was
missing,
he
had
no
voice.
So
let
me
tell
you
a
little
bit
about
noah's
law
when
mom
and
dad
are
fighting
which
tends
to
happen
these
days
and
there
is
a
current
custody
battle.
I
What
this
law
will
hope
to
do
is
assist
our
law
enforcement
when
they
can
issue
an
amber
alert.
You
all
have
heard
of
the
amber
alert
system.
It's
a
federal
program,
there's
four
prongs
to
the
amber
alert,
the
most
difficult,
which
you
would
think
wouldn't
be
in
this
particular
circumstance,
but
the
most
difficult
part
for
the
law
enforcement
to
determine
in
this
particular
situation
was
that
noah
was
in
imminent
danger
or
harm.
They
just
didn't.

Have
that
particular
fact
they
had
all
three
prongs
met
so
as
a
family,
that's
missing
a
loved
one,
in
this
case
a
little
boy
three
years
old,
when
the
police
is
doing
everything
possible
that
they
can
in
order
to
find
them.
But
there
was
one
thing
left
one
other
tool
in
that
toolbox
and
it
was
the
amber
thing
they
just
didn't
have
that
prong.
What
this
legislation
will
do,
hopefully,
will
assist
our
law
enforcement
to
make
sure
an
amber
alert
can
be
issued,
so
a
child
will
no
longer
be
in
danger
or
harm.
I
The
judge
upon
application
by
any
party
by
in
this
case
the
mother,
can
determine
by
order
that
little
noah
in
this
case
was
an
imminent
danger
or
harm,
therefore
triggering
what
the
police
had
the
most
difficult
time
in
determining
that
that
child
is
imminent
danger
or
harm.
So
with
that
explanation,
mr
speaker,
I
would
hope
you
would
support
this.

family
has
been
an
incredible
support
system
to
make
sure
this
this
passes,
but
let's
make
sure
we
can
assist
and
give
law
enforcement
every
piece
every
tool
they
have
in
the
toolbox
to
make
sure
that
system
works.
The
family
became
the
amber
alert
system
during
those
10
days
that
the
amber
alert
was
not
issued.
The
ambler
alert
was
issued
by
their
efforts.

Noah
was
found
believe
it
or
not
in
california,
through
social
media,
but
so
thankfully
he's
here
so
I
hope
this
legislation
will
not
have
an
impact
like
it
did
for
noah
and
that
we
can
make
sure
law
enforcement
utilizes
every
tool
in
their
tube
toolbox.

no
change

current
law

simply
quantifies
the
current
practice.
It
clarifies
that
licensing
of
medicare
marketing
products
representative
is
governed
by
federal
regulation
without
additional
state
regulation.

a

misdemeanor

felony
if

charged

date
upon
which
individual
submits
an
application
for
a
license
as
an
insurance
agency
owner,
I
understand
how
difficult
it
is
to
find
qualified
applicants.

help

agencies

hire
someone
who's
qualified

a
mistake
a
long
time
ago,
and
they
deserve
a
second
chance
with
that.
