representative
cheryl
will

the
chaplain
of
the
day
representative
cheryl.
A
Thank
you,
mr
speaker
and
members.
Today
we
have
bishop
dawson
with
us.
He's
been
preaching
the
gospel
for
30
years,
licensed
with
the
church
of
god
at
cleveland
tennessee
for
28
years.
He
began
his
pastoral
ministry
when
he
was
24
years
old
and
has
been
the
pastor
of
four
church
of
god:
congregations
in
four
different
counties
in
tennessee
grundy
warren
marion
in
white
county,
bishop
dodson
lilles
in
warren
county,
where
he
was
born
and
raised
and
has
been
married
to
his
lovely
wife
lori
for
33
years.
A
C
C
Let's
pray,
heavenly
father,
we
come
before
your
throne
with
praise
and
thanksgiving
for
the
many
blessings
you
have
bestowed
upon
us.
We
thank
you,
lord,
that
we
have
this
privilege
to
come
boldly
to
you
and
receive
your
grace
and
mercy
in
our
time
of
need.
Now,
lord,
I
pray
for
each
and
every
lawmaker
in
this
chamber
today.
C
C
B
F
The
house
joint
resolution,
947
by
chairman
ramsey
resolution,
honor
command
bob
trees,
eyes
further
service
to
the
tennessee
general
assembly
on
the
occasion
of
his
retirement,
whereas
it
is
appropriate
that
the
members
of
this
general
assembly
should
pay
special
tribute
to
those
estimate.
Legislative
employees
whose
commitment
to
excellence
and
dedication
to
public
service
have
brought
untold
benefits
to
the
citizens
of
the
state
of
tennessee.
F
And
where
is
one
such
individual
as
bob
tree's
eyes,
who
is
taking
his
much
deserved
retirement
after
a
distinguished
career
with
legislative
information
systems
where
he
has
held
a
position
of
network
administrator
for
more
than
two
decades?
And
whereas,
during
his
illustrious
tenure
mr
trees
eyes
has
won
the
respect
and
admiration
of
the
members
and
staff
of
the
general
assembly
for
his
exceptional
assistance,
hard
work
and
determination
to
answer
their
questions
and
dire
calls
for
help
with
technology
that
serves
the
legislature
and,
whereas
often
referred
to
as
king
bob
by
his
co-workers.
F
Mr
trey's
eyes
possesses
an
unrivaled
work
ethic
and
knowledge
base
and
has
motivated
and
inspired
his
colleagues
by
supporting
and
pushing
his
team
to
become
the
best,
both
individually
and
collectively.
And
whereas
the
son
of
william
trees,
eyes
and
dorothy
tree's
eyes,
bob
trees
eyes
is
a
gentleman
of
buried
interest,
he
loves
sports
of
all
kinds.
F
G
It's
it's
very
appropriate
that
we
look
at
bob
today
as
his
contribution,
and
maybe
the
face
of
so
many
of
our
employees
and
and.
G
Which
they're
not
not
able
to
come
on
the
floor
today
that
it's
understood
but
but
these
folks
I've
been
here
for
14
years,
and
these
folks
were
here
before
I
got
here
and
they
will
be
here
after
I
leave
and.
G
To
them,
and
and
it's
such
a
a
great
honor,
to
be
able
to
work
with
them
and
and
go
down
to
lis
and
and
see
a
pretty
friendly,
well
a
friendly
face,
and
and
and
they
don't
make
fun
of
us-
and
they
don't
tell
us
how
wrong
we
were
or
anything
else.
They
just
take
our
our
mistakes
and
fix
them
and
and
send
them
back
and-
and
I
just
want
to
say
how
much
bob's
been
my
trusted
friend
and
my
favorite
movie
critic
in
the
whole
world.
G
And
I'm
going
to
miss
him
on
that
part.
And
the
these
folks
have
been
up
here
in
the
period
of
time
that
I've
been
here.
They've
had
to
to
take
care
of
business
during
floods
and
tornadoes
and
and
a
couple
of
years
ago,
a
bomb
and
and
they
took
really
good
care
of
us.
And
we
didn't
see
the
behind
the
scenes
and
the
late
hours
and
and
the
nights.
G
F
B
It's
been
an
honor
and
a
privilege
to
work
for
you,
fine
folks
and
the
people
of
the
state
of
tennessee,
but
my
work
is
adjourned.
Sunny
die.
B
I
think
there
are
some
people
who
want
to
have
some
comments:
representative,
kershow
and
sapiki.
I
believe
nope
nope,
oh
under
welcome
and
honor.
I
got
you,
mr
bob
representative.
Yes,
sir,
what
was
your
request
again.
J
B
J
A
A
Thank
you,
mr
speaker,
myself
and
representative
zachary
would
like
to
make
three
people
welcome
today.
The
hughes
family,
martine
hughes,
who's
15
years
old,
attends
catholic
high
school,
and
she
just
recently
started
a
criminal
justice
club
in
her
high
school,
her
parents,
special
agent,
paul
hughes
with
the
fbi
and
retired
special
agent,
danielle
hughes,
which
is
her
mother.
Let's
make
them
feel
welcome.
K
A
H
Thank
you,
mr
speaker.
I
have
two
items
under
welcome
to
honoring.
Today.
First
and
foremost,
I
have
a
dear
family,
mine,
dwayne
and
tammy
lamberth.
My
uncle
and
aunt
are
in
the
back
uncle
dwayne's
been
at
the
post
office
for
a
long
time
now,
decades
and
tammy's
been
a
schoolteacher
for
over
30
years.
Y'all
please
make
him
feel
welcome.
H
And
then,
mr
speaker,
as
as
most
of
y'all,
know
on
monday
night,
when
we
were
on
the
floor,
I
got
a
text
from
my
wife.
That
said
my
son
was
in
the
er
turned
out
by
about
one
or
two
o'clock
on
tuesday
morning
he
had
an
emergency
appendectomy,
so
he
is
without
an
appendix
now
they
did
a
fantastic
job
at
sumner
regional
medical
center.
I
just
wanted
to
brag
on
susan
peach
and
sumner
regional
medical
center.
H
We
all
go
through
issues
like
that
in
life,
where
you
have
an
emergency
or
a
medical
procedure,
or
something
like
that,
and
I'm
just
grateful
to
have
a
really
good
high
quality
hospital
in
my
area,
and
I
know
we
all
fight
for
that
all
the
time
to
make
sure
we
got
a
good
hospital
in
our
community,
so
good
job,
sumner,
regional
and
susan
peach.
I
sure
appreciate
y'all
taking
care
of
my
baby
boy
and
he's
healing
up
fine.
Thank
you.
Thank
you.
D
D
Thank
you,
mr
speaker.
I've
got
got
some
folks
in
town
today
from
the
greatest
county
in
the
state,
and
that
is
marshall
county.
Please
help
me
welcome
ronald
robson
county
trustee,
scottie
porch,
miss
elizabeth
jackson,
ray
swilson,
janita
dardy,
mr
jimmy
bass,
and
they
have
brought
leadership
marshall
down.
Thank
you.
L
L
In
the
5th
century
world
there
was
a
young
man
named
patrick
when
he
was
16
he
got
kidnapped
in
britain
and
taken
as
a
political
prisoner
to
ireland.
He
spent
six
years
as
a
political
prisoner
in
ireland,
and
while
he
was
there
in
prison,
he
met
the
lord
when
he
was
finally
able
to
escape.
He
walked
200
miles
to
the
coast
of
ireland,
was
able
to
get
on
a
ship
and
get
back
home
to
britain.
L
While
I
was
in
britain,
he
felt
a
call
in
his
life
to
go
back
to
the
country
that
had
put
him
in
prison
for
six
years.
He
ended
up
going
through
seminary
with
the
catholic
church
and
became
a
priest
and
went
back
to
ireland.
Now
what
you
need
to
know
about
ireland
in
that
time
in
history,
in
the
5th
century
world
it
was
basically
a
pagan
country,
a
godless
country
for
the
most
part,
very
few
people
who
were
religious
at
all.
L
He
gave
the
best
part
of
his
life
in
that
country
and,
still
to
this
day,
they
are
predominantly
catholic
because
of
the
love
that
he
shared
there.
We
celebrate
saint
patrick
he's
the
most
celebrated
saint
in
the
catholic
church,
and
most
of
us
have
no
clue
why
we
celebrate
him,
and
I
just
thought
it'd
be
good
for
y'all
to
understand.
We
celebrate
a
man
who
was
treated
wrongly,
who
forgave
then
came
back
and
blessed
an
entire
country
and
that
entire
country
today
is
still
reaping
the
benefits
of
his
forgiveness
and
his
blessings.
D
M
Thank
you,
mr
speaker.
This
is
spring
break
in
knox
county
and,
while
many
of
our
students
go
to
the
beach,
the
son
of
a
legislator
gets
to
come
to
the
capitol,
as
he
typically
does
every
year.
So
I've
got
my
son
tyson
here
in
the
back.
If
you
can
make
him
feel
welcome.
L
K
N
Thank
you,
mr
speaker,
members
members,
mr
speaker,
my
senior
policy
advisor
jason
huff
his
father
fell
the
other
day
in
the
ice
and
ended
up
with
a
brain
injury
he's
in
the
hospital
at
icu
right
now
doing
better
and
people
have
been
calling
and
texting,
jason
and,
and
let
him
know
that
they're
praying
for
him,
so
I
just
want
everybody
to
keep
jason
and
his
family
and
your
prayers
as
his
father
recover
from
this
incident.
Thank
you,
mr
speaker,
and.
L
St
patrick
she's,
born
at
the
foot
of
edinburgh
castle
in
scotland,
mom's
been
a
strong
christian.
She
is
catholic,
the
story
of
st
patrick
that.
D
Our
chairman
just
mentioned
is
a
strong
story
of
forgiveness
and
faith.
I
want
to
encourage
these
young
people.
I
see
up
in
the
audience.
There's
a
nice
movie
on
youtube,
just
type
up
saint
patrick
god-
showed
him
in
a
dream
to
go
back
and
minister
to
his
captives.
If
that's
not
a
god
story,
I
don't
know
what
he
is
so
pull
up:
st
patrick
on
youtube.

F
B
B
B
F
B
A
A
Hurt
you
are
recognized.
Thank
you,
mr
speaker.
This
bill
makes
two
technical
changes
to
title
64
chapter
9,
which
is
the
statute
that
was
passed
during
our
2021
mega
site
special
session.
The
first
section
of
this
bill
makes
a
technical
correction
to
properly
identify
the
survey
and
surveyor
using
the
proper
industry
standard.
The
second
section
of
the
bill
clarifies
that
the
authority
is
not
responsible
for
providing
water
and
wastewater
services
to
the
tennessee
college
of
applied
technology
on
the
mega
site
property,
which
was
the
original
intent
of
the
initial
mega
site
bill
from
special
session.
A
O
Thank
you,
mr
speaker,
and
and
thank
you
sponsor.
I
understand
this
administration
bill
that
you're
carrying
for
the
administration,
and
I
don't
from
what
I
understand.
Tcat
doesn't
have
any
problem
with
the
provision
relating
to
tcat.
I
think
they
support
that
and
I
don't
have
a
issue
with
it.
O
My
concern
is
the
language
in
subsection
b,
above
that
that
makes
current
the
current
law
that
we
have
and
that
we
recently
adopted
when
we
did
the
mega
site
deal
was
it
says
the
authority
has
the
obligation,
an
exclusive
right
to
provide
water
services
and
wastewater
services
now
we're
making
it
discretionary.
So
my
concern
is:
what
are
the
guidelines
that
are
going
to
steer
the
authority's
decision-making
process
in
who
can
tap
into
that
and
who
can't?
O
Because
it
seems
to
me
like
it,
gives
them
a
great
deal
of
leverage
about
who
can
come
into
that
mega
site
who
can
tap
into
water
services
and
wastewater
services?
It
also
creates
the
threat
of
an
environmental
issue
of
just
having
septic
tanks
run
ramping
all
over
this
entire
property.
I
would
hate
for
the
authority
who
I
made
no
made
no
bones
about.
I
have
concerns
about
the
extent
of
their
authority
in
the
legislation
that
was
originally
passed.
O
A
Represent.
Thank
you,
mr
speaker.
The
change
gives
the
mega
site
authority
the
right
of
first
refusal
to
provide
you
utilities.
The
mega
site
authority
has
legislative
appointments,
but
they
have
the
the
right
of
refusal
to
provide
those
utilities.
O
O
That's
that's
my
concern.
Those
types
of
ad-hoc
decisions
being
made
for
other
purposes,
and
so
I'm
looking
for
what
are
the
guidelines
to
that
are
going
to
regulate
their
decision,
making.
A
Representative,
the
intent
is
for
blue
oval
and
other
tenants
to
utilize
the
authorities
utilities,
but
there
might
be
a
case-by-case
situation
like
the
t-cap,
where
it
doesn't
make
sense
to
connect
the
authority's
utilities
so
that
discretion
is
up
to
the
authority.
It
will
continue
to
have.
The
authority
will
continue
to
have
that
discretion.
O
Thank
you,
mr
speaker,
and,
and
I
understand
that
and
and
I
you
know
when
we
passed
this
bill,
I
had
a
lot
of
reservations
about
the
amount
of
power
we
were
given
to
this,
it
very
similar
to
municipal
authority
to
to
a
state
authority
running
an
entire
big
chunk
of
land
in
counties
affecting
three
counties
primarily
and
the
entire
economy
of
the
state
of
tennessee.
So
thank
you
for
addressing
my
questions.
O
B
B
B
F
A
Recognized.
Thank
you,
mr
speaker,
members.
What
this
legislation
does
was
brought
them
by
tennessee
bar
association
in
a
divorce
setting
a
judges
were
required
to
split
the
marital
assets
and
the
marital
debt
in
2022.
There
was
a
case
out
there.
That
said,
he
also
had
the
ability
to
provide
division
of
the
marital
debt
believe
it
or
not.
That's
not
in
statute.
What
this
legislation
does
it
just
codifies
what
the
judges
have
already
been
doing,
according
to
case
law
since
2022,
so
with
that,
mr
speaker
I'll,
be
glad
to
take
any
questions.
D
Thank
you,
mr
speaker,
and
I
know
I'm
out
of
order,
so
pause
here
for
a
second
but
representative
clark,
boyd,
and
I
would
like
to
welcome
our
dekalb
county
high
school
leadership
group
and
miss
donna
evans
and
the
sponsors
that
came
along
with
them.
So
if
you
would
stand
so,
we
could
recognize
you
being
here
today.
B
B
Mitch
clark,
please
take
the
vote.
He's
91.
B
B
B
D
A
clarifying
bill
brought
to
me
by
the
tennessee
association
of
behavior
analysts.
It
seeks
to
clean
up
language
to
clarify
the
types
of
assessments
that
behavior
analysts
can
perform.
This
is
a
compromised
language
agreed
upon
by
the
tennessee
psychological
association
and
the
behavior
analysts
association.
With
that,
mr
speaker,
I
renew
my
motion.
B
B
B
B
B
A
You're
recognized,
thank
you,
mr
speaker,
members.
This
is
the
transparency
and
sentencing
bill
to
try
to
give
victims
a
better
understanding
of
what
the
sentence
will
be
at
the
time
of
sentencing
and
with
that
renew
my
motion
chairman.
I
A
Jim
mccarthy,
thank
you,
mr
speaker.
Yes,
if
this
bill
passes
and
and
no
other
truth
and
sentencing
bill
passes,
all
the
effect
will
be.
The
judge
will
give
the
victim
the
estimated
time
that
the
offender
will
actually
serve
if
all
of
the
truth
and
sentencing
bills
pass,
then
this
bill
will
also
serve
to
just
tell
those
victims
exactly
how
much
time
the
person
will
serve.
So
it's
a
transparency
and
sentencing
bill.
I
Right,
I
mean
the
point
of
your
bill:
is
it
just?
It
just
tells
courts
to
tell
people
in
the
courtroom
what
the
sentence
is
going
to
be,
but
it's
not.
This
bill
doesn't
have
any
impact
at
all
on
the
length
of
a
sentence
on
good
time.
Credit
on
any
aspect,
direct
or
indirect,
of
how
long
a
human
being
is
incarcerated
that
that's
correct
right.
Jimmy.
I
K
Thank
you
thank
you,
mr
speaker,
and
to
the
sponsor.
This
is
a
great
piece
of
legislation.
We've
had
recently
had
some
bills
come
through
criminal
justice
committee
and
unless
you
really
dive
deep
into
that
fiscal
note,
sometimes
it's
staggering
the
amount
of
time
we
actually
incarcerate
people
in
this
in
this
state
for
some
of
the
most
egregious
crimes.
I
saw
a
physical
note
yesterday.
That
said
aggravated
rape
of
a
child.
I
B
B
F
D
B
B
D
D
Thank
you,
mr
speaker,
remembers
what
this
bill
does.
It
actually
has
a
clarification
bill
and,
as
a
member
of
the
capitol
commission
and
on
behalf
of
the
speaker,
I'm
bringing
this
to
just
put
some
details
into
our
code
that
specify
that
all
activities,
all
fixtures,
all
activities
on
the
second
floor
of
the
capitol
have
to
go
through
both
speakers
of
the
chambers.
So
that's
all.
This
does
and
I'll
be
glad
to
take
any
questions.
B
B
G
Thank
you,
mr
speaker.
I
moved
passage
of
senate
bill
2427.
I'm
third
and
final
consideration.
Chairman.
B
A
G
G
The
legislation
was
proposed
by
the
department's
statewide
planning
and
policy
council,
and
it
it
takes
into
account
that
in
2020,
over
3
000
tennesseans
died
from
fatal
drug
overdoses.
66
of
those
were
because
of
contamination
of
fentanyl
found
in
counterfeit
prescription
pills
and
illegal
opioids
and
illicit
stimulants.
G
This
bill
would
exempt
fentanyl
strips
from
the
definition
of
drug
paraphernalia
and
tennessee
law.
The
fentanyl
strips
are
inexpensive
and
tool
that
that
brings
about
two
effects.
They
result
in
harm
reduction,
as
well
as
improving
overdose
risk
behavior.
So
with
that
explanation,
pending
further
questions,
mr
speaker,
I
renew
my
motion.
B
B
K
D
B
K
Thank
you,
mr
speaker.
This
is
a
gig
economy
bill,
whereas
if
the

does

provide
insurance
for
the
driver
that
the
driver
has
to
be
notified
to
check
with
his
insurance
to
make
sure
that
he's
covered
on
a
commercial
endeavor,
and
with
that,
mr
speaker,
I
renew
my
motion.
P
Thank
you,
mr
speaker.
I
guess
I'm
I
hadn't
been
out
of
order
this
year,
so
it
might
as
well
be
now.
I
want

you

winning
the

Basically,
what

They
weren't
included
in
the

B
K
Thank
you,
mr

This
bill
is
from
the
comptroller's
office
and
this
bill
will
make
government
work
better
by
allowing
the
utility
management
review
board
the
umrb
to
initiate
either
a
consolidation
or
a
merger
among
utility
districts
that
benefit
the
ratepayers
of
a
financially
distressed
district.
K
Before
the
umrb
can
finalize
the
merger
one,
a
feasibility
study
must
be
completed.
That
recommends
the
merger
number
two.
A
public
hearing
should
be
conducted
in
the
financial
distress
district
and
third.
The
rb
must
make
a
determination
that
the
merger
is
in
the
best
interest
of
the
of
the
ratepayers.
With
that
I'll
renew
my
motion.
O
Thank
you,
mr
speaker,
and
thank
you
sponsor,
I'm
just
based
on
what
you
said.
This
is
intended
to
reduce
rates
for
payers.
Can
you
explain
how
the
state
is
going
to
get
two
million
more
dollars
under
the
fiscal
note,
where's
that
money
coming
from
if
the
rates
are
going
down
for
ratepayers
speaking
from.
K
There
is
in
the
governor's
budget,
two
million
dollars
to
help
with
this.
We've
got
like
30
distressed
districts
in
this
in
the
state,
and
this
is
not
going
to
shouldn't
raise
any
rates.
If
a
distressed
district
wants
to
join
a,
not
distressed
district,
they
can.
The
the
one
that
is
in
good
shape
does
not
have
to
take
them,
but
this
two
million
dollars
will
help
with
with
the
upfront
money
and
some
of
the
some
of
the
work
that
has
to
be
done
before
they
can
combine.
O
Okay,
I
I
was
just
curious
why
the
revenue
is
going
to
increase
by
2
million
this,
but
I
I'll
figure
it
out.
Thank
you.

the

You

the
next
movement,
mr
clerk.
Mr
speaker,
no
further
amendments
chairman
keisling,
you're,
recognized.
D
House
bill
2196,
the
intent
of
the
bill
is
to
remedy
a
situation
which
which
in
which
one
refuses
to
record
a
document
or
to
pay
the
transfer
tax.
On
a
quick
claim
warranty.
Despite
the
department
of
rail's
rule,
there
have
been
many
instances
where
people
have
refused
to
pay
their
transfer
tax
sighting
fact
that
that
is
not
a
mandate
in
in
our
code.
D
The
registers
are
seeking
to
change
that
to
further
avoid
any
similar
instances
from
happening
again.
D
Mr
speaker
and
members,
I
must
say
that
there's
been
much
cooperation
between
the
our
tennessee
county
officials,
association
registered
needs
association,
even
as
well
as
our
land
title
folks.
So
there's
been
a
collaboration,
and
this
has
all
been
worked
out
with
them,
and
I
also
want
to
personally
say
a
thank
you
to
cheatham
county
register,
therapist,
patrick
smith,
who
was
entrenched
in
this
and
and
really
gave
it
all
its
support,
and-
and
we
appreciate
him
for
that.
D
So
with
that,
mr
speaker,
I'll
I'll,
renew
my
motion
and
entertain
any
questions
they
have
from
the
members.
B
B
E
E
You,
mr
speaker,
this
bill
amends
tennessee's
probate
statues
to
remedy
in
a
mission
made
in
the
legislation
adopted
in
2021,
increasing
the
amount
of
the
homestead
exemption
in
2021,
the
general
assembly
passed
public
chapter
301
that
increased
tennessee's
homestead
exemption
amount
from
five
thousand
to
thirty
five
thousand
dollars.
This
bill
simply
corrects
the
amount
for
the
homestead
exemption
and
probate
proceedings
so
that
it
reflects
the
amount
that
the
general
assembly
has
already
adopted
in
2021,
which
was
intended
to
be
generally
applicable.
B
B
R
B
R
R
Thank
you,
mr
speaker,
members.
What
this
bill
does
under
present
law
in
cases
where
an
action
has
been
brought
by
a
landlord
to
recover
possession
of
lease
premises
from
a
tenant
on
the
grounds
that
attendant
has
breached
the
contract
by
failing
to
pay
rent
and
then
the
judgment
is
entered
in
favor
of
the
landlord.
The
tenant
appeals
the
judgment,
then
the
tenant
must
execute
a
bond
post,
a
cash
deposit
or
revocable
letter
of
credit
from
a
financial
institution
or
provide
two
good
personal
sureties
with
sufficient
security
in
the
amount
of
one
year's
rent.
R
I
don't
know
why
it
was
just
covered
under
rent,
but
there's
many
other
things
that
tenants
breach
and
it's
not
fair
for
those
folks
to
be
able
to
sit
there
and
occupy
that
property
rent
free
for
a
period
of
time.
So
this
this
corrects
that
makes
everything
fair
and
equitable
for
that
property
owner,
and
I
and
I
move-
I
renew
my
motion
as
speaker.
S
You
speaker
sexton
to
the
sponsor
just
for
further
clarification
if
the
lease
conditions,
no
matter
what
it
is
that,
are
we,
including
all
of
the
violations
that
would
have
taken
the
individual
to
court
and
saying
each
of
those
if
it
results
in
eviction
that
an
appeal
would
require
that
bond.
We're
not
creating
a
new
bond,
we're
just
saying
that
the
conditions
of
the
lease
each
of
those
conditions
will
be
treated
equally.
R
B
K
B
K
B
C
B
B
K
You're
recognized,
thank
you,
mr
speaker
house
bill
2223
is
being
brought
because
of
issues
with
weight,
boarding
and
weight
surfing
on
tennessee
lakes,
the
cause
and
disruption
to
other
boaters
fishermen,
lake
houses,
lake
bank
erosion,
small
docks
and
marinas,
including
instances
of
personal
injury.
K
This
bill
clearly
defines
what
white
boarding
and
white
surfing
are,
and
it
sets
the
parameters
for
wake
boarding,
white
surfing,
such
as
they're
prohibited
after
sunset
and
before
sunrise,
prohibited
on
a
body
of
water,
less
than
50
acres
in
size
prohibited
without
wearing
a
personal
flotation
device
approved
by
the
us
coast
guard
and,
most
importantly,
it
prohibits
wake
boarding
and
weight
surfing
within
200
feet
of
any
shoreline
dock,
pier
or
any
other
structure
located
completely
or
partly
on
the
water.
And
with
that,
mr
speaker,
I
renew
my
motion.
B
B
K
Thank
you,
mr
speaker.
I
make
a
motion
to
hold
house
bill
2623
on
the
desk.
R
Thank
you,
mr
speaker.
This
amendment
rewrites
the
bill
and
moved
to
the
dock
chairman.
B
K
Thank
you,
mr
speaker.
This
bill
was
brought
to
me
by
the
tennessee
bar
association,
their
adoption
section.
It's
mainly
a
cleanup
bill,
but
it
does
add
conviction
for
certain
offenses,
specifically
the
offense
of
aggravated
sexual
exploitation
of
a
minor
to
the
offenses
that
a
judge
can
look
at
when
determining
parental
rights.
B
B
B
O
O
Well,
she
ran
a
organization
called
the
nashville
food
project
and
this
food
project
not
only
connects
communities
with
food
and
they
run
a
community
garden
here
in
nashville,
but
they
feed
over
5000
individuals
a
week
and
connect
a
community
to
food
and
address
those
issues.
They
brought
this
legislation
to
me
and
what
this
legislation
does
is.
It
adds
and
provides
some
clarification
to
the
definition
of
vacant
public
land
in
the
tennessee
community.
Gardening
act.
As
you
recall,
we
passed
this
bill.
O
I
believe
unanimously
a
few
years
ago,
it
was
introduced
by
senator
nicely
and
representative
g.a
hardaway
of
our
body,
and
so
what
this
legislation
would
do
is
just
provide
some
clarity
to
the
definition
of
vacant
public
land,
to
clarify
that
it
includes
property
controlled
by
a
parks
and
recreation
department
or
similar
entity
that
is
not
currently
being
used.
As
parkland,
this
will
continue
in
furtherance
of
the
community
gardening
act
that
we
adopted.
And,
mr
speaker,
I
renew
my
motion.
K
Q
Thank
you
very
much,
mr
speaker
representative.
I
appreciate
this
bill
very
very
much
and
I
just
wanted
a
clarification
so
that
I
can
communicate
to
my
constituents.
Does
this
include
land?
That's
already
cleared,
you
know
such
as
green
space
area,
or
would
it
be
only
subject
to
shrubbed
or
wooded
land
that
is
in
a
park.
O
Thank
you,
mr
speaker.
So
this
legend,
this
vacant
public
land,
means
any
land
owned
by
a
local
government
that
is
not
in
use
for
public
purposes
and
now
would
include
to
clarify
property
controlled
by
a
parks
and
recreation
department
or
similar
entity.
That's
not
currently
used
as
parkland,
so
we'd
follow
to
answer
your
question
and
fall
under
any
any
type
of
land.
O
There
are
several
restrictions
currently
in
the
code
with
regards
to
this
under
chapter
24
and
there's
an
entire
process
that
goes
through,
whereby
locals
have
complete
control
over
saying
yes
or
no
requiring
permits
regulating
the
use
for
it
insurance
issues,
so
local
governments
have
complete
control.
This
just
clarifies
that
that
public
park
land
can
be
used
as
well.
S
Thank
you
speaker
and
thank
you
to
the
sponsor.
In
essence,
the
question
that
the
previous
speaker
was
asking
this
just
offers
more
land
to
be
eligible.
It
does
not
force
the
issue,
it
doesn't
mandate
the
issue.
Local
folks
and
the
current
regulations
still
kick
in.
If
they
don't
want
it
done.
O
Yes,
that's
exactly
right,
representative,
hardaway
and-
and
I
would
add
you
know
the
under
the
bill
that
you
passed-
there's
express
language
in
section
104
of
that
bill.
That
says
it
is
the
policy
of
the
state
to
encourage
community
gardening
on
both
public
and
private
property,
and
to
that
end,
this
chapter
shall
be
liberally
construed,
so
we're
just
providing
clarification
to
how
much
land
can
be.
S
Thank
you
and
I'll
just
remind
all
of
the
members
that,
if
we're
going
to
tackle
economic
issues,
educational
issues
and
nutritional
and
health
issues,
then
urban
gardening
is
an
excellent
way
to
begin
that
task.
So
I
thank
the
the
sponsor
for
the
bill
represent
clemens.
O
I
had
the
opportunity
to
grow
up
on
a
farm
and
have
that
connection
with
where
food
comes
from
and
raise
livestock,
and
I
know
many
of
you
have
and
still
do,
and
not
everyone
has
that
opportunity,
so
this
really
opens
a
door
for
a
lot
of
individuals
to
have
that
connection
to
food
sources
and
get
the
ability
to
learn
how
to
grow
food
and
and
provide
for
themselves
and
their
community.
Thank
you,
mr
speaker.
I
renew
my
motion.
D
O
B
B
B
F
B
D
This
bill
deals
with
qualifications
of
central
service
technicians.
I
renew
my
motion.
B
B
B
B
S
Thank
you
speaker
to
the
sponsor.
This
merely
does
technical
corrections
in
the
titles
et
cetera,
doesn't
change
policy?
Does
it
jeremy
kumar
that.
D
Is
true,
representative
hardway?
These
are
technical
corrections
to
the
previous
house
bill
9077.
We
pass
certain
language
in
the
cms
vocabulary
that
belongs
only
to
the
hospital
part
got
included
in
the
physician
part
and.
B
B
F
B
T
B
L
T
Mr
leader,
several
years
ago
I
worked
for
a
governor
and
I
was
responsible
for
boards
and
commissions
and
every
month,
I'd
have
to
go
into
a
conference
room
with
that
governor
with
a
list
of
potential
appointees
for
several
boards
and
commissions,
and
it
was
my
responsibility
to
do
a
background
check.
You
know
make
sure
there
was
nothing.
T
You
know,
I
know
we
have
a
lot
of
mass
shootings
in
the
country
all
the
time,
but
to
be
involved
in
two
of
them.
That's
a
little
bit
beyond
being
unlucky
and
from
what
I'm
seeing
from
the
resume.
The
only
educational
experience
is
a
school
shooting
and-
and
I
really
don't
think
that
should
be
someone
to
be
part
of
our
state
school
board.
T
H
Sir
we've
been
friends
for
years,
and
I
respect
you.
What
you
have
just
stated
on
this
house
floor
is
beneath
you.
It
is
reprehensible
to
insinuate
in
some
way
that
this
good
gentleman,
because
he
owns
a
portion
of
an
ammunition
company,
that
some
evil
person
misused
that
ammunition
to
kill
american
citizens
that
you
would
somehow
lay
it
at
his
feet.
Every
single
time,
a
car
dealer
sells
a
car
that
a
drunk
driver
uses
to
kill
someone.
We
do
not
go
after
the
owner
of
that
car
dealership.
H
If
a
person
sells
enough
ammunition,
there
will
be
an
evil
person
that
misuses
it.
It
does
not
mean
that
the
person
that
operated
their
business
to
the
best
of
their
ability
should
somehow
be
culpable
in
that
and
to
insinuate,
as
you
just
did,
without
telling
the
rest
of
the
story
again.
My
friend
is
beneath
you
and
beneath
this
chamber.
H
So
yes,
sir,
he
owns
several
businesses
and
one
of
them
sells
ammunition
and
ammunition,
apparently
was
utilized
improperly
evilly
wrongly
criminally,
but
it
is
not
the
fault
of
the
individual
that
happens
to
own
a
portion
of
that
company.
So,
yes,
sir,
he
is
extraordinarily
extraordinarily
qualified
for
the
position
he's
up
for
and
if
you
hate
the
second
amendment
so
bad,
you
want
to
ban
ammunition,
bring
that
bill.
T
Well,
it's
not
beneath
the
court
systems
in
the
united
states
of
america,
thank
god.
So,
but
I'm
sorry
we're
to
the
point
where
I'm
the
I'm
the
pariah
for
having
the
audacity
to
question
something
that
is
so
extreme
and
out
of
the
ordinary
that
that
so
many
so
many
citizens
have
died
in
this
country.
Like
I
said
one
time
one
time
that's
an
accident
when
it
happens
multiple
times,
you
start
questioning
it
and
if
you
want
to
defend
things
like
this
and
more
more
mass
shootings
in
this
country
and
more
school
shootings.
T
H
N
N
N
Mr
mullinauer
has
a
lack
of
experience
with
our
public
education
system.
To
my
knowledge,
his
only
experience
with
education
is
selling
ammunition
to
an
underage
school
shooter
and
which
is
illegal
and
also
perhaps
the
idea
which
my
colleague
didn't
state
when
your
family
has
donated
15
000
to
the
governor.
I'm
not
sure
this
is
really
the
look
that
we
want.
H
So
now
we're
going
to
go
there
again,
respect
your
opinion,
but
a
post
by
the
gentleman's
wife
is
absolutely
nothing
to
do
with
whether
or
not
he
should
be
appointed.
I
appreciate
you
bringing
it
up.
That's
fine,
but
mr
jordan
mullen
hour
is
up
for
an
appointment
today
and
I
actually
have
quite
a
few
homeschool
folks
in
my
district
I
support
my
public
schools,
my
home
schools,
our
charter
schools,
our
private
schools.
I
support
all
aspects
of
education
and,
in
fact,
on
the
state
school
board.
H
As
you
know,
they
do
have
a
hand
in
approving
certain
curriculum
for
homeschool
students,
as
well,
so
to
exclude
homeschool
students
and
parents
from
the
entire
equation.
Again,
I
would
humbly
disagree
with
and
trying
to
twist
someone
who's
up
for
an
appointment.
Their
spouse's
comment
on
social
media
simply
isn't
relevant
to
this.
But
again
I
respect
your
perspective
on
it
and,
if
you
don't
like
home
school
parents
and
students,
that's
on
you
not
on
me
representing
johnson
and
knox.
N
And
here
we
go
with
twisting
people's
words
again.
I
also
have
friends
who
homeschool
I
support
homeschooling.
I
also
think
that
someone
on
the
state
board
of
ed
should
have
experience
with
considerable
experience
with
our
public
school
system.
I
don't
have
a
problem
with
that
and
yes,
when
you
are
homeschooling
your
kids,
how
your
family
feels
about
public
education,
it's
pretty
clear
from
their
actions
that
he
feels
the
same
way
as
well.
M
Thank
you,
mr
speaker.
Members.
Many
people
will
stand
up
on
this
house
floor
to
speak
about
jordan
mullen
hour,
but
very
few
people
on
this
floor.
I
would
say
maybe
just
a
couple
of
us
have
ever
had
a
conversation
with
him.
Jordan
is
my
constituent,
I
know
jordan.
Well,
I
have
served
with
jordan
in
many
capacities.
We
could
not
find
a
better
tennessean
to
represent
us
on
any
board.
He
is
a
leader.
M
He
is
an
extremely
successful
business
owner,
he's
a
philanthropist
very
giving
very
generous
to
the
knoxville
community,
he's
engaged
in
statewide
charity
engagements
and
he
is
an
asset
to
us
and
he
absolutely
is
a
supporter
of
billy.
He
supports
our
governor
as
many
of
us
do
and
he
is
engaged
in
the
process,
and
I
appreciate
his
engagement
because
he
has
an
engagement
and
a
level
of
support
for
what
we
do
in
this
state
that
many
don't
have
and
he
puts
his
resources
and
he
puts
his
time
behind
it.
M
And
so
again
many
of
you
will
stand
up
and
disparage
him,
but
I
know
him
personally
have
known
him
sometime.
I
know
his
character
and
who
he
is.
As
a
person
and
again
whatever
board
it
may
be
nominated,
for
he
is
an
asset
to
anything
that
we
do
moving
this
state
forward,
and
I
appreciate
you
bringing
this
and
I
appreciate
the
nomination
and
the
support
of
the
governor.
Thank
you.
I
Thank
you,
mr
speaker.
Here's
my
confusion.
How
many
do
you
all
know
the
board
composition
between
men
and
women?
I'm
looking
at
the
website
looks
like
it's
11
members
of
the
board.
You
got
two
women.
Nine
men
is
that
correct
lear,
lambreth.
I
In
other
words,
the
board
was
to
be
created
and
it
was
to
be
filled
with
with
people
of
both
sexes
quote
until
the
membership
of
the
board
reflects
the
percentage
of
females
in
the
population.
Generally,
now,
looking
at
this
code
sentence,
I
think
lawyers
could
argue
whether
that
imposes
today
a
requirement
that
the
board
reflect
the
composition
of
the
state.
I
H
Lear,
I
think
you
started
up,
can't
imagine
that
you
would
be
opposed
to
a
candidate
for
any
appointment
based
on
their
gender.
It
sounds
as
if
you
are
but
again
he's
a
very
qualified
candidate
has
extremely
good
credentials
and
was
chosen
based
on
those
credentials
without
any
partiality
toward
gender,
ethnicity
or
religion.
Background
was
simply
chosen
on
those
credentials.
I
support
the
fact
that
we
need
a
very
diverse
state
school
board
and
look
forward
to,
quite
frankly,
all
of
these
appointments
and
future
appointments
ensuring
that
we
have
the
diversity
on
that
board.
H
That
is
needed
to
make
sure
that
we
have
both
diverse
opinions
and
individuals.
I
Well-
and
I
think
probably,
this
is
something
that
a
lawsuit
will
have
to
resolve
in
terms
of
whether
or
not
we're
violating
our
statutory
obligation
I'll
leave
that
to
the
lawyers
down
the
road
wanted
to
highlight
it,
but
with
respect
to
diversity,
I
guess
I.
I
question
that,
because
here
we
have
an
opportunity
to
start
rebalancing
the
board
so
that
school
girls
can
look
at
the
board
of
education
of
the
state
of
tennessee
and
see
see
women
who
are
taking
a
leadership
role.
I
It's
bizarre
to
me
that
at
this
point
with
such
a
lopsided
board,
we've
reached
down
to
find
another
man
instead
of
a
woman.
Now,
obviously,
this
particular
selection
is
totally
inexperienced.
It's
basically
an
avowed
enemy
of
the
public
schools
doesn't
believe
in
public
education
and
couldn't
be
less
qualified
to
serve,
but
that's
a
different
issue.
I'm
just
trying
to
figure
out
why
the
lee
administration
didn't
find
a
woman
when
there's
a
statutory
directive
that
we
have
aboard
balance
between
men
and
women,
and
we
have
such
a
lopsided
situation
again.
I
H
Learned,
thank
you
and
sir.
I
forgive
you
if
you
haven't
attended
very
many
state
school
board
meetings,
but
miss
lillian,
hart
grove
is
the
chairman
of
the
state
school
board.
So
just
what
it's
worth
my
daughter
and
other
young
girls
in
this
state
definitely
have
a
phenomenal
lady
to
look
up
to
there
in
that
position,
and
she
literally
is
the
chairman.
I
Well,
as
any
chairman
of
a
corporate
board,
will
tell
you
or
any
person
who
buys
stock
in
boards,
what
matters
is
who
controls
the
board,
and
the
point
is
the
fact
that
a
woman
happens
to
be
a
chairman
right
now.
Doesn't
change
the
policy
that
this
legislature
put
in,
which
clearly
indicates
an
intent
that
boys
and
girls
look
up
to
men
and
women
evenly
distributed
on
the
school
board.
So
I
just
think
the
the
fact
that
we're
selecting
a
man
now
I
mean
it
really.
I
It
really
clearly
defies
what
was
intended
when
the
board
was
created
and
it's
just
bad
policy.
I
don't
know
why
we'd
be
doing
it.
I
have
a
feeling
it
would
take
me
15
minutes,
looking
around
on
my
phone
to
find
10
highly
qualified
women
to
serve
on
the
state
board
of
education,
and
I
tell
governor
lee
I'm
available
for
that
service
in
the
future
if
he
continues
to
struggle
filling
these
boards
with
the
proper
members.
H
Representative,
the
executive
director
also
happens
to
be
a
lady.
Again.
I
don't
see
the
world
through
that
lens
to
try
to
be
discriminatory
toward
anyone
based
on
their
sex,
their
gender,
their
ethnicity,
their
religion.
You,
sir,
may
want
to
go
down
that
road,
but
we
have
strong
leadership
on
the
state
school
board
and
your
argument
may
work
for
other
boards,
but
it
simply
doesn't
work
and
we're
here
over
this
one
appointment
represent.
B
E
Thank
you,
mr
speaker.
I
can't
stand
here
and
and
listen
to
this
conversation
and
mr
leader,
thank
you
for
bringing
this
forward.
Jordan
mullenauer
I've
known
jordan
milnauer
for
many
years
now,
and
he
and
I
have
had
many
many
many
conversations
and
his
love
and
passion
for
education.
E
I
will
put
it
up
against
anyone's
in
this
chamber
in
the
chamber
across
the
hall
or
in
the
capitol.
He
may
have
homeschooled
his
kids,
but
he
has
already
had
numerous
conversations
with
school
board
members
and
the
fact
that
jordan
could
be
tied
or
misrepresented
as
having
a
part
in
a
mass
shooting
makes
me
very
angry
that
that
would
even
be
a
characterization
that
was
put
on
him.
You
will
not
find
a
better
candidate
than
jordan
mullenauer,
it's
not
jordan,
mullenhauer's
issue
about
the
representation
and
the
makeup
of
male
versus
female
on
the
board.
E
We
are
not
discussing
that
with
jordan
molnauer.
So
thank
you
again,
and
I
can
assure
you
that
you
will
not
be
disappointed
for
bringing
this.
B
B
Senate
joint
resolution
856.,
I
receive
a
constitutional
majority,
hereby
declared
concurring
with
objects
of
the
most
greek
series
table
top
next
bill.
Mr
clark
house.
D
B
P
Now
to
put
that
in
my
county
in
my
county,
the
last
gubernatorial
race,
there's
55
000
people
voted
in
sullivan
county
under
existing
law.
I
have
to
get
25
signatures.
If
somebody
wants
to
run
under
a
minor
party
and
get
that
little
letter
beside
their
name
under
existing
law,
they
have
to
get
1500
signatures.
P
So
what
this
bill
does
it?
It
doesn't
make
it
equal,
even
though
our
constitution
says
in
article
1
section
5,
that
our
elections
shall
be
free
and
equal.
That's
what
it
says
this
bill
doesn't
make
it
equal.
It
just
makes
it
more
attainable
because
it
says,
instead
of
getting
2.5
percent
of
the
last
total
votes
in
the
governor's
race.
You
just
have
to
get
point
five.
P
P
now
that
varies
from
county
to
county,
based
on
how
many
people
voted,
but
my
adjoining
district
representative
campbell
his
district
touches
three
counties,
so
he
has
to
get
point
five
percent
of
all
three
of
those
counties
collectively,
which
means
that
he
would
have
to
get
25
signatures.
If
somebody
run
on
a
minor
party
in
his
counties,
they
would
have
to
get
500..
P
So
this
bill
lowers
from
2.5
to
0.5
the
number
of
signatures
that
you
have
to
have.
It
also
sets
the
retention
for
the
next
election
cycle
from
five
percent
to
one
percent,
in
other
words,
under
existing
law.
You
have
to
get
five
percent
of
the
vote
to
get
your
name
with
your
little
moniker
on
there
at
the
next
cycle
of
elections.
This
lowers
that
to
one
percent
and
the
last
thing
it
does.
J
Thank
you
just
wanted
to
say
I've.
I've
actually
brought
similar
legislation
in
previous
years
and
and
obviously
I
stand
up,
I'm
a
member
of
the
democratic
party.
I
know
you
remember
the
republican
party,
but
ultimately,
I
think
in
our
nation
we're
getting
away
from
general
elections
and
unfortunately
so
many
elections
are
decided
in
the
primaries,
and
I
think
it's
critical
that
we
have
people
that
can
run,
even
though
I
might
not
agree
with
them
for
whatever
party
they
feel
like
they
should
or
belong
to,
or
a
part
of.
J
You
know,
there's
a
growing
number
of
independents
in
this
country
and,
quite
frankly,
that's
because
people
are
becoming
dissatisfied
with
both
parties
being
so
polarized
and
we've
lost
people.
I
firmly
believe
in
the
middle,
who
want
to
create
good
legislation,
good
laws
and
compromise
and
anything.
J
J
I
think
some
of
these
elections,
you
know,
especially
at
the
presidential
level
you've
seen
third
party
candidates,
have
backing,
have
helped
move
some
of
the
republican
and
democratic
candidates
more
to
the
center.
So
I
appreciate
you
doing
this
and
I
think
it's
right
for
democracy
in
the
state
of
tennessee.
Thank
you.
Q
Thank
you,
mr
speaker.
Mr
sponsor,
you
know
you
are
one
of
my
favorite
legislators,
but
I
rise
and
not
not
in
support
of
your
bill.
I
am
going
to
vote
against
this
bill.
One
of
the
things
I
like
to
know,
especially
with
a
bill
like
this,
is
why
so,
many
years
ago,
this
general
assembly
decided
to
pass
this
law
in
the
first
place,
and
we
don't
we
don't
know.
We
don't
know
why
they
did
that.
Q
Q
Q
We
have
seen
george
soros
fund
district
attorney
candidates
all
over
this
country.
Some
of
our
greatest
cities
are
ruined
by
injustice
because
those
candidates
won
in
those
cities
and
they
have
literally
been
ruined,
and
the
people
who
deserve
justice
have
not
received
it
and
that's
what
happens
when
you
have
people
who
don't
understand
american
government
who
don't
believe
in
our
constitution
running
and
also
supporting
candidates.
Q
So
I
I
will
not
be
supporting
this
legislation.
Those
are
my
reasons.
I
don't
expect
that
everybody
has
similar
reasons
for
supporting
it
or
not
supporting
it.
I
really
really
don't
I'm
not
making
any
implication,
but
I
did
just
want
to
let
you
know
my
reasons,
because
I
respect
you
so
much.
Thank
you.
P
Chairman
holzing,
thank
you,
mr
speaker.
You
very
well
may
be
right.
A
socialist
organization
might
muster
up
a
candidate
and
go
on
the
ballot,
get
get
enough
signatures
which
will
be
a
lot
of
signatures.
Even
if
you
pass
this
bill,
I'm
I'm
concerned
just
as
much
about
marxism
and
leninism
and
socialism
being
taught
at
taxpayers
dime
and
some
of
the
universities
in
this
state,
and
we
need
to
address
that.
D
Or
tabulate,
if
you
will
that
25
figure
that
you
gave
on
the
last
part
of
your
conversation.
P
P
Okay,
under
existing
law
right
now,
what
would
trigger
a
primary,
a
forced
primary
would
be
five
percent.
If
you
won
five
percent
of
the
vote
that
triggers
a
pi
a
primary
this
ups
that
to
25
says
you
have
to
have
25
percent
of
the
vote
to
trigger
a
primary
which
would
keep
minor
parties
out
of
a
primary,
I
mean,
that's,
that's
the
whole
purpose
of
it.
L
L
And
a
massive
majority
of
people
who
are
registered
to
vote
that
don't
vote
because
they
don't
identify
with
the
two
parties.
We've
got
democrats.
We've
got
republicans
that's
shocking
to
me,
because
I
think
they
should
agree
with
my
party
and
I
think
some
on
the
democrats
side
think
they
should
agree
with
their
party.
L
So,
on
a
bill
like
this,
I
think
about
how
the
framers
were
looking
at
it
and
I
think
how
we
can
get
more
people
engaged
now
on
the
conservative
side
of
politics.
We
believe
that
competition
drives
the
market.
We
believe
that
when
competition's
out
there,
it
makes
the
final
product
the
best
for
the
consumer.
L
So
I
support
this
legislation,
because
if
it
does
bring
competition
to
either
one
of
these
political
parties,
that
means
we
have
to
have
a
better
product.
In
the
end,
the
person
who
has
the
best
product
is
going
to
sell
it.
It's
it's
wrong
for
us
to
think
that
we
get
to
control
everything
and
then
this
other
majority
of
people
who
would
like
to
have
a
voice
can't
even
come
up
to
the
table.
L
Here's
the
deal,
I
believe
that
my
party
has
proven
to
america
and
the
world
that
the
republicans
are
getting
it
right
in
tennessee
if
there's
an
area
that
we're
not
getting
right
at
it,
bring
the
competition
on
because
we're
going
to
continue
to
prove
who
we
are
so.
Mr
sponsor,
I
support
that
because
I
support
the
notion
of
freedom
and
identifying,
with
whatever
party
and
being
able
to
have
the
competition
that
makes
the
final
product
the
better
product
for
the
consumer.

Business
one
moment:
hey
members,
while
we're
waiting
on
that,
I
will
just
tell
you
if
you
watch
calendar
rules
today,
you'll
see
that
there's
a
lot
more
bills
going
through
counter
rules,
which
means
that
there'll
be
more
bills,
we'll
be
maximum
on
mondays.
We
will
be
maximum
on
thursdays,
which
means
do
not
be
out
expecting
to
be
out
of
here
before
noon,
on
thursdays
at
the
earliest,
and
then
we'll
be
going
back
on
wednesday's
morning
here
very
soon
in
the
next
week
or
two
at
the
latest
just
wanted
to
let
you
know.
F
B
B
H
Thank
you,
mr
speaker.
The
next
several
of
these
motions
members
are
on
several
bills
that
many
of
you
went
to
the
committee
chairman.
I've
discussed
it
with
the
minority
leader
and
all
are
in
agreement
to
put
these
in
committee
for
next
week.
So
with
that,
mr
speaker,
with
the
house
bill
2290,
be
heard
in
the
health
subcommittee
next
week,
you've
heard.
H
H
A
A
L
D
Thank
you,
mr
speaker.
I
just
wanted
to
let
the
house
know
that
tuesday
march
22nd
is
our
ag
day.
It'll
begin
at
eight
o'clock,
with
a
contest
at
9
30
we'll
have
a
special
ag
committee
meeting
at
10
30
and
then
we'll
have
a
brisket
barbecue
and
chicken
for
lunch,
starting
at
11,
30.,
so
y'all
be
sure
to
participate.
This
coming
tuesday,
the
22nd
and,
I
believe,
there's
a
contest
that
you're
going
to
be
participating
in
make
sure
your
hands
are
warm.
L
H
Thank
you,
mr
speaker.
Members.
The
business
and
utility
subcommittee
finished
our
final
calendar.
Yesterday
we
have
concluded
our
business
for
the
year.
K
N
P
D
D
B
If
you
want
it
to
be,
it
can
be,
you
want
to
hear
from
the
clerk.
Yes,
sir,
mr
clark.
S
F
S
F
S
B
F
Clerk,
mr
speaker,
I'll,
read
the
rule
directly
when
any
bill
or
resolution
is
voted
upon,
but
fails
to
receive
a
constitutional
majority.
The
same
shall
be
automatically
referred
to
the
committee
on
calendar
rules.
It
is
no
longer
before
the
full
body,
it
is
in
the
calendar
and
rules
committee.
It's
and
this
rule
says
it
shall
automatically
be
sent
and
that's
what
the
speaker
has
done.
Representative.
F
S
Thank
you
speaker,
I'll
still,
respectfully
disagree
with
the
interpretation
of
that
rule,
but
thank
you
for
for
taking
the
time
to
address
it.
Thank
you.
Clerk
also.
