D
He
knows
his
patients
personally
and
believes
that
the
privilege
of
caring
for
them
is
a
blessing
from
god
and
whereas
dr
sabi
kumar
came
to
the
united
states
on
december
6
1970,
he
arrived
at
jfk
airport
in
new
york
with
only
37
dollars
in
his
pocket.
Thanks
to
the
beneficiaries
of
his
cousin,
a
doctor
already
living
in
the
states,
he
was
able
to
make
his
way
to
mount
sinai
medical
center
in
miami
florida.
D
He
has
faithfully
served
the
people
of
robertson,
county
and
house
district
66
as
a
member
of
the
109th
through
the
112th
general
assemblies
and
currently
serves
as
chair
of
the
insurance
committee
and
whereas
representative
kumar
is
the
embodiment
of
the
american
dream.
He
has
achieved
greatness
through
hard
work,
determination,
education
and
seizing
the
opportunities
extended
to
him
and
whereas
dr
kumar
is
a
professional
and
public
spirit,
individual
of
the
highest
order,
and
he
has
made
significant
indelible
contributions
to
the
field
of
medicine
during
the
last
50
years.
D
Now,
therefore,
being
resolved
with
the
house
of
representatives
112
general
assembly
state
of
tennessee,
the
senate,
concurring
that
we
recognize
and
congratulate
representative
sabi
doc
kumar
for
50
years
of
astute
service
in
the
field
of
medicine.
Wishing
him
much
continued
success
as
he
continues
to
serve
at
the
height
of
his
profession,.
C
Members,
when
I
was
young,
remember
my
grandmother
telling
me
one
day
that
america
was
an
exceptional
country.
She
was
first
generation
here
and,
as
I
grew,
I
started
to
hear
the
term
american
exceptionalism
and
regardless
of
our
faults
and
failures
and
our
struggles,
our
defeats
and
our
victories
in
this
country,
we
live
in
the
greatest
country
on
the
planet.
C
C
When
I
think
of
american
exceptionalism,
I
think
of
somebody
just
like
my
friend,
dr
kumar,
and
I
don't
know
if
you
caught
it,
but
you
need
to
catch
this.
He
came
here
in
1970.
He
landed
with
37
dollars
in
his
pocket,
that's
worth
somewhere
today.
I
looked
it
up
it's
worth
somewhere
in
the
neighborhood
of
four
hundred
dollars.
C
There
is
no
country
in
the
world
that
you
can
do
stuff
like
this
and
come
here
and
say
you
know
what
I
want
to
be
a
part
of
this
country,
and
not
only
do
I
mean
a
part,
but
I
want
to
add
to
and
be
a
part
of
american
exceptionalism
and
leave
this
place
better
than
we
found
it.
So
I
felt
like
when
I
realized
that
he
had
served
for
50
years
as
a
doctor
and
understanding
that
he
came
here
with
37
in
his
pocket.
C
C
That's
pretty
impressive
to
me
and
I
felt
like
it
was
beneficial
for
us
and
honored
for
him
and
his
sweet
wife
and
his
daughter
to
come
in
here
and
give
them
love
for
what
they've
done
and
proving
yet
again
that
america
is
a
great
country
and
american
exceptional
is
alive
today,
and
it
was
alive
50
years
ago.
Mr
speaker,
with
your
indulgence
like
to
yield
my
remaining
time
to
the
doctor.
E
Thank
you,
jeremy.
It's
really
an
honor,
no
doubt
about
it
and
you
said
all
the
right
things
that
I
asked
you
to
say
it
is.
You
know.
E
E
Now
this
is
considering
the
fact
that
the
last
time
I
walked
down
the
aisle
was
almost
40
years
ago
and
linda
was
with
me
right,
40
years,
and
that's
our
daughter
nina.
Really
it's
as
it's
normal
to
reflect
back
this
december.
E
8Th
was
fifth,
my
50
years
in
america,
and
it
you
reflect
it's
an
important
day.
We
were
not
able
to
have
any
celebration
because
of
kobe
and
so
on,
but
yet
it's
a
landmark
that
you
that
you
are
overwhelmed
by
and
I,
as
I
think
about
it,
there
are
three
things
that
come
to
mind
that
are
of
legislative
connection.
E
E
E
E
Did
my
internship
training
there
as
well
as
a
residency?
My
last
year
was
a
fellowship
in
transplantation.
We
only
did
kidneys
in
the
in
1970,
liver
and
heart
and
lung
were
not.
Those
things
had
not
happened
yet,
but
again,
my
message
is
education.
Changes
lives.
E
It
can
eliminate
poverty,
it
can
erase
the
differences
we
feel
between
the
society
and
the
culture
and
it
can
propel
you
wherever
you
want
to
go
somebody
yes,
john
lewis
said
education
is
the
ticket
to
the
american
kingdom.
We
call
it
the
american
dream
right.
It
is
really
the
ticket
message
number
two,
the
immigrant
thing.
E
E
Morton
was
a
engineer
who
worked
in
construction.
Shirley
was
an
executive
with
winnebago
and
they
taught
me
about
american
life.
Everything
from
I
had
never
had
jello
before
to
to
to
yes
important
things
like
dating
and
all
that
they
taught
me
all.
Morton
taught
me
about
football
dolphins,
70,
71,
72
73
were
dominant
right,
don
schula
was
there
bob
gracie
and
larry
sanchez,
and
all
that
and
but
morton
taught
me
about
football.
Shirley
taught
me
more
about
life.
E
She
became
my
jewish
mother
who
took
care
of
the
fact
that
if
I
get
my
own,
when
I
get
my
own
apartment,
you
need
sheets
and
dishes
right.
Only
a
jewish
brother
will
think
that
so
after
seven
years
in
miami,
I
leave
to
come
to
springfield
tennessee
there's
a
little
concern,
but
shirley's
advice
to
me
is
something
that
every
person
among
us
and
every
immigrant
among
us
should
have
shirley
is
now
in
her
mid
to
late
90s
lives
in
from
miami
has
had
to
move
to
grand
junction
colorado.
E
E
E
Go,
do
the
work
and
you'll
be
fine,
and
that
is
really
what
developed.
When
I
was
there.
Certainly
villain
six
months,
eight
months
or
so
one
of
the
physicians
did
make
a
remark.
That
was
a
bit
derogatory
and
it
got
back
to
me
it
had
to
something
to
do
with
being
foreigners
coming
and
that's
fine.
I
did
not
confront
him.
I
did
not
hold
it
against
him,
guess
what
two
and
a
half?
Three
years
later
his
wife
needs
an
operation,
a
important
operation,
okay,
concerned
about
breast
cancer
and
who
was
the
surgeon
I
was.
E
We
became
lifelong
friends.
If
I
had
confronted
that
gentleman
he's
a
charming
son
of
gentleman,
give
you
do
anything
for
you
took
care
of
his
patients
loved
nina
like
his
own
daughter
and
really
it
was
through
work,
decency
and
grace
that
you
win
people
over.
We
became
lifelong
friends
even
after
he
passed
away.
His
wife
would
call
me
if
they
asked
her
to
see
an
orthopedic
doctor.
She
would
say:
sabi
is
this
fellow
all
right,
they
totally
depended
on
me
to
me.
E
E
E
E
Innovation,
ingenuity
and
again
opportunity
of
what
one
can
accomplish
in
america.
Warren
buffets
has
said
that
his
greatest
attribute
or
greatest
blessing
was
that
he
was
born
in
america.
If
he
was
anywhere
else,
he
would
have
not
been
able
to
accomplish
what
he
did.
There
is
equality
and
opportunity,
not
in
wealth,
not
in
height,
but
there
is
a
quality
in
opportunity
of
what
we
can
accomplish
and
what
can
do.
It
is
a
loving
society.
You
can
win
people
over.
Yes,
there
are
some
people
who
have
attitude
or
problems,
but
that
is
everywhere
today.
E
My
last
point:
those
are
the
three
points:
education,
immigrants,
immigration,
not
having
a
chip
on
your
shoulder,
as
well
as
the
opportunity
and
what's
available
in
america.
The
last
thing
I
would
say
will
be
all
these
things
made.
My
american
dream
possible,
also,
my
faith,
our
church.
I
we
go
to
the
united
methodist
church.
I
teach
sunday
school
class
once
a
month.
E
Linda
has
been
president
of
our
class
and
nina
is
the
youngest
trustee
on
the
council
of
our
church,
and
we
are.
It
has
sustained
us
through
times
that
only
faith
can
sustain
us.
I'm
really
grateful
the
kindness
for
the
kindness
of
this
body,
it's
great
to
be
able
to
be
able
to
walk
by
and
bump
elbows
with
all
of
you,
and
there
is
a
there,
is
kindness
and
respect
for
each
other.
Even
when
we
disagree
and
speaker
sexton.
Thank
you
for
the
indulgence.
A
Picture
one
second,
representative
mitchell
has
some
words.
F
F
You
are
a
man
of
stature.
You
rise
above
so
many
of
us.
The
bottom
line
is
you've
accomplished
so
much
in
your
life,
but
the
bottom
line
is
you
listen.
You
listen
to
everyone
and
you
listen
to
both
sides.
Sometimes
you're
put
in
a
position
where
you
have
to
make
pick
and
choose.
Sometimes
you
don't
like,
but
I
appreciate
all
you
do
for
this
body
and
I
appreciate
all
you
stand
for,
and
you
are
an
american
treasure
and
thank
god
for
people
like
you
in
this
country.
Thank.
F
B
You,
mr
speaker,
members
in
the
spirit
of
optimism,
I'm
going
to
go
ahead
and
make
this
announcement
tomorrow
is
my
youngest
son's
sixth
birthday,
and
I'm
really
hopeful
that
I
will
not
be
here
congratulating
him
on
his
birthday
tomorrow.
So
I'm
going
to
congratulate
him
right
now.
Emmett
carmichael,
hasley
curcio
turn
six
tomorrow
watch
out
world.
G
G
H
Thank
you,
mr
speaker.
This
bill
was
came
out
of
several
years
ago.
I
served
on
an
ad
hoc
committee
for
disabilities
with
senator
becky
massey,
and
during
that
summer
we
traveled
across
the
state
and
had
hearings
to
make
it
convenient
for
the
disabled
to
come,
and
so
this
idea
came
from
some
of
those
meetings,
and
so
what
this
bill
will
do
simply
is
establish
tennessee
as
a
state
as
a
model
employer,
and
that
is
a
program
for
individuals
with
disabilities.
H
H
They
will
do
other
things
within
that
department,
but
they
will
have
this
program
in
their
hands
to
be
sure
that
what
it
the
way
they
describe
it
is,
it
will
adopt
a
framework
for
state
agencies
and
departments
that
gives
full
consideration
to
the
recruitment,
hiring
advancement
and
retention
of
qualified
individuals
with
disabilities
in
the
state
workforce
and,
as
we
like
to
say,
we
want
to
lead
the
way
and
show
our
private
workforce
that
the
disabled
offer
a
lot
to
our
our
state.
So
with
that,
I
renew
my
motion.
I
I
Sponsor
earlier
in
committee,
I
was
acknowledging
a
a
group
back
in
rutherford
county
that
helps
folks
with
special
needs,
and
I
was
a
new
state
representative
and
I
was
really
impressed
with
this
group.
It
was
a
I
had
several
people,
they
had
a
little
little
sim
line,
they
were
packages
and
things
a
little
lady
was
so
excited
to
get
a
job
at
mcdonald's.
She
was
so
excited.
I
Then
I
seen
another
guy
that
was
folding
pizza
boxes,
papa
john's
hired
him
and
he
could
fold
1200
pizza
boxes
in
in
two
and
a
half
hours.
It
was
amazing
and
he
was
deaf
and
blind
deaf
and
blind
and
working,
and
what
impressed
me
was
all
the
folks
out
there
that
maybe
not
want
to
work
and
here's
a
guy
with
special
needs,
deaf
and
blind
working
for
papa
john's.
So
I
want
to
thank
you
for
what
you're
doing
and
had
another
young
man
come
to
see
me
years
ago.
I
I
I
seen
him
bowl
a
perfect
game.
I
was
amazed
that
he
could
bowl
a
perfect
game,
but
he
was
special
needs.
So
thank
you.
The
main
thing
I
want
to
say
is
thank
you
for
listening
to
the
folks
across
the
state,
not
just
people
in
your
district
but
folks
across
the
state
of
tennessee,
so
kudos
to
you
ma'am.
Thank
you,
chair,
lady.
G
H
B
Thank
you,
mr
speaker.
I
just
wanted
to
say
how
much
I
appreciate
this
bill.
I
mean
I've
worked
with
in
recruiting
for
many
years
off
and
on,
and
I
know
how
difficult
it
is
sometimes
to
convince
employers
to
hire
the
handicapped.
J
Hopefully,
this
will
will
definitely.
B
H
G
G
G
B
K
I
was
just
making
sure
you
were
prepared,
chair,
representative
land.
Is
this
secession
bill.
K
K
Ripton
parks-
thank
you,
mr
speaker.
Okay,
we
won't
call
a
succession,
though
so
I
was
looking
at
the
the
mechanics
of
this
bill
and
I
was
wondering
if
maybe
we
can
draft
this
to
say
from
east
davidson
to
the
mississippi
river,
possibly
create
a
new
state.
West
tennessee.
Maybe
it's
your
chance,
mr
speaker?
Here's
your
chance!
F
F
But
since
jonathan
talked
to
me,
it's
a
good
bill,
I
mean
it's
someone
whose
house
is
halfway
in
one
county
halfway
in
another
we're
trying
to
decide
which
county
they
live
in.
You
know,
let's
just
decide
which
county
they
live
in
push
the
entire
piece
of
property
in
one
county
be
done
with
it.
This
is
an
easy
bill.
I
don't
know
you
know
who
we're
succeeding
or
whatever,
but
let's
do
it.
Let's
make
it
quick.
We've
got
other
important
matters
to
take
care
tonight.
Thank
you.
G
G
G
G
G
G
G
G
G
D
Clark,
mr
speaker,
we've
put
together
a
consent,
calendar
three,
a
consent
calendar
number
three.
It
consists
of
just
a
couple
items.
It
has
been
emailed
to
everyone's
account
and
it
should
be
available
on
the
dashboard
app.
We'll
give
you
just
a
second
to
to
look
at
that
and
then
we'll
take
that
up
in
just
a
second.
B
G
B
You,
mr
speaker,
some
of
my
colleagues
behind
me,
may
have
objections
to
rule
50..
I
think
representative
littleton
was
the
first
to
voice
those
concerns.
G
G
G
J
J
We
have
the
most
bipartisan,
yes,
the
most
bipartisan
group
of
legislators
joined
together
and
for
some
reason
we
all
got
set
on
this.
Most
of
us
got
set
on
this
side
of
the
aisle.
During
this
legislative
session,
a
few
others,
chairman,
hasten
had
been
on
the
far
side.
Of
course,
the
tallest
chairman
jesus
is,
he
can
sit
wherever
he
wants
to.
J
We
have
ga
here
joining
us
and
we
have
a
resolution,
and
we
noticed
we
noticed
during
conversation
today
that
one
of
our
legislative
colleagues
was
trying
desperately
to
put
us
to
shame
today
and
as
a
caucus
that
stands
before
you
right
now,
we
would
like
to
read
a
resolution
that
we
have
written
in
response
to
one
of
our
colleagues
who
stood
so
boldly
in
the
well
earlier
today.
J
And
whereas
these
nude
noggins
finally
had
enough
and
formed
the
unorganized,
bald
caucus,
otherwise
known
as
the
ubc
and
whereas
chairman
andrew
farmer
may
think
that
he's
just
a
normal
guy
with
his
finely
quaffed
head
of
hair.
But
in
reality
he
represents
the
pure
evil
to
members
of
the
ubc
and
whereas
his
excessive
use
of
hair
products
by
by
his
wife
who
we
love
mariah.
J
J
And
whereas
the
ubc
strongly
objects
to
chairman
farmers,
beautiful
bouffant
and
demands
action
now,
therefore
be
resolved
by
the
house
of
representatives
of
the
112th
general
assembly.
The
state
of
tennessee,
that
the
ubc
demands
that

D
Mr
speaker,
we
have
a
message
on
the
desk
from
the
senate
house
bill
1039,
but
chairman
vaughn
and
others
relative
to
employment
security.
Mr
speaker,
I'm
directed
to
return
to
the
house
house
bill
1039
substituted
for
senate
bill
on
the
same
subject
admitted
and
passed
by
the
senate
chairman
vaughn
you're
recognized.
B
B
Let
me
conciliatorily
that
I
may
have
invented
that
word
and
just
for
an
explanation
of
what
the
senate
amendment
did
in
our
much
discussed
unemployment
bill
of
last
evening.
B
The
rates
for
the
benefit
amount
that
corresponded
with
the
shortening
of
the
duration
had
increased
25
dollars.
The
senate
version
keeps
the
25
dollar
increase
for
the
lower
tier
benefits,
but
increases
the
higher
tier
to
50
a
week.
So
actually
it
has
less
of
an
impact
to
the
fund,
but
yet
it
does
increase.
The
benefit
doubles
the
benefit
that
was
considered
in
our
bill.
So
in
the
spirit
of
conciliation,
I
moved
to
concur.

A
All
right
members,
we
have
one
conference
committee
report,
we're
about
ready
to
take
up.
Two
more
are
being
worked
out,
one's
going
to
be
streamed,
so
that
might
take
a
little
bit
of
time,
but
we'll
go
ahead
and
take
up
the
next
conference
committee
report.
Mr
clark.
D
L
What
I
have
is
a
minority
report
to
the
conference
committee
and
essentially
what
it
does
is
accepts
the
original
bill
that
was
put
forward
and
deletes
items
51
and
52
in
the
opinion
of
the
minority
report.
What
they
do
is
take
away
the
ability
of
teachers
to
teach
and
students
to
learn
history
as
it
is
without
blaming
anyone,
and
with
that,
mr
speaker,
I
move
to
adopt
a
minority
conference
committee
report
and
make
it
the
action
of
the
house.
B
Thank
you,
mr
speaker,
and
to
the
sponsor
of
the
minority
report
you're
a
very
good
man
and
well
esteemed
in
this
chamber.
However,
in
this
particular
regard,
we
simply
stand
on
opposite
sides
of
this
issue.
The
majority
report
better
reflects
the
will
of
the
sponsor
of
this
legislation
and
will
better
enable
our
school
children
to
learn
the
actual
history,
the
good,
the
bad,
the
ugly
but
all
the
history
of
our
country
and
not
some
sort
of
new
revised
version
of
that.
So,
with
all
due
respect,
I
moved
the
minority
report
to
the
table.
A
L
You,
mr
chairman,
I
question
again
my
esteemed
colleague
thank
you
for
your
comments,
but
I
feel
that
what
we
are
doing
is
not
affording
our
children
to
have
a
picture
of
history
as
it
is.
We
should,
if
we
want
to
bring.
In
my
view,
this
country
together
we're
going
to
have
to
look
at
our
history,
accept
what
it
is
and
move
forward
from
there
together.
L
If
we
look
around
the
world,
there
are
countries
who
are
capitalizing
on
what
they
perceive
as
our
differences
as
opposed
to
us
coming
together
with
that,
mr
chairman,
mr
speaker,
I
once
again
moved
the
acceptance
of
this
action.
Oh,
I
can't
do
that
ken
okay.
A
Right
against
the
table,
emotion,
I
got
you.
The
permanent
situation
is
that
representative
keem
has
moved
adoption
of
the
minority
report.
Lear
lambreth
has
moved
that
motion
to
the
table,
we're
voting
on
the
tabling
motion,
all
those
in
favor
vote
eye
when
the
bell
rings.
Those
opposed
vote.
No,
as
I
remember
voted,
does
any
members
change
your
vote.
A
M
M
sub
paragraph
12
reads:
the
rule
of
law
does
not
exist,
but
instead
is
a
series
of
power
relations
and
struggles
among
racial
and
other
groups.
As
a
reminder,
the
prologue
to
this
says
this
should
not
be
included
or
promoted
in
our
curriculum,
subparagraph,
3
or
13
rather
says.
All
americans
are
not
created
equal
and
not
endowed
by
their
creator.
With
certain
unalienable
rights,
including
the
life,
liberty
and
pursuit
of
happiness
or
and
sub
paragraph
14
reads:
the
government
should
not
deny
any
person
within
the
government's
jurisdiction
of
the
equal
protection
of
the
law.
M
M
A
L
Thank
you,
mr
chair,
to
the
sponsor,
as
you
read
that
statement
about
all
people
creating
equal,
would
you
accept
a
friendly
amendment
that
said
at
the
time
of
writing.
This
was
not
the
case.
D
Please,
mr
speaker,
no
amendments
are
in
order
at
this
time.
This
bill
has
been
bounced
back
and
forth
between
the
two
bodies.
A
conference
committee
has
been
appointed.
The
only
thing
that
this
body,
the
only
thing
before
the
body
right
now,
is
the
conference
committee
report.
This
body
can
accept
that
report
or
reject
that
report.
A
Have
a
second
on
tabling
motion,
proper
motion
problem.
Second
department
situation
is
that
representative
mckenzie
has
moved.
I'm
sorry,
chairman
reagan
has
moved
adoption
of
the
majority
report.
Representative
mckenzie
has
moved
that
motion
to
the
table
that
cuts
off
all
debate
for
that
of
the
sponsor
chairman
reagan.
You
are
recognized
thank.

this
one.

three
changes

amendment.

you
don't
mind.

chairman

I
promise
I'm
not,
but
the
the
the
body
of
what
you
were
speaking
to.
I
could
not
hear
you.
I
really
couldn't,
because
the
laughter
in
the
chamber
is
is
raising
or
or
the
side
talk
is
raising,
and
this
is
important
to
me
and
I
really
want
to
understand
what
the
senate
is
changing
and
I'm
sorry
I'm.
Mr
speaker,
I
truly
apologize,
but
I
really
missed
the
bulk
of
what
he
was
saying
until
you
gave
it
again.
A
M
Thank
you,
mr
speaker,
once
again
section
51
subparagraph,
a
I'm
going
to
read
is
the
prologue
we've
already
adopted
this
subparagraph,
a
says.
An
lea
or
public
charter
school
shall
not
include
or
promote
the
following
concepts
as
part
of
a
course
of
instruction
or
in
a

or
instructional
program,
or
allow
teachers
or
other
employees
of
the
lea

supplemental
instructional
materials
that
includes
or
promotes
the
following
concepts.

There's
all
right
remember
so,
where
we're
at
we
have
representative
shaw,
moved
his
message
and
refused
to
recede
and
sent
that
back
over
the
senate.
We're
waiting
on
that
to
come
back.
A
There's
a
conference
committee
out
right
now
as
my
understanding
and
then
there
is
going
to
be
the
conference
committee
on
the
three
judge
panel
judicial
bill,
we're
we're
waiting
to
announce
what
time
that
starts
in
the
meeting
room
location
and
then,
when
we
do
that,
we
will
take
a
brief
recess
for
them
to
meet
and
then
come
back
but
hold
with
us
for
a
couple
minutes
and
we'll
we'll.
Let
you
know.
A
B
Of
things
first
for
everyone
in
here
to
remind
you
mother's
day,
is
sunday.
They
brought
you
into
this
world.
They
can
take
you
out
and
then
also
for
the
ball
caucus
y'all.
After
consulting
with
mr
farmer,
we
considered
to
get
our
bowling
balls
redrilled
after
all
of.
