kind
of
roll
our
eyes

we

lazy
eyed
and
we
don't
listen

there's
times
that
some
of
us
talk
and
the
others
of
us
are
make
a
little
bit
of
fun
and
and
they're
probably
doing
the
same
thing
when
you're
talking-
and
we
just

mean
we're
humans
and
sometimes
we
just
carry
on
too
much
representative

and
myself.

He
was
standing
right
up
here,
maybe
two
or
three
years
ago,
and
one
of
us
was
talking
and
just
rambling
on
and
not
saying
anything
of
anything
and
curcio
looked
at
me
said
I'm
talking,
and
I
have
no
idea
what
I'm
saying
and
we
just
had
a
huge
laugh
when
he
did
that
and
then,
since
that
time
there
have
been
times
when
one
of
us
is
talking
and
cursing.
Look
at
me
and
says
I'm
talking
and
I
have
no
idea
what
I'm
saying.
I
I've
always
appreciated
that
little
laugh
that
we
have
with
each
other,
but
I
will
say
this
when
representative
curcio
talks
he's
always
had
good
stuff
to
say
part
of
us
being
in
the
legislature.
There's
a-

I
just
told
somebody
outside
part
of
us.
It
includes
us
being
somewhat
of
a
showman
to
to
be
on
the
house
floor
to
be
in
committee
and
to
be
effective.
You
part
of
it.
You've
got
to
be
somewhat
animated.
I
You've
got
to
be
somewhat
of
a
showman,
and
I
remember
watching
when
chairman
curcio
was
made
chairman
of
the
judiciary
committee.
I
thought
wow
we've
got
an
insurance
guy
going
in
to
run
judiciary
committee.
This
is
interesting,
I'm
going
to
enjoy
watching
how
this
happens,
and
this
is
what
and
if
you're
honest
with
yourself.
You
saw
this
too.
There
were
times
when
curcio
was
cheering
there's
times
when
he
spoke
that
you
thought
wait
a
minute.
Is
he
an
attorney?
I
You
see?
Some
of
you
are
shaking
your
head
you're
right
because
he
entered
into
that
role
and
did
such
a
fabulous
job
at
chairing
a
committee
that's
incredibly
complex
and
for
a
for
a
person
who
is
not
an
attorney
to
take
the
gavel
of
judiciary
committee
and
then
do
such
an
incredible
job
that
those
of
us
around
think
wait
a
minute.
Is
he
cell
insurance
or
is
he
an
attorney
guys,
that's
impressive
and
and
that's
what
we
found
in
representative
curcio.

I
want
to
say
thank
you
for
the
efforts
that
you
put
in
to
doing
that
and
and
the
studying
and
the
long
hours
and
understanding
the
tca
in
such
a
way
that
when
you
spoke
that
when
you
worked
in
that
committee,
you
impressed
everybody
that
watched
you
on
both
sides
of
the
aisle.

saw
democrats
and
republicans
alike,
respect
who
you
were
on
that
and
to
his
three
wonderful
kids.

on
this
general
assembly

truth
is
that
I've
gotten
to
known
michael
I've
gotten
to
know
how
hard
he
works,
and
you
know
when
you're
down
here

you
walk
this
funny

we
call
life.
You
meet
certain
folks
that
affect
you
in
certain
ways
that
become
a
surprise
and
on
a
personal
level,
I've
gotten
to
know
michael
kk,
his
three
kids.

just
met
his
mother
today
and
I
met
his
father
a
few
months
ago
to
different
event,
and
I
don't
say
this
lightly
or
all
the
time,
but
when
we're
down
here,
we
look
at
folks
that
we
want
to
mimic
that
we

like

make
sure
that
we're
living
up
to
a
certain
standard
and
michael
for
me
you're
one
of
those
guys.

it

getting
close

the

governor

michael
every
time
the
governor

something

our
state
is
heading.
The
right
direction.
Michael,
would
stand

and

everybody

he'd
look

his
watch

he

founded
the

caucus

bill
dunn.

remember

platform

those
folks,
because
right
now
it
seems
to
be

vogue

disparage
government
to
disparage
what
we're
doing
here

talk
about
how
everything

doom

gloom,

it's
not
there's
so
many
great
things
about
our
state.

so
many
great
things
about
our
country,
and
you
have
a
venue
with
folks
when
they
start
to
complain
when
they
start

say
something
about
the
swamp.

them
about
your
legislative
assistant,
who
helped
people
get
unemployment
benefits
during
cobin

bipartisan
bill

bipartisan
effort

you
carried

worked

and

never

to

he

his
law
partners

irony
is,
you
know
this
last
cycle
mike
had
a
primary
opponent
in
about
every
two
or
three
days.

a
call
or
a
text
from
mike
asking
me
if
I
could
find
her
more
sign
locations,
so
I
I
felt
great
joy
and
mike
being
on
the
flip
side
of
that.
But
you
know
the
one
thing
is
everyone's
sorry
about

smart
he
is
is
oftentimes
in
my
positions
in
leadership
I
would
come
up
to
mike
and
there
would
be
a
bill
that
one
of
you
maybe
had
on
the
opposite
side
of
the
aisle
that
we
had
a
question
about,
and
I
kind
of
look
at
it
and
and
was
like.

know
we
are
a
two-party
system
in
this
country
and
it's
important
to
have
a
very
strong
and
vocal
minority
and
mike
did
everything
he
could
in
his
power
to
make
sure
that
we
kept
tennessee
balanced
and
fair.

it's

every
single
one
of
you
that
was
on
the
opposite
end.

mike
did

of
principles
and

governor

up

He
needed
to
never
see
her
again.
That's
an
inappropriate
activity

a
nice
young
woman,
so
she's
been
involved.

stopped

office

brownie

coconut

your

she's,

best

I've

thousand
conversations

representatives

throughout
the
state
of
every
party
and
I'll
tell
you.

just
reinforced
my
view
that
I
don't
have
all

answers.

never
be
imposed

people

consent.
The
people
know
what
they're
doing,
and
each
of
you
knows
a
lot
more
about
what
your
people
need
than
I
do,

I've
respected
that,

I
appreciate
you
sharing

me
your
perspectives,
and
I
say
that
with
utmost
seriousness,
tennessee
has
always
punched
above
its
weight.

send
someone
up
to
be
vice
president
or
president

a
serious
candidate
for
those
offices,

many
of
you,
I'm
confident
up
here

your
seats,

move
on
to
serve
your
country
in
many
different
ways,

I

just

two
aspects
of
this
body
that
I
personally
hope
I
and
all
of
us
will
take
with
us
as
we
continue
to
make
the
nation's
history
first
here
in
the
tennessee
legislature,
we
create
a
balanced
budget
every
single
year
and
what
that
means
just
a
budget
imperative
it's
a
moral
imperative,
because
what
it
means
is
we
do
the
first
job
of
politicians,
which
is
to
set
priorities
with
the
resources
at
hand.

other
thing
I
will
say
that
I
take
with
me
from
this
body
as
in
tennessee,
when
we
win
we
win
when
we
lose,

lose
we
all,
and
this
is
one
of
our
great
traditions.
We
pledge
our
allegiance

republic

morning

we
start
doing
business
and
all
of
us.
From
my
experience,
democrat
and
republican
have
lived
by
that
creed
in
this
state.

republic,

first
job
of
any
politician

lose
gracefully
when
she
or
he
does
not
get
the
votes
and,
as
you
know,
I
participated
in
many
races.
I've
had
the
good
fortune
of
winning
the
few
representative.
Jernigans

have
been
my
favorite,
although
representative
mitchell
had
a
few
hot
ones
as
well,
but
you
know
I've
tried
to
beat
a
few
of
you
in
this
chamber.
I
even
tried
to
beat
chairman
fazen,
but
with
that
beautiful
family
of
his,
he
was
too
stout
and
rolled
right
over
us.

able

travel

95
counties
in
the
state

tennessee

one
time

I
first
was
running,
I
stopped
in
his
county
and
I
let
my
hair
grow
out
just
so
I
could
get
a
haircut
from
the
ball-headed
barber.

just
thought
that'd
be
the
coolest
thing.
I
So
if
you've
never
been
there,
you
need
to
go
and
sit
in
his
chair.
It's
it's.
He
built
this
beautiful
building.
That's
really
cool
great
atmosphere.
He's
got
this
whole
vacuum
cleaner
thing
that
the
hair
never
hits
the
floor.
It's
it's
really
impressive.
You
need
to
see
it
well.
I
thought
it
would
be
funny
to
take
a
selfie
with
him
and
say
that
this
barber
is
going
to
cut
my
hair
the
same
way
he
cuts
his
hair
just
being

three
years

to
this
day,
people
will
find
that
picture
and
make
comments
about
us
and
still
like
it
is
what
I've
never
had
a
picture
that
gets
likes
for
three
years
and
comments
for
three
years,

that
that's
amazing,
on
kind

leader
lambert

understand

person
that
would
want
to
leave
this
chamber

go
to
a
chamber,
that's
full
of
aids.

mean
they
have
band-aids
and
roll

type

health

you're

leaving

never
understood

representatives

senate

wing

legislature,

that's
his
choice,

to
see
him

pot

people
from
all
over

all
walks
of

backgrounds

after
meeting

bill
retroactive
for

offender
whose
victims

minor.

adopt

conference
committee
report

action
of
the
house

the
crime

going
to
commit
a
crime
to

minor

candidate

a

is
over

000
for
a
house
candidate-

not

and

fiscal
capacity

tremendous
amounts

levels

state

cut

funding

constituents

of

reason

in

local
district
goes
and
hire

more
person
outside
that
ratio,

we

a
state
say

fully
funding
your

what
this
does
through
this
base

weights

its
direct
funding,
it
is
sending
enough
money
to
the
local
communities
and
districts.
Well,
then,
they
can
hire
the
appropriate
numbers,
not
every
in
some
districts
and
everybody
needs
a
nurse.
We
want
a
nurse
in
every
school,
but
that
may
not
be
true
for
every
district
that
they
want,
that
they
have
the
funding
to
do
that
and
by
the
way
in
the
base
this
year-
and
I
want
to
congratulate
my
my
good
friend,
I'm
looking
at
right
here
from
up
upper
east
tennessee.

He's
he's
carried
this
every
year
and
we
wanted
to
pass
it.
The
funding
formula
under
the
ratio
is
one
nurse
for
every
three
thousand
students
every
year.
We
try
to
get
that
down
to

in
750,
but
it
it
has

fiscal
note
of
40
million
dollars.
So
therefore
it
doesn't
get
passed
because
we're
trying
to
ratios
in
the
base
this
year,
that's
6,

that's

the
base
per
student,
everybody
gets
when
they
calculated
this
brought
this.

have
brought
that
down
to
one
one
nurse
for
every
750
students,
so
the
money
is
going
to
the
school
and
also
on
the
counselors.
So
to
get
away
from
funding
ratios
is
the
reason
that
we
took
that
part
out
so
that
the
districts
get
the
money,
but
every
district
is
is
different.
One
size
never
fits
all.
We
know
that,
and
so
this
gives
freedom
to

districts.

the
professional
development
part,

have
to

through

would

insurance.

know
this,
but
the
state
only
pays
45
on
the
health
premiums
for
teachers,
whereas
they
pay
80,

percent
for
all
of
their
employees.
State
employees
and
I
found
out
this
week
that
they
also
pay
80
percent
for
all
the
teachers
and
faculty
for
tcats
and
for
community
colleges,
that's
40
of
them
27,
tcats
and
13
community
colleges.

You
know
for
someone
on
state
plan,
you
know
they're
playing
paying
around
250
to
300
a
month,
teachers
from
wayne
county,
really
good
teachers.
We
lost
probably
one
of
the
best
high
school
teachers
that
we
had.
They
crossed
county
line
and
went
to
hardin
county,
where
hardin
county
paid
100
percent
of
their
teachers
insurance.

when

they
don't
consider
tennessee
teachers
worthy

they
deserve

much

in

do
not
want
this.

are

concerned,
especially
what
I

reading
were
rural
teachers,
who

understand

they're

to
be
missing
in

few
years,

I
just
think
that
this
was
too
short
a
time
it.

away
so
much
of

local
control,

like
it,
our
principals
and
administrators,
don't
like
it.

of
our
parents,
don't
like
it
and
many
commun
community
members,

have
heard
from
numerous
community
organizations

touted
that
half
of
one
group
and
their

organization
supported
this
bill,
but
also
half
of
them.

support
education

support

organizations

and
superintendents

out
in
support

should

question

more

details

folks

at
them

talked

said

department

questions

made

comfortable

directors

Nothing

important

fund

support

public

been
a
rushed
process
from
the
get-go.

argue
to
use
my
other
colleague's
term
scheme.

scheme

cooked

we
had
these
tours
across
the
state.
He
got
public
feedback
and,
to
the
extent,
some
of
it
overlapped
and
looked
the
same.

option

never
allowed
that
that
discussion
never
took
place,

it's
incumbent
upon
us
to
make
sure
that
discussion
takes
place

everybody
who
has

stake
in
this

lawmakers,

administrators

opportunity

craft

piece

collected

billion
dollars

state

sales
taxes

fiscal

we're
sitting

mirror
and
ask
ourselves:
what
are
our
priorities?

public

do,
because

there
is
no
better
way
to
spend
our
money

improving
our
public
schools,

we're
only
increasing

amount

give

supported

fulfilled.

issue
is
not
part

bill.

supporter

concern
is
unintended
consequences
of
what
could
possibly
happen

our
rural
schools,

as
a
legislature
in
this
business

building

about
all

schools
at
all
times
in
order
to
continue
to
move
the
state
forward.

have
to
make
sure
that
tennessee
has
an
educated
population
period
from
tip
to
tip
mountain
city
to
memphis
tennessee,

gives

a
little
bit
of
consternation
about
this
particular
bill
and

apprehensive
seemingly
a
lot
of
the
members
I'd
love
to
study
this
thing
a
little
bit
longer
to
make
sure
that
we're
not
making
any
grievous
mistakes

related
to
public
education.

because

was

freshman
and

lot
of
new
things

freshman
coming
in
on
an
education
committee.

dollars
was
given

sycamore
institute

encourage
them
to
support
this
bill.

used
to
value
their
information,

it's
tainted
in
my

was

was
given
650
thousand
dollars,
and
the
chamber
was
given

ideologies
