House Floor Session- 1st Organizational Day- January 10, 2023

Missed
your
sergeant
arms
invite
the
members
into
the
chamber
and
close
the
doors
pursuant
Article,
2,
Section,
3
and
8
of
the
constitutional
state
of
Tennessee
and
the
authority
vested
to
me
as
Speaker
of
the
House
Representatives
of
the
112th
General
Assembly
I,
hereby
declarative
organizational
session
of
the
House
Representatives
of
the
113th
general
assembly
of
the
state
of
Tennessee.
Now
in
session.
B
C
Thank
you,
Mr
Speaker.
It
is
my
great
privilege
to
introduce
our
chaplain
of
the
day
the
Reverend
Andrew
bolso.
Despite
his
youthful
appearance,
father
bolso
is
actually
the
eldest
of
the
five
children,
whose
care
and
upbringing
the
good
Lord
entrusted
to
Kathy
and
to
me
he
is
a
product
of
our
educational
system.
Here
in
Middle,
Tennessee
he's
actually
a
graduate
of
the
initial
class
at
Pope
John
Paul
II
High
School
in
Hendersonville.
C
He
did
his
undergraduate
work
at
the
University
of
Notre
Dame.
He
graduated
with
honors
from
Notre
Dame
in
2009,
but
rather
than
pursue
a
more
Earthly
discipline
decided
to
answer
the
call
to
bring
souls
to
Christ.
He
spent
six
years
in
the
seminary
in
Rome
Italy.
He
received
a
degree
in
Rome
in
biblical
theology,
mastering
Latin,
Greek
and
Hebrew
along
the
way
he
currently
serves
as
pastor
of
Saint
Edward
church
here
in
Nashville,
on
Thompson
Lane
and
administer
Saint
Edwards
school,
which
is
attached
to
the
church,
father
Bosell.
A
Thank
you,
I
have
to
admit
this
looks
a
little
different
from
my
normal
pulpit
and
my
normal
congregation
But,
ultimately
I'm,
still
looking
at
a
Congregation
of
God's
children.
So
thank
you
for
having
me
here.
It's
an
honor
and
I'm
great,
very
grateful
for
this
invitation
as
I
am
a
Catholic
priest,
we'll
begin
as
our
Catholic
custom
is
in
the
name
in
the
sign
of
the
cross,
in
the
name
of
the
father
and
of
the
son
and
of
the
holy
spirit,
amen,
almighty,
ever-living
God.
A
A
If
the
Lord
does
not
build
the
house
in
vain,
do
the
Builder's
labor
as
we
begin
this
opening
session
of
the
113th
Tennessee
General
Assembly,
we
humbly
and
gratefully
acknowledge
that
every
good
work
begins
with
you
and
by
you
is
brought
to
completion
in
the
name
of
your
son,
Jesus
Christ
God
incarnate
born
as
our
savior.
We
ask
that
as
we
seek
to
build
up
the
Earthly
Kingdom
that
you
have
entrusted
to
our
care,
you
would
help
us.
A
C
B
You
can
be
seated
you're
good
before
we
get
started.
Let
me
just
say
two
years
ago,
unfortunately,
we
weren't
able
to
have
families
on
the
house
floor
due
to
limitations
and
restrictions,
but
it
is
so
good
to
see
all
the
families
that
are
here
today
to
support
the
members
of
this
General
Assembly.
Thank
you
all
for
coming
out.
E
F
F
E
You
Mr
Speaker
members,
please
sign
both
copies
of
the
oath
that
are
on
your
desk.
Please
sign
both
copies.
Some
members
of
the
clerk's
office
will
be
around
to
collect
those
copies
and
we
will
file
one
with
the
Secretary
of
State's
office
and
the
other
will
be
returned
to
you
after
the
justice
has
signed.
It.
We'll
return
that
back
to
you
for
your
keeping.
B
G
Thank
you,
Mr
Speaker.
Every
member
has
been
provided
a
copy
of
the
report
of
the
ad
hoc
committee
on
rules.
These
are
the
same
rules
that
the
house
operated
under
during
the
112th
General
Assembly.
All
reference
to
the
112th
General
Assembly
have
been
replaced
by
the
113th
General
Assembly.
That
is
the
only
change
with
that
I'm
moved
at
the
report
of
the
ad
hoc
committee
on
rules,
be
it
docked
abducted,
adopted
as
the
temporary
rules
of
the
House
of
Representatives
of
the
113th
General
Assembly.
B
Lambert's
second
solution:
property
seconded
all
members
in
favor
of
the
motion
will
say
those
opposed
will
say,
no
all
those
who
ever
say
aye
aye,
all
those
opposed.
They
know
the
eyes
have
it.
The
motion
prevails
of
objection.
The
motion
reconsider
goes
to
the
table.

B
B
B
B
B
He
met
with
individuals
in
the
community.
He
met
with
his
preachers.
He
met
with
the
commanding
officers
and
after
much
internal
deliberation,
York
felt
that
God
was
asking
him
to
go
that
there
was
a
higher
purpose
for
him
and
in
October
1918
he
and
16
other
soldiers
were
asked
to
advance
on
the
enemy's
line.
B
We
have
all
likely
heard
this
story,
but
as
Sergeant
York
describes
it,
those
machine
guns
were
sitting
fire
cutting
down
the
undergrowth.
All
around
me,
the
Germans
were
yelling
orders,
making
a
awful
racket.
I
wasn't
able
to
take
cover
behind
a
rock
a
tree
or
anything
else.
There
were
30
Germans
working
in
unison,
together,
I
began
to
exchange
shots.
All
I
could
do
was
touch
the
Germans
off
as
fast
as
I
could
I
was
sharp,
shooting
the
whole
time.
I
kept
yelling
at
them.
Get
down
get
down.
B
B
But
he
said
it
was
either
I
or
they
and
I
was
given
them
the
best
that
I
had
Alvin
York,
captured
132
Germans
and
saved
the
lives
of
many
men.
On
that
day,
he
was
awarded
the
Medal
of
Honor
for
courage
and
heroism,
see
Sergeant
York,
determined
correctly,
that
there
are
things
greater
than
himself
and
his
purpose
was
for
the
benefit
of
the
entire
country.
B
B
Experiences
My
Wish
for
us
is
at
the
end
of
the
day
that
we
can
come
together
and
even
during
the
toughest
challenges
we
will
all
work
for
the
betterment
of
Tennessee
and
its
citizens.
We
will
only
be
limited
about
what
we
are
unwilling
to
do
this
place.
This
chamber,
our
general
assembly,
is
much
bigger
than
any
of
us.

Supreme

I

The

the

Pro
Tim,

towns.
AE
AF
You
know
sometimes-
or
probably
all
of
us
have
experienced
this-
where
we
have
a
family
member.
That's
like
a
brother,
a
cousin.
That's
like
a
brother
to
you.
Yesterday,
my
cousin
His
Name
Was
Daryl
Laurent
Terrell.
He
passed
away
yesterday
evening
and
he
meant
a
lot
to
me.
He
was
always
the
life
of
the
party.
AF
K
AG
Thank
you,
Mr
Speaker
I'd
like
to
recognize
a
member
of
our
skateboard
in
the
gallery.
Francis
Rosales
also
my
guest
John
Gessler.
It
was
great
helping
me
my
campaign
also
I
have
about
six
members
at
convention
of
the
States
from
Rutherford
County
here,
I
want
to
welcome
them.
Thank
you.
AH
H
Thanks
Mr
Speaker
I
have
two:
if
I
may,
one,
my
little
brother,
Nathan
Lamberth
and
his
wife
Lori,
are
at
the
hospital
right
now
having
their
first
son
Lucas
and
ask
that
y'all
all
pray
that
that
goes
smoothly
and
give
a
shout
out
to
little
baby
Lucas,
whose
birthday
will
be
today
and
join
chairman
doggett's
daughter
for
the
birthday.
The
second
thing
I
have
is
we
have
a
lot
of
new
staff
in
the
house
and
some
returning
staff
and
I
just
wanted
us
all
to
rise
and
give
them
a
round
of
applause.
They're.
AI
I
thank
you,
Mr
Speaker,
and
to
all
the
members
that
served
with
representative
Barbara
Cooper
longest,
not
the
longest
serving
but
one
of
the
oldest
Representatives
serving
in
the
elected
office
in
this
country,
and
we
will
always
remember
her
her
wisdom.
AI
We
will
always
remember
when
she
gave
any
one
of
us
that
I
of
saying
straighten
up
and
do
right
and
and
we're
certainly
going
to
miss
her
and
I,
want
to
take
this
moment
to
pray
that
she's
doing
wonderful
in
heaven.
AJ
Thank
you,
Mr
Speaker,
Mr
Speaker.
Many
members
up
here
include
you
yourself
got
to
meet
Aaron
Carter
Aaron
Carter's,
the
recent
Smyrna
graduate
he
chose
UT
over
Alabama
Randy
Boyd
want
to
thank
Randy
for
coming
over
getting
a
picture
with
him.
His
grandmother,
Bernice
Carter,
is
one
of
my
mother-in-law's
best
friends.
So
y'all
give
it
up
for
Aaron
Carter
for
choosing
UT
over
Alabama.
AK
B
AL
Thank
you,
Mr
Speaker
I
want
to
give
a
word
of
thanks
to
God
Almighty
that
my
Legislative
Assistant
Colleen
Johnson,
who
went
through
a
serious
illness
during
our
break,
and
she
was
in
the
hospital
on
the
ventilator
for
two
weeks,
but
Colleen
has
made
a
remarkable
recovery,
she's
good,
she's,
sharp
as
ever
and
happy
and
grateful
to
be
here
and
again.
Thank
you,
God.
Thank
you.
AM
Jernigan,
thank
you
Mr
Speaker,
you
mentioned
interns
and
I'm,
just
I
want
to
let
everyone
know
that
my
daughter,
Amanda,
is
now
an
intern
in
this
session
and
I
want
you
all
to
not
hold
me
being
her
dad
against
her
all
right.
Thank
you.
Thank
you.

AO
Thank
you,
Mr
Speaker
members.
If
you
happen
to
check
your
state
email,
he
would
have
found
out
last
night
checking
your
email
that
the
gentleman
from
Shelby
County
representative
Harris,
has.
Let
us
all
know
that
the
gentleman
from
Sumner
County,
representative
Johnny
Garrett,
is
excellent.
At
parking.
AO
It
would
seem
the
gentleman
from
Shelby
County
has.
Let
us
know
that
none
of
us
can
park
as
good
as
the
gentleman
from
Sumner
County
can
park.
So
just
for
your
enjoyment
and
for
our
educational
needs,
I
have
consulted
with
congratulations
again.
Mr
Speaker
I
have
consulted
with
Mr
Speaker
and
he
has
agreed
to
appoint
special
committee
and
you
can
contact
representative
Harris
to
be
able
to
go
to
the
committee
where
representative
Garrett
will
be
teaching
you
how
to
parallel
park
and
park
straight
in
Cordo
Hall.
Thank
you,
Mr
Speaker
for
your
Indulgence.
AP
We
do
have
a
little
error
in
that
when
I
was
typing,
it
I
meant
to
just
hit
reply
to
one
person
and
instead
reply
to
all-
and
there
was
still
another
error
in
that,
although
we
love
how
you
know
representative
Gary
Parks,
we
would
love
for
him
to
be
the
co-chair
instead
of
the
chair,
because
the
person
I
was
really
speaking
about
was
representative
Doggett,
representative
Doggett
foreign.
AN
You
know
Mr
Speaker
about
nine
o'clock.
Last
night,
my
phone
started
blowing
up
and
I
didn't
realize.
The
general
assembly
had
a
parking
czar
foreign
Mr
Speaker,
with
all
due
respect
to
you
to
this
body
to
representative
Harris
and
the
perpetrator
of
the
perfect
parking
representative,
Doggett
I,
respectfully
decline
to
be
the
parkings
are
for
the
113th
General
Assembly.
