Description
House Floor Session- 11th Legislative Day- March 4, 2021
A
Mr
sergeant
of
arms
invite
the
members
into
the
chamber
and
close
the
doors.
I
hereby
declare
house
representatives
of
the
112th
general
assembly
at
state
of
tennessee
now
in
session.
Will
the
members
please
stand
with
the
visitors
in
the
gallery?
Please
stand
and
remain
standing
through
the
pledge
of
allegiance
representative
garrett
will
serve
as
chaplain
of
the
day.
Representative
garrett.
You
are
recognized.
B
Thank
you,
mr
speaker,
what
an
honor
it
is
to
stand
before
you
and
act
as
your
chaplain
of
the
day,
but
I
can
tell
you
a
couple
of
things:
I've
never
been
too
nervous
in
my
life,
probably
the
first
time
I
was
nervous
when
I
took
the
bar
exam
right
very
nervous,
nervous
time.
The
second
time
that
I've
been
nervous
is
believe
it
or
not.
Right
now,
let
me
tell
you
why
faith
faith
can
be
a
tough
thing
to
walk
it.
To
live
it
to
figure
it
out.
Faith
is
tough.
I
don't
question
my
faith.
B
I
question
sometimes
how
I
demonstrate
my
faith.
I
get
nervous,
praying
in
front
of
others.
I've
always
been
nervous
doing
that,
for
some
reason,
I'm
afraid
I'm
going
to
mess
it
up.
I
may
not
say
the
actual
right
thing
when
we
go
to
our
lord
in
prayer,
so
I'm
nervous
right
now,
because
I
don't
particularly
do
this
very
well
and
like
all
of
us
here
in
this
chamber
and
across
the
hallway,
in
the
senate
and
across
the
state
of
tennessee.
We
want
to
do
things
very
well.
B
The
folks
that
we
represent
so
know
that
I
might
be
shaken,
but
I
typically
don't
do
that.
So
what
I
want
to
tell
you
and
what
I
want
you
to
listen
as
I
pray
to
our
lord
is.
I
want
you
to
remember
these
past
two
days
when
kim
asked
me
to
do
this.
I
remembered
back
when
I
was
eight
years
old.
I
grew
up
in
gilbert
from
the
first
baptist
church
there.
B
It
was
on
easter
and
something
compelled
me
to
come
out
of
the
aisle
and
go
down
to
my
preacher
and
confess
that
I
wanted
to
accept
jesus
christ.
As
my
lord
and
savior,
and
I
haven't
thought
about
that
day
in
a
long
time,
I'm
42.
So
that's
been
34
years
ago
that
I've
actually
thought
when
I
went
down
that
aisle
and
said
to
my
preacher
that
I
know
that
he
sent
his
only
sons.
The
lord
sent
his
son
on
my
behalf
to
die
for
my
sins.
B
B
Lord
jesus,
please
be
with
us
as
we
make
huge
decisions
for
the
state
of
tennessee
for
this
country
be
with
each
one
of
you
to
be.
The
leaders
that
you
came
here
to
represent
your
district,
make
sure
that
we
know
the
word
justice
that
we
know
the
words
fairness
that
everything
we
do.
We
walk
in
your
light
and
we
walk
to
make
that
light
as
bright
as
we
possibly
can,
and
we
know
that
you
will
walk
that
path
with
us.
A
D
E
Thank
you,
mr
speaker
members.
I
rise
today
to
honor
the
memory
of
former
mayor
of
brownsville
tennessee
miss
joe
matherne,
who
lost
who
we
lost
earlier
this
week.
Miss
mathern
served
as
mayor
from
2010
to
2014
and
was
the
first
female
mayor
elected
for
may.
As
mayor
of
brownsville,
she
was
a
great
citizen
and
beloved
community
leader.
Her
tenacity,
dedication
and
passion
for
effective
government
and
public
policy
and
service
were
admirable.
E
F
Thank
you,
mr
speaker.
Members
in
my
household
today
is
a
national
holiday.
It
is
my
wife's
birthday,
and
so
I'm
pausing
today
to
say
happy
birthday
to
her.
Please
help
me
wish
leah
love
a
happy
birthday
today.
G
H
Thank
you,
mr
speaker.
Members.
If
I
can
have
your
attention
this
morning,
I
found
out
was
told
that
one
of
our
young
republican
workers
back
home
in
memphis
drew
daniel
had
passed
away.
Drew
was
still
very
young
in
his
in
his
life,
and
I
wanted
to
kind
of
recognize
him
and
have
a
moment
of
silence.
H
He
graduated
from
the
university
of
memphis
and
he
loved
memphis
tiger
football
and
basketball
teams
and
had
season
tickets
to
both
as
an
eagle
scout.
He
was
also
involved
in
mentoring.
The
boy
scouts
thunderbird
district
as
a
troop
advisor
and
donor
drew
worked
most
recently
for
new
york
life
insurance
and
before
that
was
part
of
the
shelby
county
trustee's
office.
I
knew
I've
known
drew
since
about
2004,
just
a
wonderful
young
man
and
not
sure
exactly
what
happened,
but
he's
still
young
in
his
life.
I
I
J
We
have
a
young
man
back
in
our
district
in
hardin
county,
the
name
of
ernest
tisdale,
who
served
the
state
and
state
employees
for
many
many
years
and
worked
hard
for
state
employees
and
for
all
of
the
rights
that
they
deserved.
He
was
a
great
community
leader,
great
father
grandfather
and
certainly
a
person
that
loved
the
lord,
a
member
of
the
johnson
chapel
cme
church
at
vildo
tennessee.
J
J
G
Thank
you,
mr
speaker.
I
want
to
wish
my
husband
who
is
going
to
celebrate
his
birthday
this
sunday.
Many
of
you
have
been
praying
for
him.
He
had
a
little
about
with
a
couple
couple
weeks
ago,
a
little
incident,
but
we
are
going
to
celebrate
him.
Actually,
we
celebrate
him
the
whole
week,
so
this
is
the
week
of
my
husband's
birthday
so
wish
him
a
happy
birthday.
Thank
you.
K
Thank
you,
mr
speaker.
Mr
speaker
members.
I
just
want
to
take
a
moment
to
remember
a
gentleman
that
served
this
body
well,
who
used
to
remember
when
I
first
got
here
to
the
general
assembly
and
we
went
legislative
plaza,
he
would
stop
you
and
say
yo
bill
gonna
die
today
and
so
victor
thompson
who
served
us
as
chief
sergeant-at-arms.
K
I
just
wanted
to
take
a
moment
to
remember
him,
his
laughter,
his
joy
and
how
well
he
served
our
body
yesterday
was
like
a
year
from
when
he
we
laid
him
to
rest,
but
I
just
wanted
to
take
a
moment
to
just
think
about
his
contribution
to
this
day.
Thank
you,
mr
speaker.
K
L
M
Thank
you,
mr
speaker.
Members
just
wanted
to
take
a
moment
to
remember.
I
don't
know
if
many
of
you,
many
of
the
members
in
this
body
had
felt
the
effects
of
an
ef4
tornado
that
stripped
through
our
state
last
year,
a
year
ago
yesterday
that
took
the
lives
of
25,
tennesseans
and
hundreds
of
homes
across
the
state.
M
Yesterday
we
remember
them
in
putnam
county
and
I
know
in
harold
loves
district
as
well.
They
had
a
memorial
service,
speaker
sexton,
and
I
share
the
the
love
and
service
to
putnam
county
and
so
just
want
to
take
a
moment
to
remember
those
lives
lost
in
all
those
homes.
We
are
rebuilding,
but
the
the
the
many
positives
came
out
of
the
the
struggle
this
year,
but
our
hearts
and
thoughts
go
with
those
families
who
lost
so
much
then,
and
if
we
could
just
have
a
moment
of
silence,
I
appreciate
it.

One

be
thursday
next

would
be
on
monday,
which
we're
just
trying
to
figure
out
which
preference
do
you
have?
I.

Thank

and
thank
you
to
both
the
leaders
for
their
indulgence
on
this.
I
move
adoption
of
hjr
number
182.
A
Any
objection
to
the
question
see
none
all
those
in
favor
of
house
joint
resolution.
182
say
I
those
opposed
say
no,
the
eyes
have
it.
I
hereby
clearly
adopted
without
objection.
The
motion
reconsider
is
tabled.

A
Chairman

adoption
of

properly.
Second,
any
objection
to
the
question
seeing
those
in

those
posts
say
no,
the

I

about

concurred

The

reacts,
there
is
tabled
lear
lamberth.
You
are
recognized.
A
P
Thank
you,
mr
speaker.
A
number
of
people
have
asked
about
appropriation
amendments.
Is
there
some
things
that
I
guess
people
feel
the
budget
can
be
improved
by
adding
those
appropriation
amendments
can
be
filed
in
my
office.
That's
suite
622,
beginning
today
and
we'll
take
them
until
monday
march
15th
and
close
the
business
5
pm
on
monday
march.
15Th
is
a
deadline.
P
My
office
is
providing
each
member
with
the
necessary
documents
and
instructions
on
filing
these
amendments,
it's
being
distributed
to
you
as
we
speak
to
your
offices,
and
it
will
be
emailed
as
well,
and
I
would
encourage
you
members
when
you
file
these
to
make
sure
that
the
forms
are
complete
and
all
documentation
is
attached.
Thank
you,
mr
speaker.
Q
Thank
you,
mr
speaker,
members
and
governor
I'm
sure
you're
watching
I
just
want
to
and
secretary
of
state.
I
just
want
to
thank
all
of
you
for
your
support
of
ties
for
turns
it
was
a
great
event.
You
know
we
had
interns
come
down,
and
I
also
want
to
send
a
special
thank
you
to
the
majority
caucus
chair
of
representative
faison.
Is
he
not
here
today
representing
faison?
You
know
for
coming
down
and
and
and
all
of
the
other
members
that
came
down
and
fellowship
with
the
interns.
It's
always
a
good
time.
Q
I
think
we
had
I'm
just
estimating,
maybe
300
400
ties
or
so
that
we
gave
away
yesterday
and
all
of
the
interns
left
with
a
bundle
of
of
ties.
I
also
want
to
recognize
our
own
representative,
london
lamar,
for
what
she
does
with
her
capitals.
Q
Closet
also
because
one
of
the
first
questions
that
I
always
get
asked
every
year
when
I
announced
ty's
returns
from
in
the
public,
ask
what
are
what
are
we
doing
for
the
for
the
female
interns
that
are,
you
know
at
the
capitol
also,
so
I
want
to
recognize
if
you'll
stand
up
representing
london
lamar
for
for
your
efforts
with
capitol
closet.
Also,
thank
you,
mr
speaker.
Thank
you
members.
Thank
you
for
your
support.
Please
give
yourselves
a
round
of
applause.
I
really
appreciate
you.
I
M
N
Thank
you,
mr
speaker,
mr
speaker,
a
moment
of
personal
privilege
and
as
it
relates
to
a
community
activist,
the
community
person
in
our
naked
woods,
down
to
shelby
county
had
the
misfortune
of
loser's
mother
and
she
raised
maybe
10
children
who
have
all
been
great
contributing
citizens
to
the
community,
and
god
bless
her
with
the
righteous
old
age
of
87..
I
just
want
to
have
just
a
brief
moment
of
silence
prayer
for
her
and
her
family.
If
you
don't
mind,
mr
speaker,
moment
of
silence
prayer
for
mrs
grant
moment.
