Toronto
Public
Health

recently
received

national
employer
recognition
award
from
the
Canadian
nursing
Association
for
exemplary
organizational
support
of
Community
Health
nursing
certification.
As
a
specialty
area
of
practice,
a
total
of
75
nurses
has
have
successfully
been
certified
here
at
Toronto.

Health
participating
in
this
certification
program
allows
nurses
an
opportunity
for
professional
and
personal
growth
and
development
and
results
in
improved
and
because
of
that,
it
improves
a
client
to
outcomes,
increases
of

their
job
satisfaction
and
reduction
in
nursing.

the
role
that

Canadian

its
Board
of

it's

one

collaboration

help
nurses
when
they
write
the
exam
Toronto
Public
Health
also
provides
access

Technology

prep
time

and
other
resources,
and

space

nurses

They're
recognized
with
a
personalized
congratulatory

from
the
chief
nursing

Good,
because
of
because

dynamic
nature
of
food,
the
monkey
multifunctional
nature,
food
has

potential
to
respond
to
numerous
problems
simultaneously.
I
would
also
say
that
food
is
of
course,
common
to
every
household
in
this
city,
so
that
everybody
understands
food
and,
more
importantly,
I
guess
as
well,
is
that
food
makes
up
10%
of
the
economy
of
the
City
of
Toronto.
So
food
and
beverage
are
a
serious,
serious
player
when
we're
thinking
about
the
assets
we
have
and
the
work
that
we
can
do.

There
are
five
themes
that
the
TF
PC
focus
on
I'm,
going
to
take
you
through
very
quickly
what
these
have
been
over
the
course
of
the
last
year.
We
identify
emerging
issues
and
Link
community
experts
and
advocates
with
the
Toronto
Public
Health
and
city
staff
this
year.
We
did
that,
both
nationally
and
locally.
We
worked
with
the
federal
agriculture
minister
and
we're
submitted
a
submission
on
the
national
food
policy
which
is
currently
being
considered.
We
worked
with
the
provincial
government
on
both
their
food
strategy
in
their
poverty
reduction
strategy.

We
worked,
of
course,
with
the
City
of
Toronto
and
the
poverty
reduction
strategy.
Here
and
then
in
addition
to
which,
on
the
food
vulnerability
strategy
which
you're
going
to
hear
about
later
today,
the
T
FPC
advises
Toronto,
Public,
Health
and
the
city
on
policies
and
best
practices
that
improve
the
food
security
of
all
residents.

In
particular,
I
want
to
highlight
the
very
important
work
of
the
Toronto
agricultural
program
and
all
those
organizations
and
backyard
gardeners
across
the
city
who
understand
that
food
and
particular
kerbin
AG
food
that
they
grow
themselves,
is
so
incredibly
important
to
the
city.
I'm,
not
sure
why
we
weren't
able
and
the
the
photo
up
here
shows
that
a
couple
of
community
members
dressed
up,
hopefully
for
next
year's
urban
AG
week.
We
can
get
our
city
councillors
to
where
the
fruit
and
vegetable
costumes
as
well,
because
they're
so
popular.

The
t
FPC
conducts
public
education
advocacy
on
food
systems
issues.
Of
course,
apart
from
the
standard
website
newsletter
social
media,
we
do
have
public
meetings
which
are
attended
by
both
our
membership
and
members
of
the
public.
In
addition
to
which
we
organize
events
that
will
animate
food
for
people,
so
one
of
the
pictures
you
see
is
from
the
tour
that
was
held
during
turban
during
urban
AG
week
last
year
to
mash
Kiki
at
King,
which
is
a
traditional
medicine,
wheel,
garden
located
at
Christie,
Christie
and
Davenport's.

The
other
piece
that
I
would
mention
to
you
is
food
by
Ward,
which
was
launched
in
2016.
This
is
a
tool
that
we
hope
it
will
help
to
build.
The
city's
appetite
for
using
food
as
a
tool
to
solve
city
problems,
make
it
easier
for
the
city
staff
to
see
and
use
community
food
assets
strategically
and
inspire
food
champions.
Food
champions
are
people
who
self-identify
its
food
champions.

Food
champions
are
people
who
come
out
to
meetings
without
actually
knowing
what's
going
on,
but
because
food
matters
to
them
in
their
community
and
whether
that
is
Scarborough
or
Rexdale,
they
come
to
meetings
about
food.
They
come
to
meetings
about
about
food
by
Ward
because
they
want
to
know
how
to
build
those
assets
in
their
communities
and
when
we
launched
in
2015,
launched
food
by
Ward,
we've
had
a
very
packed
room
of
people
from
across
the
city
over
a
hundred
people
who
came
because
they're
engaged
in
this
work.

Finally,
our
fifth
theme
is
the
T
FPC,
fostering
collaboration
between
the
City
of
Toronto,
civil
society
organizations,
nearby
regions,
other
cities
facing
similar
challenges
and
relevant
international
bodies.
Well,
as
urbanization
continues
globally,
we
know
that
there's
much
to
learn
from
each
other
from
different
cities,
and
we
know
that
city
that
Toronto
is
in
fact
a
model
for
food
policy
development
with
community
participation.

Finally,
our
opportunities
are
me:
we
think
about
food.
We
talk
about
food,
a
great
deal
of
the
context
of
food
insecurity
and
when
we
look
at
housing,
affordability
in
this
chart
here,
unfortunately
indicates
just
how
high
Toronto
is
in
a
level
of
an
affordability
across
unaffordability
across
the
world.
We
know
that
that,
second
to
a
housing,
affordability
or
right
beside
it
is
food
security.
The
fact
that
people
will
pay
their
rent
before
they
can
actually
feed
themselves.
We
know
that
food
security
is
literally
at
the
heart
of
every
single
family.

Policy
Council
has
a
key
leader
and
as
a
driver
for
a
healthier
city,
as
we
continue
to
face
complex
issues
and
divisions.
As
we
continue
to
see
a
lack
of
hope
among
many
of
our
community
members.
We
know
that
food
can
be
an
equable
tool
for
people
to
see
themselves
in
an
economy
in
their
community
and
in
good
health,
and
we
hope
that
the
fiddy
will
continue
to
support
the
TFP
C
in
its
work.
As
we
continue
to
build
across
the
city
and
to
build
a
healthier
city.

Toronto
has
really
looked
at
is
one
of
the
leaders
in
the
area
of
healthy
food

food
security.

know
we
often
think
of
transportation.

the
Toronto
Food
Policy
Council
is
one
of
the
leaders
in
helping
us
to
move
from
sporadic
thoughts
on
food,
so
to
speak,
to
be
part
of
really
an
international
movement
around
food
security
and
healthy
food
choices.
So
yes,
of
course,
we'll
receive
this
report
and
just
to
say
to
you
Rachel
and
the
board
and
and
our
lonely
staff
staff
person,
maybe
staff
person
and
a
half
that
that
we
appreciate
your
work.

Toronto

additional
resources

the
2019
budget.

this
has

weighed

all

to
look
for
additional
resources
for
it,
starting
in
2019
to
be
able
to
do
all
the
good
things
that

they
do
so,

this
is
just
basically
to
kind
of
take
it
through
the
process

the
process
started
for
2019.

this
report
and,
just
as
that,
presentation
is
being
called
up.
I'll
just
make
a
few
introductory
remarks,
the
first
of
which
is
I
just
wanted
to
remind
the
board
that
this
is
a
presentation
and
a
report
in
follow-up
to
that
which
was
articulated
in
the
Toronto
overdose
action
plan,
which
was
approved
by
the
board
in
March
of
2017,
and
one
component
of
that
plan
involved
hosting
a
public
dialogue
on
what
a
public
health
approach
to
drug
policy
in
Canada
could
look
like.

So
we've
got
the
presentation
before
you.
The
presentation
will
be
delivered
by
Susan
Shepherd
who's,
our
manager,
Toronto
Drug,
Strategy
Secretariat,
and
someone
who
I'm
very
proud
to
call
a
colleague
so
with
that
I
will
turn
it
over
to
Susan
to
take
us
through
the
presentation
and
we'll
go
from
there.

You
very
much

dr.

just
mentioned.
This
is
one
of
the
recommendations
for
the
community
dialogue
for
a
public
health
approach
to
drug
policy
was
a
recommendation
in
the
Toronto
overdose
action
plan
which
this
Board
of
Health
approved
in
March
of
last
year.
A
strong
theme
in
our
community
consultations
was
the
need
to
decriminalize
and
even
regulate
drugs.
To
help
address
the
overdose
crisis.
People
felt
that
the
criminalization
of
people
who
use
drugs
and
the
toxicity
of
the
drug
supply
is
causing
deaths
in
our
city
and
across
the
country.
A
Governments
around
the
world
are
changing
their
approach
to
drugs
because
of
the
harms
that
are
being
created
by
our
existing
drug
loans.
Many
leading
health
and
drug
policy
organizations
are
calling
for
decriminalization
and
even
legal
regulation
as
part
of
our
process.
We
worked
with
a
diverse
steering
committee
of
drug
policy
experts
to
vies
on
this
project.
We
review
the
international
literature
and
worked
with
the
steering
committee
to
develop
both
discussion
paper
accompanying
factsheets
to
inform
a
community
dialogue
process.
A
We
also
went
through
a
request
for
proposal
process
and
contracted
with
its
those
public
affairs
to
facilitate
the
community
dialogue
process.
For
us,
there
are
four
main
components
to
this
initiative
that,
if
so,
is
facilitated
on
our
behalf.
We
had
two
community
sessions,
one
downtown
and
one
in
Etobicoke,
open
to
anyone
who
wanted
to
participate,
and
we
did
broad
promotion
of
these
events
to
ensure
people
were
aware
that
they
were
occurring.
Sixty
people
came
out
and
participated
in
these
sessions.
A
It's
also
conducted
twenty
interviews
with
people
who
use
drugs
at
for
community
agencies
in
the
north-central,
East
and
West
areas
of
the
city.
We
also
had
an
open
online
survey
again
promoted,
broadly
that
it
was
available
to
anybody
who
wanted
to
participate
and
346
people
filled
that
out.
We
also
did
a
separate
process
where
we
had
episodes.
Do
a
representative
sample
with
the
general
public
to
find
out
what
their
thoughts
were
on
this
and
503
people
participated
in
that
survey.
A
It's
also
developed
the
discussion
questions
with
input
from
Toronto
Public
Health,
as
well
as
with
our
steering
committee
and
similar
questions,
were
asked
across
all
four
components
of
the
initiative.
We
asked
people
how
well
they
think
our
current
approach
to
drugs
is
working
their
level
of
awareness
about
the
health
and
social
harms
of
our
existing
drug
lines.
A
It
was
important
that
our
participants
had
a
clear
understanding
about
what
was
being
asked,
and
so
definitions
were
provided,
and
there
seems
in
particular
to
be
a
bit
of
confusion
about
the
term
decriminalization.
So
the
definitions
up
on
the
board
here
are
the
ones
that
we
used
and
by
decriminalization
we're
referring
to
the
removal
of
criminal
penalty
penalties
for
the
personal
use
and
possession
of
drugs.
The
production
and
sale
of
drugs
remains
illegal.
Under
this
framework,
legal
regulation
is
when
drugs
are
legalized,
but
there
are
controls
over
how
they're
produced
distributed,
sold
and
consumed.
A
So
current
examples
are
alcohol
or
prescription
drugs,
a
public
health
approach.
What
we
mean
by
that
is
that
it's
a
comprehensive
approach.
It
includes
having
prevention,
harm,
reduction
and
treatment
measures
in
place,
but
it
can
also
include
decriminalization
or
legalization
with
strict
controls.
A
Some
of
the
examples
are
up
here
on
the
slide,
creating
negative
beliefs
and
stereotypes
about
people
who
use
drugs
from
service
providers,
including
health
providers,
family
members
and
society
at
large.
In
fact,
people
who
use
illegal
drugs
are
judged
more
harshly
than
people
who
use
other
drugs,
such
as
alcohol
having
a
criminal
record,
makes
it
very
difficult
for
people
to
find
job
a
job
and
a
place
to
live.

creating
an
illegal
drug
market
has
resulted
in
stronger
drugs
for
higher
profits,
resulting
in
more
poisonings
overdoses
and
other
harms
in
our
community.
It's
also
expensive
estimates
are
around
two
billion
dollars
a
year
to
maintain
our
drug
laws
through
police
ports
and
our
correctional
system.
We
also
know
that
some
people
are
affected
more
profoundly
from
our
drug
laws
than
others,
and
that
includes
people
who
are
homeless
or
living
in
poverty.
People
with
mental
health
and
substance
use
issues
combined
people
from
racialized
communities,
indigenous
people,
women
and
youth.
A
So
what
are
the
benefits
of
decriminalization
--zz
countries
that
have
decriminalized
personal
drug
use
and
possession
and,
at
the
same
time,
invested
in
public
health
interventions
have
seen
results
in
Portugal,
which
is
may
be
example.
People
are
most
familiar
with.
There's
been
a
reduction
in
drug
use
amongst
vulnerable
populations
and
increases
in
the
number
of
people
accessing
treatment.
There's
also
been
significant
decreases
in
HIV
transmission
and
drug-related
deaths
in
the
Czech
Republic.
Their
HIV
rates
are
only
1%
among
people
who
inject
drugs,
which
is
one
of
the
lowest
rates
in
the
region.

After
California
decriminalized
personal
possession
of
cannabis
in
1976,
there's
a
1
billion
dollars
in
savings
to
the
criminal
justice
system.
Also,
police
and
jurisdictions
that
have
decriminalized
drug
possession
effectively
have
reported
improved
community
relationships
because
of
those
reforms.
A
So
what
did
we
hear
when
we
went
out
and
talked
to
Torontonians
about
this
issue?
Of
course,
there
was
a
diversity
of
opinion
that
we
heard,
and
that
was
expressed,
but
there
is
remarkable
consistency
across
the
four
activities.
Five
key
themes
emerged:
Canada's
current
approach
to
drugs
is
broken
and
chained
need
to
be
made
reasons
included
that
the
current
approach
focuses
on
the
drugs
themselves
and
not
the
root
causes
of
druggies.
It
also
leads
to
the
incarceration
of
people
who
should
be
offered
supports
and
services
instead
and
is
contributing
to
overdose
deaths.
A
We
should
address
drug
use
as
a
public
health
and
social
issue,
not
a
criminal
issue.
Participants
felt
that
decriminalization
or
legalization
on
their
own
are
not
enough
and
that
comprehensive
strategies
that
address
the
social
determinants
of
health
are
needed
to
address
the
complexity
of
drug
use,
we're
talking
about
ensuring
adequate
incomes,
affordable
housing,
primary
mental
health
supports
and,
of
course,
addressing
stigma.

The
third
theme
was
that
decriminalization
is
a
step
in
the
right
direction,
but
it's
not
a
panacea.
Participants
felt
that
while
decriminalization
will
help
address
the
stigmatization
of
drug
use
and
reduce
the
harms
of
incarceration,
it
will
not
address
all
issues
such
as
the
current
toxic
drugs
supplying.
Some
also
felt
that,
while
personal
drug
use
should
be
decriminalized,
the
production
and
trafficking
of
drugs
should
remain
illegal.
A
The
last
theme
that
emerged
was
that
legal
regulation
and
a
public
health
approach
to
drug
policy
is
in
fact,
the
ideal
solution.
Participants
acknowledged
that
this
will
take
time.
It
would
be
a
complicated
process
to
figure
out
how
to
legal
it.
What
can
we
regulate
all
drugs,
but
that
it
should
be
the
ultimate
goal
in
changing
Canada's
approach
to
drugs?
There
are
more
concerns
over
the
subtleties
of
what
legal
regulation
might
entail
in
terms
of
how
drugs
would
be
regulated
relative
to
decriminalization.
For
many
decriminalization
is
the
more
straightforward
approach.

a
retired
lawyer,
an
executive
director
of
families
for
addiction
recovery
are
far
far
as
a
chair
charity
founded
by
parents
whose
children
have
struggled
with
substance,
use
disorder
or
su
D
from
their
early
teens.
We
know
firsthand
that
su
D
is
not
a
moral
failing,
but
a
chronic
illness
far
exists
because
the
needs
of
our
families
are
not
being
met.
We
expect
our
children
to
receive
treatment,
not
punishment
for
being
ill.
That
rarely
happens
today.

We
support
both
of
dr.
de
villas
recommendations
with
one
suggested
amendment
we'd
like
to
see
the
stakeholder
groups
and
recommendation
to
expanded
to
include
families
of
people
who
use
drugs
and
also
people
in
recovery.
I've
learned
a
lot
on
my
journey
with
my
son.
I
would
like
to
share
some
how
moments
I've
had
along
the
way
to
inform
the
deliberations.

If
someone
told
me
years
ago
that
I
was
going
to
be
here
today
saying
what
I'm
about
to
say,
I
would
not
have
believed
it
over
10%
of
Canadians
age,
12
years
or
older,
reported
using
illegal
substances
in
2016
over
6%
of
youth
aged
12
to
17
reported
illegal
substance.
Use
prohibition
aka
criminalizing
drug
use
is
not
preventing
a
lot
of
Canadians,
including
teenagers
from
using
illegal
drugs.
It
sends
a
message
to
our
children
with
su
D
that
they
are
bad
and
deserve
punishment
instead
of
being
ill
and
needing
treatment.
C
If
we
tell
our
children
that
people
who
use
illegal
drugs
or
criminals,
are
they
really
going
to
come
to
us
when
they're
considering
use
or
once
they
have
a
problem?
The
answer
we
receive
from
youth
at
MP,
Rob,
Alphonse
roundtable
in
May,
is
no
even
law.
Enforcement
is
saying
we
can't
arrest
away
out
of
this.

How
is
substance
use
criminal?
The
primary
purpose
of
criminal
law
is
to
protect
people
from
other
people,
not
to
protect
them
from
themselves.
There's
nothing
inherently
criminal
in
consuming
a
substance
or
in
self-harm.
If
there
were,
then
alcohol
would
be
prohibited
addiction.
The
severe
end
of
su
D
is
the
very
definition
of
self-harm.
It
is
compulsive,
alcohol
or
other
drug
use,
in
spite
of
adverse
consequences.
C
Those
with
addiction
can
lose
everything
that
matters
to
them,
including
their
lives.
It's
clear
that
fear
of
punishment
such
as
incarceration
will
not
deter
use
by
analogy
prior
to
1972.
It
was
illegal
in
Canada
to
attempt
suicide.
We
look
at
that
law
today
and
think
it's
ridiculous.
How
could
we
ever
help
somebody
struggling
with
their
mental
health
by
punishing
them?
It's
time
we
realized
it's
the
same
for
people
with
su
D,
whether
to
a
legal
drug
like
alcohol
or
illegal
drugs.

Further,
the
vast
majority
of
people
can
use
legal,
illegal
and
prescribed
substances
without
developing
su
D
dependency
rates
run
in
the
range
of
five
twenty
five
percent.
That
means
seventy-five
percent
to
ninety
five
percent
will
not
become
dependent.
Su
D
is
not
about
drugs.
It's
about
the
person.
How
do
we
justify
criminalizing
non-problematic
users?
It's
a
waste
of
taxpayer
dollars
and
extremely
harmful
to
the
person.
How
do
we
justify
criminalizing
people
with
problematic
use?
They
are
ill
and
need
treatment.
A
criminal
record
only
harms
them
by
putting
a
legal
problem
on
top
of
medical
condition.

Finally,
I'd
like
to
address
the
part
of
the
recommendation
to
scale
up
treatment.
The
office
of
the
Child
and
Youth
advocate
Alberta
released
an
investigative
report
in
June
of
a
the
deaths
of
12
12
youth
aged
15
to
19
from
overdose.
They
recommended
that
Alberta
develop
a
youth,
specific
opioid
strategy,
including
review
of
the
protection
of
children
abusing
substances
act.
This
legislation
does
not
even
exist
in
Ontario
as
part
of
a
comprehensive
approach
to
the
opioid
epidemic.

We
would
like
to
see
the
federal
and
provincial
governments
ensure
a
uniform
approach
across
Canada
on
this
critically
important
topic.
We
have
a
duty
to
protect
youth
with
with
su
D
those
seeking
treatment
and
those
who
are
not.
Those
taking
illegal
substances
need
treatment
on
demand
because
their
next
use
can
be
fatal.
There
is
no
strategy
in
place
to
keep
them
alive
and
not
criminalized
while
they
wait
for
treatment.
The
same
is
true
for
those
not
seeking
treatment.

destructive

move

Capone
to

Chapo,
and
the
only
difference
between
the
two
is
that
El
Chapo
has
access
to
hundreds
and
hundreds
of
millions
of
dollars.

than
Al
Capone
could
have
ever
dreamed
of,
and
this
is
only
a
first
step.

mean
I
recognize
that
the
federal
government
needs
to
stand
up
and
be
brave
and
do
something
about
this,
but
it
is
a
nice
first
step
towards
creating
a
safer
country
and
and
a
creating
system
that
can
help
people
in
a
more
holistic
way
as
a
drug
user
and
as
a
social
worker
who
works
with
drug
users.

people
what
works

would
already

confused

I
do
a
lot
of
speaking
about
stuff

I
haven't
figured
out
a
way
to
convince
people
who
don't
want
to
be
convinced
that
this
is
the
way
to
go.
I've
tried
it
by
saying
looking
at
look
at
the
human
cost.
Look
at
what
happens
to
people
when
you
incarcerate
them
and
you
you
know
we
have
this
death
toll.

unacceptable
and
people
can
say.
Well,
you
know.
If
you
choose
to
put
drugs
in
your
body,
then
that's
what
you
get
and
I've
tried
to
say
you
don't
have
to
agree
with
drug
use.
You
can
hate
drug
use.
You
can
hate
all
that
stuff,
but
but
this
will
save
us
money.
This
will
create
a
society
of
less
crime
and
more
justice
and
all
of
these
things,
but
that
hasn't
seemed
to
push
people
either.

I'm
not
really
sure
I
think
the
best
we
can
do
is
just
keep
pushing
both
of
those
things
of
the
the
evidence
behind.
Why
it's
beneficial
to
people
who
aren't
drug
users
and
pushing
why
it's
beneficial
to
people
who
are
drug
users
and
just
hope
that
people
open
their
hearts
up
a
little
bit
and
start
to
care
a
little
bit
more
about
their
neighbors
and.
I
I
Yeah,
that's
pretty
read
up
Joe
and
everybody
else
see
they've
been
publishing
in
the
newspapers,
all
the
signs
of
respiratory
emergency
and
then
telling
people
to
give
chest
compressions.
Only
this
is
violence,
because
chest
compressions
is
only
to
be
given
it's
a
drastic
measure
to
a
cardiac
arrest,
patient,
there's,
hundreds
of
causes
of
respiratory
emergency
and
they
need
respiratory
assist.
This
is
from
Kingston
Frontenac
Lennox
and
Addington
Health
District.
I
This
is
the
Ministry
of
Health
little
insert
in
the
box.
This
is
not
uncommon.
It's
in
many
health
districts.
Many
health
districts
don't
happen
a
lot
so
on
program
because
they
don't
want
to
follow
this.
What
the
Ministry
of
Health
has
been
putting
out
all
those
signs
of
drug
overdose
that
proves
your
heart's
beating,
you're
dying
like
oxygen
when
you
empower
lay
persons
what
they
think
is
a
life-saving
technique,
they're
only
too
eager
to
do
it.

two
steps
from
Kingston
to
work,

the

destroy

call
9-1-1,
which
every
physician

a
medical

I'm
a
registered
nurse
and
a
senior
policy
analyst
at
the
Registered
Nurses
Association
of
Ontario
or
RNA.
Oh
thank
you
for
the
opportunity
once
again
to
present
our
nao
as
recommendations
on
saving
lives,
the
public
health
approach
to
drug
policy.
Our
nao
had
the
privilege
of
coming
before
you
five
years
ago
to
speak
of
the
need
for
supervised
injection
services
as
an
evidence-based
policy
to
prevent
needless
deaths
and
improve
health
outcomes.

At
that
time,
we
highlighted
that
substance,
use
and
addiction
are
not
a
result
of
a
person's
weakness,
character,
flaw
or
a
matter
of
choice.
We
shared
the
evolving
science
that
shows
us
the
complex
factors
that
affect
substance
use.
These
include:
genetics,
physical
and
mental
illness,
poverty,
homelessness,
historical
and
current
experience
of
trauma.
Our
nao
support
for
the
city
in
its
implementation
of
sis
has
only
grown
stronger,
as
the
overdose
crisis
has
deepened.
Our
nao
was
among
the
many
family
members,
people
with
lived
experience,
coalitions
and
health
organizations
that
came
before
you
several
times
in
2016.

Urging
swift
implementation
of
s
is
when
the
Toronto
City
Council
approved
the
board
of
Health's
recommendation
to
provide
sis
at
three
locations.
Our
nao
was
asked
to
develop
a
best
practice
guideline.
Given
our
vast
experience
on
evidence-based
guidelines
development,
we
responded
immediately
by
launching
a
guideline
on
sis.
It
was
co-chaired
by
dr.
David,
McEwen
Toronto's,
former
medical
officer
of
health
and
Marjorie
Ditmars
registered
nurse
at
insite,
North,
America's,
first
legal
sis
in
Vancouver
entitled
implementing
supervised
injection
services.
J
Despite
the
dedication
and
efforts
of
many
health
profession,
peer
workers
and
community
volunteers,
the
death
toll
from
the
opioid
poisoning
crisis
continues.
When
we
first
came
to
present
to
you
in
in
five
years
ago,
there
were
104
people
that
died
that
year
in
Toronto
in
2016,
the
death
toll
for
opioid
related
deaths
with
a
hundred
and
eighty
six,
and
then
the
Toronto
public
health
data
shows
us
that
there
were
303
opioid
related
deaths
in
2017,
so
the
status
quo
is
clearly
not
working
while
pragmatic
harm
reduction.
Approaches
such
as
sis
are
help.
J
We
need
to
scale
these
up
at
the
same
time
as
providing
prevention
and
treatment
services.
We
also
need
a
public
health
approach
to
drug
policy
that
includes
decriminalizing
the
possession
of
all
drugs
for
personal
use,
as
recommended
by
the
medical
officer
of
Health.
The
evidence
presented
in
her
report
clearly
demonstrates
that
criminalizing
drugs
is
causing
serious
health
and
social
harms.
These
harms
are
disproportionately
impacting
people
who
are
already
marginalized.
As
Susan
pointed
out
in
her
presentation.

We
all
share
the
responsibility
and
consequences
of
further
marginalizing
extremely
vulnerable
groups.
In
addition
to
supporting
dr.
de
villiers
recommendations
on
decriminalization,
our
nao
also
supports
the
second
recommendation
to
explore
options
for
the
legal
regulation
of
all
drugs
in
Canada,
based
on
a
public
health
approach.

Decriminalization
does
not
address
the
current
problem
of
people
dying
from
a
poisoned
drug
supply.
Illegal
drugs
cannot
be
regulated,
but
legal
ones
can,
as
with
other
drugs
such
as
tobacco,
alcohol
and
cannabis
are
nao
supports,
legalization
with
strict
government
control
and
regulation
based
on
potential
for
harm.
Your
leadership
as
members
of
the
Board
of
Health
and
a
City
counselors
is
crucial
in
memory
of
those
who
have
already
died
and
for
the
sake
of
the
many
who
will
die
if
we
don't
act
or
nao
urges
you
to
pass
these
recommendations.

the
people
that
I
worked
with.
Alongside
with
and
the
clients
that
I've
had
for
close
to
a
decade.
People
who
use
drugs,
people
are
marginalized,
people
have
been
crushed
by
the
criminalization
of
just
using
drugs,
and
I
also
want
to
talk
about
the
progression
that
we've
had
since
1989
the
public,
so-called
public
health
approach
to
harm
reduction
supplies
being
distributed
here
in
Toronto
and
elsewhere.
I
So
we've
been
handing
out
supplies
to
people
who
use
drugs
to
keep
them
safe
and
keep
them
from
acquiring
HIV
Hep
C,
and
then
we
were
telling
them
take
these
supplies
and
go:
go
forward,
go
forth
away
from
us
and
use
your
drugs
away
from
us
and
these
people,
many
of
them
are
homeless
or
marginalized
and
living
in
places
where
they
can't
use
safely.
So
this
is
where
this
whole
public.
I
Drug
use
becomes
apparent,
and
this
is
where
the
police
come
in,
so
there's
this
conflict
of
the
public
health
approach
and
the
police
and
that
system
it's
broken.
We
know
this
so
now.
We've
come
forward
from
that
and
now
we
have
safe
places
for
people
to
use
such
as
Moss
Park,
where
I
work
and
elsewhere.
So
people
come
in
with
their
drugs,
whether
they're
prescribed
or
illicit
use
safely,
and
we
connect
them
and
they
in
essence,
we
create
a
relationship
with
them,
a
relationship
of
trust
and
we
can
help
them
beyond
their
drug
use.

It
isn't
actually
about
the
actual
injection
that
were
most
concerned
about
it's
their
lives
where
they're
living
their
health
they're
their
future
and
I.
Think
we
looked.
We
need
to
look
beyond
what
seems
to
be
the
focus
about
the
actual
drug
use
itself
and
I
know
that's
important,
some
respects
to
keep
it
will
say
from
overdosing,
but
we
need
to
provide
overall
coverage
and
concern
and
healthcare
for
our
people
and
our
people
need
somewhere
to
live
and
most
of
our
people
are
in
shelters,
living
in
rooming
houses
or
living
rough
on
the
street
and
I.
I
Think
we
need
to
put
an
end
to
this,
this,
it's
it's.

system
needs
to
be

What
we're
asking
to
be
implemented
because
it
affects
so
many
jurisdictions
levels
of
government,
but
we
need
to
start
now
because
we
know
here
in
Ontario,
we're
gonna
be
like
on
hold
for
four
years
and
we
really
need
to
push
the
feds
on
this.
Maybe
they'll
get
reelected,
you
know
things
are
looking
pretty
good
for
the
Liberals
I
mean
they
played
they're
playing
it
safe.
Let's
face
it
right,
but
really
we
need
to
press
them
on
this.
This
is
not
cannabis,
everybody's
throwing
a
parade
for
cannabis.
I
You
know
it's
you
know,
but
ten
years
ago
we
would
have
seen
a
lot
of
backlash
about
this.
So
I
think
there's
a
lot
of
public
support
and
momentum
around
the
costs
of
locking
people
up,
who
may
use
crack
cocaine
or
who
may
use
other
illicit
drugs,
and
you
happen
to
be
poor
and
homeless
and
frankly,
are
the
low-hanging
fruit
and
are
being
preyed
upon
by
by
our
police,
I'll
just
say:
don't
low,
yeah
yeah,
we
need
to
protect
our
people
and
we
need
to
get
them
their
lives
back.
I
Many
of
our
people
have
been
just
crushed
from
from
where
they've
been
children
going
on.
Okay
and
I
think
that
this
recommendation
and
this
motion
so
many
of
us
it's
a
no-brainer,
but
we
need
to
be
this
needs
to
be
a
forceful
recommendation
that
needs
to
go
up
the
chain
of
command.

think
what
we're
saying
here
is
that
drug
use
has
always
been
with
us.
I
think
when
you
look
back
over
recorded
history
and
arguably
even
before
history
was
recorded,
humans
have
always
you
drugs
in
one
way,
shape
or
form
and
I
think
to
be
mindful
of
time.
I
I
would
emphasize
that
all
drugs,
regardless
of
whether
they're,
currently
legal
and
regulated,
or
whether
they're
in
fact
treated
as
illegal
within
the
context
of
our
society.

All
drugs
have
the
potential
to
cause
harm.
We
know
that
we
see
that
whether
we're
talking
about
drugs
like
tobacco
and
alcohol,
drugs
that
were
quite
familiar
with
other
drugs
I'm
looking
around
the
table
to
see
if
anyone
is
drinking
a
cup
of
coffee
caffeine
would
be
a
drug.
That's
used
regularly
with
great
regularity.
There
are
drugs
that
are
used
for
medical
treatment.
All
of
these
drugs
have
the
potential
to
cause.
Harm
same
goes
for
those
drugs
that
are
currently
deemed
illegal
within
our
society.

in
the
steering
committee

the
many
consultations
leading
to
this
point

our

Staff
and
I
want
to
commend
our
medical
officer
of
Health
for
taking
what
I
think
is
a
very
forward-looking,
principled
and
evidenced
based
position
here,
and
certainly
a
courageous
one,
as
we
are
the
first
in
this
country
on
the
verge,
depending
on
the
outcome
of
this
vote.
Of
endorsing
this
policy.

just
make
a
few
brief
comments
and
and

the
comments
I
have
around
around
people,
because
the
policy
were
being
asked
to
endorse
here.
A
public
health
approach
to
drug
policy
is
not
some
abstract
concept,
it
is
rooted
fundamentally
in
the
lives
and
the
lived
experience
of
people
and
people
who,
for
a
generation
through
the
criminalization
of
drugs,
have
experienced
profound
negative
impacts
on
their
health.
That
is
what
this
is
about.
It's
about
people
and
happened.

That
being
said,
just
telling
people
not
to
use
drugs
has
not
worked
and
doesn't
work,
and
in
fact
it
creates
further
harm.
That's
what
it
does.
The
criminalization
makes
drug
use
worse.
It
derives
drug
use
into
unsafe
situations,
it
discourages
people
from
seeking
access
to
services
and
support
that
they
may
need.
It
leads
to
criminal
records
that
has
a
lifelong
negative
implication.
It
has
a
real
cost
on
the
lives
of
individuals
and
communities,
to
say
nothing
of
the
fact
that
it
leads
to
a
huge
financial
cost.

two
billion
dollars
a
year,
but
that's
not
what
this
is
about.
It's
about
people
and
so
I
would
close
by
saying
I
recognize
that
this
is
a
very
challenging
topic
for
many,
because
it
requires
us
to
challenge
stigma.
It
requires
us
to
understand
that
people
use
drugs
for
all
sorts
of
reasons,
but
it's
also
a
challenge
that
requires
us
to
rethink
a
generation
of
failed
policy,
and
it's
time
we
did
that
and
I'm
proud.

largest
Public
Health
Unit
in
the
country
in
the
country,
and
that's
why?
What
we
do
here?
Really
matters

just
locally
but
nationally.

can
do
some
real
good
change
work
by
adopting
the
recommendations
that

before
us
here

Kasich
resi
mentioned,
we
will
be
the
first
to
do
it,
but
we
can't
be
the
one,
and
only-
and
so
my

interest

and
I'd
ask
for
your
support
in
this,
of
course,
and
I
do
have

motion

this

that
we
see
this
as
a
transition
moment
as
well
moving
from
caught

science

sociology

a
public
health
approach

drug

figuring
out

politics

next

Ontario
based
public
health
boards,
boards
of
health
and
the
ten
largest
Canadian
citizen
cities,
the
opha
and
alpha
and

appropriate
public
health
bodies,
which

nurses,
associations,
relevant
doctors.

make
a
national
thing
of
this.

provoke,

we've

obviously
the
first

do

There

It
was
a
Senate
committee
that
recommended
similar
things,
but
it

recommend
it

then
it
sits
somewhere

politics
and
that's
our
job.
On
the

the
political
side,
to
let
good
science
we
work
well
as
a
society
when
the
scientists
and
the
public
health
people
in
the

this

this
case,
inform
public
policy
and
then
the

political
side
makes
it
happen,

that's
really
where
I
think
we
are
at

enough
people
who
think
this

People
who
know
about

haven't
yet

this

there

only
way
in
which
federal
laws
are
going
to
change.

we
provoke
that
national
conversation,
so
that
that's
the
moment

we're

says:
let's
make
sure
that
public
health
bodies
are
together
on
it
and
if
we
are
together
across
Ontario
and
across
the
country,

going

mean
a
lot.

courage

have
been

in
this
city
and

people

will

also

family

friends
to
gun,
violence
and

want
to
acknowledge

thank
them

the
courage
and
coming
forward

turning

pain
into
advocacy

that
we
can
bring
an
end

gun
violence.

is
possible
to
bring
an
end
to
community
and
gun
violence
in
this
city.

we

will
to
do
so
and

think
the
report
that
that
is
in
the
package
today
actually
speaks
to
that.
There's
some
really
good
things
in
there
there's
an
update.
The
research
on
the
extent
of
exposure
to
community
violence
is
in
there
and
I
think
that's
really
important
research.
That
needs
to
be
done,
because
we
need
to
understand
how
many
people
in
this
city
are
suffering
from
fear,
anxiety,
depression,
PTSD,
short
and
survival
expectations.

You
know,
timeliness
is
is
of
the
essence,
or
time
is
of
the
essence
here,
the
intro
that
the
city
is
going
to
be
looking
at
developing
an
interrupter
type
program
where
you
bring
in
expert
you
utilize,
the
expertise
and
in
the
community
with
people
with
the
knowledge
of
the
players
and
the
credibility
to
negotiate
nonviolent
solutions
to
community
violence.
I
think
that's
a
really
important
step
that
the
city
is
taking
and
also
the
invitation
for
the
community
forum
on
October
20th,
where
stakeholders
are
being
invited
to
speak
to
this
issue.

Epidemiological
research
shows
that
the
wider,
the
gap
between
rich
and
poor,
the
higher
the
homicide
rate
and
as
our
as
our
gap
between
rich
and
poor
in
the
city
has
grown
the
homicide
rate
and
the
gun
violence
rate
has
grown.
So
that's
number
one,
that's
where
we
should
really
be
focusing
our
efforts
in
the
city.
I
think.
The
other
thing
that
the
city
can
have
an
impact
on
is
planning
the
isolation
of
people
with
low
incomes,
in
particular
pockets
or
in
particular.
Buildings
in
the
city,
is
leading
to
the
problem.
O
It's
feeding
into
this
problem,
and
we
need
to
look
at
the
way
we
plan.
There's
a
goal:
I
believe
it's
20
percent
of
new
new
construction-
oh
I'm,
almost
out
of
time,
I'll
speak
quickly.
Let's
see
so
planning
is
an
issue.
The
board
of
health
agencies
that
are
the
agencies
that
are
funded
by
the
Board
of
Health
are
primarily
not
in
the
areas
that
most
need
them.
O
So
the
head
offices
of
those
agencies
I
think
there
should
be
a
push
from
the
Board
of
Health
to
have
those
agencies
located
in
the
areas
that
are
in
most
need
at
the
provincial
level.
We
need
to
look
at
the
growing
gap
between
rich
and
poor.
We
also
need
to
look
at
bill
175
because
we
need
a
healthier
relationship
between
the
police
and
the
in
the
lower-income
communities
where
most
of
the
violence
is
taking
place.

So
many
young
people
and
no
income
communities
tell
me
they
cannot
put
their
home
address
on
their
resume
or
on
their
application
forms,
because
they
will
not
be
hired
and
that's
something
that's
compounding
the
disadvantage
and
feeding
into
this
cycle.
So
I'd
like
to
thank
all
of
you
and
the
Board
of
Health
for
the
direction
that
you've
taken
in
this,
the
public
health
staff,
the
social
development
staff
and
the
other
city
staff
for
the
report
I
think
it's
an
important
step
in
the
right
direction.

Knight

I'm,
a
principal
with
the
Toronto
District
School
Board
I,
currently
supervise
the
Burnham
Thorpe
collegiate
adult
learning
center,
which
has
approximately
800
students,
as
well
as
the
softer
Anto
Detention
Center
School,
where
we
have
approximately
121
inmates
waiting
to
get
an
education.

The
experience
which
I
speak
is
rooted
in
over
33
years
of
experience,
working
in
the
Jane
and
Finch
Jane
and
Falstaff
Kingston
and
Galway,
and
currently
the
West
Mall
rocker
flats
community,
as
a
community
worker
and
educator
in
my
personal
and
professional
life,
I
have
suffered
the
loss
of
family
and
friends
to
gun
violence,
as
well
as
the
loss
of
many
beloved
students.
These
losses
have
come
in
the
form
of
death
incarceration
and
the
corrosive
toxic
mixture
of
hate
and
hopelessness.
P
The
question
that
confronts
us
and
confounds
us
now
is:
how
are
we
going
to
stop
gun
violence
and
youth
violence
and
I
know
that
one
of
the
simple
solutions
would
be
say:
more
police,
in
other
words,
more
police
forcing
or
enforcing
further
to
the
point,
in
other
words,
an
extra
100
or
200
more
officers
on
the
street
with
guns
and
when
all
other
means
of
negotiation
fails
between
the
adversaries
they
confront.
The
use
of
those
guns.
This
to
me
sounds
somewhat
counterintuitive.
P
In
order
to
stop
gun
violence,
putting
more
people
with
guns
on
the
street
doesn't
seem
to
be
the
right
way
to
go.
The
police
alone
cannot
resolve
this
issue
of
gun
violence
and,
in
part,
because
many
of
the
young
people
who
are
trapped
in
cycles
of
violence
and
gun
culture
no
longer
fair
or
respected
police.
In
most
cases,
they
see
the
police
as
another
gang
that
they
have
to
maneuver
around
in
order
to
survive.
The
young
people
immersed
in
this
game
of
death
are
indeed
the
victims
of
trauma
that
comes
out
of
community
violence.
P
They
battle
with
themselves,
but,
more
importantly,
many
of
these
young
people
battle
within
themselves.
They
fight
with
the
emotional
incongruencies
of
a
need
for
love
versus
broken
homes,
where
love
is
splintered
between
separated
parents,
they
fight
with
the
emotional
incongruencies
associated
with
the
shame
of
poverty
and
the
pain
of
not
having
enough
versus
a
society
where
conspicuous
consumption
and
upper-class
bling-bling
rule
the
day.
In
some
cases,
they
suffer
the
loss
of
personal
dignity
before
they
are
even
aware
that
such
dignity
should
be
their
personal
right.

The
indignities
and
the
ignoble
ities,
which
many
of
these
young
people
have
experienced
in
schools
through
a
lack
of
culturally
relevant
pedagogy
and
education,
as
well
as
a
lack
of
community
centers,
were
played
out
places
wherein
they
can
laugh
play
think
and
be
free
from
the
weight
of
the
economic
disparities.
Only
compound
the
problem,
we
know
the
rule
causes
of
community
balances,
the
gap
in
income
and
services
between
rich
and
poor
neighborhoods.
P
How
will
policing
and
the
inevitable
arresting
of
these
young
people,
who
have
already
suffered
from
a
social
and
economic
Arrested
Development,
make
their
lives
better
and
for
every
young
person
who
is
arrested?
Another
young
person
waits
to
take
their
place
in
this
game
of
violence.
Incarceration
is
the
new
post-secondary
institution
for
many
of
these
young
men
caught
in
this
game.
The
tension
is
the
new
school
of
hard
knocks,
and
the
courses
of
study
are
getting
shorter,
while
the
number
of
graduates
are
becoming
greater.

Hence
this
cycle
of
players
in
the
game
revolves
and
revolves
and
revolves.
In
a
very
dialectical,
motion
I'm
grateful
to
join
a
group
led
by
MPP
Glover,
to
propose
that
healing
become
a
solution
to
this
problem
healing
in
the
form
of
community
centers
staffed
by
community
members.
Young
people,
as
MPP
Glover
said,
needs
jobs.

Young
people
need
to
be
working
in
swimming
pools
in
gyms
in
social
programs
and
sports
programs,
where
they
could
help
other
young
people
who
enter
those
programs
in
neighborhoods
where
they
are
deprived.
Economically,
social
services
supports
need
to
be
staffed
and
administered
by
community
members,
with
mandates
of
operational
procedures
that
serve
community
member
needs
and
not
the
needs
of
just
bureaucratic
policies,
procedures
and
mandates
that
disenfranchise
the
people.

They
are
meant
to
serve
community
health
centers
staffed
by
community
members
where,
in
culturally
holistic
approaches
to
counseling
mental
wellness
and
physical
wellness
needs
to
be
at
the
forefront
of
what
we
do.
And
finally,
education
I
have
served
as
a
principal
in
three
of
the
toughest
neighborhoods
in
Toronto
and
in
each
one
of
the
schools
that
I
have
served
in
when
I
entered
those
schools.

went
to

brought
him
down
to

it

in

people

to

the
families

suffer
from
gun
violence
recognize

there's

ripple
effect
that
follows,
after

shooting

the

we
all

Everybody

everybody's
supporting,
but
after
everything
has
settled
after
there's
a
funeral
after
the
burial,
the
families
are
by
themselves.
They
suffer
in
silence
and
isolation.

effort

community
cannot
do
it

families

left

responders

hurt
an
unhealed
young
men
and
it
particularly
sort
of
spoke
to
me
and
I
was
inspired
to
work
along
with
Ziya
who's
been
running
this
organization
who,
by
which
is
brave
enough
to
gather
people,
to
go
into
those
places
in
the
community,
as
well
as
into
institutions
of
incarcerated
men,
to
help
intervene
and
try
to
find
opportunities
of
hope
for
them,
as
they
may
reenter
into
those
communities,
as
well
as
providing
some
supports
for
the
communities
who's
been
affected
by
those
issues
of
violence.
So
again,
we
support
the
idea
of
entertaining
this
motion
and.

Every
person
that
we
work
with
or
almost
every
young
male,
that
we
work
with
in
the
federal
institution
are
also
victims
himself.
Almost
everyone
that
we
work
with
has
lost
someone
to
gun
violence.
So
the
way
we
combat
it
gun
violence
in
2005
is
by
starting
a
program
that
not
only
addressed
young
people
who
are
gang
involved
and
there's
a
big
difference
between
young
people
who
come
from
a
gang
of
our
neighborhood
or
a
high-risk
neighborhood
versus
a
young
person
who
is
high-risk
or
gang
involved.

So
we
we
offered
programming
and
supports
to
young
people
from
these
neighborhoods,
and
then
we
focused
on
on
combating
the
gun,
violence
with
young
people
who
are
inside
so
here's.
What
my
issue
is:
it's
like:
there's,
pockets
in
in
Toronto,
there's
different
boxes,
there's
a
box
in
the
middle
and
that
box
has
people
who
that
box
has
sorrow.
It
has
guns,
it
has
addictions
that
has
incarceration.
It
has
death,
it
has
poverty,
it
has
anger
and
then
there's
a
box
around
it
and
the
box
around
it
is.

Is
our
people
who
supervise
the
people
in
the
box
in
the
middle
and
around
that
box?
Are
politicians,
policy
makers
and
around
that
box
is
AHA
is
higher-ups,
so
what
we're
facing
right
now
is
a
result
of
the
box
around
at
the
top.
What
we
are
facing
in
the
middle
is
the
gun.
Violence
is
the
sorrow,
are
the
addictions?
Is
the
incarceration
and
that's
coming
from
something
above
so
this
problem
that
we
have
is
is
the
result
with
that
result?

If
we,
if
we
want
to
make
changes,
we
need
to
not
only
provide
some
supports
for
the
people
who
are
now
doing
exactly
what
they
were
created
to
do,
but
we
also
need
to
address
where
the
guns
are
coming
from
and
where,
where
the,
where
the
issue
is
coming
from
on
a
higher
level,
because
they're
doing
what
they're
supposed
to
do,
they're
shooting
you
know
what
I
mean
that
that's
what
they're
supposed
to
do.
So
what
we
need
to
do
is
address
both
both
both
levels
and
in
the
in
this
box.

We
need
to
provide
coping
strategies
for
grief
and
trauma,
because
that's
that's,
basically
what
is
given
to
them
with
what
they
have
so
the
most
effective
way
for
myself
is
to
not
only
address
the
issues
of
poverty
on
a
higher
level,
but
also
to
address
the
trauma
and
the
grief
in
the
supports
culturally
sensitive.
There
was
a
time
when,
when
we
started
think
too,
there
was
a
few
things.

I
started
for
one
was
to
bring
hope
to
the
hopeless,
because
all
the
young
people
that
were
working
with
or
if
we're
facing
hopelessness-
and
it
was
to
bring
some
programming
that
I
found
in
my
own
family
with
family
members
that
they
didn't
have,
they
didn't,
have
coping
strategies,
grief
and
trauma.
The
only
thing
that
was
available
back
then
was
bereavement,
bereavement,
families
of
Ontario,
so
there
was
no
culturally
sensitive
coping
strategies
to
trauma
and
grief,
and
the
second
thing
I
started
think
twice
for
was
to
build
positive
male
role.

Models
within
these
communities
who
use
that
are
at
risk
or
gang
involved,
could
relate
to.
So
it's
not
to
say
that
we
don't
have
positive
male
role
models.
We
don't
have.
We
have
very
few
who
have
changed
their
life
and
have
been
able
to
come
back
or
been
supported,
to
come
back
and
and
be
that
support
or
guidance
or
mentor
to
the
young
people
who
are
gang
involved,
and
so
when
Chris
is
saying
that
we
he's
happy
to
see
that
the
city
is
taking
on
interrupter
style
program,
we're
in
total
agreement.

feel
that
we
need
to
build
up
these
young
people
who
are
in
jail,
who
have
lived
experience
that
can
come
back
down
now,
with
the
supports
that
we
give
them
for
grief
and
trauma,
mentorship
meant
mental
mental
health
and
help
the
young
people
who
only
look
at
them,
as
you
know,
someone
that
they
respected
that
they'll
take
in.
So
that's,
basically
what
we're
about
right
now.

doing

I
think
it's
fantastic.
But
would
you
agree
that
if
we
can
actually
take
even
one
step
back

help

families

programming
for
youth
so
that
they
get
their
self
esteem?

get
their
legs
to
stand
on
and
they
wouldn't
actually
get
into
these
predicaments?

agree

that's
really

need
to
start

prevention
with

need

bring
in
people
who
have
experience,
so
we
need
to
bring
in
the
experts

need
to
provide
the
support
to
those
who
are
experts,
so
those
who
have
already
been
through
it
we've
lived
experience
and
they
are
the
ones
that
are
now
in
the
prevention
programs,
helping
the
youth,
that's
number
one
and
number
two
I
think
we
need
in
order
to
build
these
young
people
to
become
positive,
supports.

need
to
provide
them
supports
and
that's
why
it's
important
to
touch
on
prevention,
intervention,
rehabilitation,
reintegration.
You
know
like
having
more
police
officers
and
you
know
more
arrests,
it's
concerning,
because
what
do
we
do
with
them
when
they
go
to
jail?
There
is
absolutely
no
culturally
sensitive
programming
other
than
think
twice
in
the
federal
institutions.
I'm
not
talking
about
provincial
in
federal
so
two
years,
and
over
and
you're
in
federal,
there's,
absolutely
nothing.
So
that's
concerning
and
as
volunteers
there's
no
support
for
us,
there's
more
barriers
and
there
are
supports.
So
how
are
they?

What
is
the
point
in
us?
Locking
them
up
for
them
to
come
back
in
so
they're
going
as
gang
involved
and
they
come
out
getting
about
or
they
go
in
and
they're
not
gang
involved,
and
they
come
out
getting
about
because
they
have
to
become
gang
involved
in
there
or
affiliated.
So
now,
a
lot
of
the
young
people
that
we
see
dying
were
in
prison
and
a
lot
of
times.

Those
those
incidents
are
things
that
are
stemming
from
prison
and
then
another
thing
is
the
younger
youth
in
those
neighborhoods
that
they're
leaving
behind
are
now
going
to
follow
in
the
young
people
that
they
respect.
So
we
need
to
focus
I
in
my
opinion
and
I've
been
working
in
this
field
since
2005,
however,
I've
lived
it
my
whole
life.
My
opinion
is
to
combat
the
gun,
violence
we
need
to.
We
need
to
touch
on
all
of
these
different
aspects.
That's
why
they're
all
important.

need
to
support
the
people
that
are
on
the
ground
level
that
are
doing
the
work
that
understand
the
issues
in
Toronto,
because
it's
different
than
anywhere
else
and
we
and
we
need
to
really
focus
on
the
experts
in
in
change,
comes
from
within
if
they
can
provide
supports
to
the
young
people
who
are
at
risk
for
who
or
because,
let's
be
honest,
you
need
guidance
and
anything
that
you
do.
Some
of
these.

of
these
shootings
right
now
are
happening
at
an
alarming
measure
because
they're
young,
they
don't
have
guidance
in
what
they're
doing
so.
You
can
see
the
mentality
I
mean
even
with
this,
this
this
young
lady,
whose
children
were
shot
at
the
playground,
that's
an
issue
and
that's
concerning,
and
they
did.
They
definitely
have
an
immature
mentality.

They
have
the
right
support.
Leadership
supports
to
get
that
support
and
long
as
they've,
if
self
reflected,
because
it
can't
be
beat
anyone
cannot
be
used,
it
has
to
be
the
right
people,
who've
been
self,
have
self
reflected,
take
accountability
to
themselves,
know
what
the
issues
are
and
have
a
desire
to
get
back
and,
to
be
honest
with
you
most
of
the
people
in
that
box.
Although
the
crimes
may
look
like
they're,
terrible
they're,
usually
good
people,
it's
just
the
situation's
that
they've
been
put
in.
They
have
no
choice
in
our
communities.

strong
survive,
so
it's
either
you
become
a
bully
or
you
get
bullied
these
most
of
these
there's
so
many
different
reasons
why
people
shoot
some
of
it
sometimes
a
self-defense.
Sometimes
it's
fear.
Sometimes
it's
they
are
a
bully.
Some
people
are
tired
of
being
bullied.
Some
people
just
like
with
the
issues
that
we
have
with
the
police.
Sometimes
it's
power
tripping.
Sometimes
it's
poverty
and
they're
hired,
there's
so
many
different
reasons.
Why
there's
gonna
be
this?

This
alone
is
a
very
dangerous
approach,
because
our
innocent
children
will
be
getting
harassed,
as
it's
happened
in
the
past
and
on
the
flip
side
of
that
are
youth
who
are
carrying
guns
and
weapons.
Well,
what's
not
going
to
do
they're
already
living
in
fear
and
they're
already
dealing
with
whatever
trauma
that
they're
dealing
with
out
here
in
the
streets,
they're
gonna
be
getting
harassed
and
searched
I've
ever
gonna
run
or
drive
off,
maybe
even
shoot.

need
to
look
at
why
and
how
are
you
are
getting
involved
with
gun
violence,
slash
community
violence
in
the
first
place,
I
was
born
and
raised
in
the
region
park
in
st.
James
town
neighborhood
in
Toronto
housing
and
at
the
age
of
four
I
started,
selling
drugs
and
guns
between
the
ages
of
4
and
14.

My
father
was
both
beating
and
sexually
abusing
me.
My
mother
left
me
with
him
when
she
decided
to
leave
him
when
I
was
10
years
old.
She
never
came
back.
I
ran
away
and
lived
in
over
14
homes
when
I
was
14.
My
second
home
was
311
jail.
I
found
a
family
on
the
streets
that
gave
me
something:
I,
never
had
money,
power,
respect
and
love.

Every
time
I
got
arrested
or
in
trouble.
They
placed
me
in
group
in
a
group
home
with
no
intervention
or
rehabilitation.
No
support,
no
mentors,
no
guidance.
They
tell
me
there
was
a
couple
of
programs.
I
could
attend
and
expect
me
to
just
attend
them
on
my
own
I
get
that
the
police
are
only
doing
their
job
by
locking
up
criminals
and
gangsters,
but
this
alone
will
not
work.

We
need
to
love
our
city,
our
youth
and
our
criminals
back
to
life.
We
must
take
a
public
health
approach
to
what's
happening
in
our
city.
Our
moms
are
crying,
our
youth
are
screaming,
and
our
city
is
dying
in
closing
I'd
like
to
share
something
by
the
time
I
was
22.
I
had
been
to
over
twenty-two
funerals,
90%
of
the
guys,
I
called
them.
My
brothers
that
I
grew
up
with
died
through
gun
violence
when
we
were
all
kids
growing
up
in
the
projects
playing
in
the
playground.

It's
too
easy
for
young
youths
to
get
guns.
We
didn't
youthfully.
We
need
to
tap
into
the
resource,
we're
there
getting
the
guns.
Why
are
they
getting
the
guns
and
speak
to
them?
We
need
to
start
in

schools
from
Grade
three
and
talk
to
them
about
gun,
violence.
Bullying,
bullying
starts
in
schools,
depression,
it
could
be
mental
illnesses.
A
lot
of
it
comes
from
single
homes.
We
have
to
have
more
mentorship
programs.
We
have
to
have
more
resources,
we
have
to
have
more
jobs
for
use,
we
have
to
have
more
traits
for
them.

have
to
be
there
to
support
them,
because
every
youth
is
not
that
throws
up
to
carry
a
gun,
there's
a
reason
why
they're
carrying
guns
and
for
them
to
say
that
they
want
to
have
more
cops
in
the
road.
This

not
gonna

stop
to
it.
It's
a
spiritual
war
warfare
really
and
truthfully.
Having
more
cops.

this
gonna
cause
more
problems?
My
kids
are
suffering
from
this.
They
shouldn't
be
so
young.
My
five-year-old
got
shot
in
the
stomach.
We
don't
even
know
she's,
never
gonna
have
kids.

hear

many
young
kids

dying

access
to

blamed

people

We
need

put

stop

mother

three
children
who
went

under
gun
fire
a
few
short
weeks
ago.
She
said
two,
but
the
third
one
was
actually
grazed
in
the
head,
so
it's
she's
been
traumatized
as
well.

just
made
aware
of
the
situation
Saturday
evening
and
I'm
investigating
now
how
that
I
can
be
of
service
in
this
terrible
situation.
I
have
an
idea
of
collaboration
between
myself
and
my
coworkers,
a
team
of
highly
trained
individuals.
We
could
serve
as
an
advisory
board
to
work
to
create
a
system
that
would
address
stress-related
issues
such
as
the
incidents
these
children
and
others
in
their
neighborhood
are
dealing
with.

on

see
here,

scanner
is
FDA
approved
as
a
class
2
medical
device.
It
works
with
galvanic
skin

similar
to
the
lie
detector
test.
The
report
gives

way

and
mental

that

enlist

help

trauma

provide
for
emotional
healing
and
care
new

part
of
that
situation
and
part

the
solution.

need

educate,

calming
wonderful

adult
a
couple

drops

could
call
holistic
medicines
can
actually
turn

person
state
of
being
around

seconds

trauma

state

disaster.

like
this
could
be
life-saving.

offer
legal
pain
relief,
which
is

didn't
have
this
in
my
talk
before,
which
is
actually
very
important
to
the

talk
that
was
on
earlier,
a
choice
that
rivals
cannabis
without
the
addictive
pain
factors
called
deep
relief.
It
has
some
of
the
paint
same
pain
constituents
as
cannabis
oil,
but
it
isn't
a
drug
and
it
doesn't
called
cause
harmful
side
effects.
It's
Canadian
govern
improved
for
general
pain,
relief
for
sprains
strains
and
rheumatoid
arthritis.

work

different
neighborhoods.

group
of
volunteers,
we've

doing
this
for
five
years.

work
in
universities,
colleges,
high
schools,
community
centers.
We
work
on

streets

engaging
the
population
that
are
not
only
involved
in
the
violence,
but
also
the
victims
of
the
violence,
people
that
have
done
their
crime
done
their
time.

want
to
make
a
difference.

travel
across

city
of
Toronto
and
we
see
on
a
daily
basis,
the
good,
the
bad
and
the
ugly
when
it
comes
to
gun
violence,
we
see
the
good,
the
bad
and
the
ugly,
the
good
being
the
incredible
people
doing
incredible,
work
to
arrest,
interrupts
and
in
the
second
violins
before
it
happens.
These
are
people
that
we
see,
we
don't
even
say
they're
working
on
the
front
lines
anymore.
You
say
they
work
on
a
firing
line
because
actually
taking
shots,
maybe
not
physical
gunshots
but
they're
taking
shots
in
work
that
they
do.

Last
week,
Tuesday
in
one
community,
there
was
a
police
raid
in
a
neighborhood
door,
busted
down
police
SWAT
team
going
into
their
house
into
the
neighborhood
handcuffed
in
a
16
year,
old
girl
beaten
the
out
of
a
young
man,
yet
to
go
to
the
hospital,
no
charges,
no
arrests.
This
is
Toronto.
This
is
2018.
D
This
is
just
one
week
ago,
the
young
girl
that
was
handcuffed
does
not
want
to
go
back
into
her
house
much
less
her
room,
the
mother
totally
traumatized
everybody
in
the
community,
totally
scared
of
police
right
now
that
trauma
plays
out
across
the
city
on
a
regular
basis.
You
just
don't
hear
about
it.
It
feeds
into
the
cycle
of
violence
that
we
see
on
a
daily
basis,
so
the
violence
that
you've
seen
right
now
in
front
of
you
didn't
happen
just
like
that.

It's
a
reflection
of
what
we
did
not
do
yesterday
and
what
we
continue
to
do
today.
So
the
results
will
still
be
the
same,
not
a
quick
example.
Working
in
another
community,
the
mother
has
three
young
men
has
her
children.
She
will
not
allow
any
of
them
to
take
garbage
out
that
night,
because
she
fears
that
somebody
will
be
in
the
community
with
a
gun,
shooting
it
off.
For
some
reason,
this
is
Toronto
2018
and
it's
a
reality
that
plays
out
where
people
are
traumatized
and
children
cannot
be
allowed
to
be
children
anymore.

We
cannot
police
ourselves
out
of
this
problem
alone.
The
public
health
cannot
do
it
by
themselves.
We
are
supporting
of
what
you're
doing.
We
understand
your
preliminary
report.
We
think
it's
important
now
to
delve
deeper
to
do
the
serious
work
communities
have
been
researched
analyzed
for
years.
We
just
don't
need
another
report.
We
just
don't
need
this
again.
If
you're
gonna
do
it,
please
do
it
properly,
engage
in
that
population
that
is
really
involved.

to
do
so
if
we

same

front

playground

Toronto
a
hot
summer

they
said

major
problem
in
our
community
that
has
been
ignored
and
using
the
public
health
lens
at
this
critical
stage
is
so
important
because
kids,
youth
parents
need
your
experience.

a
targeted
area
such
as
the

potholes
areas,
I
believe
that
the
city
should
do
what
I
call
culture,
assertive
dissemination
of
informations
I
also
believe
that,
most
time
we
want

disseminate
information
on
a
bigger
radio,
bigger,
TV,
bigger
screams,
but
keep
in
mind
that
most
communities
rely
on
their
not
literal
Network
little

radio,
little

TV
to
know
what's
going

in
town,

applaud
the
city
and
the
board
to
look
into
that.
How
we
can
in

media
area,
involve
and
indulge
the
community
to
tackle
the
gun.

According

Bloomberg
School
of
Public
Health
at
Harvard
University.
A
critical
lesson
from
Public
Health
is
that
it
is
usually
more
effective
to
change
the
environment
than
to
try
to
change
people.
Many
community,
many
public
health
experts
advocate
using
the
same
harm
reduction
approach
to
gun
violence
that
it
uses
to
treat
other
public
health
threats
like
automobile
accidents
or
air
pollution,
employing
a
wide
variety
of
methods
to
reduce
the
problem.
The
World,
Health,
Organization
and
many
other
public
health
scholars
have
insisted
that
an
effective,
integrated
violence
prevention
strategy
must
address
lethal
means,
including
firearms.

Well,
the
evidence
is
clear.
That
guns
do
not
generally
cause
violence,
they
do
increase
the
lethality
of
violence,
whether
interpersonal,
political
or
self-directed
evidence
worldwide
suggests
that,
where
other
factors
are
comparable,
the
availability
of
firearms
is
linked
to
higher
levels
of
lethal
violence.

Many
Canadians
are
surprised
to
learn
how
easily
how
easy
it
is
to
legally
acquire
firearms.
Even
handguns
and
assault
weapons
while
license
requires
that,
while
a
license
part
requires
background
checks
and
there
are
stricter
controls
on
access
to
restricted
or
prohibited
weapons,
primarily
handguns
and
assault
weapons.
The
relaxation
of
laws
over
recent
years
is
producing
predictable
results
and
being
borne
out
tragically
in
our
communities.

Currently,
in
Canada,
there
are
more
than
6
million
legally
owned
unrestricted
weapons,
a
category
which
primarily
includes
hunting
rifles
and
shotguns.
Many
people
were
unaware
that
well
pardon
me.
Many
people
are
aware
that
the
previous
federal
administration
abolished
the
long
gun
registry
in
ordered
the
destruction
of
most
of
its
records,
but
are
unaware
that
they
did
not
restore
the
baseline
provisions
that
had
been
in
place
since
1977,
which
tracked
the
sales
of
unrestricted
weapons.

There
is
also
a
perception
in
Canada
that
handguns
and
assault
weapons
are
virtually
banned,
while
marches
took
place
in
solidarity
with
the
United
States
calling

earlier
this
year.
Many
are
unaware
that
the
air
15
is
sold
as
a
restricted
weapon
in
Canada
not
prohibited
with
the
relaxation
of
gun
control.

Almost
every
gun,
every
illegal
gun
begins
as
a
legal
gun
and
for
the
first
time
in
decades,
police
in
Toronto
and
British
Columbia
report
that
more
crime
guns
originated
in
Canada
than
in
the
United
States,
highlighting
the
impact
of
the
relaxation
of
our
laws.
In
spite
of
election
promises,
the
current
federal
government
has
not
addressed
the
loopholes
that
were
created
under
the
previous.
R
We
know
that
any
approach
to
community
violence
must
consider
the
social
and
economic
root
causes
of
that,
but
it
is
important
to
consider
as
well
where
the
guns
are
coming
from.
Well,
primarily,
a
federal
responsibility.
The
City
of
Toronto
has
historically
been
a
strong
ally
of
gun,
advocate
or
gun
control
advocates
one
of
the
coalition's
earliest
supporters
dating
back
to
1991.
When
article
10
was
mayor,
the
city
has
supported
several
court
challenges
over
the
years
and
advocated
for
measures
which
would
keep
our
city
safe.

But
in
recent
years
the
city
of
Toronto
has
been
relatively
silent.
No
one
from
the
city
or
the
local
Public
Health
Authority
appeared
before
the
Parliamentary
Committee
on
the
bill
c71.
Although
the
Canadian
Association
of
emergency
physicians
appeared
in
the
Public
Health
Association,
the
pediatric
society
and
the
Federal
Association
of
nursing
unions
submitted
written
statements
expressing
concern
expressed
some
concerns.
Pardon
me:
we
need
Toronto
at
the
table
to
advocate
for
stronger
gun
laws
when
bill
seat.

comes
to
the
Senate.

We
need
action
to
address
the
gaps
in
the
law
and
we
also
need
to
collect
better
data
on
gun,
death
and
injury
and
the
factors
affecting
gun
violence.
Most
importantly,
we
need
the
city's
help
in
shifting
the
rhetoric.
We
hope
that
the
city
will
take
a
holistic
view
of
community
violence
prevention,
including
the
consideration
of
gun
control.

questions
related
to
some
of
our
existing
work
on
the
community-based
prevention

programs.

have
the
focus
tables,
the
crisis,

funds
and
others
are
our
programs
or
any
of
our
programs
in
need
of
additional
resources
right
now,
in
order
to
scale

response
program
in
many
cases,
though,
that
can
be
so

hear
you
that
we
especially
right
now
need
increased
resources,
but
often
that
is
initiated
after
an
incident
and
it
can
help
to
prevent
escalation
on

prevention
side.

youth
violence
prevention
plan
I
mean,
is
that
because
I
know
that
that
really
speaks
to
some
of
the
preventative
measures
alongside
the
post
measures
following
an
incident
in
dealing
with
trauma.
What
is
the
state
of
the
youth
violence
prevention
plan?

a
concern
there,
because
that
was
initiated
with
Prudential
money
that
is
running
out
okay,
so
we
have
funding
I
think
until
the
end
of
the
year,
but
will
require
additional
resources
to
ensure
that
that
work
gets
delivered.
The
other
issue
with
respect
to
prevention
is
the
crisis
response
program
which
builds
or
helps
to
work
with
communities
to
build
capacity,
but
the
more
stop
are
responding
to
critical
incidents.
The
less
time
there
is
to
build
that
preventative
capacity
at
the
neighborhood
level.
So
it's
coming
at
both
ends.

mr.
chair,
just
to
the
medical
officer
of
Health,
we
recognize
the
internal
public
health
that
racism,
if
the
racial
discrimination
is
a
social
determinants
of
health,
already
access
to
employment,
access
to
housing,
access
to
affordable
education,
all
those
things
are
seen
as
okay,
so
in
this
kind
of
study,
because
a
lot
of
the
deputations
were
not
necessarily
regularly
all
focused
on
guns
in.
If
you
heard
from
many
of
the
speakers,
they
talked
about
many
multiple
factors,
and
so
how
is
that
layer
going
to
be
used
in
order
for
us
to
do
this?

There
is
as
well
the
social
environment,
the
economic
environment,
the
educational
environment,
the
you
know,
all
these
different
aspects,
I
think,
are
crucial
and
fundamental
in
respect
of
taking
a
more
public
health
approach,
one
that
looks
interventions
that
can
be
conducted
downstream.
You
know
at
the
end,
when
we
look
at
the
conditions
that
give
rise
to
the
violence
that
occurs
in
our
communities,
but
as
well
focuses
far
upstream.
So
I
think
that
you
can
rest
assured
that
we
will
take
into
consideration
all
the
different
contributors
in
the
environment.

One
of
the
system
exchanged
we
probably
need
in
the
city
is
how
city
officials
and
elected
office
shall
understand
violence
and
how
they
speak
about
violence,
what
they
say
about
violence
and
community
violence
and
and
sometimes
some
of
the
things
that
come
out
have
contributed
to
further
access
raising
the
issue.
So
is
that
part
of
the
part
of
the
agenda
for
us,
because
it's
sometimes
easier
to
do
programming
intervention,
but
in
our
system
it
comes
through.

The
chair,
absolutely
the
team
working
on
confronting
anti
black
racism
is
housed
in
Social
Development,
but
working
with
all
parts
of
the
corporation,
including
Public
Health,
and
your
question
with
respect
to
how
we
use
language
as
senior
staff,
as
political
representatives
is
incredibly
important
and
I
I
can
assure
you
that
that
unit
has
been
working
on
that
issue
over
the
last
few
weeks.

the

plan
to

tenancy
policy,

partner

funding
increases,

a

lot
of
the
community
led
initiatives
that
have
been
brought
up
today
rely
on
CPAP
funding
that
accurate.
That's,
yes,
can
you
can
we
look
at
the
general
trend
over
the
last
say,
eight
years
and
in
CPAP
funding
what
years
was
it
frozen?
What
yours
was
that
increase
to
know
what
rate
was
it
increased
through?

The
chair
council
has
been
consistent
in
approving
cost-of-living
increases
in
the
program
over
that
period.
There
have
also
been
a
number
of
enhancements,
including
in
the
2018
budget,
so
it
has
been
well
supported.
Part
of
the
issue
is
that
other
funding
sources
have
not
perhaps
kept
the
same
pace
or
commitment
that
the
City
of
Toronto
like
like
what
what
other
funding
sources.

One
of
the
unique
elements
of
the
CEPA
program
at
the
city
is
that
the
majority
of
funds
are
ongoing,
sustaining
funding
and
that
type
of
funding
is
relatively
rare.
Other
orders
of
government
tend
to
project
fund
or
a
very
specifically
program
fund
city
funding
is
about
building
capacity
in
neighborhoods
to
provide
services
and
respond
to
issues.

the
year
so
I'll
place
those
two
motions

make
a
few
comments,
and
that
is
for
City
Council,

we'll

moving
on
to
council
they've
endorsed.
First
of
all,

a
tremendous
thank
you
to
the
speakers
who
spoke
here
today
far
too
many
of
whom
spoke
about
lived
experience
and
experiences
that
frankly,
I
can't
begin
to
comprehend.
In
particular
thanks
to
our
former
member
of
this
board,
and
now
MPP
I
was
about
to
say,
trustee.

These
have
all
taken
place
in
my
downtown
Ward
and
and
while
it
is
unfortunate
to
say
that
shootings
in
the
city
of
Toronto
are
not
new
I
think
what
is
we
have
experienced
this
summer
and
has
shaken
many
new
Torontonians?
Is
that
the
shoot
many
of
these
shootings
have
taken
place
out
in
the
open
and
shootings
are
always
traumatic?

You
know
it's
it
in
a
sense
that,
after
the
caution
tape
comes
down
after
you
know,
the
media
and
the
news
coverage
ends.
That's
the
most
important
point,
it's
after
that
that
we
must
scale
up
our
investments
into
neighborhoods
to
build
stronger
neighborhoods
in
you
know.
Trusty
MPP
Glover,
said
to
me
a
few
weeks
about
a
week
ago
after
one
of
the
shootings,
Chris,
Glover
and
I
were
having
a
phone
call
and
he
he
said
to
me
a
line
that
a
mentor
of
his
set,
which
is
everybody,
needs
respect.

Everybody
needs
lovely
respect,
but
if
you
can't
find
opportunities
and
mechanisms
to
get
respect
and
you're
in
a
legal
mechanism,
you
might
seek
out
respect
and
other
means,
and
so
youth
employment,
mentorship,
pre-charge
diversion
programs
such
that.
If
you
make
a
mistake,
that's
a
tipping
point
towards
a
life
of
opportunity,
as
opposed
to
a
cycle
of
violence.

All
of
these
initiatives
and
investing
in
them
like
our
focus
program,
is
where
we
need
to
go
and
and
I
think
the
risk
that
we
that
we
experience
when
we're
discussing
of
root
causes
of
violence
that
sometimes
you
can
feel
overwhelmed
by
the
weight
of
discussions
of
poverty
and
racism.
But
there
are,
in
addition
to
the
systemic
investments
and
programs
we
need
to
do.

There
are
real
proven
programs
in
the
immediate
right
now
that
we
know
work
that
if
we
invest
in
will
help
to
prevent
violence
in
the
first
place,
and
that
I
think
is
where
this
conversation
adds
a
helpful
helpful
storyline
to
the
current
discourse
of
gun
violence
that
has
taken
over
our
city.

exemplary

as

are
exemplary,

are
examples
of
the
kind
of
frontline
work,
that's
being
done
in
our
communities
day
in

day
out
to
to
make
sure
that
young
people
are
supported,
that
violence
is
prevented
and
safety
is
established
in
the
most
comprehensive
way.
Every
time
things
like
the
the
gun,
violence
we
are
seeing
happens,
you
know
people
jump
to
simplistic
solutions
and,
and
the
biggest
the
easiest
solution
is.

I
think
that
is
only
again
the
second
small
part
of
the
solution,
the
bigger
part,
is
in
terms
of
systemic
change
because
we
heard
again
and
again
people
talking
about
housing
people
talking
about
their
experience
in
the
education
system,
people
talking
about
their
experience
with
the
judicial
system
and
so
on.
These
are
the
places
where
the
real
change
needs
to
happen.

If
you
were
to
see
it
because
the
money
that
gets
given
into
to
intervene
for
crisis
is
important,
but
that
alone
also
is
very,
very
you
know,
limiting
the
kind
of
solution
I
used
to
be
used
to
occur
in
mouth
when
I
served
in
Malvern
for
many
years,
and
you
know
it
takes
time.
A
lot
of
frontline
workers
spend
a
lot
of
time
with
individual.
A
lot
of
it
takes
a
lot
of
resources.

It
takes
a
lot
of
toll
on
those
individuals
who
work
and
there's
burnout
and
there's
need
that
youth
workers
need
need
to
be
taken
care
of
and
and
we
don't
have
a
proper
strategy
nationally
or
provincially
or
in
the
city,
to
make
sure
that
people
who
work
with
most
marginalized
young
people
are
supported
as
well
and
I.
Think
those
things
have
to
be
taken
into
consideration.
Sliding
jumping
to
simplistic
solution,
as
we
are
seeing
in
the
media,
is
going
to
do
more
harm.

The
last
bit
I
want
to
talk
a
little
bit
about,
is
it's
around
around
racism
and
and
I
want
to
talk
about
it
because
they're
still
heavy
denial
within
our
structures,
around
impact
of
racial
discrimination
and
and
race,
racial
discrimination
and
racial
inequities,
whether
it
be
in
health,
education,
how
we
interact
with
justice,
the
kind
of
profiling,
the
kind
of
neighborhood
profiling
that
happens
is
not
just
geography.
It
has
a
lot
to
do
with
race
as
well
and
I
think
unless
we
have
a
systemic
intervention
at
the
city
level.

S
So
the
the
community
violence
aspect,
you
know,
the
community
violence
is
not
just
about
gun
violence,
how
people
perceive
themselves
how
people
are
treated,
how
people
are
treated
in
school.
So
if
you
don't
understand
violence,
racism
is
a
form
of
violence,
and-
and
if
you
don't
broadly
understand
violence,
we
won't
have
broad
solution,
which
means,
if
you
don't
understand
that
we
won't
understand
community,
see
if
the
Community
Safety
is
not
just
absence
of
gun
fire.

Community
Safety
is
a
person
being
able
to
live
freely
without
being
intimidated,
being
treated
equally
in
the
school
system,
and
so
on
so
I.
You
know
I
understand
why
we
need
to
do
certain
things
to
push
the
agenda
forward,
but
I
think
somehow
we
have
to
figure
out
a
way
in
which
we
can
systematically
address
this
and
I.
That's
why
I
was
very
happy
that
anti
black
racism
initiative
was
starting
to
look
at
some
of
these
things
internally
as
well.

So
I
just
want
to
finish
off,
saying
that
you
know,
policing
is
very
small
part
I
would
say
maybe
10%
of
the
solution.
Maybe
programmatic
intervention,
maybe
20%
of
the
solution,
the
70%
of
the
problem,
not
even

solution,
lies
in
our
system
and
that
that's
where
we
need
to
invest
our
attention
to
correct
what
what's
wrong.

let
the
schools
know
what
has
happened,
whether
it's
on
a
weekend
or
on
a
holiday.
So
when
these
children
do
return
to
school,
the
teachers
know
what
has
happened
in
their
lives
and
we
try
and
give
them
as
much
support
as
possible.

believe
and
I
know,
as
everyone
around
the
table
does
that
these
situations
do
affect
people's
health.
They
affect,
as
you
say,
whether
children
can
go
out
of
play,
whether
they
can
get
fresh
air,
whether
they
feel
comfortable

school

their
own,
whether
they
feel
comfortable
putting
the
garbage
out.
These
are
sort
of
things
which
I
think
as
a
city
and
as
a
community.

there

help

my
name
is
Janet
McNeil
I'm,
a
mother
and
grandmother
and
I've
been
a
community
activist,
since
my
children,
who
are
now
in
their
mid-30s,
were
very
young.
So
more
than
30
years
of
activism.
At
this
point,
I'm
also
coordinator
of
the
Durham
nuclear
wareness
group,
this
group,
you
can
find
our
brochure
online
I've
been
coordinating
the
group
since
2012.
Q
Most
of
my
activist,
energy
has
been
on
nuclear
issues
since
2010,
but
I
began
paying
attention
to
the
Canadian
Nuclear
Safety
Commission
back
in
2006,
so
I've
been
a
CNSC
watcher
for
12
years
and,
as
you
might
imagine,
in
30
years
of
activism,
I've
cottoned
on
to
a
thing
or
two
about
how
things
really
work
in
the
world.
I
was
going
to
give
you
a
list
of
the
different
issues.
Q
I've
worked
on,
I've
worked
on
a
variety
of
environmental
issues
and
I've
worked
on
a
variety
of
other
community
activities
over
the
years,
but
in
the
Durham
Durham
nuclear
awareness
group,
our
focuses
primarily
nuclear
emergency
planning.
Our
group
has
been
calling
for
better
nuclear
emergency
planning
since
back
in
the
late
80s
after
the
Chernobyl
accident,
and
the
truth
is
things
have
scarcely
changed
in
those
30
32
years.
Q
Ontario's
nuclear
emergency
plans
are
very,
very,
very
weak,
and
so
that's
where
a
lot
of
our
groups,
energy,
is
focused.
One
thing
that's
become
clear
to
me
is
how
multi-jurisdictional
nuclear
activities
are?
It's
not
just
federal,
it's
not
just
municipal,
it's
not
just
provincial,
it's
all
of
them.
The
feds
licensed
the
nuclear
facilities
and
play
a
major
role
in
emergency
planning.
Q
I've
learned
over
the
past
12
years
since
I
became
a
CNSC
watcher
that
we're
supposed
to
rely
on
and
place
our
trust
in
Canada's
nuclear
regulator
and
also
that
it's
unwise
to
do
so.
I
say
this
as
a
person
who
has
by
now
attended
somewhere
between
15
and
20
Canadian
Nuclear
Safety,
Commission
hearings
all
over
the
province
and
personally
intervened
in
at
least
10
since
2010
2016
was
an
outstanding
year
for
losing
trust
in
the
CNSC.
Q
If
one
had
not
already
done
so
in
early
2016,
a
coalition
of
groups
wrote
to
the
prime
minister
calling
for
a
major
overhaul
of
the
nuclear
safety
and
Control
Act.
Then
a
group
of
Canadian
Nuclear
Safety
Commission
staff
whistleblowers
revealed
some
shocking
information
about
how
things
really
work
at
the
CNSC
with
tribunal
members
not
receiving
full
and
complete
information
about
safety
matters
that
clear
stations
and
then
in
the
fall
of
that
year.

Julie
Gelfand
revealed
results
of
a
CNSC
audit
and
likened
improper
CNSC
safety
inspections
at
the
nuclear
stations
to
a
plane
taking
off
without
going
through
a
safety
checklist.
I
can
provide
documentation
of
all
these
things
and
would
be
happy
to
do
so.
There's
an
October
2016
posting
on
the
DNA
website
that
lays
this
all
out
and
provides
links
to
all
the
relevant
documents
and
media
reports.
I
need
to
move
on
to
the
health
issue
health
deal
way
back
in
1959.
Q
There
was
a
deal
that
was
signed
by
the
IAEA,
the
International
Atomic
Energy
Agency,
which
is
both
the
global
nuclear
regulator
and
promoter.
If
you
take
a
pause
for
a
minute
you
that
needs
to
give
you
pause
that
they're,
both
the
promoter
and
the
regulator
at
the
same
time,
so
there
was
a
deal
that
was
signed
by
the
IAEA
and
the
w-h-o.
The
World
Health
Organization
got
a
copy
of
the
deal
here.
Q
This
deal
represented
an
agreement
whereby
these
two
agencies
would
cooperate
very
closely
so
as
not
to
step
on
one
another's
toes
essentially
so
I
have
a
copy
of
the
deal
here.
It
used
to
be
on
the
IAEA
website,
but
it
seems
to
have
disappeared.
Things
disappear,
sometimes
just
one
quote
from
it
here
quote
whenever,
whenever
either
organization
proposes
to
initiate
a
program
or
activity
on
a
subject
in
which
the
other
organization
has
or
may
have
a
substantial
interest,
the
first
party
shall
consult
the
other
with
a
view
to
adjusting
the
matter
by
mutual
agreement.
Q
It's
interesting
language
between
the
global
nuclear
regulator
and
the
Global
Health
Organization.
This
deal
has
effectively
choked
off
research
by
public
health
agencies
into
the
true
health
impacts
of
radioactivity,
radioactive
emissions,
contamination
and
accidents
ever
since
1959,
this
has
had
very
widespread
spread
ramifications,
indeed,
which
I
don't
have
time
to
touch
on
in
these
five
minutes.

All
this,
seemingly
perhaps
unrelated
rambling,
is
to
say
that
I
strongly
advise
you
not
to
trust
the
authorities
as
regards
possible
health
and
from
the
nuclear
facility
located
at
10:25
Lansdowne
Avenue
in
Toronto,
and
merely
received
the
report
for
information
for
I
fear
that
is
usually
a
euphemism
for
laying
it
aside
and
forgetting
about
it.
I
think
it
would
be
good
to
do
a
little
more
digging.

think
you
have
a
greater
responsibility
than
that
and
I
have
faith
in
municipal
governments
in
a
sense,
more
than
I
do
in
provincial
and
federal
governments,
because
it's
this
thing
of
the
municipal
government
being
so
close
to
where
people
actually
live
and
where
things
actually
happen.
So
I'd
be
happy
to
answer
questions.
Although
I
know
there
isn't
time
for
any
I
did
create
a

some

I

somehow
get
to
all
of
you.
And
then
you
can
look
at
these
things
in

you
don't

just
have
to
believe

can
tell
you
that
more
than
thirty
years
of
activism
have
taught
me
that
things
are
never
as
simple
as
they
first
appear
to
be
and
that
it's
always
wise
to
do
more
digging,
and
my
motto
is
question
everything
so
I
would
just
suggest
that
everybody
in
the
room
consider
having
that
be
your
model
to
keep
questioning.

authority

are
relying

partners

regulation

this
kind
of

regulator
is
also
the
promoter
of
this

little
I
know
about

the
industry
like.

is
something
we
need
to
be
constantly
vigilant
at

an
industry
is
also
it's
really,
it's
is
its
own
regulator.

I
think
just
a
cause
for
concern
in
general.
I
walked
by
this
facility
not
long
ago,
as
it's,
not
it's
not
too
far
from
from
where
I
live
and
and
I
think
that
that
fuss
at
least
having
it
on
our
radar,
as
as
they
put
a
possible
concern,
is
I.
Think
me
is
as
important
before
this
report
was
written
as
it
is,
as
it
is
now
so.

encouraged
the
medical
officer
of
health
in
in
in
her
dealings
with
with
other
levels
of
government
to
to
continue
to
highlight
the
facilities
like
these
are
on
the
on
the
radar
of
local
health
authorities.
At
the
same
time,
we
don't
have
the
legislative
authority
to
regulate
this.
This
industry,
and
we
kind
of
have
to
have
some
faith
that
the
level
of
another
level
of
government
who's
responsible
for
it
is
doing
their
due
diligence.
Whether
or
not
that
faith
is
well-placed
is
I.

Think
another
question
altogether,
because
I'm
gonna
have
a
motion
going
to
the
next
council
meeting.
That
suggests
that
perhaps
they
haven't
taken
the
right
course
with
respect
to
allowing
the
transportation
of
of
radioactive
material
and
in
in
in
the
GTA.
But
in
that
in
that
instance,
we
really
have
no
information,
but
what
the
heck
they're
doing
so
I,
like
aisle
movers,
see
it's
kind
of
a
reluctant
receipt,
because
I'd
love
to
dig
a
little
deeper
to
find
out
whether
or
not
this
this
industry
is
being
regulated
effectively
but
I.
