overdose
action

status

I
just
wanted
to
address
the
board
with
a
few
opening
comments
in
respect
of
this
report,
which
outlines
the
progress
that
we've
had
over
the
last
year
in
terms
of
implementing
the
action
plan.

Unfortunately,
as
seen
elsewhere
in
the
province
and
throughout
the
country,
opioid
overdoses
continue
to
rise
in
Toronto
in
2017,
there
were
over
300
opioid
overdose
deaths
in
our
city,
and
this
represents
a
significant
increase
over
that
which
we've
seen
in
the
preceding
years.
I
can
tell
you
that
there
are
a
number
of
opioid
overdose
deaths
throughout
the
province,
but
in
2017,
one
in
four
of
those
overdose
deaths
occurred
here
in
our
city.

This
is
due
to
a
toxic
drug
supply.
Many
of
you
here
in
the
audience
are
familiar
with
this,
and
it
continues
to
be
something
that
we
absolutely
must
work
to
gather
to
address
over
the
last
year.
Excuse
me,
all
orders
of
government
have
taken
action
and
there
are
details
on
the
specific
ignant
initiatives
that
are
outlined
in
the
report.
I
think
I
would
also
like
to
take
the
opportunity
to
recognize
and
acknowledge
the
tremendous
effort.

That's
come
forward
from
our
community
partners
in
the
community
sector,
who
have
truly
gone
above
and
beyond
to
respond
to
this
crisis,
and
we
continue
to
rely
on
you
and
your
support
in
respect
of
addressing
what
truly
is
a
crisis
situation.
We
need
to
continue
to
collaborate
to
collaborate
in
our
response
to
this
very
important
issue
and
I
would
assure
you
that
there
is
no
time
to
be
complacent
about
this
issue
whatsoever.

So,
specifically,
recommendation
1
calls
on
the
board
to
reinforce
with
provincial
and
federal
governments,
the
urgency
of
the
opioid
poisoning
emergency
and
the
critical
need
to
scale
up
actions
in
response
recommendation
number
2,
edges,
the
Ministry
of
Health
and
long-term
care
to
extend
maximum
approval
terms
for
overdose
prevention
sites
from
the
current
six
months
to
a
12
month
period
and
recommendation
number
three
calls
on
the
Ministry
of
Health
and
long-term
care
to
support
urgent
implementation
of
managed
opioid
programs,
including
low
barrier
options
across
the
province.
Not
just
here
in
our
city,
I.

Think
it's
important
for
the
board
to
note
that
that
last
recommendation
actually
speaks
to
the
urgency
of
addressing
the
toxic
drug
supply.
It's
our
firm
belief
that
people,
not
just
in
Toronto
but
throughout
the
province,
need
alternative,
safe
drugs
and
managed.
Opioid
programs
have
actually
been
demonstrated
both
in
practice
and
in
the
scientific
literature
to
be
extremely
effective.

So
there's
been
a
lot
of
work
done.
I
hope
that
that
comes
through
in
the
report,
but
I
hope.
It
also
comes
through
to
you
in
the
report
that
we
need
to
do
more.
I
would
like
to
emphasize
that
a
Toronto
Public
Health
we
are
committed,
and
we
will
continue
to
stay
committed
to
working
with
our
partners
to
scale
up
response
in
order
to
address
this
public
health
crisis
in
our
community.

also
like

undertake
to
the
board
that
we
will
continue
to
update
you
as
our
work
continues
and
in
fact,
next
month
we
will
be
bringing
forward
a
report
on
a
public
health
approach
to
drug
policy
for
Canada,
as
part
of
that
report
will
provide
a
summary
of
the
recent
community
dialogue
that
we
had
on
this
particular
issue.
Other
key
initiatives
that
are
going
forward,
including
an
indigenous
overdose
prevention
and
response,
trad
strategy,
a
drug
checking
project
and
supporting
efforts
to
implement,
managed
opioid
programs
in
Toronto.

with

Okay
good
afternoon,
thank
you
for
the
opportunity
to
speak
to
you
today
and
thank
you
for
your
ongoing
commitment
to
harm
reduction
in
Toronto.
My
name
is
Katie
Meyerson
and
I
coordinate
the
harm
reduction
programs
at
unison,
health
and
Community
Services,
which
serves
the
northwest
part
of
Toronto.
D
We
have
had
a
small
harm
reduction
program
for
over
a
decade
and
in
light
of
the
ongoing
opioid
overdose
crisis,
the
Toronto
central
in
provided
us
with
additional
funding
to
expand
our
harm
reduction
program.
This
funding
allowed
us
to
hire
more
staff
and
opened
three
additional
harm
reduction
rooms
across
the
community.
Our
team
is
now
made
up
of
three
harm
reduction
workers,
a
health
promoter
and
six
outreach
workers
that
engage
with
community
in
words,
11
12,
13,
15
and
17.

We
were
told
by
management
that
the
executive
would
make
atc
hcy
decision
about
quote
harm
reduction
and
sites
for
needle
collection
and
disposal,
and
that
we
would
be
kept
up
to
date.
That
was
six
months
ago,
and
we
still
haven't
heard
anything
despite
multiple
follow-ups
requests
to
meet
to
discuss
what
could
be
done
in
the
interim,
such
as
naloxone
a
condom
distribution
when
ignored.
D
Shortly
after
that,
we
heard
about
an
overdose
that
took
place
in
one
of
those
buildings.
We
were
told
that
everyone
present
scrambled
and
scattered
to
their
respective
units
to
see
if
they
had
a
naloxone
kit
that
could
be
used.
That
was
valuable
time
wasted
and
could
have
been
prevented
if
naloxone
training,
a
kid
distribution
had
been
done
in
the
building,
as
we
had
proposed
that
person
survived,
but
not
everyone
does
TC
HC
tenants
continue
to
die
of
preventable
overdoses.

It
was
confirmed
that
three
weeks
ago
a
young
woman
moved
into
a
TC
HC
building
on
the
Wednesday
and
had
a
fatal
overdose
in
her
unit
that
Saturday
our
outreach
workers
distribute
safer
drug
use
and
safer
sex
supplies,
as
well
as
in
the
locks
on
kids,
which
they
can
train
folks
to
use
on
the
spot.
They
also
provide
informal,
counseling
referrals
and
safer
drug
use
education,
which
can
prevent
fatalities
and
infection
transmission
on
a
weekly
basis.

Our
outreach
workers
stop
outside
of
all
of
the
TC
HC
buildings
in
our
area,
where
it
is
no
secret
that
drug
use
occurs,
but
without
access
to
the
buildings
we
have
to
wait
outside
and
hope
that
word
of
mouth
will
bring
people
out.
We
are
effectively
trespassing
in
an
attempt
to
provide
evidence,
informed
health
services.

Needle
waste
is
a
serious
health
concern
for
tenants
and
staff,
and
one
that
harm-reduction
community
takes
very
seriously
I
heard
from
TC
HD
staff,
but
the
stairwells
of
a
particular
building
were
consistently
littered
with
youth
sharps,
but
that
they
were
unable
to
pick
them
up
due
to
internal
health
and
safety
rules.
In
response
I
offered
to
order
64
free
sharps
containers
from
the
works
that
could
be
placed
on
alternating
floors
of
both
stairwells
in
the
building.
D

We
had
another
TC
HC
building,
call
us
and
asked
us
to
clean
up
a
vacated
unit
littered
with
use
sharps
when
we
declined
they
gathered
the
Sharps
and
requested
that
we
collect
and
dispose
of
them
because
hours
of
the
works
needle
collection
service
were
inconvenient
for
them.
We
made
the
decision
to
intervene
because
we
were
told
that
the
superintendent's
of
the
building
habitually
throw
you
sharps
and
other
biohazardous
materials
into
common
garbage
bins.
When
we
arrived,
the
sharps
were
haphazardly
in
an
open
and
torn
cardboard
box
and
it
opened
two
liter
pop
bottles.

These
stories
are
all
from
Northwest
Toronto,
but
that's
just
because
that's
where
I
work
at
various
Network
meetings,
we've
heard
from
our
colleagues
and
communities
across
Toronto
that
this
is
in
fact
a
citywide
issue.
People
are
dying
across
Toronto
for
preventable
overdoses
and
harm
reduction.
Workers
are
being
barred
and
treated
tcht
buildings
across
the
city.

My
group
is
undertaking
the
scientific
valuation
of
the
supervised
consumption
sites
here
in
Toronto,
and
we're
also
working
to
establish
a
street
drug
checking
system
in
Toronto,
whereby
people
will
be
able
to
determine
through
mass
spectrometry
analysis,
the
composition
of
street
drugs
that
they
purchased
so
I.
Just
first
of
all
want
to
thank
and
acknowledge
the
community
members
who
are
working
under
exceptionally
difficult
circumstances
who
are
experiencing
overdose
deaths
on
the
frontlines
and
I.
F
Think
it
just
because
us
to
reiterate
the
fact
that
we're
living
in
a
crisis
situation
and
that
the
policy
levers
are
moving
slowly
as
a
result
of
stigma.
So
you
know,
if
I'll
give
you
an
analogy
if
there
was
a
water
contamination,
if
there
was
a
contaminated
water
supply
in
Toronto,
this
would
have
been
dealt
with
years
ago
and
and
just
thinking
about
the
differences
between
a
community
affected
by
tainted
water
and
a
community
affected
by
tainted
drugs.

So
we
know
from
Vancouver
data
from
Vancouver
that
the
implementation
of
insight
in
the
Downtown
Eastside
was
associated
with
a
significant
reduction
in
overdose
deaths
in
that
neighbor,
and
that,
during
a
period
of
expansion
of
harm
reduction
services
over
a
period
of
about
10
years,
there
was
no
impact
on
the
levels
of
cessation
of
injection
drug
use.
So
this
is
to
say
that
people's
decisions
to
continue
to
inject
drugs
or
to
consume
to
continue
to
consume
drugs.

At
the
same
time,
they've
seen
the
sustained
reduction
in
the
number
of
people
who
have
started
to
inject
drugs
and
an
increase
in
the
number
of
people
who
are
retained
in
treatment.
This
is
all
to
say
that
supervised
consumption
sites
are
the
linchpin
of
a
continuum
of
care
for
people
who
use
drugs,
some
of
whom
are
going
to
be
interested
in
accessing
treatment.

When
you
think
about
the
fact
that
those
people-
you
know
at
least
some
of
them-
could
have
died
if
they
hadn't
had
access
to
medical
supervision
and
the
response
available
at
at
the
works
and
that
the
single
site-
and
it's
now
one
of
only
one
of
many-
that
single
site
saw
twelve
thousand
visits
over
one
year.
So
obviously
there
is
a
need,
so
I
just
want
to
reiterate
the
fact
that
supervised
consumption
sites
are
the
linchpin
of
a
continuum
of
care.

Have
to
check
on
on
that
in
particular.
I
do
know
that
one
of
them,
the
major
components
of
their
approach,
was
to
ensure
that
scale-up
was
rapid
and
sufficient
to
cover
the
needs
of
the
vast
majority
of
the
population
of
who
were
injecting
drugs
in
the
in
the
country,
and
that
was
there
number
one
concern
so.

Fentanyl
I
think
one
of
the
main
reasons
that
it's
emerged
in
North,
America
and
globally,
is
that
it's
a
more
efficient
package
for
drug
trafficking.
Frankly,
so
there's
there's
two
ways
in
which
we've
seen
for
opioid
overdoses
increase
in
Canada,
one
is
through
people
who
no
longer
have
access
to
opioids
through
the
medical
system.
The
others
through
the
emergence
of
street
fentanyl,
which
is
primarily
produced
in
Asia,
so
Canada,
is
largely
supplied.

Its
Street
opioids
are
love,
opioids
are
largely
supplied
from
Asia,
and
you
know
you
look
over
the
past
hundred
years
or
so
150
years
of
international
opioid
trafficking
and
then
there's
this
trend
of
increasing
potency
right
and
that's
because
if
you
can
ship
just
as
much
of
a
potent
package
in
a
package
ten
times
as
small
you're
going
to
be
more
effective
at
evading
law
enforcement.
So
so
what
we
see
with
fentanyl
is
kind
of
you
know
it's.

It's
really
predictable
with
respect
to
the
direction
that
the
illegal
opioid
market
is
going
to
go
because
it's
the
mark,
it's
the
direction
that
has
been
going
for
150
years.
That's
why
it's
so
widely
available!
Now
it
certainly
hasn't
saturated
the
illegal
opioid
market
in
Toronto,
but
I'm
from
Vancouver
I
did
my
training.
There
I
worked
with
the
group
that
evaluated
insight
and
what
we've
seen
there
is
just
that.
Fentanyl
has
now
completely
saturated
the
market.

I
just
one
more
question
about
naloxone?
Are
you
somebody
told
me-
and
it
might
not
be
true
and
I'd
like
to
corroborate
it-
that
if
you
have
more
than
one
overdose
episode
that
no
locks,
one
single
dose
of
naloxone
at
a
certain
point,
isn't
going
to
work?
You
know
I,
don't
know
if
that's
true
so.

It's
more,
that's
that's
related
more
to
the
potency
of
the
drug
that
people
have
consumed
so
for
sure
people
who
have
consumed
fentanyl
and
are
overdosing
on
fentanyl
I've
heard
reports
of
people
having
to
take
three
or
four
hits
naloxone.
It's
less
about
tolerance
and
more
about
the
potency
of
the
actual
drunk.
So.

Say
that
I
wouldn't
say
that
I
think
you
know
it
can
be
super
effective,
but
obviously
we
want
to
ensure
that
people
who
are
at
risk
of
overdose
people,
who
are
you
know
interacting
and
engaging
with
people
who
are
at
risk
of
overdose,
have
as
much
alot
soon
as
possible,
because
it's
an
excellent
frontline
preventative
intervention.

But
they
they've,
really
what's
happened
in
Switzerland.
Is
that,
like
Canada,
the
responsibility
for
drug
policy
has
shifted
from
justice
to
basically
public
health.
So
now
we've
got
Health
Canada,
which
is
the
lead
agency
on
our
national
drug
policy,
whereas
before
was
the
Department
of
Public,
Safety
and
justice,
and
what
happens
in
Switzerland
is
that
there's
a
high
level
of
integration
of
delivery
of
services
in
response
between
the
public
health
sector
and
law
enforcement?

So
there's
I've
engaged
quite
a
bit
with
the
federal
police
agency
in
Switzerland
and
they
are
entirely
they've
sort
of
you
know,
drunk
the
kool-aid
on
harm
reduction,
because
they've
seen
such
amazing
results
over
the
past,
it
state
faculty
on
years.
Analyzed
they
effectively.
Yes,
insofar
as
the
first
policy
response
is
a
public
health
response.
Yes,.

I
can
give
you
maybe
an
analogy
that
we
saw
in
in
Vancouver,
so
in
the
late
90s
there
was
an
HIV
epidemic
among
the
population,
people
who
are
injecting
drugs
in
the
Downtown
Eastside,
which
is
a
small
neighborhood
where
about
5,000
people
were
injecting,
and
there
was
an
HIV
prevalence
of
close
to
30%.
There
was
one
needle
exchange
program,
it
was
a
centralized
location
and
it
was
not
sufficient
to
meet
the
needs
of
this
population.

So
Vancouver
Coastal
Health,
which
was
the
local
health
agency,
made
a
policy
change
and
what
they
did
was
they
integrated
needle
and
syringe
distribution
into
every
single
clinic
and
service
that
they
offered
across
Vancouver.
So
rather
than
thinking
about
how
many
sites
are
gonna
proliferate
across
Toronto
I
think
it.
It's
probably
more
useful
to
think
about
how
we
can
integrate
these
services
supervised
consumption
into
the
existing
public
health
system
that
we
already
have
here,
and
you
know
what
we
saw
in
Vancouver
was
a
massive
reduction
in
HIV
incidence.

me
start
by
saying
it's
very
sad
that
we're
here
speaking
about
and
and
encouraging,
in
my
opinion,
any
illegal
drug
heroin
that
is
actually
been
called
the
deadly
pill
because
it
has
fentanyl
which
is
50
to
100
percent,
more
potent
than
the
heroin
itself,
and
it's
very
sad
that
we're
here
that
I
think
it
should
go
back
to
the
justice
system.
You
know
where
hey
there's,
no
heroin
allowed
hey,
there's
no
heroin
trafficking,
which
it's
happening
in
front
of
everybody's
eyes,
but
it's
it's
loud
I'm.

Chrissy,
who
said
that,
how
can
you
help
somebody
that
quote-unquote
help
somebody
has
already
dead?
They
are
not
dead,
they
need
the
real
help
they
need
to
rehab,
they
need
people
to
speak
to
and
I
saw
it
with
my
own
eyes
when
I
happened
to
be
at
Moss
park.
Walking
by
I
entered
the
the
clinic,
the
the
thing
there
only
because
this
started
when
I
brought
my
son
a
sandwich
downtown.

Toronto
continues
to
be
in
an
overdose
crises.
March
of
2017,
the
Board
of
Health,
endorsed
the
Toronto
overdose
action
plan
which
south
Riverdale
community
health
center
endorsed
and
continues
to
advocate
for
a
comprehensive
set
of
actions
to
prevent
the
growing
overdose
crises
in
this
country,
our
province
and,
in
particular,
the
City
of
Toronto.
We
continue
to
advocate,
respond
and
target
all
levels
of
government
to
implement
a
comprehensive
strategy.

This
last
year
with
many
others,
our
own
harm
reduction,
fix
site
coordinator,
Rafi
Balian
died
by
overdose
while
presenting
at
an
overdose.
Safe
injection
services
conference
in
Vancouver.
I
cannot
tell
you
what
this
loss,
and
so
many
others
have
been
to
our
Center
to
the
harm
reduction
in
user
led
movement.
It
has
been
nothing
short
of
devastating
our
CHC
opened
our
federal
exempted
safe
consumption
site.
As
of
November
2017,
we
have
had
over
1,400
injections
with
only
two
overdoses
without
death
as
well.

A
number
of
frontline
staff
have
been
part
and
parcel
of
the
maus
Park
overdose
prevention
site
that
was
recently
funded
by
the
Ministry
of
Health.
Soon
with
it
wins
in
its
own
building.
For
only
the
next
six
months,
I
can
attest
that
this
is
not
enough
time
and
if
anything,
the
crisis
will
continue.
Personally,
this
is
my
third
decade
of
advocating
for
a
comprehensive
harm
reduction
strategy,
including
safe
needle
distribution,
safe
crack
use
demands,
drug
policy
reform,
prescription
of
illicit
substances
and
currently
for
a
long-term
solution.

In
response
to
the
overdose
crisis,
we
support
the
three
primary
recommendations
that
Toronto
Public
Health's
Jen
Houston,
director
strategic
support
and
Susan
Shepherd
and
manager
of
the
Toronto
Drug
Strategy
Secretariat
has
submitted
to
today's
Toronto
overdose
action
plan.
The
status
report,
if
not
implemented
the
failure
to
address
and
implement
a
strategic
plan
to
curb
the
overdose
crisis,
will
fail
without
a
doubt
at
South
Riverdale
commune
health
center.
We
work
closely
with
various
City
of
Toronto
divisions
and,
in
particular
with
Tonto
Public
Health
review.

We
reviewed
the
recommendations
that
were
read
at
the
Community
Development
and
Recreation
Committee,
considered
on
June
13th.
As
far
as
we're
concerned.
It
is
part
and
parcel
of
an
overdose
prevention
plan
and,
although
the
focus
is
on
the
Downtown
East,
which
we
fully
and
heartily
support
as
long
as
they
consult
and
hire
those
with
lived
experience,
we
would
like
the
Board
of
Health
to
advocate
for
community
organizations
such
as
South
Riverdale,
commune
health
center
and
others
who
have
already
spoke
to
have
greater
access
to
housing
in
this
case
in
the
community
organization.

particular,
TCH
see
buildings
across
the
city
that
TCH
see
housing
staff
be
trained
to
dispose
of
used
drug
use,
equipment,
be
trained,

locks,
own
distribution
in
Kip
distribution

administer
protocols,

allow
harm
reduction
workers
to
distribute,
provide
supportive
care
with
residents
living
in
TCH,
see
facilities
who
use
drugs.

Development
Finance
and
amenity
facilitate
this
and
would
impart
address
the
dire
need
to
respond
to
the
crises
that
is
also
taking
place
in
most
TCH
C
buildings
across
the
city.

is
crucial
if
we
are
to
respond
to
and
advocate
for
druggies
or
health
as
well.
Toronto
Community
Housing
is
one
of
the
last
resorts
for
many
marginal
people
and
we
need
to
be
sure
that
people
stay
housed.
Sadly,
this
is
too
slow
and
too
inadequate
a
response
so
far.
In
conclusion,
we
do
not
have
time
to
waste
if
we
do
not
want
to.
If
we
do
not
want
lives
to
be
lost
or
any
further
deaths.
Nor
do
we
have
adequate
resources
and
they
must
be
made
available.

south
Riverdale
community
health
center
now
has
10
satellites
in
various
TCH
C
buildings,
in
the
East
End
and
throughout
Scarborough,
and
we
are
working
with
others,
both
in
the
community
and
among
city
divisions
and
other
Allied
responses.

implement
a
comprehensive
strategy
and
framework
to
the
overdose
crises
in
the
city.

Queen
West.
That
also
has
satellites,
and
these
satellites

people

buildings
and
our
drug
users
themselves.

respond

the
overdose
crisis,
we
have
opened
an
overdose
prevention
site
on
April
25th.
Our
o-p-s
is
a
small
scale,
overdose
prevention
site,
which
includes
a
room
for
injection
with
two
booths
and
a
post
injection
chill-out
space
where
people
have
access
to
food
drinks
and
referrals.
The
injection
room
is
staffed
by
a
nurse
and
a
harm
reduction
worker
and
the
chill-out
space
is
staffed
by
a
community
health
worker.
On
Thursdays
we
provide
a
woman
and
trans
women
only
day
in
just
the
first
17
days
of
operation.
The
o-p-s
had
126
visits.

We
have
seen
an
increase
in
clients
coming
through
our
Center
most,
who
are
whom
are
homeless
and
have
complex,
complex
healthcare
needs.
This
program
has
reaffirmed
the
urgency
and
complex
help
and
need
for
low-threshold
overdose
prevention
sites
and
sis
services
in
the
region.
Part
community,
while
at
the
same
time
highlighting
the
needs
for
much
greater
investment
in
the
development
of
low
threshold
harm
reduction,
inform
programming
more
broadly,
our
o-p-s
embedded
in
a
community
center
in
a
community
health
center
pairs
harm-reduction
with
low
freshman
threshold,
primary
care
services
and
social
services,
with
a
focus
on
prevention.

In
our
first
few
weeks,
we
have
been
able
to
get
to
engage
with
clients,
treat
serious
infections
before
they
escalate
into
ER
visits
and
have
linked
clients
to
housing
and
case
management
supports,
as
well
as
supported
them
with
their
basic
needs.
This
low
threshold
model
entails
a
simple
intake
process:
access
to
other
services
on
the
ground
floor,
including
our
shower
and
laundry
programs,
harm-reduction
distribution,
housing
and
case
management
supports
ability
to
spend
time
in
the
chill-out
room
and
access
to
harm-reduction
workers.

The
streamline
access
to
our
clinical
team
and
connecting
clients
to
our
social
supports
within
and
outside
our
own
organization,
our
o-p-s
chill-out
space
staff
have
helped
to
combat
social
isolation
and
stimulated
associated
with
injection
drug
use.
We
have
received
a
nominal,
overwhelming
positive
feedback
from
our
clients,
and
some
of
our
clients
have
shared
that
they
have
been
in
one
said:
I've
been
an
opioid
user
for
the
past
20
years
and
I've
never
seen
this
day
coming.

said

strongly
support
the
recommendations,
as
outlined
by
the
medical
officer
of
Health,
in
particular
the
call
to
extend
funding
for
the
existing
o-p-s
programs
that
currently
only
have
six
months
of
funding.
In
addition,
we
must
further
scale
up
her
current
response
to
the
overdose
crisis
that
has
taken
the
lives
of
our
community
members.
More
must
be
done
is
important
to
highlight
some
additional
considerations.
There's
a
need
to
continue
providing
a
wide
range
of
types
of
overdose
prevention
sites
in
the
city
and
merging
them
with
existing
health
and
social
services
and
programs.

Substance
users
have
diverse
needs,
and,
as
such,
we
need
to
provide
a
variety
of
options
for
them
when
model
does
not
fit
all
a
diversity
of
harm
reduction,
funding
and
programs
are
required
in
response
to
the
ongoing
overdose
crisis.
There's
a
need
for
adequate
and
permanent
funding
and
investment
in
a
broad
range
of
harm
reduction
services
and
supports
to
meet
the
complex
and
diverse
needs.

Ministry
of
Health
and
long-term
care
must
urgently
support
the
immediate
implementation
of
managed
opioid
programs,
such
as
from
a
school
health,
pharmaceutical-grade,
heroin
or
hydromorphone,
and
including
other
low
barrier
options
across
Ontario
overdose
prevention
sites
must
be
approved
for
operation
for
longer
periods
of
time
permanently,
for
those
are
requested
and
streamlined
approvals,
and
additional
funds
must
be
made
available
in
order
in
order
to
adequately
operate
these
services.

current
o-p-s
finding
is
inadequate.

process

expedited

order
to
implement
these
vital
services
as
soon
as

witnessed

in

spike

animals

idea

could
have
a
drug-free
Society
is
absolutely
ludicrous.
Drugs
existed
before
society
did
they
will
last
after
society,
people
will
continue
to
use
drugs
in
approximately
the
same
amount.
The
number
of
people
that
use
drugs
in
the
way
that
we're
talking
about
and
daily
chronic
use
doesn't
fluctuate
very
much.
It
stays
roughly
about
the
same.

So
what
we
can
do
is
either
support
people
and
try
to
save
their
lives
or
continue
down
the
path
that
we
been
on
since
the
the
opium
Act
of
1909
criminalizing
people
which,
for
the
last
hundred
years
has
not
worked.
We
haven't
seen
a
decrease
in
the
number
of
people
using.
We
haven't
seen
a
decrease
in
any
of
these
things.

We've
seen
an
increase,
we've
seen
an
increase
in
potency
of
substances
as
we
get
fentanyl

fentanyl
analogs,

think
it
would
be
incredibly
devastating

the

drug
use

community

community

shut
down
these
services
and
then
it
would
force
us
to
go
open
in
parks
again,
which
it's
much
nicer
to

indoors,

all

the
criminalization.

not

fringe

argument

residents,

the
fear,
had
someone

and
leave
a
body
in
the
hallway

seen
a
resident
jump
from
a
balcony
while
using
opiates
now
coming
from
a
Cherokee
medicine
clan,
which
was
keeper
of
all
children's
medicine.
Eventually,
all
of
us
are
somebody's
child.

lose
the
human
interest
of
protecting
and
being
my
brother's
keeper
and
you
allow
people
to
die
out
of
quarterly
profit
or
profit
margin,
you
fail
as
a
civilization,
I
appeal
here
today,
because
in
the
TCH
property,

I

on
this
STP
I
also
reside
the
stigma
around
individuals
afflicted
with
addiction.

want

Evicted
we've
also
seen

increase
of
ones,

transition
from
streets

home

shelters
to

style

life
for
them
to
live
in
an
actual
environment

factors
that

it

individuals
transition
on
a
healthy
road
to
recovery?

initiate

bring

with
support

revitalization

reduction
initiative

because
the
area

it's
in
is
an
affluent

clinics
around

not
many
open
services
at
night,

basically
they're
left
alone,
locked
behind
a
door
with
access
to
no
services

one
who
really
cares

the
stigma
around
the
building
is

they

they

housed
for
that
in
their

Over
the
past
year,
open
lab
has
been
working
together
in
partnership
with
a
population,
health
solutions
lab
and
we've
been
working
with
people
who
use
drugs,
pure
workers
harm
reduction
workers
in
the
community
to
develop
a
way
to
reduce
the
risk
associated
with
using
drugs
alone.
This
harm
reduction
strategy
is
powered
by
technology
and
leverages
the
tremendous
peer
response
already
occurring
within
the
community.
Some
of
you
may
know.

People
who
will
use
will
continue
to
use
alone
and
when
they
overdose
alone,
it
won't
matter
that
they
have
naloxone
sitting
there
on
their
kitchen
table
that
there's
a
supervised
injection
site
just
down
the
street
or
that
they
can
call
9-1-1
without
fear.
These
are
real,
complicated
issues
that
we're
trying
to
find
ways
around
to
provide
safer
options
for
people
who
use
alone.
We
propose
an
intervention
that
leverages
peer-to-peer
networks
facilitated
by
technology.
J
It
will
serve
as
a
platform
to
connect
people
who
use
drugs
along
with
peers
in
their
personal
networks,
who
are
trained
in
overdose
reversal
and
are
nearby,
but
I'm,
not
really
here
today
to
talk
about
our
project.
You
will
undoubtedly
hear
more
about
this
project
in
the
coming
months,
as
we
begin
to
put
the
pieces
together
to
go
live.

However,
through
this
project,
we've
engaged
with
over
70
incredible
people
at
the
center
of
the
overdose
crisis
in
Toronto,
so
we're
here
really
on
their
behalf,
just
to
provide
support
to
the
three
recommendations
here
being
presented
by
the
medical
officer
of
health,
but
to
also
suggest
some
additional
points
for
the
board's
consideration.
Based
on
what
we've
heard
through
these
consultations,
so
the
first
thing
is:
we
support
both
all
three
recommendations.
With
respect
to
the
first
recommendation.
J
We
we
support
it
in
full
with
the
addition
of
this
additional
point,
with
the
twelve
hundred
and
sixty
one
overdose
deaths
in
Ontario
in
2017.
We
ask
that
the
Board
of
Health
also
urged
the
provincial
government
to
declare
a
provincial
public
health
emergency.
We
know
that
this
can
be
renewed
at
forty
day
intervals.
This
would
assist
in
the
scale-up
of
a
coordinated
action
response.
So
that's
number
one.
J
We
also
support
the
second
recommendation,
but
asked
that
the
board
also
requests
that
these
critical
sites
that
are
being
asked
to
so
the
recommendation
for
those
in
the
room
here
that
don't
have
it
before
them
is
to
extend
approval
of
the
maximum
term
of
overdose
prevention
sites.
From
the
current
six
months
to
twelve
month
period,
we
asked
the
board
of
health
also
requests
that
these
critical
sites
remain
stable
and
open
indefinitely
until
the
crisis
has
been
stabilized.

We
support
recommendation
number
three
in
full.
In
addition
to
these
three
recommendations,
we
have
an
additional
seven
recommendations.
I'd
like
to
put
forward
to
the
board
one
is
that
the
board
urgently
reviews
opportunities
such
as
Toronto
Public
Health
over
those
early
warning
and
alert
partnership
to
provide
timely
information
about
overdoses
or
bad
drugs.
We're
asking
for
information
to
be
pushed
to
the
public,
including
real-time
alerts
on
bad
drugs
through
multiple
media
channels,
including
email,
Twitter
Facebook,
the
news
among
others.

The
second
new
recommendation,
we'd
like
to
put
forward,
is
the
board
to
ask
the
city
of
Toronto's
housing
provider,
namely
TCH
C,
to
urgently
review
their
current
policies
that
discriminate
against
people
who
use
drugs
at
a
minimum.
A
moratorium
on
eviction
notices
based
on
drug
use
should
be
put
in
place
during
this
crisis.
The
third
piece
is
that
the
board
requests
a
review
of
the
provincial
e
mandated
landlord
and
tenants
board
policies
on
eviction
of
people
who
use
drugs
that
are
nonviolent
immediately
duty
of
the
opioid
poisoning
emergency.

The
fourth
is
that
the
port,
the
board
recognizes
that
the
invasion
of
people
who
use
drugs
is
a
human
rights
and
equity
issue
that
has
direct
correlation
to
health
outcomes.
The
fifth
point
is
that
the
board
urged
the
Ministry
of
Health
and
long-term
care
to
work
with
emergency
medical
services,
data
to
identify
buildings
with
high
rates
of
overdose
calls
and
explore
integrated
health
approaches
such
as
implementation
of
on-site
supervised
consumptions
sites
within
these
spaces.

As
many
of
the
previous
speakers
said,
this
crisis
isn't
over,
in
fact,
if
anything
it's
getting
worse
and
while
it
is
I
think
an
indication
of
the
inadequacy
of
our
current
drug
policy
and
drug
laws
that
this
crisis
even
exists
in
the
first
place.
That
was
also
emphasized,
I,
believe
by
Matt,
and
one
of
the
previous
speakers.
I
nominally
support
the
extension
for
six
months
of
the
overdose
prevention
sites.
However,
that
is
inadequate
at
best
we
need
more
of
them.
We
need
them
in
better
places
more
places,
and
we
need
them
for
longer.
I
As
the
previous
speakers
said,
this
crisis
and
I
as
I'm
saying
this
crisis
will
not
be
over
anytime
soon,
so
an
indefinite
funding
would
be
far
preferable.
A
word
about
treatment
because
hasn't
been
really
talked
about
lot
here,
but
the
premier
desk
of
designate
indicated
that
he
favors
rehab
in
his
words
over
injection
sites
and
others,
he's
wrong.
I
We
need
both
and
we
need
them
badly.
The
treatment
network
in
this
province
and
in
the
city
is
inadequate.
Poorly
funded
people
are
confronted
frequently
by
extensive
waiting
lists
and
inability
to
respond
to
their
to
their
needs.
On
an
immediate
basis,
I
like
to
think
of
an
analogy
for
this
system
as
the
difference
between
EMS
or
ambulance
services
and
hospitals,
somebody
has
a
heart
attack.
You
sent
an
ambulance,
they
stabilize
them,
take
them
to
a
hospital.
The
hospital
treats
it
same
thing
here.
Somebody
gets
an
overdose,
we
keep
we
saved
their
life.

Number
one
speaker
to
have
talked
about
the
provision
of
diamorphine
or
medical
grade
heroin
to
people
who
are
trying
to
recover
there's
good,
solid
scientific
evidence
based
in
Canada.
That
indicates
that
that
approach
works,
but
we
have
not
enough
of
it.
We
need
to
have
more
tools
in
our
toolbox.
This
crisis
is
far
from
over
and
has
the
potential
for
getting
worse.

resources

climate

negligence,

unfortunately
really
prevalent
right

West
and
I
was
in

in

are
criminal
activities

drug

would

escalation,

preventable

this
with
the
level
of
urgency
that
the
level
of
devastation
we're
seeing
on
the
streets
requires
that

we
had
hundreds

hundreds

people
dying

our
streets
of
any
other
cause,
we
would
have
daily
roundtable
meetings.
We'd
have
hearings,
and
it
just
hasn't
happened
on
this
issue
and
I
do
think
that
ten
years
from
now,
we'll
look
back
on
this.

drugs,

them
die
it's
their
choice
and
so
I
I
do
hope
that
we'll
look
back
on
this
with
a
wiser
and
a
more
empathetic
view,

worried

in
today's
landscape

fear

seat

is
why
I
think
it's
more
important
than
ever,
that
we
as
a
city
step
forward
proudly
on
the
side
of
evidence
on
the
side
of
Public
Health
and
on
the
side
of
compassion
and
to
that
basis.

training

staff

know
that

someone
wants
to
do
drugs,
they
go

place,
they
feel
safe
and
libraries
are

library
staff
understanding
this,
we
obviously

we've
heard
as
well.
Today,
we
want
to
encourage
people
not
to
take
drugs
alone.
That
I
think
is
one
of
the
big
educational
pieces.

to
get
out
there.

know
Parks
and
Rec
as
well.
We've
been
training
them,
giving
them
as
giving
them
this
training
and
it's
the
same.
Training
I
am
looking
with
TCH
I've
heard
they're
on
board
and
everything
we
just
have
to
make
sure
we
do
this.

help
their
staff,
people
feel
face,
feel
safe
around
their
homes.
They
feel
safe,
maybe
going
into
a
stairwell,
maybe
going
behind
a
building.
We
need
to
make
sure
that
the
staff
also
feel
comfortable

right
training

right
equipment
to
dispose
of
anything
they
find
because
we
have
a
lot
of
children
living
in
our
TCH

buildings,
and
the
last
thing

want

for
children
to
pick
up
something
they
shouldn't

they're
wondering

it

presentation

I
believe
is
being
called
up
for
you,
but
I'm
going
to
start,
even
as
those
slides
are
getting
called
up.
So
at
the
last
meeting
of
the
Board
of
Health
on
April
16th
I
did
advise
the
Board
of
Health
that
we
had
received
a
letter
from
the
Minister
of
Health
and
long-term
care,
which
outlined
a
funding
announcement
of
a
2%
base.

You
no
further
explanation
that
housing
is
a
pressing
issue
here
in
our
city
and
that
housing
is
indeed
a
key
social
determinants
of
health.
We
have
undertaken
a
homeless
death
data
initiative,
as
the
board
knows
in
2017.
We
further
know
that
those
who
experience
homelessness
and
under
housing
in
our
city
unfortunately
have
poorer
health
status
than
the
rest
of
the
general
population
here
in
our
city.

So
it's
with
this
in
mind
that
we
are
proposing,
through
this
report,
27.4
in
your
agenda,
that
there
are
some
key
opportunities
for
us
to
reduce
health
inequities
and
support
an
urgent
needs
in
our
city
in
respect
of
those
who
are
serving
our
homeless
and
under
housed
populations
in
our
city.
And
in
this
slide
and
through
the
report
in
greater
detail,
you
have
a
list
of
the
kinds
of
services
that
we're
proposing
in
order
to
address
urgent
needs
that
are
currently
being
faced
by
those
who
are
experiencing
homelessness
and
under
housing
in
our
city.

So
on
the
list
we're
proposing
that
we
take
on
a
few
more
outreach
workers
to
support
outreach
endeavors
in
our
city,
much
of
which
has
to
do
with
the
opioid
overdose
crisis
in
our
city,
which
you've
just
heard
quite
a
bit
about
we're.
Also
proposing
that
we
provide
greater
access
to
safe
disposal
of
harm-reduction
supplies,
were
recommending
infection
prevention
and
control
in
shelters
or
providing
greater
support
from
Toronto
Public
Health
in
respective
infection
prevention
and
control
in
shelters
and
respite
centers.

We
would
also
argue
that
there
is
a
need
for
better
collection
of
health
data
in
respect
of
our
populations
that
are
experiencing
homelessness
and
under
housing,
so
that
services
and
programs
can
be
better
oriented
to
meet
their
needs.
We've
proposed
activities
to
increase
access
to
healthy
and
nutritious
foods
for
those
who
homelessness
and
under
housing
in
our
city
and
as
well
extra
resource
for
supporting
communications.

with
that,
there
are
much
much
greater
detail
provided
in
the
report.
I'm
happy
to
take
any

suffice
it
to
say
that
the
overall
recommendation
is
that
we're
putting
forward
to
the
board
when
recommending
that
the
board
make
a
request
to
City
Council
to
increase
the
2018
operating
budget
of
Toronto
public
health
by
904
thousand
dollars
gross.
In
order
to
make
these
opportunities
that
we've
articulated
happen,
and
this
would
be
at
a
zero
dollar
net
to
the
city
in
order
to
leverage
the
Ministry
of
Health
and
long-term
care
funding
enhancement
for
2018.

this
as
an
opportunity
to
truly
supplement
the
city's
investment
and
you'll
know
that
City
Council
has
put
forward
a
one-time
investment
for
2018
to
support
needs
in
the
shelter
and
housing
system.
Here
is
an
opportunity.

suggest,

us
here
is
a
board
and
for
Toronto
Public
Health
to
respond
to
health
needs
of
homeless
individuals
and
in
terms
of
supporting
our
shelter
system.

Hi
everyone
so
I
know
this
is
a
little
weird
place
for
this
deputation,
but
it's
my
first
time
and
I
think
it
all
ties
in
so
I
am
a
student
at
York
University
doing
my
Master's
on
how
people
who
live
in
poverty
are
stigmatized
further
within
news
media,
but
I'm
also
a
Toronto
homeless
memorial
volunteer
and
the
last
meeting
mister
my
havoc.
You
were
asking
about
where's
the
research
where
we
could
show
people
beyond
the
compassionate
reason
in
terms
of
the
numbers,
the
cost-benefit
analysis
of
supportive
housing
of
getting
people
off
the
streets.
H
So
I
just
wanted
to
highlight
that
and
I've
also
provided
a
list
of
research
for
your
reference.
So
in
the
literature
it's
well
established
that
prevention
initiatives,
affordable
housing
and
supportive
services
for
people
without
housing
will
cost
us
less
money
than
our
current
emergency
response
process
and
from
Lincoln
and
Sheik
in
2012.
Everyone
in
society
is
better
off
economically
when
no
one
lives
in
poverty.
To
give
you
two
national
examples
in
a
cost
savings
analysis
and
Halifax,
they
found
that
a
savings
of
41%
per
homeless
person
could
be
achieved
by
investing
in
supportive
housing.

People
who
are
homeless,
with
severe
Addiction
and
Mental
Illness
cost
the
public
system
in
British
Columbia
an
average
of
$55,000
per
year.
Investments
of
adequate
housing
and
supports
is
estimated
to
reduce
this
cost
thirty-seven
thousand
per
year,
and
that
was
from
2008
for
Toronto.
Specifically,
we
have
data
from
the
Wellesley
Institute
in
2007.
They
say
that
we
know
taxpayers
pay,
2
and
1/2
times
as
much
for
homeless
shelters
as
for
rent
supplements
and
shelters
cost
10
times
as
much
as
social
housing.
H
The
exact
numbers
they
were
giving
for
2007
was
1932
dollars
a
month
per
shelter,
bed
cost
versus
eight
hundred
ninety
nine
dollars
a
month
with
with
social
housing
and
ret
supplements
the
City
of
Toronto
put
out
a
fact
sheet.
I
believe
the
numbers
are
from
2013
to
2017,
where
they
are
now
saying
that
$2,250
a
month
cost
for
singer
single
shelter
bed
plus
serve
as
opposed
to
three
hundred
and
five
dollars
a
month
cost
of
subsidizing
each
unit
of
Toronto
social
housing.

Another
study
wanted
to
determine
if
house
patients
cost
more
or
less
per
hospital
admission
than
those
who
are
homeless
over
a
five-year
period
in
Toronto,
and
they
found
that
homeless.
Patient
admissions
cost
two
thousand
five
hundred
and
fifty
nine
dollars
more
than
housed
patient
admissions
and
that
patients
using
psychiatric
services
cost
1058
more
than
housed
patient
admissions.
That's
by
Stephen
Wang
has
done
a
lot
of
amazing
research.
As
mentioned
in
the
toronto
poverty
reduction
strategy
action
plan.
H
That's
2015,
the
Canadian
Centre
for
Economic
Analysis,
the
safe
streets
act,
which
was
introduced
by
the
PC
government
in
1999
under
Mike
Harris.
Not
only
is
a
criminalization
of
poverty
costing
us
money,
but
it's
also
a
barbaric.
The
safe
streets
act
from
after
it
was
imposed
from
2000
to
2010.
Over
67,000
tickets
were
issued
for
an
amount
of
over
four
million
dollars.
The
fines
paid
back
by
people
who
were
ticketed
who
live
in
poverty,
was
about
eight
thousand,
so
you're
still
looking
at
over
four
million
dollars.
H
Then
if
we
include
the
cost
to
the
Toronto
Police
Services
of
issuing
those
SSA
tickets,
we're
looking
at
close
to
five
million
dollars
to
keep
people
in
poverty
and
to
not
get
a
return
on
any
investment
there.
Unfortunately,
we
keep
voting
in
politicians
on
the
municipal
and
now
at
a
provincial
level,
who
keeps
sweeping
these
issues
aside,
they're,
not
fiscally
responsible
and
in
fact,
they're
keeping
us
from
reaching
our
financial
potential
in
society
and
actually
end
up
costing
us
more
money
and
lives
because
of
the
lack
of
prevention
initiative,
affordable
housing
and
social
supports
myself.

Mike
eggs
have
to
add
more
names
to
the
homeless
memorial.
Every
month
we
had
over
a
hundred
death
left
deaths
last
year,
which
is
unacceptable
in
a
wealthy
city
like
Toronto
I,
think
it's
absurd
that
we
have
to
show
people
who
don't
get
it.
The
cost
savings
analysis
of
helping
others,
but
here
we
are,
and
it's
needed.

of
you
have
been
fighting
to
prevent
homeless
deaths,
and
thank
you
so
much
for
that.
Today,
I
would
like
to
see
if
there's
any
actionable
steps
that
can
be
taken
on
how
you
might
be
able
to
use
this
research
to
move
things
forward
or
if
you're
like
Rayna.
This
was
completely
useless.

are
you

there

way

wheels
in

to

to

cost-effectiveness

helping
other

perhaps

climate

fear
of

a
sense
of

happening

how
people
may
find
themselves
in
circumstances
through
no
fault
of
their
own
will
go
a
long
way
towards
garnering
support
from
residents

the
city

important
work

done

serve

housed

youth
health,
Action
Network
and
we're
here
to
talk
to
you
today
about
changing
the
rating
in
new
movies,
with
what
smoking
in
them
to
18
K,
and
this
would
have
the
effect
of
protecting
and
reducing
youth
smoking
rates.

Due
to
this
would
have
the
effect
of
reducing
youth
smoking
rates
due
to
exposure
to
on-screen
smoking
so
established
by
Toronto,
Public,
Health
and
receiving
support
from
the
smoke-free
Ontario
strategy.
Youth
Health
Action
network's
brings
together
youth
from
the
ages
16
to
24,
to
take
action
on
tobacco
prevention
issues
and
also
health
issues
in
the
city,
with
a
common
goal
of
these
two
attacking
targeting
these
two
issues,
and
we
also
generally
our
activities
span
from
raising
awareness
to
advocating
for
healthy
public
policy.

Briefly,
some
of
our
key
T's
that
we've
done
in
the
past
include
the
poutine
at
the
Toronto
Board
of
Health.
Regarding
the
harm
of
hookah
smoking,
we've
also
created
a
hooker
to
take
action.
Toolkit
and
we've
collected
signed
petitions
from
people
to
raise
awareness
about
the
harms
and
smoking
impressions
in
movies
and
the
need
for
an
18.
A
rating
we've
also
spoken
to
MVPs
about
this
issue
and
about
the
harms
of
smoking
in
movies
and
it's
a
dangerous
effect,
especially
in
child
and
youth
created
movies.
So.
H
Research
has
shown
that
smoking
imagery
has
a
significant
effect
on
youth
and
is
directly
linked
to
smoking
in
adolescents.
In
2014,
approximately
86
percent
of
youth,
rated
movies
in
Ontario
had
images
of
smoking.
This
is
extremely
high
when
compared
to
the
United
States,
who,
in
the
same
year
only
had
53%
and
youth
rated
movies.
Smoking
and
movies
remains
one
of
the
last
avenues
for
the
tobacco
companies
to
advertise
their
products
to
children
and
youth
youth
they're
targeted
by
the
tobacco
industry
as
a
future
concussed
my
bass.
H
It
is
alarming
that
the
tobacco
industry
is
the
only
industry
in
which
half
of
its
consumers
died
through
its
intended
product
use.
According
to
the
Ontario
tobacco
research
unit,
at
least
185
thousand
children
in
Ontario
today
will
become
commercial
tobacco
users
due
to
the
exposure
of
smoking
imagery
in
movies.
This
will
cost
the
health
care
system,
1.1
billion
dollars
and
an
estimated
fifty
nine
thousand
premature
deaths
due
to
smoking.
Related
diseases.
H
Ontarians
have
shown
strong
support
to
rate
films
with
smoking,
imagery
to
18
a
one
of
the
Youth
Health
Action
Network
initiatives
included,
asking
Toronto
residents
to
sign
petitions
to
support
this
cause.
Together,
we
collected
over
200
signatures.
We
met
with
mpps
Ivan
Baker
Brad
do-good
Sue
Wong
Peter
Tobin's
and
former
Premier
Kathleen
Wynne.
As
of
May
2008
een.
This
petition
has
been
read
in
Queens
Park
49
times
by
22
MPPs
across
the
three
parties.

hear
folks
say

of
your
colleagues
say
something
like
that,

do
you
respond
like
when?

question,
I
think
that's
a
question
we
get
often
when
we
do
community
outreach,
but
I
think
it's
important
that
we
state
that
we're
not
really
looking
for
censorship
when
she
stated
the
fact
that
59
thousand
people
will
die
from
smoking-related
diseases,
that's
hard
to
visualize,
but
59
thousand
deaths
that's
equivalent
to
the
number
of
individuals
in
the
territory
of
yukon.
That's
a
significant
number
of
people
so
and
when
we
look
at
these
films,
these
photos,
we
often
watch
as
a
group
and
we
we
have
like
smoky
movies
with
smoking.

then
we
have
film
nights
and
we
watch
these
movies
and
we
see
that
the
depiction
of
smoking
in
these
movies
isn't
that
of
reality.
It
doesn't
show
the
long-term
effects.
It
doesn't
show
the
effects
that
come
with
smoking.
You
just
simply
shown
that
cool
character,
that's
sort
of
they
smoke
and
they're
the
hero
and
they're
the
soup
through
the
superhero
over
the
film.
But
it
doesn't
really
show
the
real-life
effects
of
tobacco
related
diseases,
which
is
the
number
one
preventable
health
disease
in
the
world.

can't
feel
the
same
way
about
this.
I
know
that
the
young
people's
hearts
are
in
the
right
place
and
I
only
wish
that
my
mother
had
had
that
point
of
view
when
she
was
their
age
because
she
just
died
from
smoking.
She
was
89,
but
her
sisters
were
with
in
their
mid
nineties.
They
didn't
smoke,
and
that
was
just
six
months
ago.

So
I
would
like
to
say
from
the
beginning
a
future
where
nobody
smokes
could
not
come
soon
enough
for
me,
I
have
never
smoked,
despite
the
presence
of
both
parents,
smoking
daily
at
home,
which
makes
me
statistically
I
hear
three
times
as
likely
to
smoke.
The
absence
of
this
18,
a
film
rating
to
shield
me
from
being
corrupted
by
now,
voyageurs
famous
cigarette
lighting,
Sene
and
Groucho
Marx,
etc,
etc.
