little

a
presentation

we

done

done

recipients

the
2017-2018
Africa
17,
a
Nobel
Peace
Prize
recipient.
We
are
honored
to
have
you
have
you
here.

City
councilors
have
participated
in
these
commemorations
by
reading
the
mayor's
annual
hiroshima
nagasaki
day,
peace
message,
I
am
honored
that
may
Ettore
and
the
city
council
recognized
my
work
for
the
abolition
of
nuclear
weapons.
Last
November,
when
City
Council
reaffirmed
Toronto
as
a
nuclear
weapon-free
zone
on
August
6
1945,
one
atomic
bomb,
which
was
smaller
and
obsolete
by
today's
standards,
fuelled
by
uranium
from
Great
Bear
Lake
in
the
Northwest
Territories
and
refined
in
Port,
Hope,
Ontario
detonated
over
me
and
360,000
residents
of
Hiroshima,
most
of
whom
were
innocent
civilians,
women,
children
and
elderly.

This
indiscriminate
attack
vaporized,
incinerated
carbonized
and
contaminated
people
with
mysterious
radiation
poison.
Thus
my
beloved
city
of
Hiroshima
was
wiped
out
from
the
face
of
the
earth
with
the
heat
of
4000
degrees.
Celsius
I
have
lived
in
this
blessed
country
for
almost
60
years
and
I
am
a
proud
and
grateful
citizen
of
Canada
I
enjoyed
the
fulfilling
professional
career
as
a
social
worker
in
Toronto,
but
throughout
my
adult
life.

My
major
effort
has
been
devoted
to
disarmament
education
and
in
the
mid-1970s,
my
husband,
James,
Thurlow
and
I,
and
a
small
group
of
professors
and
religious
leaders
founded
Hiroshima
Nagasaki.
They
lived
to
inform
Torontonians
about
the
horrendous
effects
of
nuclear
weapons
on
cities
and
civilians.

fortune
of
listening
to
you
and
I
think
it
was
1979
and
I
think
frankly,
and
that
introduced
me
to
the
peace
movement
at

time

events

you
spoke
of
in
those
petitions
and
those
things
that
we
did
in
the
early,
80s
and
I
think
we're
blessed
in
Canada
for
having
you
amongst
us
and
for
the
good
work
that
you've
done
not
just
in
Canada,
but
that
globally.

to
once
again
express
our
strong
support
for
reaffirming
City
of
Toronto
as
a
nuclear
weapons-free
zone,
as
we
did
with
you
predecessors
in
1982
I'm,
dr.
Frank
summers
honorary
and
founding
president
of
physicians
for
Social
Responsibility,
today,
known
as
physicians
for
global
survival,
which
began
in
1979
in
Toronto,
became
countrywide
and
the
Canadian
affiliate
of
international
physicians
for
prevention
of
the
war
in
1981.
Our
work
was
honored
by
the
Nobel
Peace
Prize
in
1985.

Contemplating
the
finality
of
our
own
life
is
painful.
There
are
limits
to
our
thinking.
How
on
earth
do
we
really
think
about
the
imminent
demise
of
ourselves
or
wives
or
husbands,
our
children?
How
do
we
conceptualize
an
event
without
parallel
in
human
history,
the
cataclysmic
extinction
of
our
institutions,
the
vaporization
of
our
homes,
offices,
hospitals,
the
extinction
of
life,
as
we
know
it?
Our
need
for
a
sense
of
linkage
to
the
future
is
very
important
to
our
work
or
art
our
children.
D
The
doomsday
potential
threatens
the
extinction
of
all
of
these
that
carry
on
our
efforts
for
the
future.
The
exertion
of
effort
in
the
present
must
be
somewhat
related
to
a
sense
of
being
worthwhile.
The
finality
of
deaths
of
the
self
of
one's
loved
ones,
and
once
culture
puts
this
sense
at
grave
risk.
D
Furthermore,
there
is
a
system
of
denial
which,
as
a
psychiatrist,
I
often
see
used
an
unconscious
defense
mechanism,
whose
purpose
is
to
dampen
an
aspect
of
external
reality
or
actually
to
reject
it.
Confronting
the
reality
of
the
nuclear
threat
is
depressing
to
say
the
least.
The
chances
are
that
the
people
who
have
not
explored
the
facts
will
not
begin
to
hear
those
who
have
coping
with
the
vicissitudes
of
daily
life
places
sufficient
burden
on
most
of
us.
D
Another
crucial
consideration
is
the
effect
of
the
nuclear
threat
on
children,
a
task
force
of
the
American
Psychiatric
Association,
who
is
local
branch
I
just
completed
a
term
as
president
on
the
psychosocial
impact
of
nuclear
advances,
reported
on
interviews
with
hundreds
of
students.
The
teenagers
have
not
submerged
or
camouflage
their
feelings
of
helplessness
about
the
nuclear
threat,
as
most
adults
have
learned
to
do.
They
may
be
showing
us
that
growing
up
in
a
world
dominated
by
the
threat
of
imminent
nuclear
destruction
is
having
an
impact
on
the
structure
or
personality
itself.

Subsequent
studies
in
other
countries
echoed
his
findings
in
1983
at
24,
during
lunch
at
24
Sussex
in
Ottawa,
Prime,
Minister,
Pierre,
Trudeau,
leaned,
closer
and
said
to
me
quote
Frank
on
this
issue.
We
cannot
leave,
we
cannot
lead,
you
have
to
push
us
unquote.
It
was
referring
to
the
nuclear
threat
shortly
after
he
left
all
those
suggested.
I
stay
on
to
take
little
Justin
to
judo
class
as
the
organizer
of
next
weekend's
inaugural
training
course
in
disaster.
Psychiatry
I
have
learned
that
the
most
important
element
is
preparation.

We
call
nuclear
war,
the
ultimate
epidemic,
for
which
prevention
is
the
only
cure.
Your
work
here
today
can
contribute
to
the
prevention
by
resounding
Lee,
sending
the
message
that
Toronto
chooses
to
affirm
its
status
as
a
nuclear
weapons
free
zone
in
1982,
the
Board
of
Health,
the
mayor.
At
that
time,
art
Eggleton,
remember
having
gotten
his
support
very
kindly,
and
Toronto
City
Council
of
the
time,
listened
to
our
plea
and
chose
to
become
active
against
the
forces
of
nuclear
annihilation.

thank

So,
according
to
the
World
Medical
Association
statement
on
nuclear
weapons,
which
was
amended
in
2015,
the
medical
profession
has
a
duty
to
preserve
and
safeguard
the
health
of
the
patient
and,
as
such,
has
a
duty
to
work
for
the
elimination
of
nuclear
weapons.
The
Canadian
Medical
Association
endorsed
this
statement
in
February
2016,
representing
over
85,000
physicians
across
Canada,
the
Royal
College
of
Physicians
and
Surgeons
of
Canada,
and
the
College
of
Family
Physicians
of
Canada.
E
Today,
I
come
to
you,
as
a
physician,
has
a
Torontonian
and
as
the
president
of
physicians
for
global
survival,
Canada
to
discuss
the
important
role
our
city
must
play
in
educating
the
citizens
on
the
dangers
of
nuclear
weapons
and
as
a
physician
when
it
comes
to
the
nuclear
threat,
prevention
is
the
only
way
in
2011.
The
International
Red
Cross
and
Red
Crescent
movement
released
a
statement
entitled
working
towards
the
elimination
of
nuclear
weapons
and
it
recognized
the
destructive
power
of
nuclear
weapons,
the
unspeakable
human
suffering
they
caused
and
the
impossibility
of
any
adequate
humanitarian
response.
E
It
is
just
not
possible.
Prevention
is
the
only
way
and
the
consequences
of
nuclear
weapons
use
will
be
global
and
devastating.
In
2013,
international
physicians
for
the
Prevention
of
nuclear
war
released
a
statement
released.
A
booklet
called
nuclear
famine,
two
billion
people
at
risk.
This
document
outlined
the
global
climate
disruption
expected
from
a
limited
regional
nuclear
war
involving
only
one
hundred
Hiroshima
sized
nuclear
bombs
or
less
than
0.5%
of
today's
nuclear
arsenal.
E
The
followed
from
such
a
limited
nuclear
war
would
lead
to
an
average
global
drop
in
temperature
of
only
one
point
to
five
degrees
Celsius,
but
that
small
change
in
temperature
would
have
a
huge
impact
on
agriculture
and
food
supplies
that
would
put
a
significant
portion
of
the
world's
population
at
risk
of
famine,
but
for
Toronto
the
stakes
are
even
higher.
Toronto
is
a
rich
city
in
a
rich
country.
Toronto
might
not
starve,
but
Toronto
will
suffer.
The
multi
cultural
fabric
that
makes
Toronto
great
does
not
provide
for
an
us-versus-them
attitude.

We
are
one
we
are
together
and
in
the
event
of
a
limited
nuclear
war,
half
a
world
away,
Toronto
will
weep.
We
will
weep
with
our
friends,
our
neighbors,
our
co-workers,
and
we
will
weep
with
our
children.
Toronto
is
a
success
and
we
can
use
our
experience
and
our
resources
to
be
a
much-needed
voice
of
reason.
In
a
world
of
confusion
in
the
1980s
City
Council's
declaration
of
Toronto
as
a
nuclear
weapons-free
zone
was
a
source
of
pride.
You
brought
the
issue
to
each
household
and
you
brought
the
issue
to
each
Toronto
voter.

However,
in
the
1990s
it
became
a
footnote
and
in
the
2000s
it
was
forgotten.
Can
we
afford
to
be
complacent
on
nuclear
weapons
at
a
time
when
diplomacy
has
deteriorated
to
posturing,
insults
and
threats
of
annihilation,
while
nuclear
weapons
States
joined
forces
to
denounce
the
2017
United
Nations
treaty
on
the
prohibition
of
nuclear
weapons?

We
are
living
in
the
most
dangerous
of
times,
but
also
the
most
hopeful
I
respectfully
ask
that
the
Toronto
Board
of
Health
facilitates
the
reaffirmation
of
the
City
of
Toronto
as
a
nuclear
weapons.
Free
zone
informative
outreach
to
Torontonians
with
respect
to
the
dangers
of
nuclear
weapons.
The
creation
of
accessible
youth
oriented
outreach
to
ensure
younger
generations
have
a
reliable
information
source
regarding
nuclear
weapons
and
their
health
consequences.

world
distribution

study
that
I'm
referring
to
assesses
the
food
production
in
China
and
the
USA,
but
it
would
have
impacts
throughout
the
world,
but
the
study
just
examines
those
two
locations
as
major
producers
of
maize
and
wheat
and
rice.

reflected
the
position
of
the
Catholic
Church
with
regard
to
nuclear
weapons
and
I
wish
to
just
speak
to
that
position
of
the
Catholic
Church,
the
Vatican
as
a
state
and
the
Pope
as
the
head
of
the
Catholic
Church,
have
been
closely
involved
in
the
efforts
to
eliminate
nuclear
weapons
in
December
2014.
At
the
Vienna
conference
on
the
humanitarian
impact
of
nuclear
weapons,
Archbishop
Silvana
Maria
Tomasi
spoke
on
behalf
of
Pope
Francis.

This
statement
was
a
huge
step
in
Vatican
policy
at
the
April
2016
non-violence
and
just
peace
conference
held
in
Rome
parks.
Christie
International
launched
a
new
Catholic
initiative
on
active
non-violence
and
urged
the
Pope
to
bring
this
message
of
gospel
non-violence
to
his
yearly
world
Day
of
Peace
message
on
January
1st
2017.

The
Vatican
joined
121
other
states
in
backing
this
treaty,
which
forbids
States
to
develop
test,
produce,
manufacture
otherwise
acquire
possess
or
stockpile
nuclear
weapons
or
other
nuclear
explosive
devices.
On
20
on
September
20th
2017,
the
Vatican
was
one
of
the
first
States
to
ratify
the
treaty.

It
is
our
common
duty
to
pursue
that
goal
as
an
urgent
priority
in
June
of
2010,
the
Canadian
Council
of
Churches,
of
which
the
Catholic
Bishops
are
a
member
sent
a
letter
to
then
Prime
Minister
Harper.
This
letter
was
signed
by
bishop
pierre
Morissette
for
the
Catholic
Church
president
of
the
ccc,
be
joining
22.
Other
Canadians
church
leaders
asking
the
Prime
Minister
to
endorse
a
vision
of
the
world
without
nuclear
weapons
by
publicly
and
prominently
recommitting
Canada
to
the
energetic
pursuit
of
the
early
elimination
of
all
nuclear
weapons.

They
call
on
the
government
to
add
a
voice
to
those
insisting
that
NATO
end
its
erroneous
claim
that
nuclear
weapons
are
essential
to
preserve
peace.
In
fact,
it's
quite
the
opposite
and
that
Canada
mount
a
vigorous
new
effort
to
set
out
the
technical
and
legal
details
for
total
nuclear
disarmament
a
world
without
nuclear
weapons
with
the
Pope
and
the
Catholic
Church
in
the
Vatican
and
the
canadian
catholic
church
leadership.

condemns
the
possession.the
threat
to
use
the
use,
even
if
accidental
of
nuclear
weapons
and
declares
the
existence
of
these
weapons
as
immoral,
leading
to
cut
catastrophic
humanitarian
and
environmental

support
the
reaffirmation
of
the
City
of
Toronto
as
a
nuclear
weapons
free
zone.

thank
you
for
the
opportunity
to
speak.
I'm
representing
the
Canadian
voice
of
women
for
peace
and
our
organization
was
formed
in
1960
in
response
to
public
concern
over
the
accelerating
nuclear
arms
race.
In
particular,
Vow
expressed
the
concern
of
mothers
for
the
safety
of
their
children
and
their
future
well-being.
H
Vow
participated
actively
in
campaigns
to
educate
the
public
about
the
dangers
posed
by
nuclear
weapons,
and
our
members
gathered
baby
teeth
to
be
sent
for
measurement
for
strontium-90,
one
of
the
radio
active
components
released
by
atmospheric
tests
in
the
decades
since
winning
a
partial
test
ban
treaty
in
1963
voices.
Women
has
continued
our
opposition
to
nuclear
war
and
our
commitment
to
building
a
culture
of
peace
and
I
will
say
in
1982,
I
traveled
to
New
York,
to
be
part
of
nearly
a
million
people
marching
the
streets
of
New
York
calling
for
a
peace
dividend.
H
We
wanted
the
money
that
is
being
wasted,
trillions
of
dollars
now
in
weapons
to
be
used
for
human
needs
and
environmental
needs,
and
that
was
actually
the
year.
My
daughter
was
born
she's
35
now
and
we
were
making
some
progress
in
the
1980s,
but
now
you're
not
now
we're
falling
back.
However,
most
recently
we
have
been
part
of
the
International
Campaign
for
the
abolition
of
nuclear
weapons.
I
can
that
Setsuko
was
speaking
about
and
in
December
of
2017
I
can
was
awarded
the
Nobel
Peace
Prize
cities
are
ground
zero
for
attack.
H
H
So
this
is
a
photo
of
from
Hiroshima.
After
the
atomic
bombing,
you
can
see
the
physical
destruction
of
infrastructure.
What
you
can't
see
is
the
impact
of
radiation
which
went
on
to
kill
many
tens
of
thousands
more
in
addition
to
the
80,000
immediately
killed.
Now
nuclear
weapons
are
routinely
deployed
around
the
world
on
a
ready
to
launch
basis
in
each
of
these
weapons
as
a
thousand
times
greater
destructive
power
than
the
bomb.
This
bomb
dropped
on
Hiroshima
I
am
relieved
to
live
in
a
city
that
has
declared
itself
a
nuclear
weapons-free
zone.
H
By
renewing
our
commitment,
we
are
publicly
acknowledging
the
dangers
at
nuclear
weapon
posed
for
our
city.
We
are
not
hiding
our
heads
in
the
sand
and
pretending
it
will
go
away
now.
I
hope
we
will
go
one
step
further,
an
associate
and
advocate
to
our
federal
government
that
Canada
signed
the
nuclear
weapons
ban
treaty.
This
is
an
historic
opportunity
for
Canada
to
play
an
extremely
useful
role
in
the
world.
An
attorney
point
that
must
come
this
turning
point.
The
commitment
to
the
abolition
of
these
weapons
of
mass
destruction
must
come
in
the
very
near
future.
H
If
we
are
to
prevent
I
could
Hastur
be
of
immense
magnitude,
and
we
know
how
sad
we
are
about
the
Humboldt
killer,
the
deaths
that
were
perhaps
preventable
in
some
way
very
sad
and
tragic
for
those
team
members
there,
but
just
think
of
the
stakes
of
the
nuclear
tragedy
that
we
must
do
everything
we
can
to
prevent.
So
Canada
has
not
signed
this
treaty,
despite
the
fact
that
the
vast
majority
of
Torontonians
support
nuclear
disarmament
Canada
is
under
pressure
from
NATO
in
the
USA,
not
to
sign
the
ban
treaty.
H
However,
Canada
has
publicly
declared
that
we
have
an
independent
foreign
policy
on
the
issue
of
land
mines.
Canada
played
a
vital
leadership
role
in
achieving
a
land
mines
ban
treaty.
If
we
are
to
see
Canada
sign
the
treaty
on
the
prohibition
of
nuclear
weapons,
we
must
see
sufficient
pressure
brought
to
bear
and
the
government
to
act
in
this
moment
of
opportunity.
We
must
show
the
Canadians
care
the
world
has
changed
since
1945.
We
have
built
the
infrastructure
of
the
UN
and
other
world
bodies
in
order
to
discuss
and
resolve
global
conflicts.
H
The
field
of
mediation
and
conflict
resolution
has
been
developed
and
expanded
around
the
world.
We
know
how
to
develop
win-win
resolutions.
It
is
time
to
use
these
skills
and
these
international
bodies
to
resolve
existing
conflicts
and
prevent
future
Wars
not
to
rely
on
the
threat
of
the
use
of
weapons
of
mass
destruction.
To
maintain
what
we
call
peace,
Ursula
Franklin
want
a
voice
and
women's
more
prominent
members
said.
Peace
is
not
the
absence
of
war.

Peace
is
the
presence,
justice
and
the
absence
of
fear,
it's
extremely
important
time
to
bring
the
commitment
of
the
city
to
bear
on
this
grave

proud
that
Setsuko
Thurlow
one
of
our
members,
played
an
instrumental
role
in
the
adoption
of
nuclear
test-ban
treaty
at
the
UN
in
June
last
year.
We
rejoice
with
her
in
the
acceptance
of
the
Nobel
Peace
Prize.

Welcome
good
afternoon
my
name
is
Rob
Atchison
I'm
operations
manager
at
a
local
packaging
factory,
but
I
also
serve
as
co-chair
of
the
nuclear
weapons
working
group
of
science
for
peace.
Thank
you
for
this
opportunity
to
speak.
Science,
for
peace
is
a
Canadian
organization
consisting
of
natural
scientists,
social
scientists,
engineers,
scholars
in
the
humanities
and
people
from
the
wider
community,
such
as
me,
who
seek
to
understand
and
act
against
the
forces
that
make
for
militarism,
environmental
destruction
and
social
injustice
in
our
world.
I
Science
for
peace
was
one
of
the
group's
consulted
by
the
Toronto
Board
of
Health
for
the
1982
report,
adopted
by
City
Council
called
public
health
consequences
of
nuclear
weapons
and
nuclear
war,
so
36
years
later,
we're
still
at
it.
Unfortunately,
since
1982
our
society
has
become
complacent
about
nuclear
weapons
and
seem
to
have
forgotten
the
existential
threat
that
they
are
to
human
civilization
and
to
life
on
our
planet.
I
However,
in
the
last
five
years,
three
international
car
on
the
humanitarian
impact
of
the
use
of
nuclear
weapons
were
convened
in
Norway
Mexico
and
Austria
scientists
presented
new
findings
on
the
catastrophic
effects
of
any
use
of
nuclear
weapons.
On
humans,
cities,
the
environment
and
global
climate,
we
will
not
spell
them
out
here,
but
their
conclusions
are
terrifying.
I
We
are
told
that
nuclear
weapons
are
necessary
for
our
security.
We
hear
them
described
in
terms
of
tactical
and
strategic
weapons,
but
in
February
that
the
u.s.
posture
review
hearings
before
Congress
defense
secretary
Jim
mattis,
said
there
is
no
such
thing
as
a
tactical
nuclear
weapon.
Unquote,
nuclear
weapons
are
not
defensive
weapons,
they
are
heinous
instruments
of
ultimate
terror
and
death.
They
are
designed
to
inflict
mass
casualties
on
civilians
and,
as
we
meet
here
today,
there
are
thousands
of
nuclear
weapons
waiting
in
silos,
laying
in
the
belly
of
bombers.
I
I
Humanitarian
relief
providers,
including
the
International
Red
Cross,
have
stressed
in
absolute
terms
that
in
the
event
of
a
nuclear
detonation,
no
organization
would
be
able
to
provide
anything
close
to
adequate
assistance.
Since
there
is
no
possible
response
to
a
nuclear
detonation,
our
only
protection
is
to
see
that
these
weapons
are
eliminated
and
never
used.
The
outcome
of
the
humanitarian
conferences
was
the
negotiation
and
adoption
of
the
United
Nations
treaty
on
the
prohibition
of
nuclear
weapons.
Declaring
nuclear
weapons
illegal
under
international
law
is
an
important
first
step
to
their
elimination.
I
Unfortunately,
Canada
at
the
bidding
of
the
United
States
boycotted
the
negotiations
of
the
treaty
and
now
is
refusing
to
sign
or
ratify
it.
This
is
not
only
a
violation
of
our
obligation
under
the
nuclear
non-proliferation
treaty,
but
as
a
reversal
of
Canada's
historical
position,
the
elimination
of
all
nuclear
weapons
and
an
end
to
the
military
doctrine
of
nuclear
deterrence
is
an
objective
that
let
Canada
has
long
shared
with
the
international
community.
So
the
current
government's
resistance
to
this
new
treaty
is
very
troubling.
I

Unfortunately,
apart
from
a
few
stock
responses,
the
government
has
refused
to
engage
with
us
on
this
issue
with
the
federal
door
shut.
It
is
vital
that
cities
such
as
Toronto
the
prime
targets
of
nuclear
weapons
become
active
in
nuclear
weapons,
abolition
and
peace,
education
and
Johnson.
Chair
of
the
1982
Toronto
Board
of
Health.
In
her
introduction
to
the
Board
of
Health
Report
stated
the
only
solution
to
this.
The
ultimate
of
all
public
health
threats
is
to
use
the
political
process
to
bring
about
arms
control,
a
reduction
in
nuclear
weapons
and
eventual
nuclear
disarmament.

She
went
on
to
say
that,
despite
the
enormous
threat
to
buildup
of
nuclear
arms
poses
for
all
life
on
earth,
politicians
at
the
federal
level
have
admitted
they
are
unable
to
act
without
strong
support
from
their
constituents.
The
catastrophic
impact
of
nuclear
war
on
Canadian
communities
and
the
unwillingness
of
federal
politicians
to
likely
take
a
leadership
role
in
this
issue
requires
that
local
governments
and
agencies
be
actively
involved.
I
As
the
report
notes,
municipalities
can
be
active
in
educating
their
residents
about
the
consequences
of
a
nuclear
war
and,
through
this
can
put
pressure
on
federal
politicians
to
act
to
reduce
and
eliminate
the
threat
of
a
nuclear
war.
The
reaffirmation
of
the
City
of
Toronto
as
a
nuclear
weapons-free
zone
is
a
significant
acknowledgement
of
the
threat
from
these
weapons,
and
it
will
help
in
raising
public
awareness
of
the
issue.

We
thank

this
action,
but
we
also
recommend
that
this
board
ask
Mayor
Tory,
as
a
member
of
mayor's
for
peace,
have
the
City
of
Toronto
to
call
in
the
Canadian
government
to
sign
and
ratify
the
treaty
on
the
prohibition
of
nuclear
weapons.
The
risk
from
nuclear
weapons
is
too
great
for
any
of
us
to
stay
silent.

class
of
weapon
that
uses
the
energy
from
nuclear
fission
to
produce
an
explosive
blast.
Using
this

weapons
unique
effects
which
are

causes,
mayhem

lots

confident

The
biggest
threat
from
nuclear
weapons
is
a
global
nuclear
induced
winter
in
which
the
fires
and
smoke
from
as
few
is
a
few
thousand
nukes
dark
in
the
atmosphere
enough
to
plunge
earth
into
a
planet-wide
mini
ice
age
with
year-round
winter
light
conditions.
This
could
cause
a
complete
collapse
of
the
global
food
system
and
apocalyptic
unrest
potentially
killing.
Most
of
us
7
billion
people
on
earth.

The
effects
of
the
blast
itself
will
be
felt
immediately,
but
the
effects
of
radioactive
fallout
will
not
many
products
of
nuclear
fission
are
much
more
radioactive
than
the
starting
material
uranium
or
plutonium.
Most
of
these
products
will
settle
downwind
after
the
blast,
and
we
know
that
radioactive
fallout
causes
cancer
and
birth
defects.
You
will
see
these
effects
in
this

people

fallout

Soviet
from
a
former
Soviet
nuclear
testing
site
in
Kazakhstan
and
I
should
warn
you
that
some
of
the
images
in
this
video
are
disturbing.

day,
many
residents
in
semi
live
with
a
legacy
of
those
tests
for
these
people.
The
consequences
of
nuclear
testing,
the
devastating
effects
of
nuclear
radiation
are
clear.
Over
the
four
decades
of
nuclear
tests,
approximately
1.5
million
people
in
the
region
were
affected.
Today,
one
in
20
children
is
born
with
deformities.
The
cancer
rate
is
50%
higher
here
than
elsewhere
in
the
country,
many
of
the
population
die
before
reaching
60.

We
have
never
experienced
the
nuclear
winter,
it's
a
prediction,
a
scholarly
one.
That
would
happen
if
a
small
fraction
of
the
world's
a
nuclear
arsenal
were
dropped
on
cities.
Max
tegmark
described
a
scenario
involving

few
thousand
weapons,
but
debris
lofted
into
the
atmosphere
from
even
100
Hiroshima.
Sized
bombs
is
predicted
to
cause
climatic
effects
lasting
for
10
years,
during
which
time
up
to
two
billion
people
would
starve
to
death.

full-blown
retaliation
for
that
time,
when
Russian
satellites
mistook
an
unusual
glint
of
sunlight
off
clouds
for
incoming
American
missiles

averted
retaliation

ignoring

alarm

the
time
after
the
Cold
War
ended
when
Russian
radar
systems

an

nuclear
missile
and
almost
launched
their
missiles
in
retaliation.
You
know
these
close
calls
keep
happening,
and
sooner
or
later
our
luck
is
gonna
run
out
and
an
entire
nuclear
arsenal
is
gonna,
be
launched
accidentally.

as
a
society
must
decide
how
to
deal
with
the
threat
from
nuclear
weapons
on
the
basis
of
their
effects,
so
I
thank
the
Board
of
Health
for
holding
this
hearing.
I
also
want
to
thank
City
Council
for
reaffirming
Toronto's
1983
designation
as
a
nuclear
weapons-free
zone.
It's
an
important
symbolic
gesture
that
could
be
updated
and
strengthened
by
endorsement
of
the
2017
United
Nations
treaty
on
the
prohibition
of
nuclear
weapons,
which
Canada
has
yet
to
sign.

that
Toronto

a
nuclear
weapons
friendly
city,
the
uranium
processing
plant
at
Landsdowne
and
DuPont
has
been
purchased
by
BW
XD
technologies
and
BW.
Xt
technologies
is
an
active
nuclear
weapons,
manufacturer
Manufacturing,
u88
plutonium
grapefruit-sized
cores
for
the
Trident
missiles
in
Los
Alamos,
but
right
now
they
are,
and
those
are
about
a
thousand
times
more
powerful
than
the
Hiroshima
bomb.

But
right
now
they
are
receiving
yellowcake
uranium
fuel
powder
at
Landsdowne
and
DuPont
sintering
it
at
1,400
degrees
centigrade
and
releasing
alpha
radiation
particles
into
the
air
and
down
into
the
sewer
in
2012.
They
released
2.2
kilograms
of
uranium
into
Toronto
sanitary
sewer
system
and
when
there's
flooding
it
kicks
back
up
into
the
local
environment,
women
and
children,
and
people
and
biking
right
next
to
the
plants,
get
doused
in
these
uranium
particles,
which
they
admit
they
admit
down
onto
the
local
population
and.

Lac
Megantic
fuel
car,
the
the
cars
that
exploded
in
LAC
Megantic
rolled
right
past
that
plant,
so
at
the
time
Toronto,
Public,
Health,
Barbara,
Chappell
and
dr.
David
Shapiro,
said:
there's
more
harm,
there's
more
radiation
in
the
banana
than
from
that
plant,
but
there's
different
types
of
radiation
and
we're
really
concerned
about
alpha
particle
radiation.
There
is
no
difference
between
military
use
of
nuclear
power
and
commercial
use
of
nuclear
power.

receiving

big

a
letter
from
the
community

future
generations,

group

matey
people
who
are
opposing
the
uranium
and
its
health
effects
not
only
into
so
for
the
local
population,
but
also
from
the
mining
that
takes
place
on
their
lands
and
they
write.

We
stand
as
people
United
with
millions
across
this
land
to
call
you
Canada
and
beyond,
to
hold
a
nuclear
industry
to
account
for
knowingly
putting
all
life
on
this
planet
at
risk,
while
continuing
to
create
the
most
lethal
man-made
substance
on
earth.
We
hold
you
and
all
other
nuclear
proponents
accountable
for
all
the
deaths,
disease
and
misery
caused
by
both
military
and
non-military
use
of
uranium.

taken
from
our
territory,
so
you
have
an
active
nuclear
weapons
manufacturer
working
with
53%
of
all
uranium
used
in
Canada's
reactors
in
Toronto's,
West
End
and
its
spewing
uranium
down
the
drain
and
into
the
air
and
the
people
who
are
living
closest
in
the
low-income
housing
towers
and
the
new
condos
right
there
they're
getting
even
more
exposure
than
the
rest
of
us.
So
if
anything,
you
have
some
options.
You
can
affirm
Toronto's
a
nuclear
weapons
friendly
City.

Idle,
no
more
ran
a
large
campaign
against
that
plant.
We
block
hated
that
rail
line
and
warned
of
an
accident
on
that
rail
line.
That
was
in
2013
before
the
Megantic
car
rule
passed
and
when
you
go
there,
it
was
in
the
new
cycle
for
a
little
bit,
but
but
it
got
shut
down
because
no
one
wants
to
go
against
the
nuclear
industry.
I
know
I
know.

People
on
this
committee
have
been
made
aware
of
this
issue,
but
they've
done
nothing
because
Toronto
Public
Health,
deferred
to
the
nuclear
regulator
and
the
nuclear
regulator
is
a
cheerleader
for
this,
their
cheerleader
for
the
nuclear
industry.
They
sanctioned
the
export
of
tritium,
the
detonating
component
and
nuclear
weapons
to
Iran
in
2006.

It's
polluting,
the
local
environment,
getting
people
sick
and
it
has
to
stop
and
I,
really
encourage
you
guys
to
have
some
questions
for
me
because
I've
worked
on
this
for
years
and
people
still
don't
know.
People
walking
by
that
plant
with
their
children
still
don't
know
that
stack
is
right
on
top
of
them
and
it's
a
uranium
processing
facility
and
they're
breathing
that
in.

people
are
getting

councilors

getting
informed
as

they

only
one

death
occurs
in
the
future
as
a
result
of
the
production,
storage,
testing
or
military
use
of
nuclear
weapons,
then
actions
toward
nuclear
disarmament
could
correctly
be
named
in
retrospect
as
a
key
measure,
they
could
have
been
taken
to
avert
whatever
catastrophe
is
being
discussed.
Nuclear
disarmament
is
an
ultimate
example
of
a
preventative
approach
to
public
health
before
I
continue,
I'd
like
to
acknowledge
that
Toronto
aside,
a
human
activity.
Excuse
me,
since
time
immemorial,
is
in
the
dish
with
one
spoon
territory.

This
territory,
like
every
other,
now
lies
in
the
deep
shadow
of
the
nuclear
umbrella
in
order
to
peaceably
care
for
and
share
the
resources
around
the
Great
Lakes,
we
must,
among
other
things,
face
the
reality
of
the
dangers
posed
from
outside
region
and
confront
them
accordingly,
because
we
live
in
a
world
in
which
the
atom
has
been
split.
The
responsibility
to
move
toward
nuclear
disarmament
is
a
collective
responsibility
that
befall
z--
us
all
and
which
must
be
discharged
to
whatever
extent
possible,
in
both
our
personal
and
our
professional
spheres.

Accordingly,
I'd
like
to
outline
a
few
steps
that
can
be
taken
in
that
direction
with
in
Toronto's
Municipal
Health
landscape
Toronto
professes
to
be
a
nuclear
weapons-free
zone.
My
friend
asked
me
yesterday.
If
there
were
a
danger
of
that
not
being
the
case,
he
meant
to
ask
I
think
whether
there's
a
danger
of
intact
nuclear
warheads
arriving
in
our
midst
and
she
allowed
the
existing
warheads
do
remain
intact,
but,
unfortunately,
in
practice,
nuclear
weapons
are
a
radical
terrible
equalizer
geographical
space
and
distance
in
particular
means
less
than
it
did
before.

1945
boundaries
cannot
be
enforced
against
nuclear
catastrophe.
The
destruction
is
indiscriminate,
that
being
the
case,
existential
threat
is
not
on
our
radar,
except
largely
for
the
demands
placed
on
us
by
our
own
material
constraints.
As
the
other
important
theme
of
this
meeting
deaths
due
to
poverty
and
lack
of
shelter
illustrates,
we
live
at
Victoria,
Park
or
along
the
Bathurst
bus
line,
not
in
the
realm
of
international
diplomacy,
but
in
the
event
of
an
adverse
nuclear
event
anywhere
in
the
world.
Toronto
would
shudder.
Our
community
is
diverse
and
has
roots
spanning
the
globe.

So,
in
order
to
work
toward
health
with
the
breath
required
by
our
modern
situation,
professional
and
governmental
bodies
concerned
with
health,
both
human
and
environmental
ought
to
apply
pressure
wherever
possible
to
move
toward
a
security
climate
that
is
not
predicated
on
the
specter
of
mass
annihilation.
To
adopt
the
title
of
a
nuclear
weapons-free
zone
does
little
to
remain
a
nuclear
weapons
free
zone
and
more
than
name,
is
to
have
the
people
of
Toronto
on
board
actively
demanding
a
world
without
nuclear
warheads.

Thinking
about
the
federal
political
landscape,
one
problem
is
that
NATO's
doctrine
of
deterrence
is
a
required
catechism
for
club
members
and
hence
would
require
more
diplomatic
capital
to
negotiate
around
than
Canada
currently
possesses
a
level
of
political
consensus
will
need
to
be
reached
regarding
the
irrationality
of
the
security
apparatus,
we
depend
on
this.
Consensus
has
been
achieved
in
other
places
and
the
level
need
not
come
first.
In
the
past,
several
years,
countries
such
as
Norway,
Austria
and
Mexico
have
taken
firm
stances
toward
disarmament,
with
cities
hosting
large
public
gatherings.

Alongside
the
government's
participation
in
UN
Affairs
under
the
banner
of
the
movement
to
preempt
the
humanitarian
impact
of
nuclear
weapons,
many
actors
have
raised
a
chorus
for
their
abolition.
Toronto
can
do
the
same.
It
is
a
steady,
widespread,
grassroots
pressure
that
will
eventually
secure
a
world
without
nuclear
weapons
and
the
cataclysmic
threat
to
human
and
environmental
life
that
they
pose.
That
is,
if
we
make
it
in
time.
That's
where
we
come
in
in
the
City
of
Toronto.
Action
could
take
a
few
forms.
The
city's
educational,
artistic
and
cultural
spaces
are
vibrant.

Could
you,
as
a
board,
recommend
that
this
that
the
library
host
a
speaker
series
about
existential
threats,
Eric
Schlosser's
command-and-control,
is
but
one
recent
popular
book
that
outlines
the
precarity
of
life
under
the
nuclear
umbrella
could
secondary
civics
or
health
education
stand
to
be
updated
for
the
nuclear
age?
Could
the
Board
of
Health
be
the
instigator?
I
would
also
like
to
propose
that
the
Board
of
Health
devote
some
of
its
advocacy
resources
to
persuading
political
affiliates
to
recognize
the
urgency
of
the
task.

Specifically,
please
pressure,
City
Council,
to
vote
to
urge
the
federal
government
to
sign
and
ratify
the
UN
treaty
on
the
prohibition
of
nuclear
weapons
and
to
align
itself
publicly
with
the
humanitarian
impact
movement.
Dismantling
the
global
nuclear
apparatus
is
an
enormous
task,
but
it's
one
for
which
the
work
is
shared
among
many
actors
at
many
levels,
including
us.
In
summary,
if
nuclear
disarmament
does
not
seem
to
be
among
the
key
priorities
of
municipal
health
governance,
that
is
only
because
we
have
lost
sight
of
the
in
comprehensively
grave
nature
of
the
threat
going
forward.

there
would
have
to
be
a
health
hazard,
something
that
fits
within
the
context
of
the
legislation
and
then
we
would
have
to
pursue
from
there.
But
again,
the
establishment
of
the
health
hazard
is
is
first
and
foremost
thank.

that

peace

whom

working
on

issue

disarmament

years
but

off

radar

recent
decades,

think
it's

fair

say
that
it
is
now
more
important
than
ever
as
we
look
just
south
of
the
border
and
we
turn
on
Twitter,
and
it's
for
those
reasons
that
I
think
the
the
motion
here
in
front
of
us
to
reaffirm
our
position
is
part
of
a
global
response,
starting
at
local
levels.

has
to
be
louder
and
louder,
because
the
risks
are
very
real,
as
we've
heard
today.

folks

City
Council
has
actually
already
expressed
its
support
for

city

Toronto's
reaffirmation
of
its
position
as
a
nuclear
weapons-free
zone.
It
did
that
at
the
last
council
meeting
and
then
referred
the
matter
to
us
at
the
Board
of
Health.

the
first
motion
would
be
for
this
board
to
reaffirm
its
support
for
establishing
Toronto
as
a
nuclear
weapons-free
zone.
It
is
absolutely
true
that
in
the
early
80s
there
was
a
big
flurry
of
activity
and
out
of
that
process,
a
Canada
because
it
went
to
Canada
wide.
It
went
global.
We
got
a
position:
the
U,
the
Canadian
ambassador
for
disarmament.
We
did
the
Peace
Gardens,
which
is
out
out
here
there.
There
was
just
an
international
wave
of
support
as
the
United
States
and
the
then
Soviet
Union
seemed
to
be
heading
for
a
collision
course.

was
I
was
actually
involved
in
that
movement
and
that's
where
I
I
do
remember.
If
I
could
go
down
memory
lane
a
little
bit
meeting
for
the
first
time
me
with
my
son
in
my
in
Astra
our
meeting
at
councillor
Leighton
with
his
son
in
his
stroller
at
various
rallies
and
gatherings
on
that
on
that
very
issue.

I
know
that
folks,
in
this
room
have
been,
some
of
them
have
been
active
not
for
10
years,
20
years,
but
frankly
for
their
lifetime.
If
the
nuclear
crisis
was
averted,
the
Doomsday
Clock
side
clock
at
that
time
went
something
like
two
minutes
to
midnight.
It
was
that
close
and
and

professional
organizations.

for

movement
to
take
place
to
give
clear
voice
to
our
national
leaders
that
there
is
a
different
way
than
armed
conflict,
nuclear
armed
conflict,
especially
to
resolve
human
human
human
disagreements
and
that
that's
what
this
Board
of
Health
for
the
sake
of
our
health
is
making
the
case
of
force.
That's
why
I
present
these
motions
and
hope
for
your
support.

that
that
keeps
me
up
at
night
in
a
worse
way
than

fear

this
kind
of
global
annihilation.

my
nightmares

to

is
one

that
I

we're

likely

be
able
to
do

take

generations

us

fix
the
damage

we

heard
today

those
powerful
stories
about
why
we
need
to

do
that
change
and
when
this
came
up
originally

Council.

something
that

know
in
my
dad's
life
he
was
quite
proud
of
being
a

part

and
I
wanted
to
in
his
memory
go
find
out
more
about
it.
So
I
went
down
a
first
I
searched
online.
There
was
nothing
related
to
the
original
passage
of
of
this.
Of
this
motion.
I
then
went
to
there's
a
room
in
the
counselors
area
of
of
the
second
floor
that
has
the
old
minutes
of
City
Council
meetings
and
they're
all
in
these
old
giant
found
binders
or
in
something
called
the

we
have
overflow

reporting

deaths
of
people
experiencing
homelessness
in
the
City
of
Toronto
was
one
such
new
initiative
that
was
commenced
by
Toronto
Public
Health
just
last
year.

agencies
and
organizations

bring

report

tracking
of
deaths
of
those
experiencing
homelessness
in
Toronto.

I
am
the
supervisor
of
the
surveillance
and
epidemiology
unit
at
Toronto,
Public
Health
I'm,
here
to
present
on
the
monitoring
system
that
we
established
for
deaths
of
people
experiencing
homelessness,
so
I'm
going
to
present
some
of
the
details
of
the
development
of
the
system,
an
overview
of
the
data
cleaning
and
analysis
that
took
place
a
brief
overview
of
some
of
the
results
and
some
of
the
next
steps
that
Toronto,
Public
Health
will
be
taking
based
on
these
results.

So
developing
a
system
prior
to
2017
capturing
the
deaths
of
people
experiencing
homelessness
was
limited
to
registered
city,
run
shelter
residents
to
provide
a
more
accurate
picture
of
the
problem.
Tph
developed
a
system
to
collect
data
more
widely.
One
of
the
issues.
Complicating
data
collection
on
people
experiencing
homelessness
in
the
past
has
been
a
lack
of
a
standard
definition
of
homelessness.
The
definition
was
established
by
the
canadian
observatory
of
homelessness
in
2012,
and
this
was
the
most
familiar
and
widely
used
to
those
consulted
and
thus
adapted.

The
selection
of
the
data
to
be
collected
was
based
on
a
balance
between
the
desire
to
capture
the
most
useful
information
versus
minimizing
the
burden
placed
on
Sentinel
reporters,
since
the
system
was
relies
heavily
on
Sentinel
reporting
on
a
volunteer
basis.
Considerable
consultation
took
place
with
our
partnering
agencies.
In
the
end,
data
collected
include
demographics,
health
issues,
housing
history
and
cause
of
death.

When
dealing
with
personal
health
information,
it
is
imperative
to
establish
a
secure
method
of
collecting,
storing
and
analyzing.
The
data
tph
worked
closely
with
our
privacy
officer
to
ensure
that
the
variables
collected
were
appropriate
and
that
the
data
collection
tool
met
our
rigorous
privacy
requirements.

An
example
of
protecting
privacy
that
occurred
during
discussions
with
the
supporting
community
agencies
was
the
decision
whether
or
not
to
include
the
person's
name
from
a
data
systems
perspective,
including
a
name,
is
important
for
a
number
of
reasons,
including
detecting
a
duplicate,
but
two
points
of
view
were
expressed
on
including
names
in
the
data
collection.
A
majority
felt
that
homeless
individuals
should
be
acknowledged
in
death,
given
that
many
of
them
have
lived
their
lives
in
the
shadows,
however,
others
felt
that
and
anonymity
should
be
respected
and
death.

Moving
on
to
data
analysis,
over
200
agencies
participated
in
the
collection
of
data,
the
agencies
and
programs
recruited
to
be
Sentinel.
Reporters
included
city
run,
shelters,
drop-in,
centers,
community
health,
centers
community
resource
centers,
food
banks,
meal
programs,
child
welfare
organizations,
Parent
Resource,
Center's,
employment
and
training,
centers
and
religious
organizations
which
provide
temporary
shelter
for
homeless
individuals.

With
the
breadth
of
community
agencies
involved,
there
was
an
increased
chance
of
a
death
being
captured,
but
also
an
increased
chance
for
duplication.
A
key
component
to
data
monitoring
analysis
is
ensuring
that
duplicates
are
detected
and
removed.
This
happens
through
internal
processes
as
well
as
following
up
with
individual
reporters.

The
information
for
each
new
case
was
sent
to
the
office
of
the
Chief
Coroner
of
Ontario,
the
OSI
Co,
where
any
coroner's
cases
are
checked
for
completeness
and
accuracy,
then
return
to
Toronto
Public
Health
coroner's
cases
include
those
that
are
deemed
sudden
and
unexpected
in
2017.
56
cases
fit
this
description.
Any
additional
or
corrected
information
received
from
the
coroner
on
these
56
cases,
such
as
official
cause
of
death,
was
added
to
the
database.

Males
accounted
for
the
vast
majority
of
set
of
deaths
at
74
cases,
and
this
aligns
with
the
general
population
of
people
experiencing
homelessness
being
predominantly
male.
The
median
age
of
death
was
48
years
old.
This
means
that
half
of
these
individuals
were
younger
than
48
when
they
passed
away.
This
is
much
younger
than
the
life
expectancy
for
the
general
Toronto
population,
which
is
81
years
for
males
and
85
for
females
in
terms
of
location.

So
what
are
the
next
steps?
Based
on
the
results
of
this
report?
It
is
clear
that
other
sources
of
data
are
needed
to
provide
an
accurate,
accurate
picture
of
the
deaths
of
people
experiencing
homelessness
and
their
lived
experience
in
the
city.
For
example,
anecdotal
information
related
to
the
deceased
history
of
homelessness
was
not
provided
or
unknown
for
45
cases,
which
is
almost
half
where
provided
comments
were
primarily
limited
to
past
or
current
use
of
shelters.

The
data
monitoring
system
we
have
in
place
will
continue
to
collect
information
from
Sentinel
agencies.
Toronto,
Public
Health
will
continue
to
monitor
and
validate
this
data.
We
will
be
publicly
reporting
on
the
city's
website
every
six
months.
However,
should
we
notice
any
significant
changes
in
the
data
we
will
increase,
reporting
Toronto
Public
Health
is
dedicated
to
exploring
how
to
fill
our
data
gaps
through
additional
sources
of
data.
We
recognize
the
need
for
comprehensive
information
to
develop
strong
evidence
that
can
support
tph
action
strategy
for
addressing
this
issue.

deaths

outdoors.

cause

occurred
indoors
in
which
Accord
occurred
outdoors,
but

chances
are
that
very
few

drug
overdoses
occurred
outdoors
if
any
at
all.

one
more
comment
there
regarding
the
40%
that
you
mentioned.
One
thing
about
drug
overdoses
is
that
those
deaths
were
far
more
likely
to
go
to
the
coroner's
office
and
therefore
have
a
confirmed
cause
of
death
and
some
of
the
other
causes.

sort

thought

people
homeless,

way

find
out

was
it
because
they
were
homeless?

they
didn't
know
they
had
cancer
and
didn't
get
treatment
as
a
lot

throw

current
time,

one

the
future
directions
for
the
system
is
to
work
more
closely
with
hospitals.
That's
two
people
experiencing
homelessness
in
their
institutions.
As
a
part
of
the
conversations
regarding
data
sharing,
we
can
investigate
if
it's
possible,
to
determine
some
of
those
things,
but
at
this
time
all
of
the
information
we
have
is
coming
from
the
person
who's
reporting,
their
death
who's,
often
a
community
service
provider,
as
opposed
to
a
health
professional.
So
we
don't
have
that
information
right
now,

so
through
the

That
is
exactly
the
reason
why
we
wanted
to
undertake
this
data
collection
initiative.
It
wasn't
just
an
exercise
in
respective
data.
It
was
an
exercise
in
informing
ourselves
and
providing
appropriate
information
to
other
agencies
and
partners
so
as
to
actually
change
direct
action
so
that
we
can
improve
in
this
regard
when
it
comes
to
new
data
collection
initiatives.
However,
what's
interesting
is
that
you
know
there
is
always
the
hope
that
that
new
data
collection
initiative
will
derive
very
specific
answers
and
provide
very
specific
direction
in
the
first
instance.

often
what
happens
when
you're,
starting
with
a
new
data
collecting
initiative,
is
that
you
do
have
some
answers.
You
get
better
clarity
with
respect
to
the
situation,
but
you
also
in
fact
find
more
questions
that
you
need
to
develop
further
and
to
explore
further,
so
as
to
more
specifically
direct
action
and
I.
Think
that's
what
we've
seen
here.
We
do
have
more
information
than
we've
ever
had
in
the
past
and
I.

interesting
is
we've
explored
this
issue
and
as
about
as
I've
done
more
reading
around
which
other
jurisdictions
so
I
believe
this
is
really
one
of
it's
one
of
the
very
few
that
exists
in
the
country.
It's

only

aware
of
this
kind
of
data
collecting
initiative,
and,
having
looked
at
some
of
some
reports
from
the
united
states,
it
seems
that
they
have
very
few
data
collection
initiatives
of
this.

that

we

we've
found
out
information
that
we
did
not
previously
have,
but
I
think.
We
also
recognize
that
there
is
much
more

we
would
like
to
know
and
we're
continuing

work

that,

respect
of
the
issue
on
data
collection
with
hospitals
were
actively
advancing.

able

to
think
of
what

report
was,
but
we,

we
had
that
discussion
before
we
talked
about
the
state
of
Utah,
which
decided
to
end
homelessness,
and
they
did
it
not.
You
know,
partly
out
of
compassion
and
I'd
like
to
think
that's
the
first
motivation
for
people.
Well,
they
did
it
because
it
economically
it
made
sense.
It
just
costs
a
lot
of
money
to
keep
people
on
the
streets.
You
know
to
provide
services,
and-
and
so
is
there
any
sense
of
costing
of
this?

So
through
the
chair,
I,
don't
know
that
we
have
those
data
here
for
you
today,
but
I
do
know
that
there
are
many
other
jurisdictions
that
are
actively
looking
at
this
question
and,
while
I
admit
I'm
not
familiar
with
that,
which
was
done
at

state
of
Utah.
I
am
familiar
with
what
is
happening
in
other
jurisdictions.
I
think
most
notably
Finland
has
to
undertake
in
very
specific
initiatives
around
homelessness,
a
housing
first
initiative
that
was
done
with
significant
support
from
their
national
government,
so
I
think
there
are
indeed
models
out
there.

have
been
reports
through
the
European
Union
around
that
which
works
and
the
cost
associated
with
it.
I
don't
know
that
we
have
very
specific
stats
here.
My
colleagues
from
shelter,
support
and
housing
and
Housing
Administration
may
have
some
information
around
the
cost
of
shelters,
but
I
don't
know
that
we
actually
have
a
comprehensive
tally
available
for
you
today.
It's
quite
costly,
though
I
would
imagine
right.

is
like
I
think
this
is
a
great
step
and,
and
it
does
give
us
some
more
data
to
start
tackling
this
issue.
Is
it
possible
for
this
to
be
moving
in
that
direction,
where
we
can
actually
do
a
cost-benefit
analysis,
and
we
can
provide
a
case
to
the
city
that
says
you
will
save
X
amount
of
dollars
if
you
end
homelessness
and
just
provide
homes
rather
than
trying
to
keep
people
on
the
streets.

sure
that
there
would
be
great
value
in
doing
that.
I,
don't
know
that
we
would
be
the
only
partners
or
the
only
agency
involved
in
that
undertaking,
but
certainly
we're
happy
to
contribute
and
we
are
working
with
other
city
divisions,
other
community
agencies,
partners
at
the
provincial
level
and,
where
possible,
at
the
federal
level,
to
try
to
come
up
with
better
solutions
to
the
current
situation
that
we
face
today.

collect
all
this
data,
what
does
this
tell
us
is

action

needs

homelessness
prevention

bringing
people
into
homes

we

data

we

tracking

providing
the
support
for
people
who
are
homeless?

might
be
in
a
shelter
one
night,
a
hospital
the
next
night
a
respite
the
next
night?
How
are
we
ensuring
that
we're
not
tracking
deaths
but
rather
tracking
clients
to
provide
that
wraparound
support
and
I?

through
the

Certainly
this
is
a
gap
currently
with
respect
to
the
work
we
do
with
people
who
come
into
contact
with
any
one
of
our
shelters,
street
outreach
programs,
etc.
We
have
a
database
that
tracks
interactions
admissions
to
a
shelter
and
length
of
stay
discharged,
but
to
couple
that,
with
person
to
interaction
with
the
healthcare
system,
we
haven't
made
that
leap.

At
this
point
we
are
having
discussions,
certainly
with
the
Toronto
central
in
our
partners,
at
Toronto,
Public
Health,
specifically
about
that
information
and
how
we
could
move
ahead
with
with
capturing
and
coupling
that
information.
While
we
overcome
privacy
implications
and
other
things
like
that,
so.

I
might
add
to
that
answer,
as
you
know,
the
Toronto
central
Lynne
has
also
indicated
that
they're
willing
to
provide-
and
they
have
every
intention
of
providing
specific
healthcare
services
within
the
context
of
shelters
and
I.
Think
so
that
creates
the
opportunity
for
those
links
that
gorgeous
spoke
of
to
deepen
those
links
between
the
Lynne
between
the
shelter
system,
Toronto,
Public,
Health
and
other
health
care
providing
agencies
throughout
the
city.

I
think
the
other
thing
that's
worth
mentioning
is
that
you
know
we
do
have,
as
you
can
see,
some
clear
data
expertise
at
Toronto,
Public,
Health
and
I'm
sure
that
there
is
some
expertise
as
well
at
SSH.

I
think
that
there
is
a
commitment
and
I've
seen
it
already,
and
it
will
continue
to
happen
for
us
to
collaborate
more
actively
together
on
how
we
can
actually
better
serve
clients
and
meet
their
needs
rather
than
counting
them.

me
begin
in
and
thank
you
to
the
four
staff
who
are
here
from
Toronto,
Public,
Health
and
and
our
MOH,
under
her
leadership
and
I'm
sure
to
the
men.
You've
worked
with
you
that
this
is
not
an
easy
task,
both
in
terms
of
the
coordination
that
is
required
across
200
agencies,
across
our
shelter,
support
and
housing,
administration
division
and
in
cooperation
with
the
province
in
the
Lyn,
and
so
I
want
to
thank
our
staff
for
that
work.

In
fact,
this
initiative,
which
has
been
implemented
with
extraordinary
competence
and
compassion
by
our
staff,
was
instigated
at
the
direction
of
council
when
councillor
Ainsley
and
myself
directed
staff
to
do
this,
and
so
I
think
it's
important
for
us
to
always
push
the
envelope
on
measures
like
this,
when
it's
council's
direction,
to
the
reason
we
track
causes
of
deaths
is
to
prevent
unnecessary
deaths
and
so
coming
out
of
this.
What
really
struck
me
was
the
the
percentage
of
overdose
deaths
that
were
part
of
this.
P
That
was
a
real
startling
figure
and
I
think
at
our
May
seventh
meeting,
where
we're
getting
a
full
briefing
on
the
state
of
the
overdose
action
plan.
Given
the
escalation
of
preventable
deaths,
we
once
again
as
a
Board
of
Health
will
need
to
be
ready
next
month
to
push
and
push
the
envelope.
The
the
other
piece
that
really
struck
me
and
I
think
it's
a
strong
recommendation.
P
I
thank
staff
for
it
and
I'm
pleased
to
hear
that
we
may
hear
some
good
news
from
the
Lyne
in
the
hospital
soon
is
that
they're
currently
due
to
private
privacy,
concerns
I'm
sure,
but
also
complexity,
issues,
which
is
what
we
need
to
punch
through
related
to
data
sharing
with
the
hospitals.
But
I
would
come
back
to
and
it
was
a
gap
that
Gore
10r,
one
of
our
our
Superstars
and
shelter.
Supportive
housing,
just
acknowledged
is
that
we
need
to
do
more
than
collect
data
from
the
hospitals.
P
We
need
to
ensure
that
individuals
who
are
living
rough
on
the
streets
and
using
our
shelters
and
our
respite
and
our
24-hour
drop-ins
and
yes
using
health
services
through
the
provincial
side,
that
we
need
to
ensure
that
those
individuals
that
we
are
providing
a
system
of
care
whereby
they
are
tracked
so
that
we
can
provide
the
supports
they
need
on
a
day
to
day
basis.
And
that
to
me
is
the
bigger
hurdle
and
the
critical
hurdle
alongside
collecting
to
the
data,
because
we
collect
the
data
to
respond.
P
But
this
is
an
instance
where
we
know
we
need
to
fill
a
gap,
and
so
with
that
I'll
simply
close
by
once
again
thanking
the
staff
and
the
activists
for
for
not
only
the
work
but
the
emotional
toll
that
must
take
on
them
and
to
say,
as
I've
said,
every
time
that
we
deal
with
this
issue
and
the
first
year
win,
which
we've
reported
on
it,
that
in
this
city
in
2017,
to
have
a
hundred
deaths,
is
a
failure
and
a
blight
on
all
of
us.
So
let's
stop
them.

of
all,
I
was
asking
about
the
number
of
people
who
we
found
had
cancer.
If,
if
they
were
having
treatment,
that's
great
if
they
weren't
having
treatment,
was
it
because
they
were
homeless
and
we
didn't
get
them
treatment.
So
how
can
we
deal
with
that?
I
know
that
we
are
already
improving
our
shelters.
I
know
that
for
a
fact,
because
I
went
through
a
whole
process,
I'm
gonna
call
it.
Q
Last
year
when
we
approved
a
new
24
hour
a
day,
men's
homeless
shelter,
it
will
be
somewhere
where
I
believe
men
who
are
living
on
our
street
will
actually
agree
and
want
to
go
to
that
I
think
is
very
important.
That
will
get
a
lot
of
homeless
people
off
of
our
streets,
something
simple
as
having
this
men's
shelter,
pet
friendly.

We
have
I
understand
a
lot
of
young
people
who
have
pets
and
they
live
on
the
street
and
they
won't
go
into
a
shelter
because
there's
not
shelters
that
can
take
them
and
their
pet
and
they
won't
leave
their
pet
behind
so
I
think
that's.
It
sounds
a
small
thing,
but
I
think
it's
a
big
thing
and,
as
I
say,
improving
how
we
do
our
shelters,
improving
the
accomodation.
Q
We
are
providing
people
while
we
help
them
whether
it's
just
to
get
ID,
so
they
can
actually
get
some
some
some
funds,
whether
they
can
use
that
to
apply
for
a
job.
Given
that
leg
up
they
need
at
that
point
in
their
lives,
we've
opened
up
safe
injection
sites.
I
think
that
is
a
major
thing.
I
know
some
residents
would
love
us
to
do
more,
but
I
think
we've
got
to
open
the
ones.
We've
got
approved,
open
the
ones.
We
have
the
funding
for
and
move
that
forward
and
then
see
where
we're
going
open
doors.

There's
a
program
where
people
property
owners
can
apply
for
funds
to
have
affordable
homes
and,
in
my
ward,
we're
looking
at
possibly
another
a
new
new
to
be
built,
26
units
for
people
who
are
living
with
mental
health
issues.
Those
people
would
never
go
into
a
shelter
they
just
wouldn't
because
they
they
can't.
So
we
need
to
have
places
for
them
where
they
have
a
room,
and
hopefully
a
private
bathroom
and
a
door.
They
can
call
their
front
door
even
if
it's
in
a
building
which
maybe
has
another
forty
units
it's
their
space.

We
need
to
be
pushing
that
we
added
to
our
budget
for
2018
some
parks
ambassador
propyl,
instead
of
having
one
full
time
person
in
two
or
three
part-time
seasonal
people.
We're
now
going
to
have
three
teams
which
can
be
around
our
city-
that's
important
because
they
build
these
connections
with
people
who
are
living
in
our
parks
to
encourage
them
to
come
in
out
of
our
parks
to
live
with
a
roof
over
their
heads
a
front
door
again.

We
are
also
pushing
I,
know
through
city
council
to
have
developers
build
more
affordable
homes.
That
I
think
is
our
end
goal.
Shelters
are
a
temporary
step,
but
the
affordable
and
these
other
units
to
provide
people
with
permanent
accommodation
is
our
goal
and
I
believe
that
the
numbers
we
are
getting
will
show
us
why
people
won't
come
in
off
the
streets.
How
we
can
help
do
we
need
to
make
sure
that,
as
many
homeless,
people
as
possible
have
a
complete
head-to-toe
checkup
with
a
doctor?

It's
only
one
year,
I
know
but
I
think
as
we
go
into
the
next
year,
I
think
we
will
learn
more
and
I
am
interested
to
know
what
areas
these
people
were
living
and
died
in,
because
I
think
that
also
helped
us
know
where
we've
got
to
put
our
funds
and
where
we've
got,
to
put
our
ideas
to
get
people
off
the
street
and
to
give
them
a
full
life.

measuring
the
number
of
deaths
of
people
experiencing
homelessness,
we're
really
talking
about
the
metrics
of
homelessness
and
as
I
sit
in.
My
questioning
to
me.
Metrics
are
helpful
when
they're
part
of
an
an
analysis
that
leads
to
a
strategy
that
leads
to
an
action
and
really
at
some
point.
It
would
be
good
for
us,
as
Health
Unit,
to
end
working
with
shelter,
housing,
support
and
administration
to
say
well,
what
kind
of
metrics
are
helpful
here?

Deaths
are
are
good.
They
helped
us
to
understand
better
the
link
between
opioid
use
and
people
in
homelessness,
I
think
health
care
cost
and
what
kind
of
services
people
need
when
they
are
on
the
street
mental
health
drug
related.
Those
kind
of
those
kind
of
metrics
seemed
to
me
helped
us
to
paint
a
picture
that
allow
for
a
better
service
response.

at
some
point
it
would
be
good
to
a
conversation
I'm
not
moving
an
emotion
on
the
metrics
of
homelessness
and
so
that
we're
not
counting
for
counting
sake,
but
we're
counting
with
the
idea
that
getting
a
better
picture
helps
us
to
target
resources
in
the
right
direction.

think
that
enough
that
there
is
a
enough
knowledge
out
there
for
us
to
now
say
very
confidently
to
the
provincial
government
into
the
lenses
you
need
to
be
part
of
this
scene.

Toronto
Public
Health
from
the
Minister
of
Health
this
past
Friday
afternoon
and
as
you'll
see
in
front
of
you,
it
does
indicate
that
the
Minister
of
Health
was
pleased
to
announce
last
Friday,
a
2%
base,
funding
increase
to
all
boards
of
health
for
the
provision
of
public
health
programs
and
services.

Further
the
Minister
of
Health,
dr.
Helena
jazak
also
announced
an
additional
1%
increment
to
be
allocated
based
on
local
need,
as
detailed
in
the
board
of
health
annual
service
plans,
which
were
submitted
to
the
ministry
in
March,
and
we
did
indeed
provide
that
submission
to
the
ministry,
as
did
our
other
board
of
health
colleagues.

So,
while
this
is
the
extent
of
the
details,
we
have
no
further
details
in
respect
of
this
announcement,
but
I
did
want
to
call
it
to
your
attention.
As
we
were
on
our
agenda
discussing
the
2018
operating
budget,
we
do

plans

connect

our
provincial
partners
to
find
out
specifically
what
the
details
of
this
funding
look
like

would

happy

control

recommendation

request

make
federal
funding
available
through
the
new
federal
tobacco
control
strategy,
which
I,
which
I
understand
they're,
wavering
on
to
support
the
ongoing
work
of
tobacco
control
of
the
tobacco
control
community.

Sure,
just
for
my
clarification,
so
is
this
because
there's
still
money
in
the
federal
budget,
in
fact,
I
think
it's
an
increase
towards
preventing
tobacco
and
smoking.
But
there
are
the
two
national
groups
ante
to
anti
tobacco
groups
lost
their
funding.
So
is
this
specifically
related
to
those
two
groups.
