be

the

budget

hotel,

this
also
represents
about
400
hotel
rooms.
That
has

going

demolished

hotel
application

a
new
condominium,

Delta
Chelsea,
which
is
known
as
33
Gerrard
on
the
same
page,
represents
over
2,000
hotel
rooms
that
we
are
losing
in
downtown
Toronto.

a
lot
of
hotel
rooms.

rooms
and
the
impact
on
the
tourism
economy.

advice
that
we

our

emotion,
was
circulated
but
not
put
to
a
vote.
The
solicitor
has
advised
that
council
has
the
discretion
to
decide
whether
it
wants
to
vote
on
the
matter
in
closed
session
or
in
public.
If
the
motion
is
considered
in
closed
session,
there
will
be
a
public
vote
and
the
instruction
and
pardon
on
the
instruction
and
decide
on
the
timing
of
the
release
of
the
confidential
instructions.

information

steps
taken
by
our
staff
with
respect
to
this
matter
that
are
in
public
I
presume
that
I
can
tell
the
world
that
in
arguing
to
have
my
motion
in
public,
there
has
been
an
application
made
to
judicially
review
the
arbitrated
settlement
for
the
firefighters.
I
would
like
the
opportunity,
since
that
matter
is
already
public,
to
move
emotion
in
public
related
to
that
this
matter
and
I
think
I
will
leave
it
at
that.

seeking
advice
about
what
aspects
of
this
can
be
discussed
in
public
and
which
can't

some

constrained

arguments

why

some
ways

there
are
arguments

wish

think
that

a
matter
like
this,
the
people
who
elect
us
to
govern
should

able

hear

profoundly
disappointed
that
we
find
ourselves
in
this
unbelievably
difficult
situation
which,
in
my
history
on
this
council,
is
unique
and
I
implore.
All
of
you
conduct
this

deal

this
issue

think
there
is
a
distinction
that
I'm

make

own
mind

action

staff

need
to
differentiate
between
action
taken
on
the
basis
of
process
on
the
basis
of
matters
of
law
that
are
at
issue
and
that
should
be
dealt
with
in
camera
versus.

it
just
a
matter
of
process?

different
process
had
been
followed,
the
outcome
would
have
been
different

my
view
it
is
not
the
process
that
determines
the

outcome

this
particular
issue.
What
determines
the
outcome
on
this
particular
issue
is
one

substance

one
of
law
and
in
to
the
extent
that
we
make
those
issues.

government

bargaining
units
through
legislation

those
reasons

disappointed
by
this
decision.

thoughts
and

I
have
here
a
signed
request
for
investigation
of
closed
meeting
under
the
City
of
Toronto
act
that
I'll
be
delivering
to
the
clerk
right
now.
I
believe
that
we
did
not
meet
the
burden
of
holding
that
vote
in
closed
session.
We
cannot
use
a
closed
session,
something
that
comes
from
something
so
deep
and
dear
as
our
Bellamy
inquiry
to
hide
the
votes
that
were
casting
in
this
council
chamber.

a
little
bit
over
three
years
ago.
All
of
us
were
knocking
on
doors,
asking
people
to
vote
for
us
and
given
the
term
that
we
had
just
completed
many
of
us
or
given
what
those
of
you
who
were
running
for

first
time

witnessed
had
going
on
in
this
chamber,
most
of
us
were
asked.
Often
are
you
going
to
commit
to
having
stable,
transparent
and
accountable
government
I
know
I
was
asked
about
it
over
and
over
again.
We
need,
we
need
better.

transparency

part
of
the
election
platform
that
Mayor
John
Tory
ran
on
was
to
have
better
accountability,
better
transparency
that
was
part
of
his
pledge
that
you're
on
Tony

When
he
ran
for
election
as
mayor
of
this
city,
it's
certainly
something
that
all
of
us
talked
about
at
the
door
today.
I
feel
that
we
as
a
council
did
not
live
up
to
the
commitments
we
made
to
the
electorate
during
the
last
election.

council
has
voted
many
times
in
public
to
confirm
and
ratify
collective
agreements
after
bargaining.
That's
a
public
vote.
We
do
something
different
happened
here.
Unfortunately,
I'm
not
allowed
to
tell
anybody
what
happened.
I
can't
tell
anybody
exactly
how
the
decision
was
taken
for
that
thing
to
have
happened.
In
fact,
I
have,
to
be
honest,
I'm
not
clear
in
my
own
mind
how
the
decision
that
this
council
just
effectively
took
or
agreed
not
to
take
I
can't
even
describe
that
properly
happened.

This
I
think
today
is
a
tremendous
failure
in
openness,
transparency
and
accountability
on
the
part
of
this
council.
What
councillor
Layton
is
just
done.
I
hope
it
bears
fruit,
I
hope
our
closed
meeting
monitor
comes
back
and
explains
to
us
what
just
happened
was
wrong.
It's
a
complicated
legal
problem
that
we're
in
but
I
have
never
witnessed
council
before
voting
on
whether
or
not
a
motion
should
be
in
public
or
in
private,
never
witnessed
it
and
I
hope
to
never
witness
it
again.

know
it's
not
up
to
our
discretion

deciding
whether
a
motion

The
discussion
could
happen

itself
is
either
a
public
matter
or
a
private
matter
in
terms
of
getting
towards.

know

completely
puzzled
by
what
happened
and

hoping

there
will
be
some
clarity
coming
out

the
process.

at

agreement

amendment
