A
Thank
you
at
this
time,
I
would
like
to
acknowledge
provincial
or
provincial
member
Peter
milchin
in
the
audience
welcome
Peter.
He
hasn't
been
here
for
a
while,
but
he
did
tell
me
this
morning
that
that
we're
gonna
get
a
lot
of
money,
because
the
first
thing
I
did
when
I
seen
him
I
attacked
him
and-
and
he
says
no-
no,
no
well,
there's
a
lot
of
money
coming.
Okay,
we're
waiting,
we're
waiting,
we're
waiting.
B
A
C
Madam
chair
I
do
good
morning
Mayor
John
Tory,
madam
chair,
and
my
fellow
city
councilor.
It's
my
a
notice
then
today
to
recognize
mr.
David
Palmer
visiting
from
word
39
Scarborough
Agincourt,
mr.
Pollard
or
us
is
known
as
Dave
enter
retirement
this
year
after
serving
an
amazing
fifty
years
as
a
public
elementary
school
teacher
in
Scarborough
I
got
to
tell
you
teaching
his
implication,
which
is
close
to
my
heart.
I
have
five
daughters
and
they're
all
teachers
do
the
work
that
teachers
do
to
instruct
to
care
for
and
to
inspire.
C
Our
young
students
is
truly
truly
inspirational.
Dave
is
retiring
from
his
school
at
kennedy.
Public
school
at
eldfell
crescent
in
Scarborough
last
year
that
had
10.0
I
believe
EQA,
oh,
is
that
this
were
that's
called.
He
started
teaching
straight
out
of
high
school
before
post-secondary
degrees
were
required
for
teaching
elementary
school
when
he
was
young
himself,
he
knew
he
would
be
fulfilled
by
teaching
and
monitoring
new
generations
of
students.
Dave
is
an
institution.
In
his
years
of
teaching.
He
saw
great
changes
in
our
Scarborough.
C
He
started
teaching
primarily
Greek
Italian,
immigrant
children
and
now
recently
retired
from
an
elementary
school.
That's
almost
entirely
station.
He
is
a
trusted
face
in
all
communities.
Dave
has
been
married
it
with
awards
from
several
institutions.
He
was
recently
awarded
the
2017
Lifetime
Achievement
Award
from
the
Elementary
Teachers
of
Toronto.
In
years
past
he
was
be
nominated
for
the
Diamond
Jubilee
Award
for
Excellence
in
teaching
and
the
President's
Award
for
teaching
excellence
as
a
retiree
he's
continuing
to
serve
through
working
at
Tyndale
University.
C
As
the
faculty
advisor
to
teaching
Canada's
Dave
Pollard
is
most
deserving
of
this
retirement.
After
this
lifetime
of
distinguished
service
to
his
community,
I
would
like
to
invite
mr.
Paula
to
the
front
of
the
chamber.
So
the
me
rhetoric
and
present
him
with
a
scroll
in
his
honor,
but
before
I
do
folks.
Remember
he
started
50
years
ago.
That's
1967
our
centennial
year.
He
finished
our
sec
with
sesquicentennial
year.
Imagine
that
50
years,
thank
you.
E
D
D
E
You
very
much
thank
you,
Matt
I'm,
at
the
wrong
desk.
My
apologies.
It
was
a
late
night
on
Ossington,
but
unfortunately
for
not,
although
the
right
reasons.
Last
night
there
was
a
devastating
house
fire
on
Argyle
Street
I
just
wanted
to
thank
all
of
our
first
responders
that
were
out
there
all
night
battling
what
was
a
blaze
that
moved
very
quickly,
I'm
all
the
neighbors
that
helped
their
other
neighbors
evacuate.
Even
the
evacuation
of
pets.
E
I
was
speaking
with
some
of
them
last
night
that
were
running
into
homes,
to
get
neighbors
pets,
pest
pets
and
basement
apartments
of
neighbors.
They
knew
that
weren't
there
and
then
finally,
to
the
good
people
of
West
neighborhood
house,
who
stayed
open,
I
believe
most
of
the
night
as
a
door
for
those
residents
that
were
evacuated
from
their
homes.
E
I'm
told
this
morning
by
our
Deputy
Fire
Chief
that
everyone
found
a
safe
place
to
stay
for
the
night,
but
unfortunately,
there
were
four
or
five
homes
that
people
won't
be
able
to
return
to,
and
so
I'll
be
looking
for
advice
from
many
of
you
that
have
dealt
with
this
in
the
past
and
from
our
senior
staff
about
what
we
can
do
to
try
to
take
away.
Some
of
the
stress
that
these
families
will
no
doubt
be
facing.
But
thank
you
very
much
for
our
first
responders
and
to
our
community
for
responding.
A
Thank
you,
Thank
You,
counselor,
okay,
members
of
council.
We
will
now
review
and
confirm
the
order
paper
to
this
point.
Council
has
completed
241
items.
There
are
39
items
left
on
the
agenda
and
18
member
motions.
Members
I
will
review
the
order
of
consideration
of
items
today
after
the
release
of
holds.
Please
put
your
name
on
your
request
to
question
staff.
D
Thank
you

speaker,

I'd
like
to
see
we
can
do
that.
The
first
item
after
dinner
tank.
This
is
kind
of
urgent,
but
this
has
to
be
done
at
this
council
meeting.
So
it
doesn't
you
don't
run
out
of
time.
So
can
we
do
that?
The
first
item
after
dinner,
okay,.

Good

thank

I
have
a
motion,
and
the
motion
is
simply
just
to
get
Metrolinx
city
manager
and
transportation
manager
to
work
with
the
businesses.
Just
minimize
the
potential
impact
for
traffic
in
the
designated
area.
So
I
don't
think
it's
contentious.
I
think
that
it's
fairly
clear
if
anyone
has
an
issue
with
it,
I'll
continue
holding
it
but
I'd
like
to
just
release
it.
In
order
to
clear
the
agenda.

A
A
G
Councillor
maverick
and
councillor
DT:
no,
please,
because
they're
Fillion
and
Kell
circle,
when
you're
seated.
J
You
very
much
speaker
as
it
relates
to
au9
0.12
we've
had
a
number
of
confidential
equities.
The
confidential
report
that
was
presented
to
us
yesterday,
in
addition
to
the
AG's
presentation,
I,
would
like
to
ask
you
speaker
if
we
could
have
and
I'm
not
sure
how
this
is,
because
we
have
to
have
an
opportunity
to
be
able
to
question.
J
I'd
also
like,
if
at
all
possible,
to
have
this
particular
the
lawyer
that
has
prepared
this
particular
confidential
document.
I,
don't
know
if
that
person
is
going
to
be
here.
If
they're
not
I,
think
it
would
be
helpful
for
them
to
be
here
as
well,
because
we
have
all
of
this
information,
that's
out
from
a
different
number
of
different
parties.
I
think
it
would
be
helpful
to
have
all
the
parties
in
the
same
room
it's
to
allow
members
of
counsel
to
be
able
to
question
those
parties
involved.
So.
K
K
I
would
echo
councillor
Thompson's,
request,
I
think
it's
important
for
for
us
to
be
able
to
ask
questions,
even
if
it
is
of
the
author,
this
document
and
representing
the
the
TPA.
At
this
point,
we
haven't
had
an
opportunity
to
ask
any
representative
of
the
TPA
any
questions,
and
it
seems
that
the
author
of
this
report
would
be
the
the
the
the
person
that
we
could
probably
ask
and
number
two,
madam
Speaker
I,
don't
see
the
reason
why
this
document
needs
to
be
kept
in
camera.
K
D
G
That's
a
decision
of
counsel.
If
counsel
chooses
to
make
that
document
public,
it
can
choose
to
make
that
document
public.
My
advice
yesterday
was
that,
because
it
is
a
solicitor
client,
privileged
document,
then
it
can
be.
The
statute
gives
counsel
the
permission
to
keep
it
as
a
confidential
document,
but
does
not
require
it.
So.
A
A
As
far
as
the
asking
for
TPA
staff
to
be
present
in
camera,
we
would
need
a
majority
of
vote
of
council,
so
that
would
be
a
motion
moved
and
as
far
as
the
the
confidential
document
and
having
the
solicit
elicitor,
the
other
party
hear
the
whoop.
It
would
require
a
two-thirds
vote,
so
we
would
have
to
bury
the
probe
bury
the
proceeding.
So
if
that's
the
wish
of
council,
then
I
need
a
motion.
A
B
Speaker
I
would
like
to
address
this
and
I
know
it's
procedural
questions,
so
it
because,
as
debated
immediately
but
I,
find
myself
in
a
bit
of
a
bind,
I
want
to
I
I
was
with
without
going
into
the
nature
of
what
was
said
in
camera.
There
was
something
said
in
camera,
which
I
think
has
bearing
on
this,
and
I
would
like
to
remind
members
of
that
and
I
know.
There
were
some
members
who
were
not
present
when
we
got
that
advice,
so
I
and
I
here,
I
am
in
part.
A
B
A
J
It
is
clear
to
me
on
further
discussion
with
both
of
the
city
manager
and
the
city
solicitor
that
it
would
perhaps
be
best
that
I
withdraw
the
motion
in
order
to
ensure
a
whole
sense
of
fairness
moving
forward
and
not
to
put
ourselves
in
a
position
where
we
are
I
guess
scrutinizing
this
matter
in
a
fashion
that
would
not
be
in
the
best
interest
of
all
the
parties.
So
for
that
reason,
and
the
advice
that
I've
been
given
I
will
withdraw
the
the
motion
that
I
have
put
forward.
J
But
I
will
simply
still
say
this
that
there's
a
real
need
for
a
variety
of
information
that
needs
to
be
come
to
come
forward
before
council
can
make
a
decision
on
this
particular
matter.
It's
very
complicated.
It
is
not
as
simply
as
been
reported
in
the
media
and
I
want
to
make
sure
that
that
information
comes
out
and
it's
clear
to
all
of
us.
Quite
frankly
and
I
wish
that
we
don't
point
fingers
and
individuals
in
the
room,
Thank
You.
A
K
D
L
G
Asked
my
staff
to
have
a
closer
look
at
this
document,
because
a
number
of
individuals
are
named
in
it
and
it
is
it's
a
fairly
lengthy
document,
so
we
are
looking
through
it
right
now
and
I
can
advise
you
later
on.
This
certainly
doesn't
stop
counsel
from
debating
it
and
discussing
it,
and
I
will
advise
as
soon
as
I'm
able
to
do
so
well.
G
L
G
A
K
Speaker
I
hope
that
I
don't
get
interjected
here,
because
I've
asked
I've
been
asked
by
my
lawyer
to
stand
up
and
threw
the
chair
speak
to
some
comments
that
were
made
by
by
the
councillor
from
from
Ward
22
councillor
Matt
Lowe
at
the
Audit
Committee.
They
were
slanderous
towards
me.
They
were
innuendos
that
played
out
through
him
to
the
media,
and
my
lawyers
asked
me
very
directly
in
public
to
ask
counselor
Matt
Lowe
to
apologize
on
everything
that
he
said
about
me
related
to
this
and
give
him
an
opportunity
to
do
that.
Right
now.
J
A
K
You,
madam
Speaker,
at
the
Audit
Committee
as
we
were
dealing
with
the
the
issue
of
aero
road
councilor,
Matt
Lowe
had
made
a
number
of
slurs
a
number
of
innuendos
and
a
number
of
very
slanderous
comments
towards
me.
My
lawyer
has
advised
me
to
stand
in
my
place
and
give
him
an
opportunity
to
apologize
for
all
the
things
that
he
has
said
about
me
at
that
meeting
and
in
public
through
the
media
and
to
give
him
an
opportunity
to
do
it
in
public
right
now.
G
M
K
But
to
do
that,
if
that
were
the
response
and
for
you
to
get
back
to
us
at
the
after
after
you
you,
you
roll
back
the
tapes
in
terms
of
the
committee
meeting
and
after
you,
roll
back.
The
tapes
in
terms
of
the
interviews
are
done
with
the
media
and
if
you
wish
to
apologize,
I'd
like
it
in
public
and
we're
giving
you
the
opportunity
to
do
it
in
public.
Madam.
M
Speaker
I
can
only
say
that
that
I've
heard
sort
of
a
vague
suggestion
about
various
comments,
but
I,
but
I
haven't
heard
a
specific
complaint
about
a
specific
comment.
Obviously,
if
the
member
would
like
to
send
me
something
that
I
can
read
I
to
be
happy
to
review
that
and
if
I'm
in
the
wrong
of
course
I
would
I
would
accept
that
okay.
K
D
A
Counselor

to
the

and
calcium.
A
lady

asking
you

those

to
those
public

you
made

that

That's
it
all

Okay!
Thank
you!
A

Okay,
