options

consider
is
front

loading

risk
of
the
construction
of
that
public
works.
You

performance
bonds,
those
types
of
things
in
order
to
manage
the
cost
controls.
This
is
a
very
large
endeavor.
It's
a
large
building
and

I'd
like
to
hear
about
that
and.

we
know,
the
report
before
us
tells
us
that
the
the
financials
in
this
entire
transaction
or
tenuous-
and
that
is
my
concern-
is
if
there
are
escalating
costs,
because

costs
change
over
time.

want
to
see

entire
business
case
fall
off
the
table
and
I'd
like
to
make
sure
that
staff
have
a
breadth
of
options
that
they
can
address
in
the
design
of
this
building,
and
if
there
are
opportunities
to
include
modularity
or
some
standard
components
of
the
building,
that
would
reduce
both
the
capital
costs
and
the
operating
costs.

know

report

there
are
funds
and
I'm
thinking,
in
particular,
towards
the
community
center.

is
part
of
the
facility's
master
plan,
and
what

would
like
to
do
is

staff

option

decouple

future
reports.

that's,
what
needs
to
be
done,
and
in
other
words,
what

don't
want
to
do

hang
up
the
creation
of
a
community
center

timeline
for
the
Etobicoke
civic
center
increase
in
length

community
expects

have
beautiful
buildings
in
the
City
of
Toronto.

can
look
at
the
Scarborough
Civic
Center,
it's
spectacular,
Mariamma
building!

beautiful
building.

not
now
start
having
boxes
and

think

should
rely
on
create

and
the
CEO,

deputy
city
manager

Corporate
Services.

do

I

want

quickly
speak
to
this,
and

mr.
Castle
is
last
meeting

mr.
Gavin's
last
meeting,

they
have
come
up
with
very
long
difficult
negotiations
to
put
these
two
pieces
of
property
together.
If
this
was
simply
a
Toronto
parking
authority
piece
of
land,
it
might
look
different.

But
it's
not
it's
half
developer,
half
Toronto
parking
authority
and
we
have
been
working
on
that
now
for
a
year
since
October,
22nd
2018
to
add
affordable
housing
in
it's
not
been
easy,
but
it
should
work
at
16
units
which
I'm,
hoping
and
I
believe.
The
report
says
we'll
put
out
for
an
RFP,
but
for
co-op
units
there's
a
lot
of
coops
there.
Somebody
needs
to
manage
that,
and
they
can
this
context.
This
would
update
that
planning
study
a
little
bit
and
I'm
glad
the
chief
planner
was
very
clear.
This
isn't
an
old
study.

It
is
still
a
current
study,
but
as
we're
going
to
see
in
the
Carla
planning
study,
I've
asked
to
have
affordable
housing
added
to
the
planning,
studies
and
I
think
that
we
should
do
that
in
every
planning
study
in
the
City
of
Toronto.
We
have
to
have
every
track
open
to
achieve
as
much
affordable
housing
as
possible,
so
I'm
very
happy
to
move
this
forward.
It's
been
a
year,
I
hope
that
anybody
watching
understands
and
some
of
the
advocates
that
are
there.

we're
able

given
the
funds

restrictions

we

Broadview.

we

this
as
many

just
incrementally
add
to
affordable
housing
throughout
the

there's
a
proposal
to
modify
our
process
and
I
wondered
if
you
could
recap
very
quickly
for
council
what
it
is.
The
process
is
to
have
a
street
converted
to
on
street
parking
where
there
is
not
on
street
parking.

Once
that
provision
is
satisfied,
it
allows
us
to
move
to
the
next
part,
which
is
polling.
The
by
law
calls
for
polling
to
occur
under
the
provisions
of
the
Harmonized
polling
by
law,
where
ballots
are
mailed
out
to
everyone
on
the
street
or
the
block
of
the
street
in
question
that
are
18
years
of
age
or
older.
Now
we
need
at
least
25%
of
those
ballots
to
be
returned
of
the
ballots
returned
we're
looking
for
a
clear
majority,
50%
plus
one.

the

the

think
it
certainly
changes
the
look

feel

function
of
the
street

impacts

terms

easily

a

to
our

back

2020

to
contemplate

we

believe,

robust

that's
been
going
on
for
some
time.

potential
to
look
at
that
residential
kerb
space
is
more
of
a
citywide
resource.

housing
and

zoning
would
work

to
connect
the
potential
for
affordable
housing
in
the
major

major
transit
station
areas
in
conformity
with
the
growth
plan,

work

two-year
project
and
we'll

looking
at
all
of
the
major
transit
station
areas
across
the
city
to
make
sure
that
we
have
the
minimum
densities,
both
population
and
employment
densities,

achieve

growth
plan

that
approach
in
that
report
that
we
bring
to
planning
and
housing
early
in
the
new
year.

the
areas
across
the
city

have
those

indicated,

assessing
the
densities

are
currently
permitted

proximity

transit
stations.

meter

Yonge
and
Eglinton
will
meet
those
minimums,

we
will
do
that
assessment
and

will
show
councillors
in
those
areas

we

route
and

going
to
come
out,
we're
not
sure
at
that
Jordan
Carla,
but
nonetheless
adding
the
affordable
housing
piece
into
this
study.

done

at

get
that

study

start

happy

they
have
