a

to

time

term

briefly
about
my
mother
who's
here
today
and
my
wife
barb
who's
here
today.
But
since
the
special
guests
also
gets
to
say
a
few
words,
I
was
apprehensive
about
either
of
those
selections
and
that's
not
to
take
away
from
that's
not
to
take
away
from
the
person.

I
did
choose,
but
I
returned
to
the
model
that
I
adopted
in
2014,
which
was
to
pick
someone
who
is
a
community
hero
to
me.
In
2014,
I
asked
the
LEAs
Rousso
to
place
the
chain
of
office
on
me
and
recognition,
yes
of
her
courage
and
the
unbelievable
story
that
that
became
her
life,
but
also
her
tireless
work
to
give
young
people
a
positive
option,
which
I
thought
and
I
continue
to
think
is
so
important
and
my
special
guest.
Today.

Our
special
guest
today
has
made
her
whole
life
about
hope
and
support
and
guidance
to
young
people,
especially
in
Etobicoke
Rexdale.
Marcia
brown,
with
her
energy
and
her
compassion
and
initially
with
her
own
time
and
her
own
money,
established
an
organization
today
known
as
trust
15.
It
operates.
Programs
called,
ladies
on
the
rise
girls
on
the
rise,
men
of
distinction
and
boys
of
excellence.

those
all
sound
like
pretty
serious,
even
strict
monikers
and
the
young
people
involved,
of
whom
I
have
met,
hundreds
that
have
been
through
her
programs
call
her
either
miss
or
mrs.
Brown,
I'm,
not
sure
which
ones
call
her
which,
but
they
call
her
one
or
the
other.
Nobody
seems
to
call
her
Marcia,
perhaps
when
they
graduate
I
hadn't
noticed
that,
but
I
will
tell
you
that
I
have
never
met
notwithstanding
the
strict
sounding
titles
and,
notwithstanding
that
they
call
her
miss
or
mrs.

Brown
I've
never
met
a
woman
with
a
bigger
heart
and
beyond
the
funding.
Beyond
the
names
these
organizations
have,
it
is
people
like
marcia
brown,
who
will
help
us
with
the
vital
work
that
we
will
all
engage
in,
that
I
will
engage
in
from
my
heart
over
the
next
four
years
and
for
as
long
as
I
can,
because
I
believe
it
is
vital
to
the
honoring
of
our
values
as
Torontonians
that
we
continue
with
that
work.

miracle-worker

you
saw

confidence
and
the
self-esteem
of
the
young
people
who
are

been
through,
her
programs
people
she
coaches
day
in
and
day
out,
you

proud

also
be
proud
of
her
and

she
stands
for
in
our
city.

my

Good
afternoon,
everyone
allow
me
to
introduce
myself.
My
name
is
Marcia
Brown
and
I'm.
The
founder
and
executive
director
of
trust,
15
I'm,
an
advocate
for
both
youth
and
families
in
the
Etobicoke
north
trust.
15
has
been
a
grassroots
organization
working
diligently
in
the
tropical
north
with
the
recent
events
in
violence
that
have
been
plunging
our
communities
over
the
past
several
months,
programs,
like
trust,
15
and
others,
are
a
valuable
option
for
our
families
living
in
the
Toronto
priority.
Neighborhoods
I
have
seen
the
effect
that
senseless
violence
in
our
communities
and
youth.
A
It's
seen,
we
see
good
kids
caught
up
in
situations
that
it's
not
acceptable.
We
see
these
events
playing
right
in
front
of
our
eyes.
We
see
it
on
the
evening
news.
It's
hard
to
believe
it's
happening
here
in
our
beautiful
city.
Toronto
the
good,
but
I
am
glad
to
be
here
today
so
glad
there
is
a
great
hope
in
change
in
the
great
city,
because
at
the
city
are
bigger
and
better
things
that
are
happening.

have

passion
to
mentor
both
youth
and
families
in
the
community,
and
over
the
past
several
years
I
found
someone

the

Toronto,

Mayor

our
councillors
that
this
program
is

youth

programs

work

young

them
brimming

self-confidence

success

Marcia
helps
them
to
make
sure
they
can
do
that.

want

begin
by
saying
thank

first

just
add
to

because
it's
the
first
time
you
know

special
council
meetings
we
had
during
the
summer.

me

your
behalf,
everybody

our
new
city
manager,
Chris
Murray,
who
is
well
into
this
job.

beyond,
words

welcome
I
want
to
say
words
of
thanks
and
I'm
sure
that
in
saying
these

speak
on
behalf
of
all
the
people
of
Toronto.
To
my
colleagues
on
city
council,
thank
you
for
offering
yourselves
for
public
service
public
service,
as
we
know,
including
the
holding
of
elected
office,
is
a
noble
pursuit,
but
it
also
requires
fortitude.
It
requires
endurance,
it
requires
energy.
So
let
me
thank
you
for
that
and
thank
you
in
advance
for
the
work
that
we're
going
to
do
here
together.

important
work,
none
of
us
get
here
without
a
lot
of
love
and
support,
and
none
of
us
stays
here

stays

effectively

happily

got

my

council
are
all
forced
to
put
up
with
me

a
few
hours
a
day
for
44
years
stretches
at
a
time.

Barb
has
done
it
voluntarily
for
a
lot
longer
with
no
summer
recess
and
with
no
end
in
sight.
I
thank
goodness
and
I
she's
had
a
challenging
year
health-wise,
but
she
was
still
hugely
supportive
of
me
in
my
work,
including
as
mayor
and
in
giving
me
that
kind
of
unvarnished
advice
that
you
all
know
can
only
come
from
a
spouse
or
a
partner
and
I
love
her
to
death
and
I.
Thank
her
very
much
for
all
she
does
for
me.

I
also
have
to
thank
my
kids
but
I'm
sure
I
speak
on
behalf
of
those
on
council
who
have
children
and
saying
thank
you
to
our
children.
They
keep
us
grounded
and
they
make
sure
that
we
never
take
ourselves
too
seriously.
I
should
say
that
I
have
not
yet
forgotten
that
performance.
My
children
put
on
an
election
night.
They
said
it
was
meant
to
be
funny
and
I
will
I'm
sure
treated
as
funny
when
I
repay
them
sometime
in
the
not-too-distant
future.

will
say
that
I
know
all
the
members
of
council
thank
those
who
are
on
their
staff
here
at
City
Hall,
but
also
the
people
who
helped
them
with
their
campaigns,
because
that's
true
of
every
representative
in
this
chamber,
working
with
our
superb
city
staff,
the
people
who
work
here
at
City,
Hall
and
the
offices
of
the
members
of
council
are
some
of
the
best
hard-working
people.
We
know,
as
are
the
members
of
our
city
staff,
some
of
the
most
loyal,
smart
and
committed
public
servants.

So
that's
enough!
Looking
back,
let's
look
at
what
lies
ahead.
I
said
on
election
night
that
I
fully
intend
to
capitalize
on
the
strong
mandate
given
to
me
by
people
across
the
city
of
Toronto,
to
put
my
shoulder
back
to
the
wheel
and
help
us
usher
in
the
continued
progress
that
our
city
needs
and
so
richly
deserves,
and
I
meant
every
word
of
that.
I
know
that
all
of
you
are
here
to
make
progress,
and
so
now
we
have
to
get
on
with
it.
What
does
that
progress?
Look
like?
Above
all,
it
means
thinking
bigger.

We
have
to
expand
opportunity
to
make
our
city
more
livable
and
to
make
it
easier
to
get
around
lazy,
dog'
the
Toronto
on
ex-premier
Clermont,
lower-priority,
a
large
mall,
a
bar
table,
a
mirror,
a
sea
on
the
transport
on
commune
mank
and
a
taxi
on
free
effort
aboard
habla,
a
security,
a
collectivity.
That
means
we
have
to
invest
in
our
priorities
in
what
our
fellow
Torontonians
have
told
us
are
their
priorities,
affordable
housing,
expanded
and
improved
transit
and
safe
neighborhoods,
which
are
at
one
in
the
same
time,
inclusive
and
included.

That's
one
of
the
reasons
I
asked
Marcia
Braun
to
be
part
of
this
ceremony
today,
because
she
embodies
that
dedication
to
ensuring
that
everyone
is
included
that
we
make
every
effort.
We
can
to
make
sure
that
everyone
is
included
in
the
success
that
Toronto
is
destined
to
be,
and
all
of
this
must
be
achieved
while
properly
managing
the
city's
finances
and
keeping
life
as
affordable.
As
we
can.
That
message
came
through
during
the
campaign
as
well
in
a
perfect
world.

The
next
four
years
will
see
continued
prosperity,
strong
economic
growth
across
Canada
and
across
Ontario,
led
by
Toronto
as
the
economic
engine
of
both,
and
that
would
help
us
to
do
our
job
in
that
regard.

would
remind
the
other
governments
that
our
ability
to
be
able
to
do
our
job
has
a
definite
impact
on
the
success
of
the
provincial
and
national
economies
and
thus
on
our
province
and
on
our
country.

challenges

front

thinking,

of
an
example
like
our
friends
and
neighbors
in
the
GTA
just
to
the
east
and
the
planned
closure
of
General
Motors
in
Oshawa.

That
sad
news
brings
with
us
an
obligation
for
us
to
help
in
any
way
that
we
can.
But
it
also
brings
with
us
a
reminder
that,
in
a
global
economy
dominated
by
rapid
change,
we
can
take
nothing
for
granted
that
no
industry
or
sector
is
safe
from
disruption,
and
that
means
vigilance.
But
it
also
means
cooperation
to
understand
the
change
and
strong
partnerships
to
help
people
and
businesses
adjust
when
that
change
comes
about
are
essential
to
the
well-being
of
our
city
and
our
province,
and
our
country.

Government
finances
are
also
a
challenge
at
City
Hall,
at
Queen's,
Park
and
in
Ottawa,
meaning
we
have
to
work
harder
and
together
to
show
the
public
that
collectively
we
are
doing
our
very
best
for
them.
Each
and
every
day
here
in
Toronto,
we
have
a
slightly
less
buoyant
real-estate
market
than
we've
been
experiencing.
Land
transfer
tax
revenues
aren't
growing,
as
we
knew
would
be.
E
The
case
and
interest
rates
are
on
the
rise,
all
of
which
suggests
that
we
simply,
we
won't
simply
be
able
to
do
things
exactly
as
we
have
in
the
past,
and
it
suggests
as
well
that
adaptation
is
required
of
us
here
at
City
Hall,
just
as
it
has
been
required
in
recent
years
by
just
about
everyone
else.
In
the
City
of
Toronto,
including
in
particular
the
people
that
we
serve
I.
E
Ask
that
we
all
take
a
good
hard
look
at
the
new
reality
we
find
ourselves
in
and
the
way
that
we
recommit
ourselves
to
working
together,
even
if
it
takes
a
few
more
late
nights
and
early
mornings
to
deliver
on
what
the
people
asked
us
to
do
and
what
we
promised
we
would
do,
and
that
is
to
look
out
for
the
long-term
health
and
vitality
of
this
great
city
that
we
call
home.
Thankfully,
on
the
positive
side
of
the
ledger,
we've
got
a
lot
going
for
us.
E
People
are
eager
to
come
to
Toronto
we're
having
this
great
moment
on
the
world
stage
right
now,
where
we're
considered
a
cool
and
welcoming
and
respectful
caring
place
to
be
young,
diverse,
exciting
inclusive.
These
are
not
necessarily
words
that
would
have
been
a
spoken
about
the
Toronto
that
I
grew
up
in
when
I
was
young,
but
today
these
are
words
of
description
of
the
young.
People
of
our
city
are
very
proud
of,
as
should
we
all
be
attributes.
E
The
world
has
taken
notice,
notice
of
as
well
in
business
in
the
arts
and
how
we
treat
each
other
and
stand
up
against
hate
and
discrimination
anytime
that
it
rears
its
head
here.
In
fact,
it
is
more
important
than
ever
now
in
a
world
that
is
beset
by
more
turmoil
and
more
division
and
more
polarization
that
we
make
sure
that
Toronto
remains
a
beacon
of
hope
for
people
from
around
the
world
that
we
don't
don't
accept
that
in
any
way
shape
or
form
at
any
time.
E
There's
an
energy
in
the
city,
unlike
anything
we've
seen
before,
but
to
keep
that
going,
we
have
to
invest
and
we
have
to
build.
We
have
to
keep
that
momentum
going
and
make
certain
that
it
exists
and
is
felt
and
experienced
in
quite
a
few
places
right
here
in
Toronto,
which
the
good
times
have
not
yet
reached.
It
comes
back
to
those
priorities
that
I
mentioned
at
the
outset.
I
believe
the
priorities
that
the
voters
registered
with
all
of
us
were
their
top
priorities.
E
If
we
want
young
people
to
stay
here
and
to
realize
their
dreams
here,
we
must
find
ways
to
make
housing
more
affordable
and
to
increase
the
supply
of
affordable
housing.
Our
city
cannot
afford
to
let
slip
away
all
that
talent
and
city
building
energy
and
have
it
go
elsewhere
due
to
a
lack
of
affordable
housing.
If
we
want
people
from
every
occupation
and
every
income
group
to
stay
here
and
help
us
build
not
only
a
strong
economy
but
even
more
importantly,
a
great
inclusive
City.
E
We
must
help
them
find
affordable
housing
and
help
them
to
get
around
at
the
same
time
on
the
ladder,
namely
the
expansion
and
improvement
of
our
public
transit.
We've
made
some
good
strides
historic.
Provincial
approvals
have
been
received
recently
on
the
relief
line
and
on
smart
track
in
recent
weeks
before
the
election
was
held.
We
are
finally
in
the
case
of
the
relief
line
moving
forward.
E
On
the
general
issue
of
mobility,
led
by
public
transportation
and
the
expansion
and
improve
of
our
public
transit-
and
that
is
because
we
know
that
it
is
a-
it
is
an
absolute
ape
foundation
table
stake
of
living
here,
that
we
should
have
a
better
and
expanded
transit
system,
but
also
because
we

should
be
frazzled
or
stressed
before
they
get
to
work
and
then
spend
the
day
dreading
the
trip
home.
It's
not
productive,
and
it's
not
livable,
and
it's
something
that
we
can't
accept.

We
can
do
better
and
I
believe
that
we
will
in
the
next
four
years
and
beyond.
If
we
want
people
to
walk
around
confident
and
secure,
we
must
also
focus
our
attention
on
making
our
communities
safer.
All
of
us
went
too
far
too
many
vigils
and
memorials
last
year
and
shed
far
too
many
tears
over
lives,
cut
short
and
families
devastated
by
different
acts
of
violence
and
marcia
made
reference
to
these
herself,
and
I
think
we
would
all
agree
it
has
to
stop.
It
has
to
stop.
E
E
And
I
renew
today
that
my
call
on
the
Government
of
Canada
in
particular,
who
have
taken
some
positive
steps
forward
to
consider
ways
in
which
we
can
more
strictly
control
the
supply
and
availability
of
guns
in
our
city,
because
they
are
the
scourge
of
a
safe
city
and
I'm
heartened
by
some
of
the
steps.
They've
taken
to
at
least
consider
different
points
of
view
and
I.
Think
you
have
to
keep
that
pressure
on
going
forward.
That
and
a
number
of
other
measures.
E
In
the
coming
days,
a
new
class
of
police
officers
will
sign
on
bringing
us
closer
to
the
deployment
of
200
new
officers
for
2018,
which
I
committed
to
during
the
campaign,
and
we
won't
stop
there.
The
chief
and
the
Police
Services
Board
are
working
with
us
to
free
up
the
time
of
our
uniformed
police
officers
in
many
different
ways,
so
that
they
can
be
on
the
frontlines
and
in
the
community
in
significantly
increased
numbers.
E
I
am
committed
today
again
with
the
anticipated
support
of
this
council
that
we
will
take
steps
necessary
to
close
any
gaps
in
the
youth
equity
strategy
so
that
we
ensure
that
we
continue
to
provide
positive
pathways
and
hope
to
those
who
are
growing
up
in
more
marginalized
communities.
Those
young
people,
together
with
their
families,
need
some
extra
support,
whether
its
funding,
a
program
which
we
don't
presently
do
I
should
say,
but
whether
its
funding
a
program
like
Marcia's
or
a
host
of
other
things
that
we're
familiar
with
that
do
make
a
difference.

My
commitment
to
doing
that
is
absolute.
Now,
of
course,
we
have
to
do
all
this
responsibly
and
affordably.
There
are
all
kinds
of
Emily's
out
there
that
know
how
to
put
a
dollar
to
work
for
themselves,
who
watch
their
budgets
closely,
who
have
to
they
have
no
option
but
to
watch
their
budgets
closely
and
who
make
smart
decisions.
We
owe
it
to
them
to
do
the
same
with
the
resources
they
have
given
to
us.

This
is
a
big
challenge
for
us,
but
it
does
speak
to
affordability,
probably
the
single
most
prevalent
issue
that
was
discussed
with
me
during
the
campaign,
different
kinds
of
affordability,
but
there
is
no
question
that,
while
in
a
big
uns
expensive
city,
that
affordability
is
a
challenge
on
a
number
of
fronts,
the
people
said
to
me
that
they
expect
it
to
be
addressed
on
all
fronts,
including
their
tax
bills.
Now,
finally,
I
would
like
to
address
myself
to
how
I
hope
we
can
go
about
things
in
this
chamber.

Well,
you
could
say
a
few
things
about
how
great
Toronto
is
and
they'd
agree
with
that,
but
they
want
to
see
us
work
together,
city
councillors,
working
together
and
us
here,
as
a
council
working
with
the
other
orders
of
government
to
get
things
done.
My
job
carries
with
it
a
special
responsibility
to
try
to
meet
the
wishes
and
carry
the
confidence
about
what
someone
once
described
as
the
whole
people.

But
we
need
that
collaboration
that
cooperation
that
adaptation
and
that
evolution
to
make
sure
that
we
can
get
those
things
done.
The
City
of
Toronto
is
a
magnificent
place.
It's
a
place
of
opportunity
and
it's
a
place
of
example.
I've
had
the
privilege
and
a
number
of
others
in
this
room
have
including
our
guests
here
today
to
travel
and
hear
people
talk
about
Toronto.
They
don't
know
very
much
about
Toronto,
but
they
know
about
our
way
of
life
here.

They
know
that
it
is
a
city
of
opportunity,
and
example,
not
perfect,
but
an
example
of
how
we
show
respect
for
each
other,
how
we
accept
each
other,
no
matter
what,
as
we
come,
how
we
celebrate
each
other's
holidays
in
each
other's
traditions
and
that
we
gain
strength
from
that.
But
the
City
of
Toronto
is
also
becoming
increasingly
complex
by
the
day
home,
as
it
is
to
a
population
which
has
dramatically
different
experiences
of
life,
and
that's
not
just
meant
to
apply
to
people
who
may
be
newcomers.

People
who've
been
here
for
generations,
have
dramatically
different
experiences
of
life.
I
understand
that
and
I
pledge
to
try
my
very
best
to
speak
for
and
act
for
that
whole
population
without
exception,
as
difficult
as
that
can
often
be
and
I
urge
colleagues
to
work
with
me
harder
than
ever
to
resist
the
politics
of
division,
which
seemed
to
be
so
prevalent
in
so
many
other
places
today,
sometimes
not
too
far
away.
We
don't
have
to
divide
and
polarize
here.
Our
purpose
is
to
continue
to
create
a
place
where
we
bring
people
together.

people

around

world
a
place
where
we
build

city
for
everyone,
a
city
of
opportunity

we
