the
breaking
the
cycle
of
violence
and
the
initiative
that
you
are
looking
at.

I
will

about
five

each

speak,
to
create
an
opportunity
so
that
we
can
get
the
full
understanding
and
undertaking
of
what
you're
about
to
embark
on.

Good
morning,
counselor,
Thompson
and
members
of
the
committee
I
want
to
thank
you
for
allowing
us
to
present
a
potential
opportunity
for
collaboration
between
the
city
of
Toronto
and
the
trauma
program
at
Sunnybrook,
Health
Sciences,
Centre
I've
been
a
trauma
surgeon
for
the
past
20
years
and
lead
the
Tauri
trauma
center
at
Sunnybrook
and
I.
Don't
think
that
any
of
you
would
be
surprised
to
hear
me
say
that
there
has
been
a
profound
change
in
the
types
of
injuries.
My
team
is
caring.
E
For
now
it
is
rare
for
us
to
go
even
a
single
night
without
attending
to
a
patient
who
has
been
shot
or
stabbed.
Many
of
these
patients
do
well,
but
a
small
number
have
tragic
outcomes.
What's
most
frustrating
to
us
is
that
we
know
that
many
of
these
injuries
are
entirely
preventable,
while
legislation
to
get
the
guns
off
the
streets
is
one
approach.
There
are
others
and
I
want
to
provide
some
anecdotes
to
illustrate
where
these
other
opportunities
might
lie.

In
2007,
we
cared
for
a
young
man
who
was
shot
and
had
minor
injuries
so
minor.
He
didn't
require
admission
to
hospital
and
was
sent
home
from
the
emergency
department
a
few
years
later.
He
was
shot
again
and
his
life
changed
in
an
instant.
He
suffered
a
severe
spinal
cord
injury
and
now
requires
a
wheelchair
for
life.
Another
more
recent
tragic
example:
a
teenager
was
shot
in
2014.
He
required
surgery
for
a
few
broken
bones
and
mustn't
home
after
a
very
short
hospital
stay.

Two
years
later,
he
returns
to
our
trauma
center
having
been
shot
again,
but
this
time
it's
too
late
he's
pronounced
dead
on
arrival
by
our
trauma
team.
These
stories
really
are
becoming
just
far
too
common.
Clearly,
the
approach
of
patching
them
up
and
sending
them
home
is
not
enough.
Imagine
if
there
was
a
way
to
interrupts
the
pattern
of
violence
and
change
a
young
person's
trajectory.

You,
dr.
Nathan's,
the
Center
for
injury
prevention,
has
a
tradition
of
collaboration
with
agencies
to
support
shared
safety
objectives
within
the
City
of
Toronto.
We
have
worked
extensively
over
the
years
with
public
health,
fire,
police
and
paramedics
services
to
name
a
few.
Our
lank
longest
standing
collaborative
program
is
the
prevent
alcohol
and
risk
related
trauma
in
youth
or
party
program,
and
we've
been
proudly
delivering
this
injury
prevention
program
to
Toronto
High
School
students
since
1986
our
work
is
driven
by
statistics
and
with
the
prevalence
of
violent,
traumatic
injuries.

We
strive
to
effect
change
within
this
cohort.
We
have
developed
a
new
hospital
based
violence,
intervention
program
or
H
VIP
to
promote
positive
alternatives
to
violence
in
order
to
reduce
retaliation,
criminal
involvement
and
re
injury
among
youth
injured
by
violence.
Our
program
is
called
brave,
which
stands
for
breaking
the
cycle
of
violence
with
empathy.
Imagine
what
a
program
like
brave
might
have
done
for
the
two
young
gentlemen,
dr.
Nathan's
referred
to
a
moment
ago.

We've
done
extensive
research
on
successful
program
models
from
our
counterparts
in
the
United
States,
and
we've
learned
about
the
tremendous
resources
developed
right
here
within
the
city
of
Toronto.
To
this
end,
we're
thankful
to
city
staff
to
mascha,
grant
and
Omar
Sibley's
for
their
time
and
support
in
helping
to
connect
us
to
programs
like
focus
the
youth
development
unit
and
other
city
and
community
resources.

VIPs
were
established
first
in
the
1990s
and
have
proven
effective
in
reducing
violent
injury
reoccurrence
as
well
as
saving
the
shared
cost
associated
with
the
care
of
these
patients
in
and
out
of
the
hospital.
A
unique
feature
of
these
programs
is
the
public
health
lens
through
which
they
operate.
Like
other
public
health
issues,
the
violent
injury
has
identifiable
factors
that
put
people
at
risk
or
offer
protection.
These
are
called
the
social
determinants
of
health.

The
hallmark
feature
of
brave,
like
other
hv
IPS,
is
the
culturally
competent
case
manager
that
is
able
to
reach
the
patient
critical
time,
which
is
referred
to
as
the
teachable
moment.
It's
in
this
moment
that
a
patient
can
reflect
on
the
factors
that
led
to
their
health
crisis.
It's
also
in
this
moment
that
an
alternative
pathway
can
be
offered
that
includes
connection
to
community
services
and
support
to
address
the
underlying
conditions
that
perpetuate
violence.

Our
hope
is
to
operationalize
brave
as
soon
as
possible,
we're
now
working
on
reducing
the
rate
of
injuries
due
to
violence
by
partnering
with
the
city
through
the
well
established
focus
situation,
tables
and
connections
to
the
larger
network
of
community
agencies.
However,
there
was
one
one
critical
element
of
the
program:
that's
missing
an
embedded
case
manager
as
part
of
our
team
to
reach
our
trauma
patients
during
their
teachable
moment,
while
hospitalized.

To
this
end,
we
are
looking
to
partner
with
a
city
to
allocate
funding,
to
support
an
on-site
case
manager
at
Sunnybrook
to
link
our
patients
with
focus
as
soon
as
possible.
With
that
specific
ask,
I
want
to
thank

the
opportunity

present
today
and
we'd
be
happy
to
answer
any

much

harm
reduction
approach
and
there's
so
much.
There
is
so
much
ability
at
tph
to
help
shape
something
like
this.
So
that
was
my
question
and
they
said
they
hadn't
yet
had
a
chance
to
work.

so,
and
then
the
operational
when
it
is
set
up
the
operational
focus
of
the
brave
program
is
this:
day-to-day
client
manager
supports
on-site,
facilitating
connections
to
whether,
as
you
spoke
about
it,
the
focused
program,
community
crisis
response
and
programs.
Other
community
agencies
is
that
on-site
people
who
are
connected
and
can
make
those
connections
for
the
individual
to
others
to
Hoff's.
So.

I
mean
we've
actually
explored
focus.
We've
had
discussions
with
with
focus.
What
we're
looking
for
is
someone
who
can
actually
work
within
the
walls
of
Sunnybrook,
who
we
identify
the
patients,
for
we
receive
these
patients
on
a
daily
basis,
who
would
actually
create
that
link
to
focus
so
we
know
we
have
social
workers
they're,
probably
not
the
right
people
to
do
this,
we're
looking
for
the
right
case,
managers
who
will
be
able
to
link
our
patients
to
the
focus
tables.

The
model
program
is
in
San
Francisco,
what's
called
a
wraparound,
it's
probably
the
longest
standing
program.
It's
now
in
Detroit,
it's
in
Chicago,
it's
in
LA,
and
a
number
of
other
cities
have
doing
this.
There's
actually
a
national
in
the
u.s.,
a
national
network
of
hospital
based
violence,
intervention
programs-
probably
about
30
programs
because
of
the
challenges
they've
had
with
firearm
injuries.
Troy
doctors
called
wraparound
in
all
those
cities
ago.
It's
called
wraparound
in
San,
Francisco
wraparound
was
the
initial
program,
and
it's
since
has
disseminated
to
at
many
other
cities
and.
I

F
There
is
quite
a
bit
of
research:
that's
looked
at
the
programs
that
started
in
the
in
the
1990s
and
have
looked
at
those
programs
over
time.
They
looked
at
them
from
different
perspectives,
whether
it's
economics
and
cost
savings
that
might
be
experienced
both
in
the
system
as
well
as
in
the
hospital
itself.

They've
looked
at
the
experience
of
the
individual
patients
in
terms
of
some
qualitative
research
and
interviewing
understanding
the
programs
that
people
have
been
able
to
connect
you
and
the
way
that
they've
been
able
to
change
their
their
life,
trajectory
and
move
away
from
from
violence
and
and
and
then
there's
the
there's
other
forms
of
program
evaluation
ongoing.
Looking
at
the
effectiveness
of
these
programs
in
various
different
ways,
there
isn't
a
trim,
there
isn't
an
enormous
amount
of
research.

trying
to
understand
this
I
think
you

us

you're
doing
this,
the
the
city's
in
fact
moving
to
a
public
health
approach
to
the
the
parts
that
are
directly
within
our
purview
and
we're
waiting
for
a
report
back
on
that
help
me
understand
because
you,
you
have
a
social
work
based
intervention
program
there,
but
what
you're
asking
for
is
that
it
needs
to
be
a
person
from
from
one
of
our
programs
come
right
in
and
be
situated
in
there.
What
is
it
they?

I
mean
the
the
expertise
of
the
individual
is
probably
less
important
than
their
ability
to
link
the
hospital
with
the
community-based
organizations
and
actually
navigate
for
that
patient,
probably
for
as
long
as
a
year
after
hospital
discharge
to
ensure
that
the
right
trajectory
is
taken
and
to
link
them
up
at
the
right
people.
Our
social
workers
within
the
hospital
tend
to
focus
on
what
the
immediate
needs
are
for
those
patients,
while
in
hospital
and
after
discharge,
there's
no
further
communication.

At
this
point
in
time,
there
are
insufficient
funds
from
the
health
side
of
things
to
be
able
to
do
this.
We
are
approaching
the
City
of
Toronto
because
of
the
challenges
that
we
all
face
together
in
managing
firearms,
and
this
is
seen
as
a
prevention
issue
rather
than
a
health
issue.
Unfortunately,
I
believe
they're.
Those
are
actually
related,
but
you
know
this
is
one
of
those
things
that
tends
to
fall
between
the
cracks
so.

You
would
would-
and
you
have
you
have
funding
issues
on
your
own
side,
so
so
you
would
understand
if
we
had
to
look
into
this
more
on
our
side,
we're
we're
in
insufficient
funds,
because
we're
still
waiting
for
twenty
five
million
dollars
that
the
federal
government
made
a
wonderful
announcement
about,
but
it
hasn't
delivered
yet
for
our
own
prevention
programs
in
this
this
realm.
So
if
we
were
to
look
into
it,
that
would
at
least
be
progress
towards
some
sort
of
collaboration.
Today,
absolutely.

if
I
could
to
you
both

obviously
for
being
here
so
there's
some,
what
I
think
jurisdictional
issues
and
so
a
province
actually
regulates
hospitals
right
and
so
just
in
terms
of
our
engagement
and
our
involvement.
Clearly,
we
want
to
be
involved
from
providing
solutions.
Have
you
approached
anyone
in
the
province
that,
at
this
point
about
the
program
itself,.

No,
we
have
not
yet
this
would
typically
come
through
a
you
know:
a
hospital
funding
model
right.
You
know,
there's
a
number
of
asks
coming
through
the
healthcare
system
for
funding.
You
know
you've
read
about
Holloway
medicine,
all
those
other
asks
so
again
the
challenge
with
this.
It
tends
to
fall
between
health
care
and
public
health
and
prevention.
So
right,
okay
and
so
appearance.

Here:
okay,
fair
enough
and
then
you're
asking
for
essentially
a
case
manager
person
who
would
be
responsible.
This,
oh
I'm,
just
thinking
that
is
one
sufficient.
Would
you
not
simply
think
that
perhaps
at
least
two
persons
would
be
at
least
to
start
the
program
if
one
person
was
sick
for
a
period
of
time,
for
example,
we
would
then
negate
the
efforts
right,
because
you
wouldn't
have
someone
who
would
be
able
to
offer
the
services
that
you're
looking
to
offers.

we
wanted
to
start
off
with
a
request
that
appeared
to
be
reasonable.
I
will
also
point
out
that
you
know
we
have
close
relationships
with
st.
Mike's
and
sick
kids,
yeah
all
work
together
collaboratively
and
if
we
found
a
way
to
do
this,
I
would
say
we
do
this
in
collaboration.
So
we
have
the
city
well
covered.
Okay,
that
would
probably
require
more
than
a
single
case
manager.
Oh
and
some
flexibility
across
the
center's
okay.

enough
I'm
just
putting
together
motion
which
really
will
involve
our
medical
officer
of
Health
and
the
whole
city
teams,
and
just
do
it
broadly
enough,
so
that
our
Social
Development
Finance
Group
can
actually
reach
out
to
the
different
partners
that
could
have
us,
so
I
don't
want
to
make
it
to
sort
of
narrow,
leaving
it
broadly
enough.
So
that
would
be
my
intent
for
today
in
terms
of
moving
forward
just

we
turn

negative
incident
into
a
turning
point
and
that
is
at
the
City
of
Toronto
from
an
overarching
perspective,
our
Toronto
youth
equity
strategy?
That's
what
it's
modeled
from
is:
how
do
you
for
people
who
are
at
risk
of
violence
in
criming
into
the
cycle
of
violence?
How
do
you
create
an
intervention
point
so
that
a
negative
incident
that
happens
once
doesn't
beget
a
second
one
to
your
example
of
the
youth
who
was
grazed
by
bullets
and
then
the
next
time
you
saw
him.

It
was
a
spinal
injury
and
so
I
think
the
from
a-ha
from
the
interest
inter
connection
between
the
hospital
setting
and
our
broader
work.
There
is
that,
as
a
point,
that
is
an
opportunity
for
an
intervention
point.
It's
not
radically
dissimilar
from
our
pre-charge
diversion
program,
which,
in
the
justice
system,
is
an
opportunity
for
an
intervention
point
for
youth
who
have
committed
a
first
who
have
been
charged
for
a
first
time
with
non
serious
offence
rather
than
that
become
the
first
charge
and
the
next
one's
a
serious
one.

The
pre-charge
diversion
program
in
court
with
Toronto,
Police
Services
and
the
justice
system
allows
you
to
enter
down
a
different
pathway,
and
so
this
is
a
similar
one
as
I
see.
In
this
case,
it
is
at
the
intake
point
of
the
hospital.
How
does
that
become
an
intervention
point,
and
how
do
we
allow
that
intervention
point
for
through
other
programs
at
the
city
and
the
province
and
perhaps
with
social
workers
in
the
hospital
to
start
to
look
at
some
of
those
root
causes
of
violence
that
led
to
that?

In
the
first
place,
dealing
with
past
trauma,
the
socioeconomic
status
may
be.
You
need
access
to
mental
health,
supports
all
of
those
factors,
so
the
model
that
we've
seen
elsewhere
that
Sunnybrook
you've
kindly
come
forward
to
say
we
can
do
this
better
here,
especially
what
you're,
seeing
I
think
is
an
excellent
model,
I
think
on
a
go-forward
basis
and
and
I
look
forward
to
seeing
the
motion
from
deputy
mayor
Thompson
is
from
a
coordination
point
of
view.

we
implement
this

how
do
we
effectively
fund
it?

view,
the
province

feds,

trauma
program
I,
want
to
thank
and
then
bring
back
a
report
by
November
to
help
us
to
be
able
to
move
forward
in
terms
of
direction
to
look
at
how
we
can
put
this
process
in
place.

When
you
contacted
me,
it
seemed
like
an
eternity
ago.
We
spent
quite
some
time
we
thrashed

it.

asked

staff
member
of
Keisha
Frances
to
work
with
you,
and
we've
been
working
together
to
this
day
that
you're
here
I
did
spend
some
time
to
take
a
look
at
the
wraparound
program.
Information
that's
available
online.

talks
a
little
bit
about
how
the
program
works
in
terms
of
reducing
injury
and
criminal
recidivism,
and
the
point
that
I
got
from
it
was
that
those
vulnerable
citizens
at
that
point,
where
they're
injured,
for
whatever
reasons
in
their
in
your
institutions
or
in
medical
institutions,
they
are
not
feeling
that
bravado
that
tends
to
create
a
problem
on
the
street.
They
are
at
a
moment
where
they
are
at.
You
know,
to
a
large
extent
your
mercy,
because
they
need
your
help.

They
need
attention
and
they
lessen
that
tension
with
respect
to
the
attitude,
and
so
the
point
you're
making
is
that
there
is
on
ramp
opportunity
to
engage
them
to
see
how
you
can
help
them
in
an
environment
that
they
then
believe
and
understand
that
they're
safe
in
and
the
best
way
to
help.
Anyone
is
in
an
environment
where
they
feel
safe.
A
It
can
help
them
when
they're
on
the
street
and
they
feel
that
bravado
and
they
don't
want
to
talk
to
you
and
they
can
do
all
the
things
that
they
feel
they
can
do
if
you're
being
heroic
in
their
own
personal
selfish
sense.
And
so
this
is
a
great
opportunity,
there's
mentoring
there,
all
those
things
that
you
need
and
we
talked
about
what
was
needed
that
caseworkers.
So
we're
spending
a
lot
of
money
on.
Let
me
ghost
the
policing
we've
got
now.

It's
been
two
weeks
ago,
fifty
four
million
X
number
of
dollars,
four
point:
five
million
for
overtime
and
so
on
so
forth.
I
think
what
we
need
to
look
at
is
a
piece
of
these
resources
being
allocated
for
just
this
program,
because
this
is
a
reality
in
terms
of
how
this
can
work.
We
can't
prevent
certain
things.
We
realize
that
certain
things
will
happen,
but
what
do
we
do
when
we
have
those
things?

looked
at
what
they've
done
in
Chicago,
we've
looked
at
what
they've
done
in
Milwaukee
Baltimore,
it's
interesting
and
I've
just
been
we're.
Looking
at
studying
what
they've
done
in
Oakland,
Oakland
California
is
reduced
their
gun
violence
rate
by
over
50%,
and
it's
all
intervention
with
a
lot
of
folks
coming
together,
including
the
police
community
at
large
everyone.
So
they
take
the
position.
Everyone
is
of
value.
Everyone
should
be
cared
for
matter.
What
your
circumstances
were
high-low
or
whatever
it
is
an
opportunity
for
us
to
be
engaged.

thing

violence

the
city
versus

long
time,

of
us

look
at
opportunities

before
the
inquest,

probably

have
said
you
know
it's,
it's
awful
that
folks
are
experiencing
homelessness,
it's
awful

people

using
drugs,
it's
awful
that
people
are
dying
but
I,
don't
know
of
anything
can
be
done
about
it
and
in
one
month
I
quickly
learned
that
you
can
save
those
lives
and
you
can
make
lives
better
for
all
of
those
marginalized
people
and
all
of
those
people
that
need
it,
and
it
was
an
emotional
time,
but
it
started
something.
It
started
a
conversation
with
me
and
my
family.

started

conversation
with

neighbors
last
month,
I
had
the
opportunity
to
hold
the
Federal
Minister
of
Health
to
task
on
it
as
well.
She
came
to
my
writing

thanked,
my
local
MP

inviting

yell
at
her,

you
know
express
my
feelings
to
her
and
and
I
thank
her
for
listening,
but
again,
I
can't
help
believe
that
anyone
that
becomes
informed
on
an
issue

issue
of
life

accepting
those
deaths

acceptable

unaffordable

Toronto
from
overdose.

We

over
a
hundred
staff
working
daily
to
fulfill
our
mission
to
help
make
communities
safer
by
delivering
individualized
and
integrated
support,
empowering
those
in
conflict
with
the
law
to
achieve
positive
change,
I
want
to
thank
the
city
of
Toronto
for
this
report
to
action
and
to
point
out
that
last
winter,
our
agency
had
full
standing
in
the
inquest
into
the
death
of
Bradley.
Chapman
I
was
very
pleased
to
see
one
of
the
jurors
here
who
I
recognized
right
away.
K
So,
thank
you
in
the
interest
of
time,
I'll
only
be
speaking
to
four
recommendations:
three
from
the
Chapman
inquest
and
1
from
the
Faulkner
inquest
respectively.
In
order
to
contextualize
my
remarks,
I
want
to
share
some
important
information
with
you.
Studies
show
that
those
who
are
released
from
custody
have
higher
rates
of
mortality,
more
chronic
health,
mental
health
and
substance
use
issues
in
the
general
population.
K
Former
prisoners
are
also
more
likely
to
suffer
from
brain
injuries,
cognitive
impairments,
trauma,
social
isolation
and
poverty,
they're
disproportionately
represented
throughout
the
homeless
population,
and
face
high
risks
of
accidental
death
caused
by
drug
overdose.
In
fact,
one
in
10
opioid
overdoses
occurred
in
former
prisoners
within
one
year
of
their
release
from
jail
for
over
a
decade.
Our
agency
has
spent
time
energy
and
resources
exploring
the
and
verifying
the
nexus
between
homelessness,
substance
use
and
incarceration,
as
have
many
medical
professionals
and
academics
alike,
between
2009-2010.
K
As
part
of
a
research
study
that
we
did,
we
discovered
that
more
than
a
third
or
33
percent
of
respondents
of
the
363
inmates
surveyed
expected
to
be
homeless,
upon
release
that
is
living
on
the
streets
sleeping
in
a
shelter
or
couchsurfing.
An
additional
12%
had
no
idea
where
they
would
live
once
discharged.
We
hope
to
replicate
this
study
in
order
to
grasp
the
current
magnitude
of
the
problem.

Today,
further
Toronto
and
specifically
South
Etobicoke
is
home
to
Canada's
largest
jail,
the
South
Detention
Center,
which
at
capacity
houses
sixteen
hundred
and
thirty
men
over
ninety
five
percent
of
the
people
at
that
jail
and
over
sixty
five
percent
of
all
inmates
across
the
province
are
on
remand.
This
means
that
they've
been
charged
but
not
convicted
of
any
crime
in
our
awaiting
trial,
with
no
definitive
release
date,
just
Church
planning
is
almost
always
impossible.
K
Many
people
are
released
from
custody
will
attend
in
court
without
the
bare
essentials,
including
medications,
even
those
who
are
sentenced
or
in
custody
for
relatively
short
periods
of
time.
In
fact,
the
average
sentence
in
Ontario
is
32
days,
and
this
is
often
just
enough
time
to
lose.
Custody
of
a
child
be
terminated
from
a
job
and
lose
one's
housing
since
2006,
the
John
Howard
Society
of
Toronto
has
advocated
for
the
city
to
seek
options
that
will
assist
our
clients
in
maintaining
their
housing.

We
have
to
understand
their
housing
and
support
needs
to
develop
and
implement
programs.
Therefore,
we're
also
in
support
of
the
cities
initiative
to
better
utilize
the
tools
that
they
have
to
collect
data,
increasing
the
effectiveness
of
its
street
needs
assessment.
We
support
the
action
that
responds
to
recommendation
22
that
the
SSH
a
will
work
with
health
and
correctional
sector
partners
to
explore
further
how
specific
methods
and
questions
can
help
better
understand
the
housing
needs
of
people
in
correctional
facilities
and
hospitals.

Currently,
there
is
no
men's
shelter
anywhere
in
South
Etobicoke,
and
only
one
out
of
the
cold
program
that
has
a
capacity
for
25
people
when
it's
open
each
month,
our
reintegration
services,
trailer
our
staff
and
peer
support
workers
see
approximately
100
people.
Most
of
them
are
deaf
desperately
seeking
a
safe
place
to
stay
upon
release
and
have
had
little
choice
and
we've
had
little
choice
but
to
refer
them
to
shelter
as
a
respite.
Centers,
located
primarily
in
the
downtown
core
or
to
the
city's
streets,
needs
sorry
streets
to
homes,
assessment
referral
center.

These
this
is
about
90
minutes
for
on
public
transit
from
the
jail
there
for
the
John
Howard
society
fully
supports
the
proposed
action
related
to
recommendation
number
three
of
the
inquest,
which
states
that,
as
part
of
the
city's
shelter
expansion
initiative,
that
they
are
actively
looking
for
potential
shelter
sites
in
South
Etobicoke,
where
the
detention
center
is
located.
Finally,
transitional
housing
that
includes
case
management
has
been
proven
to
provide
stability
and
connect
people.

You
one
of
the
reasons
we've
been
unable
to
do.
This
is
because
of
the
exclusionary
zoning.
Therefore,
we
support
the
recommendation
stemming
from
number
35
of
the
Faulkner
inquest
to
revisit
those
bylaws
in
order
to
improve
multi-tenant
house
licensing
in
closing
I
just
want
to
say,
I
understand
that
the
City
of
Toronto
is
not
responsible
for
Ontario's
correctional
facilities,
but
the
fact
remains
that,
both
before
and
after
going
to
jail,
many
many
people
that
are
homeless
rely
heavily
on
not
only
emergency
services
but
also
the
city's
programs.

If
you
will
and
then
a
zoning
approach,
but
there
there's
also
a
hallway
chatter
that
let's
just
ban
them
all
if
we
banned
them
all-
and
we
didn't
have
those
housing
opportunities-
the
problem
that
the
inquest
speak
to
just
gets
ten
times
worse
or
hundred
times
worse,
does
it
not
absolutely
more
people
will
die,
so
we
need
to
license,
regulate
and
monitor
absolutely
okay.

nao
was
granted
the
privilege
of
being
designated
by
the
coroner

both
inquests.
Our
nao
was
present
each
day
to
hear
the
compelling
evidence.

always
knew

juror
number
four
other
people
who
were
parties
to
the
inquest
and
the
city
staff.
That
I
know
worked
like
mr.
Tanner
that
we're
there
all
the
time,
and
so,
in
addition
to
the
kind
of
cut-and-dried
recommendations,
there's
an
enormous
amount
of
pain
that
went
into
going
through
this
process
and
trying
to
unravel
what
it
is
that
went
wrong
as
well
as
resources
of
time
and
lawyers
and
and
so
on.

So
I
think
it's
such
an
opportunity
to
learn
from
the
lessons
of
these
deaths
and
try
and
help
prevent
it
from
happening
again.
So
we
really
respect
that.
The
City
of
Toronto
is
a
leader
in
demonstrating
the
effectiveness
of
harm
reduction
as
a
means
to
reduce
deaths
from
the
toxic
drug
supply
at
mr.
Chapman's
in
question
in
the
media,
dr.
Davila
has
described
the
overdose
crisis
as
a
defining
health
crisis
of
our
time.

While
fully
appreciating
the
work
that
this
city
has
already
done
to
advance
some
of
the
recommendations
from
both
the
inquest
much
more
and
quicker
action
needs
to
be
undertaken.
Rna
yo
shares
with
you
the
common
objective
of
the
city
and
province,
where
all
people
can
live
in
health
and
dignity.
In
order
to
make
that
possible,
we
urge
a
greater
sense
of
urgency
from
the
city
in
addressing
homelessness,
lack
of
affordable
and
supportive
housing
and
a
public
health
approach
to
drug
policy.

nao
has
also

submission

detailed
rationale,
as
well
as
references
for
your
consideration.
Specific

urge
the
city
to
undertake
include
fact
checking
to
ensure
that
reports
of
the
city's
actions
are
congruent
with
the
evidence.
As
an
example,
the
one
of
the
attachment
states
that
the
number
of
individuals
who
died
while
being
homeless
be
posted
online
quarterly.

fact,
when
you
go
and
look
at
the
website
for
the
City
of
Toronto,
the
most
current
snapshot
we
have
of
the
number
of
deaths
of
people
who
are
homeless
is
from
December
2018,
which
is
nine
months
ago.
So
it's
critical
that
the
city
improve
rather
than
backtrack,
on
accurate
data
collection
and
reporting
in
order
to
prevent
deaths
of
other
people
who
are
homeless.

second
example
from
from
mr.
Faulkner's
inquest
in
attachment
1
claims
that
residents
are
able
to
access
cool
spaces
through
the
heat
relief
network.

on

website

not
the
same
as
actually
having
access
to
a
cool

space.

that
the
city's
cooling
centers
have
been
closed,
directing
people
who
are
homeless
to
respite
centers
and
drop-in
centers
that
are
full
or
over
capacity,

cruel
and
suggesting
splash
plaids
splash
pad
sorry
and
shopping
malls,
as
an
alternative
has
resulted
in
some
very
traumatizing
experiences
for
people
who
are
being
told
to
move
along
so
are
any
overages
the
city
to
abide
by
the
spirit
and
the
intention
of
the
jury's
recommendations
at
the
Chapman
inquest.

objective

inquest

dying
from
a
preventable

this
inquest

through

inquest
and
looked
at
the
recommendations
where
we
are
now

two
cities
that
exist

hand
we
have
moved
it

beginning.

tech
towers
and

we
open,

towers

booming,
and
the
tech
industry

flying.

great
things

city

things

economic
development
lens.

committee
in
our
chair
has
championed
to
great
effect
and
then
on
the
other
housing
side
of
the
equation.
In
our
city,
we
have
housing,
homelessness
and
opioids,
and
these
are
two
very
different
cities,
and
this
is
what
the
inquest
is
about
is
to
look
at.

do
we
create
a
city
whereby
we
do
not
have
preventable
deaths?
We
are
the
most
unaffordable
city
in
the
country
to
live
on
housing.
We
have
a
homeless
population
that
is
doubled
in
four
years
and
we
have
opioids
which
have
become
according
to
our
medical
officer
of
health.
They
have
precipitated
the
most
deadly
public
health
emergency
of
our
generation.
We
just
the
previous
item.
We
dealt
with
talked
about
gun
violence.

know
more
needs
to
be
done,
and
we
know
in
the
recommendations
in
front
of
us
that
our
staff
have
diligently
gone
through
to
articulate
what
the
action
has
been
taken
in
some
areas,
in
particular
around
eviction
prevention
and
around

outreach
workers.

need
to
be
considered
as
part
of
the
base
budget
submission
going
forward.
Otherwise,
we
risk
not
only
failing
to
meet
the
inquest
recommendations,
but
failing
to
live
up
to
the
objective
of
this,
which
is
to
prevent

from
passing
away
far
too

master
fire

Our
international
accreditation
as
we
reported
at
Council
Toronto
Fire
Services,
was
recently
awarded

FAI
accreditation
by
the
Center
for
Public
Safety
excellence.
That
is
an
international
accreditation
whereby
every
aspect
of
our
operation
has
been
independently
evaluated
against
a
plethora
of
key
performance
indicators
and
measurements,
culminating
in
the
unanimous
recommendation
by
the
Commission
to
accredit
us.
So
that
is
literally
the
process
by
which
we
are
being
evaluated
against
literally
the
best
of
the
best
and.

remember,
chief
I
think
it
was.
You
know
three
four
years
ago,
when
I
actually
first
came
on
the
council.
We
were
talking
one
of
the
challenges
you
put
forth
as
we
were
chatting
and
kind

giving

service
is
Toronto
grows
and
becomes
much
more
vertical
City.
That
is,
you
know,
challenging
for
the
fire
service.
How
does
that
kind
of
work
into
this
transformation
and
in
adopting
to
that
emerging
and
more
current
way
of
life
and
continuing
to
go
in
that
direction?

you're,
absolutely
right
councilor
and
this
the
transformation
plan.
It
is
one
of
the
key
objectives
and
one
of
our
key
priorities
is
to
fully
understand
and
and
not
only
catch
up
with,
but
but
get
ahead
of,

certainly
endeavor
to
stay
in
inline
with
the
vertical
growth
and
densification
so
councillor
Carroll
is
as
she
raised
this.
This
report
does
make
the
recommendation
it
is.
It
is
my
request
and
recommendation
that
we
defer
the
efficiency
report
for
a
year.
The
reason
for
that
is
is
twofold.
Number
one.

The
CFA
I
recommendations
came
to
us
midstream.
So,
while
we
were
in
that
process,
CFA
I
happened
that
produced
some
very
valuable
recommendations
that
candidly
I
would
be
remiss
if
I
didn't
evaluate
and
embed
into
the
recommendations
going
forward,
so
that
work
is
ongoing.
Secondly,
we
are
undertaking
right
now,
as
we
speak.
We
are
in
the
midst
of
what
what
I
refer
to
as
an
operational
deployment
review.
We
are
literally
looking
at
every
aspect
of
the
way
that
we
respond
to
emergencies.

That
includes
looking
at
optimizing
our
staffing
levels
on
the
trucks
confirming
confirming
that
our
deployment
matches
current
risk.
We're
looking
at
apparatus
and
truck
design-
and
you
know
one
quick
example
of
two
quick
examples
of
truck
design-
is:
there's
been
a
lot
of
attention
in
the
media
recently
about
services
that
are
working
to
make
their
fire
trucks
smaller.
We're
actually
leading
that
way.

So
the
design
spec
for
Toronto
pumpers
is
smaller
than
some
of
the
other
cities
are
what
they
are,
what
they
are
touting
or
the
reporting
as
being
the
reduced
size
truck
our
pumper
spec
is
already
smaller.
We're
also
looking
at
extended
reach
high
density
urban
aerials,
so
looking
at
specific
specialized
equipment
to
help
us
continue
to
deal
with
tall
buildings,
excellent.

coming

important
for
us
to

recently

developmental
assets
and

staff

are
quite
intimately

tune

rightfully

for
us
it's

more
information.

helpful

doesn't
make
a
whole
lot

we've
heard

the
CEO

the
Big
Brothers

Big
Sisters

she's,

a
number

occasions,
speaking
to
us
about
how
we
can
actually
help
and
how
organizations

out
there
already

community
doing
things
how
we
simply
it's
about
collaboration.

complement

help

people
that
we
actually
want

help,

goes

other
initiatives

city

be
brought
back

this
mentoring
program
process
comes

like

see
it

need

engaging

more

programmer
mentoring
and

young

these
types
of
things

be
fully
supportive
of
this

hopefully
we
can
get

the

scalable

citywide

the

community

to
us,
or
the
local
counselor
will
have
heard
from
a
few
interested
businesses
in
pursuing
a
BIA
we'd,
be
happy
to
sit
down
with
you
and,
in
this
case,
probably
through

counselors
office,
to
organize
a
meeting
with
the
business
community
and
whatever
area
you're
interested
in
we'd
be
happy
to
send
out
notification
to
the
businesses
and
attend
those
meetings
and
inform
them
more
of
an
information
information
session.

there's

industrial

southeast
corner

mom-and-pop
businesses

plazas
around
along
Kingston
Road

that
are

China
they're
in
Asia.

know

get
around
that
hurdle,

in
the
process
it
talks
about
reaching
out
to
property
owners.

I'm
looking
forward
to
working
with
staff,
I've
always
been
happy
with
the
economic
development
staff.
You
know,
there's
there's
references
in
the
report
around
the
Scarborough
Business
Association
the
work
that
they've
done
in
industrial
areas.
Large
projects
in
my
area
talk
about
Centennial
College,
that's
under
a
a
huge
renovation
and
build
University
of
Toronto
Scarborough,
the
hospital
networks.

reason
I
brought
this
forward,
those
if
you
come
out
to
Scarborough
once
you
get
south
of
the
401
east
of
McGowan,
there's
no
business
of
improvement
associations
I
have
a
scattering
of
community
associations,
but
there
always
seems
to
be
that
disconnect
around
residents,
associations
and
businesses.
My
previous
work,
for
example,
in
Kingston
Road
residents,
always
talk
about.
You
know
how.
Why
would
we
go
up
and
walk
on
Kingston
Road
businesses
in
the
area,
we'll
talk
about
other
areas
where
they
see
the
the
split
and
financial
support
for
around
public
amenities?

benches
planters,
you
know
as
we're
trying
to
improve
the
area.
I
think
it's
important
to
have
business
improvement
areas,
they're
City
of
Toronto,
going
back
to
1970.
We
were
the
first
city
and
I
think
worldwide.
They
created
business
improvement
areas,
there's
close
to
90
of
them
now
in
the
City
of
Toronto.
None
in
the
southeast
corner
of
Scarborough
I
think
that's
a
missed
opportunity
as
we're
trying
to
improve
the
business
community

important

a
number

here
we
had

provided
feedback
business
improvement
areas
around
the
homeless
issues
in
the
City
of
Toronto
I
think
it's
really
important
that
we
have
BIA
s
in
that
area
and

other

of
component
is,
you
know,
business
associations,
we
don't
support
financially
and
there's
not
that
partnership
there
so
I
think
it's
really
important
to
have
businesses
improvement
areas
developed.
