A
Thank
you
good.
Good
morning.
Everyone
welcome.
My
name
is
councillor
mark
grimes,
I'm
the
chair
of
the
etobicoke
york
community
council.
Our
awesome
clerk
has
confirmed
that
we
have
quorum
and
the
meeting
18
to
order
will
be
called
order.
Welcome
everyone.
Today's
meeting
is
held
by
video
conference
city
staff
are
also
connecting
to
the
meeting
by
video
conference
as
city
hall
remains
closed
to
the
public
and
will
continue
to
continue
to
participate
electronically
and
can
watch
the
meeting
streaming

Council
live.
A
I
ask
everyone
for
their
patience
with
any
delays
and
technical
issues.
The
clerk's
staff
have
connected
all
registered
speakers
to
the
meeting
by
audio.
The
list
of
speakers
can
be
viewed
online
by
visiting
the
topical
york
community
council's
page
at
toronto,
dot,
ca,
backslash,
council
and
clicking
the
speakers
box
for
today's
meeting
city.
It
staff
will
also
be
available
to
assist
members
with
their
devices.
A
I
like
to
remind
staff
to
keep
their
mics
muted
and
their
videos
turned
off
unless
they
need
to
answer
questions
or
speak
to
the
committee.
This
will
make
it
easier
for
me
as
chair
and
for
those
watching
on
youtube
to
observe
members
as
they
participate
in
the
debate
and
vote
on
items.
Members.
Please
keep
your
mic
muted
unless
you
wish
to
question
staff
or
speak
to
an
item
and
ensure
your
video
is
turned
on.
A
As
part
of
each
agenda
item
allows
members
to
raise
their
hand
or
unmute
their
mic
if
they
wish
to
question
staff
or
speak.
I
will
then
create
a
speakers
list
and
will
call
all
members
when
it's
their
turn
to
speak.
When
voting
on
an
item
or
a
motion,
I
ask
members
insurer.
They
turn
on
their
video
to
raise
their
hand
and
indicate
their
vote.
Members
want
to
remind
you
that
you
must
still
submit
and
approve
your
motions
by
email
staff
are
available
at
etcc
at
toronto.ca
to
help
with
motions.
A
A
A
B
A
Council
foreign
nation
is
all
in
favor
opposed
carried
18.2
proposed
installation
of
traffic
control
signals
isn't
in
avenue
and
avermore
drive
council
fruits,
not
here
david
mayor
hall,
you'd
like
to
move
on.
B
B
Islington
avenue
at
this
location
has
determined
that
that
an
old
way
stop
signal
should
be
installed,
and
I'm
happy
to
move
that.
Thank
you.
A
A
A
D
Chair
chair
grimes,
please
in
favor
cancer
holiday,
opposed
counselor
in
seattle,
councilor
ford.
A
A
A
Okay,
so
you
suppose
to
oppose
three
in
favor
that
carries
18.7
refusal
of
clothing
drop
box
location,
permit
application
included
at
450
rustic
road
we'll
hold
that
down.
We
have
speakers,
18.8,
community
safety
zone,
mount
olive
drive
housekeeping
amendment
council,
ford,
new
staff
recommendations,
mr
chair
council,
ford
moves
the
staff
reconditions
all
in
favor
a
pose
that
is
carried
18.9
reevaluation
of
the
removal
of
the
pedestrian
crossover
at
scarlet
road
and
bernice
crescent
councilor
nunziada.
C
Yes,
I
will
move
the
recommendation.
This
was
by
suggestion
from
the
transportation
staff
council.
B
Which,
which
one
is
that
mr
chair
1810
fire
roots?
Yes,
absolutely.
A
Council
fruits
with
the
stafford
nation,
all
in
favor,
opposed
carried,
so
we
have
some
new
motions.
We
have
1811
appointments
to
lawrence
ingram,
keel,
business
improvement
area
board
of
management.
We
have
1812
requests
for
city,
social
attendant
toronto,
local
appeal
body,
75,
38th,
street
and
1813.
C
Yes,
I
I
will
move
the
recommendation
and
the
reason
we
had
had
to
add
it
on
is
that
staff
didn't
have
the
opportunity
to
bring
it
forward
before
the
cut
off
on
the
on
the
agenda,
but
I'm
very
pleased
that
I'm
bringing
this
forward.
C
This
is
a
bia
that
that
I've
been
working
on
for
the
last
two
years
and
they
did
they
did
do
a
poll
and
we
had
an
overwhelming
support
of
all
the
businesses
in
that
area
are
wanting
to
be
part
of
the
bia,
and
we
did
have
a
meeting
just
recently
and
it
was
a
hundred
percent
in
support
of
it.
So
we
need
to
appoint
the
board,
so
we
can
start
the
bia,
and
so
I'm
very
pleased
about
this.
A
All
in
favor
proposed
that
is
carried
1812
requests
for
citizens
to
attend
the
toronto
local
field
body
at
75,
38th
street,
and
my
word
counselor
ford.
Can
you
move
the
recommendations
please
submit
mr
chair
council
forward
moves
the
staff
rex
or
sorry
the
recommendations
all
in
favor
opposed
carried
1813
cancer
holiday?
Your
motion
has
been
circulated.
Have
it
council
holiday.
B
If
I
may,
mr
chair
move
the
recommendations.
A
A
A
A
C
I
will
move
the
recommendation
and
I
I
have
an
issue
and
I'm
sure
other
counselors
do
with
the
number
of
clothing
boxes
in
their
ward,
in
particular,
in
my
ward,
they're
everywhere,
people
are
dumping,
garbage
furniture,
it's
awful,
and
this
is
a
residential
area,
and
you
know
like
I,
I
I
know
that
there's
a
need
for
some
of
these
clothing
boxes,
but
I
mean
it's
just
I
I
think
we
need
an-
and
I
we've
discussed
it
at
council
previously
in
that
committee-
is
that
we
need
to
limit
the
number
of
clothing
boxes
because
not
it
causes
a
problem
in
in
the
community
with
the
dumping
of
garbage.
C
So
I
I
I
did
it
by
staff
that
I
I'm
opposed
to
the
to
the
location
of
this
clothing
box,
so
I
will
be
moving
the
recommendation.
Okay,.
A
Councilman
says:
moving
the
recommendations.
All
in
favor
opposed
carried
leaves
the
bills,
but
just
before
we
do
the
bills
have
some
very
sad
news:
rosemary
mckenzie,
our
good
friend
from
the
clerk's
office,
is
going
to
be
retiring
and
leaving
us
after
30
years
at
the
city.
So
rosemary
just
want
to
acknowledge
you.
She
has
served
the
total
irony
counselor
for
over
10
years.
That's
since
that's
been
the
chair.
I've
been
driving
her
nuts
ever
since,
and
she
has
to
practice
her
speed.
Writing.
A
So
I'm
the
fastest
chair
in
the
west,
so
nancy
you're
gonna,
learn
that
real,
quick
rosemary
spent
a
lot
of
time
in
her
whole
career
in
clerks.
She
spent
the
early
years
a
former
metro
as
a
city
clerk
supporting
metro
council
after
melville
nation.
She
served
toronto
city
council
as
a
council
administrator
at
center
table.
She
left
downtown
to
come
to
the
west
in
2010
to
take
on
the
role
of
community
council
administrator
for
tropical
european
council
who's.
Also
keeping
one
foot
downstairs
at
the
administration
for
the
audit
committee.
A
I
think
working
with
councillor
holliday,
so
we're
wishing
you
nothing,
but
the
best
we're
sad
to
see
you
go
and
wish
you
nothing,
but
the
best
health
happiness
for
you
and
your
family
and
you
live
in
the
neighborhood.
So
I'll
probably
see
you
at
at
farm
boy
or
north
from
so
so,
mary
rosemary.
Congratulations
on
behalf
of
council.
We
really
enjoyed
working
with
you
and
your
absolute
professional
and
what
you
do
so.
C
A
And
we
have
nancy
martin's
right
here.
Taking
your
picture.
France,
she's
she's
coming
to
the
west
and
rosemary's
already
warned
her
about
the
wild
west,
so
nancy.
We
welcome
you
to
the
west,
but
the
rosemary
yeah,
all
the
best-
and
I
have
something
here
for
you,
I'm
going
to
I'm
going
to
read
this
off
so
meritorious
members
of
toronto
city
council
extend
sincere
appreciation.
A
Congratulations
to
rosemary
mckenzie
city
clerk's
office
on
your
retirement
after
30
years
of
service,
toronto
enjoys
the
statute
statutes
of
being
one
of
the
greatest
leading
urban
communities
thanks
to
the
highest
caliber
of
hard-working
employees
committed
to
public
service.
We
thank
you
for
a
job
well
done
and
offer
you
our
best
wishes
for
a
long,
happy,
healthy
retirement,
and
we
have
a
scroll
here
for
you.
So
I'm
gonna
put
this.
A
A
And
I
know
where
you
live
rosemary.
I
know
I
know
where
you
live,
so
you
can't
hide.
Okay.
I
have
a
motion
that
12
european
council
casted
to
declare
as
bylaws
bill
821
to
824,
prepared
october
8th
2020
meeting
18
community
council,
all
in
favor.
B
Chairman,
mr
chair
point
of
order,
I
thought
I
thought
counselor
nunziada
asked
for
a
recorded
vote
no
under
leaving.
I
wanted
to
vote
against.
