B
Thank
you
good
morning,
everyone.
My
name
is
councillor
mark
grimes,
I'm
chair
of
the
12
year
community
council.
The
clerk
has
confirmed.
We
have
quorum
so
I'll
call
meeting
number
20
to
order.
Welcome
today's
meetings
be
held
by
video
conference
city
staff
are
also
connecting
to
the

closed.
The

Council
live.
B
I
ask
everyone
for
their
patience
with
any
delays
and
technical
issues.
There
are
no
registered
public
speakers
for
this
meeting.
Clerk's
city
staff
have
availed
to
assist
members
with
their
devices.
I
would
like
to
remind
staff
to
keep
their
mics
muted
and
their
videos
turned
off
unless
they
need
to
answer
questions
or
speak
to
the
committee.
This
will
make
it
easy
for
me
as
chair
for
those
watching
on
youtube
to
observe
members
as
they
participate
in
the
debate
and
voted
items.
B
Members
please
keep
your
mic
viewed
unless
you
wish
to
question
staff
or
speak
to
an
item
and
ensure
your
video
is
turned
on
as
part
of
each
side
of
general.
Ask
members
to
raise
their
hand
unmute
their
mic
if
they
wish
to
question
staff
or
speak
I'll,
then
create
a
speaker's
list
and
we'll
call
our
members
when
it's
their
turn
to
speak.
When
voting
on
an
item
or
motion,
I
ask
members
to
ensure
they
turn
on
their
video
and
raise
their
hand
to
indicate
their
vote.
B
B
Just
before
we
get
going
members,
there
are
three
staff
retiring
from
city
planning,
etobicoke
york
district,
and
I
want
to
acknowledge
and
thank
them
today.
So
no
particular,
but
first
of
all,
I'd
like
we're
going
to
wish
the
best
to
greg
byrne.
Senior
planner
who's
worked
on
many
high-profile
products
over
his
30
years.
Yes,
30-year
career
with
the
city
such
as
west
park,
hospital,
four
seasons,
the
performing
arts,
woodbine
and
blue
or
west
village
number
two.
B
We
are
also
saying
farewell
to
my
good
friend
richard
back
the
project
manager
in
transportation
planning
for
the
etobicoke
york
district
he's
retiring
after
35
years,
35
years
of
the
city,
he
has
played
a
key
role
in
the
redevelopment
of
the
six
points:
interchange,
hummer
bay
shores,
the
kipping
mobility
hub,
woodbine,
racetrack
sureway,
secondary
plan
area
mimiko
and
the
etobicoke
center
to
name
a
few.
B
This
is
a
real
legacy
that
will
carry
on
after
his
retirement
and,
finally,
last
but
not
least,
acknowledge
our
good
friend
thank
neil
cresswell
director
of
community
planning.
B
This
is
his
last
ever
meeting
at
community
council
neil's
been
with
the
city
of
toronto,
shaping
communities
over
30
years,
he's
had
numerous
roles
throughout
his
career,
as
a
city
has
worked
in
the
three
of
the
four
districts
he's
been
sort
of
many
large-scale
planning
development
initiatives
across
the
city,
including
the
golden
mile
down
you
park,
six
points,
mimicked
judge's
nephew
is
a
consummate
leader
who
provides
in
sight,
insightful
and
initial
solutions.
Leads
by
example,
makes
etobicoke
a
cohesive
friendly
place
to
work.
B
So
to
my
colleagues,
I
think
that's
close
to
100
years
of
experience
we're
losing
today.
So
I
would
like
to
acknowledge
these
three
gentlemen
and
thank
them
for
their
public
service.
You
guys
should
be
very
proud
of
your
accomplishments.
So
with
that,
thank
you
and
best
of
luck
in
your
retirement.
C
If
I
may
also
just
offer
my
my
personal
thanks
and
congratulations,
I've
had
an
opportunity
to
work
with
one-on-one
with
greg
richard
and
neil
and
really
as
a
as
a
new
counselor.
You
know
six
years
ago,
working
with
people
like
that
those
professionals
really
made
the
transition
of
a
new
counselor
easier.
C
But
but
now
I
can
say
I
understand
so
much
more
about
what
they
do
and
appreciate
the
work
that
they
do
and
the
difficult
balance
that
they
have
to
to
manage
in
in
shepherding
changes
in
the
city
and
well,
their
fingerprints
are
all
over
the
the
space
that
we
have
around
us
and
I
can
say
we
have
a
better
city
because
of
them-
and
I
just
would
say
my
I
give
my
personal
thanks
for
them
being
so
incredible
and
professional
in
really,
you
know
making
a
difference.
So
thank
you.
B
B
B
Okay:
item
number
one:
20.1
80
30
street
zoning;
by-lawman
application
request
for
direction
report;
I'd
like
to
move
the
staff
recommendations
and
I'm
asking
for
a
recorded
vote.
B
B
Yeah,
you
know
maybe
we'll
just
go
through
this
any
question
staff
guys.
I
don't
think
so.
No,
no!
So
I'm
moving
the
item
just
like
the
recorded
vote.
D
Sorry,
I'm
in
favor.
B
Thank
you
20.2
two
and
ten
e
small
present
zoning
bylaw

fortune
with
that
on
my
behalf.
Please
still
move
mr
chair

the
staff

on
my
behalf,
so,
mr
all,
in
favor,
opposed
buried.
B
B
So,
as
you
guys
saw
in
the
median
weekend,
uneats
appear,
we
were
trying
to
save
that,
but
the
the
owner
of
the
property
demolished
before
it
got
to
the
preservation
panel.
So
I
think,
there's
a
just
a
change
there.
So
it's
on
the
screen
is
everybody.
Okay,
with
that
see,
no
questions
all
in
favor
opposed
carried
either
as
amended

counselor
nunziata.
B
With
the
staff
rex,
all
in
favor
posed
carried
okay,
we
have
two
items
of
new
business:
2011
elections,
the
chair
for
2021
22
and
20.12,
the
vice
chair
and
2013
urgent
traffic
study
on
bertha
road
and
update
all
in
favor
out
into
the
agenda,
or
I
need
a
motion.
Deputy
mayor
holiday.
B
Out
favor
opposed
carried
so
2011
election
of
the
chair
for
2021-22.
I
think
we'll
just
deal
with
this
right
now.
If
we
could
I'll
just
hand
that
to
nancy
arclight,
there
nancy
I'll
hand
that,
to
you.
A
A
B
B
A
A
A
B
Is
bruce
around
to
answer
any
questions
bruce?
Are
you
there.
B
Good
morning
calendar
morning
bruce,
how
are
you
I'm
good?
How
are
you
so?
I
know
we've
had
good,
very
good
yeah.
I
know
we've
had
many
conversations
between
this
stretcher
roll
between
kipling
and
berman
thorpe,
the
resin
associations.
We
did
a
walk
through
there,
people
driving
up
on
people's
front
lawns
on
a
number
of
occasions.
So
when
a
public
safety
concern
is
identified,
why
do
extensive
studies
for
safety
such
as
community
safety
zones,
pedestrian
crossing
protections
and
signalized
intersections
have
before
before
implementation?
B
E
Well,
the
council
does
have
a
community
account
bank
council
have
the
authority
to
do
that.
However,
for
myself,
we
have
warrants
that
we
have
to
apply
traffic
data
to,
and
those
are
council
approved
warrants
or
sometimes
provincially
approved
warrants
that
we
we
need
to
follow.
So
it
puts
us
in
a
situation
of
we
don't
have
that
ability
to
proceed
with
the
positive
report
with
the
traffic
data
again,
community
council
and
councils
have
that
ability,
but
as
staff
we
don't,
we
require
some
investigation.
E
Yeah
television,
zero
sometimes
does
require
community
council
approval
the
one
reference
today.
Community
safety
zones
does
and
other
other
measures
don't,
but,
however,
what's
appearing
today
does
require
community
council
and
council.
E
Yes,
so
the
things
like
those
two
things
you
mentioned
don't
require
community
council
approval.
However,
once
you
put
in
a
community
safety
zone
that
does
trigger
the
opportunities
to
do
some
of
these
things,
so
they
go
hand
in
hand
with
the
community
safety
zone
being
the
first
first
thing
that
has
to
happen.
B
So
when
traffic
performs
a
comprehensive
study
such
as
this,
do
you
consider
the
impacts
on
adjacent
streets.
E
Yeah,
certainly
if
we
do
anything
with
the
road
cross
section
that
would
impact
another
street,
it
becomes
a
much
more
comprehensive
study
even
could
trigger
an
environmental
assessment.
So
anything
like
that
is
a
significant
amount
of
work
in
the
significant.
B
E
Yeah,
if
there's
a
traffic
impact
study,
that's
done
our
our
transportation
planning
staff
will
review
that
and
determine
the
impact
on
the
road.
What
the
development
has
of
the
impact
on
the
road.
B
E
C
Thank
you
bruce.
Can
you
tell
me,
does
staff
recommend
implementing
the
community
safety
zone
as
described
here?
Do
you
not
recommend,
or
is
it
just
too
early
to
tell
yeah.
E
It's
too
early
to
tell
we
were
going
to
be
investigating
as
part
of
our
comprehensive
review.
Okay,
however,
we
just
hadn't
had
the
opportunity.
Yet
I
believe
there
is
a
school
in
that
area
which
may
have
triggered
a
positive
report.
We
just
haven't
had
a
chance
to
review
the
nature
of
that
school.
B
Any
further
questions
staff
seeing
none-
I
have
a
motion-
I'd
like
to
move
and
mr
clayton
bruce-
has
helped
me
draft
it.
This
is
an
area
between
kipling
and
berwin
thorpe,
it's
a
big
curve,
but
I
know
deputy
mayor
holly
will
know
it
well
and
councillor
ford,
I'm
sure,
know
it
very
well.
B
We've
met
with
the
resident
association
bruce
has
walked
it
with
the
resociation
cars
rolling
up
on
that
curve
up,
you
know
regularly
up
on
the
people's
front
lawns
and
we've
been
trying
to
get
some
solutions.
Kovitz
obviously
put
us
back
on
some
of
these
studies,
but
the
resolutions
made
it
very
clear.
They
want
something
to
happen
here
so
working
with
bruce.
I
have
a
motion.
I'd
like
you
guys
to
support
and
if
nancy
put
on
the
screen.
B
C
The
motions
are
available
in
our
meeting
portal,
so
I
know
what
they
say
chair,
I'm
sorry,
I'm
not
going
to
support
the
first
part
of
the
motion
which
is
to
implement
the
community
safety
zone
today,
because
my
preference
is
that
I
just
have
the
staff
report
to
support
that
type
of
recommendation.
E
A
Counselor
counselor
grimes
just
to
confirm
you're
moving
the
recommendations
that
were
sent
to
me
in
your
letter.
Is
that
correct
or
did
you
have
a
separate
motion?
Yes,
okay,
thank
you.
B
B
A
B
D
Which?
Okay,
I'm
I'm,
are
you
talking
about.
D
A
B
D
B
Just
moved
it
now,
so
we
don't
need
items
amended,
correct
nancy,.
