years
ago,
I
asked

city

close

survey
of
the
neighborhood
and
discovered
that
many
trees
were
planted
in
the
same
location,
adjacent
to
a
fire
hole

hydrant.

become
much

Diana

her
neighbors
to
look
after,
and

mentioned,
it
has
grown
up
and
caused
the

lawn
to
be
sloped.

this
Partnoy
told

she
she
uses

walker
to
get
around
and
and
she
now
can't
access
the
lawn
because
of
the
changes
as
a
result
of
a
very,
very
large
tree,
and
hopefully,
five

replacement
trees

grow
into
other
beautiful
ones
and
add
to
the
tree
canopy.

drain
system

I

city

They
send

workers
here
and
they
try
to
remove
the
blockage
and
they
weren't
successful.
They
told
me
that
coming
back
the
following
day
with

bigger
spider
to
remove
it
and
they
came
and
after
they
pushed
the
spider
and
the
bigger
spider,
it
went
in
to
where
the
blockage
was,
but
it
just
so
happened.
It
was
on
the
street
it's
in
the
process.

we
get

this?

get

conclusion?

them
the

construction
was
going
on
because
they
were
replacing

water
main
on
the
street
and
they
damage
the
drainage.
But
the
workmen
came
because
this
tree
was
on
the
lawn
where
the
drainage
went
under.
They
just
assume
it's
the
tree
root
and
they
take
two
days
in
the
process.
They
messed
my
rec
room
up
by
carpet
on
one
of
you
anyway,
when
I,
they
told
me
to
put
a
claim
in
to
the
city.

claim

the
city,
and
the
city
said
my
claim
was
transferred
to
proclaim
and
I
spent
five
months
from
November
to
March.
We
proclaim
trying
to
see
if
I
get
that
get
the
carpet
replaced
anyway,
after
five
months
proclaims
sent
me
a
letter
say
the
city
won't
take
any
responsibility,
but
if
I
send
my
property
tax
receipt
and
a
photo
ID
they'll
send
me
they'll,
give
me
a
hundred
and
twenty-five
dollars
with
no
responsibilities
from
the
city.

said,
though,
I
won't.

accept

appeal
to
make

remove
this
tree,
and
it's
been
going
on
since
November,

2018
and
the
reason
why
I
want
to
remove
this

don't
want

city

they're

to

prepared

senior
that
lives
in
the
city
just
trying
to
stay
in
their
home
and
look
four
things
and
there's

Definitely
a
confidence
issue
here
with
our
city's
government
and
all

want
to
be
heavy-handed.
I
want
to
allow
people
to
live
in
their
homes
to
be
able
to
maintain
their
homes,
and
it's
very
clear
that
the
mr.
doe
versus
cares
for
the
natural
environment
and
is
quite
willing
to
replant
some
trees.

I
just
want
to
thank
the
Community
Council
for
the
opportunity
to
speak
at
a
meeting,
which
my
understanding
is
the
first
time
that
council
is
hearing
from
public
speakers
electronically.
So
congratulations
today.
I
would
like
to
address
the
local
business
community's
concerns
with
respect
to
the
proposed
item
1510.

There's
virtually
no
parking
as
it
stands
on
the
Queensway
right
now
to
serve
as
the
businesses
and
the
businesses
rely
on
the
parking
along
pain
from
time
to
time
to
service
their
customers.
In
particular,
we
have
consulted
with
the
community
13
local
shops,
of
which
our
retail
stores
and
restaurants,
which
all
have
customers
who
expect
parking
to
be
available
from
time
to
time
on
Payne
Avenue
many
have
expressed
concerns
that
without
feasible
ways
for
customers
to
park
that
they
could
perhaps
lose
business.
This
is
particular
particularly
troublesome
in
light
of
the
current
Cova
19
pandemic.

Many
of
the
local
businesses
have
expressed
a
lot
of
concerns
about
you
know
paying
rent
and
meeting
the
financial
commitments,
especially
for
foodservice
restaurant
businesses,
who
have
been
forced
to
close
for
the
time
being
and
currently
it's
at
just
over
three
months
and
have
been
limited
to
picked
up
in
and
delivery,
and
so
for
that
reason
also,
the
parking
has
been
particularly
important.
You
know
think
about
uber.
Each
drivers
think
about
people
who
are
picking
up.
You
know
curbside
pickup
and
the
like.

However,
the
common
thread
among
serving
all
the
local
businesses
is
that
they
have
confidence
in
the
fast-growing,
queensland
community
and
have
shape
the
community
is
strong
and
you
know
working
together.
We
can
emerge
from
this
and
come
to
an
agreeable
solution.
So
our
proposal
is
to
prohibit
parking
monday
to
friday
until
6:00
p.m.
when
we
believe
it's
reasonable
in
these
circumstances
and
adequately
adequately
addresses
the
concerns
of
both
the
local
residents
and
the
local
businesses.

You
know
the
residents
have
cited
concerns
about
parking
congestion
and
a
particular
difficulty
backing
out
of
their
own
driveways
to
access
the
street
allowing
parking
only
after
6:00
p.m.
as
we
are
proposing
will
all
the
parking
congestion
issue
for
the
morning
rush,
as
well
as
the
afternoon
rush
hour
and
will
allow
the
business
is
the
ability
to
service
their
customers.
Drinking
is
your
evening
hours
while
thinking
about
the
restaurants
and
the
retail
stores
in
the
area.

Lastly,
you
know
prohibiting
parking
here
at
any
time
on
Damen
will
simply
be
a
band-aid
solution.
You
know
the
content
of
the
Queensway
continues
to
grow
and
I'm.
Sure
council
has
big
aspirations
for
this
community
to
continue
to
grow
and
businesses
will
get
busier
emerging
from
the
copa90
pandemic.
Cars
will
just
find
other
ways
to
park
likely
illegally
and
will
just
create
other
issues
elsewhere
in
the
area
we
might
be
having
this
same
conversation
on
a
different
street
in
this
area
and
weeks
from
now.

instead
of
this
band-aid
approach,
I
urge
Council
to
solve
this
issue
in
a
way
that
will
sufficiently
meet
the
needs
of
both
residents
and
the
local
businesses.

available
both
pan
display
and
the
option

street
during
the
same
times

the

driveways
aren't

blocked

explore
additional
parking
operators
for
business
along
the
Queensway
in

vicinity

Royal
York
and

think
that's
a
fair
compromise.
There's
a
petition
given
to
me
yesterday.

I've

it
in

all
the
businesses
asking
for
help.
There's

lot
of
great
restaurants.
There
that
need
this
parking,

especially
these
times
we
have
to
be
able
to
assist
them.

understand
the
neighbors
concerns,
but
I
think
this
is
a
good
compromise.
I
will
be
going
out
with
Bruce
to
look
and
see
if
we
could
mean
put
some
lines
in
a
stop
parking
in
front
of
people's
driveways,
but
also
there's
a
very
small
green
pea
parking
lot
in
behind
half
the
block.

there's
some
opportunities
there
for
the
parking
authority.
Maybe
explore
expanding
that
lot,
but
I'm
gonna
have
them
come
out
and
meet
with
me
there,
but,
as
as
you
know,
members
Queensway
is
under
siege
with
development
and
as
these
new
buildings
going
up,
they
seem
to
be
going
six.
Eight
stories
high,
the
parking
is
all
below,
but
as
the
as
that
comes
in
we
city
staff
are
really
you
know,
beautifying
that
Queens
way
front
and
we're
losing
a
lot
of
the
lay-by
parking.

But
it's
imperative
that
we
support
these
restaurants
and
I
do
hear
the
neighbors
concerns,
but
I
do
think.
This
is
a
good
compromise.
We
can
always
review
this
again
with
mr.
Clayton,
but
I
think
this
is
a
good
compromise
for
both.

I'm
asked
you
to
support
my
emotions
on
the

are
familiar
with
the
inundation
we've
had
over
the
last
few
weeks
with
residents
that
are
concerned
with
new
cannabis
retailers
we're
in
a
position
as
members
of
council
that
we're
off
in
the
front
line
for
people
that
have
concerns
over
things
like
new
stores.
But
unfortunately,
these
retailers
are
allowed
under
provincial
and
federal
legislation,
and
so
we
have
to
fight
increase
residents
that
their
objections
need
to
go
to
the
alcohol,
Gaming
Commission
of
Ontario
and
they're.
The
decision
makers
to
allow
these
scores
to
exist.

So
perhaps
what
we
can
do
as
a
council
is
remind
the
alcohol
and
Gaming
Commission
of
the
needs
and
wishes
of
our
citizens
who
live
in
an
urban
environment
such
as
the
Etobicoke
York
district,
that
sometimes
the
basic
provisions
of
the
setback
requirements
might
need
further
thought
and
further
look
about
the
context.
So
the
intent
of
my
motion
is
to
really
make
a
permanent
statement
from
this
committee
about
all
cannabis
stores
that
extra
attention
should
be
paid
to
the
setbacks
from
schools.

number
of
schools
in
the
area,
the
size
of
the
schools,
the
presence
of
other
things
like
restaurants
or
strip
plazas
that
attract
students
to
see
these
stores
or
to
be
in
front
of
these
stores
and,
finally,
to
be
cognizant
that
there's
places
that
young
people
could
be
tempted
to
consume
the
product
if
they
do
get
their
hands
on
it,
such
as
it
Ark
and
all
of
that
goes
into
the
next
two,
perhaps
elevate.
The
risk
of
a
particular
location
and
I
hope
you'll
support
this
motion.

council
has
the
official
say
in
this
matter,

think
you're
all
experiencing
similar
issues
and
I
think
we
need
to
make

statement

a
council
to
raise

alert

extra
care
and
extra
attention
needs

settings

as
ours,

those
schools

my
ward,

concerned
about
this

think
counselor
holidays
right
that
we
have
to
express

concern
to
the
AGCO.

say
well
over
a
hundred
emails
calls
and
whatnot
into
my
office
from
concerned
residents
about
this,
so
I
do
think.
There
definitely
has
to
be
a
second
look
at
this
I
think
you
know
when
you
start
the
pop-up
I
think
there
will
be
some
big
issues
that
are
that
are
going
to
come
to
light
in
our
community
with
our
residents.

even

past,
the
Tonko
gargy
and
I
put
out
a
correspondence
a
not
been
on
these
cannabis
stores
and
and
to
encourage
people
to
have
their
voices
heard.

forth
that
to
the
AGCO
whether
they're

you

opposition
of
it,
which
majority
are
or
agree
with
it,
but
I've
heard
the
vast
majority
are
in
opposition,
so
I
will
be
supporting
this
motion.

very

I
have
a
video
of
the
cars
going
over
it,
but
I
don't
think
it's

What
happened
here
was
a
concrete
bus
pad
was
installed
on
Roy
York
Road.
There
is
no
bus
bay
at
this
spot,
so
the
concrete
has
grooved
much
in
a
way
like
you
would
find
in
a
highway
there
are.

are
strips
laid
into
the
pavement
perpendicular
to
the
travel
lane
to
add
traction.
That's
a
good
idea
when
you
have
a
recessed
bus
pad,
but
when
it's
in
a
travel
Blaine,
it
makes
a
really
loud
noise
with
the
car
tires
and
I
receive
complaints
from
people
that
live
very
close
to
it
saying
this
is

has
been
digging
for
the
last
several
months
to
install
new
underground
infrastructure.

understanding
that
under
Couzens,
some
things
have
changed
and
the
contractor
put
their
tools
down
and
left
the
site,
and
the
site
has
been
set
up
in
a
way
so
that
there's
plywood
overtop
of
holes
that
have
been
dug
and
some
road
cones
all
over
the
street
and
what
I
mean
Road
cones
I
mean
many
many
many
road
cones
on
several
streets
throughout
the
neighborhood.
It's
quite
striking.
When
you
drive
through
the
problem
is
we
can't
seem
to
determine
what
possible
date
they
might
come
back
to
do
the
work
if
I
had
some
comfort.

with

permit
and
go
and
fill
the
holes
ourself
and
charge
it
