I
am
a
planning
consultant
at

big
larry
group.
I
represent
the
owners
of
523
rogers
road
that
is
miss
rosaria
galdino.

We
submitted
an
application
for
rental
housing
demolition
for
this
property.
The
whole
purpose
of
this
is
essentially
goes
back
to
rectifying
previous
order
to
comply
with
respect
to
apartment,
build
apartment
units
that
were
constructed
without
the
appropriate
building
permits.

Since
the
order
to
comply
was
issued
in
2017,
we
have
worked
with
staff
in
order
to
bring
these
units
into
compliance
with
the
ontario
building
code
and
to
address
all
concerns
with
respect
to
the
building
code,
as
well
as
the
ontario
fire
code.
We
have
as
a
result
of
the
building
code
and
the
requirements
we
had
to
reduce
the
number
of
units
to
just
a
total
of
five
units
from
six
that
were
occupied.

a
result
of
that,
we
were
required
to
submit
this
application
to
demolish
rent
demonstra
rental
units.
We
had
previously
submitted
a
minor
variance
application
to
the
committee
of
adjustment,
which
was
approved
under
condition
that
the
owners
entered
an
agreement
with
respect
to
the
rental
housing
demolition.

building
is
currently
vacant
because
of
a
fire
that
occurred
about
a
year
ago,
actually
is
in
may
2019,
and
the
approval
of
this
application
will
allow
for
the
the
owners
to
complete
their
building.
Permit
application
receive
the
building
permit
and
do
all
the
necessary
renovations
in
order
to
bring
the
building
and
all
the
rental
units
back
into
compliance
with
the
ontario
fueling
code
and
allow
the
former
tenants
to
move
back
in
that.
That
is,
in
a
nutshell,
the
history
of
the
site
and
the
purpose
of
this
application.

this
establishment
correct.

group
reached

kind
of
understand
the
process
forward

were
required
and
then
about
maybe
three

four
months
later
the
fire
occurred.

not

met
them,

some
comment
on
the
protections

place

road

will

from
eva
road

civic

assurances

have
that
future
road
are
built
into

on
the
site

the
north
of
this
particular
development
for
them
participating
in
that

want

sure
that
this
approval
today
has
all
the
right
protections
in
place
to
put

road

yes,
so
as
part
of
the
conditions
that
were
required
to
be
fulfilled
do
require,
and
the
applicant
has
dedicated
the
lines
required
for
the
future
public
road.
So
portion
of
those
lands
and
also
they've
entered
into
a
maintenance
agreement
with
the
city
to
ensure
the
maintenance
of
these
lines
until
they
are
dedicated
as
a
future
public
road
and
that
connection
is
established
to
the
north
with
civic
center
court.

second
question
is
for
transportation,
so
one
of
the
conditions
required
for
approval
of
the
lifting
of
the
age
is
that
the
applicant
has
to
agree
to
do
the
necessary
upgrades
to.

at

comment

you

driving
past
this
spot
or
going
past
this
spot
many
times,
I
find
that
people
coming
off
the
highway
forget
to
stop
at
the
red
light
and
breeze
through
there
or
they
make
very
aggressive
left,
turns
onto

west
mall
and
so
with
more
cars.
There
may
be
more
risks
to
pedestrians
and
I
worry
about
it
a
lot,
so
I
just
want
to
make
sure
I
don't
think
I
need
to
move
a
motion
but
to
make
sure
that
is
included
in
your
analysis.

walk
across

try

road

vehicular

an
inherent
safety
issue,
then
that's
something
that
we
are
really
cognizant
of
and
we
will
certainly
rectify
the
situation
with
appropriate
mitigating
measures.

those
cold
winter
nights

somebody's
trying
to
cross
the
west
mall,

is
really
wide
and
a
car
comes
off
the
highway
and
sees
the
green
light
and
either
accelerates
through
a

turn

to
a
right-hand
turn
and
they're,
not
always
paying
attention
to
see
that
there's
a
pedestrian
trying
to
cross
the
street
and
part
of
the
blame
they
have
said

that
the
lighting
isn't

great

know
there
has

not
had
an
analysis
on
it.

the
owners
of
the
property

330,
humber
line,

I'm
here

provide

speak

support

our
application
to
remove
a
city-owned
tree
adjacent
to
our
property.

We
have
been
undertaking
work
to
implement
substantial
building
improvements
to
an
industrial
facility
there
it's
to
sustainably
revitalize
an
existing
building
asset
and
to
secure
a
new
tenant
for
space
that
has
been
vacant
for
a
number
of
years.
Our
objectives
have
been
to
add
value
to
the
neighborhood.

Add
new
employment,
improve
existing
asset,
aesthetic
and
quality,
use
a
sustainable
design
approach
and
provide
safe
and
functional
operations.
Over
the
span
of
the
last
two
years,
we've
been
carrying
out
the
work
of
realizing
this
improvement
project.

We
applied
for
and
successfully
attained
committee
of
adjustment,
requisite
building
permits
private
troop
posted
all
securities
and
paid
all
fees
and
worked
collaboratively
with
all
city
departments.

All
the
work
has
been
physically
completed
that
has
been
permitted
as
you'll
see,
there's
no
public
sidewalk
pedestrian
connection,
so
we're
quite
proud
of
the
new
plan
that
we
developed
jointly
with
staff
and
it
it
is
going
to
implement
94
new
trees
that
are
being
planted
on
the
site.
In
addition
to
the
loading
spaces,
a
hardscape
amenity
area
and
a
new
public
sidewalk
pedestrian
connection
and
storm
water
recycling
for
the
irrigation
we
made
numerous
concessions.

And
to
respect
those,
so
we
deleted
a
north-south
drive
aisle
that
was
intended
to
connect
to
our
existing
humber
line
driveway
and
replaced
it
with
landscaping
deleted.
One
loading
space
deleted
the
fencing
that
was
intended,
sculpted
the
berms
and
and
paid
great
attention
to
the
aesthetics
of
the
property,
so
we're
seeking
a
successful
outcome
for
all
parties.

that
multiple
concessions,
voluntary
improvements,
substantial
property
investment
we've
already
implemented-
should

a
positive
bearing
on
our
request

still
remain
amountable
to
providing

this

a
number

trying

find

good

nonetheless
we
are
at
community
council
now

a
staff
recommendation
to
deny
the
tree
removal.

we
went

multiple
plans
and

opportunities
and

seeing
what
we
might
be
able
to
to
do
on
the
site.
Again,
we
worked
very
closely
with
urban
planning
staff
and,
in
fact,
provided
early
access
to
all
the
plans
made
adjustments
to
to
where
we
could
some
of
the
areas
that
we
really
respected
staff
requests.

The
preference,
certainly
by
transportation,
is
that
we
enter
onto
a
side
street
not
onto
humber
line,
drive
and
add
driveways
there,
and
we
really
felt
that
this
was
a
mitigated
solution
and
with
all
the
trees
that
are
being
planted,

I've
indicated.

really
a
show
of
very
good
faith
of
our
intentions
of
creating
a
great

right
now,

approximately
net
70
new
trees
and

photographs,
we
had

dead
specimens
on
the
site,
but

including
those
in
the
count

I

additional
five
that
urban
forestry
has
indicated.

would
offset
this
removal

would
bring
it
up

a
75
net
new
trees,
so

I'll
first
start
by
moving
the
motion
to
strike
staff
recommendations
and
if
that
could
be
put
up
on
the
screen,
just
to
summarize
it
is

grant
the
applicant

permission
to
remove
one
city-owned
tree
and
in
lieu
of
cash
of
the
val
cash
loot
to
the
value
tree
of
hundred
and
dollars
and
on
a
replacement
of
five
trees.

I
want
to
start
off

all

work
he's
done
in
you
know,
in
the
community
and
in
revitalizing
that
property.
I
remember
meeting
with
them.
I
think
about
two
years
ago
about
revitalizing
this
property
and
they've
done
good
work.
So
unfortunately
you
know,
of
course
the
tree
has,
you
know
kind
of
an
issue,
and
I
you
know
I
I
respect
where
staff
are
coming
from.
They
have,
you
know
a
policy
that
they
have
to
abide
by.

that's
what
brings
us
here
and
we've
had
conversations
with
the
applicant
that
you
know
this
may
pass
community
council
we'll
see
what
my
colleagues
want
to
do
here,
but
the
reality
is
it'll.
Be
a
very
difficult
thing
to
get
past
downtown
and
city
council,
especially
you
know,
private
trees
are
hard
enough.
City
tree
is
even
harder,
but
why
I'm
supporting
this
is
because
you
know
they're
bringing
new
jobs
to
the
community,
which
we
need.

One
of
the
biggest
things
that
this
tree
is
impeding
is
the
movement
and
the
traffic
that
they
want
to
get
into
the
site,
which
is
you
know,
tractor
trailers.
You
know

wheelers
that
need
that
maneuverability
and
that's
what
this
tree
is
holding
up
in
my
ward
in
north
etobicoke.

As
many
of
my
colleagues
know,
it's
probably
one
of
the
most
industrial
places
in
the
city,
and
you
know
that's
the
that
those
are
the
types
of
uses
that
we
need
to
try
and
accommodate,
and
I
think
the
applicant
has
shown
his
to
be
up
front
and
to
be
in
good
faith
and
be
you
know,
having
70
net
new
trees
and
replacing
it
with
five
other
trees.
So
I
would
ask
for
my
colleague
support
on
community
council
at
this
point
and
hopefully
get
it
to
city
council.
