run

bus

density

getting

station
on

timely

problems

buses
getting
through
there,
people
are
parking
parking
there
illegally.
There
are
over
the
three
hours
to
kind
of
take
the
chance
they're
going
to
get
a
ticket.

being
said,
that's
50
spots
that
were
you

people
are
using
transit.
It's
important
we're
encouraging
for
these
transit,
but
we
have
to
look
to
see
if
there's
other
alternatives.
I
know
this
is
provincial
Metrolinx
and
they
should
be
providing
more
parking
but
I
think
there's
some
opportunities
coming
down
the
road,
hopefully
with
the
potential
relocation
of
m/l,
concrete
and
maybe
getting
that
site
and
in
the
city's
hands.
So
that
would
be
me
a
possible
location
but
anyways.

and

cars

queue

turn

York

allow

signal

Golconda,

north
side

Judds
and
it'd,
be
a
very
big
gap
between
signals.

transportation
support

think

could
look
at

stop
people
at
Cavell
and
judgin
that'll
allow
the
people

judge
and
Street
to
go
north
and
south
with
that
traffic
signal,

those
people
in
the
queue
in
the
morning
to
make
that
right
to
come
north,
so
I
think
that
should
all
go
together.

had
the
Transportation
Study
Kaval
many
times,
but
people
are
coming
from
Humber
Bay
shores,
they're
cutting
up
through
there
and
I'm
gonna
have
staff
to
look
at
that.

behalf
of
smart
centers
reach
and,
as
you
may
know,
smart
centers
owns
two
shopping
centers
in
the
neighborhood.
One
is
the
Rexdale
shopping
center
and
the
other
is
a
crossroads
shopping
centers.
Smart
centers
has
three
main
concerns
about
this
application.
The
first
one
is
the
potential
adverse
effect
on
shopping
districts
in
the
neighborhood
and
in
particular
their
two
shopping
centers.
As
I'm
sure
council
knows,
your
official
plan
requires
in
any
proposed
development,
ensure
that
the
economic
health
of
nearby
shopping
centers
not
be
adversely
affected.

The
studies
here
have
confirmed
that
there's
a
significant
amount
of
vacant
space
in
the
area,
I
think
just
over
400,000
square
feet
in
the
urban
metrics
report
that
was
done
for
the
applicant.
They
did
not
recount
for
the
retention
of
all
that
space
when
they
were
justifying
the
new
development.
If
additional
retail
is
permitted
here,
it's
likely
that
that
vacant
space
will
continue
to
be
vacant
and
there
will
be
an
adverse
effect
on
existing
shopping
centers.
So
that's
the
first
concern.
The
second
is
with
respect
to
the
bylaw.

That's
before
you
today,
it
does
not
appropriate
reflect
the
studies
that
were
done
to
justify
this
development.
There
are
no
caps
or
limits
on
the
amount
of
type
in
space
permitted.
So,
theoretically
what
could
happen
is
there
could
be
more
development
than
in
the
categories
that
were
study
and
that
could
result
in
a
greater
impact
than
what
was
studied
and
reviewed
by
your
peer
review
consultant.

There's
also
superb,
posing
as
part
of
the
rejigging
of
the
intersection
is
to
remove
the
designated
northbound
right
turn
lane
into
the
Rexdale
shopping
center,
so
that
could
affect
access
to
the
Rexdale
shopping
center.
I
think
staff
have
recommended
that
that
be
subject
to
an
EA,
but
a
schedule,
a
EA.
We
would
ask
that
it
be
done
by
a
Schedule
B
project
in
the
environmental
assessment,
so
that
there
is
a
screening
process
and
there
is
sufficient
consultation
with
the
neighboring
landowners,
including
my
clients,
smart
centers.

So
the
request
to
the
community
council
today
is
that
you
defer
making
a
decision
on
this
application
until
these
issues
have
been
dealt
with
in
the
alternative.
If
you
are
going
to
go
ahead
and
make
a
recommendation
on
this
matter
today,
I'd
ask
that
you
amend
two
of
your
recommendations
and
add
a
third
one,
and
these
are
set
out
our
request
in
the
car
and
the
correspondence
that
you
had
before
you.

Secondly,
we
would
ask
that
you
require
the
EA
for
the
intersection
to
be
a
Schedule
B
EA
and
that
smart
centers
becomes
consulted,
especially
with
respect
to
the
resulting
access
to
their
shopping
center.
And
third,
we
ask
that
you
have
a
recommendation.
Seven,
and
perhaps
this
is
one
of
the
most
important
things
in
light
of
the
concerns
on
the
vacant
space
and
the
potentially
additional
vacant
space
in
the
area.

ask
that
you
direct
city
staff,
to
undertake
a
land-use
study
to
determine
the
appropriate
mix
of
uses
in
order
to
revitalize
the
area
around
highway,
401
and
west,
and
it's
badly
in
need
of
a
rethink
and
what
the
appropriate
land
uses
are
there
today
and
I
think
it's
appropriate
for
direct
staff
to
undertake
that
study.

intersection

easy
access

shopping
center

get
rid

entrance

consulted

rice

owners

the
subject.
Property
rice
group
is
a
recognized
developer
and
commercial
properties
in
the
Greater
Toronto
Area
and
is
committed
to
developing
high-quality
retail
and
commercial
developments
simply
put.
We
are
a
developer
that
creates
properties
where
people
work
for
context.
We
purchased
this
property
in
July
of
2016
and
continued
the
zoning
bylaw
amendment
application,
not
the
prior
owner
owner,
initiated
in
2013
because
of
that
continuation.

We
see
a
great
opportunity
and
repurposing
underutilized
sites.
In
all
cases,
we
continue
to
own
these
properties
after
they
are
developed.
As
such,
we
become
proud
members
of
the
communities
we
invest
in.
Although
it's
not
part
of
this
application,
is
my
pleasure
to
inform
council
that
we
purchased
the
post
media
property
in
2016,
and
this
is
the
12
acres
adjacent
to
this
property
to
the
east
and
Postmedia
will
remain
on
site
for
the
foreseeing
foreseeable
future.

reviewed
the
planning
departments
report
with
our
team
and
we
agree
the
recommendations
contained
it's
in
this
report,
we'd
like
to
extend
our
thanks

councillor
Ford

his
support
on
this
project

our

wondered
if,

someone

respond
to
some
of
the
concerns
over
the
right-turn
channel,
that
I
heard
in
the
deputation
and
just

the
process
around
the
realignment
of
the
intersection
I
know
the
intersection
well
and
I
think
it
would
be
a
big
change
to
realign
it
to
a
tee
and
promise
better.
But
there
were
some
comments
raised
about
availability.
The
input
from
stakeholders
into
that
I
wondered
if
you
could
elaborate
that
for
Community
Council,
so
that
we've
got
comfort.

Through
the
chair,
so
the
the
modifications
to
Islington
and
Rec
steel
intersection
that
are
proposed,
there's
a
number
of
modifications.
The
more
major
one
I
guess
is
that
we're
going
to
try
and
the
objective
is
to
try
and
regulate
the
intersection
to
a
normal
T
intersection,
based
on
preliminary
information
that
we
received.

The
environmental
assessment
requirements
have
indicated
that
it
falls
under
a
Class,
B
or
Schedule
B
ei,
because
of
cost
it
doesn't
meet
the
cost
threshold.
However,
there's
some
detailed
design
work
that
our
it's
currently
being
undertaken
by
the
consultant
of
the
developer
that
was
retained
by
the
developer
and
through
that
detailed
design
work.
If
additional
information
comes
out
where
it's
determined
that
a
Schedule
B
EA
is
required,
then
they
will
go
through
that
proper
process.

corner
of
Western
401
is
all
designated
parkland.
It's
part
of
the
ravine
system,
so
it's
green
space.
The
southwest
corner
is
also
got
a
lot
of
green
space

ravine
in
it.

also
has
a
neighborhood
designation,
which
I
don't
think
anybody
wants
to
look
at
changing
the
designations.

northwest
corner
has
largely
neighborhood
designation
in
a
very
small
pocket
of
apartment
neighborhood,
which
is
taken
up
by
the
off
ramps
off
the
401,
so
where
the
Crossroads
Mall
is
this
designated
as
an
appointment
use,

this
is
where
the
challenge
comes.
The
only
opportunity,
I
would
say
for
a
legitimate
review
of
land
use
would
be
on
the
the
plaza
itself
in
the
lands
beside
the
plaza,
one
of
which
is
the
old
satin-finish
property,
which
is
actually
currently
under
appeal
for
the
previous
MCR
that
the
city
did.

be
legally
problematic

undertake
a
land
use
study
in
an
area
where
we're
currently
under
litigation

municipal

The
second
aspect
of
that
is,
while
looking
at
a
different
future
for
the
Crossroads
Mall
may

opinion
is
I
think
it
is.
We
are
challenged
because
it's
an
employment,
designation
and
it
would

the
only
way
we
could
do.
It
is
through
the
citywide
MCR.

by
directing
your
staff
to
do
a
land
use
study,

would
have
to
say
that
we
can't
do
it
now.

in
a
position
to
study
that
area

satin
finishes
at

mall

look

our
