Metrolinx

it

CTS

responsible

repairing
both
during
the
construction
period

following

construction
period.
So
we

received
details,

Metrolinx
and
CTS
of
their
obligations
under
the
project
agreement.
What
we've
then
done,
as
staff
is,
we've
gone
out
and
we've
carried
out
a
full
condition:
assessment
of
the
full
length
of
the
Crosstown
project
we've
to
obtain
current
condition.

we've
compared
that
with
the
condition
information
that
we
had
from
before
when
before
costings
started,
we're
just
now
overlaying
those
two
pieces
of
information.
So
our
survey
information
and
the
work
which
CTS
and
Metrolinx
will
be
doing
to
understand
where
there
are
any
areas
of
which
missed
or
areas
which
we
need
to
have
a
bit
more
discussion
and
and
look
into
in
terms
of
exactly
who
will
be
responsible
for
repairing
those
sections.

the

it

remove

number

street

part

their

reinstating

conversations
we

and

should

transportation

suggest

been
getting

cooperation

Metrolinx
that
it's
helpful
for
you

deal
directly
with
them.
What

would
suggest,

you

all
you
feel
they're
not
being
responsive.
Then
if
you
send
those
to
me,
then
I
can
follow
up
and
make
sure
that
they
are
responsive,

I

about
their

evaluation
of
this,
the
return
of
these
roads
to
their
original
state

sidewalks,

the
local

be
included

this

they
know
they
owned
a

is
that

negotiation
that

city

their
negotiations
with

Metrolinx
I'll

that
probably

that
you'll
you're
fully
aware
of
what
conversations
are
taking
place.

think
what
the
local
neighborhoods
would
like
is
is
an
unsettled
business
after
it's
opened,
and
one
of
them
would
be
the
disputes
over
over
fixing
and
repairing.
Do
you
think
that
you
can
get
that
resolved
with
with
a
solution
by
the
middle
of
next
year,
so
that
local
businesses
and
ratepayers
and
be
IAS
have
that
sense
of
security
that
the
matters
resolved
so.

I
was
saying
earlier,
we
had
a
safety
walkabout
right
at
the
mouth
of
the
construction,
probably
next
to
a
young
tonight
we
were
at
the
Allen
and
Eglinton
West
station
yesterday,
and
so
this
is
a
moving
target
because
on
a
regular
basis,
there
are
changes
in
construction
processes
where
there's
truck
turnings
that
take
place
in
a
different
direction.
There's
sometimes
changes
of
passageways,
which
they
did
at
Yonge
and
Eglinton,
which
they've
are
doing
a
few
changes
there
too
pedestrian
passageways,
Eglinton
West
we've
had
some
issues
that
Dagon's
and
Aafrin.

So
it's
not
only
just
the
final
salute.
You
know
the
final
remedies
for
this
type
of
rebuilding
of
our
sidewalks
and
roads
as
a
result
of
the
incredible
construction
that's
going
on
on
Eglinton,
but
it's
also
the
ongoing
need
for
transportation
in
cooperation
with
cross
links
to
make
sure
the
sidewalks
and
roads
are,
are
safe
to
walk
on
or
that
they're
accessible
for
people
who
are
mobility
challenged,
and
this
is
no
easy
task
because,
as
I
said,
nothing
remains
the
same
from
week
to
week.

There's
pretty
significant
changes
in
terms
of
construction
processes
and
truck
traffic.
Everything
is
very
flexible,
so
it's
critically
important
to
keep
dialogue
going
with
cross
links.
This
is
the
consortium
doing
the
work
for
Metrolink
so
that
there's
daily
attention
paid
to
safety
access
for
these
extremely
busy
intersections,
which
are,
in
many
cases,
access
points
to
subways
like
young.
They
going
to
that
Dufferin,
not
subway
there,
but
certainly
Alan.
D
So
that
is
a
challenging
task
to
say
the
least,
given
that
you
know
we
have
not
only
all
the
heavy
construction
dump,
trucks
and
earthmovers
and
cement
trucks
on
these
roads
on
a
daily
basis,
but
we
also
have
a
very
active
construction
industry
in
that
part
of
the
city
along
the
Eggman
corridor.
So
it
is
really
again
daunting
to
try
and
keep
on
top
of
the
safety
of
our
roads.
Really
it's
a
safety
issue,
and
also
the
sidewalks,
which
are
impacted
on
a
regular
basis.

So
I
just
think
that
we
have
to
ensure
that
our
staff
is
in
constant
contact
with
cross
links
and
I
would
like
to
say
that
I've
had
some
very
good
cooperation
from
them.
Lately
we've
had
a
serious
safety
issue,
darin
Eglinton.
They
responded
very
quickly
with
robust
signage
with
they
did
some
paving,
so
people
can
walk
and
get
to
the
bus
signage
of
how
to
get
to
like
the
TTC.
When
they
move
the
stop
signs,
they
don't
tell
you
where
they
move
them.
To
so
I
mean
I
was
stuck
one
day
there.
D
It
came
on
the
Dufferin
bus.
The
Dufferin
bus
is
really
the
heart
of
the
city.
So
if
you
get
on
the
Dufferin
bus,
you
know
what
the
heart
of
the
city
is
going
through.
So
I'm
trying
to
get
on
the
Eglinton
32
bus
to
go
east
I
couldn't
find
where
the
stop
was
and
Here
I.
Am
a
former
TTC
chair
been
on
the
Dufferin
busted
on
that
on
a
regular
basis.
I
couldn't
find
the
stop
so
I
had
to
ask
one
of
the
seniors.
Where
did
they
move
the
stop
to
so
he
points.

Oh,
it's
two
blocks
way
down
there.
So
anyways.
It's
also
part
of
the
TTC
job
to
have
sign.
It
says
you
know
the
bus
stop
has
been
moved
and
it's
not
just
in
that.
Fine
font
that
you
know
only
16
year
olds
can
read
so
they
did
respond.
They
put
in
some
robust
signage,
they
added
some
pavement.
They
also
did
some
safety
paving
on
the
sidewalk
and
the
road,
and
also
erected
some
concrete
barriers,
so
you're
not
walking
into
traffic,
which
the
very
narrow
walkway
sometimes
so
anyways.

This
is
an
ongoing
challenge,
plus
at
the
end
of
the
construction,
which
hopefully
will
happen
because
Eglin
has
been
on
construction
since
1992
we've
had
subway
construction
since
1992.
So
what
I
heard
all
this
debate
about
the
new
you
know
mystery
line
and
the
Ontario
line,
whether
they
call
it
I,
couldn't
believe
there
was
no
discussion
about
who
pays
for
the
impact
on
businesses
on
communities
here.

Okay,
you're
a
little
over
five
minutes.
That's

anyone

Okay,
just
very
quickly,
just
a
word
of
caution
on
these
major
infrastructure
projects.
This
is
a
six
billion
dollar
project
which
I
realize
is
created
well
well
all
right
next
week,
it
could
even
be
more.
I
should
remind
everybody
that
we
just
Council
just
approved
about
twenty
eight
billion
dollars
and
provincially
funded
transit
projects
and
the
these
projects
will
create
chaos
and
disruption
and
undertand
noise
across
many
neighborhoods
in
our
city.

And
it's
important
to
point
out
your
local
communities
that,
while
there
be
they'll,
be
disruption
and
there'll,
be
noise
and
they'll
be
inconvenience
at
the
end
of
the
day,
you're
left
with
a
better
city,
better
transit
and
better
infrastructure,
and
that
goes
along
with
many
of
our
other
infrastructure
projects,
whether
whether
it
be
Toronto
water
or
a
forestry
or
solid
waste
that
the
disruption,
the
noise
and
the
aggravation
are
a
small
price
to
pay
for
the
upgraded
infrastructure,
a
better
transit
system
and
a
better
City.

we
are
at
the
very
final
strokes
of
getting
those
traffic
agents
on
board
were
in
the
process
of
doing
some
screening
and
interviewing
for
the
first
batch.
We
have
another
job
posting
that
we
assume
will
be
up
today,
there's
16
traffic
agents
who
will
be
special
constables.
We,
our
plan,
is
still
on
track
to
get
them
on
board
by
December.
Until
that
time
we
are
going
to
be
continuing
to
use
the
services
of
Toronto
Police
Service
paid
duty
officers
at
the
intersection
that
we've
been
managing.
So
what
what's.

Have
been
a
number
of
component
pieces
that
go
with
creating
the
special
constable
position,
which
is
a
negotiation
that
we've
had
ongoing
with
the
police
that
we've
been
working
quite
productively
on.
There
are
uniform
requirements
that
need
to
be
approved.
There's
code
of
conduct
requirements,
there's
training
that
needs
to
be
undertaken
and
all
of
those
pieces
are
the
implementation
phase
after
the
regulations
have
been
passed
or
agreed
to
by
the
Toronto
Police
Board.

There's
a
cycle
also
where
the
Solicitor
General
has
to
approve
not
only
the
special
constables
as
as
a
city
resource,
but
also,
ultimately,
the
names
of
those
folks.
When
the
background
checks
are
completed
after
we
have
them
on
board.
So
it
is
actually
quite
a
laborious
process
to
go
and
get
folks
on
board
and
we've
been
working
quite
diligently
to
get
that
done
by
December.

We
actually
implemented
two
different
types
of
systems
at
22
intersections.
The
assessment
of
there
were
actually
some
issues
in
terms
of
rolling
those
out.
Some
of
the
pedestrian
countdown
phases
were
awkward
for
people,
and
so
we
really
had
to
work
with
the
vendor
to
make
sure
that
that
was
working
appropriately,
and
so
we
did
a
pretty
significant
after
assessment
before
we
go
out
to
a
bidding
process
so
that
we
can
take
those
to
scale
and.

So
it's
expected
that
the
report
when
it
comes
back
I
doubt
it's
gonna,
be
this
year
q4
of
this
year,
unless
it's
like
ready
to
come
out.
However,
I'm
not
faulting,
you
for
it,
but
when
it
comes
out
it
will
tell
us
which
system
to
proceed
with
and
then
the
plan
is
to
to
scale
that
up
to
how
many
intersections.

to
clarify
the
evaluation
will
be
completed
in
this
year
and
the
next
year
we
are
bidding
for
pricing
only
based
on
the
evaluation,
so
we
are
going
to
disclose
the
evaluation
to
the
vendors.
So
with
that
evaluation
and
they
knowing
how
good
or
bad
they
did
they
did,
they
have
to
provide
it
with
a
pricing,
and
that's
where
the
final
contract
is
gonna
be
is
gonna,
be
about
pricing
for
several
years
and.

this,

the
chair,
we
will
certainly
have
more
of
a
specific
idea
of
how
many
intersections
will
deploy
and
what
the
what
the
the
threshold
or
criteria
will
be
for
where
we
deploy,
because
we
know
that
adaptive
signals
work
extremely
well
in
situations
that
have
certain
conditions
like
would
they
have
surge
at
peak
periods
and
and
things
of
that
nature,
so
they
may
not
be
appropriate
to
deploy
everywhere,
but
we'll
come
back
with
a
more
fulsome
plan.

the

the
advanced
traffic
management
system
is
actually
the
central
software
that
allows
us
to
basically
more
actively
manage
traffic
on
the
road,
so
in
other
words,
dynamically
change
or
have
operators
basically
go
in
and
change.

signal
timing
plans
to
be
able
to
monitor
the
cameras
in
an
integrated
manner
and
as
well
control
the
messin
signs,
the
the
travel-time
messages
as
well
too.
So,
essentially,
it's
a
central
tool
used
by
our
rescue
traffic
operation
center
to
effectively
manage
traffic.

imagine

in
the
past,
it

case

operators
had
to
use
disparate
software
applications,
whereas
the
advanced
traffic
management
system
is
basically
one

application

manage
traffic
on

use
all
the
tools
that
are
available
to
them.

charged

difficult

burden

caught
parking
illegally
on

highly
traveled

having

all
this
work

getting
people
moving
on

streets
and
have
people
illegally
parked
on
places
on
rush
hour
routes
and
then
to
pay
for
them
to
have
a
more
convenient
pickup
like
come
on

think
I
get
it's
the,
but
I.
Certainly
don't
think
that
this
us,
bending
over
so
far
backwards
for
these,
the
individuals
that
are
that
are
committing
these
infractions
is,
is
worth
the
money
and
it
certainly
sends
the
wrong
signal
when
we're
charging
$300
to
people
that
forgot
to
tap
their
presto
card.

these

they

accompanied

to
traffic
movements
and
traffic
regulatory

aggressive
lately
than
I

because
you
you
think

it
was

was
going
back
to
my
readings
on
old
Rome.
You
know
when
they,
when
the
Romans
would
take
this
wonderful
spring
water,
mostly
from
Abruzzi
the
mountains
and
funnel
it
into
Rome,
and
then
in
Rome
itself
run
it
in
you
know
in
in
lead
systems
right.

the
lead
content
in
the
in
Roman
drinking
water
was
exceedingly
high
and
in
lead
some
of
you
may
know
or
not
know.
Is
it's
been
linked
to
all
kinds
of
things
and
one
other
thing
and
it's
a
heavy
metal,
obviously,
and
once
it
enters
your
system,
it's
very,
very
difficult
to
get
out
of
you're
out
of
your
body,
so
we're
kind
of
all
walking
around
with
probably
a
little
bit
of
lead
in
us
and
so
next
time,
you're
feeling
a
little
aggressive.

yourself:
maybe
it's
due
to
the
lead
in
my
system
right
but

I,

you
think
about
that,
and
it's
been
linked
to
all
kinds
of
stuff
and
one
of
the
things
this

been
linked

violence

old
Rome,
and
you
say
when
they
were
pretty

little

results

before
the
committee

we

need
to
sort
of
think
about
and
work
through

have
stealth

our
drink

our
water
system

part

But
I
have
a
motion
that
the
general
manager
Toronto
water
report
back
to
the
next
meeting
on
possible
programs
to
help
owners.
Homeowners
fund
replacement
of
lead
pipes
in
the
private
side
of
the
connection.
So.

Might
it
might
have,
but,
but
all
the
work
for
this
has
been
done,
because
your
remember
it
was
like
three
or
four
years
ago,
when
this
came
up
councillor
Davis
raised
this
issue.
Lew
brought
forward
a
report,
and
just
so
before
we
get
to
the
point
of
it's.
Where
we're
spending
private
acts
revenue
on
led
pipes,
let
me
explain
how
how
the
program
worked.
Originally,
it
was
that
we
use
a
local
improvement
charge
to
connect
the
cost
of
replacing
the
private
side
to
be
repaid
by
the
homeowner.
So
it
was
a
cost
recovery
program.

It
would
just
allow
give
the
homeowner
the
capital
immediately
to
do
the
private
side.
If
you
don't
have
a
neighbourhood
with
with
lead
pipes.
This
is
how
it
works.
If
the
city's,
not
don't.
If
the
city
is
going
through
and
doing
their
side,
they
do
their
side,
but
every
homeowners
got
to
do
the
homeowners
side
and
pay
for
it.
It's
about
two
thousand
dollars:
twenty
five
hundred
bucks.

If
the
homeowner
doesn't
have
the
capital
to
do
it
or
is
not
in
a
position
to
do
it
or
a
landlord
doesn't
want
to
pay
for
the
upgrade,
then
the
city
does
its
side
and
it's
and
and
and
they
join
it
to
the
to
the
lead
pipe,
it's
extremely
dangerous
and
we
actually
pump
chemicals
through
our
entire
drinking
water
system
that
are
safe.
We're
told
to
to
ensure
that
in
areas
where
we
have
lead
pipes
and
some
of
these
joints,
it's
not
leaching
out.
So
it's
dangerous
when
we
don't
do
the
whole
pipe.

So
this
program
was
developed,
it
didn't
pass
a
council
I'd
love
to
see
if
it.
If
we
took
another,
go
at
it
now
and
had
a
better
explanation
as
to
the
fact
that
it's
a
cost
recovery
program
and
doesn't
cost
the
rate
base
anymore.
I.
Think
that
that
this
would
allow
us
to
ensure
that
every
homeowner,
no
matter
what
their
financial
capability
ability
to
take
on
debt.
It
is
fifteen
hundred
bucks
and
it's
unscheduled
maintenance
that
they
would
be
doing.

Meanwhile,
so
the
parents
go
buy
the
plastic
water
which
costs
more
per
litre
than
gasoline
and
so
it'll
push.
If
we
don't
have
this
careful
they'll
push
all
kinds
of
parents,
especially
and
people
that
maybe
are
just
ordinary
citizens,
adults
to
drink
more,
that
plastic
water,
which
you
know,
is
highly
contaminated
with
all
kinds
of
other
materials
and
certainly
doesn't
meet
the
quality
controls.

have
in
our
Toronto
water,
and
you
know,
and
there's
the
illusion
that
if
you
buy
the
water
at
you
know
a
buck
a
half
a
litre
whatever
it
is,
it's
going
to
be
better
for
you
and
it's
cleaner,
etc.
So
I
just
think
in
the
way
we
handle
this
reporting
and
this
whole
issue
that
has
been
brought
to
light
about
that
contamination
that
we
ensure
that
we
don't
frighten
people
into
wasting
millions
of
dollars
a
day,
buying
plastic
water
from
Nestle's
who
takes
it
out
of
the
ground
without
paying
for
it
anyways.

buy

consulted
staff
and,

government
is
right
now
developing
some
of
their
strategies
for
how
they
are
going
to
put
action
to
the
promises
during
their
election
or
remind
people
they
promised
to
plant
two
billion
trees.
It's
a
whole
lot
less
expensive
to
plant
trees
in
non
urban
areas,
but
it
doesn't
make
it
better.

are
a
whole
lot
of
benefits
of
planting
trees
in
urban
areas
around
air
quality
around
here
I'll.
In
fact,
the
list
goes
on.
We
have
an
aggressive
strategy
for
implementing
our
tree
canopy,
but
resources
are
stretched,
we're
probably
not
necessarily
on
track
to
achieve
what
we
want
to
of
a
forty
percent
tree
canopy
by
2060.

lot
of
it
has
to
do
with
incremental
weather
and
the
and
and
the
costs
of
climate
change
to
our
tree,
canopy
and
so
I've
put
forward
a
request
that
I
want
the
federal
government
to
ensure
that
part
of
their
two
billion
tree
strategy
is

in

urban
trees,
and
this
is
kind
of
the
range
that
a
large
municipality
would
need.
So
that's

the

multiple

asks

we

of
the
federal
government.

identify

we
want
to
be
Net
Zero
by
2050,
and
we
have
new
builds
of,
for
example,
community
centers

have
one
you

one
mine's
going
to
open
in
2023.

go

to
being
that
zero
right
now?

build
it
and
then
have
to
go
back
in

upgrade
it
and
update

I

it

things

done

it

bit
safer,
for
instance,

all
kinds
of
people
making
these
wild
u-turns
and
they're
going
up
on
sidewalks
to

u-turns
to
get
on
the
Allen.
So
maybe
we
could
get
barriers
there.
So
is
there
an
interim
type
step
we
can
take
before
this
report
comes
back
to
us
just
to
give
people
a
sense
of
safety
on
Eglinton,
and
so
they
can
walk
with
their
children
on
the
sidewalks
through.

we're
happy

residents

up
with

way
this
is
worded
as

traffic
and
pedestrian
safety
management
plan,
if
it's
more
comprehensive

we're

little
concerned

timing

being
able

to
be

with

in

is
because

the
diversion

pedestrian
traffic
off

Eglinton

the
South
Bay
gruntin.
They
have
to
walk
through

park,
it's
been
noblemen,
Park,
God,
rest,
his
soul,
former
colleague
of
mine,
and
it
was
a
Bendel
and
park
so
they
walked
through
the
park.

But
the
park
is
very
dark
and
so
I've
asked
I
know
this
is
a
pedestrian
safety
issue,
so
pedestrians
are
diverted
through
this
park
with
no
lights,
so
I've
asked
Metrolinx,
they
say
well,
we
have
no
jurisdiction
over
the
park,
then
the
contact,
the
forestry
and
they
said.
Oh,
we
can't
put
up
new
lights,
it's
not
our
problem.

So
meanwhile,
we've
got
thousands
of
pedestrians
diverted
into
this
park.
That
is
especially
now
a
daylight.
Saving.
Time
is
extremely
dark
from
5
o'clock
on
and
it's
really
an
unsafe
place
to
walk,
never
mind
other
dangers
so
who
do
I
get
to
maybe
put
some
lighting
into
that
Park,
which
has
become
a
pedestrian
passageway
but
is
still
under
Parks
and
Forestry?
Who
says
it's
not
their
job?
You
better
ask
cross
links
and
cross
success
as
well.

on
the
recent

no
right
to
do
that

cooperate

community

been
compounded

this
massive
construction

safety
projects

institute

deal

changing
dynamics
of
the
construction
and
traffic
patterns
that
move

especially
in
the
Allen
and
Eglinton
West.

this

way
of
trying
to
ensure
that
the
pedestrians,
the
children,

shopkeepers,
the
drivers,

environment,

safe

unsafe

walk
drive
in
that
area
again
with
the
volume,
the
narrow
lanes,
the
truck
movements.

measures

we
can

least
bring

sense

area

Eglin
West

on

and

through
