A
Good
afternoon,
everyone
we're
ready
to
resume
the
meeting.
I
understand
that
there
are
a
couple
of
items
that
are
to
be
introduced,
we'll
wait
for
a
counselor
shiner
for
one
of
them
and
do
we
have
mine
here
it
is.
It
will
be
known
as
item
91
that
that
staff
be
requested
to
investigate
the
feasibility
of
relocating
traffic
signals
on
Keele
Street
requests
to
distribute
please
all
in
favor
opposed
councillor
Pasternak.
A
B
You,
madam
chair
I,
just
like
to
open
item
number
four
very
quickly.
I
have
a
an
amendment
or
emotion
drafted
by
staff.
We
just
need
between
now
and
council
for
staff
and
the
applicant
to
have
a
very
quick
conversation
on
the
heights
of
a
few
of
the
houses
in
this
development
to
the
south.
As
we've
heard
from
decadents
they're
concerned
about
shadowing
request,.

A
G
Do
I'll
move
on
behalf
the
councillor
Robinson,
that's
delegation?
Can
you
council
is
declare
the
following
to
be
an
event
to
municipal
significance
for
liquor,
licensing
purposes,
the
sell-off
Vacations
grand
reopening
event
to
be
held
on
Thursday
August
23rd
from
4:00
to
8:00
p.m.
at
33-29,
Yonge
Street.
A
G
You,
madam
chair
I,
will
move
the
staff
recommendation.
This
is
Oxford
property,
new
york,
dale
mall,
taking
on
a
pedestrian
bridge
that
will
make
it
look
a
lot
better
than
we
seem
to
have
been
able
to.
Unfortunately,
there's
an
issue
about
now
that
becomes
their
bridge.
Did
they
have
a
a
an
encroachment
fee?
The
city?
That's
the
gift.
We
give
them
by
doing
this
favor.
So
I
was
going
to
try
to
waive
that,
but
I'm
told
by
legal
I
can't
know
so.
I
will
move
it
in
its
current
form,
as
recommended
by
staff.
Thank.
B
G
Bridges
between
TTC
and
the
mall
and
it's
been
kept
in
terrible
condition,
and
in
fact
there
is
what
the
work
we're
doing
to
make.
York
Dale
subway
station
accessible
by
adding
elevators.
This
bridge
is
not
accessible.
There
are
stairs
on
both
ends
of
it,
no
and
so
a
we
get
Oxford
to
maintain
it
better
than
we
have
be
it
kind
of,
as
in
the
period
where
we
will
have
better
accessible
options
at
both
ends
of
it.
We're.
D
F
F
F
F
They
have
flank
äj--
they're
on
a
corner
lot
with
flank
ajaan
a
side
street
and
given
the
young
son,
they
want
to
put
up
a
fence,
but
there's
a
huge
oak
tree
right
down
the
property
line,
so
any
fence
would
would
have
to
go
around
that
tree
and
take
out
a
large
portion
of
their
backyard.
So
she
is
requesting
that
they
can
build
the
fence
on
our
city.
Right-Of-Way
I
have
spoken
to
staff
and
that's
the
if
we
can
put
the.
A
F
F
B
A
J
J
J
J
J
So,
thank
you
for
your
time.
You
know
we're
here
and
we've
done
a
lot
of
research
about
the
issue
of
parking
in
the
city,
and
we
understand
that
there
are,
you
know,
front
yard,
parking
issues
in
the
city
that
mainly
have
to
do
with
curb
cuts
and
taking
away
existing
parking,
as
well
as
environmental
impact
on
water
runoff.
So
we've
taken
that
into
consideration,
and
we
want
to
really
make
our
argument
on
that
those
bases.
The
first
one
is
that
our
house
already
has
an
existing
curb
cut.
J
So
there
was
a
rebuild
on
our
existing
house
and
there
is
a
driveway
that
exists
on
half
of
the
semi-detached
house,
so
on
160,
a
Cedric
there's
a
current
curve
cut,
which
means
that
no
spot
would
be
taken
away
in
terms
of
parking
for
160
B.
There
is
a
current
speed,
bump
and
round
structure
in
front
of
their
house.
That
too,
is
not
a
parka
below
for
both
a
and
B.
We
are
saying
that
we're
not
actually
taking
any
parking
away
from
the
street.
J
Secondly,
we've
surveyed
all
of
our
neighbors.
We
know
we
had
a
negative
count
last
time,
so
we
went
back
to
all
the
neighbors
and
spoke
to
them
and
found
that
a
hundred
percent
of
people
agreed
to
allow
us
parking
because
they
know
there's
scarcity
of
parking
on
the
street.
We
did
a
survey
max
and
Rebecca
did
a
survey
of
how
many
spots
there
are,
and
we
found
that
on
average
at
night
and
in
the
morning,
there's
two
point
four
spots
available
for
parking,
which
means
that
people
are
constantly
jocking
for
spots
on
the
street.
J
People
with
existing
driveways
have
four
cars.
Three
cars
sometimes
and
still
choose
to
park
partially
on
the
street.
I
have
a
three-year-old
child
when
I
have
to
park
fifty
meters
away
to
try
to
get
home
with
groceries
and
a
dog
I'm
a
single
mom
and
I'm
carrying
all
of
that
back.
It's
very
difficult
for
me
to
park
so
far
away
and
carry
everything
into
the
house.
J
Rebecca
and
max
are
expecting
a
baby
in
a
few
months,
and
they're
gonna
have
the
same
issues
as
I
as
I've
had,
and
so
what
we're
basically
saying
is
that
for
street
parking
purposes,
we're
not
actually
taking
away
from
any
of
the
existing
parking
instead
we're
enhancing
the
existing
situation
because
we're
not
taking
away
from
street
parking.
Secondly,
environmental
impact
right
now,
50%
of
our
front
yards,
are
permeable
and
allow
water
to
seep
in.
J
We
are
suggesting
to
raise
that
to
75
percent
we've
been
consulted
by
two
landscaping:
companies,
they're
gonna,
come
in
and
put
permeable
substance
on
on
the
driveway
and
the
walk
way.
We
currently
have
20
trees
on
our
property
and
we've
measured
runoff
over
the
past
month
and
found
that
there
is
no
runoff
coming
from
our
house.
Everything
is
permeable
into
the
ground
and
we're
gonna
make
it
even
more.
J
So
what
else
can
I
tell
you
here,
I
also
just
to
mention
that
it's
a
very
delicate
ecosystem
and
neighborhood
of
all
time
residents
who
are
very
protective
of
their
spots
and
it
hasn't
started
out
well
us
being
new
neighbors
and
taking
their
parking
spots
away
and
they're,
not
happy
about
it,
and
it's
just
a
weird
situation
that
we're
trying
to
navigate
and
make
good
neighbors.
So,
basically,
what
we're
saying
is
that
environmentally
we're
not
gonna
have
an
impact.
We
already
have
the
spaces
and
it's
not
parking
spots.
J
We
want
to
be
friendly
with
our
neighbors
and
be
good
in
our
community,
and
we
think
these
are
all
compelling
reasons
for
you
to
allow
for
this.
I
want
to
see
if
I
missed
anything
to
allow
you
guys
to
say
anything.
Yeah
I
think
I
covered
everything.
I
just
we'd
really
appreciate
your
support
on
this.
A
G
G
The
situation
here
on
Cedric
in
this
instance
is
and
I
think
the
applicant
said
it
better
than
I.
Could
this
request
does
not
remove
on
street
parking
and
I?
Think
that's
a
fundamental
criteria
that
we
should
look
at
when
looking
at
front
your
parking
pads
and,
in
fact,
the
for
those
concerned
about
runoff
and
stormwater
what
the
changes
they
have
made
to
these
spaces
improve
what
was
there
before
so
they're?
More
there's
more
permeable
space
than
ever.
G
There
was
before
no
curb
cut
is
needed,
there's
not
a
need
to
there's
no
loss
of
parking,
and
so
for
those
reasons
and
I
on
procedural
I,
don't
know
if
I
can
do
it
at
once,
I
will
move
the
alternate
recommendations
for
both
160,
a
and
B
on
Cedric,
again
for
because
I
think
it's
actually
improvement
to
the
neighborhood.
The
houses
are
for
sure
they're
beautiful,
but
in
terms
of
more
permeable
surface
better-looking
aesthetics,
but
also
the
fact
that
no
parking
spots
are
lost.
I'll
move
those
two
alternate
recommendations
as
found
in
the
staff
reports.
G
A
A
K
K
K
You
know
upon
approval
and
there's
actually,
along
that
Street
there's
precedence
for
having
front
yard
parking
on
this
section
of
water
Avenue.
Almost
every
house
has
parking,
so
we
won't
be
changing
the
nature
or
the
look
of
the
street
by
having
the
front
yard
parking
it
fit
in
with
the
look
of
the
neighborhood,
and
so
also
the
way
that
if
you
see
the
plan,
I
don't
know,
if
you
have
it
in
front
of
you,
but
will
not
have
to
change
the
sidewalk
configuration
or
the
existing
ramp
of
the
sidewalk.
K
They
are
there
all
day
and
into
the
night
you
know
or
visitors
of
those
tenants
and
so
the
parking
the
permitted
parking
in
this
area
is
in
effect
from
midnight
to
6
a.m.
but
before
that
these
visitors
can
take
up
the
spaces
in
this
area,
and
so
there's
there's
there's
a
very
limited
number
of
parking
places.
There's
only
8
parking
places
between
there,
so
the
parking
doesn't
start
at
the
corner
of
water
and
Vaughn.
K
There's
a
distance
of
200
meters
on
the
opposite
side
of
the
street,
where
the
parking
is
so
it's
200
meters
where
there
isn't
that
parking.
For
this
reason,
the
stretch
of
parking
on
a
lot
of
Avenue
between
Vaughan
Road
in
Key
West
Avenue
only
accommodate
8
parking
places
like
what
I
just
said
this.
K
So
it's
not
uncommon,
because
these
two
large
apartment
buildings
too,
to
have
it
so
that
you
know
we
have
to
go
quite
far
away,
and
so
it
also
should
be
noted
that
the
permitted
parking
on
the
opposite
side,
even
though,
like
it
fluctuates
sometimes
it's.
Historically,
it's
been
over
90%
recently
it's
been
under,
but
when
added
to
the
to
the
other
reasons,
especially
in
the
summer,
it
gets
really
busy.
I.
Think
I,
don't
know
if
it's
because
seasonal
work
is
there
and
then
so.
K
Actually
one
of
the
big
ones
is
safety
issues,
because
people
that
are
driving
down
Vaughn
to
Key
West,
they
bomb
down
the
street.
If
you
guys,
who
are
familiar
with
that,
it's
like
it's
kind
of
a
bit
of
a
downhill,
it
gets
them
on
to
Dufferin
and
it
creates
like
it's.
It's
the
only
way,
certainly
to
get
onto
Dufferin
from
that
area,
especially
now
that
Eglinton
right
it's.
K
G
K
A
F
F
D
A
F
D
G
I
in
this
instance,
there's
no
loss
of
parking
as
an
existing
ramp.
I
would
say
that
as
I
read
the
report
on
the
on
the
issue
there
identifying
the
loss
of
availability
for
a
street
tree
and
I,
don't
know
that
there's
any
Street
trees
being
planned
for
this
area.
This
is
a
tree
he's
suggesting
he
would
plant
on
his
own
property
as
part
of
that
so
I'd
like
to
move
the
alternate
recommendations
with
item
number
three
being
amended
specifically
saying,
including
the
planting
of
a
tree
on
site.
Madam
chair.
A
I
A
H
Okay,
so
thank
you
for
giving
us
an
opportunity
to
present
today
and
we're
here
simply
because
we
are
exhausted
and
overwhelmed
over
the
parking
situation
around
our
home.
We're
asking
for
your
help
and
your
support
in
your
approval.
The
back
of
our
home
faces
Eglinton
park
and
we're
so
appreciative
of
the
park,
but
there
are
thousands
of
soccer
kids
playing
nightly
and
weekends,
with
baseball
added
into
the
mix,
parents
accompanying
them
as
spectators
and
transportation,
volunteers,
coaches,
etc.
H
D
H
H
We
filled
in
our
case,
a
parking
pad
is
a
responsible
solution,
ensures
that
we
have
a
safe
access
for
pedestrians,
cyclists
and
other
vehicles.
It
frees
up
space
for
others,
and
it's
of
course,
environmentally
sound.
I
came
across
the
City
of
Toronto
report,
which
I'm
sure
you're
all
familiar
with.
That
basically
say
the
parking
pad
is
constructed
with
permeable
materials
come
close
to
exhibiting
similar
infiltration
characteristics
of
the
Navy's
soils,
and
it
goes
on
to
say
that
actually,
the
contribution
to
stormwater
runoff
from
parking
pads
is
less
than
1%
City.
H
Why
our
property
meets
all
the
figure
physical
requirements
for
the
code
for
the
setback?
The
amount
of
landscaping
were
well
above
the
75%
threshold,
we're
certainly
able
to
plant
a
tree.
Urban
forestry
had
come
out
and
taken
a
look.
We
don't
have
any
downspouts
on
the
side
of
the
house
where
the
pad
would
be
the
access
is
from
our
lane.
So
there's
no
curb
cut
or
ramping
required,
and
we
actually
don't
take
away
any
parking
space.
We
have
permit
parking,
so
we
actually
return
parking
to
others.
H
H
H
H
H
With
a
low
response
rate
had
a
problem
sending
out
the
pole,
and
so
when
they
sent
it
out,
they
they
managed
to
get
it
out.
You
know
the
first
day
of
spring
break,
so
although
there
was
a
lot
of
knocking
on
doors,
etc,
we
have
really
an
absentee
neighborhood
at
that
time
of
year,
so
I
saved
two
weeks
of
fliers
from
the
spring.
H
So
when
people
finally
came
home,
asking
them
to
kind
of
sort
through
their
stuff
and
find
their
pools
and
while
getting
back
to
work
and
school,
if
they
could
fill
it
out,
seemed
to
be
difficult.
So
we
had
a
very
low
response
rate.
I
did
go
around
this
weekend
pulling
and
a
hundred
percent
of
my
neighbors
all
said
yes,
so
everyone
who
had
was
bowls
originally.
B
H
Big
you
try
and
park
in
there.
It's
you
know,
honestly,
it's
like
20
trying
to
get
it
in
it's
it's
a
single
car
garage
and
it
has
it's
on
a
it's
on
a
lane.
Actually,
if
the
lane
is
blocked
during
baseball,
it
seems
to
be
the
draw
file
point
I'm
behind
the
baseball
diamond.
But
it
is
it's
a
narrow.
It's
an
odd
turn
from
the
park
in
there
right
and
there's
concrete
barriers.
H
A
A
B
L
We
have
the
tree,
which
is
right
up
of
the
deck
it
was.
It
was
built
47
years
ago
and
I
think
was
bad
job
Jim
bad
judgment,
but
then
back
then.
How
did
he
know?
There
was
gonna
be
47
years
later,
causing
all
his
damaged
roots
right
on
my
deck
right,
where
the
tree
is,
if
I
cut
those
roots,
if
I
try
to
cut
them,
I'm
going
to
kill
the
tree,
you
could
see
how
it's
all
building
up,
causing
damage.
My
coping
is
falling
apart.
L
Cracks
in
my
pool
I've
had
to
redirect
the
piping
to
build
up
the
pressure
we
had
to
do
a
pipe
there
and
to
go
into
the
Cabana
right
and
it's
causing
Steph
the
extensive
damage.
I
love
these
trees,
I've
lived
there
for
15
years,
I,
just
I,
don't
know
what
to
do.
You
know
it's
causing
a
lot
of
hazards.
I'm.
G
L
To
bring
anybody
in
there
to
swim,
you
know
I'm
I
feel
like
I'm
stuck,
so
you
know
and
I
wanted
I
decided
to
see
if
I
can
do
this
legally
and
get
it
cut
properly.
Okay,
the
permit
officer
comes
to
me
and
says:
I
should've
ate
my
deck
and
I
found
that
very
condescending.
Okay,
this
is
my
property.
I
love
it
it's
a
beautiful
house
and
it's
gonna
cost
me
a
lot
of
money
just
to
repair
all
this
stuff,
and
it's
just
going
to
be
ongoing.
L
L
I
got
them
from
and
can
I
say:
yep
yeah,
that's
it
I
mean
there's
nothing
more
I
could
say:
I'm
I
would
I
would
love
to
be
granted
the
right
to
cut
these
trees,
I'm
willing
to
plant
two
trees
like
like
my
arborist
report,
I'm
sure
you
got
my
arborist
report.
Did
you
get
a
copy
of
that
yeah
and
he's
a
really
nice
guy?
L
That's
tree
tree
doctors
and
he
he
went
into
very
good
detail
about
about
what's
going
on
there,
but
I
never
did
mention
about
this
wall
thing
and
with
you
know,
15
15
years
living
there
I
forgot
that
I
sealed
it
with
an
inspector
okay,
and
if
you
you
know,
I'm
sorry,
if
anybody
wants
to
come
out,
you
can
see
where
that
wall
is
it's
exactly
where
the
tree
is
it's
right
there
and
then
and
then
and
the
deck.
Is
there
okay?
And
it's
not
a
coincidence,
there's
a
big
crack
down
now
down
that
wall?
L
F
L
F
And
then
in
the
report
says,
urban
forestry
has
requested
details
of
the
proposed
repairs
and
construction
methodology
to
review
for
review,
to
determine
the
impact
the
proposed
repairs
would
have
on
the
honey
locust
tree.
However,
the
property
owner
has
declined
to
submit
these
plans
for
review.
Well.
L
My
answer
to
that
is
there
is:
there
is
no
construction
proposed,
because,
because
what
I
would
do,
I
was
just
lift
up
that
brick
and
just
cut
those
roots.
I'm
not
gonna,
hire
anybody
to
do
anything.
For
me,
it's
very
simple:
you
pull
up
the
root,
pull
up
the
brake
and
cut
the
roots.
Now,
if
I
cut
those
roots,
I'm
gonna
damage
the
tree,
I'm
gonna
hurt
the
tree.
I've
done,
I've
done
rock
gardens
right
next
to
pines
in
the
past,
and
what?
Why
do
you?
F
E
So
I
actually
went
out
last
night
to
take
a
look
at
this
property
because
I
actually
wanted
to
learn
more
myself
and
I
could
see
that
the
roots
are
causing
chaos
in
the
entire
backyard.
It's
all
the
brickwork
is
all
torn
up.
The
pool
is
completely
cracked.
The
siding
of
the
pool
is
coming
off
and
the
homeowner
has
gone
out
of
his
way
to
try
to
work
around
here.
Ii
piped
everything
around
on
the
surface
to
try
to
avoid
any
damage
to
the
tree.
E
I
really
do
believe
he's
gone
out
of
his
way
to
try
to
do
the
best
that
he
can,
but
it's
clear
that
this
this
tree
is
causing
significant
damage,
so
I
have
yep
yep.
No,
so
that's
that's.
How
I
see
it
really
so
I
have
an
alternate
motion
or
should
I
say
the
alternate
staff
recommendation
is
that
I
would
like
to
move,
and
it's
that
we
approve
the
request
to
remove
the
two
trees.
However,
the
applicant
providing
ten
replacement
trees,
which
can
achieve
a
combination
of
on-site
planting
or
cash
in
lieu
of
linden.
E
F
Wanted
details
of
the
repairs
and
ultimately
he
refused
whether
he
sees
it
differently
or
not.
He's
ultimately
refused.
So
it's
hard
for
me
to
base
a
decision
just
on
the
one
side,
without
seeing
all
the
facts,
so
that
being
the
case,
I'm
inclined
to
vote
against
it
and
I
would
like
a
recorded
vote.
Please.
A
A
A
I
A
Carrie
before
councillors,
Robinson
and
Carmichael
grabbed
rules,
the
general
bills
and
confirming
bill
I
wanted
to
give
a
special
thank
you
to
staff
Joel
you're
still
here,
okay-
and
maybe
maybe
the
staff
who
are
here
can
carry
this
message
on
behalf
of
community
council
to
all
the
staff
who
are
not
here
right
now
to
receive
our
words
of
wisdom,
words
of
things,
they've
worked
particularly
hard
and
long.
This
Council
session
to
prepare
the
reports
that
we
required
in
such
a
relatively
short
time
span.
A
D
I
just
wanted
to
thank
you
Maria
because
we're
you
know
when
you
look
at
the
composition
of
this
community
council,
it
is
kind
of
a
motley
crew.
You
know
like
they're,
you
know
it's
it's
and
we
could
easily
have
turned
into
a
body
where
everybody's
fighting
with
each
other-
and
we
sometimes
do
it
counsel,
but
here
I
think
thanks
to
your
leadership,
everybody
you
know
is
very
collegial
here
and
tries
to
help
each
other,
and
you
know,
there's
really
a
good
atmosphere
at
these
meetings.
Despite
a
lot
of
differences
of
various
types
around
the
table.
