think
it's
a
good
report

I'll

Council

my

It

a
good
report
and
it's
doing
something
essential,
but
unless
I'm
missing,
like
there's
a
little
bit
on
congestion
management,
unless
this
has
just
a
giant
ask
for
public
transit
and

bike
lanes,
then
really
we're
not
doing
much
to
to
get
to
the
heart
of
the
problem
around
air
pollution
on
our
on
our
major
intersections,
because
we're
not
actually
really
speaking
to
reducing
the
number
of
vehicles
at
those
intersections
which
is
essentially
like
this
is
a
monitoring
and
and
not
not
even
quite
band-aid.

keep

good
eye
on

good

admirable,

should
be
doing

what

really
need

enormous
investments
in
public
transit
in
order

people
out

their
cars

I've

two
recommendations
here
or
two
requests
that
I
guess
I'm
making
to
you
guys.
One
is
the
parts
in
the
Environment
Committee
reject
the
recommendation
to
receive
report
PE,
23:2
and
second
that,
in
spite
the
capital
planning
process
for
Eglinton,
Park
parks,
forestry,
recreation,
formerly
process
the
Dola
application
that
we're
trying
to
submit
for
Eglinton
park,
and
let
me
start
out
with
what
we're
trying
to
do.

If
you
look
at
the
two
maps
on
the
board,
the
one
on
the
Left
shows
the
area
we're
going
into
it's
a
very
small
area,
abutting
between
the
pool,
complex
and
Eglinton
Avenue
and
a
small
unused
sectional
park.
If
you
look
at
the
park
map
and
the
right
you'll
see
that
our
area,
which
is
down
on
the
bottom
left
of
that
map,
is
isolated
from
the
park
and
that
dark,
green
mass
is
a
very
large
hill
that
cuts
the
area
off.

So
the
area
is
cut
off
from
the
whole
park
by
both
the
hill
and
the
complex.
This
is
what
I
requested
area
looks
like
right.
Now,
it's
not
much
of
a
park.
It's
been
taken
over
by
Metrolinx
as
a
construction
site
for
the
Eglinton
crosstown.
It
will
be
in
that
state
until
2021,
at
which
point
it
must
be
refurbished
now,
as
a
dog
park
person,
I'm
thrilled
at
24,
inches
of
gravel
underneath
all
that
construction,
because
it's
perfect
drainage
and
it's
already
there.

The
trouble
is
parks.
Forestry
and
planning
has
started
a
capital
planning
process,
and
what
they're
saying
to
us
is
we
will
not
consider
the
Metrolinx
reconstruction,
even
though
metro
area
buildings
has
to
pay
to
refurbish
that
neighborhood
at
that
area
of
the
park.
We
will
not
consider
that
fact
in
the
planning
process,
in
either
costing
of
options
or
in
scheduling
of
options.
So
our
fear
is
Metrolinx
refurbs
the
site
rips
out
all
the
gravel
then.

I'm
sort
of
just
waiting
to
get
some
people's
attention
back,
okay,
I
know
what
happens.
Is
they
turn
around
and
rip
it
up
again
and
put
it
in
a
dog
park?
So
we
pay
a
couple
hundred
thousand
to
rehab
it
and
a
couple
hundred
thousand
dollars
to
put
in
the
dog
park
p23
to
says
that
the
nature
of
the
asset
which
restricts
public
from
other
uses
in
the
space
requires
careful
analysis.
That's
referring
to
the
dog
park.

The
trouble
is
that
the
site
is
under
construction
from
now
until
2021,
so
we're
not
restricting
a
public
in
any
way,
no
one's
using
it
and
when
the
site
was
brought
in
for
construction.
The
only
area
objections
was
the
killing
of
trees.
No
one
was
using
the
space.
It's
virtually
a
dead
zone
within
the
park.
That's
a
shot
of
two
of
the
surrounding
areas.
The
south
end
of
our
requested
area
is
the
image
on
the
left,
which
is
an
old
1950s
landscape,
feature
designed
for
people
to
sit
and
relax.

It's
never
used
and
in
fact,
as
a
camp
for
street
people
during
the
summer.
The
image
on
the
right
is
a
steep
hill
which
comes
down
to
the
two
pool
area,
both
visually
and
spatially.
It's
separating
our
requested
dog
area
from
the
rest
of
the
park
and
that's
why
it's
a
dead
zone
within
the
park.
The
next
issue
is
the
use
of
the
park,
and,
if
you
look
at
the
map,
you'll
see
on
the
left,
the
blue
area,
the
arrow
coming
over,
shows
how
that
area
is
used
during
the
summer.

The
green
squares
are
little
kids
playing
soccer
and
they're
very
cute,
and
there's
lots
of
them.
The
two
rounded
edge
things
are
baseball
diamonds
and
that
takes
up
almost
all
of
the
flat
programmable
area
of
the
park.
If
you
look
south
you'll
see
the
red
area,
which
is
an
informal
off-leash
area,
in
other
words,
we're
using
it,
but
we
shouldn't
be
according
to
the
city,
so
we
get
fined
regularly
for
it.

What
we're
proposing
doing
is
taking
that
space
getting
out
of
there
and
building
the
dog
part
down
in
the
bottom
left
corner
and
what
what
that
would
do
is
free
up,
prime
programmable
space
and
utilize
an
area
of
the
park.
That
is
not
being
utilized.
It's
a
win
win.
This
is
looking
at
the
supply
issues
for
dog
off
leash
areas
in
the
area
and
age.

So
basically
we're
also
caught
in
what
we
would
call
double
jeopardy.
We've
been
asked
to
participate
in
this
planning
process,
which
means
we
have
to
wait.
The
planning
process
to
start
go
through
the
process
and
then
maybe
our
proposal
gets
in,
but
the
clocks
running.
If
it's
accepted,
we
have
to
start
again
at
the
dog
off
leash
area
process
and
go
through
the
public
consultation
on
that.
By
that
point,
Metro
each
will
have
rehab
the
site
and
we
will
have
lost
$200,000.

had
conversations

We
started
out
with
parks
planning
and
the
superintendent
was
very
supportive
when
we
got
to
parks
planning.
They
said.
There's
a
plan
coming
just
hold
on.
We
talked
to
Christy
Carmichael
grab
shoulder
our
proposal
and
she
said
great
she's,
she's
sort
of
supportive
of
it,
but
does
a
parks
planning
post,
that's
coming
okay
and
then
we
talked
to
Grant
Gibson,
the
planners
and
the
people
in
Midtown
Toronto,
and
they
said
yeah.
We've
got
a
lot
of
pressure
for
dog
proposals
here.

Yeah,
that's
interesting,
good
bite.
So
here
we
are
caught.
We
started
in
May
or
so
March
last
year
with
this
proposal,
and
we
have
yet
been
able
to
submit
it
to
anyone
or
get
any
consideration
and
my
fear
mr.
Matt
Lowe
is
that
we've
submit
the
plan.
We
go
through
all
this
and
there's
an
objection
that
we're
too
near
the
pool
or
something
and
we're
trying
desperately
to
get.
This
plan
considered
before
this
window
closes.

my
presentation
is
similar.
It
just
it
covers
a
few
different
topics.
What
what
I'm
really
recommending
on
on
this
is
is
more
a
matter
of
the
committee
to
consider
amending
this.
This
proposal
for
the
23.2
similar
points-
if
you
look
at
the
if
you
just
it's
fairly
fairly,
usually
outlined
here-
parts
and
forestry
and
Rec
director-
to
evaluate
the
dog
off
leash
share
proposal
contained
again,
it's
the
same
as
what
Blaine
had
mentioned
here
before.

It
must
also
be
based
on
on
the
numbers.
There's
a
lot
of
conflict
that's
arising
now,
because
there
are
a
lot
more
dogs
coming
into
the
park.
There
are
a
lot
more
people
without
dogs
with
kids
that
are
not
friendly
to
two
dogs,
or
at
least
are
not
comfortable
with
dogs.
The
population
growth
is
has
been
quite
significant.
I'll
show
you
some
statistics
on
that
as
well.
So
this
is
something
that's
more
than
just
a
comfort
thing.
This
is
going
to
become
quite
a
necessity
at
some
point
soon.

So
what
we've
got
here
is
again
what
Blaine
mentioned
it's
currently
under
construction,
it's
a
perfect
spot
to
designate
for
that
off
leash
area.
It
clears
up
the
park
space
for
other
people
to
use.
There's
another
there's
an
overhead
view
of
it.
You
could,
from
what
you
can
see
in
the
picture,
is
Eglinton
on
the
bottom.

There,
the
the
distance
to
the
actual
park
itself
from
there
is,
if
you
look
further
further
north
of
the
building,
it's
quite
a
number
of
hundreds
of
meters
away,
so
it
will
not
interfere
with
any
of
the
park,
use
and
it'll
clear
up
the
space
for
more
people
to
use
the
park,
as
as
the
city's
been
planning
to
to
redesign
eight
the
park
for
for
larger
number
of
users.
So
this
way
there's
a
lot
less
conflict
coming
up.
If
we
put
this
together
cost
proposal,
planes
mentioned
it
again.

This
is
a
money,
saving
venture
again
my
taxes.
My
taxes
are
paying
for
this
Metrolinx
construction,
then
they'll
be
paying
for
it
to
be
reconstructed
and
then
they'll
be
paying
for
it
to
be
torn
down
and
put
together
again,
I.
Don't
think
anybody
wants
to
pay
for
things
two
or
three
times
I
know
I'm,
not
the
only
one
in
in
that
state
of
mind.
So
definitely
something
to
consider
what
we've
got
here
again
is
unused.
It's
an
unused
space.

it's
not
part
of
the
problem
with
with
dog
off
leash
areas
in
the
past
has
been
that
they've
taken
up
viable
space
and
that's
why
there's
been
argument
from
politicians
from
from
from
other
citizens
that
they're
losing
space
that
they
could
be
using
for
something
else
in
order
to
to
cordon
it
off
for
dogs.
In
this
case,
that
would
not
be
the
situation.
It
would
be
something
completely
advantageous
to
everybody
who
is
using
it
for
dogs
and
for
the
people
that
are
using
the
park
that
want
more
space.

So
there
really
isn't
anybody
to
oppose
this
other
than
people
sort
of
dragging
their
feet
now,
making
a
decision
and
then
like
Blaine
mentioned,
because
if
this
gets
dragged
on
long
enough
time
then
runs
out
and
then
we
have
to
backtrack,
and
then
everything
becomes
ten
times
more
difficult.
So
in
my
proposal
is
to
to
to
get
more
communication
between
us
and
the
people
that
are
doing
this
work
that
are
making
the
plans
that
are
putting
everything
together
so
that
we're
not
looked
at
afterwards
to
say:
oh
wait,
we
should
have
considered
this
again.

Population
age
groups
have
been
changing
in
the
area,
there's
a
lot
more
people
sort
of
in
their
mid
30s
to
late
20s,
to
mid
30s
to
early
40s
that,
instead
of
having
kids
or
getting
dogs
or
having
kids
and
dogs
dogs
are
becoming
part
of
the
lifestyle.
Now
it's
it's
a
big
thing
in
Toronto.
This
also
doesn't
include.
If
you
look
at
the
numbers,
the
the
licensed
dog
numbers
are
nowhere
near
the
actual
dog
numbers.

mean
that's
a
that's
a
different
thing
to
deal
with
about
in
insisting
on
who
gets
who
has
to
have
licenses
and
and
what
not.
But
the
numbers
are
in
the
hundreds
of
thousands
for
dogs
in
the
in
the
GTA
and
in
in
the
city
proper
itself,
the
the
license
numbers
are
sort
of
30,000
and
in
the
City
of
Toronto,
so
the
real
numbers
are
huge.

If
you
go
to
any
one
of
these
parts
off
leash
or
not
off
leash,
you
will
see
a
lot
more
dogs
than
you
thought
you
would
and
every
once
in
a
while,
you
run
into
conflict.
So
you
want
you
wind
up
with
issues
with
with
children
being
scared
with
with
certain
people
being
scared
with
with
dog
poop
that
some
owners
are
not
responsible
to
clean
up.
This
gets
rid
of
all
those
issues
again.

efficiency,
the
whole
part
then
becomes
usable
for
every
other
plan
that
has
been
sort
of
put
on
the
table
for
revamping
the
area
because
of
population
growth
because
of
extra
groups
of
people
that
are
coming

use
it

council
was

us

parks
within
that
secondary
plan
area
to
see
if
there
was
any
room
for
a
dog
off
leash
area
and
to
report
back
to
this
committee.
So
this
that's
exactly
what
we've
done.

the
the
intent
I
believe,
is
to
simply
have
an
idea,
as
part
of
the
secondary
plan
work,
that's
being
done
as
to
whether
or
not
there's
more
room
for
dog
off
leash
areas
in
any
of
the
parks.
The
answer
is
before
you
that
out
of
the
twelve
parks
there's
only
one
park
that
has
some
potential
area
for
looking
at
all
the
others
do
not,
and
that
is
important.

for
an
off-leash
area
is
important
to
a
lot
of
residents
in
the
Greater,
Yonge
and
Eglinton
community,
and
what
I've
been
doing
this
I've
actually
gone
out.

personally

staff

residents

we've

at
Forest
Hill
Road
Park
we've
looked
at
Oriole
Park,
we've
looked,
you
know,
we've
been
struggling
to
find.
How
does
it
fit
within
the
criteria
as
far
as
space
goes
and
then
also
quite
proximity
to
residents,
and
we
haven't
been
able
to
find
the
kind
of
space
that
staff
would
support.

all
the
information
that,
like
I
just
shared,
gives
in
that
report,
but
we
already
knew
that
the
largest
green
space
we
have
in
the
Yonge
and
Eglinton
area
is
Eglinton
Park,
so
intuitively
I
think
you
know
it's
fair

look
somewhere
that
would
meet
each
criterion
it
would.
It
could
be
potentially
that
site,
but
I
strongly
believe
and
I
know
that.

pace
of
deterioration

city
departments

aware

condition,
but
this
is
a
real
jam
or
a
treasure
for
a
huge
percentage
of
the
toronto
population.
Both
local
area
residents
and
visitors
from
other
parts
of
the
city,
so
prioritization
under
the
ravine
strategy,
is
one
of
the
key
elements
here
and
just
to
give
you
a
sense
of
the
state
of
degradation
and
accelerating
pace
who
wanted
to
take
you,
through
some
photographs
very,
very
quickly.

can

to
be

feet

all
other
plant
life,
and
if
it
gets
close
to
infrastructure,
it
can
destroy
infrastructure
in
the
form
of
pipes,
foundations.

Japanese
knotweed
on
city
property,
heading
towards
private
property
and
no
funding
to
help
eliminate
it,
not
weed.

area
five
years
ago

gradually

aware
of

effort
of
other
groups,
abutting,
yellow
Creek
and
David
Barker
Park
to
raise
awareness
about
the
deterioration
of
Yellow
Creek
ravine
for
many
years
our
family
have
walked
and
cross-country
skiing
and
parks
around
Toronto
and
environs,
and
I
continued
to
walk
and
explore
them.
When
we
moved
I
looked
forward
to
walking
in
the
ravine,
however,
I
do
not
do
so
as
frequently
because
I
says
sad
and
dispiriting
experience
to
see
it
in
such
a
neglected
state.

stated
in
a
previous
deputy
in
previous
deputations
to
the
parks
and
Environment
Committee
in
2016
and
the
executive
committee
this
year.
We
are
in
full
support
of
the
initiative
taken
thus
far
to
raise
awareness
of
the
degradation
of
Yellow
Creek
following
our
walk
with
city
staff
and
councillor
wantem
in
August.
A
group
of
people
from
the
five
surrounding
areas
have
documented
the
health
of
the
ravine
and
a
very
graphic
way
which
show
the
results
from
this
latest
storm
surges
and
May
and
August
of
this
year
and
more
recently
by
John
Boston's.

In
two
days
ago,
these
five
neighborhoods
now
joined
together
to
urge
the
city
to
implement
a
master
plan
which
I
believe
underscores
the
urgency
of
a
comprehensive
approach
to
tackle
the
restoration
of
the
ravine.
The
Toronto
ravine
strategy
and
implementation
strategy
have
identified
five
guiding
principles,
protect,
invest,
connect
partner
and
celebrate.
We
know
that
this
is
a
long-term
project,
one
that
will
require
money
and
a
coordinated
effort,
however,
was
the
broad
scope
and
the
work
required
by
the
ravine
strategy
I'm
concerned
that
the
restoration
of
Yellow
Creek
will
get
lost
in
the
shuffle.

It
will
be
several
years
before
work
on
the
creek
bed
and
other
work
can
begin.
However,
I
wonder
if
whether
some
other
work
could
start
immediately
and
I
refer
to
the
reforestation
section
of
the
draft
submission
removal
of
invasive
species,
collecting
seeds,
planting
native
trees
and
ground
cover,
so
that
as
the
work
progresses,
some
healthy
River
ravine
bags
will
be
emerging.
There
are
knowledgeable
people
who
have
expressed
interest
in
studying
the
ravine
and
the
other
areas.

Education,
I
think
that
this
could
be
initiated
with
some
schools
in
the
area,
which
would
provide
an
opportunity
to
engage
young
people
in
the
stewardship
of
the
natural
environment
of
our
city.
I
believe
that
the
revitalization
of
Yellow
Creek
is
a
good
fit
with
the
five
guiding
principles
of
the
ravine
strategy
to
protect,
invest,
connect
partner
and
celebrate
a
master
plan
which
could
provide
a
valuable
template
for
work
in
other
ravines
and
parks
in
the
city
and
based
on
on
my
experience
with
the
Deer
Park
and
with
the
five
of
the
with
the
five
groups.

awareness

our
neighborhood
combined
neighborhoods
people
want

know

They
care
about
what's
happening

we

people

like
to
be
involved
in
answer
to
your
question,
but
they
just
don't
know
what
to
do
at
the

In
parallel,
our
TRS
team
has
been
working
at
Park
Drive
ravine,
which
is
the
lower
half
of
the
Yellow
Creek
ravine,
and
we've
been
working
there
for
the
last
three
years
building
on
research
from
40
years
ago.
This
research,
which
Eric
will
summarize
documents
the
rapid
decline
of
the
ravines
ecological
health.
Over
the
last
40
years,
we
prevents
presented
our
findings
at
the
executive
committee
in
September
of
this
year.

There
we
requested
that
the
city
incorporate
the
internationally
continously
recognized
concept
of
ecological
integrity,
to
measure
the
state
and
health
of
the
ravines
to
use
available
science
at
the
University
of
Toronto's,
Faculty
of
Forestry
or
similar
institutions,
and
three
to
incorporate
the
Ontario
invasive
species
act
into
the
formal
ravine
strategy.
All
three
motions
were
passed
without
amendment
and
then
City
Council
passed
an
additional
motion
on
October,
2nd
that
the
city
staff
report
on
the
funding
required
to
create
and
complete
a
biological
inventory
and
an
ecological
inven
integrity
report
of
Toronto's
10,500
hectares
of
ravine
system.

The
health
of
the
ravines
requires
the
removal
of
invasive
species,
species
which
not
only
impede
native
biodiversity,
which
I
know
Michael
Layton
is
very
concerned
with,
but
also
threatened.
The
very
infrastructure
that
we
are
investing
in,
that
is,
the
water
mains,
the
cables,
the
pathways
bridges,
stairs,
etc
that
we
intend
to
build
in
Yellow,
Creek
and
other
places
within
Toronto's
ravines.
We
must
find
the
most
cost
effective
way
to
remove
these
destructive
invasives,
the
most
critical
of
which
are
the
Japanese
knotweed
dog
strangling
vine
and
Norway
maple.

Banks
in
the
UK
have
refused
to
give
mortgages
to
properties
with
Japanese
light
knotweed
likening
it
to
termites
on
February
4th
in
a
landmark
case,
Williams
and
waste
all
versus
Network
Rail.
The
courts
ruled
in
favor
of
the
plaintiffs
who
filed
for
damages
against
the
railway,
because
the
railway
had
failed
to
control
Japanese
knotweed
on
its
property.

would
you
agree
it's
a
good
idea
to
do
a
master
plan
and
EA
all
the
things
we're
trying

really
have
a

doing
this
vicious

way
to
deal
with
this

there
is

way
that
we
can
deal
with
the
biotic,

abiotic
components
of
this
plan,
but
they
should
be
working
in
tandem
because
you
don't
want
the
machines
to
go

there
uproot

soil
contaminate
other
sites,
because,
right
now
there
are
pockets
of
knotweed.

are
pockets
of
other
invasives
right.

don't
want,
think
contaminate,
yes

so
so
it
has
to
be
done
in
tandem.

what
we're
asking
is
that
we
look
at
this
as
a
master
plan.

presentation

overview

what
it
would
look
like

it's

technical,

just
gonna
gloss
over
the
technicalities
as
as
Kathryn
mentioned,
piloting
ecological
integrity,
which
is
in
these
four
motions.
If
you
look
at
the
Toronto
ravine
strategy,
they
want
to
get
quick
wins.
They
want
to,
you,
know
short
term
wins
and
a
lot
of
it.

Success
there
will
depend
on
on
piloting
this,
and
so
we
think,
yellow
Creek
is
good
area
to
to
look
at
this
and
with
the
experience
you
ot
has
had
over
the
past
few
years
in
Yellow
Creek,
it's
easy
just
to
move
up
ecological
integrity.
This
is
a
useful
diagram.
Again,
it's
a
very
complex
topic,
but
it's
important
to
appreciate
that
ecological
integrity
inclusive
includes
the
biodiversity,
that's
all
the
plants
and
animals
they
fit
together
in
the
ecosystems,
ecosystems
produce
ecosystem
services
and
we
want
the
entire
thing
to
be
resilient.

It's
a
very
complex
problem,
but
there
are
guidelines
around
the
world
for
this
just
quickly.
These
are
some
of
the
key
ones
is
used
globally
at
the
United
Nations
National
Parks,
Canada
provincial
and
we're
trying
to
get
it
used
in
Toronto.
So
there's
the
benefit
of
using
this
framework
is
not
only
can
you
engage
with
experts
at
higher
levels,
but
there's
also
funding
opportunities,
so
we
have
been
working
gathering
these
these
guidelines
and
we've
deployed
them
in
the
ravines.
You
see
that
green
circle
is
yellow
Creek
there.

This
was
the
1977
report
done
one
of
the
few
baseline
studies
that
exists
for
Toronto.
We
redid
it
in
those
four
ravines
and
I'll
just
show
you
the
that
the
main
kind
of
thing
we
found
with
the
trees.
As
you
see
this
was
historical.
It
would
have
been
all
native
in
1977.
There
was
about
10%
Norway,
Norway
maple
and
when
we
resurveyed
it
in
2015,
this
is
about
where
it's
at
it's
about
40%.
So
if
nothing
is
done
quite
quickly,
the
business-as-usual
scenario
I
mean
you
can
see
this
anywhere,
you
go.

The
norman
maples
and
other
trees
are
really
really
going
fast.
We've
we've
since
launched
at
their
research
projects
master
CCS.
This
is
one
that's
happening
this
summer.
Looking
at
the
vet
herbaceous
vegetation,
both
the
native
wildflowers
and
the
invasive
plants,
and
this
little
colorful
graphic
was
what
I
was
hoping
to
find.

So
we've
had
a
couple
masters.
Students
start
mapping
out
the
ravines
for
old-growth
trees
along
along
the
banks.
We've
done
this
on
a
ward
by
word
basis,
so
I'll
just
look
at
the
ward
here
today.
We're
mapping
these
trees
out,
studying
their
biology,
reproductive
biology
and
we're
starting
to
partner
with
provincial
and
federal
groups
to
get
these
trees
in
large
productions.
So
you
can
have
the
numbers
to
restore
the
ravine,
so
the
this
three
years
of
work
has
provided
with
a
lot
of
good
information,
a
lot
of
good
contacts
on
ecological
integrity.

think
it's
really
easy
to
move
it
up
into

of
Avoca
and
to
pilot
these
motions.

just

I

quickly
and

has
to
happen
in
tandem
with
the
work
that
will

going
on
done
by
Toronto
water,
but
it's
very
important

that
that
be
done
collectively,
so
that
that's
so
that
Parks
is
involved
along
with
Toronto
water.
In
that
environmental
assess
we.

we
don't
want
to
see
is
something
where
the
environmental
assessment
goes
ahead
without
regard
for
the
need
for
parks,
involvement
and
then
we
come
and
then
try
to
pick
up
the
pieces
and
and
undo
the
damage.
After
it
has
occurred,
we
need
integrated
planning
starting
now,
and
we
need
to
happen
have
have
it
happen
fast.

It's
essential,
not
only
that
we
that
that
you
asked
for
an
integrated
plan,
but
that
you
also
ask
your
colleagues
on
City
Council
for
the
money
to
implement
it,
money
to
implement
dealing
with
invasive
species,
now
money

implement

other
work.
That
needs
to
be
done
on
the
ravine
and,
as
you
saw,
there's
safety
issues.
You
know
we
can't
just
let
I
mean
that
kid
that
was
crawling
across
the
ravine.

arguing
for

that
it's
imperative
that
the
ravine
strategy
be
funded
with
money
and
and
that
City
Council
not
only
pass
a
ravine
strategy,
which
is
done,
which
is
full
of
good
principles
on
good
plans,
but
can
only
work
if
there
is
money.
So
I
plead
with
you
beyond
what
we're
asking
for
invest
in
the
ravines
and
make
the
budgetary
allocations
that
are
acquired
to
make
that
happen.

comment
that
you
heard
the
presentations
of
Kathy
burka
and
Eric
Davies.

proposing
a
joint
effort
by

of
T,
with
parks
to
do
something
in
the
interim,

we
recognize
it's

expedite

who
shows

the
hearings

meetings

This
work
typically
is
undertaken
by
staff
at
Toronto.

water
or
and
Ord
our
colleagues
in
engineering,
construction
services
and
I'm,
looking
across
the
room
to
mr.
Harding
and
and
our
colleagues
from
Toronto
water
to
make
sure
I'm
stating
that
accurately,
but
they're
there
long
drawn-out
process
is
very
complex,
but
also
very
thorough.
All
of
that
begins
to
inform
what
takes
place
down
the
road.

The
concern
about
master
planning,
an
area
before
you
have
in
a
geomorphic
study,
is
that
you
start
to
design
and/or
undertake
work
that
might
get
undone
later,
because
something
comes
up
in
the
EA
that
you
didn't
know
over
for
C,
and
it
may
require
going
through
part
of
the
area
that
that
you've
just
done
work
on
that's
also.
We
just
have
to
work
hand
in
glove
I,
hope,
I've
answered
the
question.

it's
obviously
it's
a
complex
situation
and
you
have
to
do
things
in
the
right
order.
So
you
don't
go
back
and
undo
what
you've
done.
Is
there
a
way,
though,
to
get
in
there

at
least
contain
the
invade
subspecies,

we're

seeing
them
doubling
tripling
between
now
and
when
we
get
the
work
plan
because
I
understand
the
residents
concerned.

also
understand
invasive
species,

even

we
could
just

least
stop
them
going
further
because
I
know
there's
no
point
ripping
them

out
and
planting.

2013

an
invasive
species
management.
We
do
have
a
limited
funding
have
but
1.4
million
dollars
annually
to
support
invasive
species
management
I've
work
on
approximately
100
sites
a
year.
We
do
also
have
a
little
bit
of
funding
for
the
development
of
stewardship
plans,
not
stewardship
teams
which
take
a
regular
meetings,
but
stewardship
plans
and
I
think
there
may
have
been
some
miscommunication
and
our
ability
to
help
the
residents
support.

of
that.

the
members

We
need
to
make
sure
that
that
your
voice
is
ring
loud
and
true
throughout
the
rest
of
the
council
chambers
through
the
2018
budget
process.

So
I
want
to
thank
you
for
your,
your
leadership
and
your
stewardship.
The
the
conversation
around
the
veil
of
Avoca
and
the
work
that
needs
to
be
done
and
yellow
creek
has
been
ongoing
for
some
time
and
my
observation
as
a
local
councillor
when
the
community
first
races
with
me,
was
going
to
stop
and
saying
so.
You
know
what
do
you
think
about
these
ideas?
Can
we
develop
this
master
plan,
and
then
we
learned
that?
P
Actually
this
division
is
taking
the
lead,
that's
their
project
and
we're
just
gonna
stand
back
and
wait
till
they
tell
us
what
they
need
if
they
talk
to
us
at
all
and
and
I'm,
not
saying
that,
that's
exactly
what
happened,
but
certainly
there
is
a
semblance
of
that
that
was
taking
place
with
Toronto
water
and
the
geomorphic
study
that
that
is
now
going
to
be
underway.
But
I
think
that
there's
an
opportunity
here
for
us
to
do
much
more.
We
have
to
be
able
to
tack
this
in
a
holistic
fashion.
P
So
we
know
that
there's
failing
infrastructure
in
the
ravines
like
a
lot
of
the
the
hard
infrastructure
the
city
is
sitting
in
the
ravines
that
is
failing,
uncontrolled
stormwater,
runoff,
extreme
weather
conditions,
the
encroachment
of
urbanization,
the
invasive
species,
god
help
our
ravines.
And
if
you
know
there
is
no
divine
intervention,
then
we
have
to
come
in
with
a
strategic
purpose
and
and
an
urgency
to
make
sure
it
gets
done
and
I
think
that
this
is
oftentimes.
P
The
the
conversation
that
we
struggle
with
that
the
city
is
like
how
do
we
balance
these
budget
pressures
and
there's
a
few
things
to
me
that
are
they're
sacrosanct
one
is
we
need
air?
We
need
water,
we
need
shelter,
we
need
food
and,
and
we
need
all
of
that
to
work
together
an
ecosystem.
So
while
we
take
a
look
at
some
of
our
successes,
we
can't
forget
the
pieces
that
we
don't
see
on
a
regular
basis.

If
my
house,
in
my
home,
doesn't
over
look
at
a
ravine,
perhaps
it's
not
top
of
mine,
but
everything
that
we
need
in
this
city,
including
the
way
the
water
runs
through.
Our
our
water
rate,
ways
runs
through
the
ravines,
so
we
have
a
chance
and
I
think
is
actually
a
very
good
opportunity
to
make
the
most
of
what
we've
learned
today.
Building
on
the
knowledge
that
walk,
Toronto,
water
has
work
to
do
critical
infrastructure
is
failing
in
the
ravines
and
our
walking
in
July.

It
was
very
apparent
that
this
is
not
going
to
be
resolved
quickly,
but
if
we
come
at
it
holistically
and
we
are
able
to
approach
this
in
a
very
intelligent
fashion,
with
purpose
with
measurable
outcomes,
I'm
very
confident
we
can
actually
take
those
red
dots
of
40%
coverage
turned
out
around
put
meaningful
infrastructure
in
there
using
the
very
best
of
innovation
and
then
leverage
the
community
strengths
that
have
come
before
us
time
and
time
again
saying
we
want
to
be
part
of
the
solution.

us

great

sense
of
urgency,
saying
we
live
this.

breathe

we
love
this
place
and
it
has
not
been
cared
for
and
we
want
you
to
do
something
about
it
when
they
came
to
us
as
catherine
tam
mentioned,
staff
were
already
working
on
devising
the
ravine
strategy
for
the
city
and
what
I
what
I
experienced
at
that
time.
There
was
sort
of
a
both
the
conversions,
but
also
a
bit
of
a
friction,
a
convergence
being
that
wow.
What
a
great
opportunity
it
is.
I
mean,
if
they're,
already
working
on
something,
let's
get
this
in
there
and,
let's
start
moving
on
it.

friction
was
when
there's
this
big
citywide
plan
with
no
budget
and
all
these
different
competing
priorities
and
different
things
that
need
to
be
done
and
we're
looking
for,
like
quick
fixes
right
now
to
a
specific
site,
it
doesn't
move
along
as
quickly
as
we
personally
in
a
community
why?
I
would
like
it
to
go
so
it
was.
It
was
kind
of
the
best
of
both
worlds
and
then
the
worst
of
both
worlds
in
that
in
that
instance.

summer
Hill
residents,
Association
the
South
Rosedale
residents,
Association,
the
Moore
Park
residents,
Association,
the
Deer
Park
residents
group
and
North
Rosedale
residents
association

really
animating.

conversation

process

and
also
I
mean
I,
know
that
the
hours
are
long
and
the
money's
not
very
good
and
you're
putting
a
lot
of
time
into
this.

you

as
a
councillor,
but
also

local
resident

leadership

you're
providing

our
neighborhoods.

just
speaking
as
a
local
residents

As
many

you
know,
I'm
a
I
love,
walking,
I
love,
hiking
I
find
my
one
of
the
most
important
places
that
I
go
in
the
city
for
time

reflection
in
the
midst
of
a
busy
life
with
a
crazy
job
is
to
go
for
a
walk
in
the
ravine.
I
often
walk
along
whether
it
be
yellow
Creek
or
over
at
Mud
Creek.

These
are
places
that
I
find
peace
and
I
look
around
where
I,
walk
and
I
see
broken
pieces
of
city
infrastructure
sticking
out
places
where
that
should
be
fixed
up
and
and
and
beautified
naturalised.
I
see
erosion,
I,
see
dangerous
places.
I
see,
I,
see
our
ravine
system
being
really
Toronto's
inverted
mountains
where
we
were
so
jealous
of
so
many
places
around
the
world
for
their
natural
environment.
We
take
for
granted
what
we
have
here.
We
put
we
build
highways
through
them.

neglect
what
we
have
and
we
have
an
opportunity
to
do
something
very
special.
So
that's
why,
as
a
citizen,
I'm
really
happy
that
we're
moving
forward
with
the
holistic,
ravine
strategy
and
very
enthusiastic
and
supportive
of
staff's
work,
but
I
also
know
that
we
have
specific
sites
like
the
Yellow
Creek,
where
we
need
an
expedited
focus
and
movement
on
this
now,
so
that
it's
not
not
only
more
difficult
in
the
long
run.
But
as
we're
going
to
talking
about
budgets,
it's
going
to
be
vastly
more
expensive
the
longer
we
let
this
go
into
disrepair.

tireless
work
on
that
and,
of
course,

T
is
endlessly
endless
with
their
ideas
and

their
work
ethic
for
our
ravine
preservation,
I
guess
I
would
say

I

sounds
like
many
already
are
well
familiar
with
their
ravines
and
hence
maybe
why
they're
on
parks
and
environment,
but
for
all
councillors
to
take
advantage.

can't

there's

light

2013
there
was
a
a
complete
list
of
the
exempt
facilities
and
parks
that
were
a
list
of
those
facilities
and
parks
that
were
exempt
from

water
bottle
policy

think
they're
about
300,
or
something
like
that.
Do
we
know
how
many
parks
still
remain
exempt
from
the
water
bottle
policy.

2012,
they
were
I
think
your
report
says
60
some-odd
that
have
been
installed
in
44
planned
for
this
year,
which
is
a
hundred
and
I.
Think
it's
107
in
total,
which
is
great.
It
exceeds
what
we
requested
as
standard
which
was
10
per
year,
which,
at
that
time,
I
thought
was
ridiculously
low.
But
so
they
must
be
being
installed
as
part
of
capital
projects
and
and
out
of
other
budgets.
But
is
it
possible
to
review
the
list
of
all
of
the
exempt
parks
and
facilities
and
instead
of
sort
of
doing
it?

The
chair,
we
could
do
that
this
strategy
right
now
is
that
as
and
when
any
asset
is
being
improved,
we
look
at
the
water
bottle
and
or
what
drinking
fountain
as
an
option
or
possibility
as
part
of
that
asset
improvement.
So
I'll
use
an
example.
If
we
were
rebuilding
a
sport
field
or
a
field
house
or
any
part
of
a
park,
we
would
look
at
it
as
part
of
that
capital
project.
That's
how
we've
accelerated
it
as
much
as
possible.

these
are
the
areas
that
maybe
are
not
going
to
be
addressed
through
that
regular
capital
program
and
we
are
going
to
be
proactively
installing
them
on
existing
buildings,
which
I
know
is
the
preferred
route
so

addressing
there's
a
plan
to
put
water
stations
everywhere.
We
want
to
have
them
well,
because
I
think,
as
I
looked
at
the
list,
hi
Park
was
on
the
list
as
being
exempt
because
they
didn't
have
water
filling
stations.

why
would
High
Park
not
have
water
filling
stations,
so,
let's
figure
out
yes
so
or
any
of
the
large
parks
there.
We
have
to
be
able
to
go
in
and
assess
them
and
say:
okay,
for
instance,
High
Park.
They
should
have
two
or
three.
The
last
policy
was
110
per
year,
one
per
facility.
That
may
not
be
enough,
even
if
we
are
serious
about
getting
rid
of
water
bottles,
and
we
want
our
kids
to
be
refilling
bottles.
We
have
to
make
it
easy
and
so
I
guess
I'm
asking.

shorter

every
day
in
order
to
keep
that
water
fresh.
Otherwise,
it
goes
stale
and
we
have
water
quality
and
disease
issues,

it

building

close

easy
to
winterize.
